Help the Boy Scouts of America

You can help protect the Boy Scouts from discriminatory practices. No federal funds should go to government agencies that punish the Scouts because of its membership policies. The Supreme Court has ruled that the Scouts --and other private groups -- are free to set their own membership standards. Senator Jesse Helms (R-NC) is offering an amendment to S. 1, the Senate education bill, to protect the Boy Scouts from discrimination. Homosexuals want to deny the Scouts the right to meet in public buildings because homosexual activists are denied open access to young boys. The Helms amendment deserves our support! Concerned citizens must express their support for the Helms amendment by signing a petition that will go to their U.S. Senators. The petition is available at: www.conservativepetitions.com/petition.html?name=helms_boy_scouts. Also please forward this email to everyone in your address book. Vermont Vote Takes Sex Out of Civil Unions

(CNSNews) -- While the nation watched Vermont Sen. Jim Jeffords bolt from
the Republican Party last week and shuffle Washington's power structure in
the process, the legislature in his home state was quietly making a little
history of its own.

As Jeffords explained his decision to quit the party that partially financed his
reelection in 2000, lawmakers in the Vermont House voted 72-69 to replace
the state's civil unions law with one that would give marriage benefits not just
to homosexual couples, but also to blood relatives who live together.

The move puts new pressure on lawmakers considering marriage benefits for
the un-married by expanding the scope of such measures beyond
homosexual cohabitation, which has traditionally been a driving force behind
such legislation in the past.

Proponents said the bill takes the "sex and ceremony" out of last year's
landmark Vermont law by extending benefits to "reciprocal partnerships,"
including relatives who cannot legally marry, such as an elderly woman and
her adult daughter.

While the bill would allow certain benefits to family members who chose to
live with and care for a relative, critics blasted the legislation as demeaning
to homosexual couples, claiming is rips them of their dignity.

"It's a huge symbolic loss to the gay and lesbian community," said Craig
Bensen, executive director of Take It To The People, a grassroots group that
promotes traditional nuclear families.

Benson said the measure is a thorn in the side of advocates of
homosexuality because "they don't have special privileges for a special
class. It's too darn fair - they hate it."

While observers expect the Democratic-controlled Senate to kill the bill,
homosexuality advocates are unhappy the measure got as far as it did,
particularly in a state considered one of the most liberal in the nation.

One of the Vermont House's two openly gay members said the state
shouldn't compare his relationship with his partner to that with his relatives.

"You can't equate the two," Rep. Robert Dostis told The Associated Press.
"Don't demoralize my relationship with Chuck. We have an 18-year
investment in each other. To say that relationship is the same as my niece,
my uncle isn't right."

The bill's sponsor, Judiciary Committee Chairwoman Peg Flory, said she had
a simple purpose in mind: get the government out of Vermonters' bedrooms.

"The state ought not to be in the business of giving benefits based on sexual
activity," she said.

Still, she understands critics' angst: "It was a big inroad for the same-sex
advocates to have last year's civil unions, and they're not going to take a
step backward without a fight," Flory said.

In a political twist some call ironic, supporters of the bill argue that extending
benefits to more and different partnerships won't hurt, paralleling the talking
points once used by homosexuality advocates as they sought full marriage
status.

Recalling last year's legislative struggle over Vermont's same-sex marriage
law, Flory said, "the proponents of civil unions asked, 'Why does inclusion of
more people demean your relationship or cheapen your relationship?'"

Pastor Helps Put Out Gay Fireworks Show

(CHARISMA) -- A Memorial Day weekend fireworks display planned as part
of gay and lesbian festivities in a Florida resort community has fizzled, partly
because of opposition from a local pastor. Escambia County commissioners
voted 3-2 last week against the pyrotechnics celebration at Pensacola
Beach because they say it presents a fire and security risk, and it is
inappropriate for the holiday, "The Pensacola News Journal" reported.

Gordon Godfrey Jr., pastor of Marcus Pointe Baptist Church, had urged the
commission to reject organizers' permit request to present an eight-minute
fireworks show tomorrow night over Santa Rosa Sound, near Pensacola
Beach. The event was supposed to be a thank you gesture to the community
for hosting gays and lesbians who annually flock to the Florida panhandle for
Memorial Day weekend, the newspaper reported.

Godfrey said it was "not an issue of gayness." He believed there were
already plenty of activities for gay and lesbian visitors. "They have every right
to be here," he said. "We don't feel it's appropriate [to add fireworks]."

Meanwhile, the city council in Woodland, Calif., last week rejected a council
member's request to support Gay Pride Day in nearby Davis, "The Davis
Enterprise" reported. Councilwoman Martie Dote asked her colleagues to
pass a resolution giving their blessings to the event. "Sexual preference is a
private matter and has no place on this dais," said Councilman Neal Peart,
the newspaper reported. "I will not support it if it comes to a vote."

Ha'aretz: PM to review restraint policy after security talks (update -
Sharon sets no limits in Knesset speech)

[IMRA: PM Ariel Sharon opened a special session of the Knesset this
morning
on the collapse of the wedding hall last week by explaining that while
Israel was committed to the security of its civilians, the unilateral
cease-fire would continue because it serves a role in the international
diplomatic campaign that Israel is engaged in. Sharon noted that the
international campaign had a weight that was of no less importance than what
is actually happening on the ground. Sharon said that it would be improper
for the public to ask how long the violence will continue.]

By Aluf Benn and Amira Hass
Ha'aretz Correspondents Ha'aretz 30 May 2001

Prime Minister Ariel Sharon is waiting to see the outcome of last night's
security cooperation talks with the Palestinian Authority (PA) before
re-evaluating Israel's policy of restraint, adopted since his declaration of
a unilateral cease-fire last week.

A senior diplomatic source said yesterday, "We are waiting to see if there
will be any concrete measures taken in the territories following the
security meeting, and this will be the point of departure for future policy.
Up until now, we have seen no sign from Palestinian Authority Chairman
Yasser Arafat that he is trying to reduce the violence, neither in word nor
deed."

"It is unclear," the source however warned, "how long we can restrain
ourselves, when there are fatal terrorist attacks every day, and we don't
see the other side do anything to reduce the violence."

Israel yesterday tried to garner international support to cajole Arafat into
agreeing to a cease-fire. On Monday, Arafat turned down Israel's proposal to
declare a cease-fire and immediately implement the Mitchell Commission
report.

Sharon spoke with Russian President Vladimir Putin yesterday afternoon -
even while Arafat was at the Kremlin for an official visit - and asked Putin
to talk Arafat into agreeing to "a cease-fire and an end to incitement."

Foreign Minister Shimon Peres yesterday told a briefing of the heads of
Israel's representative offices in Europe and North America that, "If the
free world unites against terrorism, Arafat will have to do the same." He
said that Israel told visiting U.S. Assistant Secretary of State for Near
Eastern Affairs William Burns that Israel accepted the report, and even
proposed a time-table for its implementation.

Key members of the Palestinian leadership, however, dismissed Sharon's
attempt to set a time-table as "ridiculous and opposed to the clear
statement in the Mitchell Report, that the two sides decide together on the
implementation of the recommendations."

Peres went on to say that Israel sees the implementation of the report as "a
train with four stations:"

+ An immediate cease-fire and end to incitement.

+ A "cooling-off period." The Palestinians want it to last four weeks, while
Israel wants this period to be "at least twice as long." This difference can
be resolved, Peres said. Israel has made it clear that, if the shooting and
the violence flares up again, "[the time elapsed] will not be included in
the cooling-off period." <=== [IMRA: It is not clear what time is the
relevant time. It may be as little as the duration of the violence itself]

+ Confidence-building measures. According to Peres, U.S. Secretary of State
Colin Powell said that this issue does not need to be addressed for now.

l Renewal of peace talks. "We are prepared to declare that the purpose of
the talks is to conclude a final-status agreement, based on UN Security
Council Resolutions 242 and 338," said Peres, "and the first clause of the
agreement will be to implement existing agreements."

Burns has suggested that the cease-fire be "gradual," to allow Arafat to
regain control of the territories. Sharon agreed, but stressed that there
would be no progress before the violence came to a complete halt.

Ha'aretz: BBC stops employing anti-Israeli reporter

By Sharon Sadeh
Ha'aretz Correspondent Ha'aretz 30 May 2001

LONDON - Following protests from British members of Parliament and Jewish
organizations, the BBC last week decided to stop working with freelance
journalist Faisal Bodi, who openly opposes Israel's right to exist.

