Remember the Bible

It almost seems axiomatic that regardless of whether the current
cease-fire takes hold, the propaganda war between Israel and the
Palestinians will continue. Even if the Bush administration succeeds
in silencing the guns on the ground, the battle for public opinion
will endure on our television screens, with each side trying to paint
the other as the primary culprit.As in any conflict, Israel's
defenders will have to consider the tools at their disposal and use
them as wisely and judiciously as possible. It is therefore perhaps
time for advocates of Israel to reconsider an unfortunate taboo that
has taken hold in recent years, one that has weakened Israel's
position and requires a thorough reassessment: "Thou shalt not
mention in public the Biblical right of the Jewish people to the Land
of Israel." Afraid of turning off various audiences, those entrusted
with explaining Israel's position focus their energies entirely on
the diplomatic, military and security realms. They spell out why
Israel is a bulwark against militant Islamic fundamentalism and
explain the need for the West to support the only democracy in the
Middle East. They rightfully point out that that the responsibility
for the outbreak of the current unrest lies squarely on Yasser
Arafat's shoulders. These points are important, and they need to be
reinforced as much as possible. But at the same time, Israel is
making a grave tactical error by failing to address the underlying
question behind the Israeli-Palestinian dispute: whose land is it
anyway? By turning down the previous government's unprecedented
proposals, Arafat made it clear that in his view, the
Israeli-Palestinian conflict is not about boundaries and
normalization, but about "us or them." It is a struggle between two
entities, the Jews and the Arabs, over one piece of territory, the
Land of Israel, and it behooves Israel's defenders and supporters to
begin focusing on this point. That is where the Bible comes into
play. Years ago, Israeli leaders, whether religious or secular, would
not hesitate to cite the Bible as the source for the Jewish claim to
the Land of Israel. In 1937, when David Ben-Gurion appeared before
the British Peel Commission, established to investigate the situation
in the British-controlled Mandate for Palestine, he vigorously
defended the Jewish people's right to the Land of Israel, asserting
that "The Mandate is not our Bible-the Bible is our mandate." When
was the last time you heard an Israeli official speak so forcefully
and, pray tell, so Biblically? Opponents of using this argument
assert that it would be counter-productive, because not everyone
believes in the Bible. Ostensibly, they would seem to have a point,
because mention of the Bible can lead some listeners to shift
uncomfortably in their seats, worried they are about to hear a
mid-week sermon. But as any good salesman will tell you, effective
public relations requires a person to tailor his message to suit the
audience that he is addressing. There are tens of millions of Jews
and Christians across the globe who do believe in the Bible and view
it as the Divine instruction manual for the world. By ignoring the
Bible entirely, Israel's supporters are abandoning one of their most
powerful and effective arguments, one that much of the Western world
believes in and accepts. The 20th century is replete with examples of
the powerful impact that the Bible has had on Western public opinion.
Writing about the 1917 Balfour Declaration, in which the British
government reaffirmed the right of the Jewish people to a homeland in
Palestine, historian David Fromkin has noted, "Lloyd George
[Britain's Prime Minister] wanted his country to carry out what he
regarded as the Lord's work in the region. Biblical prophecy was the
first and most enduring of the many motives that led Britons to want
to restore the Jews to Zion" (A Peace to End All Peace, pp. 274,
298). American presidents throughout the 20th century have similarly
been moved, or at least influenced, by the Bible's vision. Indeed, it
has become standard fare in the United States for a president to
finish his speeches with the solemn intonation, "G-d bless you and
G-d bless America." Democrat or Republican, the leaders of the free
world have not been ashamed to invoke the Divine when addressing the
public. Why, then, should we? Israel's defenders must stop being
embarrassed by the Bible, and start using it to make Israel's case.
Military and political arguments must also be made, but in the final
analysis, much of the Western world looks to the Bible as its guide.
The time has come for us to do the same. The Jewish people need to
state with unhesitating pride, in a voice that is both loud and
clear, that the Land of Israel belongs to the people of Israel
because the G-d of Israel said so.

Bush, Sharon clash publicly over next steps

U.S. President George W. Bush and Prime Minister Ariel Sharon clashed
publicly yesterday on where the Israeli-Palestinian crisis stands now. Bush
said he sees enough progress to send U.S. Secretary of State Colin Powell
to the region to start work on the next steps, as outlined by the Mitchell
Commission. Sharon reiterated his long-standing call for an absolute end to
"hostilities, terrorism and incitement."
During the brief new conference before the two went into the meeting with
their aides, Sharon's unswerving demand for an "absolute end" to the
violence was in sharp contrast to Bush's insistence that "progress is being
made."
"Progress is being made. Is it as fast as we'd like, no it's not," Bush said.
"But the fundamental question my administration asks is are we making
progress? Is peace closer today than it was yesterday? We believe the
answer is yes ... The cycle of violence must be broken," Bush said.
Bush said he understood the pressure Sharon was under and praised his
patience. He said he was sending Powell to the region "to make sure there
is a realistic assessment of what is going on." Powell left last night for his
first stop in Cairo, where he will meet Egyptian President Hosni Mubarak
today. Tomorrow he meets Sharon and Palestinian Authority Chairman
Yasser Arafat.
Sharon told Bush, Israel "will not negotiate under fire and under terror" as it
tries to maintain a fragile truce with the Palestinians. "Last week, we had 5
people killed by terror. That's like 250 people, maybe 300 people, in the U.S.
There can be no compromise with terror and if we stick to our positions that
demand an absolute end to terror before the next stage, our neighbors will
understand they have to do it."
Bush said "all terror and violence is too much, and we condemn terrorism,
violence and death and recognize the pressure on the prime minister, and I
admire his restraint and the patience he has shown. But we also believe that
progress has been made and it is important it doesn't fall apart."
He said "we are progressing in inches and not miles, but even inches are
better than nothing," and expressed hope that "the cease-fire would hold"
and Israel would take the next step toward restarting peace negotiations.
"Peace should provide security to the Israeli citizens," Sharon said. "Israel
will not negotiate under fire and under terror."
Bush praised Sharon for showing a lot of patience in the midst of casualties,
and cautioned against pessimism over violence in the region. "I know there is
a level of frustration, but there is progress being made," Bush said, saying
he's looking forward to "discussing with the prime minister what's realistic
and what's possible."
In Egypt, Mubarak cautioned that a "worldwide theater of terrorism" will
unfold if the Bush administration doesn't do more to bring peace to the
Middle East.
White House spokesman Ari Fleischer said Bush would caution all parties
"against actions on the ground and actions rhetorically that serve to inflame
tensions. Beyond that," he said, "the role of the United States, again, will be
that of a facilitator."
Sharon's visit to the White House is his second in three months. The
meeting reflects stepped-up U.S. involvement in the Mideast conflict, after an
initial period when the Bush administration tried to limit the U.S. role.
Powell has talked of seeking "a 100 percent effort" from Palestinian leader
Yasser Arafat to stop nine months of violence, but Sharon says he would not
become involved in a debate over how much violence is acceptable, insisting
on an "absolute" quiet.
Outside the White House, about 200 Palestinian supporters demonstrated
against Sharon during the meeting.

