Fri Mar 2,2001 -- In a preemptive move, the US is warning Israel not to try=

reoccupy territory controlled by the Palestinian Authority in attempts to c=

attacks. Reoccupying some of the land turned over to the Palestinians in=20
hopes of gaining peace is an option said to be under consideration by the=20
government. "We've seen the report," US State Department spokesman=20
Richard Boucher said yesterday. "Obviously, we oppose actions that might=20
exacerbate the situation."=20=20

Palestinian Authority officials warned that statements by Chief of General=
=20
Staff Lt.-Gen. Shaul Mofaz Wednesday calling the PA a terrorist entity woul=
d=20
only lead to further escalation. Palestinian radio attacked Mofaz's=20
statements yesterday, saying that he was preparing the ground for an attack=
=20
on the PA and a new escalation of the conflict, led by Prime Minister-elect=
=20
Ariel Sharon. A Palestinian security officer said Israel was preparing to=20
blackmail the Palestinians, offering them either war or peace. "But what ki=
nd=20
of peace they want to offer we don't know yet," he added. "Mofaz's=20
statements were irresponsible... it is very dangerous at this sensitive tim=
e in=20
the Middle East to make such inciting statements," he told The Jerusalem=20
Post.=20=20

Meanwhile, PA Chairman Yasser Arafat traveled to Libya on his tour of Arab=
=20
states to gather support for a common Arab position on the intifada and the=
=20
peace process at the upcoming Arab summit in March. Palestinian=20
Information Minister Yasser Abbed Rabbo told the Voice of Palestine=20
yesterday that the Palestinians expect the summit to pressure the world to=
=20
provide protection for the Palestinian people from Israeli military attacks=
. The=20
Palestinians are trying to convince the UN Security Council to dispatch=20
international forces to the Palestinian areas to protect the Palestinians a=
nd=20
to make sure that any agreements are based on UN resolutions.=20=20

Turkish government to arrange meeting with Prime Minister-elect Ariel=20
Sharon, according to a diplomatic source in the Israeli government, Israel=

Radio reported. A similar request was turned down by Egyptian President=20
Hosni Mubarak when he met with the Palestinian leader earlier in the week,=
=20
according to media reports. Sharon has said he is unwilling to meet with=20
Arafat until the Palestinians cease the violence against Israel and renew=20
security cooperation with the IDF and the General Security Service.=20=20

Israel gives PA ''several days'' to end violence or risk massive attack =

Fri Mar 2,2001 -- Israel has warned the Palestinian Authority of a massive=

attack unless it immediately ends the current insurgency campaign against=20
the Jewish state. The warning gives the PA "several days" to crack down on=
=20
the ruling Fatah party and Islamic militants. The Israeli message also=20
rejected negotiations with the Palestinians before the halt of six-month-ol=
d=20
mini-war, which has spread from the West Bank and Gaza Strip to Israel. =
=20

The message was also relayed to the United States, government sources=20
said. They said Israel has sent several leading intelligence officers and=20
defense officials to Washington to present evidence that PA Chairman=20
Yasser Arafat is behind the current bombing campaign against Israel. "The=20
most important aim is to return security to Israeli citizens and this is wh=
at=20
we will do," Prime Minister-elect Ariel Sharon said.=20=20

The sources said Israel's military has drafted plans for a brief but massiv=
e=20
attack on the West Bank and Gaza Strip that could end up forcing Arafat to=
=20
flee into exile. They said some of the military's plans have been approved =
by=20
the government and that the capture of the PA could take a matter of hours.=

With the Middle East peace process now facing a "particularly sensitive=20
moment," Secretary-General Kofi Annan today urged the parties in the region=
=20
to exert effective leadership in order to prevent the violence from intensi=
fying.=20=20

