ISRAEL AT A CRUCIAL CROSSRAOADS - David Dolan in Jerusalem

Tension remains extremely high in Israel this evening after last
night's horrendous terror attack in Tel Aviv. Running battles took
place in the coastal city today between Israeli Jewish and Arab youths
at a mosque close to the site of the deadly blast. Police are out in
force tonight to prevent further disturbances there and in other parts
of Israel. United Nations staff are reportedly being evacuated from
the Gaza Strip, and Prime Minister Ariel Sharon has cancelled an
important trip to Europe scheduled to begin on Monday. Palestinian
radio is instructing people to stockpile food and stay indoors.
Israel's two main television stations suspended normal programming
until this late this evening, covering the suicide attack and its
aftermath in excruciating detail for almost 22 hours without
commercial interruption.
Despite the fact that is was the weekly Jewish Sabbath, many Israelis
were glued to their sets all day watching the live drama. People
around the crisis-weary country seem to understand the extremely grave
implications of the hideous attack that left 18 Israelis dead
according to the latest count, and several others barely clinging to
life in Tel Aviv area hospitals. Almost all of the victims were mere
teenagers, and a majority of them girls. All but one were
Russian-speaking immigrants, innocently waiting in line to enter a
dance club on the Tel Aviv beachfront late last evening when a
Palestinian jihad bomber committed his atrocious deed. Among the dead
were two teenage sisters.
Under enormous international pressure all day long, Yasser Arafat
finally called for a ceasefire this afternoon more than 10 days after
Israel had declared a unilateral halt to fighting in compliance with
the Mitchell report. Meeting in special session for much of the day,
the Israeli inner security cabinet has decided to give the cornered
Palestinian leader a few days to prove that he is actually stopping
the violence instead of just mumbling more words, while imposing a
total closure on his autonomous zones in the meantime and halting
flights in and out of his Gaza Strip airport. Arafat tonight
reportedly ordered his armed security personnel to enforce such a
ceasefire on the ground. However, Israeli commentators are saying
that if any more terror attacks take place, a major military response
can be expected.
In fact, some are speculating that the inner cabinet may have quietly
decided to oust the Palestinian leader if the violence resumes. Of
course, they realize that the main outside sponsors of the militant
Palestinian Islamic terror groups--Iran, Iraq and to a lesser extent
Syria and Libya--may go ahead and give the order for more atrocities
precisely to spark a major conflict between Israel and the
Palestinians that would lead to Arafat's downfall and put the final
nail in the Oslo "peace" coffin. They could accomplish this by
ordering additional large-scale suicide attacks, or by allowing
Hizbullah forces in Lebanon to open fire across the border in the
north. Still, Arafat himself is being held ultimately responsible for
the attacks by most Israeli government ministers since he unleashed
the new uprising last year, or at least failed to do anything serious
to stop it, and has given the extremist groups virtual free reign ever
since. A shadowy Palestinian group affiliated with Hizbullah took
"credit" for last night's attack today after Islamic Jihad and Hamas
backed away from earlier reports that one of them was responsible,
apparently afraid of a major Israeli reprisal. However, Israeli
analysts say they suspect that Hizbullah itself was behind the attack,
carried out by either Islamic Jihad or Hamas operatives.
The next 48 hours or so should be crucial in determining whether or
not the Mideast is heading toward a major new conflict, or will crawl
away from the same. For the first time, many angry Israeli
demonstrators today openly called for war while protesting outside of
the building where the security cabinet was meeting in Tel Aviv. Many
Israelis were absolutely sickened when reports were broadcast late
last night that hundreds of Palestinians in Ramallah and elsewhere
were out in the streets firing weapons and dancing in celebration over
the "victory" in Tel Aviv. The prevailing Israeli opinion today seems
to be that a significant military showdown is probably imminent with
the Palestinians, if not a larger regional conflict.
Some commentators have noted that we are in now in the very same week
of the calendar when both the 1967 and 1982 Mideast wars began. With
a virtual flood of funerals about to take place as a result the worst
terror attack since early 1996 (and in some ways the most severe in
decades since almost all of the victims, by deliberate design, were
teenagers), Israelis in general seem to have decided that it is time
to bite the bullet--however painful that might be--and get on with
what has to be done to restore an ultimate sense of normality to this
troubled land. As I stated last night, we really appreciate your
prayers at this seemingly crucial juncture in Israel's short modern
history.

the wicked spring up like grass, and when all the workers of iniquity
flourish, it is that they may be destroyed forever (Ps. 92:6-7).
Blessed is the man whom You instruct, O YHVH, and teach out of Your
Torah,
that You may give him rest from the days of adversity, until the pit is
dug for the wicked. For YHVH will not cast off His people, nor will He
forsake His inheritance. But judgment will return to righteousness, and
all the upright in heart will follow it (Ps.94:12-15)...
And it shall come to pass in that day, that the remnant of Israel, and
such as have escaped of the house of Jacob, will never again depend on
him who defeated them, but will depend on YHVH the Holy One of Israel,
in truth. The remnant will return, the remnant of Jacob, to the Mighty
Elohim. For though your people, O Israel, be as the sand of the sea, a
remnant of them will return; the destruction decreed shall overflow with
righteousness (Isa. 10:20-22).
Who will rise up for me against the evildoers? Who will stand up for me
against the workers of iniquity? (Ps. 94:16)
"Do not be afraid. Stand still, and see the salvation of YHVH, which He
will accomplish for you today. For the Egyptians whom you see today, you
shall see again no more forever. YHVH will fight for you, and you shall
hold your peace" (Ex. 14:13-14).
Unless YHVH had been my help, My soul would soon have settled in
silence. If I say, 'My foot slips, Your mercy, O YHVH will hold me up.
In the multitude of my anxieties within me, Your comforts delight my
soul'" (Ps. 94:17-18)...
"If it had not been YHVH who was on our side, Let Israel now say--'If it
had not been YHVH who was on our side, When men rose up against us, then
they would have swallowed us alive, when their wrath was kindled against
us; then the waters would have overwhelmed us, the stream would have
gone over our soul; Blessed be YHVH, Who has not given us as prey to
their teeth. Our soul has escaped as a bird from the snare of the
fowlers; the snare is broken, and we have escaped. Our help is in the
name of YHVH, Who made heaven and earth" (Psa. 124:1-8).
Shall the throne of iniquity, which devises evil by law, have
fellowship with You? (Ps. 94:20)...
THE UNITED NATIONS HAVE DEVISED EVIL LAWS THAT ARE ANTI THE ELOHIM OF
YACOV, AND THEY HAVE NO REGARD FOR THE WORD OF YHVH OR HIS TORAH. BOTH
JUDAH AND THE EPHRAMITE NATIONS NEED TO PULL OUT OF THIS EVIL BODY.
They gather together against the life of the righteous, and condemn
innocent blood (Ps. 94:21)...
All day they twist my words; all their thoughts are against me for
evil. They gather together, they hide, they mark my steps, when they lie
in wait for my life. Shall they escape by iniquity? In anger cast down
the peoples, O Elohim"(Psa. 56:5-7)!
But YHVH has been my defense, and my Elohim the rock of my refuge.
He has brought on them their own iniquity, and shall cut them off in
their own wickedness; YHVH our Elohim shall cut them off (Ps.
94:22-23)...
Thus says YHVH Elohim: "Surely I have spoken in My burning jealousy
against the rest of the nations and against all Edom, who gave My land
to themselves as a possession, with whole-hearted joy and spiteful
minds, in order to drive it out for a prey
Behold, I have spoken in My
jealousy and My fury, because you have borne the shame of the nations..I
have raised My hand in an oath that surely the nations that are around
you shall bear their own insults (Eze. 36:5-7).
"I do not do this for your sake, O house of Israel, but for My holy
name's sake, which you have profaned among the nations wherever you
went. And I will sanctify My great name, which has been profaned among
the nations, which you have profaned in their midst; and the nations
shall know that I am YHVH," says YHVH Elohim "when I am hallowed in you
before their eyes" (Eze. 36:22-23).