Racial Double Standards
A measure of accommodation is accorded children because they are not
adults and thus not to be held to the same accountability standards. But
should that same accommodation be accorded to a race of people?
In the March 2001 edition of The American Enterprise magazine, there's an
article titled "The Soft Bigotry of Double Standards." Author Jonah Goldberg's
first observation is: "Here's one thing we learned from the post-election
Florida folderol: Black 'leaders' can say anything, and the mainstream press
will take it seriously."
Jesse Jackson said, "This is a replay of Selma all over again." He yelled that
"Holocaust survivors have been disenfranchised." Jackson spoke of the
"blood of blacks and Jews." Not one mainstream news media outfit
challenged Jackson to substantiate his claims either at the time of the
Florida recount or since. In the midst of the Florida folderol, despite
Jackson's ranting, New York Times correspondent Lynette Holloway wrote,
"Mr. Jackson has been careful not to be inflammatory."
Goldberg says that not one of Jackson's allegations -- about blocked polling
places, "targeted" blacks and Jews, harassed immigrants -- was ever
brought before an actual judge. Why? Because they're all lies. Ask yourself
whether it is in any way conceivable that a prominent white conservative
could invent lies about blacks and stir up white anger without a major
investigation and attack launched by the mainstream press?
Some years ago, Al Sharpton tried to frame innocent men for a non-existent
crime (the Tawana Brawley affair), ruining the lives of the accused. Goldberg
says that, despite this, Sharpton is "treated like Gandhi with a Jerri-curl by
many reporters because he's the 'authentic voice' of a 'disenfranchised'
constituency."
During the presidential campaign, the NAACP ran despicable ads suggesting
that then-Gov. George Bush favored the racist murder of James Byrd Jr., a
Texas black man. The ad ignored the fact that Byrd's murderers had been
sentenced to death. Only Fox News questioned the propriety of NAACP ads.
Peter Jennings of ABC News, suggesting that maybe Gen. Colin Powell was
a GOP Uncle Tom, asked, "Do you ever feel that maybe this is the
professional wing of the party trying to use you?" For white liberals, and
unfortunately too many blacks, black people such as Secretary of State
Colin Powell and National Security Advisor Condoleezza Rice -- two
eminently qualified Bush appointees -- not to mention senior Bush Supreme
Court appointee Justice Clarence Thomas, aren't sufficiently black. What
might really bother white liberals is that Bush hasn't followed the tradition of
appointing blacks to "black jobs."
"Unfortunately," Goldberg says, "it's almost impossible to exaggerate the
degree to which the media have adopted the left-wing propaganda that (a)
being black means being left-wing and (b) opposing left-wing blacks is
racist." Much more racially insulting is the media elite's demeaning attitude
toward black people by their failure to hold them accountable to the
standards to which they hold whites.
I don't believe white liberals are racists in the sense that Klansmen and neo-
Nazis are, but their paternalistic vision, preconception and attitudes are far
more debilitating to black Americans than today's Klansmen and neo-Nazis.
Black people know Klansmen and neo-Nazis are enemies, but liberals
masquerade as trustworthy friends whose counsel is to be believed.
Since many white liberals are driven by guilt about slavery and
discrimination, I've written a certificate of amnesty and pardon (available

white liberals can stop feeling guilty, they might stop behaving as fools in
their relationship with
black people.

UNRWA schools participate in new program to insure resistance to
compromise on refugee issue

The Higher Committee for the Return of Refugees has over the past five
months employed new tactics in its work filled with creativity and
ingenuity.
The committee, which branched off the Factional Coordination Committee and
includes a selection of researchers and activists concerned with the return of
refugees, is now following a new work plan based on recruiting public efforts
and filling gaps in institutions.
Yousef Harb, committee coordinator, said, "we noticed that many
committees
formed to fight for refugees later turned into institutions marred with
bureaucracy and individual interest, so from the beginning we established
boundaries and guidelines that would keep us a public outfit. The
accomplishments of the committee in the short time since its inception have
been
interesting, mostly because it focuses on creative work."
The committee has established a program geared for honing the memory of
students regarding the predicament of refugees. Said Harb, "we conducted a
quick study at UNRWA schools to determine the bond between students and
their original towns or villages. We discovered that 50% of the students did
not
even know the name of their hometown."
The program concentrated on introducing students to the issue of refugees
and bolstering their sense of belonging to the homeland. It included several
activities, including a competition among students focusing on refugees.
The competition aforementioned took the form of a questionnaire containing
questions on various aspects of the issue of refugees. For example, the
five-page questionnaire included such questions as, how many Palestinians
live in Palestine and how many live abroad according to 1999 statistics?
What is the area of the Tiberias Lake? What were the Canaanite names of
Jerusalem and Jericho? What is the Balfour Pledge? What is Zionism? What
do we
mean by Al-Nakbeh? What says UN Resolution 338? Mention three
destroyed villages
in the Jaffa District? When was the PLO founded? When was the inaugural
Zionist
Convention held?
Said Harb, "we know that the students do not know the answers to these
questions, but when they search for the answers they would compile vast
knowledge about the history of Palestine, the issue of refugees and the
Arab-Israeli conflict."
To encourage the students to take the questionnaire seriously, the committee
announced that a bank has offered prizes for the winners in the competition.
Another direction followed by the committee was to hold seminars and
lectures about the issue of refugees in which a committee member would
explain to students how the issue started and what the present and future
appear like. Such activities included UNRWA schools in addition to
government and private institutions. The program also included children's
art with drawings focusing on refugees.
The committee is currently working on producing notebooks for children that
include in the personal information box a line reserved for the original
hometown of the student. The objective is to instill the name of the
hometown in
the minds of children and create a bond between them.
The committee has founded a special program to observe the anniversary of
Al-Nakbeh, which falls on the 15th of May. The program includes three
theatrical performances about Al-Nakbeh and a photo gallery documenting it.
The
plays would travel on a tour to cover a great number of schools. There would
also be a marathon for 7th-, 8th- and 9th-graders in which 400 students would
carry signs bearing the names of destroyed villages.
The committee is studying the possibility of a 10-km human chain made up of
school students that would extend between Al-Ein and Askar refugee camps
and is
preparing for a sport day on May 11th. May 13th is scheduled for an
education
day in which would participate students from destroyed villages.
The plan of the committee includes several conventions specializing in
refugee issues, including the inaugural Public Convention, held at Al-Najah
University on April 26, one day before the Arab Summit was held in Amman.
The
convention included political and legal working papers and a paper concerning
public activation of the issue of refugees.
There was also a convention regarding the economic condition of refugee
women, also held at Al-Najah in April. The convention studied ways to
integrate women into the economic process and produced several
recommendations in that regard, including offering vocational training for
women.
Harb indicated that the Social Affairs Committee at UNRWA pledged in the
convention to research the possibility of realizing projects for the benefit of
women in refugee camps.
The Higher Committee is currently seeking to spread its experience to all
districts after the success it has achieved. Said Harb, "we believe that
this kind of activities would in the long run guarantee benefit for the
issue of refugees in future political developments. We strive to formulate
public committees capable of leaguing with other institutions to recruit
support for refugees. There are now more than 5 million Palestinian refugees
who
have historical rights. They must return and must be awarded their rights."
Supervisors at the committee believe that this kind of awareness would
guarantee a just solution in the future. They look forward to spreading
their efforts abroad to reach Palestinians in disapora and European
communities supporting them.

