BEIJING (AP) - China plans to issue new high-tech identification
cards to its 1.26 billion people. The plastic cards embedded with a
microchip to store personal information will replace existing
plastic-coated paper ID cards that are relatively easy to
counterfeit, the official China Daily reported Tuesday. The cards
will likely be tested this year in a couple of cities and may be
issued first for college students next year so they can use them to
apply for bank loans, the newspaper said. China's Cabinet has
"basically approved" the new ID system, it reported. Issuing the new
cards to all 1.26 billion Chinese will take up to five years, it
said. Old ID cards will remain valid until the switch is complete,
it said. The current cards have an ID number, and the holder's
photograph, name, sex and birth date.

Late-night talks fail to yield truce
U.S. believes both sides are serious about cease-fire

The Palestinians seem to be serious about wanting to reach a cease-fire,
CIA chief George Tenet and U.S. special envoy to the Middle East William
Burns told Israeli officials yesterday.
As a result, Tenet decided to extend his visit to the region for a day, and
may consider staying longer even though yesterday's late-night Israeli-
Palestinian security coordination meeting in Jerusalem failed to bring the
sides any closer to a cease-fire agreement.
The American assessment, however, is at odds with Israel's assessment,
which is that the Palestinian Authority continues to see violence as a
strategic tool for achieving its goals, and therefore views any cease-fire as
strictly temporary.
In addition, Palestinian officials continued to express reservations yesterday
about Tenet's cease-fire plan. Two articles in the PA's official bulletin, Al-
Hayat al-Jadida, attacked the plan as being too pro-Israel. In one, the
director-general of the Palestinian Communications Ministry, Hassan al-
Kashef, wrote that the PA distrusts the American government's intentions,
and that the Tenet proposal is meant "to serve the interests of Israel, which
is working to force us to end the Intifada under the banner of a 'cease-fire,'
while ensuring the security of the settlements and the [military] forces that
are occupying our land."
And Jibril Rajoub, the head of the Palestinian Preventive Security Service in
the West Bank, warned yesterday that the success of the security
measures recommended by Tenet would depend on their integration with
diplomatic moves. Without a firm timetable for implementation of the
diplomatic measures included in the program - such as a freeze on
settlement construction and an Israeli pullback from part of the West Bank -
"not a single security measure will succeed on the ground," he said.
Tenet yesterday presented the two sides with a revised proposal that takes
some of their reservations into account. But American sources stressed
yesterday that the U.S. does not intend to impose its draft agreement on the
parties if they cannot agree on the terms of a cease-fire themselves.
Israel's main concern with the proposal is the lack of an effective supervisory
mechanism to ensure that the Palestinians fulfill their commitments under
the deal, which include the arrest of Hamas and Islamic Jihad terrorists and
the confiscation of illegal weapons. At the same time, security officials said
yesterday, Israel wants to ensure that any supervisory mechanism does not
become a means of introducing international observers into the territories
"through the back door."
PA Minister for International Cooperation Nabil Sha'ath, who was in
Luxembourg yesterday for a meeting of the EU Council of Foreign Ministers,
denied that there has been any security cooperation between the PA and
Israel since Yasser Arafat declared a cease-fire 10 days ago. Specifically, he
denied that the PA had given Israel information that enabled it to thwart two
potential suicide bombings - in direct contrast to what a senior IDF
intelligence officer told the Knesset Foreign Affairs and Defense Committee
yesterday.
Sha'ath also reiterated that the PA refuses to arrest terrorists.
Meanwhile, Israeli officials expressed reservations about United Nations
Secretary-General Kofi Annan's planned visit to the region next week. Israel
fears that Annan is trying to organize a reprise of last October's Sharm al-
Sheikh summit, which included representatives not only from Israel, the PA
and the U.S., but also from Egypt, Jordan, the European Union and the UN.
Prime Minister Ariel Sharon is strongly opposed to this idea, which he sees
as a Palestinian attempt to circumvent Israel's insistence that a cease-fire
must precede diplomatic negotiations.
Foreign Minister Shimon Peres, who met with Sha'ath in Luxembourg
yesterday, also stressed that a cease-fire must precede negotiations.
Sharon, Israel officials said yesterday, will meet with U.S. President George
Bush in Washington on June 26.
The American paper USA Today reported yesterday that when Sharon came
to Washington two months ago, he wanted to reverse the administration's
veto on selling the Phalcon spy plane to China. When he raised the issue
with National Security Adviser Condoleezza Rice, however, Rice announced
that she would walk out of the meeting if he did not drop the subject, the
paper said.

