TIED UP IN KNOTS
Discussions under way among representatives from 50 countries
involve formal negotiations for the Hague Convention on
Jurisdiction and Foreign Judgments. The treaty would legitimize
rulings in cross-border disputes over patents, intellectual
property, libel, and defamation. Delegates will determine whose
laws apply when transactions take place over the Internet, as
they seek to establish a system for enforcing a country's legal
judgments against private parties in other nations. If these
negotiations are approved, it could mean that a U.S. citizen who
posts something on the Internet could be sued in a country where
free speech is not protected. The delegates could run into some
difficulty, considering the wide range of views among countries
and among interest groups within each country. The parties hope
to hammer out their differences so that the treaty will be ready
when they meet again in early 2002.

Celebrates Corpus Christi with Procession in Rome
ROME, JUNE 15, 2001 (Zenit.org).- People need the Eucharist, source of
strength for evangelization, in order to change the world and help the
neediest, John Paul II said Thursday on the feast of Corpus Christi.
The Holy Father said that, more than ever before, Christians need the
Eucharist to promote the "missionary renewal" they have undertaken at the
beginning of the millennium.
As he has done throughout his pontificate, John Paul II celebrated Mass on
Corpus Christi in the open air, at the St. John Lateran Basilica, the Bishop of
Rome´s cathedral.
After the Mass, he presided over the procession along the Via Merulana to
the Basilica of St. Mary Major, accompanying the Blessed Sacrament.
Some 20,000 people participated.
"In order to continue, it is necessary to return to Christ, that is, the
Eucharist," the Pope explained during the homily. "We walk with generosity
and courage, seeking communion within our ecclesial community, dedicated
with love to the humble and selfless service of all, especially the neediest."
The Holy Father concelebrated Mass with Cardinal Camillo Ruini, his vicar for
Rome, as well as auxiliary bishops and recently ordained priests of the
diocese.
John Paul II reintroduced the Corpus Christi procession in Rome in the first
year of his pontificate. The procession had not taken place since the
annexation of the Papal States, which for years kept popes behind the
Vatican walls.
In 1979 city officials tried to oppose the initiative. John Paul II answered that
if he was able to hold this procession in Krakow at the height of the
Communist period, he would not abandon the custom in Rome.
The Pope accompanied the Blessed Sacrament in a car. He has not walked
in the procession since 1994 because of a right-leg fracture.

DUTCH DENY LICENSE FOR ABORTIONS ON SHIP
Irish Official Calls Project a Publicity Stunt
DUBLIN, Ireland, JUNE 15, 2001 (Zenit.org).- The pro-abortion Women on
Waves Foundation has put off its plan to offer surgical abortions in
international waters off Ireland, after the Dutch government denied it a health
license for such practice.
The news arrived shortly after the Sea of Changes ship docked in Dublin´s
port Thursday. The ship´s spokesman, Joke Van Krampen, said the Women
on Waves Foundation hopes to get the permission soon, after a thorough
health inspection. CNN reported that some organizers, in the meantime, said
they would use the RU-486 pill to perform any abortions.
The Sea of Changes, a Dutch fishing trawler formerly named Aurora, was
equipped by the foundation to carry out abortions in international waters,
disregarding the legislation of countries like Ireland, which prohibit such a
practice.
The ship has two Dutch doctors, a nurse and seven crew members. It is
scheduled to be in Dublin for a week before going to Cork, in the south of
Ireland.
Irish Health Minister Michael Martin labeled the incident a "publicity stunt,"
and said the ship will have to comply with Irish laws while in Irish waters.

BARROOM BLITZ PUSHES "MORNING-AFTER PILL"
CHICAGO, JUNE 15, 2001 (Zenit.org).- Planned Parenthood/Chicago Area
has launched a marketing blitz involving the Internet to promote and dispense
the "morning-after pill" without a doctor visit, the Chicago Tribune reports.
The pill, which can cause early abortions by keeping an embryonic human
being from implanting in the womb, is being promoted by posters that were
hung in bathroom stalls in 100 area bars last week.
Accompanying brochures tell about a Web site where women can order the
pill without visiting a doctor.
The pills are widely touted as "emergency contraception," though in fact they
can act as abortifacients. Two Planned Parenthood affiliates in the United
States now offer the pills online, the Tribune said. Many provide them over
the phone.
While Planned Parenthood contends a doctor visit is an unnecessary delay,
some doctors consider an examination medically important. Others say
Planned Parenthood may be in muddy regulatory waters.
"Illinois requires there to be a physician-patient relationship prior to the
dispensing of any controlled substances or prescription drugs," Tony
Sanders, spokesman for the Illinois Department of Professional Regulation,
told the Tribune. "It´s certainly something we´ll have to look into."

