| NEWS BRIEF: "Foot-and-Mouth Disease Confirmed In French Cattle", by

| 2001."Paris -- March 13 -- The first outbreak of foot-and-mouth
disease to
| spread from Britain to the European continent has been found on a
dairy farm
| in western France, health officials said today. The disease was
found in a
| herd of 114 cows that had been grazing near a neighboring farm's
sheep
| imported from Britain, where the epidemic was discovered on Feb.
19. The
| sheep were all slaughtered last week as a precaution; none of their
carcasses
| tested positive for the disease. But six cows showed symptoms of
| foot-and-mouth disease on Monday, so the entire herd was killed
Monday night
| and were to be incinerated today."The point I want you to notice in
this
| paragraph, above, is that a French farmer lost his entire herd, not
to
| mention his income, based upon nothing more than "symptoms" being
observed in
| only six cows. The cattle were not set aside to be quarantined, to
be tested
| for the disease, but were immediately slaughtered. Afterward, tests
showed
| that "none of their carcasses tested positive for the disease".My
father
| owned a dairy farm when I was growing up, and so I am familiar with
animals.
| I knew that foot-and-mouth disease might occur, but was not
something with
| which we could not deal. We knew that, if we ever had an animal
contract
| foot-and-mouth disease, we were to simply separate the animals we
| suspected of having the disease, and to contact the veterinarian,
to treat
| our sick animals. We knew that we might have to put an animal or
two down,
| but never, ever did we envision losing an entire herd. And, never,
ever did a
| government official show up to take matters into his own hands and
slaughter
| all the healthy animals also. Had an attempt been made to slaughter
| perfectly healthy animals, my Dad and his entire neighborhood of
farmers and
| ranchers would have immediately protested and mightily resisted.
Guns might
| have even come out! Losing a herd in the difficult occupation of a
farmer
| and rancher can mean losing his house, his land, and all his
possessions!A
| few weeks ago, in Hong Kong, a Chinese doctor explained that they
were not
| going to slaughter entire herds, and echoed the sentiment I
expressed,
| above. Foot-and-mouth disease is not so horrible as to cause this
kind of
| reaction. I have spoken with a Cutting Edge subscriber who is a
medical
| doctor, and he has expressed amazement and puzzlement as to why the
| governments in Britain and Europe are obviously over-reacting to
this kind of

| salivation and loss of appetite. They rapidly lose weight and
produce less
| milk."Yes, this disease is highly infectious. But, once a farmer
discovers
| that some of his cattle, or sheep, or hogs, or goats have
foot-and-mouth
| disease, he doesn't have to slaughter the whole herd! Listen to
this fact
| file continue:"Can animals recover from it? Foot-and-mouth kills a
small
| percentage of affected animals - mostly the old and young. Most
animals could
| recover from the virus although it might leave them weak and lame.
There is a
| vaccine available which is rarely used in the European Union, but
widely used
| in some other parts of the world."This information is critically
important,
| and in light of the disastrous over-reaction by British and French
| governments, is shocking beyond belief. First, we learn that, even
| though this disease is highly infectious, it only "kills a small
percentage
| of affected animals", usually the old and the young. If only a
small
| percentage of the infected animals die, then why are entire herds
| being destroyed because of only a few animals being found infected?
We
| shall come back to this subject shortly, but let us continue to
point two of
| this most important fact file.Secondly, we learn that "Most animals
could
| recover from the virus". Now, the mystery deepens as to why farmers
are
| losing all their herds, which means that many of them will lose
their farms
| and ranches as well; you know that whatever government compensation
is paid
| them, it will not be nearly enough to cover all their losses. In
fact, this
| fact file later states that, in 1967-8, during the last outbreak,
the losses
| were 150 million British pounds, but the governments paid out only
27 million
| pounds in compensation. You can rest assured that a considerable of
farmers
| and ranchers lost their properties and their way of life.Keep this
fact in
| mind, for we shall return to it later.Thirdly, this fact file tells
us that a
| vaccine is available, but is rarely used in the European Union,
which
| includes Great Britain. If a vaccine is available and effective in
the rest
| of the world, why isn't it being rushed to the farms of the
European Union in
| order to save the farmers from financial disaster? In all the news
devoted
| to the foot-and-mouth disease, I have never heard of a concerted
effort being
| made to get the vaccine to the herds. Furthermore, this is not the
first
| time farmers in the European Union have had to contend with this
disease, so
| why hasn't the vaccine been in constant use over these past years?
Use of
| such a vaccine would be preserving farmer's incomes, their farms,
and their
| entire way of life. Remember this fact, for we shall return to this
subject
| later.Let us return to this article:"If the vaccine is available,
why not use
| it? Vaccination is ruled out mainly for commercial reasons. Vets
say
| vaccinated animals, although free of symptoms, can carry the virus
and pass
| it on to other animals. As a result countries considered free of
the disease
| refuse to import vaccinated livestock. If the UK decided on
vaccination
| instead of slaughter it would be unable to export livestock to key
markets in
| Europe and the USA."While this consideration is important, it does
not answer
| the question as to why the animals infected cannot be isolated,
healthy herds
| preserved, so that the farmers can still sell their healthy animals
to their
| domestic markets, even at reduced prices! Furthermore, if the
vaccine is
| used throughout the world, just not in the European market, then
from whom
| does the rest of the world import their meat? Listen again to the
relevant
| paragraph, quoted above:"There is a vaccine available which is
rarely used in
| the European Union, but widely used in some other parts of the
world." So, I
| ask the question again: if the rest of the world uses this vaccine
| "widely" then why would they turn around and refuse to accept
vaccinated
| herds from the European Union? The Fact File then addresses the
issue as to
| whether humans are at risk. "Are humans in danger?
| No. Doctors say there is no risk to human health. The disease
should not be
| confused with the similarly named, but completely different
condition called
| hand, foot and mouth disease, which can infect and cause illness,
| particularly in children.""There is no risk to human health."
Hundreds of
| thousands of healthy animals are being slaughtered even though the
following
| is all true:1. Only a small percentage of the animals are actually
infected,
| which means that the vast majority of slaughtered animals being
killed are
| perfectly healthy. To date, in Britain, only 228 cases have been
confirmed,
| but over 150,000 animals have already been killed, and 100,000
new-born sheep
| are going to be slaughtered.2. The vast majority of infected
animals will
| recover . Herds can become decimated only if the farmer does not
take the
| immediate precaution of separating infected animals from healthy.
But, even
| the vast majority of the infected animals will recover.3. There is
no risk
| to humans whatsoever . Foot-and-mouth disease cannot jump the
species
| barrier from animals to humans. The article quoted at first, about
the
| disease in France, captures this lack of danger to humans most
succinctly.
| Listen: "... foot-and-mouth rarely infects humans and meat from
infected
| animals is safe to eat." The impact of this information is huge?
Human
| beings can eat meat from infected animals and not be affected? We
can eat
| infected meat and not become ill or die? Another article states
that humans
| can even drink milk from infected animals and not get ill [<A

| 2001]Then, what in blazes is going on? Why are government officials
reacting
| as if foot-and-mouth disease is so serious they must slaughter
entire herds?
| Such drastic action is understandable only if human health were
seriously
| threatened.Consider the cost to the entire economy versus the
number of
| animals actually infected:* "Rural Britain has 191 reported cases
of the
| disease so far, and the area has been virtually closed - public
footpaths cut
| off, farms quarantined even from human visitors, the $18
billion-a-year
| countryside tourism industry crippled. " [French cattle article,
above]
| This is a lot of reaction to only 191 infected animals, most of
whom will
| ultimately survive the disease!Consider the situation in France:*
"The
| disease was found in a herd of 114 cows ... none of their carcasses
tested
| positive for the disease" [Ibid.] This article went on to say that
only 6 of
| the 114 cows even showed any symptoms, but none of the carcasses
tested
| afterwards were positive.* "A week ago, France announced a
nation-wide
| 15-day ban on moving any cattle, sheep, pigs, goats or horses,
except those
| taken for slaughter. It has already killed 50,000 sheep as a
precaution;"
| [Ibid.] This is a lot of sheep to kill just as a "precaution", as
these
| bland statistics are producing very real financial disasters for a
lot of
| hardworking farmers just trying to make a living.Other articles are
reporting
| that farmers and ranchers are beside themselves with anger and
frustration
| against their government, which is literally putting them out of
business,
| and potentially devastating an entire way of life and an entire
vital food
| industry.Consider the situation in Great Britain:* The total number
of
| cattle, sheep and pigs identified for slaughter - or already dead -
has
| passed 150,000. Some 19 new outbreaks were confirmed yesterday
bringing the
| total of ... 183. Another 122 have been destroyed because they were
| considered 'dangerous contacts'." [Drudge Report, March 13,
2001]Now, let me
| get this statistic straight: only 183 animals were found to be
infected.
| But, for this small number 150,000 animals have been slaughtered!
Farmers
| have to be going out of business right and left!A related story
confirms the
| 183 infected animals. "The cases of foot-and-mouth in France were
the first
| to be found outside of Britain, where as of Tuesday, the tally of
infected
| animals rose to 183 ... The killing of livestock as a precautionary
measure
| continues in Britain. The London Mirror reported 155,000 animals
have been
| earmarked as at risk for exposure to foot-and-mouth, with 116,000
having

| confirmed outbreaks of the disease throughout Britain have now
reached 151
| ... Health officials have killed more than 80,000 head of infected
livestock
| in a bid to stem the spread of the virus and most of the bodies are
piled up
| on the country's farms. Another 34,000 animals suspected of
carrying the
| disease are due for slaughter and disposal." ["Carcass Piles

| ]So, because less than 200 animals have been positively identified
with
| foot-and-mouth disease, the government has slaughtered 80,000 as of
March 11
| and will slaughter another 34,000 "suspected" of carrying the
disease!
| Reports as of yesterday [March 13], quoted above, place the number
of
| slaughtered animals at 150,000, based on less than 200 animals
actually
| having a disease that presents no danger to humans, and from which
most
| infected animals will recover! Officials in British and European
governments
| are overreacting to such a huge degree, this should be the story
and not the
| numbers of animals actually killed. Even though the problem is so
small,
| this public statement by a British official seems to capture the
overreacting
| problem in a nutshell. Listen:"Britain's Chief Veterinary Officer
Jim
| Scudimore said Saturday he was shocked at the scale of the problem
and
| admitted the "very rapid spread" of the disease had taken experts
by
| surprise." [Ibid]What "scale of the problem"? Having 200 animals
infected
| out of millions does not a disaster make.

| OFFICIAL PANIC ABOUT TO REACH NEW HEIGHTS IN THE UNITED
KINGDOM!NEWS BRIEF:
| "A MILLION unborn lambs and their mothers could be slaughtered as
the
| foot-and-mouth crisis deepens. They would be killed in the fields
where they
| have been trapped by movement restrictions." [Drudge Report, March
14,
| 2001]Now, the officially-inspired panic deepens and spreads. One
million
| unborn lambs, carried by mothers who are not infected, are about to
be
| allowed to be born without normal supervision, and in the cold of
the British
| winter. Most of these perfectly normal and healthy lambs, born to
mothers
| who are healthy, will die. And why are they being allowed to be
killed in
| this manner? They are going to be allowed to die only because the
mothers
| are in fields that have been arbitrarily set aside by authorities
because
| "maybe" some of the virus was carried in the winds above these
fields. One
| million of these precious, and valuable, lambs are going to die
only because
| they "might" somehow be infected. How would you like to be a farmer
owning
| some of this livestock? You would be facing absolute and complete
financial
| disaster -- ruin! This type of financial disaster IS occurring.
"Health
| Minister Nick Brown denied in a BBC television interview the
government had
| lost control of the foot and mouth disease, which has ravaged farms
across
| the country and ruined a vast range of rural businesses, including
sport
| events and tourism." [Ibid.] Farms and farmers have, indeed, been
"ravaged"
| by the government's reaction to the disease. But, not only farmers
are being
| destroyed. In a previous article, above, we noted that the British
tourism
| industry has lost $18 billion. This article states that sporting
events
| involving animals have also been hit very hard.AMERICA IS ABOUT TO

An Egyptian Columnist Attacks Pro-Iraqi Arab Lobby

In recent months, several prominent Egyptian artists have visited Baghdad,
met with Saddam Hussein, and given lengthy interviews praising Saddam to the
Egyptian press. The liberal Egyptian columnist, Ridha Hilal, published an
article denouncing this Arab pro-Iraqi lobby. Hilal's unequivocal criticism
of the pro-Iraqi Arab lobby and of the Iraqi leader is unique.

Hilal begins by citing George Orwell who wrote that demagogues among
intellectuals, artists, and politicians assault our minds and try to invent
lies that seem reliable and criminal acts that seem respectable. Hilal's
article continues:

"I had the misfortune of witnessing, as a journalist, the Iraqi invasion of
Kuwait in 1990 and the Desert Storm war in 1991. When I left Cairo, the
Iraqi Lobby was singing praises of Iraqi President, Saddam Hussein, who
would liberate Jerusalem via Kuwait. I saw with my own eyes Saddam's
Republican Guard invading the state of Kuwait and trying to wipe it out off
the world map. I will not forget the corpses of the Kuwaiti and Arab
casualties and the injured in front of the Kuwaiti Ministry of Defense and
in the emirate palace... I will not forget the looting and plunder and the
sight of hundreds of thousands of Egyptians, Arabs, and Asians who were
expelled from their jobs and homes to the unknown desert, fatigued, on their
way back to their countries."

"I was aching for Baghdad, the great Arab capital, when the missiles from
American planes and ships attacked it on January 17, 1991. However, the
spirit was encouraged by the hope that the end of the war would bring the
end of the dictator who had cast his people and army to a war with Iran that
lasted eight years and cost the lives of 400 thousand Iraqis; used chemical
weapons to annihilate tens of thousands of Iraqi Kurds; caused the death of
a hundred thousand Iraqis as a result of the siege against his great
country; and [caused] six million Iraqi refugees and exiled to flee as a
result of the adventure of invading Kuwait."

"After Desert Storm there was hope that this was the end of the dictator;
that in Baghdad a new pluralistic and humane regime would appear; and that
the lobby that has caused us headaches many times with slogans such as 'the
Hero of Al-Qadisiyya,' 'the Guard of the Eastern Gate,' and 'the Awesome
Commander Who Will Liberate Jerusalem,' will collapse."

"However, the war ended, and the dictator remained. He suppressed the
uprisings of the Shiites in the South and the Kurds in the north. He has
used the children of Iraq as shields for his steadfastness and in order to
evoke the world's sympathy. He activated the lobby in the television and
newspapers-for-hire and among the artists who pursue political jobs and
box-offices, in the name of the children of Iraq..."

"The 'Iraqi lobby' demands that we believe lies and respect a criminal act.
This is the essence of demagogy, as George Orwell already put it." (1)

Iran wants grand alliance to drive out Israel

Wed Mar 21,2001 -- Iran said Wednesday it was seeking a broad alliance of
Arab and Islamic countries to drive Israel out of occupied Arab lands,
including Jerusalem, just as Hizbollah guerrillas drove the Israelis from
Lebanon last year. Iranian Foreign Minister Kamal Kharrazi said on a visit to
Damascus that Tehran wanted to build on and expand the alliance between
Syria, Lebanon and Iran that had backed the guerrillas.

"Fortunately, there is good coordination between Syria, Iran and Lebanon
regarding resistance against Israel. This coordination led to the Israeli
enemy's withdrawal from south Lebanon," Kharrazi told a news conference.
"We hope to expand this coordination and extend it to group all Arab and
Islamic countries in order to liberate the occupied Arab lands and restore all
rights of the Palestinian people," he said.

Kharrazi also urged the Arab summit, being held March 27 and 28 in
Amman, Jordan, to end U.S. control over the Middle East peace process
"because Washington is totally biased to Israel and not playing an honest
role in the negotiations." Russia, the European Union and the United Nation s
should have bigger roles in the peace process, he said.

Editor's Note: How about the title for this article, "Iran goes public with

New York City is next for blackouts, warns President Bush

Wed Mar 21,2001 -- New York City could be the next American city to
experience electricity cuts, the White House said yesterday, as the power
crisis spreads outwards from California. Boston and other cities in New
England may be affected, but local power managers said they believed they
could keep the lights burning through the summer unless particularly hot
weather forced customers to turn up their air conditioners.

As blackouts in California were announced last night for the second day in
succession, President Bush gave warning of critical shortages of gas, petro l
and electricity this summer. On Monday, cars crashed when traffic lights
failed, office workers were trapped in stalled lifts and thousands of homes
were plunged into darkness as California suffered a string of blackouts.
Unlike the power cuts eight weeks ago that affected a relatively small sect ion
of northern California, this week's blackouts hit communities in the more
populous areas, from Silicon Valley to Beverly Hills and Santa Monica. San
Diego and the state capital, Sacramento, were also affected.

Space station Mir re-entry is unprecedented

Wed Mar 21,2001 -- The final command in the Mir drama will be issued on
Friday. The platform's final moments will be as a swarm of incandescent
fragments hurtling into the water at near-sonic speeds. Thrusters on the
Progress spacecraft that is docked with the platform will be fired to adjus t
the station's orbit. This final burn will take the platform into a fatal en counter
with the Earth's atmosphere. The de-orbiting of Mir would be a routine
procedure if it was not for platform's size. At 135 tonnes, Mir is far larg er than
any other manmade object brought to Earth before. Since 1978, mission
controllers have used the same technique to bring home about 80 Progress
spacecraft and several space stations, the largest being the 40-tonne Salyu t
7 in 1991. But, Mir is 135 tonnes. Most of the Progress craft came back
down without any problems, but this has not been the case with anything
larger. The re-entry of Salyut 7, Mir's predecessor, did not go entirely to  plan.
Its controllers wanted to dump it in the same isolated region of the Pacifi c as
they want to put Mir. For a while, Soviet controllers lost track of the ret urning
craft. They were not sure if it had come down or not - they maintained that  it
was still in orbit. In reality, it had struggled on a little further in spa ce and had
struck South America. It was the same with the re-entry of the Mars 96
spacecraft that failed shortly after take-off.