As the ninth month of the Palestinian "Oslo War" against Israel draws to a
close, Arab violence is once again on the rise. Two more mortar shells were
fired this morning at N'vei Dekalim, along the southern Mediterranean coast,
while a Palestinian sniper in nearby Khan Yunis shot at a bus driver and a fire
truck driver; he missed both. The sniper sat for hours in one of the top floors
of a tall building, and the IDF did not fire back at him. Also in Gaza, shots
were fired at the Yakinton outpost, three grenades were launched at a Rafiach
post, and a bomb went off as an IDF force passed by; no one was hurt.
There were two more attempts to kill Israeli citizens in the Shomron this
afternoon: One motorist was attacked by snipers lying in ambush between
Einav and Shavei Shomron, and another car was shot at on the southern
Shechem bypass road. Also this afternoon, seven Molotov cocktails were
hurled at an IDF position in Hevron; IDF soldiers responded with shots in
the air.
South of Hevron, hundreds of Arabs rioted and threw rocks and firebombs at
IDF
soldiers this morning, while rocks were also thrown at an outpost north of
Bethlehem. Palestinians fired at an Israeli woman near Nili, north of Modi'in,
as well as at an outpost south of Ofrah. In the Shomron, terrorists threw
firebombs near Yakir, and the IDF imposed a curfew on the nearby Arab
village;
at least three other incidents took place in the Shomron.
2. SHARON TO BUSH: VIOLENCE MUST BE STOPPED, NOT REDUCED
While media around the world are reporting on the "disagreements" between
Prime Minister Sharon and President Bush, both sides are attempting to
downplay their significance. A senior White House aide said that there are
no
substantive differences between the leaders. Sharon himself told Israeli
reporters that he and Bush agree on most issues, and that the meeting was
held
in a friendly atmosphere, but that it is better that the differences should be
laid on the table. The disagreements center around the question of whether
the
Palestinian violence must stop totally or only "significantly." Speaking with
reporters before their meeting, Bush insisted that progress has been made
towards stopping violence, while Sharon said that there must be absolutely
no
Arab terrorism or incitement.
Before the meeting, Bush emphasized the progress made in stopping the
violence and the need to begin "at some stage" implementing the Mitchell
Report. Sharon, however, emphasized the continuing Palestinian violence
and Israel's insistence on a complete end to terrorism and
incitement. Bush said, "Both sides will understand when the level of
violence will be reduced to a level at which it will be possible to
proceed," while Sharon said, "Israel's position is that we can conduct
negotiations only when there is a complete stop to terrorism, incitement,
and violence. Just last week five of our people were killed, which is
proportional to 250 or even 300 Americans. We can have no compromise
with
terrorism." Bush responded, "We understand the pressures that the Prime
Minister faces, we condemn violence and death, but we believe that there has
been progress?"
3. DIFFERENCES WERE EXAGGERATED
Arutz-7's Ariel Kahane spoke today with Zalman Shoval, advisor to Prime
Minister Sharon and former Israeli Ambassador to US, who said:
"Those who spoke of an unprecedented disagreement last night between
Sharon and Bush, exaggerated. It's clear that the Americans have a
different approach than we do regarding a total ceasefire, 100% efforts [on the
part of the PA to stop terrorism], etc. Our officials have not glossed over
these differences, but we must keep the proper proportions: In the past,
there
were much greater differences between Israeli Prime Ministers and American
presidents… It's surprising that the current administration has adopted
[former
US Secretary of State] Albright's phrase of '100% efforts' by the PA, but in
any
event we know that there have not been such efforts - since the Americans
now
agree that Arafat is in total charge, such that 100% effort would mean at least
90% success in stopping the violence…"
Shoval said that the Americans have not already demanded a settlement
freeze in Yesha, "and I believe that Foreign Minister Peres erred when he
said that the freeze is already in effect. Bush himself said that this is a
step-by-step process, and [Secretary of State] Powell, too, has said that first
comes security, then peace - not like our left-wingers at home who say that
peace IS security."
Housing Minister Natan Sharansky also spoke with Arutz-7 today about the
reports of an American-Israeli fissure last night:
"The reporters in Israel sought to find drama and even tragedy, but I
don't think that there were any major disagreements between Bush and
Sharon. But even if there were, I would like to emphasize that as long as we
remain firm in our stances, the Americans will accept our opinion. We know
what's good for us better than they do... We have a nice and friendly
relationship with the Americans. The only time that there could be a problem
is
when they think that we are going to give in and then we don't give in, or when
we say that we will not give in and then we do give in, leading to situations
such as when Dennis Ross said that Israel has no red lines, only pink
ones...
If we feel that we cannot give in on even one clause in the Tenet Agreement
because it is dangerous, then we must remain firm on this and not worry
[that it
might upset the Americans]…"
4. BEN-ELIEZER BACKS DOWN ON PLANS TO REMOVE OUTPOSTS
Prime Minister Sharon has asked Defense Minister Binyamin Ben-Eliezer to
hold off on his plans to dismantle 16 new outposts throughout Judea and
Samaria and wait for a Cabinet debate on the matter. Ben-Eliezer had
boasted two days ago that he would remove the outposts, saying he could
not
allow the residents to "endanger their lives...", but today he said the matter
had been "blown out of proportion" and that it was actually the army's idea in
the first place. However, Israel Radio reported that a senior army officer said
that the entire matter of the outposts could have been concluded quietly
without
Ben-Eliezer's announcement; many correspondents have surmised aloud
that the
Defense Minister's intention was to enhance his candidacy for the post of
Labor
Party head.
Arutz-7 correspondent Haggai Huberman reports, "It's not true that it was
the army's idea [to evacuate the outposts]; the army was actually
surprised. No one in the army, according to the checks I made, even knew
which 15 outposts are talked about; there are many different lists, but
none of them are of 15… I wouldn't say that the army is excited about the
outposts, but it is not felt that they are a burden or the like. In general,
there has always been good cooperation between the people running the
outposts
and the army in the area… The Yesha leaders met two weeks ago with
Central
Command officers, after Ben-Eliezer told them that whatever they would agree
would be OK with him, and they agreed on the way in which the outposts
would
continue to operate. They also agreed about the removal or relocation of a
few
of them that were only temporary in the first place; in some of them, the army
will take over..."
An older brother of the outposts - two-year-old Elonei Shilo, located two
kilometers northwest of Karnei Shomron - has recently received a permit to
build
a synagogue. In addition, a higher-education institute is planned to open this
fall. Twelve families currently live there, and at least three more are on

