WORLD CONGRESS AGAINST DEATH PENALTY OPENS
Leaders to Seek Abolition, or at Least a Moratorium

STRASBOURG, France, JUNE 21, 2001 (Zenit.org).- The Council of Europe
and European Parliament are holding the first world congress against the
death penalty, as calls for a halt to executions continue to rise.

Some 20 presidents of national parliaments will make a solemn appeal for
the universal abolition of the death penalty or at least for a moratorium on
executions. The three-day meeting here ends Saturday.

On Friday there will be an ecumenical religious meeting in the cathedral. A
silent march will take place in the streets of Strasbourg on Saturday.

Spaniard José Joaquín Martínez is fast becoming the symbolic figure of the
meeting. He spent three years in death row in a Florida prison, waiting to be
executed for his alleged role in two murders in the United States. Two weeks
ago, a court in Tampa declared him innocent, after a new trial revealed many
irregularities in the first trial.

Martínez is fortunate. One of his cellmates died of cancer two years ago,
after spending 13 years in prison waiting to be executed. Last year he was
declared innocent posthumously.

On Tuesday, Rome´s Colosseum was illuminated to celebrate Martínez´s
release. This gesture has taken place for the past two years, whenever a
country abolishes the death penalty or a death row prisoner gains clemency.
 Martínez, who was sentenced in 1997 to death, has now been declared
innocent. During a meeting Tuesday organized by the Sant´Egidio
Community in Rome, Martínez explained that he would have died in the
electric chair but for the grass-roots effort in Spain which collected $800,000
to cover the cost of the appeal and second trial.

Sant´Egidio has launched an international campaign to appeal for a world
moratorium on executions, which received John Paul II´s formal support
during the Jubilee Year. To date, 3.5 million signatures have been collected
in 155 countries. The community is working with European governments to
present a resolution again to the U.N. General Assembly, in favor of the
moratorium.

By 1976, 21 countries had abolished the death penalty. The total now stands
at 76. Chile is the latest country to abolish capital punishment, and was
publicly congratulated Monday by John Paul II.

A recent report by the Italian "Touch Not Cain" association said 2,000 people
were executed last year, more than half in China.

On June 25, two days after the conclusion of the Strasbourg congress, the
parliamentary assembly of the Council of Europe will request the United
States and Japan to decree a moratorium on executions before January
2003, on pain of losing their observer status in that institution.

The threat is symbolic, since only governments can pronounce such
sanctions, but it is in keeping with the rules of the organization, which
exacts from its new members a commitment to abolish the death penalty.

None of the 43 member states of the Council of Europe now apply the death
penalty. Only Turkey and Russia include it in their legislation.

62-YEAR-OLD HAD BROTHER´S "IN VITRO" BABY
French Prosecutor Orders Investigation

PARIS, JUNE 21, 2001 (Zenit.org).- A prosecutor ordered a fresh
investigation into the case of a 62-year-old surrogate mother who shocked
the country with an admission that her handicapped brother is the father of
her child.

The woman, Jeanine, said she did it to continue the family line. "I didn´t think
it would cause any problems,´´ she told Le Parisien newspaper.

Jeanine, whose surname has not been disclosed, gave birth May 14 to a
boy, Benoit-David, at a hospital in Frejus, in southeastern France.

Another woman´s fertilized embryo had been implanted in her womb at the
Pacific Fertility Center in Los Angeles, making Jeanine a surrogate mother.

The baby boy´s genetic sister, Marie-Cecile, was born using the same
technique a week later in California to the American woman who had donated
the embryos.

Jeanine revealed Wednesday that the children´s father was her brother
Robert, who has been blind, disfigured and partially paralyzed since a 1992
suicide attempt.

French law prohibits surrogate mothers. It also prohibits the insemination of
older women. Only younger couples, "married, or living together for at least
two years," can legally resort to in vitro fertilization, the law says.

The two babies are with Jeanine and Robert, and their 80-year-old mother, in
the town of Draguignan in southern France.

Christian Girard, a prosecutor in Draguignan, announced that an investigation
has begun in the Court of Minors to establish if the two children are in "a
possible dangerous situation."

SLOVENIA SAYS NO TO INSEMINATION OF SINGLE WOMEN

LJUBLJANA, Slovenia, JUNE 21, 2001 (Zenit.org).- A referendum has
decided by an overwhelming majority to prohibit single women from having
recourse to artificial insemination.

According to the results given by the National Electoral Committee, 72.4% of
the voters favored abolishing a 2-month-old law that allowed single women to
be inseminated artificially.

The referendum Sunday was requested by members of the Conservative
Party of Parliament, who believe that the right of a child to have a father has
priority over the right of a woman to have children. Opponents said that one-
third of Slovenia´s families have only one parent.

Catholics comprise about 70% of the 2 million people in this republic that
was once part of Yugoslavia.

Bible References Too Offensive For DMV

(MCNS) -- Attorneys for a Vermont couple have appealed to the Washington
County Superior Court to reverse the decision of the Vermont Department of
Motor Vehicles (VDMV) denying permission for specialty license plates
bearing a religious message on the grounds that the plates´ message might
be offensive or confusing.

"The First Amendment does not permit government bureaucrats to decide for
the people what is too ‘offensive´ to appear on a personal vanity plate," said
John W. Whitehead, president of The Rutherford Institute. "The Vermont
DMV surely has better ways to spend tax dollars than to enforce a ‘civility
code´ on the state´s streets and highways."

In October 2000, Nancy Zins paid forty dollars to purchase two specialty
license plates: ROMANS5 for her husband and ROMANS8 for herself. Less
than a month later, the VDMV denied Zins´ request for specialty plates.
Officials for the VDMV claim they refused to issue the plates because the
religious connotations might be offensive or confusing to some people.

ROMANS5 and ROMANS8 refer to passages from the New Testament that
Zins says have given her and her husband great comfort through the years.
The passages speak of acquiring peace and joy through faith in Jesus Christ.
In January 2001, Zins appealed to the Policy and Hearings Section of the
Agency of Transportation.

Zins and two witnesses — a Rabbi and a person of the Muslim faith —
testified in support of her specialty license plate application, stating their
belief that the passages were not offensive, even to those who might
disagree with the message. However, in April 2001 the Agency of
Transportation upheld the VDMV's decision to deny Zins the requested
plates.