The Seven Feasts of Israel

"Unto Us A Child Is Born"
A most intriguing and almost startling application of
the system of the seven feasts came my way recently
during some research for a book. Perhaps this whimsical
little section will serve as an example of how God's
formulas pervade this earthly, human life.
I was asked by one of my publishers to look into
writing a book about the birth of a baby from a
biblical perspective. The book was to be a gift book to
be presented to Christian couples at arrival of blessed
events.
This pleasant assignment led me to the many fascinating
birth stories in the Bible, including, of course, the
wondrous birth of our Lord. But I preferred to do more
than just celebrate a new arrival; there are many
adequate books for such purposes. Rather I wanted to
find some theological principle, perhaps some hidden
truth in the Scriptures, about how each of us are born.
I wanted to know if the Scriptures held some secret as
to how God makes us.
To that end I contacted Dr. Margaret Matheson, a Bible-
reading friend, and a very good obstetrician who has
delivered over ten thousand babies.
I questioned Margaret about pregnancy in general, how
it is calculated, and how the baby develops within the
mother. I learned that the average pregnancy is 280
days and is counted from the first day of the last
menstrual cycle before conception. Making calculations
on the Jewish calendar is rather a hobby of mine, and I
placed this 280 days on an "ideal Jewish year." The
ideal Jewish year would start exactly at the spring
equinox, with the first day of Nisan, the new moon of
the first month, occurring on the first day of spring,
March 21st. Interesting, I found that a pregnancy of
280 days, begun on March 21, would end on a very
interesting date, December 25. We don't know if
Christmas Day was actually the date of the birth of our
Lord, but we do know that Kislev is the accurate date
of Chanukah, the Feast of Dedication, which our Lord
did commemorate (John 10:22). That discovery led me to
think that there must be something very biblical indeed
about the pregnancy term, and I asked Margaret for more
details.
It was really Margaret's first statement that turned me
on to the whole system I'm about to disclose. I asked
Margaret to tell me in some detail just how the baby is
made and how it grows, and she began with this
statement: "On the fourteenth day of the first month,
the egg appears." I couldn't help hearing that familiar
ring of Leviticus 23:5: "In the fourteenth day of the
first month...," God's original instruction for the
observance of Passover. The Jews use an egg on the
Passover table as symbolic of the new life they were
granted by the sacrifice of the lamb in Egypt. The egg,
of course, appears in the Easter celebration as well,
symbolic of the same thing, although not from biblical
sources, as we have seen. The egg is an appropriate
enough man-made symbol of a new life, and I was
fascinated that the fourteenth day of a pregnancy does
the same thing as the fourteenth day of God's festival
year: It brings the chance of new life.
I was already thinking in my mind that the baby must
develop along the schedule of the seven feasts, but I
concealed my excitement from Margaret. I didn't want to
encourage her to slant the facts in any way, just to
prove a biblical point. I questioned her carefully,
keeping in mind that the next feast, Unleavened Bread,
must occur the very next night, the fifteenth day of
the first month, according to Leviticus 23:6. I asked
Margaret how soon fertilization of the mother's egg
must occur if pregnancy is to happen.
Her answer was very clear and very definite.
"Fertilization must occur within twenty-four hours or
the egg will pass on."
Now I was getting excited. Not only did the two
momentous prenatal events occur on the right days, but
they were also the appropriate events. The egg, of
course, for Passover, and the idea of fertilization -
the planting of the seed - for Unleavened Bread, the
burial of our Lord. His crucifixion on Passover gave
each of us the chance for life everlasting. His burial
in the earth, prepared for each of us, the glorious
resurrection to come.
I almost held my breath as I inquired about First
Fruits. I realized that this third feast is not on a
definite time cycle. It simply occurs on the Sunday
during the week of Unleavened Bread. It could be the
day after, or it could be almost a week away. I asked
Margaret cautiously what happened next in the birth
process.
"Well, that's a little bit indeterminate," she said.
"The fertilized egg travels down the tube at its own
speed toward the uterus. It may take anywhere from two
to six days before it implants."
I loved her word "implants" because it so suggested the
festival of First Fruits, the spring planting, and it
was the correct technical term, I found out. The
medical term is "implantation." This marks the moment
when the fertilized egg arrives safely in the uterus
and begins its miraculous growth into a human being.
Needless to say, Margaret and I were very soon occupied
with a pile of obstetrical textbooks, embryonic charts,
and, of course, the Scriptures in several translations.
I appealed to her to help me track this thing down, but
I still did not disclose to her just what I was after.
I was only going to ask her about how our little
fertilized egg would develop, without telling her that
I fully expected a very exact schedule in accordance
with the feasts.
It's probably not necessary for me to say that I was
holding my breath by this time, in hopes that something
had really been uncovered. After all, it was so
beautiful so far. Surely God designed the conception of
each of us in accordance with those first three
majestic feasts, so appropriately fulfilled by our Lord.
But would the system continue? The next one was the
tough one. It seemed that things were happening fast on
the pregnancy schedule, but the seven feasts' schedule
now called for that long wait until Pentecost. I asked
Margaret cautiously what the next development would be
with our implanted egg.
"Well, of course, we have a slowly developing embryo
here for a long time," she said. "It goes through
stages, but there's really no dramatic change until it
becomes an actual fetus. That's the next big event. You
can see it all right here on the chart." And she turned
her medical book toward me so that I could see a page
divided like a calendar, showing the first few weeks of
the embryonic development.
I looked across the little pictures at what seemed like
a little tadpole, which soon had flippers, and then
began to look like a little man from Mars, and so on
down to the very last picture on the page. There I saw
a human baby, and beside that drawing, the very
scriptural message, "Fifty days."
I looked up at Margaret, trying to conceal my
excitement, and said carefully, "Is the fiftieth day
important?"
"Well," said the obstetrician, "Up until the fiftieth
day you wouldn't know if you're going to have a duck or
a cocker spaniel. But at the fiftieth day of the
embryo, it becomes a human fetus."
Scriptural phrases were flying through my head. "A new
creature" seemed to be the appropriate one for the
momentous event of the change from this indiscriminate
life form, the embryo, to what was essentially a human
being. Indeed, on that day of Pentecost, those as yet
unregenerate Israelites at the Temple became truly "new
creatures." They became spiritual. They received life
eternal. They were not the same now as they were before
(2 Cor 5:17). They would now go on to another life
outside the confines of the fleshly bodies they were
in, in the manner that that fetus would go on to
another life outside the body of its mother.
Margaret apprised me that every scheduled event in the
birth of the baby varied somewhat with the particular
case, just as the length of the entire pregnancy would
vary from mother to mother. The medical book chart had
measured its fifty days from fertilization, rather than
from implantation (First Fruits in the Scriptures), but
the variations among pregnancies would account for the
difference. Substantially, after the seventh week,
following conception, this embryo - this inhuman life
form - would become that one creature created in God's
own image.
I next asked Margaret about the first day of the
seventh month. I had hoped that there were no big
events through what would be the long summer on the
schedule of the feasts, and indeed, there were none. It
seemed that the fetus, once started on its growth into
a human being ready to be born, progressed in a rather
general way with nothing momentous happening. The baby,
I now realized, had developed very early and now was
only gaining size and strength. But, of course, there
were a few small perfections to be added by the hand of
the Creator, and I was delighted to find that one of
these coincided so exactly with the next feast.
The perfection that arrived just at the beginning of
the seventh month, was the baby's hearing. Margaret's
medical textbooks, including the definitive "Williams
Obstetrics," stated that the baby's hearing was now
fully developed. At the first day of the seventh month,
the baby could discriminate a sound for what it really
was. For example, a trumpet was a trumpet! Just in time
for the Lord to descend from heaven with a shout and
with the sound of the trump of God, that baby could
perceive the sounds!
I was now out for blood - that is, the blood that would
represent the sixth feast, the Day of Atonement. This
was the outstanding day of blood sacrifice, and I
specified to Margaret that I wanted to know if there
was any development just ten days into the seventh
month. I still was careful not to imply just what I was
looking for. If Margaret had said, "The elbows are
finished," then I suppose my system would have been
finished. But somehow I was very confident by now, and
the obstetrician didn't let me down.
Half quoting from her textbook, and concentrating hard,
Margaret stated that the important changes now indeed
were in the blood. It was necessary for the fetal
blood, which carried the mother's oxygen through the
baby's system, to change in such a way that the baby
could carry the oxygen that it, itself, would obtain
upon birth. Technically, the hemoglobin of the blood
would have to change from that of the fetus to that of
a self-respirating and circulating human being. The
fetus does not breathe, but rather depends on the
oxygen obtained through the mother's blood circulation.
Naturally, this system must be changed before birth,
and that change occurred, according to Margaret's
textbooks, in the second week of the seventh month, and
to be precise, on the tenth day!
"The blood acceptable" rang through my mind. "I have
given you the blood for remission of sin" (Lev 17:11),
was God's statement. Indeed, each person of Israel had
to present blood to the Lord through the high priest of
Israel on the Day of Atonement. If that blood was
acceptable, then there would be life. Likewise, in the
fetus, when that blood was mature, there would be life.
But, of course, the fetus is not ready to be born.
There remained still another feast, and by this time I
was quite confident that Margaret would come up with
the appropriate fulfillment. I asked for the fifteenth
day of the seventh month, and she immediately
recognized the date as the beginning of the safe
delivery period.
"You see, that's when the lungs are developed," she
said, "And as long as they get their little lungs
going, we can bring them along, even if they are born
at that early time. I'm afraid if they decide to come
before those lungs are finished, then they have very
little chance. But by the fifteenth day of the seventh
month, a normal baby has two healthy lungs, and if born
at that point, can take in its own air and live on it."
The Feast of Tabernacles, I pondered, but, of course,
the Tabernacle is the house of the spirit, the spirit
is the air in the Bible! Didn't God blow breath into
Adam to make him live? Didn't Christ breathe the Holy
Spirit upon His disciples? And even more so, in
Ezekiel's dry bones vision (Eze 37), Ezekiel saw God
make dead bones, sinews, and muscles come together into
human beings, and then commanded the prophet, "Then
said he unto me, Prophesy unto the wind, prophesy, son
of man, and say to the wind, Thus saith the Lord God;
Come from four winds, O breath, and breathe upon these
slain, that they may live" (Eze 37:9).
Tabernacles is the end of the road - the end of the
feasts, the end of God's plan, the beginning of the
kingdom. The baby would live if born at Tabernacles.
The believer will live once he enters the kingdom.
The Eternal Light
I followed this system still further, even though I had
seen in God's feasts on Mt. Sinai, the birth of each
one of us. There is still the full 280-day period to
consider, which leads to the actual normal birthtime. I
now had such confidence in the logic of the Bible, that
I took out my Jewish calendar again and worked with the
added Festival of Dedication, Chanukah. It was not
given by God on Mount Sinai, but was prophesied by
Daniel (Dan 8:9-14), and took place in 165 BC when the
Temple was rededicated.
The nature of Chanukah has to do with the eternal light
in the Temple (and in every synagogue today). God had
made a great miracle on the occasion when Antiochus
entered the Temple and sacrificed a sow on the altar.
The Macabees threw him out but found only one precious
can of consecrated oil - a day's supply - with which to
maintain the eternal light. A great miracle answered
their prayers, however. The oil lasted eight days and
sustained the light until more was ready. And so the
Jews still light a candle each night for eight nights
on the Feast of Chanukah.
I found what I fully expected on the Jewish calendar.
Chanukah lies just the right distance beyond
Tabernacles to account for the actual birth of the
baby. The 280 days, it occurred to me while working
with the Jewish calendar, expressed exactly ten of
those mysterious twenty-eight day cycles of the moon, a
system more in keeping with the way God would plan
things than our Western nine-month pregnancy estimate.
In any case, the eight day period of Chanukah accounted
for even the off-schedule births, for the most part,
and this added festival clearly left a great symbol to
the whole system. Beyond Tabernacles - beyond the
Kingdom - we have eternity with God. This then is the
fulfillment of the eternal light.
The Birth of a King
All of the above conclusions are given just as I found
them out, researching with a friend, the obstetrician.
No attempt has been made in a book of this space to
create precision medical charts on technical calendars
and so forth. I hope to leave that to more scientific
minds who could do it justice. But I doubt if a flaw
would be found, since we are dealing here with God's
Word, and that is the first important point about this
interesting discovery.
It shows that the Bible is not just somebody's poetry
or somebody's mythology. We don't have to shrink back,
defensively claiming that we just "believe" in the Word
on something like this. I watched with deep respect as
the doctor carefully copied the dates of the seven
feasts from the book of Leviticus into her own
obstetrical textbooks, so that she might more carefully
follow the pregnancies of her patients in the future. I
saw that she totally believed some things she had not
seen before in all of the time that she had monitored
all of those pregnancies. I saw that what God said on
Mount Sinai is effective today, useful in a scientific
way. More than that, I also saw that each of us has
fulfilled the seven feasts in a unique way, before we
were actually born! Certainly, each of us developed
along the schedule of the feasts, as explained above.
In the theory of evolution, it is taught that the
embryo and fetus describe some series of past
development through other species, which finally
produced the human being. But Margaret put into plain
words that the explanation of the seven feasts was much
better, and the other thing never appealed to her
scientifically, in any case. Rather, we can see the
Creator, efficient as He is, using certain structures
from organism to organism, and with His masterpiece,
Man, using this magnificent calendar of festival
occasions and prophetic fulfillments, in the assembly
and development of each of these special creatures.
Whether we know the feasts or not, we each accomplished
every one of them!
And finally, in a great and cosmic way, we are watching
Jesus "being born" as King. We saw Him born on earth as
the Lamb of God, and His life was quickly snuffed out,
but not before His grand purpose was accomplished. But
in a greater way, we are to see Him come as King when
the great Feast of Tabernacles arrives for all of the
believers. Thus we have seen our Lord progress through
Passover, Unleavened Bread, First Fruits and Pentecost.
We shall see Him, soon we pray, in the Feast of
Trumpets, and we shall return with Him on the day of
Atonement. But His complete birth cycle, as it were,
will see Him crowned as the rightful King of this
creation, when that final Tabernacles is reached.
Each of us will then begin that magnificent life with
God that we are promised, and our Lord will begin the
kingly reign He has so patiently forestalled while we
work in His fields.