In an address to the United Nations Committee on the Exercise of the=20
Inalienable Rights of the Palestinian People at UN Headquarters in New=20
York, Mr. Annan voiced concern about the deteriorating situation on the=20
ground. "Equally worrying has been the unravelling of the progress that had=
=20
been made between Israelis and Palestinians in overcoming the mistrust and=
=20
suspicion that had plagued their relationship for decades and in moving=20
forward towards a comprehensive, just and lasting peace," he said.=20=20

The Secretary-General urged the parties to exercise maximum caution and=20
restraint to prevent a further escalation of the violence "which could have=
 very=20
serious consequences for the entire region." "This is a time for=20
statesmanship and vision, if ever there was one," Mr. Annan told the=20
Committee. He called on the parties to preserve the gains achieved so far=20
and to move ahead towards a comprehensive, just and lasting peace.=20=20

French Bible college faces persecution=20=20

Theologique de Nimes in Uchaud, France, is in the thick of the turmoil=20
surrounding moves within the nation's legislature to outlaw evangelical=20
Christian work in that country.=20=20

According to DeMeo, in January 1996, the National Assembly of France=20
printed and released to the public a report containing a list of 172 "possi=
bly=20
dangerous cults." On this list was the Institut (ITN), which is a Baptist B=
ible=20
college and seminary, founded by DeMeo, who also founded a church,=20
Eglise Evangelique de la Grace.=20=20

"The thing that is interesting is that the French government really didn't =
do a=20
proper investigation and, as a result, this has caused all sorts of conflic=
ts bi-
laterally between the French and the American government," said DeMeo. "In=
=20
our case, it has come up a number of times in various places. In 1999, I wa=
s=20
asked to come to the United States to testify in Congress about the=20
discrimination that we had undergone," DeMeo said. "A week after I spoke=20
up in Congress, someone came on our Bible college campus and put a rag=20
down one of the student's gas tanks and lit it on fire. Four cars blew up. =
Not=20
only that, but some of the students have not been able to get bank accounts=
.=20
We wanted to build a church on our own property, our Bible college property=
,=20
and the government refused us," said DeMeo. "It's all underground -- nobody=

talks about it. But we have proof that this is actually what happened and=20
we're not the only case. There are other cases. The French people, for=20
example, don't want to talk about it. They are glad they got off the hook, =
but=20
they don't want to confront the French government. I could say a lot about=
=20
that, but it has to do with being a socialistic country, where they don't=20
necessarily feel they have the access to their politicians that we would se=

Ban on construction of churches decried=20=20

and churches in the rural areas of King County, Washington, one county=20
councilman has gone on the offensive. "As far as I'm concerned, this is war=

said Kent Pullen, a Republican who represents southeastern King County=20
(which includes Seattle) and who opposes a recent council-approved=20
moratorium on construction, as part of slow-growth revisions to the county'=
s=20
comprehensive plan. He called the ban a constitutional violation of religio=
us=20
expression.=20=20

County Executive Ron Sims' staff said the temporary ban attempts to limit=20
"large footprint" items that presage traffic and development. Other big=20
developments, such as shopping centers, already are permanently banned in=20
rural areas. Tim Ceis, Sims' chief of staff, said he is troubled by attempt=
s to=20
cast the dispute as church vs. state. "It is about development in the rural=
=20
area ... nothing more."=20=20

"I think there is going to be quite a backlash, and I don't think Sims expe=

Lawmaker's California bill favors civil unions for gays=20=20

state may get their wish, if a bill sponsored by assemblyman Paul Koretz=20
survives the legislative process =96 and the fierce debate that it's certai=
n to=20
create. Koretz this week announced the introduction of a measure that would=
=20
make it possible for same-sex couples to forge quasi-marital contracts that=
=20
would receive full acceptance under California law.=20=20

AB 1338, titled the "California Family Protection Act of 2001," extends to=
=20
gay and lesbian couples all the "rights and responsibilities" that go along=
=20
with marriage. But under Koretz's bill, "marriage" is replaced with the=20
relatively new legal concept of "civil union."=20=20