Bodi had been hired on a freelance basis to write and broadcast radio
reports on the Middle East and on issues pertaining to the Muslim
community
in Britain. He broadcast only two reports on Radio 4's news program The
World Tonight before last week's decision was made.

Bodi harshly criticized the decision in an article published last week in
the Guardian, claiming he had fallen victim to "anti-Islamic
discrimination."

However, Stephen Mitchell, head of BBC radio news said that Bodi is "not
banned by the BBC." In a letter to the Guardian, Mitchell wrote "Faisal Bodi
appears to have interpreted the way the BBC has dealt with him as evidence
of editorial bias and as a slur on his journalistic integrity. It was
neither.

"We have always said that the piece Mr. Bodi provided, and we broadcast, on
the political disaffection of young Muslims, was fair, balanced and
accurate. The problem with the broadcast was our failure to give the
listeners the full context, in particular the fact that Mr. Bodi has strong
views on the Middle East issue which he has publicly stated," Mitchell
wrote.

"Sacrifices for PR" expected to continue through
    PM Sharon's European visit
Sender: owner-imra@imra.org.il
Precedence: bulk

Aaron Lerner Date: 30 May 2001

Israel Radio reported in its noon news program that Israeli officials would
like to continue the unilateral cease-fire in the face of continued
terrorist attacks through Prime Minister Ariel Sharon's visit to Europe next
week.

A senior member of the Foreign Ministry's information department explained
that Israel's continued unilateral cease-fire despite Israeli losses to
terror was having a positive impact on Israel's public relations.

Among the gains of "sacrifices for PR" cited were favorable articles
overseas.

Interestingly, the interviewers did not point out to the Foreign Ministry
representative that Israel's major PR gain already took place after the
failure of the talks during the waning days of the Barak administration.
Another issue not raised is the possibility of a "boomerang effect" as
Israel sets ever higher levels of violence that it can be expected in the
future to absorb without response.

While "sacrifices for PR" is expensive in human terms, Israel Radio reported
that the Security Cabinet has yet to decide what it will actually do with
the favorable PR that the human sacrifices earn the Jewish State. On the
one hand, some ministers propose that the "sacrifices for PR" be used in a
program to strip Arafat of legitimacy, others see it as a device to
ultimately push Arafat to agree to some level of quiet so that the "peace
process" may be continued.

Subject: [bprlist] A little about ravens
From: ruby
Date: Wed, 30 May 2001 09:56:48 -0400
--------
Job 38:41 Who provideth for the raven his food? when his young ones cry
unto God, they wander for lack of meat.

Here's a little about ravens. Does anyone else have some more
interesting OBSCURE information about Ravens? Did the ancients have
special uses for them, etc...?

Raven (bird)

Raven (bird), common name applied to about ten large birds of the crow
family. Best known is the common raven, found throughout much of the
northern hemisphere, from the high Arctic islands of Canada to the
deserts of North Africa. It is the largest of all songbirds (see
Passerine), attaining a length of more than 60 cm (more than 24 in).
Because the bird is intelligent, social, and highly adaptable, it has
long been a subject of legend and folklore. It has a wedge-shaped tail
and is satiny black, with a metallic, bluish sheen. The bill is long,
powerful, and slightly hooked, and the feet are strong. The common raven
is omnivorous, feeding on seeds, fruit, small birds and mammals, and even
carrion. It nests on high trees or cliffs; the female lays four to eight
spotted, light-blue eggs in a clutch, and both parents feed the young.

A closely related species, the aptly named brown-necked raven, inhabits
North Africa east to the Middle East. The only other American species is
the Chihuahuan raven, a smaller bird of Mexico and the southwestern
United States. It has a slightly different voice, and the concealed bases
of the neck feathers are white.

Scientific classification: Ravens belong to the family Corvidae of the
order Passeriformes. The common raven is classified as Corvus corax, the
brown-necked raven as Corvus ruficollis, and the Chihuahuan raven as
Corvus cryptoleucus.

PM SHARON'S REMARKS TO KNESSET PLENUM (IMRA: sacrifices for
PR)
(Communicated by the Prime Minister's Media Adviser)
Jerusalem Wednesday, May 30, 2001

[IMRA: Within hours of PM Sharon's explanation of the importance of
"sacrifices for PR" a car bomb exploded next to an ORT high school in the
Old Netanya Industrial Area. Initial reports indicate that there were
"only" 3 shock victims from the attack. It is not clear how much PR gain
Israel will enjoy from the "sacrifice" since there were no Israeli dead.]

Following are excerpts from Prime Minister Ariel Sharon's remarks in the
Knesset today (Wednesday), 30.5.2001:

"Mr. Chairman, distinguished Knesset Members:

Israel is currently in the midst of a difficult struggle against
Palestinian terrorism and Hizbullah's provocative attacks under Syria's
auspices. We suffer losses. There is a battle on traffic routes.
Arafat takes no preventive measures. The heads of the Palestinian
Authority and its various organizations incite to take action against
Israel. This is not an easy situation, but we have been through worse.

As you are aware, I have chosen to announce a (unilateral) cease-fire.
Protecting the citizens of Israel is, of course, our duty, and we need
to do everything in our power to secure the lives of Israeli citizens.

I know that tempers are flaring, and justifiably so. I see the terrible
pain, and I watch in awe the heroic stand of the residents of Judea,
Samaria and Gaza, their self-control and dedication to the Land of
Israel.

We are indebted to the residents who stand with the IDF on the front
line, and I take this opportunity to convey my warmest wishes to the
settlers.

I know that I am being attacked for my decision to announce a
(unilateral) cease-fire. However, I declare that after viewing the
entire picture and recognizing the responsibility resting on my
shoulders, I felt compelled to do so. That is why I have decided to
accept the Mitchell plan. This is not only a security battle. We are
forced to confront and win a difficult and complex political and
diplomatic campaign. These facts affect my decisions and I will act
accordingly. It takes patience. We must succeed in this diplomatic
campaign and I believe that we are conducting it appropriately.

We must remember that we cannot ask all the time: 'Until when?'
Sometimes it is necessary to stand and endure. They don't ask every
minute: 'Until when?' Anyone who repeatedly asks 'Until when?' is bound
to be defeated."

 IDENTITY THEFT
================

It sounds scary. But should you be afraid? You may be wondering
exactly what the phrase "identity theft" means. Perhaps it conjures
up images of evil plastic surgeons, or someone standing on the street
corner yelling "Stop that man -- he just stole my IDENTITY!" And
ironically, the policeman says "Who are you?"

Identity theft occurs when someone uses your personal information
(usually without your knowledge) to commit fraud or theft. It's a
problem that existed before the Internet, or even computers. But
computers and the Internet might make it easier for Bad People to
learn your name, address, birthdate, social security number, credit
card, bank account or driver's license number.

And armed with some or all of that data, it becomes trivial for a
criminal to invade your privacy, run up a tab at your expense, open
bank accounts, apply for loans, establish phone or utility service,
request a postal change of address, or even commit crimes in your
name.

Who Wants to Be a Billionaire?
------------------------------

A few months ago, a high-school dropout employed as a busboy made
headlines when he was caught in a scheme to steal millions from rich
and famous people such as Steven Spielberg, Ross Perot, Oprah Winfrey
and Ted Turner.

Police arrested 32-year-old Abraham Abdallah, in possession of a
tattered copy of Forbes Magazine's "400 Richest" article, marked up
with the social security numbers, home addresses and birth dates of
200 celebs and moguls.

Abdallah allegedly used the Internet for some of his research, and was
able to obtain detailed credit reports on his victims, gain access to
credit cards and poke into accounts at brokerage houses. Abdallah's
virtual house of cards began to tumble when Merrill Lynch got

-------------------------

Even if you're not a billionaire, you could put yourself at risk of
identity theft if you're not careful. If you don't want to be among
the 500,000 people who are victims of identity scammers each year,
here are some things you can do to protect yourself, both online and
offline:

+ Never send personal information such as credit card or social
security numbers by email. Think of email the same as a post
   card, in terms of security.
+ Don't reveal your password to anyone. At websites that require
a login, use something other than your dialup userid & password.
+ Put as little as possible in online profiles, especially if you
   use AOL.
+ Be very careful at public Internet terminals, ATMs and phone
booths. Someone could be "shoulder surfing" to learn your
password, PIN code or calling card number.
+ When making an online purchase, be sure the merchant uses a
secure server. (The site address should begin with HTTPS instead
   of HTTP.)
+ Don't respond to messages informing you that you've won a prize,
if they require you to provide a credit card number, SSN, etc.
in order to claim the booty.
+ Don't respond to messages informing you that you've won a prize,
period. NEWS FLASH: You didn't win. It's either a spammer or
a scammer trying to get money or personal info from you.
+ When you're in a public place and you have to enter private
data, use the "two finger" method. Put both of your index
fingers on the keyboard or keypad, and pretend to press a key
with one hand, while pressing the desired key with the other.
With practice, you can enter your password or PIN number in a
way that makes it virtually impossible for snoops to detect.
+ Keep a close watch on laptops, PDAs and cell phones when you're
in a public place. Protect access to these devices with a
   password.
+ If you sell a computer or hard disk, make sure the disk is
wiped clean. But deleting files or even formatting the disk
may not be enough. I suggest a digital "file shredder". You
can find and download a free program to do this here:

   <A href="http://www.download.com">
   http://www.download.com </A>

Got Bilked?
-----------

If you believe that you have become a victim of identity theft, quick
action can minimize the damage. Here are some steps you should take
immediately if you lose your wallet, passport, or birth certificate,
if you have a laptop stolen, or if you note suspicious activity on
your credit card.