Ten Commandments Protest Gets Off The Ground

(CHARISMA) -- The latest attempt to force the removal of a public display of
God's laws in Indiana has prompted a truly grassroots protest campaign.
Hundreds of residents in the southwest of the state have planted miniature
versions of the Ten Commandments on their own lawns.

Almost 1,000 copies of the signs produced by Vincennes beauty shop owner
Karen Bruggeman have been snapped up in the last few months. The red-and-
white signs reproduce the Ten Commandments, whose display on the Knox
County courthouse lawn is being challenged in a lawsuit by the American
Civil Liberties Union (ACLU).

"The Indianapolis Star" reported that while for some the front-lawn displays
are an expression of religious beliefs, for others in Indiana, along I-67,
between Spencer and Vincennes, "they are a political statement as well."
Wilma Bailey, a professor at the Christian Theological Seminary in
Indianapolis, told the paper: "What they are saying is that the public display
of the Ten Commandments is important."

Earlier this month, the Indiana branch of the ACLU filed a federal lawsuit
demanding the removal of the Ten Commandments memorial that has stood
on the lawn outside the Knox County courthouse since 1958. The plaintiffs
argue that the display violates the First Amendment separation of church and
state. The U.S. Supreme Court recently decided not to hear an appeal by the
city of Elkhart against a lower court ruling that the Ten Commandments
memorial displayed there should be taken away.

According to Rob Schenk, who heads the Ten Commandments Project near
Washington, D.C., Indiana is probably the most active battleground in the
nation over public displays of the Ten Commandments, with four active
lawsuits. "It is a statement about what we value as Americans," he told the
"Star." "Our motto is 'In God We Trust.' There is nothing clearer than that."

Bruggeman came up with her front-yard opposition after learning of the Knox
County legal action. "I had seen these kinds of signs before, so I asked why
we couldn't just do it ourselves," she said. Bruggeman sells the signs for $10
each and uses the proceeds to buy more. She also wants to give some
money to fund efforts to build a larger monument on the courthouse lawn, the
"Star" said.

Ken Falk of the Indiana ACLU said that the lawsuit was not an attack on
people's religion, as some believed. "That is the furthest thing from the truth.
We are attacking government taking a position on this -- the most personal
of things. The First Amendment tells us that no one is to ever feel as if they
are not a member of society because of what they believe."

Falk approves of the yard signs and actually has a biblical quote framed on
his office wall, the "Star" said. Isaiah 58:6 -- "To loose the chains of injustice
and untie the cords of the yoke, to set the oppressed free" -- has inspired
him for much of his life, he said. "I believe in it, but I wouldn't want it on
display on public property and sanctioned by the government."

IMRA asked Brig. Gen.(res.) Aharon Levran, former senior intelligence
officer, former Deputy Commandant of the National Defense College and
holder of
the IDF Medal of Distinction formerly of the Intelligence Corps, to comment
on
the situation:

The Palestinians must be subdued. The enemy must be brought to the point
that it is clearly defeated. That he reaches the point that he has to ask
for a cease-fire. Take the example of the Gulf War. Saddam Hussein was
brought to the point that he had to petition for a cease-fire. His army was a
defeated army.

Why is it necessary to have a clear defeat? Because we have no life or
existence if we do not bring about a clear and decisive defeat.

Without a decisive victory the Palestinians can always look back at the
"legacy" of the last months as a model and make our lives miserable in
another mini-war of attrition. And we will be hostages of that ever-present
threat.

The defeat has to be so clear that the Palestinians will not dream of
repeating the experience.

It is clear that the Palestinians see the model that Israel returned every
inch of land to the Egyptians and the Lebanese. In the case of Lebanon the
disgraceful withdrawal was followed up by a series of loathsome recurring
border
adjustments carried out in the false hope that the UN and Lebanese army
would
defend and guarantee Israel's security in the North if Israel would only adhere
to Resolution 425.

Nassralah told the Arab world a year ago that Israel's military power is as
fragile as a spider's web. Now the Palestinians say to themselves: if the
Hizbullah could expel the Israelis with only hundreds of men, why can't we
do it
with our tens of thousands of troops?

So Israel needs to decisively defeat the Palestinians in order to restore
its deterrent power.

If a cease-fire were to succeed now for a month or two and we went into
negotiations, the Israeli concessions would be seen as a pay-off for the
mini-war.

The Palestinians have not honored any agreement up to now. So what is the
purpose of negotiating yet another agreement with them now for them to
violate?

The Palestinians have to be brought to their knees. It is pointless to talk to
them about interim agreements or final agreements. It is all meaningless -
and
a prize to violence.

The name of the game is victory, strength and deterrence. Otherwise we can
close down the country today.

We should act in stages:

First make it impossible for the Palestinians to move from one place or
another.

Then go in for the time needed and strip them of their weapons.

If the PA falls apart then so be it. I don't know if what comes after it
will be any worse.

As for Israeli policy after the Palestinians are defeated - this is not the
issue today. The important thing for Israel to do now is to defeat the
Palestinians. To bring about a situation that they won't dare to repeat what
has happened these past months.

GENEVA (AP) - Israel will receive $74 million in compensation for
costs incurred in Iraqi Scud missile attacks during the Gulf War,
but a U.N. panel rejected most of a $1 billion military-related
claim. "The commission very early decided that military costs of
participating in the Desert Storm operation would not be
compensated, but a number of member states went ahead in spite of
this," U.N. Compensation Commission spokesman Joe Sills said
Thursday. The commission, charged with making payments to victims of
Iraq's 1990 invasion of Kuwait and the resulting Gulf War, received
a total of $8.58 billion in claims from Israel, Germany, Turkey and
Syria, but only awarded approximately $79 million in compensation,
Sills said.

PARIS (AP) - Syrian President Bashar Assad said on Thursday that his
country would recognize the state of Israel when there is a total
peace agreement in the Middle East. In a live interview from Syria
with France-2 television, Assad also said that the presence of
Syrian troops in Lebanon was temporary. "In Syria, as in all the
region and like all Arab people, we want peace and we talk about it
every day. I've said it clearly, when there is a global and fair
peace that restores everyone's rights in the region, the recognition
(of Israel) will become natural. That means that there could be
normal and natural relations like those that exist between two
states, between two peoples," he said. Assad who came to power a
year ago after the death of his father, said his country supports
the Palestinian cause. "We support all methods which can be used to
assert the rights of the Palestinian people," he said.