IDF Radio reported today that Swedish Prime Minister Goran Persson claims
that the European Union coordinated the placement of EU observers in the
territories in coordination with Foreign Minister Shimon Peres. Persson,
who stayed recently in Israel, expressed his anger over reports that the
Sharon Government is furious about the placement of EU observers without
coordinating it with Israel.
IDF Radio diplomatic correspondent Raviv Drucker, reports that Peres' office
responded that Peres does not agree with the way that the placement of the
observer force was implemented.

TENET'S LAST MEETING BREAKS DOWN
Last night's CIA brokered security meeting between Israel and the
Palestinian Authority broke down in a chorus of yelling, arguments
and unfulfilled expectations between the two sides, according to
media reports this morning. The meeting, chaired by US CIA head
George Tenet, failed to close the gap between mutual demands by
Israeli and Palestinian negotiators.
Israel demanded the PA enforce a total halt in violent attacks
against Israelis in any form, including stonethrowing, arrest Hamas,
Fatah and Islamic Jihad operatives, and end incitement against Israel
in PA media and schools.
The Palestinians, for their part, demanded Israel end the tight
closure on Palestinian cities and immediately end settlement
construction. Before the meeting ended in loud shouting between the
two representatives, the Palestinian representatives had returned the
US-prepared paper for a reduction in violence to American
representatives across the table. CIA Director George Tenet nearly
got up and left the meeting in frustration. Another meeting is
scheduled for this morning.
Meanwhile in Ramallah, Arafat is meeting with his security chiefs to
discuss the results of last night's meeting and the American proposal
again but there is not much hope that he will agree to put an end to
all violence. The Palestinian press reports this morning that they
are formulating their response to the requests made to them - a
response which will be unquestionably negative.
With more than 200 violations of his so-called cease-fire in the last
week, and NINE incididents overnight Monday of Palestinian attacks
against Israeli positions in the West Bank, the answers seem clear
enough, even before Arafat's representatives return to today's
meeting. Adding to this conviction is the publication today of a
survey taken at a Palestinian University in which it is revealed that
90 percent of Palestinian youth support suicide attacks and that
amongst Palestinians there has been a 50 percent increase in support
for suicide bombings. In the general population, support for suicide
attacks stands at some 75 percent, the radio reported today.
With three successive refusals to comply with the American sponsored
conditions for a unilateral cease-fire, it would appear that Israel's
Prime Minister has successfully cornered Arafat into showing his true
colors for all the world to see. While initially taking some heat
for accepting the Mitchell Report and receiving CIA Director to
Israel to broker these meetings, Sharon is now receiving increasing
support as his strategy is being revealed and many Israeli analysts
are reversing their initial criticism and tipping their hats, so to
speak, at the former General for having strategically manuevered
Arafat into a trap.
US EMBASSY MOVE TO JERUSALEM DELAYED
President Bush has delayed for six months the implementation of the
Jerusalem Act, passed by Congress in 1995 which mandatest he moving
of the US Embassy from Tel Aviv to Jerusalem. Citing the
difficulties and pressures of the present situation, the President
informed Secretary of State Powell yesterday that he would wait six
months and re-evaluate conditions at that time.
Continue to pray for godly wisdom for Prime Minister Sharon and his
cabinet, and for President Bush as well, not only regarding Israel
but also as he goes to the European summit this week.
JORDAN TIGHTENS SECURITY
Middle East news reported this morning that Israel's neighbor,
Jordan, is continuing to tighten security within and without.
Palestinians under the age of 50, even with Jordanian passports, are
not being allowed to enter the country. This action follows the steps
taken by King Abdullah and his advisors just days ago to crack down
on pro-Palestinian demonstrations within Jordan.
FALL-OUT OF THE TENET MISSION
While some in Israel are continuing to hold to the hope that Israel's
military superiority will deter the Arabs from all out war, political
and military anaylsts are not so sure. Extensive military exercises
were begun today on the Golan Heights, along the northern border of
Israel and at the Sde Dov Airfield, near Tel Aviv.
Disturbingly, Iraq and Syria recently entered into a secret military
alliance pledging cooperation with each other in a war against
Israel. The two countries agreed to mutual use of bases of operation
and have carried out strategic air force joint manuevers. Iraqi
intelligence officers are now posted for the first time at Syrian
army headquarters in Damascus. Six Iraqi armored divisions, two on
full combat readiness, remain near the Iraqi-Syrian-Jordanian border
junction since last September, when the Palestinians launched their
intifada and hold daily exercises to simulate a two-pronged push west
and south to the Israeli frontier through Syria and Jordan.
Just as importantly, Syria, to the dismay of the United States,
opened the door for Iraq to export oil to world markets through
Damascus. The income this avenue has provided has enabled Saddam
Hussein to overcome most of the strain that the UN wanted to impose
on Iraq with their economic and military sanctions after the 1991
Gulf War. One of the UN inspectors with whom I had opportunity to
speak just days ago told me personally that there is no doubt
whatsoever that Sadaam is engaged in full-scale production of
missiles and weapons of mass destruction, nuclear, biological and
chemical. The sanctions have failed.