+ Notify the police in case of fraud or theft, and get a copy of
   the police report.
+ Contact your bank and inform them if a credit card or other
   account may have been compromised.
+ Ask the credit bureaus to attach a fraud alert to your report.
+ Contact the post office to see if a change of address has been filed.
+ Ask your Internet provider for a new password and/or email address.

Oregon's Rising, an Eruption to Follow?

http://www.academicpress.com/inscight/05102001/graphb.htm

Volcanologists have discovered a broad, 10-centimeter-high bulge on the flanks
of the Three Sisters volcanoes in the Cascade mountain range of central
Oregon. No one can say what, if anything, will happen next--the most dramatic
possibility is that the uplift could grow and eventually erupt as a volcano.
But researchers are thrilled to be in on the ground floor of what could become
a classic case study in volcanology.

Usually, volcanologists arrive on the scene after the ground has begun to
shake or even as gas and ash are spewing out. Around the Three Sisters--North
Sister, Middle Sister, and South Sister--35 kilometers west of Bend, Oregon
(population 52,000), there is no geologic sign of such activity in the past
1000 years or more. But as part of the U.S. Geological Survey's (USGS's)
Cascades volcano monitoring duties, geophysicist Charles Wick and his
colleagues at the USGS office in Menlo Park, California, were searching for
any change in the shape of the Cascades.

The team used interferometric synthetic aperture radar to measure the distance
from a satellite to the surface. Taking data from overflights of European
Earth Resources Satellites in 1996 and 2000, Wick and his colleagues overlaid
the two slightly out-of-phase radar signals to form an image of interference
fringes. Each fringe would represent a rise or fall of the surface of 28
millimeters over the 4 years.

What the analysis produced was a stunning bull's-eye of interference fringes
centered 5 kilometers west of the South Sister volcano. Fifteen to 20
kilometers across and 10 centimeters high at its center, the uplift could have
formed as magma oozed up into a chamber 7 kilometers below the surface. "This
came as a shock," says volcanologist C. Dan Miller of the USGS's Cascades
Volcano Observatory (CVO) in Vancouver, Washington. "We may have caught an
eruption in the very earliest stages."

Eruptions have certainly happened before around the Three Sisters, as recently
as 1200 years ago. If the least explosive sort of magma reached the surface in
the bull's-eye, the hazard would be largely limited to the immediate vicinity
in the Three Sisters Wilderness, says William Scott, scientist-in-charge at
CVO. Even so, USGS researchers are moving equipment into the sparsely
instrumented region as the winter's snow recedes. They want to find out if the
uplift is continuing and to be ready should any of the Three Sisters or their
relations awaken.

*** Missile goes astray in Sweden

STOCKHOLM, Sweden (AP) - A loaded surface-to-air missile that
disappeared Wednesday during a practice launch was found not far
from where it took off, according to the Swedish Defense Authority.
No injuries or damage were reported. The missile malfunctioned after
it was fired at the Vaeddoe test range during a military exercise in
Sweden, suddenly changing course and diving into the water. It
surfaced seconds later and disappeared in the air, defense
authorities said. The errant missile was discovered on an island
less than 20 miles from the test range after an extensive, four-hour
search that included a helicopter and warnings to the public the
weapon was loaded and dangerous. No explanation for the malfunction
was given.

*** Reports: Japanese Red Army to disband

TOKYO (AP) - The Japanese Red Army, a group responsible for terrorist
massacres in Israel and Italy, will disband after nearly four
decades and regroup as a "legal" organization, newspapers reported
Wednesday. Founder Fusako Shigenobu, who was arrested last November
in Japan after more than 25 years on the run, ordered the
dissolution, the group said in a statement faxed to the Yomiuri,
Japan's largest daily newspaper. "This will be the last statement
from the Japanese Red Army," the newspaper quoted a press release as
saying. In a letter sent from jail, Shigenobu, 55, reportedly
informed her followers last month that she would break up the group
and pursue its cause through legal channels. The Red Army carried
out a string of terrorist attacks in the 1970s and 1980s, including
a 1972 machine-gun and grenade assault on the international airport
outside Tel Aviv, Israel, that killed 24 people and injured 80.

*** Spears, 'N Sync making prayer CD

NEW YORK (AP) - 'N Sync, Faith Hill and Britney Spears will be among
the artists reading prayers by Pope John Paul II on a spoken-word CD
coming out in North America during the Christmas season. The CD
serves as a companion piece to "The Private Prayer Books of Pope
John Paul II," a seven-volume collection of his personal writings.
In addition, a video/DVD on the making of the CD project will be
released. "The prayer books, CD and video represent a project that
is global in its scope," Rick Garson, chairman of co-distributor
Compulsion Entertainment, said in a statement Tuesday. Compulsion
Entertainment and Pocket Books already have reached a deal on North
American rights and are working on a multimillion dollar agreement
for the project worldwide. Portions of the proceeds will be donated
to charities selected by the Vatican.

*** Scarsdale wants end to soccer booing

SCARSDALE, N.Y. (AP) - Unruly parents who clash with sports
officials, yell directions to pee wee players and boo opposing teams
will be muzzled under new rules adopted by village playing fields.
The voluntary code of conduct, passed by the Board of Trustees last
week, bans parents and children from throwing tantrums, taunts and
other verbal attacks. "People attacking people, that's the last
thing we want to see," Suzanne Busby, assistant superintendent of
recreation in the wealthy New York suburb. The code was drafted to
protect the village from a growing trend of violence in youth
sports, Busby said.

1. TWO FUNERALS IN GUSH ETZION
It is a long day of funerals for Gush Etzion, following yesterday's
drive-by terrorist attack in which two women from Efrat were
murdered. Esther Alwan, 20, was buried late this morning in the nearby
cemetery in Kfar Etzion, while the funeral of Sarah Blaustein, 53, will
depart for Kfar Etzion from Efrat this evening. The latter's husband
Norman was lightly wounded in the attack, and her son Samuel Burg was
seriously hurt by three gunshots in the back.

The Blaustein family immigrated to Israel from New York less than a year
ago, and Sarah Blaustein's weekly schedule included prayer at Rachel's
Tomb
and Torah study at the Beit Medrash for Women. Esther Alwan was said to
have a glittering future in her chosen field of education, and had served
as a teacher during her year of National Service. She was eulogized by
Efrat Chief Rabbi Shlomo Riskin, who cried, "We demand not vengeance,
only
justice!" Communications Minister Ruby Rivlin, representing the
government, said, "When I am asked about the government policy, I must
bite
my tongue and say that we need patience, together with obstinate
perseverance and uncompromising belief in our moral right to live here in
our Land… There will never be surrender, but we will have vengeance on our
enemies…"

The Blaustein family has asked that the government not send a
representative to the funeral this evening, until and unless the government
changes its policy of restraint, which, they feel, is costing innocent
Israeli lives almost every day.

2. CAR BOMB IN NETANYA AND HIGHWAY BOMB NEAR JERUSALEM;
NO CASUALTIES
The latest Arab attack against Israel again took advantage of the
hard-to-seal Green Line near Tulkarm/Kalkilye and targeted Netanya once
again. This time, a car bomb was parked at a bus stop in an industrial
area of the city, near the ORT High School. It was apparently timed to go
off just as students were scheduled to gather there for their ride home,
but once again the miraculous occurred, and the bus in fact left the spot
only minutes before the car exploded. The only injuries from the blast -
which left absolutely nothing of the back half of the car - were caused to
seven youths who were treated for shock in a nearby hospital.