Changing colors in mice
As published in Genes & Development, researchers from the University of
Virginia have developed a new and powerful transgenic mouse model
system. This system allows scientists to introduce a foreign gene into the
mouse and turn this gene on and off at will through a simple dietary change.
The paper details the careful genetic manipulation behind this work and the
eye-catching results - mice that change color when a special supplement is
added to their drinking water, and revert back to their original color once the
supplement is removed!
Dr. Scrable and colleagues genetically engineered the bacterial lac operon
for use as an inducible gene regulatory system in the mouse. The lac
regulatory system in the mouse provides tight, reversible control of specific
gene expression - a tool that will be of wide interest to those who model
human disease and development.
The lac operon in E. coli consists of a set of regulatory elements and
structural genes whose products enable the bacterial cell to metabolize
lactose. In the absence of lactose, lac structural genes are not transcribed
because the lac repressor protein is bound to the lac operator, thereby
preventing RNA polymerase from initiating transcription. When the lactose
analog IPTG is present, the lac repressor protein binds IPTG and undergoes
a conformational change that decreases its affinity for the lac operator and
allows for transcription to occur. Dr. Scrable and colleagues have spent the
past four years adapting this bacterial operon for use as a gene regulatory
system in the mouse.
Dr. Scrable and colleagues manipulated the DNA sequence and gene
structure of the lac repressor protein so that it is expressed ubiquitously in
the mouse. By strategically integrating lac operator sequences within the
promoter of a reporter gene, tyrosinase, Dr. Scrable and colleagues
generated a mouse strain that expresses tyrosinase only in the presence of
IPTG. As tyrosinase encodes an enzyme necessary for coat color, their
experiments had startling results.
Dr. Scrable and colleagues demonstrated that tyrosinase is repressed in the
absence of IPTG, causing mice to develop as purely white albinos. When
IPTG is added to the drinking water, tyrosinase is activated and the coat
color changes to brown. However, once IPTG is depleted, tyrosinase is again
turned off and the albino phenotype returns. Interestingly, these effects occur
in both adult mice and in embryos that are exposed to IPTG via the mother's
drinking water.
The IPTG inducible system developed by Dr. Scrable and colleagues
represents a marked advance in mammalian model systems. Although
further analysis is needed before all features of the system are fully realized,
Dr. Alea Mills, an expert in this field, remarked that this system "appears to
fulfill the criteria for an optimal inducible system." As the mouse is the most
widely used experimental system to model human disease and development,
this revolutionary new system will greatly broaden the range of biological
questions that scientists can address experimentally.

Supermarkets Tell Shoppers 'Do It Yourself'