The US, Turkish and Israeli air forces will hold an air exercise this month.
It will be the largest of its kind in Turkey since the tightening of
relations between Turkey and Israel. The joint exercise, which will take
pace over a number of days, starts on June 17.
The Israeli Air Force will send 16 various aircraft to Turkey.
The American Air Force will send F-16 jets to Turkey from their American
bases in Germany.
The commander of the Israel Air Force, Dan Halutz, reached Turkey last
night, in order to participate in the celebrations marking 90 years since
the establishment of the Turkish Air Force.
Israel Air Force F-15's will provide an aerial performance in Turkey as part
of the celebrations.
Within the framework of the exercise to take place in two weeks the Israel
Air Force will send F-16 jets, Apache battle helicopters, Black Hawk assault
helicopters, Hercules transport jets as well as a Boeing 707 refueling jet.
The joint air exercise for the three countries will take place over Konya in
Southern Turkey.
Israeli security sources emphasized that the aerial exercise expresses the
joint security interests of Israel, Turkey and the US and the cooperation
between them.

Air France yesterday canceled its scheduled flights to and from Israel in
the wake of Friday nights terrorist attack at the Dolphinarium in Tel Aviv.
Passengers who arrived at Charles de Gaulle Airport in Paris yesterday
encountered a sign informing the m that their flight to Israel had been
canceled for political reasons. The French airlines afternoon flight from
Tel Aviv to Paris was also grounded. Delta Airlines, on the other hand,
yesterday inaugurated, as scheduled, its new line connecting Israe l and the
U.S. The American airline will be offering a U.S.-Israel flight on a daily