It was reported late this afternoon that CIA director George Tenet had
announced the end of his mission to achieve a formal ceasefire, and that he
blamed the Palestinians for the failure. Other reports were that Tenet had not
yet given up his efforts, and that the PLO, while rejecting critical parts of
the proposals, would continue to discuss them tonight.
Israel agreed earlier this morning to accept Tenet's ceasefire proposals,
despite its reservations regarding some of the clauses. Tenet then spent
the afternoon with Palestinian officials, who said they could not accept
the demand to arrest the Hamas and Islamic Jihad terrorists specified by
Israel. Ma'ariv newspaper editorialized today that while some of the
Israeli and Palestinian objections to Tenet's initiative are arguable, "it is
impossible to argue with Ariel Sharon's ultimatum-demand regarding wanted
fugitives... Israel is demanding not only their arrest, but also
counter-terrorist actions initiated by the PA to foil attacks and apprehend
fugitives so that 20 young people will not be murdered as they go out to have
fun Friday night. For Israel, this is a matter of life and death."
The Israeli position is that any ceasefire must mean a total cessation of
violence, and that even rock-throwings will "zero out" the six-to-eight
week cooling off period and necessitate its re-start. Minister Tzachi
Hanegbi said today, however, that it is obvious that if some boy throws
rocks somewhere, this will not be counted as a violation of the ceasefire.
2. ARAB ATTACKS CONTINUE
Three mortar shells landed on the Gush Katif (Gaza) community of Morag
shortly before 1 PM. Residents were asked to enter "protected areas" and
prepare for additional hits. Earlier, fire was directed at nearby N'vei
Dekalim... An IDF patrol on the Trans-Judea highway was shot at this
afternoon, as was the Atarot Airport in northern Jerusalem. No one was
hurt... The nine Palestinian attacks against Jewish targets in Gaza last
night included the following: An anti-tank grenade was shot at an IDF
position next to the southern Gaza Strip community of N'vei Dekalim...
Soldiers patrolling the Karni/Netzarim road in northern Gaza were attacked by
Arab gunfire... Soldiers in the area of the Rafiach Crossing to Egypt were
attacked with four fragmentation grenades. In all the incidents, there were no
injuries, and the soldiers returned fire…
Following continued stone-throwing attacks against Israeli vehicles, Jewish
residents in Judea and Samaria stand accused by PA sources of having set
ablaze
two trucks and a car in an Arab gas station. The incident occurred in the
Arab
village of Hawara in the Shomron, between Tapuach and Shechem. The gas
station
owner filed a complaint with Shai District police.
3. PRIME MINISTER AT FUNERAL OF MURDERED BABY
Five-month-old Chaim Yehuda Shoham, killed by a Palestinian-hurled rock,
was buried in Shilo last night. One of the thousands who took part in the
four-hour funeral, which began outside the Prime Minister's office, was Sharon
himself, who said the following:
"Dear Bat-Sheva and Benny and families, friends who have come here from
all over the country. I am not here to make a speech. I have come to cry, to
cry with you together. Yesterday, I stood by the bed of Chaim Yehuda and
patted
his hand. It was difficult for me to leave him; he is exactly the same age as
my twin grandchildren. I saw you praying with devotion, and I also prayed in
my
heart together with you.
"How can they murder a baby? How can they do this? Only the wild and
unrestrained incitement of the Palestinian Authority, which stands behind
and activates this terrorism, leads to these horrific acts.
"The responsibility for the security of every child in Israel is upon my
shoulders, and I feel its weight. I feel its weight, yet my shoulders have not
become weak, because I know that we must not allow our spirit to fall. If we
ask every day, 'How much longer?', we will lose. But if we remain firm and
grit
our teeth, and continue even when the tears choke our throats, we will win.
And
we will win. We have stood up to difficult situations, and we have overcome
our
enemies, and we will do this again in the future.
"But my heart is pained at the fact that little Yehuda will not be with us when
we arrive, in Eretz Yisrael, at the 'menuchah v'hanachalah [the rest and the
inheritance].' And we will get there. May his memory be a blessing."
4. ZOA DEMANDS ACTION
The Zionist Organization of America continues its campaign to have the
State Department offer rewards for the capture of Palestinian terrorists - just
as it does for other terrorists around the world - and notes that Yehuda Chaim
Shoham was the 19th American citizen killed in Arab terrorist attacks since
the
signing of the Oslo agreements almost eight years ago. A ZOA statement
adds
that Palestinian Authority officials claim that rock-throwing is not violence,
the U.S. State Department has not taken a stand on the matter, and the
recently-released Mitchell Report refers to Palestinian Arab rock-throwers as
'unarmed demonstrators.' The baby who was buried last night sustained
massive
head injuries in a stone-throwing attack on June 5.
In Friday's sermon broadcast live on Palestinian Authority Television,
preacher Dr. Muhammad Ibrahim Maadi praised the suicide terrorist
slaughter in
Tel-Aviv and called for continued suicide attacks. Excerpts (supplied by