Germany, France to Seek UN Ban on Human Cloning

BERLIN (Reuters) - Foreign Minister Joschka Fischer and his French
counterpart Hubert Vedrine said on Thursday that they would jointly sponsor
a
United Nations (news - web sites) resolution aimed at banning human
cloning.

``With the joint initiative, the ministers seek to establish in a legal
instrument valid worldwide that reproductive cloning of humans is
unacceptable and incompatible with human dignity,'' the German foreign
ministry said in a statement.

Earlier this year Italian fertility specialist Severino Antinori, who hit
the headlines when he helped a 62-year-old woman have a baby, announced
his
intention of becoming the first scientist to clone a human being.

France adopted a draft law to ban human cloning in medical research on
Wednesday, after months of soul-searching over the dangers and benefits of
the latest scientific advance.

Germany, especially wary of the issue because of the Nazi experiment to
create a master race using selective breeding, has engaged in a passionate
debate in recent months on how far society should go in allowing science to
alter nature.

On Wednesday, leading British scientists called for an international ban on
human cloning.

In April, Britain became the first country to propose laws banning human
reproductive cloning, aiming to ease public concern that the process could
go terribly wrong.

Other countries, including the United States and Australia, are also
considering bans on human cloning.

UT officials discover reason behind cloned cow's death

KNOXVILLE, Tenn. - University of Tennessee officials know what killed
Millie, the cloned Jersey heifer, but now they have another mystery on their
hands. The uncommon clone, the first of her kind in the United States, died
of a
common bacterial infection in her intestines, UT officials said Thursday.

But the 9-month-old heifer was inoculated against clostridium perfringens, a
rapid-spreading bacteria that is a common problem in dairy cattle.

Millie, short for Millennium, was found dead June 4 in a pasture at the UT
Agriculture Experiment Station.

UT veterinary pathologist Dr. Malcolm McCracken said the toxins produced
by the
bacteria could have killed Millie within hours of its population spiking. The
toxins produce toxic shock.

"The toxins are formed in the intestine, enter the circulation and spread
throughout the body. Damage was not only to the intestine, but also to the
brain and kidneys," McCracken said.

Extensive toxicology and organ tissue culture reports ordered after a
necropsy failed to find a cause of death came back negative for plant
toxins, drugs or other chemicals that could have killed the heifer,
McCracken said.

Why the vaccine failed to protect the heifer may remain a mystery. While the
bacteria is common, death from its toxins is not common among cattle.

"Death is very infrequent to rare in cattle," McCracken said. "It's more
common in sheep."

Among the possibilities is that Millie succumbed to a variant of the
clostridium perfringens bacteria not included in the vaccine. The vaccine
protects against two of the five types. McCracken pointed out that although
the
vaccine is highly effective, no vaccine is 100 percent effective.

Something triggered the rapid proliferation of the bacteria in her digestive
system. Cattle often carry the bacteria in their intestines and blood tests
would even reveal toxins from the bacteria, McCracken said, but the levels
rarely rise high enough to kill the animal.

McCracken said associations have been made between lambs overeating
heavily
concentrated food and toxic shock. Scientists have also linked grazing in
lush
pastures with causing the bacteria population to explode. But 17 other young
Holstein and Jersey cattle grazed in the same field with Millie.

Cultures of the bacteria have been sent to the Veterinary Diagnostic
Laboratory in Tucson to identify the specific type of Clostridium
perfringens that killed Millie.

"Looking back, there's nothing that they could have done differently,"
McCracken said. "In the future, there may or may not be anything that can be
done."

IDF Spokesperson: Summary of Today's Events in the Gaza Strip - Until
20:00 21 June 2001

In contrary to the intent of the Tenet Document and the cease-fire, an IDF
soldier was lightly injured this afternoon from shrapnel emanating from a
shooting at an IDF force along the Israeli - Egyptian border. The shooting
came from the direction of Rafah. The soldier received medical treatment on
the
spot and transferred to hospital for further treatment.

In the beginning of the afternoon Palestinians fired 15 anti-tank grenades, five
grenades and shot light arms at an IDF force on routine operations along the
Israeli-Egyptian border, in an area that is under complete Israeli authority.

IDF soldiers returned light fire towards the sources of the shootings after
proper identification, while operating with restraint and control.

In addition, there were shootings towards the IDF post in the vicinity of
Neve Dekalim. There were no casualties and IDF soldiers did not return fire.

of reference to Israel

The Israeli consumer has become accustomed in recent years to
multinational
price-tags on products. The sticker bears the emblems of various national
flags
and the price charged in a given country appears alongside the relevant flag.

In recent weeks, Israel's name has appeared last in line on the tags
attached to Pull & Bear clothes sold under the "Xdye" brand at Hamashbir
Lezarchan. Israel's flag, moreover, is separated from the others by a
special dotted line to make it easily detachable. The decision by Pull &
Bear to make Israel detachable was evidently made after the start of the
Al-Aqsa Intifada. Xdye clothes (which merit a special section all their own at
Hamashbir) are also sold in Kuwait, Lebanon and Saudia Arabia.

Apparently, the company prefers that its name not be associated with Israel
during an extended period of friction in the Middle East. On other Pull & Bear
price tags, Israel's name appears next to the flag of China, again easily
detachable. The company declined to respond to a query from Ha'aretz or to
explain why it decided to give Israel the isolation treatment on price-tags. The
query was referred to the local licensee, Hamashbir Lezarchan.

The behavior of Bull & Bear (a subsidiary of Zara, based in Spain) calls to
mind
that of international companies during the Arab boycott of Israel. Once upon a
time, the Israeli public presented a united front in boycotting the boycott
companies; these days, Hamashbir Lezarchan would appear to be walking to
the
beat of a different drum.

"I am not the one who decides what they write or how they put these tags
on," says Hamashbir CEO Yaakov Ginzburg.