5. ISRAEL TO REMAIN CASINO-LESS
Attorney-General Elyakim Rubenstein has expressed his judicial opinion
against the establishment of a casino in Israel. MK Sha'ul Yahalom
(National Religious Party), a leader of the anti-casino forces in the
Knesset, said happily today that this essentially puts the lid on the bill by
Labor MK Yossi Katz to legalize a casino. Rubenstein said that a casino is a
likely place for crime to find a convenient base.
6. SIT-IN PROTESTORS DEMAND SECURITY
Municipal council heads from Judea and Samaria joined the encampment sit-
in at
the Rose Garden outside the Knesset today. Residents of Kedumim are
manning the
encampment today, taking the place of their colleagues from N'vei Tzuf and
Ateret. The subject of the protest: A demand that the government give the
orders to the IDF to silence, once and for all, the continuous shooting attacks
on Yesha highways and motorists. In addition, Yesha leaders call on Prime
Minister Sharon to announce that his unilateral ceasefire has failed, and that
Israel now regards itself as free to defend its citizens wherever and whenever
it deems necessary.
Benny Kashriel, head of the Yesha Council and Mayor of Ma'aleh Adumim,
told an
Arutz-7 reporter on the site, "I am happy that Sharon has understood that the
compromises he made did not help him. Every compromise on our part,
such as a
unilateral ceasefire or the adoption of the Mitchell Report, raises the
Americans' expectations, who realize that we're always the ones to
compromise,
and our new positions then become the basis for further negotiations…"
7. DEEP EUROPEAN UNION INVOLVEMENT IN ISRAELI POLITICS
MK Benny Elon disclosed additional details yesterday of the European
Union's financial intervention in Israel's electoral affairs. It was
learned last week that the EU had given to the Four Mothers, Peace Now,
and
other left-wing groups, and now Elon reveals that the list is much longer:
"This is unbelievable. There is a whole network that looked for the weak links
in Israeli society, and then started bankrolling them. They began with a
woman
named Tzviya Greenfeld, whose job was to take hareidi women and try to get
them
to move left in their politics. Then MK Roman Bronfman would take care of
the
Russian immigrants and try to get them to vote for the left. And so on and so
forth, official nations - not some private millionaire - were directly involved
in Israeli politics…"
8. HASMONEAN TOWN DISCOVERED
Remnants of a Jewish town from the Hasmonean period, well over 2,000
years ago,
have been discovered at an archaeological dig between Latrun and Modi'in.
The
town apparently survived past the rebellion against the Syrian Greeks, but
was
destroyed by the Romans in the 2nd century C.E. Water cisterns, olive oil
and
agriculture installations, and others findings have been discovered. The
Housing Ministry will divert the planned highway in the area around the site.
9. IN BRIEF
For the second time this week, the police stopped a bus in which dozens of
Arabs attempted to infiltrate over the Green Line. The bus was detected near
Kfar Saba, and was found to be carrying 58 people. In a special operation
this
morning, Border Guard police found 2,000 Palestinians in Jerusalem without
permits.
Arab MK Azmi Bishara was questioned at the Petach Tikvah police station
today, regarding his speech in Syria two weeks ago. He is under suspicion
of
breach of trust, incitement, and meeting hostile terrorist elements. Jews and
Arabs protested against and for Bishara, respectively, outside the station.
An informant for Israel, 50-year-old Kalkilye resident Subhi Ranem, was
shot to death today by masked Palestinians. The killing took place in an
area under complete Israeli control.
10. WHO'S COMING TO ISRAEL
Correspondent Haggai Huberman notes that in light of the abbreviated
version of the Maccabiah Games to be held this summer, it would be
worthwhile to remember the Second Maccabiah games of April 1935.
Writing
in HaTzofeh, Huberman recalls, "It was the period of British quotas on
immigration to Eretz Yisrael. From among the tens of thousands of Jewish
athletes who came from 27 countries to participate in the games, some 7,000
decided to remain here, despite the British orders. The Bulgarian delegation,
for instance, sent back only the musical instruments they had brought with
them..."
The Rambam Mesivta in Lawrence, New York, will be sending 29 of its 33
graduates to learn in Israeli yeshivot this coming August; some 25 of last
year's graduates plan to return for a second year.
22 members of the graduating class of the Community Hebrew Academy of

the explosives as they neared the vehicle. Aviv Isaac and Ofir Kit were killed

00:30 - IDF forces discovered Palestinians attempting to infiltrate into
Israel proper near Kisufim in the West Bank. They shot at the terrorists,
and one was killed while the other two were taken into