"Woe upon whomever will not raid, and not tell tales of raids. Woe upon
whomever does not give his children Jihad [Holy War] education... Blessed
is he
who fights Jihad in the name of Allah, blessed is he who goes on a raid in the
name of Allah, blessed is he who dons a vest of explosives on himself or on
his
children and goes in to the depth of the Jews in their sinful discotheque. I

At a memorial ceremony yesterday for victims of the Dolphinarium slaughter,
President Moshe Katzav said, "Not even one Moslem religious leader could
be
found to condemn the murder of children."
5. ACCIDENT/LIQUIDATION REPLAY
For the second time in a week, there are conflicting reports about an
explosion that critically injured an Arab terrorist. Last week it was
Fatah's Ashraf Elbardawil who died a few days after his car exploded on a
northern Shomron road. Israeli sources attributed the explosion to a "work
accident" caused when the bomb the victim was preparing exploded pre-
maturely,
while Palestinians said it was an Israeli liquidation attempt. The same thing
happened yesterday: Islamic Jihad terrorist Imad Abu Diab was described as
"brain dead" when his car exploded near Tul Karem. Abu Diab was a senior
member
of the military arm of the Jihad, who had been wanted for several years by
Israel for his involvement in terrorist attacks. He was imprisoned by the
Palestinian Authority for a period of time, but was later released and returned
to terrorist activity.
6. ISRAELI-ARAB MKs UNDER FIRE
Labor MK Yossi Katz, Chairman of the Knesset Interior Committee,
attempted again
today to include Arab MK Taleb A-Sana on the committee to prepare a new
bill
regulating General Security Service activities - but his efforts were crowned
with failure. A shouting match between Arab and other Knesset Members
abruptly
cut off the Committee session dealing with the issue. MK Benny Elon
submitted
an appeal of Katz's original decision, saying that A-Sana is not loyal to the
State and is therefore disqualified from dealing with a GSS bill. The Arab
MKs
said that this was racism, and MK Barakeh said, "Why don't you just pass a
law
that will remove us from the Knesset and get it over with?" MK Ze'ev Boim
said,
"Don't worry, we're doing that." In the end, A-Sana withdrew his own
candidacy.
The Interior and Ethics Committees dealt afterwards with a request to
remove the Parliamentary immunity of MK Azmi Bishara, following his
anti-Israel speech in Damascus two days ago. Bishara said he is not afraid
to
sit in jail. "They [the Israelis] forced us to take their citizenship, and now
they want to take it away from us," he said. Interior Minister Eli Yeshai has
asked approval from Attorney-General Elyakim Rubenstein to strip Bishara of
citizenship. Yeshai told Arutz-7 today that Rubenstein must make the final
decision because of Bishara's Parliamentary immunity.
7. P.A. OFFICIALS STEALING AMBULANCES
Officials in the PA Health Ministry are complaining that health equipment
donated to the Palestinians from around the world has been stolen. A
senior PA source told Itim News Agency that the problem recently reached a
climax when eight ambulances, donated from Egypt and Saudi Arabia,
suddenly
"disappeared;" they were later discovered in a Bir Naballah car lot, north of
Ramallah, where they were being offered for sale.
Other PA officials told Itim that many other medical items received by the
Health Ministry had disappeared and were similarly later discovered to have
been
sold, "apparently by senior Health officials who pocketed the money." The
sources said that an official complaint had been lodged with the PA, but
nothing
had yet been done.
8. MEDIA WERE WRONG: P.A. DID NOT STOP TERROR ATTACKS
"There is no documented evidence indicating that the PA has done anything
to stop terrorist attacks" in the last several days." So said Deputy
Defense Minister Dalia Rabin-Pelossof this morning, responding to
widespread Israeli media reports that Palestinian security forces had
prevented three major terrorist attacks in the past few days. Ha'aretz,
for instance, reported today, "A senior officer in military intelligence
told the Knesset Foreign Affairs and Defense committee yesterday that the
Palestinian Authority (PA) had prevented a number of serious terrorist
attacks against Israeli targets..." Rabin-Pelossof explained that there
had been "some confusion over the officer's testimony." She said that what
the
officer actually said was that the PA had detained some suspects in the
Dolphinarium bombing and that the PA has thwarted some terrorist attacks
in the
past.
Further corroboration of Rabin's statement was provided by PA senior Nabil
Sha'ath, who denied yesterday that the PA had given Israel information
enabling
it to thwart two potential suicide bombings. Sha'ath also reiterated that the
PA
refuses to arrest terrorists.
9. GUESS WHO ELSE IS COMING TO ISRAEL?
B'nai Brith Canada President Rochelle Wilner has announced that the group's
first national officers' meeting under her presidency will be held in Jerusalem
a few weeks from now. "Now more than ever it is important for Canadian
Jews to
express their solidarity [with Israel] in tangible ways," she said. "[We must
visit] Israel to show that we are one people and that we truly stand together
when under attack... [T]ogether we can demonstrate our unity and
commitment to
the People and to the Land of Israel."
Comments on the Reform Movement's decision to cancel its youth trip to
Israel this summer:

adopted a peace plan proposed by President Boris Trajkovski, which

implementation," Buckovski said. He said a civil committee of cabinet

Mars Set To Dazzle
On Tuesday, Mars is at its brightest. It is also nearly at its closest approach
to Earth. Technically, the Red Planet is in opposition. This means the Earth
lies directly between the Sun and Mars. You should find it due south at local
midnight and in the best observation position for many years - certainly since
1988.
Astronomers, professional and amateur, have turned their telescopes
towards the planet, hoping to capture some spectacular images.
Mars and the Earth are approaching each other. The pair are closest
together on 21 - 22 June when they will be 67 million kilometres apart (41

