PM Persson: ... There is a new situation of united world opinion
supporting the Mitchell Report, and also supporting the
ceasefire, expressing support for what Chairman Arafat has done
in announcing the ceasefire, and also expressing support for what
the Israeli government did, not retaliating for the horrible
terrorist attack a little bit more than a week ago - expressing
from both sides a willingness to go ahead and try to find a
possibility to come back to the process that can lead to peace
and reconciliation.
But for us, it's extremely clear: ceasefire, no violence, support
for the Mitchell Report, and then, of course, presence in the
region, having a political dialogue with all partners.
Q: (on the Tenet report)
FM Peres: I was asked about the Tenet report, and I answered that
this is the best bet for the two parties. The test will be in the
actions, not in the words. I think it is important for Arafat and
for us to really take care of the developments on the ground.
Tenet suggests a track, we - the Palestinians and ourselves -
have to suggest a record.
Q: (on the death of 3 Palestinian women in Gaza; international
observers)
FM Peres: I regret it very much. I think wars create many
mistakes, but the greatest mistake is war itself. In the middle
of tranquility, we would not face these terrible losses of life
which I regret very much.
I think the problem is not of observers, I think the problem is
of observing the agreed understandings, and I think the two
parties can contribute the most to achieving it.
Q: (on the Mitchell Report)
FM Peres: I told Prime Minister Persson that Israel accepted the
Mitchell Report fully. He didn't ask for any change in letter, in
spirit, and I think this is a good enough answer at this stage of
the negotiations.
I think that the fact that the Mitchell Report was a European-
American product, which created so much trust and so much hope,
and I think that an international position, where the European
Union and the United States of America would be the main players
is the best bet for the Middle East to come back to the area of
peace. I believe that whatever can be achieved politically and
internationally is preferable to whatever can be done militarily
and nationally.
Q: (on the role of the EU)
Solana: Let me try to clarify exactly what is going on. The
European Union is try to help the ceasefire - which is our
obligation. The European Union has accepted the Mitchell Report
in all its paragraphs, and I have written some of the paragraphs
of the Mitchell Report. So we are not trying to do something
which is not agreed by the parties. Therefore, what we are trying
to do is to help the ceasefire to be implemented, implemented
fully, and that is the only thing we are trying to do. Don't
think that we have deployed a battalion of people - there are
three or four people now on the ground. So please let's put
things in proportion, and in all the places where these people
have been present, I think the situation on the ground, as far as
the ceasefire is concerned, has been better.
PM Persson: I don't think we'll take the lead role. I think we,
together with others, the US, perhaps, also Russia, perhaps the
United Nations, will be firm supporters to the partners in the
region, firm supporters to those who want to go ahead
implementing the Mitchell Report. We don't need to compete with
the US. We don't want to replace the US. We want to stick
together with the US in supporting all constructive forces in
this region, and they are many, because they realize that there
is only one way back to peace and reconciliation, and that is to
stick to the Mitchell Report, and be extremely careful about the
ceasefire.
Q: Could you explain your perception of how the timetable should
work from now, and perhaps you would care to address the issue of
settlement building and how that fits into the Mitchell Committee
timetable. Israel is saying first there should be the ceasefire,
and then we come to the settlements, the Palestinians say: no, it
all must happen at the same time.
PM Persson: If I now publicly start a discussion about timetable,
I will immediately confuse the important focus on the ceasefire.
So let's stick now to the ceasefire, support those who are really
making it come true, and also see to it that the developments in
the region underpin the ceasefire. If that works, then we can
come back to discussions about the timetable. To start the
discussion about timetables publicly now would only, I think,
confuse the debate and create new problems.
Solana: As the Prime Minister has just said, the most important
thing is that we have a ceasefire that is doable, that is taken
seriously by both sides. Once that is achieved, we have the
possibility of going on with the next steps of the Report, with
the recommendations of the Report. These recommendations are
linked to confidence-building measures. We hope very much that we
can reach the stage of confidence-building measures as soon as
possible. That would mean that the ceasefire is completed, and
that the climate is suitable to have confidence-building
measures. And among the confidence-building measures there will
be, no doubt, the question of settlements.