NEW YORK (Reuters) - Countless shoppers have silently sworn, while
standing in line at the supermarket, that they could work faster than the
cashier, and a growing group of U.S. retailers is offering them the chance.
Since the mid-1990s, retailers have been installing do-it-yourself scanners to
entice shoppers with speedier checkout lines.
``One of the biggest complaints supermarkets face from customers is that it
takes too long to check out. This moves them through the line faster,'' said
Gary Rhodes, spokesman for Kroger Co. (NYSE:KR - news), the No. 1 U.S.
supermarket operator. Kroger has what it calls U-Scan stations in over a
quarter of its 2,354 stores, and intends to install hundreds more this year,
Rhodes said.
Self-checkout stations allow customers to scan items, process the payment
by cash, debit or credit, and bag the items, all at their own pace. A
salesperson is assigned to oversee the stations and assist with items that
require weighing, approve checks and identification cards, and deter
shoplifters.
As the key security feature, the stations have a weight database, so they
can sense if an item has been bagged without authorization.
Analysts say that keeping lines short is key to enhancing customer service,
a concept the retailers are focusing on to gain a competitive edge and
increase market share.
``This whole world is about convenience. Anything you can find that's going
to aid the consumer to get out of our stores, is going to be a big opportunity
for us,'' said Peter Lynch, president and chief operating officer of food and
drug retailer Albertson's Inc. (NYSE:ABS - news).
LIFE IN THE FAST LANE
For most customers, the new technology actually requires a little practice
before it actually speeds up the checkout process, some of the companies
said. During the learning curve, it can have the opposite effect of slowing
things down.
``Companies' own research says it isn't necessarily faster. But people
perceive that they have more control, so it feels faster, and perception is
everything,'' said industry analyst Meredith Adler of Lehman Brothers.
Late last month, discount retailer Kmart Corp. (NYSE:KM - news) said it was
rolling out self-service stations to about 600 stores, with 300 already in
place. At some Kmart stores, items processed through self-service are
already accounting for almost 40 percent of sales, the company said.
Other retailers including Wal-Mart Stores Inc. (NYSE:WMT - news), Safeway
Inc. (NYSE:SWY - news) and Albertson's are testing the systems in a
handful of stores, but holding off on aggressive roll-out plans.
Albertson's and Kroger say the systems tend to work best in large stores in
large markets, for customers with not-so-large orders. Kroger's U-Scans, for
example, do not accommodate more than three bags.
WEIGHING OPTIONS
Optimal Robotics Corp. (NasdaqNM:OPMR - news), the maker of U-Scan
stations, claims that stores recoup their initial investments in cost savings
within 9 to 18 months of installation. But some retailers are still debating
whether the cost of the new technology is justifiable.
NCR Corp. (NYSE:NCR - news), another maker of self-checkout stations,
said it charges between $20,000 and $30,000 per lane.
``It's becoming more acceptable in the retail environment but it's still very
expensive,'' Wal-Mart's Tom Coughlin, chief executive officer of the
company's Wal-Mart stores division, said at the company's annual meeting.
Wal-Mart is testing in about 30 stores.
But Kmart and Kroger are confident that once the system gets humming, it
will alleviate the need for checkout staff, and thus enable stores to deploy
sales help in other ways. This amounts to a labor-cost advantage, and takes
some pressure out of the entry-level labor crunch stores have faced for
several years.
``With self-checkout, since there is only one clerk that oversees four lanes,
we don't have to hire four cashiers. We can reassign that staff to other areas
of the stores,'' Kroger's Rhodes said.
In the United Kingdom, superstores commonly offer hand-held scanners that
enable customers to scan, bag, and charge orders as they take items from
the shelves, according to analyst Meredith Adler.
``I think that would be a logical extension of our service offering to the
consumers. Don't be surprised to see us and other competitors there
someday,'' said Albertson's Peter Lynch.
Whether American consumers would prefer more assistance in the front or
back of the store, more personal attention or more personal control, what
they have for now is more options.
``I think it all adds to the image of service and caring about customers,'' Adler
said. ``Long lines are bad. Whatever you can do to reduce that is good.''

Ramallah June 16th Wafa, The "Fateh" Central Committee held an urgent
meeting , last night , in Ramallah, headed by President Yasser Arafat.
They listened to a full report from the President concerning the latest
developments, international efforts and contacts made by the Palestinian
leadership, in order to stop the Israeli aggression against the Palestinian
people and forcing it to implement the international laws and UN resolutions
242-338-194 and the Mitchell report recommendations together with the
Egyptian-Jordanian Initiative.
They discussed the political situation from all aspects.
The convened emphasized that the solution will be achieved only by peaceful
negotiations, therefore they have declared a ceasefire to prepare the area for
a
new phase of peace talks, and expressed their wish that the Israeli side
would
adopt the same attitude and materialize the ceasefire not only by statements,
but by actual deeds by stopping the settlers and the military aggression, and
lifting the siege.
The Committee emphasized the Palestinian approval to the Mitchell report as
a
package deal, and considered the understandings achieved with Mr. Tenet
as an
important beginning to implement the Mitchell report recommendations, with
the
Egyptian-Jordanian Initiative.
They concluded the meeting as calling for the Israeli authorities to take
serious measures in implementing the declared ceasefire, they also
appealed to
all Palestinian active groups to help the PNA to establish a quiet ceasefire in
order to enable the political level to resume its duties.
Finally they thanked the American and the European efforts in promoting the
peace process.

Security forces have yet to detain terrorists that they have arrested a
Palestinian suspected of helping Israel.
Tahar Jabar was arrested by members of PA Preventive Security in Jenin on
suspicion that he helped Israel to carry out a helicopter attack that killed two
Palestinians who planned to fire mortars at the Jewish community of Kadim.