"We get the goods from an international company, and I never even looked to
see
what tags are put on the clothes. I can't decide how they do it. If in Kuwait or
Bahrain the country doesn't want the Israeli flag displayed, I have no problem
with that. Why shouldn't I buy from that company? Boycott or no boycott of
Israel, it really doesn't interest me."

        NEW YORK- The Zionist Organization of America (ZOA) is urging Vice
President Dick Cheney to cancel his planned meeting with an extremist
anti-American, anti-Israel U.S. Muslim organization, the American Muslim
Council, which openly praises terrorist groups.

        Vice President Cheney is scheduled to meet with leaders of the
American Muslim Council at the White House on Friday, June 22, 2001.
This,
despite the fact that George W. Bush himself returned a $1,000 donation to
his
presidential campaign from the American Muslim Council because of the
Council's
extremist positions. (New York Post, Nov. 3, 2000) Hillary Clinton also
returned a $1,000 donation from the AMC to her campaign.

        The ZOA also notes that while the Bush-Cheney administration has
strongly denounced the Sudanese government's enslavement of black
Christians, the AMC issued a press release on June 1, 2001, headlined
"Slavery in Sudan is a Sham," in which it blasted "the current rash of
allegations and disinformation campaign against the Sudanese government."

        The AMC has publicly praised both Hezbollah and Hamas, which are
on the
official U.S. list of terrorist organizations. Hezbollah was responsible for
the 1983 attack in Lebanon that killed 270 U.S. Marines, and many other
attacks.
 Hamas has murdered over 300 Israelis since the signing of the 1993 Oslo
accords, as well as at least 10 of the 18 Americans who have been murdered
in
Israel since 1993.

        In a letter to Vice President Cheney, ZOA National President
Morton A. Klein wrote: "Inviting the AMC to the White House is no
different from inviting any other extremist supporters of terror, such as
the Ku Klux Klan, skinheads, or neo-Nazis. No public official should meet
with, and thereby grant legitimacy to, any organization that has expressed
sympathy for groups on the U.S. government's own list of terrorists, such
as Hezbollah and Hamas, which have murdered hundreds of Americans and
Israelis. Giving legitimacy to those who sympathize with terrorist groups
is not the way to fight terror. Those who praise terrorist groups should
be treated as pariahs and condemned."

The American Muslim Council (AMC), in its own words:

        * AJCongress Refuses to Cooperate with the AMC: The American
Jewish Congress has said (Forward, Dec. 26, 1997) it will
not cooperate with the AMC because the AMC has "characterized Hamas as
'a
freedom fighter organization," and AMC leaders have "participated in
Islamic conferences in which there have been repeated calls for the
destruction of Israel."

        * "Oh Allah, Destroy America": AMC leader Abdulrahman Alamoudi
declared at a pro-Hamas convention in Chicago in 1996: "If we are outside
this country, we can say, 'Oh, Allah, destroy America."" (New York Post,
Sept. 15, 1998)

        * "Destroy Israel ... Boycott America": AMC leader Abdulrahman
Alamoudi took part in a conference of terrorist groups in Beirut, Lebanon,
in January 2001. Leaders of Hamas, Hezbollah, Islamic Jihad, and Usama
Bin
Laden's terror group took part. The conference called for "Jihad in all
its forms and resistance" against Israel and urged a boycott of American
goods o the grounds that "American products are exactly like the Israeli

        * "We Support Hamas and Hezbollah": At a rally in Lafeyette Park
in Washington, D.C. on Oct. 28, 2000, AMC leader Abdulrahman Alamoudi
said:

For many Jews around the world, one of the most frustrating aspects of the
current violence in Israel is the seeming inability to do something about
the situation. Dazed by daily reports of terror, concerned Jews are largely at a
loss as to how they can help, even in some small way, during this difficult
period.

Such feelings are entirely understandable, for one often gets the sense that
no
matter what Israel seems to do, its predicament only grows worse. But such
thinking is neither productive nor beneficial, because the last thing the Jewish
people need right now is despair. Instead, we must all focus our energies on
doing what we can to lift Israel's spirits and help it contend with an
increasingly volatile and uncertain situation.

Though far from revolutionary, here are some simple and practical
suggestions as to what you can do to help. They are what I refer to as the
"Seven 'P's" of Jewish activism:

1) Point and Click - The first task is to better educate ourselves and our
communities about events in Israel. The Internet provides a range of useful
sources for getting a more accurate picture of what is really happening in the
Jewish state. A few useful sites are: the Jerusalem Post (www.jpost.com),
Arutz-7 (www.israelnationalnews.com) and IMRA (www.imra.org.il). Visit such
sites and recommend them to friends - you will be amazed at how people's
eyes
can be opened when they start to get the real picture about what is going on.

2) Publish Your Views - Once you have a better grasp of the facts, don't
hesitate to speak out. No Jewish organization or Israeli consulate can fight
the
propaganda war on every front, so don't assume that they will. Pick up your
pen,
or your keyboard, and start writing. Whether it is a letter to the editor of
your local newspaper, or an ongoing dialogue in a chat room, you never know
how
your contribution may affect someone else's views. Share your success
stories
with others, and turn yourself and your friends into roving ambassadors on
Israel's behalf.

3) Protest Media Bias - The mainstream media is replete with anti-Israel
bias and sloppy reporting. Don't let them get away with it. If you see
something that offends you, let the editor know, tersely and politely. For
resources and ideas on combating media bias, check out: Honest Reporting
(www.honestreporting.com), CAMERA (www.camera.org) and CNN-Watch
(www.cnnwatch.org).

4) Provide Assistance - If you able to provide financial support, there are
many
worthwhile organizations working to address the problems caused by the
intifada.
The Israel Crisis Management Center, based in Tel Aviv (phone: 03-544-5161),
assists new immigrants who have been victimized by terrorist attacks,
including
the families of those killed in the Tel Aviv disco bombing, with grants, loans
and volunteer counseling. A group called Helping Israel
(www.helpingisrael.com)
has an extensive list of medical and security supplies required by Jewish
communities that have borne the brunt of the Palestinian violence, such as
those
in Judea, Samaria and Gaza. Sending money, even in small sums, is a
tangible and
meaningful way of demonstrating your support.