Last night, the Palestinian Authority strategy of attempting to paralyze
life in Israel was strongly felt along one of the country's main
arteries. Traffic on the all-important Jerusalem-Tel Aviv highway was
stopped for two hours after a large explosive device was discovered near
the Motza bend. Cars were kept away from the area, and the five-kilogram
gas canister bomb was exploded shortly afterwards, causing damage only to
a
police robot. This morning, another explosive was found between the lower
Galilee communities of Magen Sha'ul and Ram On, very close to
Samaria. Here again, the bomb was composed of explosives and a gas
canister, and a police robot was the only casualty.

Paratrooper Commander Brig.-Gen. Yisrael Ziv said today that the problem of
safeguarding Israel's highways requires many more resources. He said that
restricting free Palestinian traffic would have to be taken into
consideration.

Two mortar shells exploded near Atzmonah in Gaza this morning. No one
was
hurt… Afterwards, eight Molotov cocktails were thrown at an IDF outpost
near the Rafiach crossing, and a battle ensued. No Israelis were
hurt... Rocks were thrown at a passenger train at the northern entrance to
Be'er Sheva last night; no one was hurt, but a window was broken... The
community of Psagot, north of Jerusalem, was attacked by terrorist gunfire
from the nearby PA city of el-Bireh last night. There were no injuries,
and soldiers did not return fire... Israeli motorists south of Shilo and
near N'vei Dekalim escaped unharmed from terrorist shooting attacks last
night.

3. YESTERDAY'S FUNERAL OF GILAD ZAR
Thousands of people took part in the seven-hour funeral procession
yesterday of terrorist victim Gilad Zar. During the funeral, which began
in Jerusalem outside the Prime Minister's Office, shots were fired towards
the mourning convoy from an Arab village near Shechem. IDF soldiers
returned fire, including tank shells, towards the sources of fire.

Zar was the security officer of the Shomron Regional Council. Gilad's
father Moshe was one of the earliest setters in the Shomron and was greatly
instrumental in Jewish purchase of land in the area; three of his children
and their families live in Hevron. The family will be sitting shiva [the
traditional mourning week] in the Zar family home on the hilltop Mitzpeh
Tzva'im outside Karnei Shomron.

Gilad's mother Yael tearfully eulogized him:
"Gilad, my first-born son. I do not feel worthy enough to eulogize
you. I don't know how I will speak about you, instead of with you and to
you. Our hearts are torn apart with pain, even if we accept the Divine
decree. Master of the Universe: What - do - You - demand of us? Just
make it known to us, and we will do it! We are a large and warm family, we
will support one another - and You, G-d, "Arise, have mercy on Zion, it is
time to favor her, the time has come!" Thank you, my G-d, for the son you
gave us. It is too bad that his time on earth is over. G-d gave, and G-d
took, may the Name of G-d be blessed."

In addition to eulogies by government ministers Ze'evi and Lieberman, the
government was officially represented by Minister Tzippy Livni. Her speech
in the Karnei Shomron cemetery was interrupted by Zar family members
demanding an end to the unilateral ceasefire and to "start fighting!" One
of his sisters screamed out: "You [government ministers] must make
war! Stop sitting quietly and eulogizing us! Fight them! You have tanks,
and anti-aircraft, and planes! Make war already! We are sick of this! It
is no shame to fight - this is what we must do!"

Cities of Israel, a sponsor of grassroot activities on behalf of the Land
of Israel, reports that its members from all over the country joined the
funeral procession of Gilad Zar "out of solidarity for the famous Zar
family and what it stands for." In Rehovot's hi-tech industrial park, a
municipal road dedication ceremony was interrupted when demonstrators
took
center stage in full view of the audience and unfurled a handmade placard
deploring Israel's cease-fire policy. The drama was thick as Rehovot Mayor
Shuki Forer (Likud), who had been in the middle of his address, remained
speechless as he and the audience read the sign, "Gilad Zar! The State of
Israel apologizes for not defending you!" When policemen rushed up and
ordered the demonstrators to leave, Mayor Forer came to their defense and
declared, "We are with you!" The ceremony proceeded, with the
demonstrators and placard remaining in place throughout. Special guest
Benjamin Netanyahu spoke about Israel's natural bonds with the Land of
Israel, concluding, "It is time for us to tell our children, and the whole
world, that Eretz Yisrael belongs to us."

4. PM SHARON EXPLAINS WHY ISRAEL WILL CONTINUE CEASE-FIRE
Israel's security cabinet convened this morning with the participation of
top army officers, but came to no decision about stopping Israel's
unilaterally implemented ceasefire. Staffers in the Prime Minister's
office say that Israel will not respond to the increasing terrorism at
least until Sharon returns from his visit to Europe next week. Public
Security Minister Uzi Landau implied that if the PA does not call a
ceasefire by then, Israel will respond militarily.

Addressing the Knesset today, Prime Minister Sharon explained his decision
to hold Israeli fire:
"Israel is currently in the midst of a difficult struggle against
Palestinian terrorism and Hizbullah's provocative attacks under Syria's
auspices. We suffer losses. There is a battle on the roads. Arafat takes
no preventive measures. The heads of the Palestinian Authority and its
various organizations incite to take action against Israel. This is not an
easy situation, but we have been through worse.
"As you are aware, I have chosen to announce a [unilateral]
cease-fire. Protecting the citizens of Israel is, of course, our duty, and
we need to do everything in our power to secure the lives of Israeli
citizens. I know that tempers are flaring, and justifiably so. I see the
terrible pain, and I watch in awe the heroic stand of the residents of
Judea, Samaria and Gaza, their self-control and dedication to the Land of
Israel. We are indebted to the residents who stand with the IDF on the
front line, and I take this opportunity to convey my warmest wishes to the
settlers.
"I know that I am being attacked for my decision to announce the
cease-fire. However, the recognition of the responsibility resting on my
shoulders, with a view of the entire picture, caused me to announce our
acceptance of the Mitchell plan.
"This is not only a military battle. We are forced to confront and win a
difficult and complex political and diplomatic campaign. This affects my
decisions and I will act accordingly. It takes patience. We must succeed
in this diplomatic campaign, and I feel that we are conducting it
appropriately.
"We must remember that we cannot ask all the time: 'Until
when?' Sometimes it is necessary to endure for a long time, as we did in
the past. THEY don't ask every minute: 'Until when?' Anyone who
repeatedly asks 'Until when?' is bound to be defeated."

For the first time in almost two months, senior IDF and PA military
commanders met last night. Despite what was called a total lack of
progress at that Ramallah get-together, another high-level security meeting
is scheduled for tonight. PA officials are calling upon Israel to
implement the Mitchell Committee recommendation of a settlement freeze,
and
will not call a cease-fire.

5. JOURNALISTS KIDNAPPED IN P.A.
One Newsweek journalist from the United States and his British
photographer
were kidnapped yesterday by PA elements and held for about five
hours. Arab sources called it a "warning" that the U.S. and Britain must
cease their support of Israel. Newsweek chairman and editor-in-chief
Richard Smith released a statement expressing "outrage that two journalists
who were doing their job were subjected to this kind of treatment."

A group calling itself the Fatah Hawks released a statement saying,
"Palestinian blood will not be spilled without the American and British
people paying the price. This operation comes as a message to the U.S.
and
British governments to reconsider their calculations, and that all their
citizens in Palestine and the Arab world will be subject to abduction and
killing in case the full, biased and unjustified support [for Israel]
continues." Official PA sources denied any PA connection with the incident.

In a related item, it should be noted that protests against biased coverage
sometimes work. Following protests from the British Parliament and Jewish
organizations, the BBC last week decided to stop working with freelance
journalist Faisal Bodi, who has openly opposed Israel's right to exist.

6. FIRST CRACKS IN COALITION?
The National Union-Yisrael Beiteinu Knesset faction convened today to
discuss its continued membership in the government coalition. The party's
MKs will meet with Prime Minister Sharon on Sunday. They demand that
the
government immediately cease its unilateral ceasefire.

7. TWO GOALS STATED BY ARENS
Likud MK Moshe Arens, who served as Israel's Defense Minister on three
separate occasions since the 1980's, writes in today's Ha'aretz that to
give up on a military solution for the current Palestinian uprising "is a
prescription for disaster." Israel's approach must focus on two fronts,
writes Arens: "Certain strategic locations in the Area-A zone [under full
Palestinian control] will have to be occupied by the IDF, and a maximum
effort will have to be made to reduce the number of guns in the hands of
the Palestinians and to prevent the introduction of even heavier weapons."