"The intention here is to give equal legal recognition to same-sex couples,=
=20
whose marriages are not viewed as valid under state law," the assemblyman=20
told Channel 2000 Thursday. "In a civil union, gay couples would enjoy righ=
ts=20
and responsibilities parallel with marriage."=20=20

New rules alter line drawn on public sex=20

Massachusetts State Police will not automatically roust people meeting at=20
roadside rest areas - even people believed to be engaging in sexual activit=
y,=20
according to new guidelines disclosed yesterday.=20=20

Having sex in public places such as rest areas, beaches, and parks would=20
not be considered illegal if the activity was adequately hidden from view,=
=20
according to the two-page order.=20=20

The policy was issued to settle a lawsuit brought by Gay & Lesbian=20
Advocates & Defenders on behalf of a gay man who was banned from=20
highway rest stops on Cape Cod. Gays have long complained that they are=20
harassed by police when they gather in public places, said Mary Bonauto,=20
who represented GLAD in the case.=20=20

''This order, included in the [State Police] policy manual, is an incredibl=
y=20
positive first step,'' said Bonauto.=20=20

''This is major,'' said Captain Robert Bird, a State Police spokesman. ''Th=
e=20
State Police don't want to infringe upon anybody's rights and I think this=
=20
order will help clarify exactly what those rights are.''=20=20

The plaintiff in the case, called John Doe in court papers, had been convic=
ted=20
a year earlier for having sex with another man in the woods next to a=20
Wareham rest stop.=20=20

''We're not making specific accusations,'' Bonauto said, ''but troopers nee=
d to=20
be aware that just because they see something doesn't mean it's public=20
activity and a criminal offense - far from it.''=20=20

The new rules codify informal ones issued by State Police in October 1999,=
=20
after Middlesex Superior Court Judge Wendie Gershengorn barred police=20
from expelling the Cape man, who is 57, from rest areas.=20=20

Bird said yesterday that the new policy ''instructs our troopers to follow =
the=20
way the Supreme Judicial Court has interpreted the laws of the=20
Commonwealth of Massachusetts.''=20=20

The rules make clear that ''socializing and expressions of affection'' are =
not=20
considered sexual conduct. And public sexual conduct is not illegal unless=
=20
there is a ''substantial risk'' that the conduct will be observed by a casu=
al=20
passerby, the order says.=20=20

''There's a difference between doing it on a pitcher's mound in the middle =
of=20
the day and obviously taking steps to secret yourself,'' said Bonauto.=20=20

However, one police source yesterday called the new policy ''ludicrous'' an=
d=20
predicted troopers will continue to roust gay people from parks and rest=20
stops.=20=20

''These rules are lawyer psychobabble,'' said the source. ''They won't chan=
ge=20
anyone's behavior. If someone is doing that in a public place, a rest area,=
=20
where passersby have access, it isn't right. And this is not going to chang=
e=20
any [trooper's] approach to enforcing the law.''=20=20

The plaintiff, who could not be reached for comment, brought the suit after=
=20
first complaining directly to State Police.=20=20

He claimed that one trooper in particular, Shawn Walsh, was harassing him.=
=20
But Walsh was cleared after a review by Major John Kelley, commander of=20
the Middleborough barracks, found that John Doe had ''unlawful intent'' eve=
n=20
though he was doing nothing illegal.=20=20

Bonauto said yesterday that with the new guidelines, ''The most important=20
thing is that officers may not order someone to leave an area in the absenc=
e=20
of criminal activity. It doesn't matter that the officer thinks they may ha=
ve=20
unlawful intent. It's not the job of the State Police to be the thought pol=
ice.''=20=20

State Police have taken a number of other steps to improve their relationsh=
ip=20
with gays and lesbians.=20=20

They are training all recruits under the new rules and offering training fo=
r all=20
current officers. They have also agreed to set up a new complaint procedure=
,=20
and hold regular meetings with members of GLAD.=20=20