So, the main problem with bringing Mir down is its sheer size. And that's
what makes this Mir reentry very unprecedented. The only comparable event
was the 1979 re-entry of US Skylab. The American craft had a mass of about
70 tonnes compared to Mir's 135 tonnes. Skylab hit the outback of Australia .
Radar observations indicated that it had come down in one big piece. This i s
not expected to happen with Mir as, unlike Skylab, it is made of modules. T o
ensure that Mir does splash down in the right place, the Progress will make
a late, 10-minute burn, to force the Russian platform into the zone
designated as the "landing footprint". When Mir does break up, it will be
swift.

Violent tumble...The fragments that survive re-entry will hit the water at near-
sonic speeds. Mir will begin to glow red as it dips into the atmosphere
heading south as it passes about 1,500 km (932 miles) NE of Australia.
First, its flimsy solar panels will be torn away and then its maze of exter ior
antennae will go. It will be tumbling violently. It is possible that Mir's five
pressurized modules could break away and explode. The platform's final
moments will be as a swarm of incandescent fragments hurtling into the
water at near-sonic speeds. The flying debris will leave streaming trails o f
smoke that will persist for several minutes after they have dived into the
ocean. It would be a spectacular sight if you were in the vicinity. The plu cky
space station that circled the Earth so many times will be lost at sea.

Two giant telescopes linked to view as one

Wed Mar 21,2001 -- The US space agency, Nasa, has linked together the 2
largest optical telescopes in the world to create the equivalent of a singl e
telescope with a diameter of 85 metres (279 feet). "Successfully combining
the light from the two largest telescopes on Earth is a fabulous technical
advancement for science," Nasa Astronomical Search for Origins Program
Director Anne Kinney said. "This will open the possibility of obtaining ima ges
with much greater clarity than ever before," she said.

Scientific operations are due to begin in the autumn. One plan is to contin ue
the search for planets outside our own Solar System. Since 1995,
astronomers have discovered more than 50 planets orbiting other stars. The
successful link-up means that the Nasa interferometer has gone into
operation ahead of a similar European project - the Very Large Telescope
(VLT) project at the European Southern Observatory in Chile.

Weather chaos hits UK

Wed Mar 21,2001 -- Atrocious weather conditions continued to sweep
across Britain on Wednesday causing severe disruption in all regions.
Hundreds of schools were shut in the worst hit areas, flood alerts were
issued as snow melted and the conditions on many roads were described as
treacherous. The Midlands and the north of England were experiencing the
worst conditions, with forecasters predicting as much as 10cm of snow on
the higher grounds. The snow started to fall on Tuesday - officially the fi rst
day of Spring - and temperatures as low as -1C were recorded in Exmoor
with wind chill making it feel between -6C and -8C. By Wednesday, following
blizzards and heavy rainfall overnight, the conditions were even worse.

In Shropshire, snowdrifts up to seven feet deep were reported in some areas .
A number of landslides were reported in Devon and 11 rivers in and around
the area were on flood watch. Wales has also been badly hit by heavey snow
fall.

World's largest offshore oil rig sunk and leaking oil

Wed Mar 21,2001 -- Crews on ships surrounding the site where the world's
largest offshore oil rig sank worked Wednesday to contain small areas of oi l
that spilled from the platform. Platform P-36 operated by Petrobras, the
Brazilian state petroleum company, sank Tuesday morning, 5 days after a
series of explosions damaged one of its supports. 10 people were killed in
the blast, though just one body was recovered. Another man suffered burns
over 98 percent of his body and his condition was listed as extremely
serious.

Although gas and oil wells were capped immediately after the explosion,
tanks on the rig contained some 400,000 gallons of oil. Company officials
said the tanks would likely rupture because of pressure caused by the ocean
depths. The P-36 oil rig, which was about 400 feet tall, was opened to
operation last year and was pumping some 80,000 barrels of oil -- about 6
percent of Brazil's oil output -- a day.

Alligators swamp Miami suburbs

Wed Mar 21,2001 -- The record drought has forced hundreds of amorous and
thirsty alligators out of the swamps and into the canals and ponds of
suburban south-east Florida. So many have fled the swamps that the
Seminole tribe - traditional protectors of the Everglades and its wildlife - set
up a hotline at the weekend to find the roaming reptiles. The service has
logged 175 reports of alligators in the suburbs.

"Alligators have found themselves in need of water and therefore have left
their habitat," the tribe's spokesman, Chuck Malkus, said. "It is now sprin g
and it's the mating season for alligators. Typically they will mate on the
waterline." The students on the hotline call trappers licensed to remove th e
"nuisance" creatures. and release them deep into the Everglades. And they
warn callers not to try feeding the strays. "Animals will not know the
difference between the food and the hand that is feeding it," Mr Malkus sai d.

Report urges heightened Israeli air power, missile defense

Wed Mar 21,2001 -- Israel is being urged to extend the range of its air for ce
to ensure the elimination of threats from as far as 700 kilometers from the
borders of the Jewish state. The recommendation was made in a report
commissioned by Israel's Defense Ministry that examines the nation's
strategy and military force. The report said Israel must boost its air powe r
and missile defense to confront the increasing prospect of a multi-front an d
multi-level war.

The report, drafted by a private security and strategy task force headed by
former Air Force commander [Res.] Maj. Gen. Eitan Ben-Eliahu, urges Israel
to develop a capability to collect intelligence, monitor air traffic and el iminate
air threats at a range of between 350 and 700 kilometers from the country.
This would include an area of eastern Iraq and deep within Egypt.

Syria focus of Bush team

Wed Mar 21,2001 -- The Bush administration has decided to focus on Syria
as a major element in U.S. policy in the Middle East. U.S. officials said t he
decision was based on the assessment that Syria is required for any attempt
by Washington to tighten exports of dual-use items that could help Iraqi
programs to develop weapons of mass destructions. The officials said Syrian
consent to help Washington would affect the rest of Iraq's neighbors, such as
Iran, Jordan and Turkey.

Over the weekend, President George Bush discussed Iraq with Syrian
President Bashar Assad. Officials said the Israeli-Palestinian mini-war was
another topic. Officials said that in the absence of Israeli-Palestinian pe ace
talks, Syria is the most important element in Middle East stability. They
cited Syria's hold over Lebanon and its power over the Lebanese Hizbullah.

Unusually heavy rains cause floods to threaten France

Wed Mar 21,2001 -- Floodwaters on Wednesday threatened several parts of
France, including the capital, where the river Seine was overflowing its ba nks
because of unusually heavy rain since the start of the month. The flooding
has left many towns and villages cut off, with firefighters and rescuers us ing
boats to take supplies to residents. The heavy rain has also caused
mudslides in several regions and forced the shutdown of many roads. In the
Burgundy town of Macon, the Saone river Wednesday was two meters above
the flood level and part of the city was flooded. The Rhone river further s outh
was also overflowing its banks.

Daloz blamed unusually mild winter weather for the floods and predicted
more rain the rest of the week. "We've had two successive mild winters with
virtually no frost," he said. "Scientists are beginning to seriously wonder
about global warming." Bad weather in December and January also led to
much of the north of the country being engulfed in record floods. "It has
rained quite a bit since the beginning of the month and the worst hit regio ns
have been in the NE and east, including Burgundy, where it has rained 2 to 3
times more than usual and where severe flooding is expected," said Michel
Daloz of the French meteorological service.

Volcano Mount Oyama in Japan acting up

responsible for channelling the $1 billion contribution made by Ted Turner in
support of UN causes - is to disburse $72.6 million for new projects, mainl y
in the environment sector, a UN spokesman said today in New York.

Of the 39 projects approved in the latest funding round on 16 March, 10 are
in support of sustainable energy services, 7 focus on the conservation of b io-
diversity, including a major grant for the International Coral Reefs Action s
Network, while the other initiatives target children's health; population a nd
women; and peace, security and human rights.

"The three-year old collaboration between the United Nations and the UN
Foundation has significantly strengthened the programme and institutional
capacity of the UN," says Deputy Secretary-General Louise Fr=E9chette, who
is the Chairperson of the Advisory Board of the UN Fund for International
Partnerships (UNFIP). The latest allocation, which includes $26.7 million i n
co-financing, brings the total amount provided by the UN Foundation during
the last three years to over $294 million. The foundation has also brought in
over $96 million from external partners - raising more than $390 million fo r UN
causes.

Buddhist ghostbusters try to restore calm

some employees scared to work nights, a Hong Kong newspaper called in
two Buddhist ghostbusters Tuesday to try to restore calm.

The robed monks chanted, sprinkled water and rang a bell during the
traditional cleansing ceremony at the South China Morning Post, an English-
language daily. The paper's editor, Robert Keatley, and some staff members
bowed at a small altar set up near the reception desk. Keatley's secretary,
Winnie Tam, said the half-hour ritual - with prayers intended to pacify any
restless spirits - had been organized to allay fears among staff.

Latin leaders talk up drug legalization

Wed Mar 21,2001 -- A discussion on the legalization of drugs as the only
realistic way to break the international drug cartels is inching closer to the
agenda of the Quebec Summit of the Americas next month.

Mexican President Vicente Fox has made waves by agreeing with
statements by his top police officials that legalization is the only way to  win
the war on drugs. His comments follow a pledge earlier this month by
Uruguayan President Jorge Batlle Ibanez to raise legalization at the April 20-
22 summit. The summit is bringing together 34 hemispheric heads of state
and government.

Mr. Fox crossed the line Latin leaders traditionally do not tread when he
speculated in weekend interviews with two Mexican newspapers that the
only way to win the war against drugs was by legalizing them and, thereby,
eliminating the profit motive and the violence that goes with illegal traff icking.
"That's right, that's true, that's true," Mr. Fox told the newspaper Unomas uno
when asked if he agreed with the assessment of a senior police official who
supports the legalization route.

Dear Colleague,

As you know, less than eight months ago, the Government of Israel offered
a final status proposal to the Palestinians that was breathtaking in the
scope of its concessions. The Palestinian response was not only to reject
Israel's offer but to embark on a deliberate campaign of violence against
Israelis.

We invite you to join us in sending a letter to the President urging him
to direct a U.S. reassessment of our relationship with the Palestinians,
including the consideration of whether Palestinians involved in violent
attacks against Israelis should be barred from the U.S., whether
Palestinian groups which have organized terrorist attacks should be
designated foreign terrorist organizations under U.S. law, whether the PLO
office in Washington should be allowed to remain open, and other
questions. While this reassessment is taking place, we think it
inappropriate for Chairman Arafat to be invited to meet with high-level
officials in Washington.

Dear Mr. President:

We are writing you out of a deep sense of frustration and concern over
recent events in the Middle East. Less than eight months ago at Camp
David, Israel offered a final status proposal to the Palestinians that was
extraordinary in the scope of its concessions. The Palestinian response
was not only to reject Israel's offer, but to embark on a deliberate
campaign of violence against Israelis, derailing prospects for a final
peace agreement.

Indeed, the real response to Israel was given by a member of the
Palestinian Authority, Abu Ali Mustafa, two days before the Camp David
summit ended, that: "The issues of Jerusalem, the refugees and sovereignty
will be decided on the ground and not in negotiations...the situation in
the future will be more violent than the Intifada."

Mr. Mustafa was tragically right. Over the past several months, the
Palestinians have initiated on average over 30 "incidents" a day against
Israeli soldiers and civilians. Initially, rocks and guns were used;
increasingly, it is mortars and anti-tank missiles. Many of the attacks
are well-planned operations involving the highest levels of the
Palestinian security forces, openly led by the PLO's own militia. PLO
Chairman Yasser Arafat has released from detention since July over 130
members of the most radical anti-Israel groups directly involved in
attacks against Israelis and has suspended all security cooperation with
Israel. Since the start of the violence in September, he has never once
stood up and addressed his people in Arabic unequivocally calling for an
end to the violence, despite calls to do so by the United States.

Mr. President, the United States opened a dialogue with the PLO, allowed
the PLO to maintain an office in Washington, allowed PLO officials to
visit the United States and provided funding to the Palestinians under
very specific conditions: that the Palestinian leadership remain committed
to the negotiating process and that they renounce the use of violence. In
fact, Section 1302 of the International Security and Development Act of
1985 specifically prohibits any employee of the U.S. government from
negotiating with a PLO official unless the PLO "renounces the use of
terrorism."

Given the drastic changes that have taken place in recent months in
Palestinian behavior, we believe it is time for the United States to
reassess our relations with the Palestinians. Such a reassessment should,
in our view, examine whether those Palestinians involved in attacks
against Israelis should be barred from coming to the United States,
whether those Palestinian groups involved in violence should be designated
as foreign terrorist organizations under 8 USC 1189, whether the PLO
office in Washington should be allowed to remain open, and whether US aid
to the Palestinians is in fact meeting its goals and should continue.
While this reassessment is taking place, we do not believe Chairman Arafat
should be invited to meet with high-level officials in Washington. We
also believe that you should reaffirm America's opposition to a
unilaterally-declared independent Palestinian state.

We raise these questions with sorrow about the turn of events in the
region. The Palestinians had a unique opportunity to secure virtually
everything they had been seeking from Israel at the negotiating table.
Inexplicably, they rejected this option and chose instead to initiate a
campaign of violence against Israel. This campaign comes at a great cost
to everyone involved and with little foreseeable benefit. From our
perspective, it is time for the United States to require that the
leadership of the Palestinians speak and act against the continuing
violence and terrorism, or face a significant change in our relationship
with them.

It is also time for those of us in both parties who serve in Congress and
your Administration to restate our commitment to Israel's security and the
uniquely common values and interests which Americans and Israelis share.

Mr. President, we look forward to working with you on these issues.

VATICAN CITY, MAR. 21, 2001 (Zenit.org).- The Blessed Virgin Mary is the
"star of the third millennium," John Paul II said during a midweek general
audience in which he went on quote the father of the Protestant Reformation ,
Martin Luther.

The Pope recalled passages of the commentary on the Magnificat written by
Luther in 1521, in which he referred to the "Mother of God" as the example
who "teaches us how we must love and praise God."

"She wishes to be the greatest example of God=B4s grace, so as to encourage
all to confidence and praise of divine grace," the rebel theologian said.

Quoting other passages of both Eastern and Western Christian tradition, the
Holy Father referred to Mary as "the sign of hope for the mass of poor, of the
last of the earth," who wander through the world at the beginning of the th ird
millennium. "She faithfully copies the choice of Christ, her Son, who repea ts
to all the afflicted throughout history: =B4Come to me, all who labor and a re
heavy laden, and I will give you rest,=B4" the Holy Father said.

"The humble Virgin of Nazareth," the Pope said, quoting St. Ambrose, "is no t
the God of the temple, but the temple of God.=B4 As such, she guides all th ose
who take recourse to her toward the meeting with the Triune God: Father,
Son and Holy Spirit."

This is a road of faith that Mary also had to take, despite overwhelming
difficulties. From the Annunciation, until her Son=B4s tragic death on the cross,
her life unfolded in the "interplay of light and shadow, of revelation and
mystery," the Pope said.

"Her exceptional pilgrimage of faith represents a constant point of referen ce
for the Church, for individuals and communities, for peoples and nations, i n a
certain sense, for all humanity," John Paul II added. "She is the star of t he
third millennium, as she was at the beginning of the Christian era, the daw n
that preceded Jesus on the horizon of history."

Her hymn, the Magnificat, "unites the spirits of the disciples of Christ be yond
historical divisions, which we are determined to surmount in view of full
communion," he said. In it, Mary celebrates "the primacy of God and His
grace, who chooses the last and the neglected, the poor of the Lord, of
which the Old Testament speaks; overturns their fortune and introduces them
as protagonists in the history of salvation," the Pope explained.

The Pontiff concluded: "The Church follows Mary and the Lord Jesus walking
on the torturous roads of history to raise, promote and appreciate the
immense procession of women and men, poor and hungry, humiliated and
offended."

Sting in the tail

Without even hitting Earth, a comet could be as lethal as an asteroid

AS GOVERNMENTS around the world prepare to spend millions studying
the threat of nearby asteroids hitting the Earth, an astronomer in Northern
Ireland is warning that comets might pose a greater danger. "We may be
looking for a swarm of bees while standing on a railway line with the train
coming," says Bill Napier of the Armagh Observatory.

Icy comets with their tails of gas and dust are much rarer than rocky
asteroids, but they don't even have to hit the Earth to do damage. A giant
comet evaporating under the Sun's glare would release billions of tonnes of
dust into the path of the Earth, Napier has shown in a new study. If this dust
rains down on Earth, it could blot out the Sun and trigger a new ice age.

Astronomers already know of four objects they believe are giant comets
hundreds of kilometres across. And there may be as many as 2000 more
lurking in the Oort Cloud far beyond Pluto. Such comets visit the inner Solar
System so rarely that the risk of an impact is negligible. But Napier
calculates that they could release millions of tonnes of dust into our
atmosphere, which would linger for as long as 10,000 years, blocking out
most of the Sun's light and heat.

Astronomers had thought that the amount of dust around the inner planets
remains fairly constant because dust from the break-up of comets and
asteroids is balanced by dust falling into the Sun. But this can be upset by
just a single large comet.

Napier and his colleagues believe that the Earth has already suffered at least
once from the effects of comet dust. Data collected in the 1980s shows an
unexpectedly large amount of minute interplanetary dust particles, each with
a mass of about a nanogram. The excess can be explained if a giant comet
broke up in the inner Solar System around 70,000 years ago--the onset of
the last ice age. "I think we should be looking for cometary dust in polar
cores," says Napier.