ZIMBABWE'S embattled president, Robert Mugabe, is
facing a new crisis: a growing belief among his followers that
he and his government have become the victims of black
magic, and that bad luck follows them at every turn.
Emmerson Mnangagwa, the much feared former head of the
secret police and Mugabe's designated successor, was visibly
troubled when he went on television last week to discuss
recent setbacks, including the deaths of two ministers in
separate road accidents.
"We don't know what is hitting us," he lamented. "It's not
natural. Something else must be happening."
A regional leader of the ruling Zanu-PF party went further,
saying: "We fear the hand of Lucifer is at work."
The comments follow an unprecedented sequence of
disasters for Mugabe. First, his brutal and dynamic campaign
organiser, Border Gezi, was killed in a car crash.
Gezi had created a slush fund within his Ministry for Youth
and Job Creation that was used to pay election bribes in
every municipal poll and parliamentary by-election.
Mugabe had been counting on Gezi to get him re-elected as
president next year.
His trade minister, Nkosana Moyo, quietly shipped himself
and his family to the safety of South Africa before
announcing he had resigned from the cabinet on the grounds
that Mugabe's policies had made his job impossible.
Then the defence minister, Moven Mahachi, was killed in
another car accident. Mahachi, an unconditional loyalist, was
responsible for the detention and torture of two leading black
journalists last year.
The opposition Movement for Democratic Change (MDC)
had earlier persuaded a court to set aside several election
results because widespread violence by Mugabe's party
meant they had not been fair.
The judge brave enough to reach this decision had to resign
the next day but a legal precedent had been set for MDC
challenges in more than two dozen other seats.
Meanwhile, the invasions of urban businesses by Mugabe's
shock troops, the war veterans, have rebounded so badly
that they not only had to be called off, but the government
claimed they had been carried out by "rogue elements".
Among Zanu-PF's often superstitious supporters, the greatest
impact has come from the deaths of Gezi and Mahachi and
the electrifying news that Hitler Hunzvi, the war veterans'
leader who led the invasions of white farms, had collapsed.
Conscious that his macho image was on the line, Hunzvi
discharged himself a few days later, but he has collapsed
again and is officially back in hospital suffering from
"cerebral malaria".
On the streets of Harare, the word is that all this is the work
of a powerful sangoma (witchdoctor) the MDC is said to
have brought from South Africa - a rumour the opposition
ridicules.
But such superstition has permeated even the educated elite.
When Mugabe approached several leading businessmen
about taking over the trade ministry, he was turned down.
"To get involved with Mugabe is to invite bad luck into your
life," said one.
Although Mugabe is notionally a Catholic, he has
increasingly fallen back on the tribal religions that many
Zimbabweans combine to a greater or lesser degree with
Christianity.
Mugabe's supporters are vocal in their traditionalist beliefs.
The war vets have their own spirit medium, Sekuru
Mushore, whose dictum is that "those who die killing a white
man will have no sin before Jehovah".
Mushore has his troubles with the law because he openly
insists that using marijuana and having sex with young
women are legitimate parts of the rituals he performs.
Similarly, many of Mugabe's rural supporters belong to the
Va Pastori church, whose followers proclaim a brand of
Christianity but are frequently caught up in witchcraft rituals.
But Mugabe's encouragement of tribal religion and scorn for
the modern world has now rebounded on him, for his
authority and air of invulnerability has been badly dented by
the "black magic" explanations for his run of bad luck.

Young women are resorting to selling their eggs for
thousands of pounds a time to childless couples as a way of
paying off their student debts.
The introduction of tuition fees and the cuts in grants to pay
living expenses mean that the average graduate begins the
search for a job with debts of more than £10,000.
British infertility clinics are reluctant to discuss the new
trend. They say their role is to ensure that egg donors are not
acting under duress, not to police payment arrangements
made by donor and recipient.
Although it is illegal in Britain to pay women any more than
unspecified "expenses" for egg donation, advertisements
appealing for donors are appearing increasingly in magazines
with high student readerships, such as The Big Issue.
American clinics are allowed to reward donors handsomely
for the unpleasant and potentially risky procedure. Some of
them, aware of British students' financial problems, are now
targeting women here.
Graduates and those with high IQs are in particular demand.
Many commissioning couples, desperate to have children,
are also prepared to pay premium prices for specific physical
attributes and good looks.
Clinics attract women by advertising payments of between
£6,000 and £10,000 for eggs from scarce Jewish donors or
other specified ethnic groups.
Dorothy, a science graduate from Reading University, is one
such donor. She is preparing to fly to the Centre for
Surrogate Parenting and Egg Donation (CSPED) in Beverly
Hills, California.
She has already been a paid volunteer in a number of trials
of untested new drugs to try to pay off her student loan, and
sees egg donation as a much more lucrative option.
"I saw an advert in a science magazine," she said. "I replied
to it. I wasn't really expecting to hear anything, and about
five days later a big application form arrived in the post.
"It took me quite a long time to do it, because they wanted
pictures of me and my family, and I had to get reprints done.
"They said my application is exceptional. I am on a waiting
list, appearing in a brochure of donors, until somebody
decides they like me. All the eggs I am producing are going
to waste, and the money would really help."
Dorothy, 28, has been told her eggs will be worth "as much
as £6,000".
Her expenses in going to America and staying in a hotel
during the month-long egg collection process, will be covered
by the childless couple who select her as their donor.
Karen Synesiou, the director of CSPED, where Dorothy is
donating her eggs, said: "I am getting an increasing number
of inquiries from British women wanting to pay for their
education.
"Some couples may well want to bring donors across from
the UK, particularly if you have something unique about
you, like a PhD.
"First-time donors normally get about $3,500 [£2,400], and
more if they are very well educated. A first-time Jewish
donor will automatically get $10,000 to $15,000 [£,6,800 to
£10,300] because they are harder to find. The same with
Asians and east Africans."
Eggs are collected from women by administering drugs to
induce artificial menopause. The menstrual cycle is then
restarted with more drugs designed to cause multiple eggs to
ripen, instead of the normal one a month released naturally.
A young, healthy donor can produce 15 or 20 eggs,
sometimes many more, in a single cycle of treatment.
Gedis Grudzinskas, the director of the Bridge Centre, one of
London's biggest private fertility clinics, said his clinic had
never knowingly taken eggs from a paid student donor.
"If we got a really young donor alarm bells would start
ringing," he said. "We really see our role as ensuring there is
no coercion, but it is not up to us to check private
arrangements for payment.
"We don't think egg donation is unsafe, but we don't know
what the long-term effects are, and nobody should do it
lightly."

In Judaic interpretation there are four levels of understanding:
P'shat: literal understanding
Remez: hint or allusion
Drash: investigation
Sod: secret, mystical
Keeping these four levels of study in mind while reading the
following verse, the idea of Yeshua being "the carpenter's son" goes
much deeper than the p'shat (literal) level.
Matthew 13:54-56
"And when he [Yeshua] was come into his own country, he taught them
in their synagogue, insomuch that they were astonished, and said,
Whence hath this man this wisdom, and these mighty works? Is not this
the carpenter's son? is not his mother called Mary? and his brethren,
James, and Joses, and Simon, and Judas? And his sisters, are they not
all with us? Whence then hath this man all these things?"
Note the question "is not this the carpenter's son?" The carpenter
is not named, whereas Yeshua's mother, Mary is referenced by name, as
well as his brothers. Why not give the name of the carpenter? Why
not ask: is not this Joseph's son? Perhaps Matthew is alluding to
something much deeper? Keep in mind the definitive article "the."
It's not "a carpenter's son" but "the carpenter's son."
According to Thayer's Greek Definitions, tekton (translated as
carpenter in the KJV) means "a worker in wood, a carpenter, joiner,
builder." If we understand tekton to encompass the meaning of
a "builder" as well, the verse could read: is not this the builder's
son?
It's possible Matthew is giving us a hint where he had in mind, not
an earthly "carpenter" or "builder," but a heavenly One:
Psalm 69:35
"For God will save Zion, and will build the cities of Judah..."
Psalm 104:3
"Who layeth the beams of his chambers in the waters..."
A passage in the Talmud make reference to this verse:
"The Emperor's daughter once said to R. Joshua b. Hananiah, 'Your God
is a carpenter, for it is written: Who layeth the beams of His upper
chambers in the waters." (Soncino Talmud, Chullin 60a)
Psalm 127:1
"Except the LORD build the house, they labour in vain that build
it..."
A couple of New Testament references as well:
Hebrews 3:4
"For every house is builded by some man; but he that built all things
is God."
Hebrews 11:10
"For he looked for a city which hath foundations, whose builder and
maker is God."
By referring to Yeshua as "the carpenter's son" Matthew is giving us
a hint of Yeshua's messiahship:
2 Chronicles 2:12
Huram said moreover, Blessed be the LORD God of Israel, that made
heaven and earth, who hath given to David the king a wise son, endued
with prudence and understanding, that might build an house for the
LORD, and an house for his kingdom.
The wise son in this verse is alluding to the Messiah (Mashiach ben
David). Now look at Matthew 13:54-56 again where the priests are
astonished at Yeshua's wisdom. Another link is made here as well with
the building "an house for the LORD" with the hint of Yeshua being "a
carpenter's son."
It's also interesting to note the difference between Matthew's and
Mark's versions of this incident. While Matthew has the question of
Yeshua being "the carpenter's son," Mark has the question being "is
not this the carpenter?" (Mark 6:3).
No problem.

publication Record has called into question the factual nature of key
parts of the Genesis creation story.
The article was written by Barclay Newman, senior translations
officer for the American Bible Society. According to Newman, Genesis
offers no hint that the narrative of Adam and Eve, as outlined in
Genesis 2:4 through 3:24, was intended literally as a true story. For
example, Newman argues it would have taken Adam several years to name
all the birds and animals. He says the obvious intention of the
passage was to "affirm human authority" over those creatures.
In response to complaints, the president of the Bible Society, Eugene
Habecker, has apologized for printing the Newman article, but did not
say whether the Society disagrees with Newman's views.
Conservative author Dave Hunt says he is not surprised that the
Society published such an article. Hunt says Sir John Marks
Templeton, founder of the Templeton Award for Progress in Religion --
and who Hunt describes as a "rank unbeliever, occultist, and anti-
Christian" -- was on the Society's Board of Managers for fifteen
years. Hunt says that fact may say more about the leadership of that
Society than the article itself.