''GLAD fully intends to identify those officers who refuse to treat gay peo=
ple=20
respectfully,'' said Gary Buseck, GLAD's executive director. ''People shoul=
d=20
feel free to call [GLAD hotlines] if they have been forced out of a public =
area=20
simply because they are gay or are congregating with other people of the=20
same sex.''=20=20

''Gay people should be treated with the same respect as any other citizen,'=
'=20
Bonauto said. ''If that gay person is not acting unlawfully, then you shoul=
d=20
leave him or her alone,'' she said.=20=20

    Many thanks for your email clarification of the difference between
hell and hades. I was aware there was a difference between them but was
not clear on it. Your explanation is most helpful as was the reference
to the OT saints who appeared to many at the time of Jesus death and
resurrection. I had been wondering about their fate, after their
appearance and what you say makes sense so, thanks again. Praise the
Lord!

(BNI-MAR.3) The IDF Bezeq base in Samaria, near the PA autonomous city of
Jenin, was attacked by PA gunfire on Saturday night. There were no reports
of injuries. Soldiers returned fire.

2. Chawarah road reopened following clashes
(BNI-MAR.3) The road passing through the Arab town of Chawarah has been
reopened to Israeli motorists following Saturday night clashes. One Arab
rioter was reportedly killed by IDF fire and one or two others injured, at
least one seriously.=20

The road is the only route available to the residents of the Jewish
communities of Har Bracha, Itamar and others to get to and from their
homes in northern Samaria.

3. Hamas calls for an increase in attacks
(BNI-MAR.3) Flyers distributed by the Izzadin el-Qasim faction of the
Hamas terrorist organization in Gaza on Saturday call for an escalation in
attacks against Israeli targets. The flyers that were sent to news
agencies stated that immediately after Prime Minister-elect Ariel Sharon
takes office, suicide attacks will resume inside the =93Green Line,=94 addi=
ng
there are suicide bombers ready and waiting for orders to begin attacks.=20

Hamas added that the mothers of =93Israeli soldiers and Zionist settlers=94
would also martyr their loved one=92s, as do the residents of PA areas.

In a related matter, Israel Police and other security agencies are
increasing their presence and level of operational alertness in major
cities in light of the recent increase in attacks and attempted attacks in
the Tel Aviv area. Police are also increasing its manpower in areas
bordering the Green Line.=20

4. Motorist injured in Saturday night attack in the capital
(BNI-MAR.3) An Israeli was lightly injured in a Saturday night
stone-throwing attack in the Givat Ze=92ev neighborhood of the capital. The
victim was traveling from between Beit Haninah and Neve Samuel when
attacked by Arab stone-throwers. The injured man was transported to
Hadassah Hospital in Ein Kerem.=20=09=09

5. Shooting attack into Efrat on Saturday night
(BNI-MAR.3) Shot were fired into the Dagan Hill neighborhood of Efrat in
Judea on Saturday night. Shots were fired from the Arab municipality of
el-Hader into the Jewish community. There were no reported Israeli
casualties. Soldiers stationed in the area returned fire.

6. No injuries in shooting attack near Itamar
(BNI-MAR.3) IDF soldiers operating near Itamar, in northern Samaria, were
attacked by PA gunfire on Saturday night. There were no reported injuries.
Soldiers did not return fire.

7. P=92sagot under fire on Saturday night
(BNI-MAR.3) The community of P=92sagot was attacked by PA gunfire on
Saturday night once again following a weekend of shooting attacks. At the
time of this report, there were no reports of casualties. Soldiers
returned fire.