Napier rates the chance of being swamped by comet dust as 1 in 100,000,
the same as a chance of a collision with a near-Earth object. Others are
more doubtful. "I don't know if we've discovered enough comets to do a
statistical analysis," says Robert McMillan of the University of Arizona's
Spacewatch project, which tracks near-Earth objects.

But David Williams of University College London, who served on the British
government's Near Earth Objects task force last year, agrees with Napier
that work needs to be done on the risks posed by comets. "This area is
perhaps one that's opening up now," he says. "We thought it was too
controversial for the report."

Microscopic midwives

LONG maligned as mere blobs, amoebas turn out to have a caring, sharing
side. By watching colonies under a microscrope, researchers in Israel have
discovered that other amoebas come to the rescue when a neighbour is
struggling to divide into two.

The "daughter" cells send out chemical distress signals when they have
difficulty severing the 3-micrometre-thick "umbilical cord" linking them to
each other. Neighbours pick up the scent and flock to the scene. "The
midwife pushes itself in between and physically wedges them apart," says
Elisha Moses, head of the team at the Weizmann Institute in Rehovot, Israel,
that made the discovery. The team, which reports its findings in Nature (vol
41, p 430), suspects that the "midwife" cells are attracted by a digestible
sugar that rewards them for their efforts.

Asleep at the wheel

Software will stay awake and tell dozy drivers when to pull off the road

SPY cameras mounted in car dashboards could warn drivers when they risk
killing other people--or themselves--by falling asleep at the wheel. The
system, which uses eye-tracking technology, can also warn motorists when
they are not paying enough attention to the road ahead.

According to Britain's Automobile Association, 1 in 10 deaths on Britain's
roads are caused by drivers falling asleep. The new system, called Facelab,
could help reduce the carnage, claims Alex Zelinsky, chief executive of
Seeing Machines, a spin-off from research at the Australian National
University in Canberra. Facelab's development was sponsored by Volvo.

The problem with other eye-tracking technologies is that they either involve
cumbersome headgear or are incapable of dealing with real-world situations,
such as when the eyes are momentarily obscured. "This system deals with
that," says Zelinsky.

Facelab's two cameras continuously monitor the positions of facial features
such as the ears, nose and chin. The system then calculates where each
eye should be and looks for their whites and irises. By measuring how
elliptical the irises look compared with how they appear in a computer model
of the eye it works out the driver's angle of gaze.

Zelinksy says that Facelab can calculate where the eyes are looking to
within 3 degrees--accurate enough to see if the driver is looking at the road.
People who are about to nod off show characteristic blinking patterns, so
Facelab monitors the frequency of blinking to predict if a driver is getting
dangerously sleepy.

If your eyes are obscured--by sunglasses, for example--Facelab can use
other face data to work out where you are looking, says Zelinksy. "There has
to be an element of guessing," he says. "Even people make inferences when
they can't see certain things." If the system can't see the eyes at all, then it
will assume that you are looking in the direction your head is facing.

Andrew Howard, head of road safety at the AA, believes loss of
concentration among drivers is a big issue that has not been properly
addressed by car designers. But he warns that the sort of device proposed
by Seeing Machines may encourage some drivers to push their limits. "There
is a worry that we will make them drive for longer distances," he says.

Zelinsky does not yet know how Volvo intends to use the technology. But he
says it could also be used to monitor the ergonomics of a car's controls, to
ensure they are ideally positioned. Seeing Machines also wants to use
Facelab in computer games so that players can aim virtual weapons at
aliens simply by looking at them. The irony won't be lost on safety
campaigners who see cars as lethal weapons.

Kilroy woz nabbed 'ere

Nocturnal graffiti artists beware. Traptec Corporation of California is out to get
you. A directional microphone, mounted up to 100 metres away, picks up all
the sounds near a wall. The device continually compares what it hears with
stored recordings, such as the rattle of a spray can or the squeal of a felt
marker pen. Meanwhile, an electronic nose near the wall checks for paint
vapours, and infrared detectors register body heat (WO 00/75899). When the
device detects the smells and noises of a graffiti artist it drops a cage on the
offender and calls the police.

Snow in summer

Snow is being stored in an experimental building in the town of Bibai on the
northern island of Hokkaido, Japan, to see if it can keep apartments cool
during the summer. First antifreeze is cooled by piping it through the snow,
then it circulates round the six-storey building. Although the cost of building
snow-conditioned buildings would be high, running costs are negligible and
far cheaper than air conditioning, says designer Masayoshi Kobiyama of
Hokkaido's Muroran Institute of Technology. Kobiyama says the system is
ideal for countries where winters are very cold and summers very hot.

Greetings All...

I am currently doing a personal study on Psalm 22. Among the many elements
that I am trying to understand/discern are the three items below. I have
included the complete text of the 22nd Psalm (bottom section) for quicker
reference to those reading and wishing to respond.

 Is verse 12, a reference to the Jews gathered around the cross? What is the
reference to "Strong bulls of Bashan" trying to communicate/parallel?
 
 In verse 21, can Christ hear, as he hangs on the cross, the horn/shophar
being blown in The Temple? Was the shophar blown even as the Passover lambs
were being sacrificed or blown to announce the arrival of Passover? Is that
the reference to "From the horns of the wild oxen You answer me". Was it
legitimate to fabricate a shophar from a wild oxen's horn? I thought only a
ram's horn was specified.
  
I am also detecting a time frame shift (history-present-future, from the first
person perspective) as you move through the entire chapter...anyone else see
this timing?

Luke gives Jesus' age at the beginning of his ministry here:

    LK 3:23 Now Jesus himself was about thirty years old when he began his ministry....

John gives reference to three Passovers before the Crucifixion:

    JN 2:23 Now while he was in Jerusalem at the Passover Feast, many people saw the miraculous signs he was doing and believed in his name.

JN 6:1 Some time after this, Jesus crossed to the far shore of the Sea of Galilee (that is, the Sea of Tiberias), 2 and a great crowd of people followed him because they saw the miraculous signs he had performed on the sick. 3 Then Jesus went up on a mountainside and sat down with his disciples. 4 The Jewish Passover Feast was near.

    JN 11:55 When it was almost time for the Jewish Passover, many went up from the country to Jerusalem for their ceremonial cleansing before the Passover.

From that I believe you come to 33 years of age.

We know that Jesus and his natural family returned from Egypt after the death of Herod in 4bc (although some argue that he died in 1bc). We know that Herod ordered the killing of babies 2 years and under while Jesus was absent, therefore we are looking at his birth as having been at around 6bc and possibly 7bc.

Using 445bc for the decree to rebuild the temple provides two answers for the crucifixion, depending on how the numbers are crunched, either 30AD or 33AD and probably 31 and 32 as well.

Jesus Christ was therefore 40 years or less but no less than 36.

Forty feels good because it is the length of a generation and the length of Moses' people in the wilderness.

SHARON MAKES ROUNDS IN FRIENDLY WASHINGTON

Israeli Prime Minister Ariel Sharon found lots of common ground on Tuesday
with US President George W. Bush regarding his guarded approach to peace
with the Palestinians, but Bush left it unclear whether PLO chief Yasser
Arafat would get his own invite to the White House soon.

In their first meeting since each took office, Bush assured Sharon his
administration is ready to facilitate peacemaking in the Middle East, but
will not impose solutions on Israel, giving the visiting premier wide
latitude to pursue his skeptical approach toward negotiations with the
Palestinians. In a brief joint appearance before the press, Bush said, "I
told him that our nation will not try to force peace, that we will
facilitate peace and that we will work with those responsible for peace."

This message was expected, but encouraging nonetheless to Sharon, who
stressed throughout his busy two-day round of appointments with senior
administration officials and members of Congress the need to pressure Arafat
to condemn and fight terrorism before peace negotiations are possible. With
Bush at his side, Sharon said, "The first thing and the most important one
is to bring security to the citizens of Israel... Once we reach security and
it will be calm in the Middle East, I believe that we'll start with our
negotiations to reach a peace agreement."

Bush and Sharon agreed that serious negotiations could not start until the
violence decreases and that Arafat should do more to bring it under control.
They also shared their mutual concerns about the threats posed by terrorism
and the development of advanced weapons by Iraq and Iran.

Perhaps the biggest question of the day was whether Sharon has persuaded
Bush not to invite Arafat to Washington. Sharon told reporters afterwards
that he had not pressed Bush on the issue, but did suggest "it could be
interpreted as a sign that terrorism pays."

Bush responded that he had not decided yet, adding the US did want to stay
engaged in the Middle East and encourage dialogue. He acknowledged upcoming
meetings with Egyptian President Hosni Mubarak and Jordan's King Abdullah II
next month. The White House later noted that they were already in contact
with the Palestinian leader by telephone and other means.

Reacting to news on Monday of renewed terrorist attacks back in Israel,
Sharon has already publicly called on all world leaders to isolate Arafat
until he makes an effort to halt the violence.

Besides an invite to Arafat, the other big question was whether the US was
pushing Sharon to ease economic restrictions on the Palestinians before the
violence ended. Administration officials said "trying to restore economic
health will help to create the atmosphere which will make it possible to
reduce violence and fight terrorism."

Bush and Sharon first shared an hour-long lunch with US National Security
Advisor Condoleezza Rice and Israeli ambassador to Washington David Ivry.
This was followed by a brief session with the media and another meeting in
the Oval Office with their advisors.

Sharon emerged upbeat, saying that both sides had agreed not to take any
action in the Middle East that would "surprise" the other. The comment was
elicited when Sharon was asked about the recent US/British air strikes on
Iraq, which came without any notice to Jerusalem.

Sharon noted that he will try to ease economic restrictions on Palestinians
not involved in terror, as demanded by Washington, but added he told Bush
"don't be surprised, we will punish the terrorists and those who send them."
Sharon cited terrorism as the main cause of instability in the region.

Sharon said, "I'm a great supporter of the president's policy of keeping
stability in the Middle East -- the main danger to stability is terror, and
that, I believe, should be the common goal of every democratic country in
the free world.

A beaming Bush warmly recalled his helicopter ride with Sharon over
Judea/Samaria in December 1998 when the two first met, and said, "I've got
great confidence in the prime minister... so do the Israeli people. He got
66 percent of the vote. He did a little better at the polls than I did, if
you know what I mean," joked Bush.

Bush clarified that while he intended to keep his campaign promise to "begin
the process of moving the US Embassy" to Jerusalem, ultimately the fate of
the city would have to be decided by the parties through negotiations.

Sharon said he raised the issues of convicted spy for Israel Jonathan
Pollard and renewed US assistance in gaining the release of the Israeli
POW's and MIA's.

The White House denied the two addressed US demands that Israel release tax
rebates owed to the Palestinians and the use of American weaponry in
targeted killings of Palestinian terrorists.

In the one down note of the day, the State Department criticized Israel's
approval of plans to build hundreds of new apartments at Har Homa in
southern Jerusalem. State Department spokesman Richard Boucher said. "We
have urged both sides to refrain from unilateral actions." Sharon reportedly
assured Bush of his interest in "avoiding things that would escalate the
situation."

Sharon has promised not to begin any new settlements, but has said that he
will allow the "natural growth" of existing ones. Israeli officials
emphasized that the construction at Har Homa and building inside present
settlement boundaries do not violate any commitments to the US or in the
Oslo accords.

A White House spokesman said Bush stressed to Sharon his view that "violence
is a dead end." This echoed the words of US Secretary of State Colin Powell
in a speech on Monday at the annual AIPAC policy conference, who sent a
strong warning to Arafat that, "first and foremost, the violence must stop."
Without naming the PLO chief, Powell said "leaders have the responsibility
to denounce violence, strip it of legitimacy, stop it. Violence is a dead
end."

Powell cautioned both sides to avoid unilateral actions, and said the US
would not hesitate to assign blame in situations where there is one clear
offender. "We will not strive for some arbitrary measure of even-handedness
when responsibility is not evenly shared," he said.

"I have no magic formula to present to you for turning the current situation
around," Powell told AIPAC's policy conference. He said the US was still
early in the process of consulting allies and regional players on the best
route back to negotiations.

Jewish leaders were disappointed that Powell did not voice support for
Israel's claim to Jerusalem, nor publicly promise a US veto if the UN
Security Council looks set to approve the PA's request for an armed
international force to "protect the Palestinians."

In his speech to AIPAC later Monday evening, Sharon said, "Arafat and the
Palestinian Authority are returning to the belief they can defeat Israel by
means of armed struggle. They feel that violence will produce further
Israeli concessions. Arafat is willing to destabilize the entire Middle
East, including moderate Arab regimes, in order to achieve his goals...
Arafat must understand, first and foremost, that he will gain nothing from
violence. Israel will not negotiate while Israeli civilians and soldiers are
under fire."

Sharon condemned terrorism throughout the Middle East, naming Iraq, Iran and
Syria as additional threats to Israel's security.

Sharon also encouraged American Jews to make aliyah and to speak out on the
ancient Jewish connection to Jerusalem and the Temple Mount.

In his meeting on Monday morning with US Secretary of Defense Donald
Rumsfeld, Sharon provided proof that official PA elements are directly
involved in terrorist attacks. "Terror is the principle danger to stability
in the Middle East," Sharon told Rumsfeld. "Most of the wars in the Mideast
began because of terror."

Rumsfeld responded, "Israel is a small country, and you cannot allow
yourselves to make big mistakes."

The two discussed Israel's outstanding request for a supplemental $800
million military aid package, but no commitments were made. White House
officials, however, did note a "convergence of interests" between the two
nations on theater missile defenses and national missile defense - a top
priority of the new Administration.

And in a separate meeting with Rice on Monday, Sharon was reassured the US
has clearly and unequivocally called upon the Palestinians to put an end to
the violence. Rice also raised the idea of developing an American-led, joint
US-Israeli framework for fighting terror.

Sharon was to meet congressional leaders on Capitol Hill late Tuesday, and
then fly to New York for talks with UN Secretary-General Kofi Annan and
American Jewish leaders before returning to Israel on Thursday.

In a final note before leaving Washington, Sharon criticized Egypt for
playing a "negative role" in the region. "The Egyptian army is arming itself
to a significant degree despite the lack of justifying threats," Sharon
said.

MOFAZ BLAMES PA SECURITY FOR TWENTY-SIX ISRAELI DEATHS

The Israeli army's top general told a Knesset committee on Tuesday that
attacks by Palestinian Authority security forces are responsible for 40% of
Israeli fatalities since the current violence broke out in late September.

IDF Chief of General Staff Lt.-Gen. Shaul Mofaz told the Knesset Foreign
Affairs and Defense Committee yesterday that fourteen IDF soldiers and 12
civilians have been killed in attacks carried out by members of the PA
security apparatus, and another 16 soldiers and eight civilians have been
killed by Tanzim militiamen. A total of 67 Israelis have been killed, 29 of
them soldiers.

Mofaz claimed the personal guard unit of Palestinian leader Yasser Arafat,
known as Force 17, leads all other organizations in attacks against Israeli
targets. Mofaz noted that the involvement of the Palestinian security
apparatus in attacks is greater than he is at liberty to explain. He said
there has been no change in the PA belief in a link between terror activity
and achieving nationalist aims.

In the meantime, Hamas and Islamic Jihad are increasing their strength and
operating freely, cooperating with each other and with the PA security
apparatus. Mofaz warned, "the territories are flooded with cells of [Fatah]
Tanzim and Hamas. The Palestinians are preparing for a drawn-out
confrontation and are trying to smuggle into the territories war material
from every possible direction." He said that the amounts of arms and
ammunition in Palestinian possession is greatly enhanced through smuggling
by way of Egypt, Jordan and the Gaza coast.

Mofaz reported to the committee that the Palestinians have set up a small
military industry in the Gaza Strip, which produces mortars and grenades. He
also said there is a connection between Hizb'Allah and Palestinian security
forces taking orders from Lebanon and operating with their sponsorship,
including financial support.

Mofaz warned of plans for a bomb attack in Israel, to be carried out by
terrorists from Ramallah, Jenin, and Nablus. He said the only way to prevent
these attacks is by closing off those cities, because of the PA's complete
failure to fight terror. Among additional measures to put pressure on the PA
are the total halt in transfer of funds, no VIP movement, and the closure of
the Dehaniya airport in Gaza.

Mofaz told the committee that all Palestinian cities have become shelters
for terrorists, but that closures are being lifted where there are no
specific warnings of attacks, so as not to make the population suffer
unnecessarily. Contrary to reports that the PA is facing economic collapse,
Mofaz said that "the economy is weaker but the PA is not collapsing. Arafat
and the Authority are in full charge." He said he believes that Arafat is
capable of halting all terror activities, including those of Hamas, Islamic
Jihad, the Tanzim, and his security forces.

Altogether, nine Palestinian terrorists have been arrested by the IDF since
Saturday. Some are Fatah Tanzim members, others belong to Palestinian
security forces.

The Palestinian Authority shut down Qatar's Al Jazeera satellite television
station broadcasting from Ramallah on Wednesday, in the wake of a broadcast
featuring Yasser Arafat below the image of a shoe. Revealing the bottom of
one's shoe is considered an insult in Muslim culture.

IDF closures of PA-ruled towns have been lifted as much as possible,
remaining only on Ramallah, Jenin and Nablus, with porous blockades on
Hebron and Bethlehem. A porous blockade allows Palestinian vehicles to use
certain roads, with other roads under supervision, and still others
remaining closed. Ambulances and humanitarian assistance are allowed to pass
through roadblocks. Bethlehem was completely closed for a short time,
following the murder of Baruch Cohen on Monday.

Cohen was on his way to the Frenkel Elementary School in Jerusalem's French
Hill, where he had worked for over eight years as a janitor, when terrorists
gunned him down. Thousands attended his funeral on Tuesday afternoon. The
first resident of Efrat to die from Palestinian terrorism in the past six
months, he is survived by a wife and six children. One son is Lt.-Col. Amnon
Cohen, Commander of the IDF's Liaison Office with the PA in the Hebron
District, who heard about the attack on his car radio.