Jun. 26--In her MIT laboratory, Linda Griffith has built a machine with the
pulse of life.
Inside a circular box just larger than a watch face, she has built what she
hopes will be tomorrow's poison detector: a teeming colony of liver cells on a
tiny wafer of silicon.
The liver chip, patented this spring, has already drawn the attention of the US
Department of Defense for its potential on the battlefield of the future, where
it could detect a surprise biological attack.
In other hands, it could also be a major weapon in the battle to test the
toxicity of new drugs.
Eventually, researchers and a swarm of interested pharmaceutical companies
are expected to try to adapt the same technique to create tiny models of
human body parts, such as the heart, muscles, and even the brain.
"We hope to someday build the human body on a chip," said Griffith,
associate professor of bioengineering and chemical engineering at the
Massachusetts Institute of Technology.
The liver chip, which combines advances in miniaturized manufacturing with
breakthroughs in cell biology, is part of an engineering revolution: the
mingling of cells and electronics to create machines with living components.
In laboratories across the country, innovations such as toxin-tracking
bacteria mounted on chips and a robotic arm directed by monkey brain waves
are blurring the line between what is alive and what is a machine.
Though some might see this as the stuff of nightmares, researchers see
promise for dramatic advances in medicine. Deciphering the communications
of
nerve cells, for instance, would help in building better prosthetic limbs.
The liver chip was made possible by new techniques of growing cells, which
have also brought artificial skin and cartilage and could one day make it
possible to grow replacement organs.
The groundbreaking insight behind the liver chip was a way to grow what its
creator calls 3-D liver cells. On the flat terrain of a petri dish, liver cells
don't behave as they do in the body, making it hard to use them for research.
The liver chip has a three-dimensional architecture that channels a
nutrient-rich liquid through tiny chimneys that hold and protect the cells,
allowing them to form colonies and creating an environment in which they
behave
more naturally.
That could be tremendously useful for drug companies. The liver is the
body's gatekeeper, breaking down dangerous substances in the bloodstream.
Many drugs fail because they are toxic to the liver or because the liver
breaks them down before they can act. To know whether a drug will work in
humans, researchers must know how the liver will respond to it.
"I'm pretty excited about this," said Ronald White, a scientist with the
Schering-Plough Research Institute. "The promise is that the results you get
from this will be much more like the results you would get from real human
beings."
The chip's preliminary results have been promising, said White and others in
the
biotech industry, but the team will need to test its response to a wider range
of substances before it will be used for medical research.
The chip could have other applications. It could be used to test new methods
of
delivering gene therapies into the body, said Simon Eastman, a senior
scientist
at Genzyme. And it could also be used to follow how liver cancer moves
through
healthy cells.
One challenge facing the team that built the liver chip, Griffith said, was
designing the channels so that the fluid flows well. Cells need a constant
flow,
not just for food, but also as a signal that all is well and that they should
continue with their business.
In the liver, "the constant flow of blood creates forces like patting a
kitten on the back," Griffith said.
Another central problem is finding building materials that don't interfere
with biological processes. Griffith said that the silicon is chemically
treated to minimize interference and make it more biocompatible.
Roberta Brinton, a scientist at the University of Southern California, is
part of a team that is building neurochips, devices that mimic the way
neurons fire in the brain or spinal cord.
She has faced many of the same challenges that Griffith has faced with her
liver chip at MIT and said that seemingly mundane considerations like
building materials have proved vital to getting neurons to attach themselves to
electrodes.
In the long term, Brinton said she hopes to use neurochips to repair damage
to
the brain or spine.
Scientist have already made remarkable strides in their ability to decode
the language of neurons, she said. In November, a team from Duke
University and
MIT announced that they had made an arm stretch under the control of a
monkey's
brain.
Yet as the boundary between humans and machines erodes, ethicists and
some
of the scientists involved warn that new, difficult ethical territory lies
ahead.
As scientists learn to grow and control entire organs, the same technology
that could improve millions of lives could also make possible things like
superhuman bionics and even "mind control," Brinton said. The time has
come, he
added, to begin a public debate about the possibilities.

In Your Face, Out of Our Genes: the Battle of San Diego
SAN DIEGO, California, June 25, 2001 (ENS) - A day of reckoning has come
for biotechnology. As anti-biotech protesters confronted police to make their
views known in the streets outside the San Diego Convention Center, inside
Carl Feldbaum, president of the Biotechnology Industry Organization,
welcomed some 12,000 delegates to the annual meeting with an address
entitled "Keeping the Faith."

Biotechnology Industry Organization (BIO) represents more than 950
biotechnology companies, academic institutions, state biotechnology
centers and related organizations in all 50 U.S. states and 33 other
countries. BIO members are involved in the research and development of
health care, agricultural, industrial and environmental biotechnology
products. Feldbaum addressed the critics of biotechnology who based their
beliefs in religious faith and those who are angry that genetic manipulation is
morally wrong and a usurpation of the role of God.
"Science is a method, not a faith, and the two are not mutually exclusive,"
Feldbaum said. "The technology you will be talking about this week is
astounding, and its intended uses are compassionate," said Feldbaum. But,
he acknowledged, people are not entirely grateful. "Many are suspicious.
Some are even angry."

Many of the angry ones are in the streets. Police presence was strong, but
largely unnecessary, with only eight arrests on Sunday. Hundreds of
colorfully dressed demonstrators marched and danced with signs, puppets
and songs used to call attention to issues such as biopiracy and genetically
modified food. The demonstrators called it "a celebration of life."
Feldbaum and the biotechnologists he represents see their work too as a
celebration of life as they develop techniques to do things such as transfer
cells or organs from one species to another to save human lives. They
recognize religious objections to human cloning, and go halfway towards
sharing it.
BIO is against human cloning for reproduction, said Feldbaum, but not
against the genetic modification of stem cells for therapeutic purposes. He
made it clear that the organization will lobby in Washington to win the
support of lawmakers for its views.
Two competing bills to ban the live birth of a cloned human being have been
introduced on Capitol Hill. The Human Cloning Prohibition Act of 2001,
sponsored by Congressmen Dave Weldon, a Florida Republican, and Bart
Stupak, a Michigan Democrat, would ban all uses of "human somatic cell
nuclear transfer."