Ha'aretz: The 'waiting periods' of 1967 and 2001

The Six-Day War of June 1967, whose 34th anniversary was marked last
week,
was preceded by a three-week waiting period that began when Egyptian
President Gamal Abdul Nasser closed the Straits of Tiran, concentrated
forces in the Sinai and urged other Arab states to concentrate troops on
their borders.Now as well, Israel is in a waiting period, as it waits to see
what will emerge from the promises of various Arab organizations to launch a
wave of terror and as it weighs the decision as to whether it should prevent
the
threatened attacks by launching an all-out offensive against the initiators of
terrorist operations against Israeli targets.
Then as now, some of Israel's so-called friends were indifferent to the
threats it was faced with. For example, even before one shot was fired in
the Six-Day War, French President Charles de Gaulle imposed an embargo
on
Israel.
The difference between the waiting period that preceded the Six-Day War
and the
present waiting period is that, in 1967, there was the feeling that Israel's
very survival was threatened - and, in fact, the Arabs declared that they
sought
Israel's destruction. At the time, the pretext for the Arab threat was not the
settlements; instead, Israel's existence per se, even within its pre-June 5
borders, was considered an act of occupation.
Furthermore, the threat was of a different nature altogether. Israel today
is much more powerful than it was in 1967, nor is there any threat to its
physical survival, although Palestinian Authority Chairman Yasser Arafat is
doing everything possible to turn back the clock and to bring both the
Palestinians and the Israelis to the initial stages of the 1948 War of
Independence.
Moreover, he is carrying out the sort of terrorist methods that no nation on
earth could possibly tolerate. Hamas and Fatah have recently threatened that
they will blow up apartment buildings in Israeli cities. This is precisely what
the Chechnyans did in Moscow and the Russian response was the
indiscriminate,
horrendous bombing of Grozny. Is that the kind of scenario these Palestinian
"freedom fighters" are interested in generating as they push the entire region
into a new tragedy?
As was the case on the eve of the Six-Day War, Arab leaders are issuing
threat after threat against Israel, stirring their own passions and those of
their audiences. Each new dawn seems to bring another threat. Hezbollah
General-Secretary Sheikh Hassan Nasrallah is threatening to abduct more
Israelis, while Lebanese President Emil Lahoud is threatening to strike at
Israel. Arab League Secretary-General and former Egyptian foreign minister
Amr
Moussa is continuing to issue threats couched in ostensibly diplomatic
language.
Egyptian newspaper columnists have declared their readiness to serve as
suicide-bombers and to explode themselves in the downtown districts of
Israeli
cities.
In this context, it should be noted that the Egyptian press carries so much
Nazi
phraseology that one would think that Third Reich propaganda minister
Joseph
Goebbels had arisen from the grave and was managing Egypt's propaganda
machine.
Iraqi ruler Saddam Hussein, with his boastful threats, feels perfectly home in
this atmosphere. Even Israeli Arab leaders are using the sort of threatening
tones that have never been issued by the heads of the country's Arab
community.
Israel requires immense restraint in the face of all these threats and it
would be wholly inadvisable for Israel to lower itself to this category of
gutter talk. Restraint broadcasts to the Arabs a message of national
self-confidence (even if the Arabs term Israel's stance an expression of
national hubris) - but that message is credible only if it is known that
Israel can respond with tough military action, if necessary.
Another element also strongly recalls the eve of the Six-Day War. In 1967,
all Israel Defense Forces personnel - whether serving in ground units, the
Israel Air Force or the Israel Navy - were confident that they would soundly
defeat the country's enemies. They knew that victory was theirs, although
they
had no idea what price it would exact.
In contrast, the mood of the general public was bleak: The average Israeli
citizen was not confident of an Israeli victory and was anticipating massive
casualties.
Today as well, there is a wide gap between the general feeling in the IDF
and the mood prevailing in broad segments of Israeli society. The IDF has
confidence in its ability to handle itself in any confrontation with the
Palestinians and even in the event that Israel is plunged into war on a
broader scale. The IDF's complaints focus on the vague diplomatic and
operational definitions that they are being given. The morale of the IDF's
inducted troops is high, while the percentage of those who have complied
with their call-up order for reserve duty and who have shown up at their
respective units - in both the first and second waves of call-ups - is
similarly high and is at a most satisfactory level.
The present pessimistic mood in this country is being generated by the
nation's leaders, frequently cabinet ministers, who are delivering messages of
panic, but who are not displaying even the slightest trace of a broad vision.
Joining them are most of the media, which are creating headlines that spread
anxiety, worry and defeatism. That phenomenon did not exist on the eve of
the
Six-Day War.

Ha'aretz: Emek Hefer builds own fence as buffer against nearby

Emek Hefer regional council is building a three kilometer long fence as a
buffer against nearby Palestinian-controlled territory. The electronic
fence, 2.5 meters high, is to be located near the Israeli community Bat
Hefer, and across from PA-run locales, including the city of Tul Karm.
Though the fence is a local initiative - promoted by the Emek Hefer council
and
symbolizing Israeli security apprehensions and a desire to separate - the
million shekel project is being funded partially by the Israel Defense Force
Home Front Command, and the Agriculture Ministry.
Emek Hefer council head Nahum Itzkovitz stresses the project is a
"agricultural-security fence only" and not an attempt to lead a political
separation policy - although he himself favors Israeli separation from the
Palestinians.

KLM yesterday joined the list of international airlines that have changed
their flight schedules due to the security situation in Israel.
The Dutch airline has moved all of its flights from Amsterdam to a slot
three hours later, in order to shorten the amount of time the planes spend
on the ground at Ben-Gurion Airport. The change also eliminates the need to
have
flight crews sleep overnight in Israel. Thus instead of leaving Amsterdam at
7:50 P.M. local time, the flights will now leave at 10:50 P.M.
The flights will take off from Israel shortly after arriving, at 5 A.M.
Israel time.
KLM operates eight flights a week on the Amsterdam-Tel Aviv route: one a
day
plus an extra one on Sundays.
In response, the company's spokesman in Israel said: "From the point of
view of
the traveling public and travel agents in Israel, the change in the flight
schedule has no impact. An airline has the right, subject to circumstances,
to
reorganize and fly according to its needs. At this stage, the new flight
schedule will be in effect until tomorrow."
Air France, Lufthansa and Swissair had previously changed their flight
schedules to Israel.

Israel accepts Tenet truce plan, but PA holds back

Israel yesterday welcomed CIA chief George Tenet's blueprint for a lasting
truce, but the Palestinians expressed reservations about the plan.
As a result of the Palestinian reservations, the Israeli-Palestinian meeting of
security chiefs due to be held under Tenet's auspices yesterday was
postponed to today, when the Palestinians are slated to submit their official
response.
The kitchen cabinet decided to accept the Tenet plan on one condition: that
the Palestinian Authority completely stop the violence - including stone-
throwing, which it has said in the past is not covered by the cease-fire - and
fully implement all other elements of the plan, including arresting wanted
terrorists, ending media incitement and collecting illegal weapons. Only once
this has occurred is Israel willing to fulfill its obligations under the plan, such
as ending the closure, withdrawing its forces to the positions they occupied
before the Intifada began and freezing settlement construction.
"Mr. Tenet suggested the best thing, if not the most perfect, to both sides in
order to enter into an actual cease-fire," Foreign Minister Shimon Peres told
reporters. But defense officials said they were worried about the lack of
effective supervisory mechanisms in Tenet's plan. Since PA Chairman
Yasser Arafat declared his cease-fire last week, there have been over 200
Palestinian attacks on Israelis, IDF Chief of Staff Shaul Mofaz said.
The Palestinians, for their part, are adamantly opposed to the demand that
they arrest Hamas and Islamic Jihad terrorists. They also want to shorten
the cooling-off period before diplomatic negotiations resume, and they want
definite dates for Israeli obligations under the plan.
Senior Palestinian negotiator Saeb Erekat insisted yesterday that the PA
remains committed to the Mitchell report, on which Tenet's plan is based.
Asked how this accords with the PA's objection to arresting terrorists - one
of the key elements of the report - he responded: "If you find the words
Hamas and Islamic Jihad in the Mitchell report, let me know."
The European Union, meanwhile, held top-level talks yesterday with Arafat
and Prime Minister Ariel Sharon.
Arafat told reporters after his talks with Swedish Prime Minister Goran
Persson and EU foreign policy chief Javier Solana that EUobservers were
helping to oversee the truce as part of an agreement the EU brokered with
Israel.
"Where the EU security teams are operating, things are on the right track,"
Arafat told reporters. Western diplomats said Israel had privately agreed to
the initiative, which involves four EU observers in the West Bank and Gaza.
But Sharon told Persson, whose country currently holds the EU presidency,
that the EU's unbalanced policy toward the current conflict makes it
impossible for Israel to grant Europe a greater role in resolving it.Persson
said after meeting Arafat in Ramallah that he hoped the IDF's accidental
killing of three Palestinian women in Gaza yesterday would not destroy the