At the entrance to the school building where he worked, children crowded
around a board covered with photos of Cohen, and wrote messages to their
slain janitor and friend. "I don't know how we'll get along without you,"
one student wrote.

Asked about his father, Avihu Cohen told ARUTZ-7, "I will be getting married
in three months, and... despite what happened, our wedding will be one of
the purest happiness... and with God's help... we will continue to live and
build this land, and nothing will stop us."

In other incidents in recent days, Palestinian rock-throwers damaged several
Israeli vehicles Tuesday morning on the Tunnels Highway, between Gush Etzion
and Jerusalem, not far from the site of Cohen's murder.

The security officer of the Jewish community of Bruchin, in Samaria,
suffered moderate wounds Tuesday afternoon when he was shot by Palestinians
in an ambush on his vehicle near the village of A-Dik. He was on security
patrol when the attack occurred.

Eight Palestinians, including a month-old infant and a three-year-old
toddler, were injured in an explosion overnight in Nablus. Local
Palestinians said the explosion took place in a Hamas-controlled bomb
factory. PA sources first claimed propane gas tanks were the source of the
blast, but later unofficially admitted it was set off by explosive devices,
YEDIOT AHRONOT reported.

On Monday night, two IDF soldiers were shot and lightly wounded in their
vehicle at the Bekaot junction in the Jordan Valley. Later, shots were fired
at the community of Bekaot. An Israeli bus was ambushed near the Ayosh
junction after it left Beit El, and two firebombs were thrown at a bus near
Beit Anoun. An Environmental (Green) Police patrol operating in the Hebron
area was attacked by terrorist gunfire, as was a civilian bus traveling on
the Ramallah by-pass road in the afternoon.

Palestinian terrorists shot five times at IDF positions in Gaza Monday
night, mostly along the Israeli-Egyptian border, as well as at Neve Dekalim,
Tel Katifa and the Erez crossing. The fire towards Erez came from within a
PA military outpost.

An Israeli motorist who was bombarded with rocks Tuesday fired his weapon in
self-defense, apparently injuring at least one of the attackers. IDF
officials are investigating the incident, which occurred opposite an Arab
school between Shilo and Tapuach where many rock-throwing attacks have been
launched over the past several months.

Meanwhile, the IDF Spokesman said soldiers on Monday had dispersed the crowd
of Arab women demonstrators using tear gas only, not stun grenades, as
previously reported. At the time, Palestinian media darling Hanan Ashrawi
claimed she was injured in the leg by Israeli forces.

MITCHELL COMMITTEE BACK IN BUSINESS

Israel on Tuesday cited a recent statement by Palestinian Authority Minister
Imad al-Falouji that the Palestinian uprising was planned, rather than a
spontaneous reaction to Ariel Sharon's visit to the Temple Mount, in its
latest submission to the Mitchell Committee, here to finish probing the
"cause" of renewed Palestinian violence.

Falouji's statement featured in the 50-page report Israel submitted
yesterday to the US-led fact-finding commission chaired by former US Senator
George Mitchell, which arrived on Wednesday for a four-day tour of Israel
and Palestinian areas. Today, the committee was accompanied by Cabinet
minister Danny Naveh on a tour of the Holocaust memorial at Yad Vashem and
in meetings with Israeli Foreign Minister Shimon Peres and families of
Israeli victims of Palestinian terrorism over the past six months.

Falouji's statement bolsters one of the Israeli document's central
contentions that the PA "instigated, orchestrated and directed the
violence." Though the minister later changed his story, a tape of his
original statement was attached to the report that was filled with
testimonies, diagrams, maps, intelligence reports and other evidence
attempting to prove that the Palestinians planned for and initiated the
violence after sabotaging the Camp David summit last July.

Those who prepared the report, which is Israel's official response to a
document submitted earlier by the Palestinians, even considered including
intelligence information that would definitively incriminate senior PA
officials in the violence, Israeli sources said. In the end, however, they
decided that protecting the sources of the information outweighed its public
relations value.

The committee, which includes former Turkish president Suleiman Demirel,
Norwegian Foreign Minister Thorbjoern Jagland, ex-US Senator Warren Rudman,
and EU representative Javier Solana, also conducted a "working meeting" this
morning with Naveh and defense officials. They later were to meet with PLO
chief Yasser Arafat in Gaza.

Although the unsigned terms of reference of the committee remain unchanged,
there have been "clarifications" and "discussions over modalities and
methods of operations" to be used by the committee, a spokesman said today.
Israel boycotted the commission following a secret visit by an advance team
to the Temple Mount weeks ago, joined by Palestinian and Waqf officials.
Israel had asked the US to suspend the fact-finding mission, but Sharon has
decided to resume cooperation as a gesture to new US President George W.
Bush.

"We had some reservations about the committee's methods, and they were
accepted," Peres said today. "Israel will demand transparency from the
committee and we will not be caught unaware by the committee's decisions,"
said Peres. "The purpose of the committee is not to place blame but rather
to keep the situation from completely falling apart."

The committee was formed as one of the three components of the Sharm
e-Sheikh understandings that also called for an end to the violence and a
return to the negotiating table. Since none of the other tenets of the Sharm
understandings seem reachable at present, many question the utility of the
committee's mission.

MORDECHAI CONVICTED OF SEXUAL HARASSMENT

The career of Yitzhak Mordechai - a former top IDF general, cabinet minister
and one-time candidate for prime minister - hit rock bottom on Wednesday,
when a criminal court convicted him on charges of indecent acts against two
women under aggravated circumstances.

Mordechai will be sentenced at a later date, and could face up to seven
years imprisonment. The ordeal will cost him his Knesset seat and leadership
of the now-defunct Center party.

The charges relate to events that took place when he was head of the IDF
Northern Command and a cabinet minister. Three different women told similar
tales of how he made unwanted advances and physically forced himself upon
them while they were under his authority.

The Jerusalem Magistrates Court accepted the testimony of two complainants,
but cleared Mordechai of the third woman's charge of sexual harassment while
she served as a secretary in his office when he was minister of
transportation. Ironically, it was her original complaint against Mordechai
that first launched the criminal case and brought out the stories of other
reluctant victims.

Mordechai denied all of the charges against him, though not all of the
facts. He claimed he had not used force against any of the women. He denied
that he had made any advances whatsoever to one woman, had only superficial
physical contact with another, and made only one advance to the third, but
stopped as soon as he saw she was not interested.

BEIRUT BACKS HIZB'ALLAH TERRORISM

In yet another example of Arab leaders advocating terrorism and violence to
settle disagreements, Lebanese Prime Minister Rafiq Hariri said Lebanon has
the right to fight for and "liberate by all means available" the disputed
Sheba Farms area, including cross-border attacks by Hizb'Allah.

The United Nations has accepted Israel's position that the future status of
Sheba Farms is a matter for negotiations between Israel and Syria. However,
Hariri insisted in an interview, to be published today in the London-based
JANE'S DEFENSE weekly, "the Lebanese government is fully convinced that the
Sheba Farms area is Lebanese territory." He noted that Syria has remained
silent on the matter, but Israeli intelligence sources have said the silence
is merely intended to give Hizb'Allah a pretext for on-going attacks on the
IDF on the Mount Dov slopes adjacent to the farms.

In one of his more contradictory statements, Hariri said, "Things are not as
they used to be in the 1980s. Wars in that era did not solve the problems,
but made things worse. Now if [the Israelis] wage a war, Hizb'Allah will
escalate its attacks."

Hariri denied reports of "differences" between the Lebanese government and
Hizb'Allah terrorists on the constructiveness of the Shi'ite militias
continued operations in the south. He also declined to directly address the
issue of the Lebanese army disarming the group and deploying to fully secure
the entire border with Israel. "There are no problems between Hizb'Allah and
the Lebanese government. When Israeli forces withdraw from all of south
Lebanon, Hizb'Allah guerrillas will disarm themselves and weapons will
naturally go to the Lebanese authorities," Hariri said.

On the possibility of Israel launching air strikes against Syrian military
bases in Lebanon or Lebanese infrastructure in retaliation for future
attacks by Hizb'Allah, Hariri seemed to reverse his position on the
necessity of violence, saying: "If Israel carries out military operations
against Lebanon, it will only complicate the situation because these
operations will increase the scale of violence. The solution cannot be
reached through violence but only by resorting to political dialogue."

Hariri added that statements by new Prime Minister Ariel Sharon and other
Israeli officials "lead to a pessimistic conclusion about peace prospects in
the region. The peace process has not reached its objective because the
Israelis are not yet ready for peace... and we cannot wait," said Hariri.
"When Israel is ready [for peace], we'll be ready."

MENARA MURDER STILL A MYSTERY

Israeli police are still stymied over whether criminals or Palestinian
terrorists were behind the murder of the security officer of Kibbutz Menara
along the Lebanese border, and the theft of some 60 weapons, most of them
M-16 assault rifles, from its armory.

A far-reaching investigation has been launched to locate the weapons in what
appears to be a well-planned robbery. Though there are no leads, police are
confident that the theft of such a large number of weapons cannot remain
hidden for long. "We don't have any suspects at this stage. We still don't
have any breakthrough," Galilee police chief Yehuda Solomon said. "Our
intelligence efforts are very large now."

He said security forces and police swept the area for kilometers around the
kibbutz. The kibbutz is on the northern border, but the IDF had not reported
any infiltration from Lebanon in the past few days.

Searchers found the body of Yitzhak Kvartatz, 54, near the kibbutz on Monday
afternoon. He had disappeared over the weekend, and autopsy reports indicate
he was killed sometime early Friday. Kvartatz was shot in the back and
reportedly had signs of struggle on his body.

Kvartatz, who was single, was last seen on Thursday. His apartment was empty
and his jeep was parked next to it. After his disappearance was announced,
Shlomo Kfir, the Border Police regional commander, headed straight for the
kibbutz armory and discovered it had been completely emptied of its weapons
and the door relocked.

Fellow kibbutzniks vouched for Kvartatz's integrity. A veteran of the battle
for Jerusalem in 1967 and later wounded in the 1973 Yom Kippur War, he was
utterly devoted to the kibbutz's security and had served in his position for
over two decades.

Police sources told ITIM that they believed the murder and theft were
carried out by criminals or for nationalist motives. It is believed that
they ambushed Kvartatz near the armory, which was not close to other houses
on the kibbutz, and either forced him to open the door and neutralize the
alarm system, or killed him and took the keys. They said that the thieves
loaded the weapons on a vehicle that they brought close to the armory.

Police in the North began carrying out security checks in all armories in
the Galilee to make sure a similar incident doesn't happen. Village security
chiefs and security officers were asked to recount the weapons in their
armories and re-examine their locks and alarm systems to make sure the store
houses were still in working order.

NEW E-MAIL VIRUS PLUGS PALESTINIAN CAUSE

A nondestructive e-mail virus sent around the world yesterday to trumpet the
cause of the Palestinians could lead to an escalation in the
Israeli-Palestinian cyber-war, computer security experts said Tuesday.

The virus, called "Injustice," carries an attachment that, once opened,
drops a copy of itself into the Windows system directory and displays a
message box titled: "Dear [e-mail address]/ Sir> Did you send the attached
message, I was not expecting this from you!!"

"Please accept my apologies for disturbing you," says the attachment text.
"We need every possible help [sic]. Israeli soldiers killed in cold blood 12
year old Palestinian child Mohammad Al-Durra, as his father tried to protect
him in vain... These criminal acts cannot be forgiven or forgotten!!! Help
us to stop the blood shed!! [sic]"

The attachment then sends itself out to the first 50 addresses in the
recipient's address book and to 24 Israeli government and political e-mail
addresses such as the defense minister, the industry and trade minister, the
Knesset Speaker, the foreign minister, the police inspector-general and a
non-profit organization for former premier Ehud Barak.

"As far as I know, this is the first politically motivated virus using
mass-mailing techniques," said Jack Clark, the European product manager of
the security applications service provider McAfee, which is already offering
protection against the virus. "At the moment it is moving slowly, but it is
on our radar."

A senior consultant to an Internet security company said he is not sure all
the government e-mail addresses that the virus is sending itself to actually
exist, and noted that the virus, once activated, also tries to access
pro-Palestinian Web sites using the recipient's Internet Explorer. "We are
not sure what they are trying to do, but it is quite polite; they have a
notice set up in the code of the virus explaining what it is doing," he
said.

It was not immediately clear how extensively the virus has spread. The
Foreign Ministry, which has come under cyber attack in the past, said it has
not received any e-mails with the virus.

It is a truism that we have advanced way beyond our ancestors' wildest dreams.
Cutting-edge communications, space travel, the internet and modern medicine
have transformed what once was science fiction into modern-day realities.

We have put people on the moon and are beginning a tentative exploration of
Mars. Keyhole surgery has in some cases obviated the need for intrusive
operations.

We've come a long way. Except - funnily enough - where having babies is
concerned. Women are still giving birth in the same manner as their
foremothers did in medieval and even Neanderthal times.

Sure, the mortality rate for both mothers and babies has reduced amazingly and
various gadgets and potions exist to take the edge off labour pains. The
Bible's maxim that women must bring forth children in sorrow is no longer a
surefire prediction of all birth experiences.

Yet as a society we seem to be brainwashed into accepting the age-old method
of gestation and delivery - even though it is a primitive cliche more suited
to the Dark Ages than the third millennium.

If men gave birth, you can be sure that they would have organised it so that
the inconvenient bits were abolished, so that some mechanical instrument was
available to alleviate much of the bother of human reproduction.

As sci-fi as it sounds, artificial womb-tanks do exist. Japanese scientists
have used them to incubate the foetuses of goats. These tanks are sacs filled
with an amniotic fluid-like substance. The foetus is submerged in the fluid
and connected to various tubes and monitors.

In this age of IVF and other reproductive tinkering, there is no reason that
this technology cannot be used as the basis to liberate females from the
physical burdens associated with procreation.

But, unsurprisingly, the staid medical profession has sagely decreed that this
tool should be used only to benefit women with frequent miscarriages,
troublesome pregnancies or infertility.

According to the old school, anyone else must do the hard yards and procreate
in the usual tired and traditional manner. After all, it has worked for
centuries, so why should we tamper with a good thing?

We merrily fiddle with genes and atoms but for some reason childbirth is
considered a sacred and ancient ritual that must not be altered substantially
or made too easy.

As a society we seem to blindly accept the notion that, while other areas of
human endeavour can progress astronomically, childbirth must remain some
prehistoric process that is little changed from the year dot.

If men were the gender doomed to be responsible for pregnancy and
child-bearing, you can guarantee that womb-tanks for human foetuses would have
been developed. Tanks would be available for $999 at a store near you, and The
Warehouse would be about to obtain a model for less than half that price.

Traditionalists will no doubt gasp at such blasphemy as an artificial womb and
wail about that crucial bond that supposedly grows between mother and
offspring during gestation in a natural womb. That old chestnut is just one of
the many myths designed to keep women's minds and bodies focused on the
mechanical and menial job of incubating new life.

Another weapon in the arsenal to keep women in their place is the "breast is
best" adage. No one is arguing with that theory, but traditionalists get very
nervous when you try to meddle with it. Because, of course, that same breast
milk can also be provided (via expressing) from a bottle, thus freeing the
mother from the tyranny of being on constant call.

But mention that theory too loud down at the local coffee group and righteous
shouts of nipple confusion will be hurled at mothers with rebellious thoughts
of assigning baby-care to someone who is not lactating.

Those who believe in nipple confusion allege that babies will be disturbed if
they are fed by different methods. Irrespective of its validity, talk of this
syndrome nonetheless stirs up guilt and is an effective way of curbing most
modern notions of dispensing breast milk from a bottle.

Doubtless it was devised by a group of diehards intent on keeping emancipating
innovations from the child-rearing arena. After all, if women were freed from
the maternal ropes that bind them, goodness knows what they would get up to.

So in the future, when you hear of authentic-sounding reasons - whether
ethical, medical, moral, philosophical, religious or scientific - as to why
the act of foetal incubation should not be delegated to an artificial womb,
ask yourself what these people fear about finally releasing women from the
arduous minutiae of procreating.

Hello all,

Artificial wombs will remove two of God's punishments from mankind, that of women feeling pain in child-bearing and that of women feeling pain in child-birth. Add to this the breaking of women being subject to men and I think it safe to say that the female side of the equation in Genesis 3:16 is not far from being nullified.

The male punishments are essentially all in place. The people who grow crops still sweat to make 'bread', there are still weeds (don't I know it), and we still die.

Bloomberg Wine Picks: Kosher Choices for the Holidays Abound

New York, March 21 -- Because the fruit of the vine figures so prominently in
Biblical lore, it's ironic that the Holy Land is seldom associated with fine
wine production.

Actually, the Middle East can rightly claim the most ancient wine culture of
all, one that extends back to Noah. Wine lore permeates its most ancient
sacred writings, the Torah's chronicles of Hebrew patriarchs, judges, kings
and prophets.

Before the spread of Islam by Mohammed's tee-totaling followers in the seventh
century C.E., wine's production and consumption was integral to Middle Eastern
culture. Along with bread and olive oil, it was an indispensable component of
the Semitic diet.

Many of the Bible's foremost characters, such as King David, his wise son
Solomon and the Israelite prophets, hailed the beverage as among the most
gracious of the Almighty's gifts to mankind, extolling its virtues even as
they warned of its excesses (Psalms 104:15, Isaiah 25:6, Joel 3:18).

In contrast with the tee-totaling Muslims, Jewish rabbis through the entire
period of the Diaspora encouraged the moderate consumption of wine.

Wine consumption is an integral part of the weekly Sabbath, being offered at
the beginning of its observance (Kiddush) and again at its conclusion
(Havdalah). During the annual Passover festival, wine occupies a particular
place of importance.