India, Russia Jointly Test Cruise Missile
A jointly developed Indo-Russian "supersonic cruise missile" was sucessfully
tested Tuesday from a test range in the eastern Indian state of Orissa, the
defence ministry said. "With a 280 kilometre range (174 miles) and
supersonic cruise capability, this missile is the first of its kind in the world,"
the ministry said in a statement. "It incorporates the most advanced
technologies and is intended to enhance the effectiveness of both the Indian
and Russian armed forces," the statement added. The missile can be
launched from a variety of platforms, including mobile launchers, ships,
submarines and aircraft. The missile uses propulsion technology from Russia

California: 2 More Hospitalized With Meningitis in Contra Costa County
Two more people have been hospitalized with meningitis in Contra Costa
County after receiving contaminated made-to-order cortisone shots. At least
one man has died and another 11 sickened after being infected with
meningitis from shots suspected of being contaminated at Doc's Pharmacy
& Home Health Center in Walnut Creek. The batch of shots was mixed May
17th and was injected into the spinal cords of 20 people late last month at
Sierra SurgiCenter in Walnut Creek. The latest two cases were admitted to
the hospital Monday. AP

Hamas Warns Palestinian Authority Not to Give In To US Pressure
Leaders of the Hamas Islamic militant organization in Gaza warned the
Palestinian Authority Monday not to give in to U.S. pressure to end the
Intifada (uprising) against Israel, and not to arrest its activists.
"The Palestinian authority must reject Israeli, American and even the
European pressure to stop the Palestinian Intifada," said Abdel Aziz
Ranteesi, Hamas spokesman in Gaza. Failing to do so "would bring the
Palestinian Authority into confrontation with the Palestinian people," he
added. Ranteesi described as "very dangerous" that the current diplomatic
situation between Israel and the Palestinians and the continuation of security
meetings between both sides attended by CIA director George Tenet. "The
people's mood is to reject the security cooperation," Ranteesi said. Ha'aretz
Israel's Mubarak Joke Is No Laughing Matter
Egypt complained to Israel on Monday about a television program that made
fun of Egyptian President Hosni Mubarak. Egypt's assistant foreign minister,
Mohamed al-Orabi, said he had passed a formal protest to Israel's
Ambassador to Egypt Zvi Mazel about the matter.
While neither Egyptian nor Israeli officials would say what the joke was,
Mubarak was the butt of jokes by Israeli comedian Eli Yatzpan on his show
on Israel's cable Channel Three, an Israeli embassy spokeswoman said.
"It does not reflect anything official. ... For us there are no limits to the
objects that you can laugh at," she said, adding it was not clear what
Yatzpan had said about Mubarak on the show.
She said the comic focus on Mubarak was the result of an "anti-Israel
attitude on the streets and in the press" in Egypt, especially after eight
months of the Intifada. "The program insulted Egypt," Orabi said. "(Egypt)
rejects such vituperations."
Yatzpan said in response that "there is a place for satire in a democratic
state and what I do is satire. Just as I satirize [Prime Minister Ariel] Sharon

Former 'Sunshine' Project Head Defends Use Of Dead Babies
The former head of a top-secret US project which used the corpses of babies
in Cold War nuclear experiments has defended his work as a benefit to
mankind, a news report said Sunday. In an interview with Hong Kong's
Sunday Morning Post, Lawrence Kulp, acknowledged Project Sunshine used
bone samples of cremated babies from around the world between 1955 and
1963 to test nuclear fall-out. "What's unethical about chemically analyzing
ash? There was a huge benefit for mankind," he was quoted as saying.
A furore erupted last week after Britain's The Observer newspaper cited
declassified US documents as showing around 6,000 babies from hospitals
in Hong Kong, Australia, Britain, Canada and South America were shipped to
the United States for the experiments. Officials have acknowledged that
relatives did not always give their permission for the dead babies to be used.