1. TERRORIST GROUPS REFUSE TO END WAR
Yasser Arafat ordered his police late last night to "take all steps to
enforce a ceasefire" - but his underlings either didn't get the message or
assumed he didn't really mean it. A self-described "coalition of national
and Islamic groups" decided today that the intifada will continue; 13
organizations, including Fatah, Hamas and the Islamic Jihad, were
represented. Hamas and Fatah announced that they have the right to
continue to "defend themselves," and Hamas political leader Khaled Mash'al
said that the attacks would not stop "until the Zionist invasion is
ejected." Tanzim head Marwan Bargouti said today, "The intifada and the
armed resistance will continue for as long as even one settler or one
soldier remains in the conquered Palestinian territories."
Although no attacks were registered throughout most of the day - shots were
fired at residential outposts near the Shomron community of Itamar towards
evening - Palestinians fired at Israeli targets on six occasions during the
night and early this morning. Shots were fired at an IDF convoy west of
Tul Karem, as well as at IDF outposts in Gaza near Gadid, N'vei Dekalim,
Morag, and Rafiach. In the Shomron, Arabs shot at the northern-Shomron
community of Chomesh; IDF soldiers returned fire.
After the publication of the Palestinian decision, Israel announced that it
would reinstate its policy of initiating military actions against terrorist
leaders and infrastructures, "in accordance with the conditions that have
been created." The army will respond to Friday's suicide terrorist
slaughter "when it becomes effective to do so, and the reprisal will not be
limited to the bombing of empty buildings." So reported Israel Radio this
evening. The government had earlier said that it was allowing a "few hours"
to see if Arafat's words would be backed up by actions. It is assumed that
no actual military response is close to being carried out - partly because
of Arafat's announcement, and party because there has been a mass flight of
PA leaders into hiding in fear of the Israeli response.
Security measures that were taken following the weekend terrorist attack
included: Strengthening of the IDF closure on Arab towns in Judea, Samaria
and Gaza strip; all Palestinian workers inside Green Line Israel were
ordered to return to their homes; the Allenby bridge and the Rafiach
crossing, on the Jordanian and Egyptian borders, respectively, were closed;
all VIP passes allowing free travel for PA seniors were canceled. Many
European diplomats in PLO-controlled Gaza have left in fear of Israel's
retaliation.
The international community is pressuring Arafat to call off the
violence. UN Secretary-General Kofi Anan, U.S. Secretary of State Colin
Powell, French President Jacques Chirac, Jordanian King Abdullah, Egyptian
President Hosni Mubarak, Arab League Secretary Amr Mussa, and other
leaders
have all called Arafat and demanded that he call off all Palestinian fire.
2. SLAUGHTER VICTIMS BURIED TODAY
Arafat's original "ceasefire" announcement yesterday appeared to be a
result of his fear that Israel's retaliation was finally about to rain down
on him, following the suicide slaughter in Tel Aviv on Friday night. The
bomber detonated himself shortly after 11 PM outside a Tel Aviv nightclub,
killing 17 young people on the spot. Two more have since died of their
wounds, and another two or three are in very critical condition. Close to
100 people were injured. Most of the dead were immigrant teenagers from
the former Soviet Union. Ten of them will be buried today. Five of the
victims studied in the Shevach school in Tel Aviv - two others were
graduates of the school - and two were students of the Ort High School in
Netanya.
Deputy Minister Avi Yechezkel (Labor) represented the government at one of
the funerals today. He told Arutz-7 today, "Arafat has, with the means
available to him, declared war on Israel." Yechezkel continued, "We must
make it clear that if within 24 hours, or 48 at the most, he doesn't issue
an absolutely unambiguous order to stop the violence, then we have no need
for Arafat or the Palestinian Authority... Even I, a member of the left,
say that if he wants war, then he'll get it. If he doesn't issue the order
and return all the Hamas terrorists to prison, then that's the end of
Arafat and the PA, and maybe we'll have to say that there is just no
solution to this problem..."
Two other attempted attacks on Friday night were overshadowed by the
slaughter. Mevaseret Zion, just to the west of Jerusalem and close to the
Green Line, was the site of the explosion of an Arab-planted bomb. A bit
later, a firebomb was thrown at a home in Jerusalem's Pisgat Ze'ev
neighborhood; no one was hurt in either case.
3. ARAFAT AGAIN SPEAKING IN TWO VOICES
At today's Cabinet meeting, Defense Minister Ben-Eliezer said that there
had been a "toning down" of the PA media's incitement today. Prime
Minister Sharon said that Arafat's ceasefire announcement and any
toning-down of incitement are just "tactics" by Arafat, in fear of an
Israeli military response. Itamar Marcus of Palestinian Media Watch
discussed with Arutz-7 today whether there has been a noticeable change in
Palestinian broadcasts:
"This morning, Friday's terrorist attack was condemned. But regarding
incitement, hate songs are still being broadcast on TV, calling for
martyrdom and hitting the 'Zionist enemy.' Even more significant, though,
is the fact that in the official PA newspaper, Al Hayat al-Jadida, the
first page mentions Arafat's call for a ceasefire - flavored with an attack
on Ariel Sharon for violating his own self-proclaimed ceasefire - but then
on the second page, there is an ad from the "National and Islamic
Forces" This is the name of the umbrella organization of Fatah, Hamas,
Force 17, etc., and its ad says that the intifada will "continue until
victory," "Long live the intifada," and the like... In short, on the first
page you have Arafat telling the whole world that he has ordered a
ceasefire, but on the second page of the official PA organ - in which
everything is published only with Arafat's approval - you have everything
continuing as usual, with the same militant calls for the continuation of
the intifada and the like..."
Marcus also noted the significance of the an attack on new Russian
immigrants to Israel:
"The topic of Russian immigration to Israel is something that greatly
occupies Palestinian attention. This is because the Arabs have a
demographic plan to, within a few decades, outnumber the Jewish
population,
based on simple calculations of their much higher birthrate than the
Jews. But they feel that the immigration from other countries will mess up
their plans. In an article in the official Al Hayat al-Jadida a few months
ago, a clear call for terrorist attacks against the Russian immigrants was
published: 'We must choose targets that will cause them death and
fear... that will lose them sleep and give them all sorts of torture. We
long for the tears of the prostitutes of Tel Aviv who came from Russia and
elsewhere, and that their mothers' hearts will burn... We must transfer
the war to the lands of the enemy - if we may use this phrase, with the
knowledge that all of Palestine is conquered, and the time has come for us
to wake up and fight them on every centimeter - let's move the fight to the
land that has been conquered since 1948." Marcus concluded that Friday
night's attack shows that the Palestinians were quite serious in their
threats.
4. RIGHT-WING MKs TO MEET WITH SHARON TONIGHT
MK Yuri Stern (National Union-Yisrael Beiteinu), together with his party
MKs, will meet with Prime Minister Sharon tonight. A threat by at least
part of the faction to quit the government coalition - because of the lack
of military response against the Palestinians - is still in effect. Stern
spoke with Arutz-7 today about the fact that most of the victims on Friday
night were immigrants, and about his party's demands of Sharon:
"First of all, the immigrant community has been unfortunately
well-represented in the lists of casualties of other terrorist attacks, but
this time the blow was of course much greater. I can only say two
things: I would hope that the Israeli public would truly recognize the
importance of the contributions of the immigration, as the Arabs do, and
not just with lip service. Secondly, the immigrant population is not
afraid to fight and die, but they are not willing to do so like sheep going
to slaughter. What bothers them the most is the lack of a military
response; they came to a Jewish state that, they expect, knows how to
protect its citizens...
"[Regarding tonight's meeting with the Prime Minister,] we don't use
ultimatums when speaking to Sharon; he is not Barak. We see him as the
leader of our camp. We just want him to take into account, together with
all the other considerations, the terrible blow to national morale caused
by the lack of response, even after such a strong attack. For many hours
yesterday, there was absolutely no reaction, allowing the terrorists to run
away and hide, and organize themselves, and even allow Arafat to come out
with a ceasefire announcement. Why did this have to happen? When they
were in shock, that was the time to hit - but they were given these few
hours to start their propaganda machine going, which they know how to do
much better than we do..."
5. JEWS ANSWER BACK - IN JAFFA, HEVRON, TEL AVIV, HAIFA, AND
NEW YORK
Hundreds of Jews yesterday encircled the Hassan Bek mosque in Jaffa,
opposite the site of Friday night's terrorist carnage in south Tel Aviv,
and threw rocks and bottles at Arabs inside. Jewish protesters also later
torched a famous Arab bakery nearby. Worshippers inside the mosque