U.S. Middle East envoy William Burns, who has been holding talks on a
timetable for implementing the Mitchell report, issued a statement yesterday
criticizing both Israel and the Palestinians over the women's deaths.
"We believe the IDF should ensure that the response to any gunfire
emanating from Palestinian populated areas minimizes the danger to the
lives and property of Palestinian civilians," the statement said. "At the same
time, the continued shooting attacks and other violence that have resulted in
several Israeli casualties over the past few days must stop.

Knesset to debate bill on Freedom of Religion

The Knesset Constitution, Law and Justice Committee is scheduled
tomorrow to tackle the thorny issue of relations between religion and state in
Israel as it considers a bill sponsored by MK Naomi Chazan (Meretz) for a
Basic Law on Freedom of Religion and Conscience.
The bill, which was approved in a preliminary reading in December, is fiercely
opposed by the religious factions in the Knesset. The bill guarantees
freedom of religious observance and prohibits discrimination on the basis of
religion convictions or lifestyles. It also stipulates that no person can be
forced to affiliate with a religion, religious community, or religious
denomination.
The bill would allow for marriages and funerals to be conducted without
requiring the involvement and authorization of religious authorities or
institutions. (Under current law, the state only recognizes marriages
conducted in Israel under religious auspices. This means that people of
different religions cannot be officially married in Israel and that secular
weddings must be held abroad in order to be recognized by the state as
legal.)
The legislative initiative does not propose eliminating state funding for
religious institutions or functions, but grants equal status to every religious
community and denomination.
The preamble to the bill states that it has two main goals: 1. separating
religion from the state in order to solidify Israel's basic values as a
democratic country; and 2. granting equal rights to the various streams of
Israeli Judaism in order to ensure the pluralistic Jewish character of the
state.

Sharon must do something and soon!
Like Hitler, Arafat has his own bunker; it´s in Ramallah under his
office. It was built ten years ago, but this past Friday after the
murder of 20 of our youth, was the first time he slept in it. Arafat
has two large elaborate bunkers, one in Gaza and the other in Ramallah,
they are said to resemble the accommodations of a 5 star hotel. They
were built to defend him against both ground and air attacks. Until
now Arafat said he was not afraid of the Israelis and would not enter
either of the bunkers. But that image has been destroyed forever.
In fact, Arafat is very frightened these days; he has been denied
permission to fly his helicopter back to Gaza and his movement has
been restricted to the Ramallah area. There is a reason and a plan in
this restriction, and Arafat is well aware of it. He knows as Sharon
does, that Sharon must do something and soon. And what he about to do
is one of Israel´s worse kept secrets.
It is my belief that the only thing that has been holding the
operation up is all the international VIP´s that keep coming here.
Some of the things that Sharon must decide and quickly, if he hasn´t
already are, what kind of military operation to launch against the
Palestinian Authority? How many days can we stay in the Palestinians
areas before the world turn against us? Should Israel totally
destroy the Palestinians Authority or merely exile Arafat?
It has been leaked and reported in several publications in Israel that
Israel plans to exile Arafat. This would explain why he is being kept
in one small area, so he will be easy to find. These plans have not
been officially released but are believed to be much like the ones
drafted by National Infrastructure Minister Avigdo Lieberman.
Basically this is what is planned, There will be a major military
invasion in six major Palestinian cities, with Gaza now divided into
four parts they will each be invaded by the IDF. The IDF will be given
no more than 3 days to destroy the Palestinian military, and weapons
factories. And to re-arrest the Hamas, Islamic Jihad and Hizbullah
criminals who were released from prisons by Arafat.
The US has been advised of this plan, and there is no doubt Arafat is
aware of it as well. It is very clear that the continuation of
Arafat´s Terrorism can not go on much longer.
Arafat´s main ally is Hosni Mubarak the President of Egypt. In fact,
Arafat is an Egyptian, he was born there, and to Mubarak is always
where Arafat runs when he is in need of help with the rest of the Arab
world.
The senior aides of Mubarak have warned Israel of an all out war if
Israel attacks the Palestinians. They went on to say that the Egyptian
military is ready for any prospect, including a war with Israel. Saada
of Egypt said, the next conflict with Israel will be a total war in
which all Arab states will be called upon to join.
I could quote several Israeli Generals who believe we will be in a
regional war very soon. And that if Sharon waits much longer it could
be disastrous for Israel. Officials are also preparing for a tough
fight, for the Palestinians are much better prepared than being
reported. It is known that they have acquired many heavy weapons, and
that Syria, Lebanon, Iraq, Egypt and Iran are all pouring weapons into
the area as fast as they possibly can. It is even known that the
Italian Mafia has offered the Palestinians long range missiles.
With this knowledge and much more not being mentioned here, it would
be to no advantage for Sharon to wait much longer. It is going to get
rough around here, and we are bout to see the Prophetic Word of God
happen before our eyes. I ask you to pray that the Golden´s will be
left standing for our Lord, preaching with a boldness that can only
come from the Ruach Ha Kodesh (the Holy Spirit) Pray that we will be
prepared, knowing that we have but precious few days to get ready.