U.S. Bishops Aim to Curb Ignorance of Eucharist
When U.S. Catholic bishops meet here this week they hope to clear up
confusion on a basic Church teaching: the real presence of Christ in the
Eucharist.
Polls in recent years show that only 30% of Catholics believe they are really
receiving Christ´s body and blood in the Eucharist, and not symbolically, the
Miami Herald said in a report today.
To spread Church teaching on the Blessed Sacrament, the bishops will vote
on a statement called "The Real Presence of Jesus Christ in the Sacrament
of the Eucharist: Basic Questions and Answers.´´
The statement notes from the outset that the Eucharist "is an inexhaustible
mystery that the Church can never fully explain in words.´´
It says the language used to describe this mystery was developed by
medieval theologians, such as Thomas Aquinas. They taught that "the
substance of the bread and wine is changed by the power of the Holy Spirit
into the substance of the body and blood of Jesus Christ.´´
Its outer appearance remains as bread and wine, but, the bishops´ statement
says, it is "in fact now the body and blood of Christ (at the level of substance
or deepest reality).´´
The statement also discusses how Catholics should receive Communion,
saying "it is preferable to receive Christ in both forms,´´ body and blood,
under the species of bread and wine. Some parishes share only the
consecrated Host; Christ is fully present in that form. ewtn

China secretly shipping Cuba
arms

China is shipping arms and explosives to Cuba in a sign of
increased military cooperation between Beijing and Havana,
The Washington Times has learned.
At least three arms shipments
were traced from China to the
Cuban port of Mariel over the past
several months. All the arms were
aboard vessels belonging to the
state-owned China Ocean
Shipping Co. (Cosco), according
to U.S. intelligence officials.
Intelligence officials who spoke
on the condition of anonymity said
details of the arms shipments are
sketchy but all involved a "known
Chinese arms dealer" who
arranged the transfers.
One of the cargoes was described as dual-use explosives
and detonation cord. The explosives were said to be
"military-grade" material.
The latest shipment took place in December. That arms
delivery coincided with the visit to Cuba in late December by
China´s military chief of staff, Gen. Fu Quanyou. Gen. Fu
signed a military cooperation agreement with Havana aimed
at modernizing Cuba´s outdated Russian weapons.
The arms shipments to Cuba could lead to the imposition
of economic sanctions on China and Cosco, according to
U.S. officials.
A 1996 amendment to the 1962 Foreign Assistance Act
requires that economic sanctions be imposed on any nation or
company that provides lethal military assistance to a nation
designated as a state sponsor of terrorism. Cuba is on the
State Department´s list of nine nations designated as
supporters of global terrorism.
Sanctions would disrupt a major portion of the
U.S.-Chinese shipping market controlled by Cosco, whose
business lines include port terminals and warehousing,
insurance, real estate and hotel management.
Cuba has been increasing its ties to China in recent
months. In April, Chinese President Jiang Zemin traveled to
Havana and signed agreements worth about $400 million in
loans to Havana.
Other Chinese activities in Cuba include electronic
eavesdropping on the United States and Chinese government
radio broadcasting, according to U.S. officials familiar with