hurled
rocks back out at the enraged protesters before security forces moved
in. Several policemen were lightly hurt in the ensuing struggle. Arabs
later hurled rocks onto a nearby Jewish street.
Background on the Hassan Bek mosque is provided by Uri Dan and Dennis
Eisenberg, writing in the Jerusalem Post in February 1996:
"In 1948, Jaffa Arabs began firing into Tel Aviv even before the Arab
armies invaded Israel. Jews were killed in the Carmel Market and
surrounding areas. From the Hassan Bek mosque snipers picked off Tel Aviv
citizens at their leisure. Urged to leave their homes in April 1948 by
their own leaders, nearly all [of the Arabs] did so. They were told: "When
the Jews are wiped out you can live in the choicest Tel Aviv homes." Even
before the war was over, "liberal" Israelis urged Ben-Gurion to allow the
Jaffa Arabs to return to their homes. "No!" said Ben Gurion. "They started
the war. They will pay for it."... [Labor party leaders at the time]
encouraged the restoration of that sniper's paradise, the Hassan Bek
mosque, close to the Dan Panorama hotel."
Har Hevron residents blocked the main regional road to Arab traffic this
morning. They explained to Kol Rina News Agency this morning that in this
way they remove murderers from the road. An Arab truck driving on the
Ramallah-bypass road south of Ofrah and Beit El this morning overturned; of
its three passengers, two were killed and one was severely injured. An
investigation is underway into how the truck had avoided the encirclement
of the Arab cities and entered a road used largely for Israeli
traffic. The IDF Spokesman's Office said today: "We have imposed closure
on all of the Palestinian cities in Judea and Samaria. Palestinian travel
is prohibited on all the roads in Judea and Samaria with the exception of
humanitarian and medical cases."
Jews are protesting not only in Judea and Samaria, but throughout the
country. The grass-roots "Cities of Israel" reports that rotating teams of
Tel Aviv residents demonstrated all day in front of the Ministry of Defense
against the Oslo Accords, calling on the government to declare them null
and void. In Haifa, 50 demonstrators gathered at Merkaz Horev and called
on the government to dismantle the Palestinian Authority, return to
PLO-controlled areas, and exile Arafat to Tunisia.
A large Israel-solidarity rally will be held in New York this afternoon,
outside Israel's UN Mission, at 2nd Ave. and 42nd St. Demonstrators will
"join as one to tell our brothers and sisters in Israel: We are with
you! You are not alone!" They will also "tell the world and the
media: There is no moral equivalency between cold-blooded murder and
acts
of self-defense." The event is sponsored by over 100 rabbis, synagogues,
and Jewish community organizations.
6. ZAR FAMILY SPEAKS WITH DEFENSE MINISTER
Defense Minister Binyamin Ben-Eliezer, together with Deputy Chief of Staff
Maj.-Gen. Moshe Ya'alon, paid a very tense condolence visit to the Zar
family this morning outside Karnei Shomron. The family is in mourning for
its older son and brother, Gilad, who was murdered in an ambush attack by
Arab gunmen last week; he was the Shomron Regional Council's chief
security
officer. Ben-Eliezer told them that the terrorists had apparently sought
out Gilad specifically. The family retorted, "So what? They want to kill
all of us!... Gilad fell on the altar of your public relations
strategy." They quoted Gilad as having said recently that the IDF is
collapsing, there are not enough soldiers in the Shechem sector, and they
are not given the orders to attack. "We have the best army in the world,"
Ben-Eliezer responded, to which the family answered, "But you [plural] are
castrating it!"
Gilad's mother Yael requested that five outposts be built along the
southern Shechem-bypass road where the murder occurred, as well as in Tel
Romeida in Hevron, the city where three of her children and their families
live. Ben-Eliezer did not consent. He denied the claims that he and the
Prime Minister are refraining from acting because of American
pressure: "When we had to use F-16s, we did so, even though the whole
world was angry at me," he said. "The army will choose how and when to
respond." Oren Zar, Gilad's brother: "If you didn't respond yesterday
after 20 children were killed, then when will you ever retaliate?! Even if
40 are killed you'll do nothing! Arafat is laughing at you. He's smart,
and our leaders are stupid..."
7. FALSE ANTI-RELIGIOUS STORY WIDELY BROADCAST OVER
SHABBAT
Chief Rabbi Yisrael Meir Lau sharply attacked the media last night for
"driving a wedge" between the religious and secular sectors with a
"viciously untrue" story. The media had reported throughout yesterday -
when the observant do not listen to radio or watch TV - that the religious
burial societies had refused to bury the three non-Jewish victims of Friday
night's terrorist attack. However, by last night it had become clear that
there was no truth to the story, and in fact non-Jews who request are
buried in special sections of the Jewish cemeteries. IMRA notes that
Ha'aretz reported the correct version of the story in its Hebrew print and
internet editions last night - as opposed to the English versions. "The
information that the story was not correct was available at 9:00 PM last
night," wrote Dr. Aaron Lerner of IMRA this morning. "It remains unclear
why Ha'aretz opted to distribute the viciously incorrect story in its
printed English edition. It should also be noted that as of 8:00 AM - 11
hours later - Ha'aretz's website [had] no correction of the vicious story."
Israel Radio's Matti Golan reported that the false story originated with
Labor MK Sopha Landver, who represents the new-immigrant sector in her
party. "She appeared all over the media yesterday," Golan said, "but now,
when the story has been shown to be untrue, she refuses to be interviewed,
and suffices with a written explanation that she heard the story from a
social worker..." Shinui leader MK Tommy Lapid, who also was quick to
condemn the story yesterday, refused to retract, saying today, "The problem
is that the victims lived and died together, but were buried separately."
8. APPARENT ISRAELI LIQUIDATION ATTEMPT FAILS
Ahmed Muhammad Bisharat from a Jenin-area village, a leading Islamic
Jihad
terrorist leader, was apparently the target of an Israeli liquidation
attempt this morning. PA sources report that a bomb was detonated as his
car drove by and as an Israeli plane hovered overhead, but he was not
hurt. The IDF spokesman has not responded to queries on the matter.
9. DOES THE U.S. WANT TO CATCH TERRORISTS?
With the recent terrorist murder of Sarah Blaustein, a new American
immigrant to Israel, the issue of the U.S. government's attitude to the
Palestinian murderers of its citizens has again come under scrutiny. It
seems that though the State Department has a well-advertised policy of
offering large monetary rewards for information leading to the capture of
terrorist killers of American citizens abroad, this does not apply to
Palestinian terrorists who have murdered Americans. PLO killers have
murdered 18 Americans since the signing of the first Oslo agreement in
1993, and 6 since the beginning of the current war - yet no rewards are
publicly offered for information about them.
This past Thursday, a reporter asked State Department spokesman Richard
Boucher about this policy, and Boucher replied, "There is general award
money available for anyone that can provide us with information on the
terrorist activities against Americans. So it exists already. We don't
have to post a special reward for anybody." However, The ZOA, which has
been leading the campaign to get the State Department to publicize its
search for Palestinian terrorists, claims that this reply is misleading,
because the Department posts plenty of "special reward" offers where the
killings took place and where there might be potential informers; why,
then, does it not do so in the case of Palestinian terrorist murders, asks
ZOA President Morton A. Klein. Klein writes,
"Once again, the State Department is offering flimsy excuses to cover up
its failure to take any serious steps to capture Palestinian Arab killers
of Americans. The real reason for the State Department's position is
clear: it wants to protect Arafat's image so that it can continue pressure
Israel to make one-sided concessions to Arafat; continue giving Arafat
$100-million each year; and make it possible to have future negotiations
with him - all of which would be impossible if the American public were to
realize that Arafat is sheltering killers of Americans." At least five
U.S. Senators (Specter, Schumer, Smith, Santorum, and Clinton) are in favor
of the campaign, as are some 16 Congressmen from both parties.
10. HEB U. TO ISSUE RECORD NUMBER OF DOCTORATES
Hebrew University of Jerusalem will award a record number of 270 doctorates
at its annual convocation ceremony this evening, in addition to eight
honorary Ph.D.'s. Among the latter awardees will be France's Minister of
Education Jack Lang, as well as Prof. Franklin Fisher, a Massachusetts
Institute of Technology economist and Middle East water expert, David
Gross, professor emeritus of physics at Princeton University, and
others. The 270 degrees represents more than a third of all doctorates
being awarded this year by Israeli universities. University President
Prof. Menachem Magidor noted that there has been a 72% increase in the
number of HU doctoral degrees this year as compared to five years
ago. "This trend," he said, "reflects the emphasis of the Hebrew
University on advanced studies and the encouragement of outstanding
students to continue their studies towards advanced degrees."