To qualify for inclusion on the table at such occasions, Kosher wines are made
under strict rabbinical supervision, their production entrusted to a
``mashgiach'' or superintendent.

Only Sabbath-observing and strictly orthodox Jews are entrusted with its
production and bottling. Conservative rabbis often insist on pasteurization to
deter non-Jewish consumers from using it for their religious rites; such wine
is identified as ``meshuval.''

Wines labeled ``Kosher for Passover'' have been safeguarded from contact with
leavened bread dough. Kosher wines produced in Israel must be made from vines
at least 4 years old, and no other crops are permitted to be grown in the
vineyard.

These vineyards are left fallow every seven years to respect the cycle of
yearly Sabbaths as prescribed in Leviticus. Non-Jews are permitted to handle
freshly harvested grapes, though not the must (unfermented grape juice), or
any wine.

Until recently, the ``kosher'' designation meant sweet wine unfit for pairing
with food and suitable only for religious rites, made from undistinguished
grape varieties more suitable for jellies. No longer.

Wineries have demonstrated that adherence to rabbinical production codes
doesn't preclude them from making fine table wines that stand comparison with
the best produced anywhere.

Because they're made to the same standards as the better non- kosher wines,
they can be regarded as ``ecumenical.''

Carefully selected, they're as wonderful with the Easter roast lamb or baked
ham as with a Seder. At the local store, Baron Herzog, Gamla, Gan Eden, Carmel
and Hagafen are all sure- fire sources of excellent wines that just happen to
be kosher. Baron Herzog Wine Cellars is a leader in the field. All its red
wines are well worth trying. The Zinfandel (about $15), a personal favorite,
is generous, with concentrated berry flavors, a peppery spiciness and tart
finish.

Winter stews and pasta dishes, roast chicken and veal chops all work well with
wines of this type. Look also for Herzog's lusty Cabernet Sauvignon reserve
wine, at about double the price of the Zin.

Among Herzog's white wines, its Sauvignon Blanc (about $9) is perfect for
grilled fish and chicken, boasting all the Sauvignon Blanc virtues: crisp,
grapefruit-like tangy fruit flavors with a bit of the grassiness that
characterizes this varietal.

The winery's Special Reserve Chardonnay ($22) is another outstanding wine that
just happens to be kosher. Classified as a California appellation, in most
years a significant portion of its fruit comes from the prestigious Chardonnay
growing region of the Russian River in Sonoma County.

Its buttery texture and ripe apple-pear flavors make it ideal for pairing with
salmon, veal roasts or cream-sauced pasta. Gentile celebrants of the Christian
holidays will find it a perfect complement to a traditional Easter dish, baked
and glazed ham.

From other leading kosher producers, Gan Eden's California Cabernet Sauvignon
(about $20) is mostly from fruit grown in the Alexander Valley, and has rich
fruit and well-rounded tannins that grip the palate.

It shares with other fine Cabernet Sauvignons an affinity for the traditional
Easter roast lamb or kid.

Gamla's Cabernet Sauvignon, an Israeli import from fruit grown on the Golan
Heights (about $14) is lighter in body and softer in tannins than Gan Eden's.

It's elegant with appealing berry fruit and soft, subdued tannins. Roast
chicken flavored with garlic and fresh herbs would work well.

Faith and power profile: New constellation

(Editors note: A new religious constellation is emerging in Washington and
the rest of the country. This is a first installment of a new UPI series,
Faith and power, profiling the changed religious scene and its most
influential players.)

 WASHINGTON, March 20 (UPI) -- Remember the once mighty Christian
Coalition? Well, it is "no longer powerful," the Washington Times reports.

 "A new Christian Coalition is in the process of taking its place," said
Richard Cizik, Washington-based vice president of the National Association
of Evangelicals. "It is less strident than the old one, and more willing to
network with other groups."

 Remember the National Council of Churches of Christ? Not much power left
there, either, Washington insiders say. Like the Christian Coalition, it is
financially strapped, according the Presbyterian Layman newspaper.

 "Furthermore, the NCCC lost all credibility last fall when Robert Edgar,
its general secretary, withdrew his signature from the ecumenical "Christian
Statement on Marriage," Cizik told United Press International.

 As a result, delegates at the NAE's Dallas Convention on March 5-7 were in
no mood to support any kind of new approaches to the NCCC.

 "Mannoia would not survive any such attempt," said Cizik, referring to
Free Methodist Bishop Kevin Mannoia, president of the NAE.

 It was Mannoia who had initiated the Marriage Declaration (defining
marriage as a union between a man and a woman) that was signed by Roman
Catholic and Southern Baptist representatives, but after a flip-flop
rejected by Edgar whose group represents mainline Protestant and Eastern
Orthodox churches.

 Cizik commented, "I doubt that the resulting rift between Edgar and the
Evangelicals can ever be patched up." While the Roman Catholics are more
guarded, well-informed sources inside this largest Christian denomination in
the United States said that its leaders were also reluctant to trust the
NCCC chief executive again.

 Thus, Washington's religious scene "is in flux," said Diane Knippers,
president of the small but increasingly powerful Institute on Religion and
Democracy. "We are witnessing a new movement gaining speed. For the time
being, it is really a non-institutional network of faith groups and
individuals."

 Some of those individuals are household names. Charles Colson, who served
a prison sentence for his involvement in the Watergate break-in and then
founded his enormously successful Prison Fellowship, is one of them.

 Another is the Rev. Walter Fauntroy, one of the towering figures of Martin
Luther King's Civil Rights movement and later District of Colombia Delegate
in Congress.

 "He is a major spokesman for the Alliance for Marriage," says Knippers.
"And he is one of the most important players in the current effort to bridge
the gap between black and white evangelicals," adds Cizik. The 67-year old
clergyman is the President of the National Black Leadership Roundtable.

 Fauntroy, pastor of the New Bethel Baptist Church in Washington and a
radio commentator, is a Democrat who supports President George W. Bush's
faith-based initiatives. He is considered the elder statement in what Cizik
calls the "real Christian Coalition that is influencing politics inside the
Beltway, a coalition that includes Roman Catholics and evangelical
Protestants."

 The main players in Washington's still-emerging new religious
constellation include famous personages and others that are still unknown
nationally.

 There are, on the one hand, Cardinals Theodore E. McCarrick and William
Keeler, Roman Catholic archbishops of Washington and Baltimore,
respectively.

 On the other hand, there are less prominent clerics like the Rev. John
Jenkins, pastor of First Baptist Church in suburban Maryland, a huge
African-American congregation.

 Like Fauntroy, Jenkins is heavily involved in an accelerating evangelical
effort to bring Christians of all races together, an effort in which
Protestants of Asian and Hispanic extraction "play an increasingly important
role," Cizik reported.

 "If you want to observe the new religious constellation emerge, you'd
better look at congregations as well as groups and denominations," Knippers
suggested. Now Washington's high-profile National Cathedral, an Episcopal
sanctuary, is today's most important religious-political powerhouse, it
seems.

 Instead, a substantial thrust emanates from non-denominational
congregations such as the Washington Community Fellowship on Capitol Hill
and the huge McLean (Va.) Bible Church, to which former special prosecutor
Kenneth Starr belongs.

 What, then, is this "new Christian Coalition" that, according to Cizik, is
"setting today's terms of debate"? It is as conservative as the old one that
dominated in the Reagan years?

 "Not really," said Cizik, whose organization represents 50 denominations
and 43,000 congregations with a total of 27 million members.

 "You might call us center-right, more mature than the old Christian
Coalition, and we are more willing to network with outsiders. This was the
case when we cooperated with Rabbi David Saperstein, a prominent liberal, to
push the (1998) Religious Freedom Act through Congress."

 An even more astonishing partnership occurred when the NAE helped push
through the Congressional Act against Sexual Trafficking of Women and
Children. "In that instance," Cizik recalled, "we even worked with feminist
organizations."

 But the new Christian Coalition extends well beyond the NAE, the Roman
Catholics, and the Southern Baptists, all of whom have been cooperating on
ethical matters for many years and are now increasingly engaged in
theological exchanges.

 The New Coalition's tentacles reach well into the Bible-centered renewal
groups within the mainline churches, such as the Episcopalians, the
Presbyterians, the Methodists and the Lutherans.

 In the final analysis, the New Christian Coalition is marked by the
following attributes, Cizik stated: "It is moderately conservative and
increasingly sophisticated."

SECURITY BLANKET

The security for the visit of Israel=92s Prime Minister Ariel Sharon
to Washington was enormous. I was walking to the White House on
Monday, and my usual route was closed off. Taking another way, I
found that street, just to the west of the White House, closed
also.

The reason became immediately clear, because I spotted the Israeli
flag flying over the Blair House, the residence where foreign
dignitaries stay when visiting the White House. I also saw many
official-looking black cars and SUV=92s parked in front.

A Secret Service officer told me that it would be ten minutes or so
before the street would reopen. Sure enough, approximately ten
minutes later, a five-motorcycle brigade pulled out to the street,
and a convoy of seven cars lined up behind them before leaving with
Ariel Sharon and his party.

The most incredible sight was a specially- made black limousine
with two side windows rolled down on both sides, and two Israeli
machine gunners sitting in place ready for the slightest
provocation.

I found out later that the convoy was on the way to the Pentagon
for Ariel Sharon=92s full honors presentation and then to meet with
Secretary of Defense Donald Rumsfeld.

Late Monday afternoon, upon my leaving for home, I witnessed
Secretary of State Colin Powell leaving the Blair House after a
meeting with Sharon. Some Jewish observers clapped and thanked him
for his powerful message to American Israeli Public Affairs
Committee (AIPAC) that morning.

I was in the driveway of the West Wing yesterday when the Israeli
Prime Minister arrived for a meeting with President Bush.

Here was another example of the tight security in place, because,
rather than walking the 100 yards from the Blair House to the White
House, Ariel Sharon rode in his vehicle right to the front door,
getting out and entering directly into the West Wing.
Sharon left the same way also.

The entire north lawn of the White House had Secret Service agents
in evidence; I have not nor probably will not see security this
tight again, unless the new Israeli Prime Minister comes back for
another visit.

ANALYSIS

As I mentioned in my recent commentary, =93Middle East: Bottom Line,=94
two of the three key remaining issues in the quest for Mideast
peace remain the splitting of Jerusalem and the sovereignty over
the Temple Mount. Both Israel and the Palestinians seem to be set
in their position and unwilling to budge.

The same scenario applies to the third issue, involving control
over the strategic Golan Heights, which involves Israel and Syria.
Again, both sides appear to be firmly holding to their =93line in the
sand=94 and therein lies the potential for conflict.

Additionally, Sharon has warned everyone that his government will
not offer anything close to the concessions that former Prime
Minister Ehud Barak had previously put on the table.

PERSPECTIVE: SHARON AND BUSH

The Israeli newspaper Ha=92aretz contained this article on Sunday:
=93Sharon heads confidently for the U.S., expecting to find a common
language with the Bush administration.=94

Here is the peace that the two leaders envision:

President Bush is interested in securing the flow of oil from the
Gulf and in reducing Iraq=92s power. There he needs quiet and calm in
the Arab world.

Prime Minister Sharon wants to release his Israeli citizens from
their fear of Arab terror attacks, while paying Yasser Arafat and
the Palestinians only the minimum price in territorial compromise.

Sharon continues to say that security for the people of Israel is
the number one priority. He also maintains that no further talks
will take place until the security issues are dealt with and terror
is ended.

He also has stated previously that he won=92t budge on dividing
Jerusalem, the sovereignty over the Temple Mount, and control of
the Golan Heights. His main plan is to continue isolating Arafat
and seeking to overturn his government.

Bush will not push for Middle East peace and is under no deadline.
He also would like to isolate Iran, Iraq, and most likely
Arafat=97all terror concerns in that region. If these entities are
under control, then the region will be a safer place.

The purpose of Colin Powell=92s recent trip to the Middle East was to
share the White House plan with the Gulf War Allies.

Additionally, President Bush will be able to share that plan in
person with Egypt=92s President Mubarek on April 2 and King Abdullah
of Jordan on April 9. Both meetings will be at the White House.

Bush also affirmed America=92s commitment to Israel with Prime
Minister Sharon and spoke with him about the value of the long-term
relationship. He stressed the importance of that relationship in
the future in keeping Middle East peace.

With Sharon at his side, President George W. Bush told reporters:
=93I told him that our nation will not try to force peace, that we
will facilitate peace, and that we will work with those responsible
for peace.=94

Sharon later told Israeli journalists that he had warned Bush about
inviting Arafat because it would send a signal that =93terrorism
pays.=94 It was reported that Bush did not reply.

However, sources with the Israeli delegation told reporters
afterward that Bush had told Sharon, =93I=92m 100 percent with you=94 and
that =93there should be no negotiations under the pressure of
terror.=94

PROPHETIC IMPLICATIONS

The interesting aspect to all of this is that I don=92t believe the
new American president knows the prophetic significance of what is
happening in Israel and the Middle East right now.

I am looking into this further. However, if that thesis is true, I
am praying that at some point he will gain a greater understanding
of the importance of what is happening in the Middle East and
America=92s role. Would he do things any differently? No, probably
not. But it will still be crucial for America to continue to stand
by Israel in the days ahead.

A tougher stand by the United States and Israel toward the militant
Middle East players could very well bring prophetic possibilities
to the forefront faster.

I continue to ponder what might happen when Yasser Arafat flees to
Baghdad, Iraq gets more bold, and Iran gets more high-powered
equipment from Russia while continuing to supply the Hizbullah on
the northern border of Israel.

And don=92t forget the fact that Syria has the most advanced chemical
weapons in the world, according to Jane=92s Defence Weekly of Great
Britain, and that Syria and China had two meetings last year, one
in Beijing and one in Damascus, between their top military
officials.

Witchcraft takes on science in race to find Nessie

A white witch and a Swedish scientist are going head to head in a bid to
find the Loch Ness monster.

Their contest is being dubbed the "battle of the broomsticks".

The pair are both planning to arrive at the loch within days of each other
at the end of April.

Kevin Carlyon, a High Priest in the British Coven of White Witches, is
planning to sail out on to the loch and cast a protective spell on the
illusive creature to the sound of bagpipes.

Meanwhile Jan Sunberg, a member of the Global Underwater Search Team, is
making final preparations for an expedition to the loch during which he
hopes to trap the monster and take samples of its DNA.

Both are predicting a showdown with Mr Carlyon, from Hastings, East
Sussex,
warning he may sabotage Mr Sunberg's mission. Mr Sunberg claims he will
continue regardless of Mr Carlyon's activities.

Mr Carlyon, who has only recently recovered after he broke his leg falling
over his pet black cat, said: "We basically plan to go out on to the loch
and cast a spell on Nessie that will hopefully prevent her ever being
caught. "

He added: "If Jan Sunberg turns up we may just have to circle his boat and
put a spell on him too. It will be a battle of the broomsticks."

Mr Sunberg is taking his trip to Scotland far more seriously. His four-man
expedition team will set a huge trap in a shallow area of the lake in an
ambitious bid to snare the ancient monster of the deep.

Speaking from Sweden, he said: "This is a serious business... We will lay
the trap and then when the monster is trapped we will study it and take
DNA
samples. We will then release it back into the loch. We are aware of the
cynics but we don't care what they say."

World faces major water shortage

 LONDON (Reuters) - Two out of three people in the world will face water
shortages by 2025, a report launched by British-based development agency
Tearfund has said.

 "Running on Empty", released to coincide with World Water Day, said the
world's water supply could not keep pace with demands being made on it.

 "Consumption rose sixfold between 1990 and 1995, more than twice the rate
of
population growth," the report said.

 While many prosperous areas of the world could cope with dwindling water
supplies due to efficient water management, poorer countries were at risk of
suffering "on a massive scale," Tearfund said.

 "The magnitude of the crisis is such that Tearfund says the world will
increasingly witness a new phenomenon -- 'water refugees' -- millions of
people being forced to leave their homes in search of clean water," the group
added.

 Tearfund highlighted areas of the world where the water supply situation was
already alarming.

 It listed Delhi in India, which was predicted to run out of groundwater by
2015, Lake Chad in Africa, which has shrunk 95 percent in the past 38 years
despite providing for 20 million people in six countries, and China.

 The report called for investment in water supply sanitation and resources
and a redoubling in efforts to reduce greenhouse gas emissions by five
percent by 2012.

 "Water is a basic human right," said Joanne Green of Tearfund.

 "Without it societies wither and people die. Yet today we are standing on
the brink of a global water crisis which could deprive billions of people of
access to clean water," she added.

 The World Health Organisation said on Wednesday that over one billion
people
had no access to clean water and 3.4 million people died every year from
diseases which could be easily remedied by better supplies and sanitation.

 The WHO also estimated that low-cost initiatives to purify water and improve
personal hygiene could halve the number of people suffering from poor water
and sanitation by 2015.

SIMI VALLEY - A church is shocking some people in this conservative town by
sponsoring sex education for high school-age youngsters that includes topics
ranging from masturbation to whipped-cream fantasies.

"Oh my God," said Michelle Scharf, a mother of two.

The weeklong course, part of a sex education series called Our Whole Lives,
will be offered next month by the United Church of Christ in this Ventura
County town about 20 miles north of Los Angeles.

"It's a house of truth, a place where people can explore any topic," said
the Rev. Bill Greene, head of the 80-member congregation. "Pleasure and
being sensual and being aroused is part of being human."

The curriculum ( http://www.uua.org/owl/main.html ) was developed through a
national collaboration of the United Church of Christ and the Unitarian
Universalist Association. The Our Whole Lives series, which includes lessons
geared for kindergarten students to adults, stresses self-worth, sexual
health, responsibility and "justice and inclusivity," according to the
program's Web site.

Each Simi Valley class for teen-agers will be limited to 16 people. Students
will be taught about abstinence but also about safe-sex methods, including how
to use condoms.