Jennings has recently come under attack for his 'anti-Israel' bias in his news
stories on the recent violence in the Middle East.
Critics accuse Jennings of excusing Palestinian violence by reporting on the
number of Israelis, as well as the number of Palestinians, killed. After the
death of two settler boys who were found in a cave in the West Bank,
Jennings
reported that 6 Israelis and 143 Palestinians under the age of 18 had been
killed since the violence began 8 months earlier. According to critics,
Jennings is justifying the Israeli deaths, and detracting from the tragedy of
the Israeli youth. In reality, Jennings was putting this event in the context
of the entire conflict.
Jennings' coverage of the death of a four-month old Palestinian girl in Gaza
during an Israeli shelling attack has been condemned in light of his supposed
lack of details about the death of an Israeli baby by Palestinians.
In addition, critics are outraged that Jennings covered the Netanya
bombing and the Israeli F-16 fighter attack with the "suggestion of the
precise moral equivalence between the actions." Fortunately, Jennings
reports on the suffering and loss of both sides, and refuses to give Israeli
lives more value than Palestinian lives, as the critics demand.
"Honest, even-handed coverage of the Palestinians is difficult to find in
American media," said American Muslims for Jerusalem executive director
Khalid Turaani, "And it is important to affirm unbiased journalism when we
see it."

Palestinian gunmen kill Palestinian boy as Palestinian civilians try to stop

Israel Radio reported this evening that a Palestinian Authority security
source advises that armed Palestinians shot dead a 12 year old Palestinian
boy in the Gaza Strip neighborhood of Tel Sultan, as local Palestinian
residents tried to stop them from shooting at an IDF position. The
Palestinian gunmen wounded another two Palestinian youth.
Israel Radio corespondent Avi Issacharov reports that the IDF say hundreds
of Palestinian youngsters threw rocks at IDF soldiers near Rafah-Yam. The
soldiers felt their lives were endangered and they shot at the legs of the
rioting mob. The Palestinians report six youths were lightly wounded.

Points in the West Bank and the Gaza Strip

Following the declaration on the implementation of the understandings agreed
upon in the Tennet Document, the Allenby and Rafah international crossing
points
have been opened for civilian and commercial traffic.
In addition, the Adam Bridge has been opened for the transportation of
goods.
The commercial traffic are functioning fully:
+ All goods, including building materials and agricultural products, are
imported and exported through the Karni crossing.
+ The importation of goods that are offloaded from Israeli vehicles to
Palestinian vehicles into the West Bank takes place in special crossing
points.
+ Goods are offloaded from Palestinian vehicles in the West Bank to Israeli
vehicles in accordance to the proper directives, and are allowed in specific
cases.
+ Gas and fuels are transported to the Palestinian Authority.
+ All goods from harbors are allowed into the Palestinian authority.
Regarding civilian traffic:
VIP movement to Israel and between the regions is permitted subject to
authorization.

IDF Spokesperson: Summary of the Events in the West Bank and the Gaza
Strip Since the Declaration on the Implementation of the Tennet
Understandings
15 June 2001
Many shooting incidents took place since yesterday afternoon, 13 June
2001, as
of 15:00 throughout the West Bank and the Gaza Strip. This is in violation of
the Tennet understandings.
The West Bank:
Shots were fired yesterday afternoon towards a Border Guard Police base
south of Tul Karem. IDF soldiers did not return fire. Shots were fired
towards an IDF force scanning the area near the village of Irtach, south of Tul
Karem. Following a shooting incident that took place earlier and lightly
wounded
an Israeli civilian, IDF soldiers returned fire towards the sources of the
shooting.
Palestinians opened fire towards an IDF force travelling east from Mevatrey
Etzion to the Tapuach junction last night.
Shots were fired towards IDF soldiers near the village of Ein Bidan last
night. IDF soldiers returned fire towards the sources of the shooting.
The Gaza Strip:
Two mortar bombs were fired towards an IDF base near the settlement of
Morag in
Gush Katif last night, and five more were fired today. Three mortar bombs
were
fired towards the settlement of Rafah Yam in the south of the Gaza Strip early
this morning.
Anti-tank grenades were fired towards the southern DCOs and IDF positions
near the settlements of Neveh Dekalim and Ganei Tal last night.
Shots were fired towards IDF positions near the settlements of Neveh
Dekalim and
Ganei Tal last night. Shots were also fired in the direction of the settlement
of Netzarim.
Shots were fired this afternoon towards the Industrial area in Neveh
Dekalim.
IDF soldiers did not return fire in all these incidents. There were no
casualties and no damage was caused.
The IDF is implementing the cease fire agreements meticulously, while
taking the
necessary steps to provide Israeli civilians and IDF soldiers with security.