Congressman) On the permissive side, the Cloning Prohibition Act of 2001,
sponsored by Congressmen Jim Greenwood, a Pennsylvania Republican and
Peter Deutsch, a Florida Democrat, would allow cloning techniques that
produce human embryos, but make it illegal to use those embryos to
"initiate a pregnancy." Feldbaum said today, "When Congress considers
sweeping bills to ban human cloning, we need to reach people of faith and
discuss the distinction between its reproductive and therapeutic applications -
and the ethical objections they and we have. When the president withholds
money for stem-cell research that carries such great promise in treating
Parkinson's, Alzheimer's, spinal cord damage and other grave health
problems, we need to discuss the competing moral issues as broadly as
possible," he said.
On the transgenic food issue, biotechnology critics such as those in the
Organic Consumers Association say that with little or no legal restraints,
labeling requirements, or scientific protocol, biotechnologists are creating
hundreds of new genetically engineered "Frankenfoods," oblivious to human
and environmental hazards, or negative socioeconomic impacts on the
world's farmers and rural villagers.
Anti-biotech demonstrators are held back by police at the San Diego
Convention Center. The demonstrators call their protest "biodevastation," and
say that biotechnology will not ensure food security, that distribution of food
is the problem. They object to genetically altered fish, tomatoes, wheat,
canola, corn and cotton because these foods are not natural and may cause
health and environmental problems yet unidentified. They point to studies
showing that genetically engineered foods can cause unexpected allergic
reactions, compromise immune systems, and irritate the digestive tract.
They insist that genetically altered foods should be labeled in the United
States as they now must be in a growing number of other nations.
Feldbaum has the biotech community's answer to those concerns. He told
the faithful in San Diego today, "We will never overcome all objections and
satisfy every concern. Fear of the unknown is powerful and persistent, and
so we hear protests over biotech foods long after they are proved safe. We
can't simply dismiss people's misgivings: There's something primal in
people's relationship with their food, their bodies, and we should be
thoughtful in responding to that."
Biotechnologist Florence Wambugu of Kenya says, "Those who protest
biotechnology do so with a full belly."
Her new book, "Modifying Africa: How Biotechnology Can Benefit the Poor
and Hungry: A Case Study from Kenya," is being introduced at BIO2001. It
details her experiences as director of the International Service for the
Acquisition of Agri-biotech Applications - African Biotechnology Program.
Wambugu says it is obvious that "biotechnology - more often than not -
represents the only lifeline of hope for most poor people in Africa." In addition

Gene trial patients will be genetically modified humans

MEN in Birmingham are to be turned into genetically modified organisms in
an attempt to cure their prostate cancer, scientists said yesterday.
The new trial, which begins next month, is the first in the world to see if a
genetically engineered virus can turn prostate cancer cells into targets for
anti-cancer drugs. Potentially, it promises treatment for men with early forms
of the disease.
First they will be injected with a common cold virus which has been
genetically modified to carry a gene called nitroreductase. This will produce a
protein molecule in the prostate cells capable of activating the anti-cancer
drug which will be delivered later.
But because the men will receive a genetically modified virus, under health
and safety regulations they will become, in effect, genetically modified
organisms. For about two days they will be treated in isolation in special
rooms and be seen only by doctors and nurses wearing masks and
protective clothing.
Dr Nick James, reader in oncology at Birmingham University said yesterday:
"There are a lot of concerns about GMOs. The steps we are taking are quite
draconian. The research involves a whole raft of regulations that we would
normally have to follow."
Dr James said his team had sought the approval of the Government's
Genetic Therapy Advisory Committee. He said the measures were a
precaution, because although the virus is not activated, regulations still rule
that it is a genetically modified organism.
Unlike conventional chemotherapy, gene therapy can be targeted to a
tumour, avoiding damage to healthy tissues. Scientists have already
developed "pro-drugs" which are usually harmless but are converted into
toxic forms in the presence of a chemical trigger. By genetically engineering
cancer cells with the trigger, they can mark out the tumours for attack.
The new trial, which will take place in two stages, will see if this approach
works in early prostate cancer. Men with prostate cancer who will have
surgery anyway will be given the virus and then the pro-drug CB1954,
originally derived from mustard, which has been developed by the Cancer
Research Campaign.
Samples of their prostate tissue will be analysed after surgery. These men
will have no benefit from the treatment but their results will help doctors move
to the second stage. In the second stage, men with early prostate cancer
will go through the same process with the expectation that the treatment will
be effective. Up to 30 men will be treated in this way.
The announcement was made at the Third Global Conference for Cancer
Organisations in Brighton this week.
Dr James said: "We are keen that men with early-stage prostate cancer
should put themselves forward for the trial, which could open up an entirely
fresh approach to treating the disease. We're optimistic that gene therapy
will fulfil its enormous potential by saving the lives of many patients."

On the inside, the regime of Syrian President Bashar Assad
is in trouble as leading figures in the regime have quietly
concluded that Bashar will not last very long.
Nobody is saying this openly. Instead, the regime's power
has been weakened by officials and Alawites who want rivals
to emerge and replace Bashar. So, in Lebanon an anti-Bashar
underground has been formed. The same goes within Syria.
Repression by the regime is quickly reported to the world.
This, the sources said, reflects division within the regime.
Suddently, Syrian Defense Minister Mustafa Tlas is the
target of a new purge by the regime. The word in Beirut is
that Tlas is fair game for public criticism and he no longer
represents Assad.
Who really runs Syria these days? The answer is a clique
around Bashar. They include Bashar's brother-in-law Assaf
Chawkat, who runs the military and intelligence services. He
is regarded as unstable. The second is Bashar's younger
brother, Maher, who is seen as trigger-happy. A third figure
is Adnan Hassan, who also heads a security agency.
These three are now exercising power and marginalizing the
aides of Bashar's late father, Hafez Assad. They are
regarded as more adventurous than the clique around Hafez
and willing to launch a war against Israel given the right
conditions.