5) Pressure Representatives - Wherever you live, your views as a citizen
need to be heard by your elected representatives. In many instances,
American congressional offices keep tabs on the quantity of mail they
receive on particular issues as a way of measuring their relative importance to
their constituency. Find out who your elected officials are and urge them to
publicly express their support for Israel during these difficult times.

6) Pay A Visit - The recent flap over the cancellation of Israel summer
programs had a sharply negative impact on relations between Israel and the
Diaspora. There is no better way to demonstrate your solidarity than by
boarding a plane and paying a visit to the Holy Land. Yasser Arafat needs to
know that he can not succeed in scaring Jews away, and your visit will help
to
send him that message.

7) Pray for Help - The Jewish people have always turned to their Father in
Heaven as a source of strength and support. No prayer goes to waste, and
regardless of your level of observance, consider adding a request for Israel to
your regular (or even irregular) prayer regimen. Whether in the privacy of your
home or on the pews of your local synagogue, make the crisis in Israel the
focus
of your thoughts.

While these suggestions may not offer a panacea to all of Israel's ills,
they do provide each of us with a practical means of fending off frustration and
doing something concrete to improve the situation. Even if our actions do not
appear to influence the overall outcome of events, by getting more involved on
behalf of the Jewish people we do succeed in changing ourselves. And that,
in
and of itself, is already an important victory.

Two soldiers dead one wounded - in Gaza Strip, violence in Hebron

Two IDF soldiers are dead and one wounded Friday afternoon by gunfire and a
roadside bomb planted in an jeep that the soldiers approached during the
course
of their patrol near the northern Gaza settlement of Dugit, the Kol Rina News
Agency reported.

Palestinian sources told ynet.co.il that the IDF beefed up its forces in the
territories and put up new roadblocks in response to the attack.

IDF troops responded with tank and heavy machinegun fire. Palestinian
sources told ynet.co.il that 5 Palestinians were wounded by fire in response
to
the attack.

Ynet.co.il also reports that earlier in the day Palestinians hurdled scores of
firebombs at IDF forces in Hebron after Friday services. The IDF forces
responded with teargas and rubber bullets.

Psychic Plotlines

The TV-syndication business is dying, but that's not such a bad thing.
Psychic medium John Edward, who relays messages for the dead on Sci Fi
Channel's white-hot series "Crossing Over," has struck a deal to air his show
in syndication this fall. He'll soon have lots of company: Producer Stuart
Krasnow ("Weakest Link") is readying a series starring Char, a psychic and
talk-show staple since the 70s who also chats with the dead, which NBC
plans to syndicate in 2002. Internet astrologer Ferdie Pacheco is developing
a show. Ditto for Miss Cleo, the wacky Jamaican fortune-teller whose
infomercials are everywhere these days. Ted Danson will star in the CBS
miniseries "Talking to Heaven," based on the life of clairvoyant James Van
Praagh, who - you guessed it - also has a series in the works.

"All the TV syndicators have come to me and made offers," says Van
Praagh, who has been in the afterlife-communication business 20 years and
credits the current explosion of interest to "the changing consciousness of
the planet." Or are syndicators just seeing green? "I can't count the calls I
get from people saying, 'Would you like another show like John Edwards?''"
says Sci Fi Channel president Bonnie Hammer. "But I don't think there's
another John Edward out there."

Hammer admits she had ads for Miss Cleo's tarot-card hot line bounced from
"Crossing Over." "John is pure, he is not a quack," Hammer says. "We are
so far from the 1-800-Psychic, we just didn't want to go anywhere near
there." And what does Edward think of all this? "My hope is that whatever
shows follow on the subject matter treat it with integrity and compassion," he
says. "Anyone who doesn't come from that place won't succeed, but they

Possible Terrorist Threat Detected, Ships Leave Ports!
Administration officials say they are aware of an imminent, but unspecific
terrorist threat. The State Department is expected to update its worldwide
caution regarding possible terror threats to Americans in the coming hours.

Military sources say the threat is "credible, and actionable," meaning it is
serious enough for the military to pull ships out of port, standard procedure
after the Navy ship USS Cole was hit by a terrorist attack while refueling in
the Yemen port of Aden nine months ago. Seventeen sailors were killed.

U.S. military installations in the region that were not at the highest state of
alert, "Threatcon Delta," have been raised to that status, warranting a series
of protective actions military commanders take to protect forces. ABC News

Body Bags Stockpiled For Genoa Summit
Italian authorities have ordered 200 body bags as they step up preparations
for a violent confrontation at next month's G8 summit in Genoa, say Italian
media reports. A room at the city's hospital will also be set aside as a
temporary mortuary, said Italian news agency ANSA.

The reports come amid growing concern that the G8 summit will witness
even worse confrontation than last weekend's European meeting in
Gothenburg. Tens of thousands of protesters - from anarchists to Basque
separatists - are expected to head for Genoa. As well as the threat of street
unrest, Italian authorities have been warned that attempts may be made on
the lives of some of the world leaders present.

One threat passed on to Italy by the German secret service is of an
assassination plan by Saudi dissident Osama bin Laden, aimed at US
President George W Bush. Militant supporters of Bin Laden are said to
planning a possible bomb attack.

Leaders from Italy, France, Canada, the UK, Japan and Germany will also be
at the two-day summit, which starts on 20 July.

Italian authorities are preparing a huge force of 20,000 police and soldiers,
backed by the threat of tear gas, water cannon and a formidable array of
military hardware.

A "ring of steel" will be imposed on the city. Railway stations and motorway
junctions will be closed, and flights into Genoa diverted.

Iraq Demands UN Monitoring of Israeli Nuclear Weapons Program
Iraq urged the United Nations on Thursday to implement its 1981 resolution
calling for international monitoring of Israel's nuclear weapons programs, the
official Iraqi News Agency reported.

Israel "still challenges the international community by not allowing it to
monitor its nuclear weapons," said Iraqi UN Ambassador Mohammed al-
Douri in a letter to Secretary-General Kofi Annan. UN resolution 487
condemned Israel's 1981 attack on the Iraqi Osirak nuclear reactor that was
under construction at the time.