intelligence reports. China also recently agreed to modernize
Cuba´s telecommunications network.
A CIA spokesman declined to comment on the arms
shipments.
Spokesmen for Cosco could not be reached for
comment.
Wei Jiafu, Cosco group president and chief executive
officer, told reporters and editors of The Washington Times
on June 2 that the shipping line has no connection to the
Chinese military and is only interested in making money.
Mr. Wei insisted during the interview that the People´s
Liberation Army had no influence on the company´s
operations or global business strategy.
However, the shipper´s only shareholder is the Chinese
government.
Mr. Wei and other Cosco officials were in the United
States to meet port officials in Massachusetts, where they
had
reached an agreement with the Massachusetts Port Authority
to begin a weekly shipping service between Shanghai and
Boston beginning next year.
Cosco has been linked in the past by U.S. intelligence
agencies to illegal smuggling and international arms
trafficking.
James Mulvenon, a China analyst with the RAND Corp.,
said that the Chinese Communist Party´s military organ
approved establishment of Cosco as an arm of the Chinese
navy in 1985.
Mr. Mulvenon stated earlier this year, in his book
"Soldiers of Fortune," that Cosco´s establishment "legitimized
the use of navy ships for civilian shipping and thus provided a
legal cover for the navy´s smuggling."
The Chinese navy was linked in 1985 to illegal smuggling
in foreign cars, vans, TVs and VCRs out of Hainan island in
the South China Sea, he wrote.
In 1998, U.S. intelligence agencies tracked a Cosco
freighter from Shanghai to Karachi, Pakistan, with a load of
weapons-related goods, including specialty metals and
electronics used in the production of Chinese-designed
Baktar Shikha anti-tank missiles.
The shipment was carried aboard a vessel owned by the
company subsidiary Cosco Tianjin.
The arms transfers by Cosco ships contradict statements
to Congress made in 1997 by National Security Adviser
Samuel R. Berger, who told senators there was no credible
evidence linking Cosco to illegal activity, including arms
smuggling.
Edward Timperlake, a former House committee
investigator, said a Cosco executive was among a group of
Chinese officials who were granted access to the White
House and to Mr. Clinton´s weekly radio address in 1995 --
days after Democratic Party fund-raiser Johnny Chung made
a large payment to the White House for the president´s
re-election campaign.
The visit was checked by White House National Security
Council aide Robert Suettinger, who wrote in a memorandum
that giving White House photographs to the group of Chinese
officials and Chung, who in 1998 pleaded guilty to making
illegal campaign contributions, would not cause "any lasting
damage to U.S. foreign policy."
Mr. Suettinger, who described Chung as a "hustler," also
stated in a White House memo: "And to the degree it
motivates him to continue contributing to the [Democratic
National Committee], who am I to complain," Mr. Suettinger
said.
"Cosco is the merchant marine arm of the PLA Navy,"
Mr. Timperlake said. "If the Chinese military ever mobilized
troops for action against Taiwan, Cosco would be part of the
operation."
Cosco ships would provide arms and logistics support for
Chinese military operations, U.S. officials said.
Al Santoli, a national security aide to Rep. Dana
Rorhabacher, said Cosco is well-known for worldwide
support of Chinese weapons sales.