It has been made public in Israel that the European Union has been providing
financial support to Israeli groups/institutions/organizations that are all
partisan and political in nature. This is a blatant attempt at intervening
in the internal affairs of the State of Israel. Attached is a list of these
organizations, which was made public in Israel.
The European Union represents democratic states. It's democratic character
is an inherent part of it's nature. As such, it should refrain from any
attempt to influence the internal democratic process of another democratic
state.
We, the undersigned members of the Israeli Knesset, would like to express
our shock and outrage at this attempt at achieving political purposes by
extending financial support to Israeli citizens and groups.
As the elected representatives of a democratic, free society, we strongly
oppose such attempts at influencing our state's domestic politics and the
policies of our government, by financial means.
In light of the gravity of these activities, we expect that the European
Union will take the following measures:
1. Discontinue the financial support to Israeli non-profit organizations
that are politically oriented;
2. Publicly disclose the list of Israeli groups/institutions/organizations
which receive financial support from the European Union. The citizens of
Israel will thus be informed as to those organizations that are influenced
by, or are serving foreign interests, and EU member-states will be apprised
of the objectives of the of the expenditure of their money.
Considering that the European Union is a democratic institution, that
represents free and democratic nations, we are certain that it will act out
of similar respect for the sovereignty and freedom of the State of Israel.

EUROPEAN UNION INTERFERES IN ISRAELI INTERNAL AFFAIRS
Following reports in the Israeli press regarding funding that the European
Union has allocated to various Israeli political organizations, MK Benny
Elon [Chairman of the 7-man National Union-Israel Beiteinu faction in the
Knesset (Israeli Parliament)] exposed the names of the organizations and the
sums of money they received, in yesterday's Knesset session.
According to the EU report, funds were contributed solely to Israeli
left-wing groups. We consider such action a blatant attempt to intervene in
the internal affairs of the State of Israel. MK Elon has brought the issue
to the attention of the Israeli Police for investigation.
Following is a partial list of the organizations that received funding from
the EU and the sums they received:
1. The Four Mothers Movement to Leave Lebanon in Peace - 250,000 Euro.
2. Peace Now - Funded a mass anti-Netanyahu poster campaign - 400,00
Euro.
3. Institute for Democracy & Leadership Training - A project designed to
sway immigrants from Russia away from their traditional voting patterns -
400,00 Euro.
4. Ir Shalem, Jerusalem - Funded legal advocacy for Arabs who are ilegal
squatters on Jewish property in Jerusalem, and for ilegal Arabs building in
Jerusalem - 250,000 Euro.

Sharon Prepared To Meet Assad
Prime Minister Ariel Sharon said last night that he would happily meet Syrian
President Bashar Assad and attempt to negotiate a peace agreement
between Israel and Syria if there were no pre-conditions set for the meeting.
Sharon was responding to an unconfirmed report aired last night that quoted
Assad as telling an Israeli Channel 2 television report in Paris he is ready to
meet with Sharon. Assad then reportedly added: "We needed a period in
which to ready ourselves for peace, and that preparatory period is now over."
Assad was also quoted as telling the foreign affairs committee of the
National Assembly in Paris: "All Arab governments are trying to show
restraint because a war would be in no one's interest. But what Israel is
doing is leading us closer to war." He also said the Syrian people are "ready
for peace." Israeli-Syrian peace talks led by former president Bill Clinton

U.S. Considers Cutting $100M From Egypt Military Aid
The Bush administration is examining a proposal to reduce Egyptian military
aid by $100 million amid allegations that Cairo is developing intermediate-
range missiles with North Korean help.
U.S. government sources said the aid cut would be used to increase U.S.
civilian help to other areas of Africa. The sources said the proposal is being
debated in both the White House and State Department.
The pressure to cut aid to Egypt is coming from Congress, the sources said,
which has been dismayed by Cairo's refusal to end missile cooperation with
Pyongyang. Congressional leaders have met with the White House and said
Cairo has lied about its relationship with North Korea and must be sent a

Iraq Said to Be Preparing For War
Iraq is said to be preparing its military for a war outside its borders. Iraqi
opposition sources said the military has been placed on alert around
Baghdad and in northern and southern Iraq. They said these include the
operation of anti-aircraft batteries and the opening of weapons storehouses.
In addition, the military has moved troops to several areas of Iraq, including
near the Syrian and Turkish border. The troop movement, the sources said,
appears to reinforce major routes that lead from Iran to Syria and Jordan.
Iraq, the sources said, has obtained at least 200 tank transporters from
Russia. They said Baghdad plans to import up to 1,300 such vehicles in an
effort to compensate for a lack of spare parts for tanks and armored

Stategist Urges Palestinian TakeOver of Jordan
A leading Israeli strategist is promoting a plan that would convert Jordan into
a Palestinian-ruled state and lease half of the Sinai peninsula to the
Palestinian residents of the Gaza Strip.
The plan has been presented to leading U.S. institutes and discussed with
officials in Washington. The formula, meant to resolve the Arab-Israeli
conflict, has been regarded as unfeasible.
The plan was drafted by [Res.] Brig. Gen. Effie Eitam, who was forced out of
the army earlier this year amid his criticism of the military brass. Eitam was
regarded as one of most promising officers in the military and has been
wooed by right-wing political parties to run for office.
Eitam said he has concluded that Israel and the Palestinians cannot
establish two states in the area west of the Jordan River. His plan calls for a
democratization of neighboring Jordan, which has a huge Palestinian
majority and its conversion into a Palestinian-ruled state. MENL

Congress Addresses Unborn Victims
A bill entitled the “Unborn Victims of Violence Act of 2001,” (HR503 and
S480), which will make it a crime to cause the death or injury of an unborn
child, has been introduced into both the US House of Representatives and
the Senate. While the provisions of this act do not apply to legal abortions, it
will make it a federal crime to harm a fetus during an assault on a pregnant
woman.
Similar state legislation has targeted not only victims of assault, but also so-
called “fetal abuse” by women who take drugs during pregnancy. About 200
women in 30 states have been prosecuted in recent years for fetal abuse.
Fetal abuse cases are not restricted to drug abuse, however. Last year a
pregnant Massachusetts woman was imprisoned for refusing, on religious
grounds, to see a doctor.
The implications of such laws can lead to a moral dilemma for pro-lifers in
that pregnant women using drugs may seek abortions rather than face jail
sentences. At the same time, such laws grant unborn children rights as
persons, which abortion rights advocates fear will come into conflict with their

President George W. Bush told Prime Minister Ariel
Sharon last night that the $800 million special aid
package pledged to Israel is frozen "for now," according
to a report in Globes.
The aid package, pledged by President Bill Clinton, was
intended to cover the cost of the Israeli withdrawal from
Lebanon.
The Bush administration does not plan to approve the aid
package within the next two years, government sources
in Washington said.
Some administration officials are in favor of linking the
aid package to progress in implementing
recommendations of the Mitchell report, the sources
added.
The aid package was originally intended to be paid out
within two years, with $450 million to be paid by this
October, and $350 million by next year.
AIPAC leaders told Sharon the administration lacks the
"political will" to approve the package after promising not
to supplement the US budget.