8. DO YOU REGRET YOUR SUPPORT OF OSLO?
"Knowing then what you know now, would you still have voted for the Oslo
Accords in 1993?" This was the question recently asked by Makor Rishon
reporter Sofia Ron of several Knesset Members who supported the first Oslo
agreement. Their responses:
Avraham Poraz (of the Shinui party, which in 1993 was a faction of
Meretz): "If I would have known that things would develop the way they did
in the past half-year, I would not have voted for Oslo. The Palestinians
deceived us, mostly regarding the Right of Return [of Arab refugees from
1948]. I thought that their demands did not go beyond 1967... We all
thought, including Rabin, that they would cede their Right of Return
demands."
Ran Cohen (Meretz): "The violence of today was not caused by Oslo, but
rather because of the violations of Oslo. Arafat violated Oslo when he
began the violence, and Barak violated Oslo when he attempted to go for a
final-status solution instead of continuing along the path of interim
agreements... The military infrastructure [of the Palestinian Authority]
was formed in order to stop the terrorism." Makor Rishon: "But as was
predicted, the exact opposite occurred." Cohen: "Unfortunately."
Avi Yechezkel (Labor): "Today, I would not vote for Oslo. I would not
give them weapons. But I trusted Rabin. If he would have been alive, he
would have ended it."
Eli Ben-Menachem (Labor): "I voted for it because I believed, like
everyone else, it would bring peace. If I would have known, and I am not a
prophet, I'm not sure that I would have supported it... We didn't make a
mistake, because we had faith. We had good intentions, the desire to go
forward. If the Palestinians would have been honest it would have been
great..."
Alex Goldfarb is currently not a Knesset Member. He was an MK in
1995,
however, when he split away from the right-wing Tzomet party to form a
2-man faction shortly before the Oslo II agreement was signed. He had
voted against the first Oslo agreement, but following pressures from the
left-wing to change his vote, including promises of a Deputy Ministerial
post, he voted in favor of the second Oslo agreement. He answered Makor
Rishon's question as follows: "I would have had several reservations and
voted otherwise... I would have voted for it only if the Palestinians
would not have been given rifles, but rather only pistols [for their
security forces]..."

9. GROOM MEETS PERES AT KOTEL, WITH UNFORTUNATE RESULTS
A young hareidi man, Udi Koren, was held for over two hours at a Jerusalem
police station yesterday morning - only several hours before his
wedding. His crime? - Holding Shimon Peres responsible for his
actions. Koren arrived at the Western Wall yesterday for pre-wedding
prayers, and at the same time Foreign Minister Shimon Peres arrived
together with former Soviet President Michael Gorbachev. Koren could not
restrain himself and called to Peres, "Why did you give them guns? The
terrorist attacks are because of you!" Policemen immediately stormed over
and arrested him, despite his insistence that he had broken no law and that
he was about to be married. He was released on bail 2.5 hours later, and
the wedding was celebrated with great joy.

***ARUTZ SHEVA RADIO SHORTS:
The Israeli Foreign Ministry puts out instructions to its representatives
all over the world for explaining our position. This position, at best,
regards the West Bank and Gaza Strip as territory over which there are
competing claims which should be solved in peace negotiations; Israel has
valid claims but, at the same time, Israel recognizes that the Palestinians
also entertain legitimate claims to the area. That is the official position
of the Israeli Foreign Ministry, and that is why we are losing the Public
Relations battle. We are essentially saying, "Yes, we stole your land but
we have security problems." So the world, even decent foreign observers,
says, "Okay, first return the stolen land, and we will look for ways to
guarantee your security. Until then we must sympathize with the underdog
whose property you stole. He is desperate, so he uses desperate means."
The
one thing we don't seem to have the nerve to say - or perhaps the people
who set policy in Israel don't believe - is, "This is our land and it
belongs to no one else." No government in Israel has ever enunciated this
position. No government has ever stated a policy that this land is holy,
and it is our land. This position is apparently considered too primitive
and not intellectually sound. It is still not too late. What we have to say
is, "This is our homeland. This land is holy to us. We have longed for it
and prayed for it for 2,000 years. We are not here to be another group of
occupiers, who build shopping malls, imitate western society, and who need
safe borders. We are here because the Land is ours." That is a legal and
moral argument, and I think that decent people everywhere will respect it.
Too bad is has not yet been tried.

Text: MK Kleiner letter calling on PM Sharon to have cabinet vote on
acceptance of Mitchell Report

The following is IMRA's unofficial translation:

Mr. Ariel Sharon, Prime Minister
Office of the Prime Minister, Jerusalem,

30 May 2001

Re: Acceptance of Mitchell Report

In your speech today, Wednesday 30.5.01, in the Knesset, you announced,
among other things, the acceptance of the Mitchell Report. Similar things
were said last week by Foreign Minister Shimon Peres.

The Mitchell Report includes stages of actions for the renewal of diplomatic
negotiations between us and the Palestinians. The steps are cease-fire, a
series of confidence building measures and a settlement freeze. Acceptance
of the report so far has lead to the unilateral cease-fire that you
announced last Tuesday shortly after the press conference that you held.
The report has serious diplomatic and military ramifications and it
establishes the principle of rewarding terror - in its setting that Israel
must freeze the settlement as a gesture in return for a cease-fire on the
part of the Palestinian terror.

I checked with the Government Secretary and found that the Government of
Israel discussed only the draft report and that no formal decision was made
to either accept or adopt it. Therefore, up to today you have acted on your
own accord, at best by yourself and the foreign minister who supports
adopting the report.

A dangerous precedent has been set in the taking of a critical decision by
the prime minister alone and/or by the prime minister and this or that
minister who agrees with him. The announcement of the acceptance of the
Mitchell Report and the orders you gave the army as a result were not
carried out in accordance with the law and in accordance with proper
administration and government. Government ministers cannot be expected to
bear collective responsibility per Basic Law: Government for decisions that
they are not a party to and that were not accepted by a democratic majority.
I remind you that only today you noted in your speech regarding the
Versailles disaster that "we pay a terrible high unnecessary price in blood
that is the result of negligence, arrogance and shallowness." The very same
words could be used to describe the way that the decision to accept the
Mitchell Report was made. I would like to remind you that the Kahan
Commission established that it would have been proper to involved the entire
government in the decision to bring the Phalangists into Sabra and Shatilla.

I therefore call on you to convene the entire cabinet as soon as possible in
order to decide to accept or reject the Mitchell Report. The ministers of
the government must express their opinions before a formal decision is made.
And the People of Israel have the right to know who supported and who
opposed and who moved on and carried out his threats to leave the coalition
if the report is accepted.

Best regards,
Michael Kleiner
Member of Knesset

20,000 Egyptians married to Israeli women

                         Source: Arabic News

Wed May 30,2001 -- Over twenty years have passed after Camp David
Treaty, creating opportunities for the marriage of about 20,000 Egyptians
from Israeli women, consequently, a real worry has begun to rise in Egypt.
Voices, politicians, men-of-religion, members of parliament, and those who
are anti-normalization have started to rise against such manifestation. But no
solutions can be worked out for that. However, many considered this
manifestation as constituting a real danger, because a new generation of
over 5,000 children has been so far produced that carries loyalty to two
cultures, two religions and two countries.

IDF must be prepared for general war

                         Source: Jerusalem Post

Wed May 30,2001 -- OC Infantry and Paratroop Corps Brig.-Gen. Yisrael Ziv
said that [Israel is not] so far away from the possibility of a general regional
war. In a briefing to military correspondents, Ziv said that alongside the war
against terrorism, emphasis must be placed on the difficult problem of
maintaining our forces in readiness for a general war. "The IDF must be
prepared for the possibility and those above it must see to it that this
possibility is not realized," he said.

Six dead, as talks began

                         Weekend News Today
                         Lead: Weekend Staff
                         Source: Yahoo!AFP

Wed May 30,2001 -- Israeli and Palestinian security officials began talks with
US participation in the West Bank town of Ramallah at around 8 p.m.for the
first time in a month following two days of shuttle diplomacy by US Middle
East envoy William Burns to push for a ceasefire. And Russia appeared
keen to catch up on the diplomatic front in the peace process, of which it is
a co-sponsor with the United States.

But on the ground, there was little evidence of ceasefires in either direction.
In the West Bank, three Israelis, including a teenage girl, were shot dead in
drive-by attacks claimed by Palestinian militants only hours apart and a
Palestinian was shot dead by Israeli forces at a checkpoint outside the self-
rule town of Jericho. Another two Palestinians were killed in attacks against
Israeli forces in the Gaza Strip, one of them a suicide bombing, the army
said.