8. Commuters injured in firebomb attack near Jericho
(BNI-MAR.3) Five passengers aboard an Egged passenger bus traveling in the
Jericho area were lightly burned in a Saturday night firebomb attack from
the PA autonomous municipality of Uja.=20

The injured were transported by emergency medical service ambulances to
Afula=92s HaEmek Hospital after being treated on the scene by military EMS
personnel.=09=09

9. Man injured by gunfire in Netanya restaurant
(BNI-MAR.3) A man in his thirties was shot and seriously injured by
gunfire in a restaurant on Weizman Street in Netanya on Saturday evening.
The injured man was transported to Laniado Hospital in that city. The
motive for the attack is unknown at the time of this report.

10. EMS ambulance attacked by stones in Jerusalem
(BNI-MAR.3) An emergency medical service ambulance driving in
predominately Arab Jerusalem on Saturday evening was attacked by
stone-throwing Arabs near Shuafat. There were no reports of injuries. The
vehicle was damaged.=20

11. Syria says total withdrawal from Golan necessary for peace
(BNI-MAR.3) Meeting with European Envoy to the Middle East Miguel
Moratinos, Syrian Foreign Minister Farouk a-Shara stated that a total
Israeli withdrawal from the Golan Heights was necessary for a peace deal
with Damascus.

A-Shara added that Israel was also required to implement a total
withdrawal from all of Judea, Samaria and Gaza.

IDF forces in the June 1967 Six Day War liberated the Golan Heights from
Syrian occupation as well as Judea, Samaria and Gaza, which were occupied
by Jordan. Syria is now demanding an Israeli withdrawal to pre-=9267 lines
as part of any peace treaty with Israel.=20

12. Clashes at Ayosh Junction on Saturday afternoon
(BNI-MAR.3) IDF forces stationed at Ayosh Junction in Samaria were
attacked by Arabs from the nearby PA autonomous city of Ramallah on
Saturday afternoon. The attacks began following the funeral of an Arab
youth who died of injuries sustained in clashes against Israeli forces.

13. P=92sagot attacked by gunfire on the Sabbath
(BNI-MAR.3) The community of P=92sagot was attacked by PA gunfire on
Saturday afternoon, the Jewish Sabbath. The gunfire originated in the
neighboring PA autonomous city of el-Bireh. For over the past month,
P=92sagot residents have been targeted by PA gunfire on consecutive Sabbath=
s.

There were no reported injuries to residents or IDF forces that returned
fire.

14. Lebanese court sentences Israeli collaborator to death
(BNI-MAR.3) A Lebanese court sentenced a former Israeli collaborator to
death in absentia for his assisting Israel during its presence in southern
Lebanon for a period of almost two decades. The defendant became the 15th
Lebanese citizen sentenced to death by Lebanese court since Israel=92s
unilateral withdrawal from southern Lebanon in May 2000.

15. No injuries in AM bomb attack in Gaza
(BNI-MAR.3) A roadside bomb was detonated against IDF forces in southern
Gaza south of the Sufa Checkpoint on Saturday morning. There were no
injuries to IDF forces.

IDF officials report that during the night (Friday to Saturday), soldiers
were attacked by PA gunfire in Gaza near Netzarim and Gadid. No injuries
to IDF forces that returned fire.=20

16. IDF forces attack in Jericho area on Friday night
(BNI-MAR.3) IDF forces in Nahal Elisha were attacked by PA gunfire late
Friday night from the PA autonomous city of Jericho. There were no
reported casualties to IDF forces that returned fire.=20

17. Ras el-Amud residents injured in Friday night shooting attack
(BNI-MAR.3) Two Arab motorists traveling on Route 443, the Jerusalem-Tel
Aviv road, also known as the Jerusalem-Modi=92in road, were injured by

18. Clashes at Ayosh Junction
(BNI-MAR.3) PA sources report 17 persons were injured in violent Friday
afternoon clashes with Israeli forces at Ayosh Junction near the community
of Beit El in Samaria. There were no reported casualties to IDF forces.