Bushwacked at the White House, Sharon digs in diplomatic heels on eve of
Powell visit

Ariel Sharon, still smarting from the jabs of unexpected sparring partner
George W. Bush in a tough round of White House talks, now faces a
potential new challenger for his cease-fire policies in the person of U.S.
Secretary of State Colin Powell, due in Israel tomorrow.
Despite - or due to - Sharon's unflinching demand that a 10-day period of
"absolute quiet" and a subsequent six-week cooling-off period precede any
Israeli consideration of the freeze on settlement construction demanded by
the Palestinians, Bush surprised Israelis and delighted Palestinians by
strongly hinting Sharon shouldn't wait long before ordering further
implementation of truce understandings and confidence-building measures.
Bush, with a nonplussed Sharon at his side, told a news conference prior to
their closed-door talks Tuesday that: "I'm here to tell the prime minister I
know there's a level of frustration, but there is progress being made."
Bush pointedly avoided the Sharon call for absolute quiet, saying, "The
fundamental question my administration asks is: 'Are we making progress?
Is peace closer today than it was yesterday?' We believe the answer is yes,
and therefore the Secretary of State leaves tonight."
According to Ha'aretz correspondent Aluf Benn, who accompanied Sharon to
Washington, the administration has come to interpret Sharon's stance as a
means of staving off concessions with the Palestinians. "A surprise awaited
Ariel Sharon on his arrival at the White House yesterday," he wrote in
Wednesday's paper.
"President Bush, who in their previous meeting in March was profuse with
hugs but displayed only a passing grasp of the subject at hand, welcomed
Sharon with a firm tone, making clear to him that the admistration's patience
for Israeli delaying tactics had expired."
Turning aside suggestions of a rift with Bush over the direction of the truce
process, Sharon dug in his heels after the meeting, telling reporters that his
10-day/six-week bottom line still stood. Notwithstanding Israel's relationship
with its patron ally Washington, Sharon declared with defiance, "I am the
prime minister of Israel, an independent nation, and the responsibility is on
me. It's about time we began acting like an independent nation. Even a small
country must act this way."
Sharon later headed home to critics both left and right, who said that in
meeting with Bush for what was interpreted as a rebuff by the president,
Sharon had squandered the considerable diplomatic capital he had accrued
by maintaining a policy of relative restraint.
"This superfluous meeting actually lessened the chance for lowering the level
of violence, and as such, was a victory for Arafat," said former Labor foreign
minister Shlomo Ben-Ami. "What appeared at first to be a position of
principle on the part of the prime minister, that there be no negotiations
conducted under fire, today is perceived - by the United States as well - as
an excuse (to avoid making concessions).
"Therefore," Ben-Ami said of the Washington visit, Sharon's second since
Bush took office in January, "this is a slap in the face that will echo in the
international arena."
The Israeli criticism was only bolstered by Palestinian comments hailing
Bush's stance. "We appreciate the objective and balanced position that
President George W. Bush expressed in his meeting with Sharon, and we
consider it a starting point to enhance security and to start peacemaking,"
said Ahmed Abdel-Rahman, a senior aide to Palestinian leader Yasser
Arafat.
Rubbing diplomatic salt in Sharon's wounds, some Palestinians suggested
the prime minister's trip could ease the way to a White House invitation for
Arafat. Israel has adamantly opposed such an invitation as a "reward" for
terrorism.
One of Sharon's few champions was his moderate justice minister and Likud
colleague, Meir Sheetrit, who counseled patience and adherence to Sharon's
restraint policy as well as to his bedrock diplomatic demands. "The U.S. is
our ally, the only one standing by us fully and forthrightly in the present
conflict. Even if there are at times confrontations between friends, such a
thing is permissible. We needn't agree on every single word."
Sheetrit said Israel could only proceed with the terms of the cease-fire
mediated by CIA Director George Tenet if the Palestinian side fulfilled its
obligations. "We've already seen that Arafat doesn't keep the agreements he
signs. We see that on a daily basis. So if someone thinks that by giving in to
him a little and granting him discounts in implementation he will return
tomorrow to the stright and narrow, and then all will be well -- this will be a
gross error."

Sharon's 'realistic' plan calls for Israel control of East Jerusalem

Prime Minister Ariel Sharon presented U.S. President George Bush on
Tuesday evening with his outline for the multi-stage "realistic arrangement"
he will offer the Palestinians, which calls for a Palestinian state with limited
sovereignty.
Israeli sources said that Sharon did not specify the exact amount of territory
that would be given to the Palestinians, but that the prime minister was
offering territorial contiguity. The sources stressed, however, that East
Jerusalem would remain under Israeli soveignty and that security areas
would be maintained along the Jordan rift and the 1967 border between Israel
and the territories.
The sources also said that discussions on the Sharon plan would begin with
the implementation of the later stages of the Mitchell Commission
recommendations.
According to the sources, Sharon presented the plan in order to refute
American complaints that the Israeli government was trying to avoid
diplomatic negotiations.
Sharon also met Wednesday with members of Congress and the American
press. Late Wednesday night he will take off to return to Israel.
Sharon's plan will be discussed during the visit of U.S. Secretary of State
Colin Powell. Powell arrived Wednesday in Egypt for a meeting with Egyptian
President Hosni Mubarak and will visit Israel and the Palestinian Authority on
Wednesday night.

MK Tibi: Arafat to visit White House, probably in a few weeks

Arab-Israeli lawmaker Ahmed Tibi, a former adviser to Yasser Arafat, said
Wednesday that President George W. Bush will invite the Palestinian leader
to the White House within a few weeks.
Israel strongly opposes any such invitation as long as Intifada violence
continues. Prime Minister Ariel Sharon has visited the Whute House twice
since Bush took office in January.
"No date has yet been set for Yasser Arafat's visit to the White House," Tibi
told Army Radio. "But no peace process in the Middle East will take place
without Yasser Arafat, and this visit will be held. I imagine that this is a
matter of a few weeks."