Jerusalem by another six months, Army Radio reported.

stealth bombers

America's multi-billion-dollar stealth bombers could
be rendered obsolete by a British invention that uses
existing mobile telephone masts to detect and track
aircraft previously invisible to radar.
US stealth fighters and bombers, such as the F117,
B1 and B2, played key roles in the Gulf and Balkans
Wars as they are almost impossible to detect using
conventional radar.
But the ease with which the mobile telephone mast
system developed at Roke Manor Research at
Romsey in Hampshire can be used to detect the
aircraft has greatly concerned the military.
Peter Lloyd, head of projects at the laboratory's
sensor department, said: "I cannot comment in detail
because it is a classified matter, but let's say the US
military is very interested."
Stealth aircraft, each of which costs at least $A4
billion, are shaped to confuse radar. A special paint
absorbs radio waves, reducing the radar signature to
the equivalent of a gull in flight.
The Roke Manor scientists discovered that
telephone calls sent between mobile phone masts
detected the precise position of stealth aircraft with
great ease.
"We use just the normal phone calls that are flying
about in the ether," Mr Lloyd said.
"The front of the stealth plane cannot be detected by
conventional radar, but its bottom surface reflects
very well."
Mobile telephone calls bouncing between base
stations produce a screen of radiation.
When the aircraft fly through this screen they disrupt
the phase pattern of the signals. The Roke Manor
system uses receivers, shaped like TV aerials, to
detect distortions in the signals. A network of aerials
large enough to cover a battlefield can be packed
into a Land-Rover.
Using a laptop computer connected to the receiver
network, soldiers on the ground can calculate the
position of stealth aircraft with an accuracy of 10
metres with the aid of the GPS satellite navigation
system.
"It's remarkable that a stealth system that cost 60
billion ($A160 billion) to develop is beaten by
100,000 mobile phone technology," Mr Lloyd said.
"It's almost impossible to disable a mobile phone
network without bombing an entire country, whereas
radar installations are often knocked out of action
with a single bomb or missile."
Mr Lloyd said the range of the mobile telephone
base station system is classified information, but it
would be at least the maximum distance a mobile
phone would work from a base station - about 24
kilometres.
According to military sources, a rough version of a
similar system might have been used in Serbia to
shoot down an American F117 stealth fighter near
Belgrade during the Kosovo campaign.
The Serbs fired missiles into an area where they
thought the stealth fighter was flying.