Other topics range from homosexuality to building relationships. Exercises
will include having participants create gay pride slogans and describe
sexual fantasies involving whipped cream or other items.

Scharf said she is especially concerned about the lessons on condom use.

"I think the more you introduce to them, the more curious they become," she
said. "It's just asking for trouble. It's condoning kids to have sex at a high
school age."

Supporters say the program is designed to allow youngsters the freedom to
ask frank questions about sex and obtain information they cannot get from
school sex-ed programs.

"The decisions people make about sexuality are among the most important
decisions they'll make," said Stuart Bechman-Besamo, who will lead the
program along with his wife, Jeanie Mortensen-Besamo. "We want to help these
people be well prepared through providing them accurate and full
information."

"I think they go too far," said the Rev. Dave Wilkinson of Sonrise Christian
Fellowship. "As a church we need to provide a very biblical, healthy view of
sex, but I don't think showing kids how to put a condom on a banana is going
to teach that."

"There's no data that this kind of information is dangerous or encourages
kids to have sex," said Claire Brindis, an adolescent health professor at
the University of California, San Francisco, who evaluates sex education
programs. "It's the kids growing up in ignorance who make the poor
mistakes."

(CNSNews.com) - The National Education Association is expected to take
action on a resolution in support of development of school curriculum and
programs designed to meet the needs of gay and lesbian students when the
union holds its annual convention in July in Los Angeles.

A similar resolution in support of Gay and Lesbian history month was removed
from the union's platform in 1996 after pressure from conservative and other
groups.

However, Kathleen Lyons, a spokesperson for the NEA told CNSNews.com in a
telephone interview that while it's not finalized yet the resolution being
worked on by the union's resolution committee is similar to the history
resolution.

"It's not about gay and lesbian history month. There is a new resolution
that definitely deals with gay and lesbian issues, but it's not for a gay
and lesbian history month celebration. There will be a resolution from our
resolutions committee that is likely to go to the full assembly. We won't
know that for certain until May," NEA spokesperson Kathleen Lyons said.

"The difference is that this one parallels what we have on record for other
minority groups, women and people with disability," said Lyons.

CNSNews.com received a draft of the resolution. Under the title, "Gay,
Lesbian, Bisexual and Transgender Education," the resolution said, " The
National Education Association recognizes that the complex and diverse needs
of gay, lesbian, bisexual, transgender, and questioning students; and gay,
lesbian, bisexual, and transgender families and their children require the
development of programs that promote a safe and inclusive environment."

The resolution also said that the NEA "believes in efforts that provide
for:"

a. Development of curriculum and instructional materials and programs
designed to meet the needs of gay, lesbian, bisexual, and transgender
students.

b. Involvement of gay, lesbian, bisexual, and transgender educators in
developing educational materials used in classroom instruction.

c. Dissemination of programs that support gay, lesbian, bisexual,
transgender, and questioning students and address the high drop out rate,
suicide rate, and health risk behaviors.

d. Recognition of the importance of gay, lesbian, bisexual, and transgender
education employees as role models.

e. Accurate portrayal of the roles and contributions of gay, lesbian,
bisexual, and transgender people throughout history.

f. Dissemination of programs and information that include the contributions,
heritage, culture, and history of gay, lesbian, bisexual, and transgender
people.

g. Coordination with gay, lesbian, bisexual, and transgender organizations
and concerned agencies that promote the contributions, heritage, culture,
history, health and care of gays, lesbians, bisexuals, and transgender
people.

Concerned Women For America believes that the NEA is trying to reorient
children away from their parents' values, according to CWA spokesperson
Wendy Wright.

"The NEA seems to think that public schools are more akin to re-education
camps than academic centers. They seem to be obsessed with reorienting kids
away from their parents' values. They clearly show that they don't trust
parents, and they want to take the job of giving moral direction to kids away
from the parents," said Wright.

Wright added, "When these kids start acting out in a risky behavior, who is
going to be there to pick up the pieces when they get sexually transmitted
diseases or when they become suicidal because people in the homosexual
lifestyle are at a much higher risk of being suicidal and of substance and
drug abuse as well."

"These teachers aren't going to be the ones around to pick up the pieces
when these kids' lives are destroyed. It's going to be in the hands of the
parents," Wright said.

Meanwhile, in his national radio broadcast on Tuesday, Dr. James Dobson,
president of Focus On The Family, a Christian ministry, warned that a
"national homosexualization of schools" is coming. He called on parents to
take action against what he called a "recent push to integrate pro-gay
curriculum in schools" and believes it's a "nationwide effort that will soon
put almost every child at risk."

Two states where Dobson believes pro-gay bills are being pushed are
California and Massachusetts.

"I beg you to defend your children. If you won't defend your kids, who will
you defend? What are you willing to fight for if it not your children? If a
child is being ridiculed, and his self-concept is torn apart, of course we
must come to his or her aid, but that concern often becomes an excuse for a
curriculum that teaches homosexuality and punishes those who don't agree,"
Dobson said.

NASA IMAGE REVEALS GIANT CHIP OFF THE ANTARCTIC ICE BLOCK

     There appears to be a new crack in the Antarctic's icy
armor. The massive iceberg-to-be was captured by a NASA
satellite that's also tracing hidden continental features that
shape the future of the world's largest ice sheets.

Landsat 7, a cooperative mission between NASA and the United
States Geological Survey, Reston, VA, completed its second
annual continent-wide mapping of Antarctica last month. With
its capability to see features as small as 15 meters (50 feet)
across, Landsat 7 provides the most detailed observations
available of the remote continent, many parts of which have
never been mapped at this resolution before.

"This multi-year archive of Landsat 7 images is an invaluable
investment in research on Antarctica," says glaciologist
Robert Bindschadler of NASA's Goddard Space Flight Center,
Greenbelt, MD, a member of the Landsat 7 science team. "We
only have one chance to capture today's changes on this
dynamic continent, and with this targeted mapping strategy,
we're committed to doing that." NASA plans to conduct annual
Antarctic surveys.

On January 16 Bindschadler, during his daily review of new
Landsat 7 images of Antarctica, noticed a striking feature on
the Pine Island Glacier: a thin crack more than 25 kilometers
(15 miles) long, stretching more than two-thirds of the way
across the glacier. There was no crack in a previous image 10
months earlier.

To get a fix on when the fracture had formed and how fast it
was growing, Bindschadler contacted colleagues working with
other earth-observing sensors -- two instruments onboard
NASA's Terra satellite, the Canadian Space Agency's Radarsat,
and the European Space Agency's radar imager. By comparing
observations from different dates, the researchers were able
to estimate the growth rate of the crack and when it had
formed.

"Most of this crack formed very rapidly, in less than five
weeks," says Bindschadler. "Right now it is growing much more
slowly, at about 13 meters (40 feet) a day. My prediction is
that the crack will result in the calving of a major iceberg
in probably less than 18 months."

Landsat 7 was launched by NASA in April 1999 and began routine
scientific observations in June 1999. Images are archived,
processed, and distributed by the U.S. Geological Survey,
which is also responsible for day-to-day operations of the
satellite.

Landsat 7 passes over the continent 16 times a day in its
nearly pole-to-pole orbit, taking an average of 300 images
each week during the Antarctic summer (November to February)
when the surface is best illuminated with sunlight.

This year's collection of images promises to reveal a wealth
of new surface features due to a change in the spacecraft's
observing schedule. In previous years, Landsat took images of
the surface as it approached the pole, but this year for the
first time images were taken after the spacecraft passed by
the pole. The new viewing angle changed the patterns of
shadows on the uniform, white surface, exposing subtle
differences in surface topography.

When the two years of Antarctic images taken at different
sunlit angles are combined, researchers will not only have an
unprecedented view of the ice surface, they will also be able
to infer the hidden topography of the continental bed below.
Features visible on the ice are shaped by the contours and
roughness of the underlying surface as the ice slowly moves
across it.

This Landsat 7 project is part of NASA's Earth Science
Enterprise, an interdisciplinary research program dedicated to
improving our understanding of the Earth System and how it is
changing due to both natural and human-induced processes.

such a different a translation from all the others? Any textual clues in the
original Hebrew ?

The next question is; what would be the actual proximity of the crucifixion to
the temple? Is it within earshot? I can only assume the blast of the horn was
not a timid sound.

Just a thought. The Roman sodier who became a christian (Dan. 9:27!) after witnessing what happened at Christ's crucifixion, saw the curtain tear, among other things. Therefore the site was probably at a high point (on the Mount of Olives?) that was east and a little bit south of the front of the Holy of Holies which according to OT scripture, must face north.

It wouldn't be hard to be within ear shot of a horn :)

Well, you exchatology buffs will LOVE this one.

At the Western Wall today and in yeshivas and synagogues and religious
schools throughout Israel the sound of shofar blasts, the singing of
Hebrew Psalms and cries and tears and wails of repentance were heard
in response to a declaration by the Gedolei Yisrael (Great Ones of
Israel) formally recognizing the beginning of the "time of Jacob's
trouble."

Thursday, March 22, 2001 (the 27th of Adar, 5761), was earlier
designated the time to celebrate Rosh Chodesh Nisan, (the first day of
Nisan), since the first day of Nisan actually falls on Sunday.
Ordinarily Rosh Chodesh Nisan is designated a Yom Kippur Katan (a
small Yom Kippur).

So over the past 24 hours the Jewish community here in Israel and
throughout the world has united in prayer. What is unusual about this
year's Yom Kippur Katan is that in light of the 6-month-old
Palestinian uprising which has claimed the lives of 57 Israelis,
including more than 20 through the direct involvment and participation
of Yasser Arafat's Palestinian Authority, the rabbis have added the
designation as "a time of Jacob's trouble."

Further it is signed by ALL 27 of the leading Orthodox and Chassidic
sages, both the "maranan verabonon" (masters and teachers) and the
"gedolei ha-Torah vehaChassidus (Torah sages among the Chassidut)."

The declaration begins and is formally designated:

"IT IS A TROUBLED TIME FOR YA'ACOV BUT HE WILL BE SAVED."

The declaration continues in full:

"Israel, the holy nation, is experiencing a time of suffering. Wicked
people are launching attacks against our people, and are intent on
causing trouble for the Jews in the Holy Land."

"May Hashem safeguard the Jewish nation in Eretz Hakodesh (the holy
land) from the wicked machinations of our enemies. May He protect us
from the oppressive calamities which crush body and soul. May He grant
succor to those who suffer from severe and bitter illnesses. May he
save us from the terrible plague in the form of traffic accidents. May
He ease the pain of the hearts which grieve over the spiritual
degeneration in our times, and over the decline in the belief in our
sacred Torah.

"Our only power is in exercising of the age-old tool of our fathers,
which is to cry out and to cause an uproar, as the Rambam says at the
beginning of Hilchos Taanis: "It is a positive command of the Torah to
cry out and to soud the shofar over every calamity which strikes the
community, as it is written, "At hatsar hastsoreir eschem veharei'osem
bechatzotzeros (against the adversary that oppresses you, you should
blow an alarm with the trumpets -- Numbers 10:9) - the word tsar
alluding to everything which oppresses (metsar) you.

"Therefore we entreat Jews everywhere -- men, womem and children -- to
assemble at worldwide prayer rallies and to plead with the A-mighty,
Who is most compassionate and kind, for deliverance. On Thursday, 27
Adar, ever rosh chodesh Nisan, in the shmittah year, we will gather
with one heart, to issue pleas and fervent cries to the Master of all,
and to recite the prayers of Yom Kippur Katan, selichos and Tehillim.

"Hashem will not reject the prayers of the many, and will accept our
prayers and hearken to our outcries with compassion and grace. He will
issue a spirit of purity from Above, in order to return us to Ovinu
shebaShomayim. Fathers will return to their sons and sons to their
fathers. Hashem will heed us, and we will not be lost. We will merit
the coming of Moshiach tzidkeinu speedily, out of great mercy and
kindness."

While precious minutes of 27 Adar remain, I encourage every JOE on
this list who wishes to unite his heart in prayer with Judah to
MINIMALLY pray the MINCHAH prayers (on my website

Israel www.torahvoice.org/prayers.htm and if you have a shofar to
sound it before sunset tonight. (The alarm of Yom Kippur is "one
continuous blast" but I heard a variety of blasts today.)

The special prayers for 27 Adar actually began last night in a
celebration of Thanksgiving to Hashem for what was being termed
througout Jerusalem today as a "very great NES (miracle)." A car
packed full of explosives was parked in the heart of Jerusalem's Mea
Shearim neighborhood on Rehov Mea Shearim in Kikar Shabbat (Shabbat
Square). An off-duty parking warden noticed the car parked illegally
in a taxi-only zone, looked inside and thought he saw suspicious wires
coming out of a cellphone. He recruited local passersby to clear
pedestrians and bloc traffic until police arrived and confirmed it was
a car-bomb.

Helicopters flew overhead as a mass evacuation took place of the
neighborhood surrounding the car and Israeli bomb squads (Sappers) to
partially disarm the device and to conduct two controlled detonations.
Buses and cars were backed up for miles in all directions but the
inconvenience of walking two miles and more from Mea Shearim to the
nearest bus stop that was still accessible was mitigated by the
spontaneous praises and thanksgivings ... and added to the crowds on
hand in the shuls for Yom Kippur Katan.

The air in and around Jerusalem today was noticeably lighter and
spirits were noticeably uplifted as this REVIVAL INITIATED BY THE
MODERN TORAH SAGES got underway.

weakening national unity and communal amity in India by creating

Synagogue planned for president=92s residence

President=92s Residence. After assuming office, President Moshe Katzav, an

Russia offers protection of missile attack on Gulf

Thu Mar 22,2001 -- Russia, whose plans to sell fighter-jets and anti-aircra ft
systems to Iran worry Teheran's southern neighbors, has offered missile
protection to Arab states in the Gulf. Russia asserts that it is ready to s ell
and deploy radar-mounted missile systems that can defend the huge oil
fields in the Gulf. The system is meant to protect against low-altitude
missiles, helicopters and aircraft.

The Phoenix missile is being presented at the International Defence
Exhibition, or IDEX 2001, in Abu Dhabi. It is the first appearance of the
Phoenix. So far, Russian defense officials appear pleased with the response .
"Several delegates showed interest in this system," Vacheslav Shirnin, the
system's designer, said. "It could protect oil fields or other vital facili ties,
population centers and armed forces in the battle field."

France to send drones to monitor Kosovo border

Thu Mar 22,2001 -- France said Thursday it would send pilotless aircraft to
monitor the border between the southern Yugoslav province of Kosovo and
Macedonia, where ethnic Albanian rebels threaten to plunge the region into a
fresh war. However, the French Defense Ministry said Paris had no plans to
send extra troops to join the NATO peacekeeping force (KFOR) in Kosovo in
response to the guerrilla uprising in northern Macedonia. "KFOR currently
has at its disposal around 45,000 troops, which is a significant force. We
think that what it lacks most is a surveillance capacity," a ministry
spokesman said at a weekly briefing.

Sharon heads back to Israel saying he has US support for stance on intifada

Thu Mar 22,2001 -- Israeli Prime Minister Ariel Sharon returned to Israel o n
Thursday from the United States, where he said he had gained support for
his refusal to negotiate with the Palestinians under fire. It was his first  visit
abroad since taking office two weeks ago and during his stay he held talks
with US President George W. Bush and other top US officials as well as UN
Secretary General Kofi Annan. "There is complete American agreement and
understanding that we cannot surrender to violence and terrorism," Sharon
told army radio in an interview on his way back to Israel.

"There will be no peace negotiations under the threat of terrorism and
violence," he added. The hardline former general said on Wednesday that
Palestinian leader Yasser Arafat was the main obstacle to peace. "The main
obstacle to peace today is Chairman Arafat, who has reverted to terrorism,"
Sharon told an audience of American Jews. "All our intelligence reports
indicate that Arafat has strategic control of the situation." He said that Israel
"remains committed to agreements that previous governments have signed

Annan urges ''sense of neighbourhood'' on states to prevent conflict

Thu Mar 22,2001 -- UN Secretary General Kofi Annan urged states on
Wednesday to overcome their reluctance to help prevent conflict in
neighbouring countries. "States threatened by conflict frequently refuse to
admit that they have a problem," he said, while neighbours were often
unwilling to confront them with "unwelcome but necessary pressure and
advice". His remarks, in a lecture to the Foreign Policy Association in New
York, echoed a landmark speech Annan made to the UN General Assembly
in September 1999, when he argued that there were "rights beyond borders".

In his speech, Annan said there was a "need to cultivate a sense of
neighbourhood" that would overcome the reluctance of some states to admit
that they need help and of others to offer it. "If governments do not want help,
or are unwilling to give priority to their citizens' well-being, there is l ittle the
United Nations can do," Annan said. Noting that governments worldwide
spend 800 billion dollars a year on defence, he said "surely they spend at
least a fraction of this on policies designed to make war less likely."

Annan said it was "no coincidence that almost all the wars being fought
today are happening in poor countries," but added that "there is abundant
evidence that war is less likely to happen in a country -- even a poor coun try -
- which is well governed and has transparent, accountable institutions."
Prevention could not work without the cooperation of member states, he
said; it must be "a home-grown process" and not imposed by the world
body. The aim of conflict prevention must be to go beyond postponing
disaster and to build the foundations of sustainable peace, he went on.

TEMPLE MOUNT DESECRATION CONTINUES
Yisrael Caspi, of the Committee to Save the Temple Mount, told the Knesset
Education Committee yesterday that the desecration of the holy site by
Moslem Waqf construction continues unabated. He said hundreds of Islamic
Movement volunteers arrived at the site on Tuesday to help in the
excavations. He added this morning that the government has made no
decisions on the matter, that the work is being carried out based on
illegal permits granted by ex-Prime Minister Barak, and that it must stop.