Within the resolution, the UN Security Council called on "Israel to urgently
place its nuclear facilities" under International Atomic Energy Agency
safeguards. The council did not call for inspections.

The Iraqi letter Thursday accused the United States of helping Israel develop
its nuclear industry. Israel has never admitted to having nuclear weapons.

US, EU Look To Salvage Cease-Fire
Facing mounting criticism over the porous cease-fire, Prime Minister Ariel
Sharon told a Likud gathering in Tel Aviv yesterday that the IDF has
"widespread freedom of action to protect the roads" and "for actions against
those who work against our natural right of defense."

Sharon said that as prime minister he has to look at a "broad picture," but
that "we will get a solution to ensure that traffic on the roads will be secure
and that anyone planning or trying to attack there will not be able to do so."
Sharon's words came on the eve of an international full-court diplomatic
press aimed at bringing about the implementation of the cease-fire.

Javier Solana, the senior EU foreign policy official, and Miguel Moratinos, the
EU's special Middle East envoy, are to meet with both sides today.

Sharon is to leave on Sunday for three days in the US - two days in New
York and a third day in Washington, where he is to meet with President
George W. Bush and Secretary of State Colin Powell. Powell is scheduled to
head for the region on Tuesday evening. Jerusalem Post

IDF Ready For Iraqi Involvement in North
The IDF Operations Directorate expects Iraq to get involved in any
deterioration on the northern border and has prepared plans to deal with
Saddam Hussein's forces, the IDF weekly Ba'machane reports.

According to tomorrow's issue, the IDF also does not believe that Hizbullah
would strike at Israeli civilian targets at this time.

The IDF is preparing for another outbreak of violence in Lebanon and has not
lost sight of the steps taken by Iraq during previous times of tensions. The
Iraqis had twice moved armored divisions toward their western border, ready
to back any confrontation with Israel. Jerusalem Post

Israel Shopping For New Warships
In a move expected to provoke similar actions from Egypt and Syria, Israel
may buy up to five new Sa'ar-5 corvettes, according to the Jerusalem Post.
The warships would help Israel secure coastal waters and potentially provide
a platform for nuclear weapons.

Neighboring rivals are already moving to increase their naval capabilities,
partly to counter Israel's new bid for sea power. Shifting the focus from land-
based to naval defense systems will challenge the dominant role of national
armies in the Middle East and North Africa and foster inter-service rivalries
that could impair each country's military readiness.

Israel already has three Sa'ar-5s in service, and the new models - costing
more than $200 million each - would substantially improve Israel's naval
strength. Ton-for-ton, the Sa'ar-5 is considered the most heavily armed ship
in the world. Each is stocked with Harpoon and Gabriel II surface-to-surface
missiles, torpedoes, a 76 mm gun and Barak surface-to-air missiles,
according to the International Institute for Strategic Studies.

The warships would serve a dual purpose: They could increase Israel's ability
to launch nuclear strikes from the sea - a capability that now depends
mostly on Dolphin-class submarines newly acquired from Germany - and
they would help secure Israel's coastal waters. In May, the Israeli navy
intercepted a Lebanese ship smuggling weapons into the Gaza Strip, but the
ship's captain said two similar cargos had made it through. World Net Daily

Sharon 'On Trial' in Egypt
Egyptian lawyers named Prime Minister Ariel Sharon the main defendant in a
mock trial they staged Thursday, to highlight what organizers said were
crimes he committed against Arabs. The trial, the first of its kind in the
country and organized by Islamist lawyers, was held at the main office of the
lawyers' syndicate in Cairo.

Four judges presided over the case, while a jury that included representatives
from Saudi Arabia and the United Arab Emirates listened attentively to the
proceedings. The defendant, Sharon, was not present, but a model dressed
up in a dark suit was placed in the defendant's stand to represent him. The
charge sheet, containing a bewildering array of accusations against the
defendant, was read out shortly after the trial opened.

It included what defense lawyers described as crimes against humanity,
genocide and atrocities allegedly committed by Sharon against the
Palestinian people between 1944 and 2001.

Throughout the trial, protesters chanted anti-Israeli and anti-Zionist slogans
demanding the Egypt expel the Israeli ambassador in Cairo and close the
embassy down.

More anti-Israeli posters were pasted on the surrounding walls. "O ye Jews.
Mohammed's army will return," read one. Another announced that the Arabs
were prepared to "[sacrifice] martyrs one generation after another." Ha'aretz

Khobar Towers Indictments Returned
Thirteen Saudis and a Lebanese were indicted today on charges of murder
and conspiracy for the 1996 bombing that killed 19 American servicemen in
Saudi Arabia. The indictment alleges that the suspects were directed by
Iranian government officials.

The 46-count indictment alleges that all 14 men were members of the Islamic
militant group Hezbollah, which federal officials said received support and
inspiration from individuals within the Iranian government. No Iranian officials
were named in the indictment. CNN

EU Elite 'Is Building A Superstate'
Ireland's Attorney General, Michael McDowell, has accused officials in
Brussels of arrogantly trying to force Europe's diverse nations into a
superstate no one wants.

Mr McDowell told the Institute of European Affairs in Dublin that Irish voters
rejected the European Union's Nice Treaty partly because of a "widespread
perception that developments in Europe were taking a turn, or moving in a
direction, that caused deep unease".

He said "a narrow class of activist office-holders, elected and unelected",
were charging ahead of public opinion with proposals for a European
constitution, a justiciable Bill of Rights, EU direct taxation, a defence arm, a
judicial machinery to prosecute and punish citizens, an elected EU

Report Predicts Massive Resistance to Mandatory AIDS Vaccine
A new report predicts massive resistance to a mandatory AIDS vaccine is
coming in the U.S. in the next few years. Millions of parents would refuse to
have their children vaccinated by any variation of an HIV/AIDS shot, the
Committee to Protect Medical Freedom said at a news conference
Wednesday. The paper, titled "If AIDS doesn´t kill you, the AIDS vaccine
will,” declared an AIDS vaccine would have HIV in it.