Arafat seeks ''urgent'' deployment of international observers

                         Source: AFP

Wed May 30,2001 -- Palestinian leader Yasser Arafat appealed here
Wednesday for the "urgent" dispatch of international observers to Israel and
the Palestinian territories to help end the violence there and revive the Middle
East peace process. "We are in need quickly of observers from the
European Union, from the United Nations, from the co-sponsors and from
everywhere to stop the violence and to protect the peace process," Arafat
told reporters after a meeting with Swedish Prime Minister Goeran Persson.

Wed May 30,2001 -- A car bomb exploded in Netanya's old industrial area
about 45 minutes ago. Six students of adjacent ORT Vocational High School
were lightly wounded in the blast. This attack is the latest in a wave of
Palestinian terror to strike the nation's densely populated Sharon coastal
region.

Pope sends special envoy to Jerusalem in peace effort

                         Source: AP/Jerusalem Post

Wed May 30,2001 -- Pope John Paul II sent a special envoy today to
Jerusalem to encourage Israelis and Palestinians to reach a cease-fire and
resume dialogue. The Vatican said Cardinal Pio Laghi, a former Vatican
envoy to the United States, will meet with both Prime Minister Ariel Sharon
and Palestinian Authority Chairman Yasser Arafat, handing them a signed
message from the pope. Vatican spokesman Joaquin Navarro-Valls said
John Paul's concern for the Holy Land led him to decide on the diplomatic
initiative intended to "encourage both sides for a cease-fire and a resumption
of dialogue."

Jews: Proselytizers endangering Bush's faith-based plan

                         Weekend News Today
                         Lead: Kelly
                         Source: Jerusalem Post

Wed May 30,2001 -- Recent comments by the director of a Christian social
services program praising the proselytization of Jews are fueling Jewish
opposition to President Bush's faith-based initiative. John Castellani,
executive director of Teen Challenge, a substance abuse treatment program,
said in testimony before Congress last week that Jews at his center were
"completed" - that is, had accepted Jesus - as part of their treatment.

Officials of the Anti-Defamation League and the Religious Action Center of
Reform Judaism said Castellani's testimony shows the dangers involved in
funneling federal funds to social service organizations that might proselytize.
Both groups sent letters to Bush expressing concern about the White House
plan to fund faith-based social service programs such as Teen Challenge.

Many Jewish leaders fear that an expanded partnership between the
government and faith-based institutions could break down the constitutional
wall separating church and state, infringe on religious liberties and imply
toleration of employment discrimination. Groups have cautioned that the
administration's proposal does not have proper safeguards against religious
coercion. The latest incident only highlights Jewish groups' fears that the
federal government ultimately will fund proselytizing activity.

Iran masses troops for war games near Iraq

Wed May 30,2001 -- Iran has launched new military exercises near the Iraqi
border. The exercise, termed Eqtedar-80, began over the weekend and will
last a week. The maneuvers comprise 20,000 Iranian troops in the western
and southern districts of Iran. Officials acknowledge that the exercise is
meant to increase Iranian deterrence amid growing tension with Iraq.

Sharon Vexes, Inflames Hard-liners By Resisting Calls to Unleash the
Military
Prime Minister Ariel Sharon, digging in his heels against fierce rightist calls
to avenge a wave of deadly Palestinian attacks, defended his policy of
relative restraint, declaring that those hawks who constantly ask "How much
longer?" were doomed to defeat.

With fuming settlers threatening to take the battle into their own hands,
Sharon fended off hard-line flak both in a special morning cabinet discussion
and in a Knesset session that was called to discuss last week's Jerusalem
wedding hall disaster.

Departing from remarks on the implications of the collapse, Sharon began
his speech with a defense of the decisions to declare a limited cease-fire and
formally accept the recommendations of the Mitchell Commission. "The
campaign is not only military. We must stand up to a complex and
complicated diplomatic battle, and win it ...Sometimes we must know how to
endure for lengthy periods, just as we have in the past."

Sharon, in refraining from lifting his curbs on army operations, sharply
disappointed right-wingers furious over what they saw as inaction in the face
of a spate of Palestinian militant suicide bombings and fatal ambushes. "I
know that the blood is boiling - and with reason. I see the terrible pain, and I
view with amazement the bravery of the people of the settlements," Sharon
told the Knesset.

But continuing his attack against rightist impatience, he said pointedly that
as bad as the situation was, Israel had been through worse.

"They (the Palestinians) are not asking 'How much longer?'," Sharon
declared, thumping the podium, his voice rising in anger in response to
catcalls from Knesset hard-liners. "He who asks 'How much longer?' every
single day will lose. I repeat - he who asks 'How much longer' every single
day, will lose!" Ha'aretz

Israeli Planes Fly Over Southern Lebanon
Israeli jets flew over southern Lebanon's border zone with Israel on Tuesday
but did not break the sound barrier, according to Lebanese security sources.
The jets flew over the villages of Kfar Chouba and Sheba, next to the
disputed Sheba Farms area, occupied by Israel and claimed by Lebanon.

The Israeli army also fired off several machine gun bursts towards the
Lebanese side of the "blue line" drawn by the United Nations to act as a
border between Lebanon and Israel after the Israeli troop withdrawal on May
2000.

Last week, Israeli jets violated Lebanese air space more than 14 times,
breaking the sound barrier over the capital Beirut and the Bekaa Valley
where Syrian soldiers are stationed. Ha'aretz

Russia Welcomes Arafat, Cautious On Summit Idea
Russia offered traditional words of sympathy Tuesday to visiting Palestinian
Authority Chairman Yasser Arafat, but responded coolly to his idea of calling
an international summit to stop bloodshed in the Middle East.

Arafat arrived in Moscow early Tuesday after meeting U.S. Middle East
envoy William Burns and agreeing to send representatives to U.S.-mediated
Israeli-Palestinian security talks being held Tuesday, the first since April.

Arafat met President Vladimir Putin and Foreign Minister Igor Ivanov and was
due to fly to Denmark late Tuesday for a meeting with European Union
officials. Ha'aretz

Former Russian Leader Gorbachev Interviews Peres
Former Soviet President Mikhail Gorbachev interviewed Foreign Minister
Shimon Peres on Tuesday for a 12-part series of TV programs about world
leaders of the 20th century, being produced by a German company. The
interview was conducted at Rabin Square in Tel Aviv.

Gorbachev, who received the Nobel Peace Prize in 1990, has already
interviewed former U.S. President George Bush and former German Foreign
Minister Hans Dietrich Genscher for the series.

Future interview subjects include Arafat, former U.S. President Bill Clinton,
Pope John Paul II, former German Chancellor Helmut Kohl and Lech Walesa,
who founded Poland's Solidarity movement. Interviews for the series are to be
completed by the end of the year. Ha'aretz

Arab States Interested in Nuclear Cooperation
The Arab League wants to form closer ties with the International Atomic
Energy Agency as part of efforts to promote the development of nuclear
power.

Arab diplomatic sources said the cooperation would include the help of the
IAEA to build small- and medium-sized nuclear reactors. Several Arab
countries, including Algeria, Egypt, Morocco and Syria, are interested in
advancing their nuclear programs.

The agency has been aiding Egypt in studies for the development of such
reactors to generate electricity and desalinate sea water.

IAEA director Mohammed El Baradei met Arab League secretary-general

Monday. The meeting was attended by Egyptian Electricity Minister Ali

Yemen Cancels Major Military Exercise With U.S.
Yemen has cancelled a major military exercise with the United States. The
exercise, planned for June, was cancelled to protest U.S. support for Israel in
its current war with the Palestinians. Arab diplomatic sources said the
exercise was to have been the biggest ever held by U.S. forces in Yemen.

U.S. officials acknowledged the Sanaa cancelled the exercise. But the
officials said a key reason for the move was the fear that U.S. soldiers would
be subject to attack amid rising tension in the Middle East.

In October, 17 U.S. sailors were killed when Islamic insurgents rammed a
boat filled with explosives into the USS Cole. Yemen has detained what
officials term as six leading suspects.

The Arab sources said the June exercise was to have included land and sea
forces and was to have lasted several weeks. The two countries launched
military cooperation in 1997 and have conducted several exercises. MENL

China Confirms Spy Plane Deal, Warns U.S.
China confirmed a deal Tuesday to return a downed U.S. Navy surveillance
plane but warned the United States against further such flights and said it
hoped Washington had learned a lesson from the incident.