Not blessed? These countries have longer life
expectancy (perhaps only a little longer, I agree)
They have alot less crime. Very low crime rate.
And they had a higher per capita income until about
5 years ago (very very strong dollar since then)
They also have higher literacy standards. A
schoolkid in Sweden is more likely to know where
Toronto is than one in Chicago.
And their workers are BLESSED with an average of
about Three times the vacation time that the workers
here. The typical two weeks vacation here is a big
joke to Swedes and Hollanders and other citizens of
gay-friendly countries.
I wonder if these countries might beat us in the
per capita income category if they worked that extra
month a year that Americans do.
Let us remember when we hear some agenda that we
live in a real world and we can test things in it.

Friday Sermon on PA TV: Calling for Suicide Bombings
Every Friday, the PA television broadcasts a live sermon
from one of the Gaza mosques. On June 8, 2001, a week after
the Tel-Aviv suicide bombing and a few days following
Arafat's declaration regarding the cease-fire, a sermon by
Sheik Ibrahim Madhi was broadcast from the Sheik 'Ijlin
Mosque. In his sermon, Sheik Madhi preached for 'martyrdom
operations' and for the destruction of Israel, the United
States, and Britain. Following are excerpts from the sermon:
"...I tell you, Oh beloved, that ever since Kamal Ataturk
[founder of modern Turkey], this Jew who disguised himself
as a Muslim - and there may still be in the Arab nation
Jews who disguise themselves as Muslims... ever since he
announced the end of the Islamic Caliphate in Istanbul - as
some contemporary religious sages assert - the era
preceding the end [of days] has began - the era of the
military rule, the era of revolutionary rule. Allah
willing, we are at the end of this era and Allah willing,
the Caliphate will return, in accordance with the prophecy,
and I pray that we will be among its soldiers..."
"Allah is almighty. Had He wanted - He would have beaten
them. But He tests you in suffering. We must prepare the
ground for the army of Allah that is coming according to
the [divine] predetermination. We must prepare a foothold
for them. Allah willing, this unjust state will be erased -
Israel will be erased; this unjust state, the United
States, will be erased; this unjust state, Britain, will be
erased - they who caused this people's Nakbah [the 1948
'catastrophe']..."
"Oh beloved, we must be certain that victory will come.
Shame and remorse on whoever refrained from raids [against
the enemy] or refrained from preaching to himself [to
raid]; shame and remorse on whoever refrained from raising
his children on Jihad; shame and remorse on whoever hated
his Muslim brother while loving one of the infidels; shame
and remorse on whoever hid behind excuses that have no
basis with Allah..."
"Blessings to whoever waged Jihad for the sake of Allah;
blessings to whoever raided for the sake of Allah;
blessings to whoever put a belt of explosives on his body
or on his sons' and plunged into the midst of the Jews,
crying "Allahu Akbar, praise to Allah, There is no God but
Allah and Muhammad is His messenger."'
"Just as the building collapsed over the Jews in their
sinful dancing floor [referring to the collapse of a
wedding hall in Jerusalem] - I pray to Allah that this
oppressive Knesset will collapse over the heads of the
Jews."

1. BABY DIES AFTER PALESTINIAN STONING ATTACK
Five-month-old Yehuda Chaim Shoham, who was hit by an Arab-thrown rock
six days
ago, died of his wounds today in the Hadassah Ein Karem hospital in
Jerusalem.
His funeral will depart at 7 PM tonight from the plaza outside the Prime
Minister's Bureau in Jerusalem to the cemetery in Shilo. The bereaved
parents,
married for three years, have no other children. Buses will be provided to
transport mourners from Jerusalem to Shilo.
Binyamin Regional Council head Pinchas Wallerstein says that residents of
Yesha will not go "back to routine" following the murder of the baby from
Shilo. Wallerstein, who arrived at the Knesset to take part in a meeting
between Yesha Council members and Likud MKs, said that Ariel Sharon is
not
taking even the "necessary minimal" steps to defend the Yesha residents.
He
said, however, that the Council would not initiate, at this point, a campaign to
topple the government. Likud MK Michael Eitan said that his party
colleagues
must pressure Sharon more heavily to improve the currently intolerable
security
situation.
2. GUSH KATIF TARGETED BY PALESTINIAN TERROR
Palestinian terrorists seem to have chosen Gush Katif as their prime target
today, raining fire upon the N'vei Dekalim industrial zone late this morning.
This follows several other Arab attacks in and around Gush Katif since last
night
Kol Rina News Agency reports that a bomb was detonated this
morning near
two Border Guard police jeeps patrolling the Green Line area near Um el-
Fahm.
There were no injuries
The police are investigating whether a fatal crash in
the Shomron this morning was accidental or purposeful. A car driven by an
Arab
from the autonomous areas crashed into and killed a 60-year-old Israeli,
between
Einav and Shavei Shomron. The Arab ran away, and the army searched for
him, but
in vain... Not far away, an explosive device was discovered on the road; army
sappers detonated it in a controlled explosion, but a fire resulted requiring an
hour's worth of fire-fighting services from Karnei Shomron...
3. TENET TRIES AGAIN
Last night's meeting with Israeli and PLO security officials was cancelled at
the last minute, but CIA head George Tenet has rescheduled it for this
evening.
It will be held at the joint Israeli-PLO liaison office near Beit El, just north
of Ramallah. Israel has already basically accepted Tenet's proposals for an
agreement for a permanent ceasefire, even though they do not call for the
PA's
dismantling of the terrorist infrastructure. The Palestinian Authority, for its
part, initially said that the demand for it to arrest wanted terrorists does not
jibe with the Mitchell Report. Later today, PA Secretary Abdel Ahmed
Rahman
said today that Tenet's proposals have some positive elements with which
the PA
can agree, "but there are several points that must be corrected in accordance
with the Mitchell Report and the Egyptian-Jordanian initiative."
Defense Minister Binyamin Ben-Eliezer expressed hope this morning that the
American mediating efforts would bear fruit, but "Israel must also be ready for
other possibilities."
A high-ranking IDF Intelligence officer, whose name was banned from
publication, told the Knesset Foreign Affairs and Defense Committee today
that Arafat's weak measures against terrorism of late are "few and far
between," insufficient, and prove that he is control of the situation but
has not abandoned the path of terrorism.