Among those supporting the findings of the study was Dr. Howard Umovitz, a
prominent member of a group of scientists calling for an HIV/AIDS vaccine
moratorium. Jim Turner, a Washington attorney and expert on the swine flu
vaccine scandal of the 1970s, lent his support, as did Barbara Lee Fisher, co-
founder and president of the National Vaccine Information Center. Redmond
Handy, an opponent of the military´s mandatory anthrax vaccination program,
also warned of what he sees as the dangers of rushing into a mandatory
AIDS vaccine program.

The thrust of the report, written by Clifford Kincaid, is that there´s big money
in rushing the an AIDS vaccine to market, some of it tied up in conflict-of-
interest questions involving the promoters and their connections with
companies that stand to benefit. More to the point, he says, there are
indications that the vaccine, possibly to be administered to 11- to 12-year-old
children, or perhaps earlier, contains a risk of inflicting the very disease it is
intended to prevent.

Promoting the idea of a mandatory AIDS vaccine is United Nations Secretary-
General Kofi Anan, along with high-tech magnate Bill Gates. Kincaid
challenges them to take the vaccine themselves if they are so certain it is

E. Coli Children in Hospital
Four children are receiving hospital treatment after two separate outbreaks of
the potentially deadly E. coli 0157 bug. Two of the children have suffered
complications and been transferred to specialist units in London. One
outbreak centres on a nursery at West Suffolk College, Bury St Edmunds.

The disease was first spotted over the weekend, when two three-year-old
children who attended the nursery were taken to hospital suffering from
symptoms which include cramps, fever, nausea and bloody diarrhoea. In
total seven children and one adult connected to the nursery have been given
hospital treatment. Two children are still in a local hospital, and a third has
been transferred to London for specialist treatment.

In a separate outbreak, two children were admitted to hospital on June 12
after picking up the bug while on holiday in Tunisia. One of them has been
transferred to a London hospital for specialist treatment. The other child was
released from West Suffolk Hospital in Bury St Edmunds following treatment.

               Colorado," said a spokeswoman at the vice president's
               office, Juliana Glover.

               The meeting itself went ahead as scheduled, said a White
               House spokeswoman.

Rental driver finds Big Brother over shoulder

(CNN) -- An ordinary trip turned into an Orwellian ordeal for one Connecticut
driver, forced to pay multiple fines after a car rental company tracked his
every move via satellite.

James Turner of New Haven took Acme car rental company to court, calling
the technology too intrusive. Acme countered that Turner knew the risks.
Regardless, the litigation has such an unexpected high-tech spin that the
state attorney general joined the legal fray.

When Turner needed a van to drive from New Haven to Virginia some months
ago for business, he turned to a merchant near his home that he had relied
on many times in the past.

But the theater box office manager overlooked a clause in the contract
stating that its vehicles were equipped with a Global Positioning Satellite
(GPS) system and that going over the speed limit would cost $150 per
infraction.

When he returned home and tried to use his ATM card, he discovered that
the rental company had taken out $450 from his account. Acme Rent-A-Car
had determined that he had gone over the speed limit three times and dipped
into his account for each one.

"They took the money out before I returned the car," Turner told CNN this
week. "I was very, very surprised. I was not aware of what GPS could do. I
thought it was an onboard navigation system, to use when you get lost."

High-tech tracking

The van was outfitted with more than standard GPS technology. It had a
much more sophisticated monitoring system, AirIQ, which allowed Acme to
check Turner's speed and location.

Turner hired a lawyer and went to small claims court, but Acme said Turner
was well aware of the contract provisions.

"I don't think it was too intrusive. The warning is printed in big bold letters on
top of the contract, saying any sustained speeds over 79 mph would be
subject to fines," said Max Brunswick.

"It's not something that's in the fine print. It's explained to the customer and
the customer has to initial it," he said.

Making money or tracking cars?

Turner protested that the company had no system of due process by which
he could challenge the charges. Brunswick said that for each infraction, the
satellite system notified Acme only after Turner had gone over 80 mph for at
least two minutes.

"The real purpose is not to make money from people speeding. The real
reason is to track cars," Brunswick said.

The monitoring system allows Acme to find cars that are not returned, a
persistent problem that can drive small car rental companies out of business,
he said.

Moreover, drivers knowing their speed is being checked tend to drive slower,
leading to less liability for the company and fewer accidents for the drivers,
according to Brunswick.

"It's safe to say this policy saves lives," he said.

The state has stepped in to help settle the legal morass, leaving the small
claims case in limbo.

"The court is waiting for the consumer protection board and attorney general
to make their ruling," which could come within weeks, Turner said.