"All along we have been opposed to reconnaissance flights along the
Chinese coast, we hope the U.S. side will learn from this lesson and will
change its practice," Chinese Foreign Ministry spokesman Zhu Bangzao
said during a news conference.

Zhu said there was no date set for the departure of the EP-3 aircraft that has
been at a Chinese airbase on Hainan Island since an April 1 in-flight collision
with a Chinese fighter jet. UPI

EU: Jospin Reveals 'Superstate' Plan
Tony Blair was forced on to the defensive over Europe last night after Lionel
Jospin, the French prime minister, outlined his vision of an EU-wide
"economic government", harmonised business taxes and a European
constitution. The Tories claimed that M Jospin had "let the cat out of the
bag" by disclosing a superstate agenda. Labour, clearly embarrassed,
sought to divert attention by claiming that Mr Blair was powering towards
another landslide victory on June 7 and the Conservatives were facing
electoral meltdown. telegraph

Tax Plan Fans Europe Row
European Commission president Romano Prodi's call for an EU-wide tax to
pay its £60bn-a-year running costs has fanned the flames in the election
debate over Europe.

The suggestion prompted Prime Minister Tony Blair, in some of his strongest
pro-Europe comments yet, to mount a passionate defence of Britain's role in
Europe.

But Conservative leader William Hague seized on the "absolutely
unacceptable" proposal and accused Mr Blair of covering up the threat of
new taxes posed by greater European integration.

As Liberal Democrat leader Charles Kennedy said a Labour election victory
was now "looking likely" the campaign also took on a more personal tone.

NATO Won't Back U.S. Defense Plan
NATO's top policy-making body stopped far short of endorsing the Bush
administration's plan for a national missile defense Tuesday, preparing to
offer only to "continue substantive consultations" with Washington.

A joint statement issued by the North Atlantic Council does not portray the
possibility of missile attack as a common threat faced by allies, as the Bush
administration had hoped.

Secretary of State Colin Powell had hoped to persuade skeptical NATO
allies to be more supportive of U.S. plans for a missile defense. AP

Red Planet 'To Spark UFO Sightings'
Reports of UFO sightings are expected to rise over the next few weeks as
the planet Mars passes close to the Earth. Astronomers expect many
skywatchers to mistake the planet for some other unearthly body, as it will

On 13 June, Mars will be closer to the Earth than it has been for two years -
close enough for the planet's polar ice caps to be seen through a small
telescope. BBC

Insect Invasion: Infestation Of Crickets and Hoppers Could Be Worst Ever
As grasshoppers and Mormon crickets stage one of the worst invasions on
rural Utah in the minds of some, solutions to today's problem differ greatly
from the remedies of yesteryear. In the summer of 1868, Salt Lake area
residents used people power.

A plaque in the Miller Bird Refuge and Nature Park, just east of 900 South
and Diestel Road (1680 East), recounts the story of the grasshopper
"invasion." The plaque was placed in 1998 by the Utah State Society
Daughters of the American Revolution. Red Butte Creek flows southwest
from the Wasatch Mountains through this sliver of a park. It was that creek
and others in the valley that helped to take the "hop" out of the grasshoppers
in that historic battle. "Armed with sacks and willow branches," history
records, "local residents forced the grasshoppers into the creek's current,
which carried the pests to sieves that trapped them and enabled people to
destroy them." End of that story.

Over 130 years later, indigenous grasshoppers and crickets are still going
through natural cycles of high and low population numbers. And they're still
munching away on people's back yards, on food intended for free-range
cattle and on crops. deseret news

Chinese Make a Big Thing of Vegetables From Outer Space
We can forget about little green men from outer space; it is the giant green
vegetables from China that should concern us. British and American
scientists have been left perplexed by claims emanating from the world's
most populated country that it has managed to grow extra-large marrows and
peppers from seeds sent into orbit.

While western scientists scoff and champion vegetable growers look on in
disbelief, the Chinese claim they have achieved their feat by exposing seeds
to high radiation levels and low gravity in space. The resulting vegetables,
they say, easily outgrow their terrestrial counterparts. times

First 'Monkey Man' - Now Villagers Panic Over 'Bear Man'
As Monkey Man hysteria dies down in Delhi, villagers in north-east India are
claiming a new menace is on the prowl - Bear Man.

Villagers in areas of Assam claim the creature makes itself invisible before
attacking people. Bear Man apparently disappears when caught in a ray of
light. More than a dozen people say they have been attacked by Bear Man.

Police have dismissed the sightings and reported attacks as figments of the
imagination. Deputy Commissioner Kalyan Chakravarty says the panic may
also have been fuelled by reports of Delhi's Monkey Man. He says: "Such
stories always create sensation among the villagers, who easily give in to
superstition and ghost stories."

The creature has reportedly been sighted in the Nalbari district. Villagers
have organised all-night watch groups to protect themselves, says the Indian
Express . ananova

Official: U.S. Military on High Alert in
 Bahrain

 By Charles Aldinger

WASHINGTON (Reuters) - U.S. military forces in Bahrain have been
put on their second highest state of alert following threats of possible
attack by anti-American guerrillas, a senior defense official said on
 Wednesday.

The official, who asked not to be identified, told Reuters American
forces in the Gulf emirate, headquarters of the U.S. 5th Fleet, were put
on alert over the weekend after intelligence information was received
 about specific threats.

There are about 1,400 U.S. troops in Bahrain, most of them Navy
 personnel.

``They had some threats in the area and Bahrain has been put on
Threatcon (threat condition) Charlie,'' the official said. The level of alert
is the second highest for U.S. forces behind Threatcon Delta, and
requires base guards, troops and their families to be especially alert to
 possible attack.

The official declined to be specific about the threats, but stressed the
information was received before a criminal court jury in New York on
Tuesday found four men guilty in connection with deadly 1998
bombing attacks on U.S. embassies in Kenya and Tanzania.

Bahrain has recently been on Threatcon Bravo, a normal state of alert
for U.S. forces in the Gulf region. Most U.S. troops in the region were
also put on high alert late last year after the Oct. 12 bombing attack on
the U.S. Destroyer Cole in Yemen.

This is another serious warning to America!

U.S. SUPREME COURT BRINGS DOWN TEN COMMANDMENTS

By James Vicini WASHINGTON (Reuters) - The U.S. Supreme Court on
Tuesday allowed the removal of a granite monument of the Ten
Commandments from the front of an Indiana city hall... More at
http://dailynews.yahoo.com/h/nm/20010529/ts/court_commandments_dc_2.html

This happened on Tuesday, May 29, 2001, which happens to be Sivan
7, or the second day of Shavuot on the modern Jewish calendar.

Ironically, Shavuot celebrates the GIVING of the Ten Commandments
by God to Moses, "the ministration of death, written and engraven
in stones" (2 Corinthans 3:7), when 3,000 died (Exodus 32:28).

It is also the same as the Day of Pentecost, when 3,000 people were
given life (Acts 2:41).

On Shavout, God giveth, and on the same day, the U.S. Supreme Court
taketh away.

This unusual timing of the Supreme Court action seems strangely
ominous to me, with much symbolism. Along with urging Israel to
surrender her God-given land, this is another blemish in America's
record before God on this spiritually significant day.

Subject: [bprlist] U.S. Diplomats Call Off Meeting with Palestinians
From: "research-bpr" <research-bpr@philologos.org>

U.S. Diplomats Call Off Meeting with Palestinians

JERUSALEM (Reuters) - Senior U.S. diplomats called off a meeting with
Palestinian negotiators Wednesday in retaliation for a Palestinian official's
refusal to attend separate Israeli-Palestinian security talks.

Palestinian officials said the U.S. ambassador to Israel Martin Indyk and
U.S. Consul General in Jerusalem Ron Schlicher informed the Palestinians
that the meeting, to discuss the recommendations of a commission led by
former U.S. senator George Mitchell, would not be held Wednesday as
planned.

``The meeting will be rescheduled but it was canceled for the day because
the Americans were angered when (West Bank Preventive Security chief)
Jibril al-Rajoub refused to attend last night's security meeting,'' a Palestinian
official told Reuters.

Israelis and Palestinians had been coaxed by U.S. diplomats into meeting
for the security talks Tuesday night for the first time in a month.

Palestinian officials said President Yasser Arafat (news - web sites) had
asked Rajoub to attend but he had refused, in protest against the shelling of
his house by Israeli troops two weeks ago -- an attack Palestinians
described as an attempt on Rajoub's life.

Diplomatic sources close to the Palestinians and the Americans told
Reuters that U.S. envoy William Burns left Israel and the Palestinian areas
frustrated Wednesday because Arafat had promised him Rajoub would
attend the security meeting.