4. SARID: I DON'T KNOW WHAT BISHARA WANTS
Arab MK Azmi Bishara's anti-Israel speech in Damascus yesterday has the
Israeli political establishment abuzz in search of measures that can be
taken against him. In his speech, Bishara entreated the Arab world "to
unite against the warmongering Sharon government," and said, "Israel puts
forth a choice: either accept Israel's dictates - or else full-scale war.
There is no option of a third alternative, the path of resistance, other
than by enlarging this resistance sphere, so that people can carry on with the
struggle." Bishara sat next to arch-terrorist Ahmed Jibril, founder of the PFLP
terrorist organization, and appeared together with Hizbullah leader Sheikh
Nasrallah and other Arab leaders.
Coalition leader Likud MK Ze'ev Boim called on Public Security Minister Uzi
Landau to have Bishara detained for questioning when he returns to Israel.
Boim
said, "Bishara has publicly connected himself to Israel's worst enemies. This
cannot be ignored, and the police should detain him and possibly charge him
for
conspiring with the enemy." MK Michael Kleiner (Herut) went further than the
many other furious MKs when he declared yesterday, "In any normal country,
they'd put him in front of a firing squad. It's inconceivable that an Israeli
Knesset member would encourage Arab states to launch a full-scale war
against
us."
Interior Minister Eli Yeshai has asked Attorney-General Elyakim Rubenstein
to
advise him on which steps may be taken against Bishara. Possible
measures
include suspending Bishara's passport - a special one for MKs that allows
them
to travel to enemy countries - and even his citizenship. Rubenstein said this
morning that it would be hard to indict him, in light of a Supreme Court ruling
from Nov. 27, 2000 determining that support for terrorism could only be
indictable if a specific terrorist organization is mentioned. [ed. note: On the
same day, however, the Court ruled that Binyamin Ze'ev Kahane's call for the
bombing of an Israeli-Arab city "might not have the potential to lead to
immediate acts of violence, but it does have a strong effect on the social
climate, and could lead to violence in the future."]
Atty.-Gen. Rubenstein took another angle, saying that Bishara's political
party could possibly be outlawed based on its leaders
statements. Political Parties Registrar Elisha Tsidon, however, has
refused to accept the challenge, saying that an anti-Israel group may not
be registered as a political party, but once it is already registered, he
has no authority to nullify it. This angle has not been totally ruled out,
however.
Atty. Elyakim Ha'etzni of Kiryat Arba attacked the Attorney-General's
approach: "It's not a question of invalidating his special passport, or
whether he can be indicted for supporting terrorism. There is a clear law that
governs these situations: The Law of Citizenship, 5712 (1952), Section 11b,
which states as follows: "The Interior Minister is authorized to nullify the
citizenship of someone who performed an action comprising breach of trust
vis-a-vis the State of Israel." If this case [of Bishara's remarks] is not
covered by this clause, then what IS covered? Rubenstein doesn't mention
this
law at all! He says that he can't be prosecuted, but he's looking for the coin
under the wrong streetlight. He keeps talking about the new ruling regarding
incitement to terrorism, which can't be applied - but if they would simply
revoke Bishara's citizenship, he simply won't be able to return to Israel, and
he'll be stuck in Syria... And what about the law against sedition, which
forbids incitement to uprising, and incitement of one group of citizens against
the other, etc. Why is it that I myself was tried under this law, as were
others, but regarding the Arabs, this law is simply forgotten?!"
Later this afternoon, Interior Minister Yeshai appeared to adopt Ha'etzni's
first suggestion. After consulting with his office's legal department, Yeshai
turned to Attorney-General Rubenstein and asked for authorization to revoke
the
citizenship of MK Azmi Bishara according to Section 11b of the Law of
Citizenship. "Bishara has crossed all red lines," Yeshai said. "There is a
limit, and it's time to set it."
Other reactions:
MK Amnon Rubenstein (Meretz) said that although Bishara's remarks are
very
grave, his party must not be outlawed. He also opined that the outlawing of
Kach several years ago was an error.
Knesset Speaker Avraham Burg decided to call an emergency meeting of
the
Knesset Ethics Committee regarding Bishara's speech. He said that
Bishara's remarks were the gravest of any ever made by an Arab MK against
Israel, and that Bishara had stretched his Parliamentary immunity to the
limit of Israeli tolerance and patience.
The NRP and Minister Tzachi Hanegbi feel that he must be made to stand
trial. MK Yuli Edelstein (Yisrael B'Aliyah), however, said that he thinks
Bishara should not be tried, explaining, "From my experience with the Israeli
law system, he'll end up being exonerated, and then he'll feel he has a legal
stamp of approval for his incitement..."
MK Yossi Sarid said: "Bishara has undoubtedly passed all lines that a
cultured person would draw for himself... His remarks are worthy of
condemnation, and they do great damage to the cause of peace, and the
chance that the Middle East will ever become a more peaceful place. I
wonder what this Knesset Member actually wants..."
5. POLICE ARREST MORE TERRORISM SUSPECTS
The police and security forces, continuing their efforts of the past few
days, arrested several additional Palestinian terrorists and their
operatives. One man was arrested by Maaleh Adumim police today, and
early this
morning two more were apprehended in the village of Rantis, near Rosh
HaAyin.
Later today, police arrested two Arabs living in Area A - under complete