In a related matter, PA sources report five injuries in clashes on Friday
in the Qalkilya area.=20

19. National Union reaches coalition deal with Likud
(BNI-MAR.3) The right-wing National Union Party on Friday reached a
coalition agreement with the Likud Party of Prime Minister-elect Ariel
Sharon by which the party will receive the national infrastructure and
tourism ministries as well as a deputy minister portfolio.=20=20

MK Avigdor Lieberman will be the Minister of National Infrastructure and
MK Rechavam Ze=92evi Minister of Tourism. MK Rabbi Binyamin Elon will serve
as the chairman of the Knesset Law Committee after the Labor Party
candidate completes his rotation as party chair. It is most likely that
Labor MK Ofir Pines will chair the committee.

The deputy minister post has not yet been decided upon by party officials.=

20. Deri orders the closing of Shaagat Aryeh Yeshiva
(BNI-MAR.3) Rabbi Aryeh Deri, the former leader of the ultra-Orthodox Shas
Party imprisoned on bribery and fraud charges, has called for the closing
of the Shaagat Aryeh Yeshiva outside the Masiyahu Prison.

After Deri began serving his jail term, Shas loyalist Rabbi Uri Zohar
established the yeshiva named after Deri as a sign of support for the
former party kingpin. According to a =91Y-net=92 report, Deri also called f=

a cessation of support rallies on his behalf as well as public party
outcries for his early release.

(BNI-MAR.3) A member of the United Nation=92s UNIFIL force in southern
Lebanon on Friday died of injuries sustained earlier last week from a fall
from a fourth story structure. The Finnish soldier was serving as part of
the international peacekeeping force creating a buffer between Israel and
Lebanon.=20

(BNI-MAR.3) The community of P=92sagot, in the Benjamin Regional Council
district of Samaria was attacked by PA gunfire on Friday afternoon, the
eve of the Jewish Sabbath. There were no reported injuries. IDF soldiers
returned fire.=20

PA sources report a 9-year-old was killed by IDF retaliatory fire.=20

In a related matter, an Arab teenager seriously wounded earlier last week
in clashes in Gaza died of his injuries on Friday in a Gaza hospital.=20

(BNI-MAR.3) Five fire apparatus responded to a fire in Jerusalem on Friday
in the Nature Museum on Dor V=92dor Street. Firefighting officials explaine=

that their bringing the blaze under control in a short period of time
avoided a hazardous materials incident due to the many toxic materials in
the museum.=20

There were no reported injuries in the blaze.

24. Police arrest suspects in Wadi Ara terrorist attack
(BNI-MAR.3) Police have lifted a gag order on publicizing that two
suspects were apprehended on Thursday night for their alleged connection
to last week=92s terrorist attack on the Wadi Ara road in which one person
was killed and several injured. The suspects in custody are Israeli Arab
citizens.

The two were brought before the Nazareth Magistrate=92s Court last week
where their remands were extended for seven and ten days.

A terrorist involved in the attack which was injured when a bomb exploded
in a van, remains in critical condition in Haifa=92s Rambam Hospital. He
lost the vision of one eye and has abdominal injuries.=20

Shani Erazi, 16, from Kibbutz Mishmar HaEmek, remains in moderate
condition following the attack. She is admitted to Rambam=92s maxillo-facia=
l
surgical unit.=20

The gag order on details of the ongoing investigation has not been lifted.

25. Labor Party elects its ministers
(BNI-MAR.3) The Labor Party Central Committee on Friday elected the
party=92s government ministers to serve in the newly-forming government of
Prime Minister-elect Ariel Sharon. The senior cabinet posts will be filled
by Shimon Peres, serving as foreign minister and Binyamin Ben-Eliezer as
minister of defense.=20

Unlike in the process of forming former coalitions in the past, the
central committee opted not to relinquish its authority to the candidates
and some 1,300 persons decided who would serve as the nation=92s senior
cabinet ministers rather than the party officials.

In a related matter, Labor MK Salah Tarif was elected to serve as a
minister without portfolio, becoming the first Arab to serve in a cabinet
post since the state was established in 1948.