The U.S. embassy in Tel Aviv and the U.S. consulate in Jerusalem declined
to comment.

Burns has this week shuttled between the Palestinians and Israelis hoping to
find agreement on ways to implement the Mitchell commission's report. He
was to hold further talks on the report in Jordan.

Burns persuaded Arafat and Israeli Prime Minister Ariel Sharon (news - web
sites) to hold the security meeting Tuesday night, attended by members of
the U.S. Central Intelligence Agency (news - web sites), but there was no
breakthrough at the talks. Another round was expected to be held later
Wednesday.

At least 449 Palestinians, 90 Israelis and 13 Israeli Arabs have been killed
since the Palestinians' uprising against Israeli occupation began in
September.

Each side accuses the other of initiating the violence and each calls on the
other to stop first.

Sharon last week announced a unilateral Israeli cease-fire but the
Palestinians dismissed it as a propaganda ploy, saying killings and attacks
by Israeli troops had not stopped.

Palestinians present Israel with demands at Gaza security talks

GAZA CITY, May 30 (AFP) -

The Palestinians presented Israel with a list of demands Wednesday at a
three-hour meeting of security chiefs held with US participation on ways to
end eight months of deadly violence, an official said.

Abdel Razeq Majeida, head of general security in the Gaza Strip, said the
Palestinians were demanding Israel end the blockade of the Palestinian
territories and the reopening of Gaza's airport.

He said the Palestinians also asked for a reopening of passage points
between the Palestinian territories and the outside, and of Israeli territory for
Palestinian workers. He also called for a lifting of fishing restrictions off the
Gaza coast and the return of eight buildings seized by the Israeli army in the
Gaza Strip.

"We want to see Israel respond positively to these legitimate demands to
ease the suffering," Majeida said in a statement after the meeting, the
second in as many days.

The meeting was held at Beit Hanoun in the northern Gaza Strip, he said.

Amin al-Hindi, the head of intelligence for the West Bank and Gaza Strip,
said the talks began at 8:30 pm (1730 GMT) and ended three hours later.

Besides Hindi and Majeida, the Palestinian side was also represented by
Omar al-Ashur, head of the military liaison with the Israelis for the Gaza
Strip.

The names of the Israeli and US participants were not immediately available.

The Israeli defense ministry confirmed the meeting but also declined to give
details.

As the talks began, Hindi said the Palestinians would ask Israel "to
implement all the previous Palestinian-Israeli agreements as well as
implement the Mitchell report in full."

The Palestinians say that implementing the Mitchell report requires Israel to
freeze all settlement construction, something the government of hardline
Prime Minister Ariel Sharon has refused to do.

"And we will ask Israel to lift the (economic) closure and (military) siege of
the Palestinian territories and stop the Israeli aggression on the Palestinian
people," Hindi added.

In contrast, the Israelis have put the onus on the Palestinians to stop the
violence that erupted on September 28.

The Mitchell report, published last week, calls for an immediate halt to
violence, a freeze on Jewish settlements in the occupied Palestinian
territories and tougher action by Yasser Arafat's Palestinian Authority
against "terrorism."

The report was the result of a fact-finding mission led by former US senator
George Mitchell.

The mission was set up at the October 17 summit in Sharm el-Sheikh,
Egypt, where Arafat and then Israeli prime minister Ehud Barak gave verbal
pledges for a ceasefire.

Subject: [bprlist] Russia, Ex-Soviet Allies to Discuss Joint Force

Russia, Ex-Soviet Allies to Discuss Joint Force

                      By Rosalind Russell

YEREVAN (Reuters) - The leaders of Russia and five friendly former Soviet
republics gathered in the Armenian capital Yerevan Thursday to discuss
ways to tackle instability in Central Asia and the Caucasus.

President Vladimir Putin (news - web sites) flew in after a lightning overnight
trip to flood-stricken Siberia. He joined leaders from Belarus, Kazakhstan,
Kyrgyzstan and Tajikistan for the two-day summit hosted by Armenian
President Robert Kocharyan.

The six-member collective security group brings together Moscow's most
loyal allies among the broader, 12-member post-Soviet grouping, the
Commonwealth of Independent States.

Officials said the leaders would discuss the creation of a regional ``rapid
reaction force'' that would train on the territories of all six member states. The
force would be geared toward combating the perceived threat of Islamic
extremism and drug smuggling in Central Asia.

The grouping has been criticized for making decisions only on paper, but its
secretary-general, Valery Nikolaienko, said he hoped the meeting would
yield concrete measures.

``This summit will take our relations into a new era,'' he told reporters.

On arrival in Yerevan, Putin went straight into bilateral talks with Armenia's
Kocharyan.

Nikolaienko said the two leaders were likely to discuss progress toward a
resolution of the 13-year conflict between Armenia and Azerbaijan over the
mountains of Nagorno-Karabakh.

Kocharyan and Azeri President Haydar Aliyev last month held four days of
peace talks brokered by diplomats from the United States, Russia and
France in the Florida resort of Key West.

FORMER SOVIET UNION INSECURITY

The rapid reaction force which the leaders will discuss is expected to be
based in Kyrgyzstan, which has had its own problems with gunmen crossing
over the border from Tajikistan.

Kyrgyz Defense Minister Esen Topoyev said Wednesday that the proposed
force would be formed from battalions from his own country as well as from
Kazakhstan, Tajikistan and Russia and have a Russian commander.

Russia has made the battle against Islamic extremists the cornerstone of its
efforts to increase its security ties with other former Soviet states. Putin has
referred to an ``arc of extremism'' stretching from Afghanistan (news - web
sites) to Chechnya (news - web sites) to Kosovo.

Moscow faces its own battle with Muslim rebels in Chechnya and Russian
troops patrol Tajikistan's share of the old Soviet frontier with Afghanistan.

Former Soviet leaders in the region accuse Afghanistan's ruling Taliban of
supporting Islamic radicals who have stepped up activities in ex-Soviet
Central Asia since 1999, clashing with government troops in Kyrgyzstan and
Uzbekistan.

Putin has also promised security guarantees to Uzbekistan, although it has
withdrawn from the collective security group.

Subject: [bprlist] Geneticist: We Descended From 33 Daughters of Eve

 Geneticist: We Descended From 33
 Daughters of Eve

 By Paul Majendie

HAY-ON-WYE, Wales (Reuters) - We are all descended from the 33
daughters of Eve. Just take a swab from your cheek and you can find
which one is your original ancestor.

That is the view of Professor Bryan Sykes, one of the world's top
geneticists who has spent the last decade mapping out where we come
 from.

``Your genes have been through a fantastic journey,'' he told Britain's
leading literary festival Tuesday in the Welsh border town of
Hay-on-Wye where he laid out a fascinating DNA pathway to the past.

Now, after opening such a fascinating Pandora's Box, he has found that
thousands of people around the world, from the United States to South
Africa, are consumed with curiosity and want to find out who their
 original ``clan mother'' is.

``This shows how closely connected we all are,'' he said

The Oxford University professor first started taking DNA from
archaeological bones and then in 1994 was called in to examine the
frozen remains of a 5,000-year-old man trapped in glacial ice in
 Northern Italy.

This led him to research how a gene passed undiluted from generation to
generation through the maternal line and helped him to track down our
 own genetic ancestors.

``If you look at the mitochondrial gene, it is DNA which is just inherited
from your mother. It is found in eggs not sperm,'' he explained in an
 interview with Reuters.

After taking several thousand DNA samples, the clan mothers in Europe
were narrowed down to ``The Seven Daughters of Eve,'' the title of his
new book chronicling his DNA detective work.

``To bring these women alive I gave them names and worked out where
they lived and when. They range from Ursula in Greece 45,000 years
ago to Jasmine 10,000 years ago in Syria -- she came from the Middle
East along with the farmers,'' he said.

``There are roughly 33 equivalent clusters if you take the whole world.
Eventually it all comes down to Mitochondrial Eve in Africa 200,000
 years ago,'' he added.

Sykes said ``Thousand of people have asked to have a DNA test to
find out who they are descended from.''

So oxfordancestors.com was set up on the Internet.

You send off 150 pounds, receive a swab kit and then send it back for
analysis that will reveal your origins.

``The majority came from the United States. I think the reason for the
interest is rediscovering the fact we have a history and the genes are not
just something you are given like a National Insurance Number,'' Sykes
 said.

``Your genes are a very, very precious gift and you should be proud of
 them,'' he concluded.