Palestinian Authority control - north of Shechem. The two have long been
wanted
for suspected involvement in the sale of weapons, damage to Jewish
property, and
even violent robbery. They were arrested after a chase.
6. MEMORIAL CEREMONY FOR DOLPHINARIUM VICTIMS
A memorial ceremony for seven victims of the Dolphinarium suicide slaughter
ten
days ago was held this morning at the Shevach Mofet school in Tel Aviv this
morning. Eighteen of the 20 dead were new immigrants from the former
Soviet
Union. President Moshe Katzav participated in the ceremony, and attacked
the
Arab world for not condemning the horrific crime. "Not even one Moslem
religious
leader could be found to condemn the murder of children," he said.
Seventeen
victims remain hospitalized, including one, a 16-year-old girl, who is in very
critical condition; another victim is listed in serious condition.
7. ZAKA MAY GAIN OFFICIAL RECOGNITION
Interior Minister Eli Yeshai (Shas) has decided to begin the procedure of
obtaining official recognition for Zaka, the volunteer group that assists
in identifying catastrophe victims and preparing them for
burial. Following the Versailles wedding hall collapse, the Dolphinarium
slaughter, and other recent attacks, Yeshai met with Zaka head Yehuda
Meshi-Zahav - known also for his hareidi activism - and other volunteers in the
Zaka "missions of true kindness." It was decided to assemble
representatives of
the Ministry of Religions, the Interior Ministry, Magen David Adom, the Fire
Fighters, the Home Front Command, and the National Insurance Institute to
discuss granting public aid to the group. Some 550 volunteers throughout the
country comprise the Zaka force.
8. CONTROVERSIAL YATOM APPOINTMENT
Among recent Cabinet appointments - such as former GSS Director Carmi
Gillon as Israel's new Ambassador to Denmark, and Col. (res.) Avigdor
Yitzchaki as Director-General of the Prime Minister's Office - the
appointment of Ehud Yatom as director of the Prime Minister's
Anti-Terrorism Task Force has become the most controversial. Opposition
leader MK Yossi Sarid said today that his Meretz party will file suit with the
Supreme Court against the appointment, because of Yatom's involvement in
the Bus
300 case in which two terrorists were killed by GSS agents after they no
longer
presented a threat. Yatom is a former high-ranking GSS official.
9. REMEMBERING THE CAPTIVE SOLDIERS
Close to 80 IDF reserves officers have sent a letter to Prime Minister
Sharon and Defense Minister Ben-Eliezer, calling upon them to "increase the
efforts to obtain the release of our missing and captive soldiers in Lebanon."
The letter calls upon the two leaders to "storm on all fronts" to attain the
goal, as "the continued captivity of the soldiers hurts the inner strength and
stability of Israeli society." Soldiers Benny Avraham, Adi Avitan and Omar
Souad, and businessman Elchanan Tenenbaum, have been held hostage by
Hizbullah
since last October.
10. AN EXTRA MONTH OF SCHOOL-CAMP IN YESHA
The Education Ministry announced today that the school year in Judea,
Samaria, and Gaza will be extended by one month this summer for students
from kindergarten through 9th grade. The stated reason: the security
situation, and the desire to minimize unsupervised movements by students
during times of danger. The extra month will be jointly financed by the
Education Ministry, local authorities, and parents. Menachem Tzabari, head
of
the Education Department in the Binyamin Regional Council, told Arutz-7
today
that this "exciting announcement" can be reduced to saying that the
Education
Ministry will subsidize a third of the costs of municipality-run summer camp
activities. "Every year we run these camps, but this year we asked for
something else: an extension of the school year, just as was done for
northern-community children during times of tension there. Unfortunately,
however, the Ministry has budgetary constraints, and this is all it could do."
11. GUESS WHO'S COMING TO ISRAEL?
The Women's Organization Hadassah has decided to hold its annual
convention in
Israel this summer as planned. The security concerns that have deterred
Reform
Movement youth and Maccabiah athletes from coming have apparently not
affected
Hadassah Women. Hundreds of women from North American will arrive in
Israel in
two months for the four-day convention.
In a related item, 170 Jewish students from countries of the former Soviet
Union
arrived in Israel last night - the latest installment of the Taglit program.
This, their first trip to Israel, will last ten days, and they will be
introduced to Jewish culture and the Land of Israel. Another 300 students
from
Moscow are scheduled to arrive within the coming weeks.
ARUTZ SHEVA RADIO SHORTS
"What is CIA director's George Tenet's job? To advance what he thinks are
America's interests. If Mr. Tenet believes that it would serve America's
interests to declare that the Palestinians are complying with the cease-fire,
that is what he will declare - regardless of the truth. He would even willingly
repeat the statement under oath before the Senate Foreign Relations
Committee...
The CIA has an intimate familiarity with many of the Palestinians who have
been
behind much of the terrorist operations against Israel - after all, the CIA
trained many of their forces. The CIA knew all along what the Palestinians
were
up to. Yet time and again the CIA played an integral role in the American
policy
of lying about Palestinian compliance... And Mr. Tenet will do the very same
thing today if he believes that it serves American interests. I am not saying
this in criticism of Mr. Tenet. He is, after all, director of the CIA, and his
job isn't to tell the truth - it is to serve the United States of America. My
criticism is against the Sharon government for clearly failing to think this
scenario through to the end."