IDF Spokesperson: Israel Air Force Exercise That Will Occur Over the Next
Few Days in the Skies of the Nation
3 June 2001
During the next few days, the Israel Air Force will conduct an exercise in
Israeli airspace. The exercise will involve many aircraft and it is
reasonable that supersonic booms will be heard.
The IDF Spokesperson regrets any discomfort caused by the noise and is
confident that the need for this exercise will be understood.

IDF Radio reported this afternoon that Minister of Defense Binyamin Ben
Eliezer said Israel has to wait two days to see if Yasser Arafat honors his
declaration of a cease-fire.
Israel Radio reported at the same time that the government has ordered the
IDF to initiate activities against Hamas and Islamic Jihad terrorists and
that the actions have already started. The report goes on to say that
security forces will act against the Palestinian Authority the moment that
it will be effective and the action will not be limited to attacks against
empty buildings. Israel will attack the moment it is possible from an
operational standpoint.

Kuwait slams Palestinian "scum" who burnt emirate's flag
KUWAIT CITY, June 3 (AFP) -
Kuwait's foreign minister on Sunday blasted the Palestinian "scum" who
burnt the emirate's flag during the Jerusalem funeral of senior Palestinian
official Faisal al-Husseini.
"Those who burnt the Kuwaiti flag during the funeral are scum who do not
represent the Palestinian people," said Sheikh Sabah al-Ahmad al-Sabah,
quoted in newspapers.
He said the incident at Friday's emotional funeral for Husseini, who died of a
heart attack during a visit to Kuwait the day before, was tantamount to "a
flagrant attack on the dignity of Kuwait".
The emirate would lodge a strong protest "if it turns out that organised
groups were behind this act", the foreign minister warned.
The head of Palestinian leader Yasser Arafat's mainstream Fatah group in
southern Lebanon pointed a finger of blame at Kuwait for the death of 60-year-
old Husseini.
"We do not exonerate the state of Kuwait from its direct responsibility in the
death of our martyr Faisal al-Husseini, and we hold it responsible for all the
provocations which targeted him," said Sultan Abul Aynain on Thursday, the
day of Husseini's death.
Husseini, the top PLO official for Jerusalem, died of a heart attack in his
Kuwait City hotel room after attending an anti-Israel conference.
He was the first senior Palestinian official in 11 years to visit the emirate,
which accused the Palestinians of supporting Iraq's August 1990 invasion of
Kuwait.
The Kuwaiti cabinet in its weekly meeting Sunday paid tribute to Husseini for
his "distinguished role in the struggle for the Palestinian cause and the holy
city of Jerusalem".
In the Kuwaiti parliament, meanwhile, nine Kuwaiti MPs opposed to ties with
Arafat's Palestinian Authority (PA) called for a debate on what they termed
government efforts to normalise ties with the Palestinians.
The group, led by former speaker Ahmad al-Saadun, said the Kuwaiti
government was in contact with the PA despite "its disgraceful position of
backing the Iraqi invasion of Kuwait".
A day before Husseini's death, MPs told Husseini during a meeting with the
parliamentary committee for foreign affairs that Arafat remains "persona non
grata" in Kuwait.
Husseini also held talks with Kuwait's minister of state for foreign affairs,
Sheikh Mohammad al-Sabah.

MILITARY REACTION: A defense source
says the group is in response to China's military
exercise being held on Dongshan island, but
others say they are `routine'

A US aircraft carrier battle group is now
approaching Taiwan, having moved into seas
around 350 nautical miles off Taiwan's eastern
coast by Friday night, a defense source told the
Taipei Times yesterday.
The approach of the Carl Vinson aircraft carrier
battle group is related to a large-scale military
exercise currently being conducted by China on
Dongshan island off Fujian Province across the
Taiwan Strait, the source said.
The move is reminiscent of a similar dispatch by
the US government when it sent two aircraft
carrier battle groups to the Taiwan Strait during
the 1996 Taiwan Strait Crisis.
At that time China was also holding a large-scale
military exercise on Dongshan island.
The Carl Vinson aircraft carrier battle group left
for Taiwan from Washington early last month,
the defense source said, adding that its mission is
to conduct an exercise in the west Pacific.
"The battle group's arrival is by no means
accidental. It is obviously aimed at sending a
message to China," the defense source said.
The US State Department, however, issued a
statement saying the war games are "not
unusual," but added that it will continue to
monitor the situation in the Taiwan Strait very
closely.
The military exercise on Dong-shan island has
also been called "routine" by Taiwan's Ministry
of National Defense.
But a defense official, who spoke on condition
of anonymity, told the Taipei Times that the
exercise may be a routine one but that it is one
of the largest drills in recent years that simulates
an amphibious invasion of Taiwan.
"Beware of the troops mobilized for the
exercise. They are elite forces of the PLA, the
Chinese military. Tens of thousands of these elite
forces have been [gathered] for participation in
the exercise on Dongshan island," the defense
official said.
"These troops are specially trained to invade
Taiwan. They are called `iron fist' troops and are
selected from different units. The iron fist troops
participating in the Dongshan island exercise are
the most organized troops in recent years," the
official said.
Besides the mobilized troops, the exercise on
the Dongshan island has many other features
which have aroused great attention within
Taiwan's military intelligence.
One of the features is the use of unmanned aerial
vehicles (UAVs) in the exercise. The UAVs are
being used more frequently by the Chinese
military.
The Chinese military is also using two R-class
submarines in the exercise, which are equipped
with anti-ship missiles.
The R-class submarines are outdated, but they
now have the ability to launch anti-ship missiles
from under the sea.
A transport vessel, that is designed to be
specially used in an invasion of Taiwan, is also
used in the exercise. It is capable of carrying
hundreds of armed soldiers across the Taiwan
Strait.
In addition to the exercise on Dongshan island,
the Chinese military has also launched a smaller
exercise in the South China Sea.
The exercise in the South China Sea simulates
armed occupation of islands in the region as well
as attacks on aircraft carrier battle groups,
apparently aimed at the US forces.