"We are willing to give the new government a chance, but a freeze must be
imposed immediately," Caspi said. "The Temple Mount gates must be
closed,
preventing the entry of special rock-cutting equipment that was brought in
this week, and the works must be stopped." Caspi said that the police
reports denying the extent of the works are untrue: "The police don't want
to look, while we have clear evidence and aerial photographs showing the
extensive damage that has been done." Education Minister Limor Livnat
said, "The previous government enabled this desecration to take place, and
it is now up to the present government to find the way to stop this - but
not with wild actions."

YESHA COUNCIL DEMANDS ACTION NOW
Before leaving New York, Sharon dismissed criticism that his government
had
not responded to the terrorist murder of Baruch Cohen of Efrat or to the
mortar shelling of Kibbutz Nachal Oz. Sharon said that he would carry out
that which he promised, but that he needs some time. "Patience is
required," he said. "My policies have not changed, and that is what I told
the Americans as well."

Arutz-7's Haggai Segal asked Yesha Council spokesman Yehoshua Mor-
Yosef if
the Council would in fact give Sharon more time: "No," said
Mor-Yosef. "He's had enough time, during which we have seen that there
has
been no change in policy. A closure was imposed on Ramallah, because of
warnings of a major car bomb - but because of pressure from the left and
the media, it was removed even before the car bomb was found and all the
members of the terrorist cell were arrested. This shows that he is not
going in the right direction."

Mor-Yosef said that his "sharp tone" was not meant to imply "that we'll
start working to topple his government today - but we do want the
government to change its reactions to terrorism, and it must be done
quickly. Sharon was elected over six weeks ago, such that he's had enough
time to make plans. At his behest, we ourselves met with his security
advisor Maj. (res.) Meir Dagan, and talked to him about our ideas. So we
know that there are written plans, but they are not being implemented..."

Upon learning that Palestinians had fired at least six anti-tank grenades
on Israeli forces during several hours of heavy fire in Gush Katif today,
Mor-Yosef said, "We keep hearing that the IDF is returning fire - what is
this? The IDF is much stronger than they are, and shouldn't be playing
this game with them. They should simply destroy the forces firing against
us! Instead, when the Palestinians go to lunch, our soldiers will also
stop firing=85"

"It's very nice that Sharon keeps saying that he won't negotiate while the
violence continues," Mor-Yosef said, "but the question is what is he doing
about the violence itself!... Similarly, the government ministers keep
saying how Arafat is directly responsible for the violence - this is
important, because the previous government did not do this, but it begins
to sound a bit pathetic when they keep saying it but don't do anything
practical as a result."

BATTLES IN GUSH KATIF
Palestinians fired heavily at IDF forces in southern Gaza throughout the
day. The attacks began near the Jewish town of Gadid and later moved to
the N'vei Dekalim industrial area. Light machine guns and anti-tank fire
was directed at the Israeli targets. No one was hurt. In Hevron, too,
Palestinians attacked IDF soldiers today; at least ten Molotov cocktails
were hurled at them.

Arabs in Gaza fired mortar shells at the Jewish towns of Netzarim and Morag
in Gaza last night; no one was hurt, and IDF tanks returned fire towards
the PA police post near Netzarim, killing a Force 17 officer. It has now
been publicized that other mortar shells were fired earlier in the week
near the Jewish towns of Rafiach Yam and Netzer Chazani; their "craters"
were discovered only in the past hours.

Last night's other targets of Palestinian terrorist shooting included an
Israeli car on the road leading to Brachah in the Shomron; another car near
Nachliel; and an IDF base near Ofrah.

Other news from Gush Katif: Jewish residents are fuming at the permission
granted to Palestinian policemen to travel freely between one end of Gaza
and the other. The residents blocked the Dir el Balah junction to
Palestinian traffic, claiming that the policemen/terrorists are able to
travel easily between one terror-attack site and another.

THANKSGIVING IN ME'AH SHE'ARIM
Residents and shopkeepers in Me'ah She'arim held a thanksgiving prayer
ceremony this morning, following the discovery and safe dismantling of a
car bomb in the neighborhood yesterday. Yesterday was the third time in
the past several weeks that a major bomb attack had been thwarted in the
Me'ah She'arim vicinity.

Shimon Raosh, the parking inspector who first raised the car bomb alert,
told Arutz-7 what happened:
        "I received a radio call to go to Me'ah She'arim St. to ticket an
illegally parked car. I arrived there at around 2:30 PM, and saw the car -
a new Mazda - sticking out into the street. I suspected something, but I
checked around first before I gave the ticket. I also saw that the trunk
looked a little open. I started writing the ticket, thinking that I would
check further afterwards. As I entered the license number on my little
gadget, the screen showed that it was a stolen car. As soon as I saw that,
I started yelling to everyone, to all the passersby and the storekeepers,
to get away from the area."

When asked why he was so quick to suspect a bomb, he said, "Look, we
have
received many briefings on this topic, and when it comes to something like
this, I didn't want to take any chances... Some people didn't leave right
away, but a few people called the police, who arrived quickly. They
cleared the area, and the rest is known... To know that I saved a lot of
people is, believe me, the biggest gift I could receive."

Speaking on national television today, Kiryat Arba-resident Raosh said, "I
would just like to add two things: First, I was merely an emissary of G-d,
as are the police and the others working to protect us. Secondly, I call
upon the public to be extra cautious and alert during this period..."

POLICE TO INVESTIGATE ARAB COURTROOM VIOLENCE
Judge Theodore Ohr, Chairman of the Committee Investigating the Arab Riots
of last year, has ordered the police to begin an immediate investigation
into the severe disturbance that occurred during yesterday's session. One
Arab punched a testifying policeman in the face, others destroyed
equipment, and the committee members were forced to escape for fear of
being beaten up. Public Security Minister Uzi Landau joined those who said
that policemen should not give further testimony about the Israeli-Arab
riots until their safety can be assured. Police Commissioner Shlomo
Aharonishki says that he may send reinforcements to accompany policemen
in
future sessions. He said today that the police are reviewing photographs
of yesterday's violence, and "will bring the guilty to justice."

In a related incident yesterday, Arab MK Abdel Malek Dahamshe caused a
major disturbance during the Knesset Education Committee session on the
Waqf desecration of the Temple Mount. Dahamshe, not a committee
member, interrupted the session several times in protest over the statement
that the Temple Mount is holy to the Jews. Finally, Chairman Zevulun Orlev
(NRP) ordered the ushers to remove him from the room. Dahamshe
raucously refused to leave, and only after Orlev said that he could return a
few minutes later did he agree to go.

HEVRON JEWS SUE HA'ARETZ
The Hevron Jewish community and twelve families living in Hevron's Beit
Hadassah are suing Ha'aretz and reporter Amira Hass for slander. They
claim that the newspaper falsely reported two months ago that Hevron Jews
kicked, spit at, and danced atop the body of a dead Arab terrorist; the
terrorist was shot and killed by soldiers, shortly after he threw a grenade 20
at them. The plaintiffs cite an announcement by the IDF spokesman at the
time that stated that the Jewish residents did not abuse the body in any
manner. Ha'aretz, according to the suit, has refused to apologize or to
publish a retraction.

Ruling places religious beliefs secondary to homosexual rights

LOUISVILLE, Ky. (BP)--A Southern Baptist layman will appeal a
federal ruling upholding the constitutionality of Louisville,
Ky., and Jefferson County ordinances that prohibit discrimination
based on sexual orientation.

A March 21 ruling by U.S. District Judge Charles Simpson III has
been hailed by homosexual activists as a focal point in the
debate over whether individual religious beliefs "trump" laws
protecting homosexual rights. City attorneys said they believe it
is the first time that a federal court has upheld a gay rights
law that was challenged on the basis of a First Amendment
religious objection.

J. Barrett Hyman, a Louisville gynecologist and trustee for
Southern Baptist Theological Seminary in Louisville who
challenged both Louisville ordinances, is appealing the ruling to
the U.S. Court of Appeals for the Sixth Circuit. He said he is
prepared to go to the U.S. Supreme Court if necessary, with each
step to be a fight with such groups as the American Civil
Liberties Union.

Hyman contended that his religious beliefs are in such conflict
with the ordinances that he could not comply with them --
including hiring homosexuals -- and that he thus risked
prosecution because of his faith, which is protected by the First
Amendment.

"It's a reflection of our society when a federal judge rules that
homosexual behavior should not be discriminated against and gives
these individuals special legal protection and disregards
biblical principles of morality," said Hyman, who has the Ten
Commandments and other Scripture hanging on his office walls.
"I'm a Christian first and I've always been a Christian,
pro-family, pro-life doctor, and to say that my faith does not
influence my business is a lie."

Simpson, in his 34-page ruling, wrote that Hyman "has made no
allegation that would suggest that his [medical] practice has as
a purpose the exercise of his religion." He also described the
ordinances as "rationally related to a legitimate government
interest."

In Louisville and Jefferson County the ruling clears the way for
local government to fine businesses or individuals from $10,000
to $50,000 for rejecting homosexual job applicants or denying
them housing.

The ruling "is a huge victory for everybody who fought so hard
for fairness and sends a message to the whole nation," Babs
Elliott, senior city attorney who defended the Louisville
ordinance, told the Louisville Courier-Journal. "Lots of
municipalities" across the nation have passed or are considering
similar measures and "this gives them some comfort level that
they are constitutional," she said.

"This is a total victory for fairness," said Leslie Cooper, staff
attorney at the American Civil Liberties Union's Lesbian & Gay
Rights Project, which represented the local group that lobbied
for passage of the pro-homosexual ordinances. "[The March 21]
decision says that everyone has to obey civil rights laws."

Hyman, who is represented by the conservative American Center for
Law and Justice led by Jay Sekulow, said he brings his Christian
faith to bear on every facet of his medical practice.

"I encourage moral behavior with my patients and employees," he
said. "Hiring a homosexual would be in opposition to my whole
Christian being and what I intend to promote in my practice."

Louisville aldermen passed an ordinance in January 1999 making it
illegal to discriminate against homosexuals in employment --
including hiring, promotion and pay. Nine months later Jefferson
Fiscal Court passed a broader ordinance, banning discrimination
based on sexual orientation not only in employment, but also in
public accommodations -- such as by service providers -- and in
housing, including renting apartments and selling property.

Both laws were adopted after heated campaigns between pro-family
and pro-homosexual groups that featured rallies, petition drives
and massive efforts to call elected officials.

Hyman filed two suits challenging the ordinances, with the cases
subsequently consolidated.

Like similar ordinances nationwide, the ones in Louisville and
Jefferson County include exemptions for religious organizations,
such as churches and seminaries that do not receive government
funding. The March 21 decision has no effect on such exemptions.

Hyman said he does not hate homosexuals and only wants to help
them leave their destructive lifestyle.

"If you truly love a person, you tell them the truth about sin
and their need for Jesus and how Jesus can change their heart,"
he said. "Homosexuals are not born homosexuals. They are making
an egregious, rebellious choice against God. Not only does
homosexuality bring physical and spiritual disease and death, but
also it is contagious to others exposed to it. Many of these
people are lost and doomed. We must keep fighting against
homosexuality so they are not left behind."

 WASHINGTON (Reuters) - President George W. Bush (news - web
 sites)'s top national security aide called on Thursday for an
 ``unprecedented'' partnership with the private sector to curb the any
 threat of computer-generated attacks on vital U.S. infrastructure.

 Heavy reliance on computers has become the ``soft underbelly'' of U.S.
 life and a juicy target for foes, National Security Advisor Condoleezza
 Rice (news - web sites) said in her first major policy address.

 ``Our gaming exercises have told us for some time that a few
 well-organized hackers could disrupt everything from our power lines to
 our 911 (emergency telephone) systems,'' she told an Internet security
 forum organized by CIO and Darwin magazines.

 U.S. businesses -- which own and operate more than 90 percent of
 electric power plants, telecommunications networks and other key
 systems -- must be prepared ``for scenarios where we have to restore
 and reconstitute critical operations quickly if they are disrupted,'' Rice
 said.

 ``We are talking about a collaborative partnership between the public
 and private sectors that is unprecedented in our history,'' she said. ``It is
 a unique problem and it's going to require unique solutions.''

 Rice hailed high-tech business leaders already working hand-in-hand
 with the authorities to devise a national plan, due out late this summer, to
 recover quickly from any cyber-blitzes.

 The so-called Partnership for Critical Infrastructure Security is seeking
 action in Congress on issues involving anti-trust, liability, encryption,
 Freedom of Information Act, cost recovery and economic espionage
 and trade secrets as part of this effort, board president Ken Watson of
 Cisco Systems told the forum.

 In the past, many companies have shied away from sharing data with the
 government for fear of helping rivals, disclosing trade secrets or
 highlighting embarrassing vulnerabilities. Now, an FBI (news - web
 sites)-led task force is prodding businesses for information on more than
 5,000 of their ``key assets'' nationwide and helping to mesh recovery
 plans.

 Rice said the Bush administration was carrying out a thorough review of
 critical infrastructure protection, but already knew it favored building
 partnerships with industry, not regulation.

 ``We need to think seriously about how privacy rights and
 cyber-security measures overlap and intersect, not just how they
 conflict,'' she said.

 Richard Clarke, who coordinates infrastructure protection and
 counter-terrorism on the White House National Security Council staff,
 said cyberattack by another country was ``a real possibility.''

 ``Without security, there is no privacy,'' he told the session, adding that
 holes in U.S. government networks had turned the government into ``a
 model of how not to do computer security.''

 The forum wrapped up a three-day meeting of the industry consortium
 working on the issue, organized by the Commerce Department (news -
 web sites)'s Critical Infrastructure Assurance Office and the U.S.
 Chamber of Commerce (news - web sites).

Bush ends CIA role in Mideast peace

Move taken despite Palestinian request for more cooperation

WASHINGTON, March 22 =97 The Bush administration has pulled the plug on
the CIA=92s high-profile role as a broker between Israeli and Palestinian
security services, urging the two sides to cooperate directly, a senior
administration official said yesterday. The decision comes despite requests
from top Palestinian officials for a continuation of the agency=92s role in
exchanging intelligence and quelling terrorism.

=93THERE HAS been a change,=94 the official said. =93Our experience is that  the
best security talks are those that occur between Israelis and Palestinians
directly.=94

Limiting the CIA=92s involvement is part of a broader reappraisal by the Bu sh
administration of the U.S. approach to the Middle East conflict, which
includes a more hands-off stance toward Israeli-Palestinian negotiations.

In meetings this week with Israeli Prime Minister Ariel Sharon, President
Bush and Secretary of State Colin L. Powell made clear that they would not
engage in the kind of detailed bargaining that was common during the Clinto n
administration. U.S. officials repeatedly said Israelis and Palestinians mu st
act to defuse a six-month wave of violence and then resume peace talks.

The CIA=92s withdrawal from its exceptional role =97 which has included pas sing
intelligence information and complaints, pressing for closer coordination a nd
arbitrating disputes over how to address specific threats =97 could sever a n
important communication link between local security services. But the
agency=92s involvement had been waning even before the Bush administration
decided to end it.

Israeli and Palestinian security officials have begun to take tentative ste ps
toward cooperation, including a meeting last weekend between Israeli Shin
Bet security head Avi Dichter and Palestinian intelligence chief Amin Al-
Hindi. It was one of the first high-level meetings between the security
services since the outbreak of Israeli-Palestinian clashes in September.

When the CIA assumed its role at Israel=92s request four years ago, the
agency did so reluctantly. Intelligence officials now say they are pleased to
be relieved of the task. =93No one here is upset about missing out on the
opportunity to engage,=94 said one senior American intelligence official. T he
involvement of the CIA station in Israel in some of the most contentious
issues dividing Israeli and Palestinian police forces has provoked concern on
Capitol Hill.

But Palestinians have continued to urge agency involvement. They view it in
part as a way to improve ties with the United States and secure a
counterbalance to Israeli security demands. Some Palestinian officials also
see it as a way to avoid direct security cooperation with Israel, which
remains unpopular among much of the population in the West Bank and
Gaza Strip. PALESTINIANS TURNED DOWN

During a visit to Washington a month ago, Jibril Rajoub, the Palestinian
security chief in the West Bank, asked CIA Director George J. Tenet to
resume the agency=92s active role, but he was turned down.

Palestinian leader Yasser Arafat made a similar request to Powell in
Ramallah a few days later during the secretary of state=92s tour of the Mid dle
East. Powell also refused, repeating the administration=92s position that i t
would no longer be as deeply involved in managing Israeli-Palestinian
relations.

The CIA will remain active in Israeli and Palestinian areas, continuing its
traditional role of reporting on developments and maintaining bilateral
relations, especially its long-standing ties to Israeli intelligence.

The agency also has developed links to Arafat=92s security services since a t
least 1996, when Tenet, then deputy CIA director, met his Palestinian
counterparts, officials said. The Clinton administration then stepped up co vert
aid to help the Palestinians develop a more professional security operation .

The agency=92s involvement as an intermediary began in early 1997 after Ara fat
severed security cooperation with Israel to protest the expansion of a Jewi sh
settlement in East Jerusalem. Israel asked the CIA to serve as an
intermediary, and the agency became a messenger, passing Israeli
intelligence about activities by Islamic militants to Palestinian officials . In
some cases, the Palestinians were asked to preempt specific threats, but
often the goal was to make sure Arafat=92s officers were abreast of extremi st
activities.

A role for the CIA was formalized at the 1998 negotiations at Wye Plantatio n
in Maryland. Without naming the agency, the agreement directed the CIA to
join in a process designed to root out militant Palestinian cells, control
weapons smuggling and develop information about suspects.

Many of those tasks were never fulfilled. But U.S. intelligence officers
continued to preside over talks between Israelis and Palestinians, at times
helping to resolve disagreements over security cooperation.