Foreign Ministry asks press to point out that photographed Palestinian
weapons are illegal

A senior Foreign Ministry official told IMRA today that all the legal rifles
held by the Palestinian Authority are AK-47 Kalashnikov assault rifles.
Any photograph or film of Palestinians carrying any other rifles - be they
M-16's, Uzi's or other models other than AK-47's is, by definition, a
photograph or film of Palestinians carrying illegal weapons.
The Foreign Ministry has asked that the captions accompanying such
pictures note
that the weapons are illegal and has suggested that the weapons be circled
in
red but it does not appear that they have had much, if any, success in their
efforts.
It remains to be seen if groups overseas engaged in monitoring the media
will have better luck convincing editors that they should share this
interesting and important information with their audience when they show
images of Palestinians carrying illegal weapons at various events.

Mon Jun 11,2001 -- The World Health Organisation is investigating an
outbreak of a rare bleeding disease in Kosovo which has already claimed 3
lives in the last 2 weeks. Crimean Congo Haemorrhagic Fever - named after
the first 2 areas where it was first recognised - is thought to now have
infected at least 20 people in the SE area of the province. That's as of last
Wednesday. That made it already Kosovo's most serious outbreak of the
fever in 15 years. If the current toll rises above 50, the WHO may be asked
to step in to set up its own facilities. The disease, which is borne by ticks,
kills 3 in every 10 of its victims. It causes internal bleeding and a high fever.
According to the World Health Organisation there is no safe or reliable
vaccine against it.
People catch the bleeding fever disease through direct contact with blood or
infected tissue from livestock. They can also be infected by tick bites. Most
recorded cases have been of workers in the livestock industry, such as
farmers, slaughter-house workers and vets. American soldiers serving with
the Nato-led peace-keeping force patrolling the area have also been warned
about the disease. According to the WHO, the fever is usually restricted to
animals, though it does sometimes jump to humans as it is currently doing
in Kosovo. In 1998 an outbreak killed 12 people in Afghanistan.

Glaciologists watching for a surge on the Muldrow Glacier on the north side
of Mount McKinley got a big surprise this week when they learned the
Tokositna Glacier on the south side of the mountain had unexpectedly taken
off. Randy Kilbourn, a pilot for K2 Aviation in Talkeetna, said that it's now
moving so fast that almost every time they see it, it looks different. The
changes were pretty dramatic. National Park Service Glaciologist, Guy
Adema said the glacier that winds back toward the base of McKinley has
been rapidly folding up behind that plug like an accordion. "The amount of
deformation on it is pretty significant," he said. He described the movements
in the surface looking like what you might imagine if someone grabbed the
glacier by one end and shook it like a rug". What would normally be a
relatively flat surface on the glacier now has bulges hundreds of feet high,
Adema said, and depressions hundreds of feet deep. There is also significant
deformation along the sides of the glacier where it has been scraping valley
walls. "The edges are just shredded," he said.
The Tokositna, according to Adema, "has historically surged occasionally,
but they were always small surges that historically start in the upper Y,"
below Mount Huntington. But, the latest surge starts lower down on the
glacier and extends for miles. Kilbourn said that since pilots first spotted the
shift in February, the surge has been steadily rippling down the ice. Adema
estimated it is now within a couple miles of the glacier's terminus. He fully
expects the toe of the glacier to start bulldozing into the Tokositna River
valley in the next month or so. Then, the changes could get really dramatic.
Adema predicts movements at the toe on the order of "tens of meters per
day. The current line of trees at the terminus would be wiped out. That will be
really interesting if that happens." Alaska Range glaciers coming off
McKinley have been pretty active in recent years, although glaciologists
remain unsure of why. The Lacuna Glacier to the west of the Tokositna on
the south side of McKinley regularly goes galloping, and the Yanert Glacier,
also to the west on the south side, surged last year.
Adema figures the Tokositna is at least 1,000 feet thick. It would take a
massive climate change for the effects to filter their way from the surface
down through such a thickness of ice. "Because it's a surging glacier," he
said, "it really doesn't get much research." "It's not a surprise to have some
of these glaciers surge occasionally, but to have this one surge the way it is
surging is pretty surprising."

Mon Jun 11,2001 -- Tropical Storm Allison, earns spot in storm history. By
Saturday night, Tropical Storm Allison swamped parts of east Harris County,
Texas with more than 35 inches or rain. Allison has been unanimously
decreed by weather experts as a deluge of historic proportions for its rainfall
totals, flooding and widespread effect. Though thankfully it did not cause the
widespread deaths associated with some other storms. Only Tropical Storm
Claudette stands as Allison's liquid rival. In July 1979 Claudette dumped 43
inches on Alvin in one day -- a national record. "That's more than this one,
but we're on our way," said Gregg Waller, meteorologist for the National
Weather Service's regional office in Fort Worth. "1979 was always the
Mother Lode. It's always '79-this and '79-that," he said. But as shown with
Allison the overall catastrophic floods that were so widespread is definitely
now a big history maker as well.
Supreme Court rules religious groups are allowed to meet in public schools

Mon Jun 11,2001 -- The Supreme Court ruled for a Christian youth group
Monday in a church-state battle over whether religious groups must be
allowed to meet in public schools after class hours. In a 6-3 decision that
lowered the figurative wall of separation between church and state (since
there is no law of the sort), the justices said a New York public school
district must let the Good News Club hold after-school meetings for grade-
school children to pray and study the Bible. Justice Stephen Breyer, usually
a moderate-to-liberal vote on the court, joined the five most conservative
members in partial support of the religious club's request. Justices John Paul
Stevens, Ruth Bader Ginsburg and David Souter dissented.
The majority found that excluding the club was unconstitutional
discrimination based on the club's views. Letting the meeting take place
would not be an unconstitutional government endorsement of religion, the
court ruled. The Constitution's First Amendment protects free speech and
the free exercise of religion, and it only bars the government from
establishment of a religion.
The youth group's members range from age 5 to 12, and its meetings include
Bible stories, prayers and teaching children to "give God first place in your
life." The club has met at a local church since the school denied its 1996
request to use the school building after 3 p.m. on school days. The Supreme
Court has long wrangled with the question of religion in the public schools.
The justices started to ban organized prayer during class hours in the early
1960s, and in the past decade then began banning clergy-led prayer at high
school graduation ceremonies and student-led prayer at high school football
games.
But the court did also rule in 1993 that a New York public school must let a
religious group use its building to show Christian movies during evening
hours. And in cases involving the use of public money for church-run
schools, the justices also allowed taxpayer-funded computers and remedial
help by public school teachers at religious schools.

Mon Jun 11,2001 -- More than 100 small aftershocks shook Greek islands in
the SE Aegean Sea overnight after a strong earthquake over the weekend
damaged homes on 1 island. On Sunday afternoon, a quake of magnitude
5.5 had occurred 105 miles east of Athens, causing minor damage to homes
on the island of Psara and shaking the nearby holiday island of Chios. The
quake was also felt on the nearby Turkish coast, but there were no reports of
damage there. The aftershocks were still continuing on Monday morning. A
quake of magnitude 2.5 to 3 is the smallest generally felt by people. A quake
of magnitude 5 can cause moderate damage.