                           The D.C. Commission on Human Rights Wednesday
                      ordered two homosexual troop leaders reinstated to the Boy
                      Scouts of America nearly one year after the U.S. Supreme
                      Court upheld the Scouts´ right to ban homosexuals.
                           A tribunal ruled the Boy Scouts
                      violated the District´s Human
                      Rights Act of 1977 by revoking
                      the memberships of Michael Geller
                      and Roland Pool "in a place of
                      public accommodation on the
                      basis of sexual orientation."
                           The ruling, which local officials
                      say carries the force of law in the
                      District, sets aside what the U.S.
                      Supreme Court termed the
                      Scouts´ First Amendment rights to
                      "expressive association."
                           "We´re disappointed by the
                      ruling. We feel very strongly that the Supreme Court decision
                      of a year ago entitles us to make these decisions," said
                      spokesman Gregg Shields of the Dallas-based Boy Scouts of
                      America.
                           The commission, which comprises 15 city residents
                      appointed by the mayor, ordered the Boy Scouts to "cease
                      and desist from revoking memberships of individuals solely
                      because of their status as homosexuals."
                           The only requirement for sitting on the commission,
                      according to city code, is a "demonstrated background or
                      interest in human rights."
                           The ruling calls for the reinstatement of Mr. Pool and Mr.
                      Geller, and orders $50,000 in compensatory damages to be
                      paid by the Scouts to each complainant. The organization is
                      also ordered to pay attorneys´ fees and the cost of
                      adjudication.
                           "I´m certainly overjoyed and thrilled at the commission´s
                      decision," Mr. Geller said yesterday.
                           Mr. Geller, 38, works at the World Bank. He joined the
                      Cub Scouts on his 11th birthday, the first day he was eligible,
                      and became an Eagle Scout six years later in 1979. From
                      1980 through 1992, Mr. Geller was registered as an adult
                      leader.
                           He became aware he was a homosexual in 1983, but
                      didn´t become aware of the Scouts´ policy banning
                      homosexuals until February 1992, when he read a newspaper
                      article containing a statement from a Scout official saying the
                      exclusion was a nationwide policy. When Mr. Geller wrote a
                      letter protesting the policy, he was ordered to sever all
                      relations with the Scouts.
                           Mr. Pool said he became aware he was homosexual at
                      the age of 13 but did not discuss his sexuality with fellow
                      Scouts. A D.C. resident since 1987, Mr. Pool worked as a
                      geologist at the Smithsonian´s Museum of Natural History
                      and entered Wesley Theological Seminary in 1997. He was
                      an Eagle Scout and was an active adult Scout leader until
                      1985. Mr. Pool also discovered the Scouts´ ban on
                      homosexuals through a newspaper article and was directed
                      by the American Civil Liberties Union to join the lawsuit.
                           The ruling, which comes after nine years of litigation, cites
                      guidelines established by the U.S. Supreme Court last year
                      when it overturned the decision of the New Jersey state
                      Supreme Court and found that the Scouts can exclude
                      homosexuals. On a 5-4 decision, the high court said the
                      Scouts were justified in ejecting assistant scoutmaster James
                      Dale, now 30, whose photograph in the Newark Star-Ledger
                      in 1990 identified him as co-president of the Rutgers
                      University Lesbian/Gay Alliance.
                           Wednesday´s ruling seized on Mr. Dale´s role as an
                      activist and said that since Mr. Pool and Mr. Geller "are not
                      advocating any particular message, their inclusion into an
                      adult leader position would not infringe on BSA´s core
                      message."
                           The commission revisited the high court´s four-step
                      criteria to determine whether a group is protected by
                      "expressive association" rights under the First Amendment,
                      questioning whether the group "engages in 'expressive
                      association´; whether the forced inclusion of an individual
                      would significantly affect the group´s ability to advocate
                      public and private viewpoints; whether the presence of an
                      individual would significantly burden the group´s desire not to
                      promote a particular viewpoint; and whether the group´s First
                      Amendment right to expressive association is outweighed by
                      the state´s interest in eliminating discrimination within public
                      accommodations."
                           The commission said the Scouts´ policies toward
                      homosexuals are vague at best and that mention of a written
                      policy excluding them only dates back to 1978. Further, it
                      cited the District´s "compelling interest, over First
                      Amendment rights, in eliminating discrimination in public
                      accommodations."
                           The 15 commissioners are unpaid, and serve overlapping
                      three-year terms. Members are appointed by the mayor and
                      confirmed by the D.C. Council. Charged with investigating
                      violations of the act, it handed down a similar ruling in 1989
                      when a homosexual man was rejected as a volunteer for Big
                      Brothers of the National Capital Area.
                           Last month, an Illinois appellate court found in favor of a
                      homosexual man who claimed he was discriminated against
                      by the Scouts after seeking a "non-message position" within
                      the organization. But most resistance to the Dale ruling has
                      come from local governments, like Montgomery County,
                      which have withdrawn the Scouts´ free meeting space.
                           While Mr. Geller said he sees himself "being accepted
                      back in the fold," he is also preparing for an appeal. The
                      decision allows the Scouts to file an appeal in D.C. court
                      within 30 days.
                           "We´re reviewing the conclusion of the commission, and
                      once we have reviewed it we will make some further
                      decisions how to proceed," he said.

Air Force Ready To Defend Against Attacks In Space

On Wednesday, a top military officer told Congress that the U.S. has set up two Air Force squadrons who are now awaiting possible orders to defend against attacks on commercial satellites and other spacecraft.

"To ensure our forces are fully prepared to defend against attacks on our space-based infrastructure, we have recently activated two new squadrons," said Army Lt. Gen. Edward Anderson, deputy commander of the U.S. Space Command. The mission of the Air Force Space Command's new 527th Space Aggressor Squadron is to "replicate the known capabilities of potential adversaries."

According to a report by Reuters, the unit, which is out of Shriever Air Force Base in Colorado, would act as the enemy just as they did in war games held last January, at Shriever. January's games were the first of a series of Air Force exercises based on conflict in space, Anderson said.

The other start-up, the Peterson Air Force, Colorado-based 76th Space Control Squadron of the Air Force Space Command, will "explore future space control technologies by testing models and prototypes of counterspace systems with the goal of rapidly achieving space superiority," he said. According to an Air Force fact sheet, it was activated on January 22, 2001.

In his speech prepared for two panels of the House Armed Services Committee, Anderson's statements reflected that space being used to strengthen national security is of great importance to President Bush's administration.

On May 8, Defense Secretary Donald Rumsfeld announced that he had tightened reporting lines for military space policy issues. He stressed the growing reliance that the U.S. has on satellites for everything from highway traffic management to supporting military operations and monitoring treaties. He also denied implications that the changes, which put the Air Force in charge of military space programs and created a space policy coordinating panel on the White House National Security Council, were designed for the eventual orbiting of weapons such as lasers and missile interceptors.

This current reshuffle stemmed from a call made by a congressionally mandated commission to elevate space on the U.S. national security agenda. Rumsfeld was among those heading toward the panel before he was chosen to become Bush's defense secretary.

That Commission to Assess U.S. National Security Space Management and Organization said there was no way to avoid conflict in space. The president should retain "the option to deploy weapons in space to deter threats to and, if necessary, defend against attacks on U.S. interests," it concluded.

TRW Inc., Lockheed Martin Inc. and Boeing Co. are currently working together under an Air Force contract to build an experimental space- based laser that may act in future layered ballistic missile defense.

"The mere fact that the United States is developing means to employ force in space may serve as a significant deterrent," Anderson told the panels on military procurement and military research and development.

The deputy commander of the Peterson Air Force, Colorado-based U.S. Space Command said that the U.S. was overdue to tighten "the space superiority throttle" to protect what he estimated were the $60 billion worth of U.S. commercial satellites in orbit. "We have left this throttle at idle for too long," Anderson said. "Space is important enough to warrant a significant investment -- it is not just a higher hill."

"This is the medium crucial to our American military operations and one we'll have to fight for in the future," he added.