Tenet, meanwhile, assumed a remarkably public profile for a CIA director,
traveling to the region at least 10 times, often to persuade the sides to
improve their coordination and to urge the Palestinians to move more

Stresses Urgency of Ecumenical Commitment

VATICAN CITY, MAR. 22, 2001 (Zenit.org).- When John Paul II received a
U.S. Presbyterian delegation this morning, he reiterated the urgency of the
ecumenical commitment at the beginning of the third millennium.

"The participation of so many churches and ecclesial communities in a
number of the Jubilee events, testifies to our common thanksgiving for the
great outpouring of grace that accompanied the Lord=B4s first coming," he t old
his American guests. "It confirms our commitment to work for full Christian
unity as we await his return in glory."

John Paul II pointed out that, "despite the significant steps taken in rece nt
decades toward the goal of visible unity, we must acknowledge that, as we
cross the threshold of the new millennium, we take with us the sad heritage
of the past, and we know that there is still a long way to go."

Therefore, the Pope hoped that the Lord=B4s invitation to spiritual renewal  would
be accepted, the condition necessary "to overcome the barriers that still
keep Christians apart."

Lastly, the Holy Father expressed the hope that the conversations of the
U.S. Presbyterian delegation with the Pontifical Council for Promoting
Christian Unity, whose new president is German Cardinal Walter Kasper, will
"bear abundant fruit for the ecumenical tasks ahead."

NAMIBIA LEADER ORDERS HOMOSEXUALS DEPORTED

WINDHOEK, Namibia, MAR. 22, 2001 (Zenit.org).- President Sam Nujoma of
Namibia has ordered police to arrest and deport all homosexuals, arguing
that the country=B4s constitution does not allow homosexuality.

"The Republic of Namibia does not authorize either homosexuality or
lesbianism," Nujoma said Wednesday at the University of Namibia. "The
police have been given the order to arrest, imprison, and deport them." The
president criticized the "foreign influences" on youth and said that alcoho lism
is the cause of promiscuity, which spreads AIDS. This southern African
nation has 1.7 million people.

Nujoma=B4s measure is not in line with Catholic teaching. No. 2358 of the
Catechism of the Catholic Church states that persons who have homosexual
inclinations must be "accepted with respect, compassion and sensitivity.
Every sign of unjust discrimination in their regard should be avoided." The
Church teaches that the inclination to homosexuality is not immoral in itse lf,
but only its practice.

Italy Doctor Defends Cloning Plan, Attacks Vatican

ROME (Reuters) - A controversial Italian doctor determined to be the first to
clone a human defended his plan before a medical council on Thursday and
accused the Vatican (news - web sites) of starting a new Inquisition against
science.

``I haven't committed any crime,'' Dr. Severino Antinori told reporters before
the closed meeting at the Rome Medical Association headquarters. ``To
think and do research is still not forbidden.''

Antinori, whose team says it is ready to start work on the first human clone
within weeks, rebuffed volleys of criticism of the project and reserved his
strongest words for the Vatican, which has called human cloning
``grotesque.''

``We seem to have returned to the old times of the Inquisition,'' the doctor
said.

``We are working for humanity to help man, not to create anything negative,''
he added.

The Inquisition was the Vatican office that dealt with heresy in medieval
times, trying heretics and scientists such as Galileo in an ecclesiastical
court. Those found guilty were often burned at the stake.

The Vatican holds that no human being should be denied the fundamental
right to be conceived and born the natural way.

Headlines around the world have likened human cloning to the creation of
Frankenstein's monster.

Antinori's cloning group has repeatedly said it wants to help infertile couples
have children and fellow team member Dr. Panos Zavos has said 700
couples had volunteered to take part.

Zavos, a US fertility doctor, said the team had unlimited private funds to
create the first baby with the same genetic make-up as one of its parents.

``Historically (opposition) is normal but once the first baby is born and it
cries, the world will embrace it,'' Zavos told reporters at a conference on
cloning earlier this month.

Scientists around the world have distanced themselves from the plan but
Antinori said there was no question of the Rome Medical Association
sanctioning him because of it.

``Let's be clear. This was a meeting only to understand what I am doing and
in no way is it any kind of judgment,'' he said.

No one from the association was immediately available to explain what its
next step would be.

Cloud Of Controversy

Since scientists in Scotland cloned Dolly the sheep in 1997, people have
been fascinated and repelled by the idea of doing the same thing with a
human.

When Zavos announced the team's plans in January, he said it would use
regular or undifferentiated stem cells from an adult and insert them into an
ovocyte, a woman's egg stripped of its genetic material.

The cell would then be stimulated to divide and create an embryo equipped
with all the specialty cells that make up a copy of the parent, at which point
the embryo would be implanted in a woman's uterus.

Though some countries are firmly against human cloning, such as Japan
where it is considered a crime punishable by up to 10 years in prison, other
governments are creeping toward legislating at least some of the procedure.

In January, Britain's House of Lords passed new rules allowing limited
cloning of human embryos to help combat killer illnesses such as
Parkinson's disease (news - web sites).

Scientists have warned that taking stem cell research on to full human
cloning would raise unprecedented ethical questions.

Many animal cloning attempts have been unsuccessful and those embryos
which have made it to full-term have been born with severe deformities.

                    intends to begin dealing with the previously

                    The newly appointed minister made reference to
                    the international outcry over archeological
                    destruction in Afghanistan, stressing the Temple
                    Mount was not of less importance.

                    history was doomed to disappear.

                    Committee chair MK Zevulun Orlev concurred
                    with the minister, expressing sharp criticism over
                    what he called the media=92s failure to report on the
                    ongoing wanton destruction of the holy site by the
                    Islamic trust. Orlev spoke of the undeniable proof
                    that exists verifying the ongoing illegal
                    construction, yet Israel Police turns a blind eye.
                    Senior officials in the Israel Antiquities Authority
                    have confirmed that irreparable destruction to
                    artifacts has been the result of ongoing
                    construction of the Mount. It has been
                    documented that items dating back to the First
                    and Second Temples have been wiped out by the
                    Wakf Islamic Trust.

                    The committee did decide that the Temple Mount
                    issue would remain a high priority under the new
                    administration and the ongoing illegal construction
                    would be addressed. It was also decided that the
                    Ministry of Foreign Affairs would contact
                    UNESCO, the United Nations Educational,

                    formal complaint and request that action be

The floating 3D hologram

Scientists have developed a Star Trek style hologram device that creates
three dimensional images which float in the air.Normally, the three
dimensional (3D) image is seen 'inside' a hologram display or viewed with
special glasses. But in the world of science fiction, holograms are often
depicted appearing out of thin air.The idea was used in the films Star Wars
and Back To The Future, and on TV for the starship Enterprise's "holodeck"
in Star Trek-The Next Generation.Scientists at the Defence Evaluation and
Research Agency (Dera), in England, have discovered how to produce real life
floating holograms projected from a computer screen.The breakthrough,
reported in New Scientist magazine recently, could enable surgeons,
designers and architects to manipulate 3D moving images in mid air.Car
designers will be able to extend a vehicle's bodywork just by waving a
stylus. Surgeons will be able to examine 3D brain images.Working with the
Ford Motor Company, Dera plans to have its first products based on
advanced
computer-generated holography (CGH) on the market in 2003.Chris Slinger,
head of holography at Dera, said: "We can create a real image floating in 3D
space. Unlike other techniques, such as stereography or virtual reality, CGH
doesn't require people to wear cumbersome headgear to see the image, and
prolonged use doesn't lead to any ill effects. Users manipulate images using
tools that exist partly as real objects and partly as virtual tools. It is
like nothing else we have seen before."A hologram is essentially an
interference pattern generated from the object being depicted. When light
strikes the hologram it is diffracted, forming a series of
wavelets.Interference between these wavelets produces wavefronts that
simulate the light that would have come from the original object. With the
new system, the computer produces interference patterns that simulate the
light waves from an object hanging in empty space.As a result, the image can
be projected in front of the screen. In the prototype device, a mirror
focuses the image so that it can be seen from a range of angles. As well as
displaying images of real objects, the system can also project the shapes of

Russia Warns US Over Chechen Contact

Russia, furious with the United States over a planned series of talks betwe en
a Chechen separatist spokesman and U.S. official, warned Washington
Wednesday that the move would have "negative effects" on Russian-U.S.
relations.

Kremlin spokesman Sergei Yastrzhembsky called the planned U.S. contacts
with the self-styled Chechen foreign minister Ilyas Akhmadov "absolutely
unacceptable" and said Chechen terrorists and separatists would view the
meetings as a sign of encouragement for their actions from Washington.

The planned talks would be the first high-level contact between the Chechen
separatists and the Bush administration. Akhmadov earlier held talks with
officials from the Clinton administration, raising anger in Moscow. UPI

U.S. To Recommend Easing Sanctions on Iraq

The United States is preparing to recommend the easing of international
economic sanctions on Iraq in advance of next week's Arab League summit
in Amman.

There is a consensus among the Arab states participating in Tuesday's
summit meeting to pass a proposal to lift the U.N. imposed sanctions on
Iraq, to ease the economic situation in Iraq.

On Tuesday, State Department spokesman Richard Boucher stressed that
the U.S. would ease only civilian, not military sanctions on Iraq.

"We are confident that we, in our discussions with our Arab friends in the
region, with the front-line states, have a common understanding on the basi c
approach," Boucher said."There is strong support in the region for making
sure that Iraq cannot threaten the people of these countries, cannot threat en
the children of these countries and cannot use weapons of mass destruction
in the future as they have in the past." MENL

Iran Surprises With Copter Expertise

Iran has surprised critics with what they term is an impressive level of
expertise in helicopter upgrades and maintenance. The Iranian capability ha s
rocked the assessment that the lion's share of Teheran's claims regarding
the development of its industry was merely hot air.

Greece Tells Arabs It Will Improve Israeli Ties

Greece has dismissed Arab appeals to abandon plans to bolster relations
with Israel. Greek officials said the appeals came from Arab leaders during  a
Middle East tour by Greek Defense Minister Akis Tsohatzopoulos.
Tsohatzopoulos visited the Gulf as well as Syria and Tunisia.

Arab pressure, the officials said, was greatest in Damascus. But the offici als
said Tsohatzopoulos stressed that Athens would continue to improve ties
with Israel.

Officials said this will include improvement in defense ties between Athens
and Jerusalem. One prospect is that Greece will soon announce that Israel
will participate in supplying electronic warfare subsystems to the U.S. F-1 6
being purchased by Greece. Another scenario is an exchange of high-level
visits.

Officials said Greece and Israel have increased their security ties. Earlie r this
month, an Israeli delegation held talks in Athens on bolstering security at  the

One in 9 South Africans is HIV-Positive

One in four pregnant women in South Africa is infected with the Aids virus
and one person in nine in the population as a whole is estimated to be HIV-
positive, government figures released yesterday show.

The study gives the most accurate picture to date of the scale of the Aids
crisis. It shows a steady rise over the past year in a country that already  had
the world's worst epidemic.

Of a population of 42 million, 4.7 million are now estimated either to be H IV-
positive or already suffering from Aids. The total represents a 12 per cent  rise
on the previous year.

In the eastern province of KwaZulu-Natal, the infection rate was greater th an
one in every three people =96 36.2 per cent last year, up from 32.5 per cen t the
previous year.

would begin to contract by 2016 when the number of deaths from Aids would

Cheney Warns U.S. on Energy

Vice President Dick Cheney warned Wednesday that the United States
must generate more of its own energy or the country risks power shortages
like those in California, but on a national scale. Cheney cited estimates t hat
the United States will need 1,300 new power plants over the next 20 years -
roughly 65 each year - to have adequate generating capacity. Plus, he said,
those plants will need other infrastructure, such as a means of obtaining t he
coal or gas and transmission lines. "Our infrastructure in the energy area is
very limited,'' Cheney told MSNBC's ``Hardball.'' ``It's very important we get
on with this business of making certain we've got enough energy in the futu re
or we will find that the problems in California today are in fact national in

Fearful that foot-and-mouth disease could infect their exotic animals, Busc h
Gardens officials are asking tourists who recently traveled from countries
affected by the virus to not feed or pet their animals.

The popular theme park and zoo, a big draw especially for British tourists,  is
asking visitors who have traveled from some European countries and South
America in the past five days to not take a special tour that allows visito rs
close contact with animals, a park vice president said Wednesday.

80,000 Carcasses Await Disposal

A hundred more troops are to be deployed to help clear a backlog of 80,000
animal carcasses that are awaiting disposal on farms across Britain, the
Ministry of Agriculture said yesterday.

The move followed pressure from farmers' leaders who accused the
Government of failing to react fast enough to the foot and mouth crisis.
Troops already sent to Devon and Cumbria were said to have found an
"administrative shambles". As the the number of confirmed outbreaks rose
by 40 to 435, two cases were confirmed in Holland. Vets there fear that it
could rapidly take hold in the country's huge population of pigs.

Nick Brown, the Agriculture Minister, defended the Government's handling of
the crisis and denied reports that Maff covered up the epidemic weeks befor e
it was announced on Feb 20. Downing Street also issued a denial.

Farmers in the worst affected areas of Devon, Cumbria and Dumfries and
Galloway, have been waiting up to seven days for slaughtered animals to be
burned, buried or taken to rendering plants. The number of dead animals
lying in rotting heaps - up from 64,000 three days ago - is expected to ris e
again if the proposed cull of hundreds of thousands of healthy sheep goes

Catholic Priests Abusing Nuns For Sex

Roman Catholic priests and bishops in several parts of the world have been
exploiting their religious authority to obtain sexual favours from nuns, in
some cases resorting to rape and subsequently obliging the victims to seek
an abortion, it was claimed yesterday.

Report of widespread sexual abuses were compiled by two senior nuns
between 1994 and 1998 and passed to the Vatican, the Rome daily La
Repubblica and the Italian Roman Catholic news agency Adista said.

Abuses were documented in 23 countries, many of them in Africa, but also
in Ireland, Italy, the US, the Philippines and Brazil, they said.

The Vatican acknowledged the existence of the problem yesterday and said
it was working with bishops and the heads of religious orders to try to res olve

Faysal Al-Husseini: Sharon Must Not Get A Chance

Wearing a kaffiya and speaking to a forum of Arab lawyers in Beirut, Faysal
Al-Husseini, Palestinian Authority Minister for Jerusalem Affairs, insisted
that Sharon must not get a chance to act, Sharon must not be allowed to
achieve
security because that would defeat the Palestinians politically, and that t he
Palestinian strategic goal is a state from the Jordan to the Mediterranean.
Following are excerpts from his speech:

"Blessed be Beirut who broke the enemy and proved that we can defeat the su per
powers. Blessed be the resistance [Hizbullah], which gave us the hope that
the
future is in our hands. The Lebanese victory is the great and most importa nt
example of the reality in which the Israeli enemy is living, [the enemy] wh ose
defeat begin a few weeks after the Arabs defeat in '67=85"

"In 1969 I was a member of the Palestinian Liberation Army in Syria from wh ere
I went to the occupied cities of Palestine. I visited Jaffa and Haifa and a
journalist asked me about my feelings. I answered that the fate of Jerusal em
would be like the fate of Haifa which became mostly Jewish if we are not wi se
enough to struggle and prepare properly."

"The current Intifada has domestic external and inevitable causes. It is n ot
an act of protest, but rather a liberation movement, which must not be stop ped
until it reaches full Palestinian independence."

"In the first Intifada [December '87] we succeeded in breaking many Israeli
taboos. Golda Meir said that there are no Palestinian people, but we earne d
our recognition. In the past they said no to a Palestinian state, but we
broke
that taboo. In the past they refused to recognize the PLO but they do
recognize it today as the sole legitimate representative of the Palestinian
people. In the current Intifada as well, we have broken the Israeli taboos
regarding Jerusalem and the refugees."

"In Barak's period, despite all the tragedies and the barbaric [Israeli]
behavior we have broken many taboos and now Sharon is trying to roll things
back. Barak agreed to a withdrawal from 95% of the occupied Palestinian la nds
and if we now allow Sharon to succeed in his political plans whose point of
departure is [Israeli] security, it will mean that we will return to the
negotiating table on the basis of a right to only 42% of the territory. On
the
other hand, if we pull Sharon down from the security standpoint, no other
[Israeli] party will be able to conduct a dialogue with us except from the
point where Barak stopped, namely, from the right to 95% of the territory.
This is why we must not let Sharon succeed. The Palestinian Authority will
not
grant Sharon a safety net [even though] today he speaks moderately but does
not
change his policy."

"The Arab summit [that will convene next week] must stay away from the logi c
under which Sharon must be given the chance. We expect many real clashes w ith
the Israelis in the upcoming months, especially in Jerusalem. All the
elements
for an explosion exist. We are convinced that the confrontation in Jerusal em
will move the world from Indonesia to Morocco. It will be a sign for the
U.S.,
which will be forced to understand that its support of Israel will destroy
stability in the whole region. We are facing a battle and we are already
preparing ourselves for it from this moment. We must not let Sharon succee d
from the security standpoint because then he will defeat us, politically."

"The Palestinian people face the present battle hand in hand with the open
[leadership of] the Palestinian Authority. There is no internal clash betw een
the two. The Intifada must be given priority. There may be errors and
misgivings, but priority must now be given to the battle=85"

"There is a certain delicate thing that must be understood by all. I may b e
obliged to have contacts with Sharon's government in order to achieve some
vital of the needs of our people. But this is not to justify opening
relations
with Israel by other [Arab states]. I am maintaining contact in order to p ut
an end to the relationship. It is not like countries seeking to establish
contact."

"There is a difference between the strategic goal of the Palestinian people ,
who are not willing to give up even one grain of Palestinian soil and the
political [tactical] effort that has to do with the [present] balance of po wer
and with the nature of the present international system. The latter is a
different effort than the former. We may lose or win [tactically] but our
eyes
will continue to aspire to the strategic goal, namely, to Palestine from th e
river to the sea. Whatever we get now cannot make us forget this supreme
truth." (1)