Mon Jun 11,2001 -- After more than 4 years of underwater searching and
digging, archaeologists today displayed the remains of a vanished Egyptian
city. The scientists discovered Herakleion, the precursor to the once-powerful
capital of Alexandria, beneath the sand under just 10 or so yards of water.
Today, they showed off some of their most impressive finds atop a barge,
including 20-foot-tall pink granite statues representing a pharoah, a queen
and Hapi, the Nile goddess of flooding; and a 10-ton black granite stela, or
engraved stone, with "Rahinet," the Egyptian name for Herakleion, inscribed
on its bottom. The stone, some 19 feet tall and 9 feet wide, had been in 15
pieces under the sea bottom, and was one of the largest ever found. "This
was a very interesting mission," said Frank Goddio, a Frenchman
archaeologist who headed the team. "We discovered so many things. This
site is amazingly rich."
Using magnetic wave technology, the divers found the basin of what used to
be the city's harbor and electronically surveyed and charted it, finding
palaces and temples. Next to the harbor, they found 10 antique shipwrecks.
A coliseum, houses, temples and several other artifacts lay amazingly intact
at the bottom of the sea, the archaeologists said. They said they found the
statues on the site of what used to be the Great Temple of Herakleion.
The scientists may have also helped solve the mystery of how one of the
most thriving cities of ancient Egypt now in the bay of Abu Qir about 3.5
miles off the coast of the modern Egyptian resort of Alexandria seemed to
simply disappear. The shipwrecks made them lean toward the idea that
Herakleion and two nearby cities were engulfed by a huge, sudden
earthquake and tidal wave some 1,200 years ago. The cities had been known
only through ancient writings.
The writings recounted the city's splendor and decadence. The writings put
the founding of the city more than 2,300 years ago, before ancient Alexandria
was founded in 331 B.C. Herakleion was at the mouth of the Nile, flourishing
for thousands of years, from early times of the Egyptian pharaohs into the
Middle Ages, according to historians. The Egyptians used to describe the
city as the "city of the mouth of the sea."

Mon Jun 11,2001 -- A moderate earthquake hit western Washington early
Sunday, jolting some residents awake. The magnitude 5.0 quake, was
centered about 30 miles west of Olympia, the state capital, and about 60
miles SW of Seattle. State crews checked bridges in the area and found no
significant damage, said Melanie Moores of the state Department of
Transportation. Bellini said Sunday's quake was not an aftershock of the 6.8-
magnitude quake that shook the Northwest in February, causing at least $2
billion in damage. This was a separate quake.
The quake was about 6 miles north of the epicenter of a 5.5-magnitude
quake that damaged several buildings in July 1999, and was about 30 miles
west of the February quake. "It's in the same place, and they're going to
keep happening," said Carolyn Bell, spokeswoman for the USGS in
Washington, D.C. She noted the area is geologically active because of its
volcanoes and shifting tectonic plates.

Homosexuality is divinely ordered, says catechism

A RADICAL rethink of Church teaching on homosexuality that declares it to
be "divinely ordered" is revealed this week in a catechism commissioned by
the Archbishop of York.
The second most senior churchman in the Church of England, the Most Rev
David Hope, has given the new catechism his imprimatur and describes it in
his foreword as "a celebration of Christian living". Written by Canon Edward
Norman, canon and treasurer of York Minster, the catechism seeks to define
Anglicanism for the first time since Thomas Cranmer wrote The Book of
Common Prayer in 1662.
The Prayer Book version was a brief inquisitorial text intended for use in a
pre-literate age. Canon Norman's is the first attempt fully to define Anglican
teaching. In the section on sexuality, he contradicts official teaching and the
views of the Archbishop of Canterbury, Dr George Carey.
"Homosexuality," says the catechism, "may well not be a condition to be
regretted but to have divinely ordered and positive qualities." It continues:
"Homosexual Christian believers should be encouraged to find in their sexual
preferences such elements of moral beauty as may enhance their general
understanding of Christ's calling."
The Anglican Church is deeply divided over its teaching on homosexuality
and at the last Lambeth Conference bishops rowed openly about the issue.
In the end, Dr Carey, supported by African and Asian bishops, passed a
resolution saying homosexual acts were "incompatible with Scripture". The
resolution said "abstinence is right for those who are not called to marriage".
A discussion document by the House of Bishops called Issues in Human
Sexuality, published in 1991, forbade clergy from entering into homosexual
relationships. Canon Norman, a highly respected theologian who writes
"meditations" in The Telegraph, was asked to write the catechism by Dr
Hope to provide a tool in training for ministry. An "official" catechism is being
written and published by Church House but the project will take several
years.
Called An Anglican Catechism, the text is praised by Dr Hope for managing
to "explore the relevant issues for today" in the context of "an unchanging
doctrinal basis of faith". Dr Hope was targeted by the homosexual rights
group, Outrage!. After a night of prayer in Notre Dame Cathedral, Paris, he
said his sexuality was "a grey area" and that he was celibate.
Canon Norman addresses the contradictions in what the Church teaches and
practises, saying: "The Church continues to classify homosexuality as an
intrinsically disordered condition, yet significant numbers of Christians are
and always have been homosexual."
The catechism declares that homosexuality "is not in general chosen: it is
an expression of sexuality which derives from conditions of inherited
impulsions or of early infant experience". Richard Kirker, general secretary of
the Lesbian and Gay Christian Movement, welcomed the text as a
"refreshing statement which the Church is crying out for".

Dozens of Iranian intelligence officers have taken up
positions along the Lebanese border with Israel and are
collecting information about Israel's troop movements,
according to a report last night in Israel Channel Two
television.
The operatives, who arrived in Beirut last month, then
pass the information to Hizbullah in order to aid the
organization in planning terror attacks against Israel, the
report said.
A number of Iranian outposts have been erected facing
Israeli border positions, including the Tsiporen outpost,
in the last two weeks.
Israeli military sources said the Iranian movers on the
northern border "had no far-reaching consequences."
"The Iranians have come to observe," the source said,
continuing, "This doesn't necessarily mean they have
aggressive intentions towards Israel."
Hizbullah leader Sheikh Hassan Nasrallah has warned his
organization will try to kidnap more Israelis if it feels the
four hostages it is holding are not enough to secure the
release of the scores of Lebanese and Palestinians
detained by Israel.