Iraq vows to stop oil exports

BAGHDAD, Iraq (CNN) -- Iraq says it will stop exporting oil from its Persian
Gulf and Mediterranean terminals on Monday.
The move follows the United Nations Security Council's decision on Friday to
approve a one-month extension of the Iraqi oil-for-food programme instead of
the normal six months.
This programme allows Baghdad to spend oil revenues on humanitarian
goods by channelling the money through a U.N.-controlled account.
The extension was intended to give Security Council members more time to
consider a U.S.-British proposal to modify economic sanctions.
Baghdad's announcement was made on Saturday by the official Iraqi News
Agency, quoting an Oil Ministry spokesman. The decision will take effect 8
a.m. local time, the agency added.
"Iraq will stop oil exports under the oil-for-food programme in light of the
noncompliance of the Security Council with the spirit and minutes of the
memorandum (oil-for-food programme)," the spokesman said.
In a rare show of unity on Iraq, the Security Council voted 15-0 to adopt the
resolution.
In Iraq, Deputy Prime Minister Tariq Aziz called in ambassadors from China,
Russia, and Tunisia before the vote and told them that Iraq will reject the
extension. Iraq has already said it will not accept the proposed new British
sanctions scheme.
In the resolution, the council expressed its intention to consider new
arrangements for the sale of humanitarian goods to Iraq, and to adopt the
new measures by July 4.
Britain's original intention had been to wrap the new proposals into a six-
month extension of the oil-for-food programme, which expires June 4.
In addition to lifting the embargo on civilian products, the resolution allows
civilian flights to resume flying into Iraq without the approval of the Iraq
sanctions committee.
The goal, British and U.S. diplomats say, is to reduce the number of items
blocked by the sanctions committee from entering Iraq, allieviating the
suffering of the Iraqi population.
Iraq's neighbours, Jordan, Turkey and Syria, would be allowed to import
150,000 barrels of oil a day under the British plan.
Diplomats were grappling on Friday with how to compensate Iraq's
neighbours if Baghdad does cut off oil supplies to them in retaliation for their
support of the resolution.
One idea under discussion is to take some account money used to
compensate Kuwaiti victims of the Gulf War, and divert it to those countries
cut off from Iraqi oil.
Diplomats hope the new plan would cut into the huge sums --- one estimate
is $3 billion annually -- that Iraq earns outside the oil-for-food programme
from smuggling, oil surcharges and other fees placed on contracts.

Bush Won't Issue Gay Proclamation

WASHINGTON (AP) - President Bush (news - web sites) is opting
out of Gay Pride Month.
White House spokesman Scott McClellan said Bush will not, as
President Clinton (news - web sites) did, issue a proclamation with such
a designation for this month.
Nor, as another White House official put into writing this week, will the
executive office of the president sponsor an observance.
``The president believes every person should be treated with dignity and
respect but he does not believe in politicizing people's sexual orientation.
That's a personal matter,'' McClellan said Friday.
In a staff memo circulated by the White House Office of Administration
via e-mail, managers within the administration were advised:
``The executive office of the president will not sponsor an observance
for Gay and Lesbian Pride Month. The executive office of the president
will continue to observe, in some form or manner, the special emphasis
programs that are traditionally recognized through the Affirmative
Employment Program.''
``Those programs recognize minorities and women that have been
traditionally underrepresented in the work force,'' the e-mail continued.
David Smith, spokesman for the Human Rights Campaign, the country's
largest gay and lesbian advocacy group, said that since Bush became
president in January he has signed proclamations designating Black
History Month, Women's History Month, and Irish-American Heritage
Month.
Bush has ``reached out to other constituencies,'' Smith said. ``His refusal
to reach out to our community calls into question his promise to be
president of all the people.''
In previous years, Clinton signed proclamations for Gay Pride Month
and his administration sponsored speakers' forums for the occasion.
This year, some executive branch offices, including the Interior and
Transportation departments, are still planning their own observances
regardless of White House endorsement.

Perhaps this whimsical little section will serve as an example of how God's formulas pervade this earthly, human life. I was asked by one of my publishers to look into writing a book about the birth of a baby from a biblical perspective. The book was to be a gift book to be presented to Christian couples at arrival of blessed events. This pleasant assignment led me to the many fascinating birth stories in the Bible, including, of course, the wondrous birth of our Lord. But I preferred to do more than just celebrate a new arrival; there are many adequate books for such purposes. Rather I wanted to find some theological principle, perhaps some hidden truth in the Scriptures, about how each of us are born. I wanted to know if the Scriptures held some secret as to how God makes us. To that end I contacted Dr. Margaret Matheson, a Bible- reading friend, and a very good obstetrician who has delivered over ten thousand babies. I questioned Margaret about pregnancy in general, how it is calculated, and how the baby develops within the mother. I learned that the average pregnancy is 280 days and is counted from the first day of the last menstrual cycle before conception. Making calculations on the Jewish calendar is rather a hobby of mine, and I placed this 280 days on an "ideal Jewish year." The ideal Jewish year would start exactly at the spring equinox, with the first day of Nisan, the new moon of the first month, occurring on the first day of spring, March 21st. Interesting, I found that a pregnancy of 280 days, begun on March 21, would end on a very interesting date, December 25. We don't know if Christmas Day was actually the date of the birth of our Lord, but we do know that Kislev is the accurate date of Chanukah, the Feast of Dedication, which our Lord did commemorate (John 10:22). That discovery led me to think that there must be something very biblical indeed about the pregnancy term, and I asked Margaret for more details. It was really Margaret's first statement that turned me on to the whole system I'm about to disclose. I asked Margaret to tell me in some detail just how the baby is made and how it grows, and she began with this statement: "On the fourteenth day of the first month, the egg appears." I couldn't help hearing that familiar ring of Leviticus 23:5: "In the fourteenth day of the first month...," God's original instruction for the observance of Passover. The Jews use an egg on the Passover table as symbolic of the new life they were granted by the sacrifice of the lamb in Egypt. The egg, of course, appears in the Easter celebration as well, symbolic of the same thing, although not from biblical sources, as we have seen. The egg is an appropriate enough man-made symbol of a new life, and I was fascinated that the fourteenth day of a pregnancy does the same thing as the fourteenth day of God's festival year: It brings the chance of new life. I was already thinking in my mind that the baby must develop along the schedule of the seven feasts, but I concealed my excitement from Margaret. I didn't want to encourage her to slant the facts in any way, just to prove a biblical point. I questioned her carefully, keeping in mind that the next feast, Unleavened Bread, must occur the very next night, the fifteenth day of the first month, according to Leviticus 23:6. I asked Margaret how soon fertilization of the mother's egg must occur if pregnancy is to happen. Her answer was very clear and very definite. "Fertilization must occur within twenty-four hours or the egg will pass on." Now I was getting excited. Not only did the two momentous prenatal events occur on the right days, but they were also the appropriate events. The egg, of course, for Passover, and the idea of fertilization - the planting of the seed - for Unleavened Bread, the burial of our Lord. His crucifixion on Passover gave each of us the chance for life everlasting. His burial in the earth, prepared for each of us, the glorious resurrection to come. I almost held my breath as I inquired about First Fruits. I realized that this third feast is not on a definite time cycle. It simply occurs on the Sunday during the week of Unleavened Bread. It could be the day after, or it could be almost a week away. I asked Margaret cautiously what happened next in the birth process. "Well, that's a little bit indeterminate," she said. "The fertilized egg travels down the tube at its own speed toward the uterus. It may take anywhere from two to six days before it implants." I loved her word "implants" because it so suggested the festival of First Fruits, the spring planting, and it was the correct technical term, I found out. The medical term is "implantation." This marks the moment when the fertilized egg arrives safely in the uterus and begins its miraculous growth into a human being. Needless to say, Margaret and I were very soon occupied with a pile of obstetrical textbooks, embryonic charts, and, of course, the Scriptures in several translations. I appealed to her to help me track this thing down, but I still did not disclose to her just what I was after. I was only going to ask her about how our little fertilized egg would develop, without telling her that I fully expected a very exact schedule in accordance with the feasts. It's probably not necessary for me to say that I was holding my breath by this time, in hopes that something had really been uncovered. After all, it was so beautiful so far. Surely God designed the conception of each of us in accordance with those first three majestic feasts, so appropriately fulfilled by our Lord. But would the system continue? The next one was the tough one. It seemed that things were happening fast on the pregnancy schedule, but the seven feasts' schedule now called for that long wait until Pentecost. I asked Margaret cautiously what the next development would be with our implanted egg. "Well, of course, we have a slowly developing embryo here for a long time," she said. "It goes through stages, but there's really no dramatic change until it becomes an actual fetus. That's the next big event. You can see it all right here on the chart." And she turned her medical book toward me so that I could see a page divided like a calendar, showing the first few weeks of the embryonic development. I looked across the little pictures at what seemed like a little tadpole, which soon had flippers, and then began to look like a little man from Mars, and so on down to the very last picture on the page. There I saw a human baby, and beside that drawing, the very scriptural message, "Fifty days." I looked up at Margaret, trying to conceal my excitement, and said carefully, "Is the fiftieth day important?" "Well," said the obstetrician, "Up until the fiftieth day you wouldn't know if you're going to have a duck or a cocker spaniel. But at the fiftieth day of the embryo, it becomes a human fetus." Scriptural phrases were flying through my head. "A new creature" seemed to be the appropriate one for the momentous event of the change from this indiscriminate life form, the embryo, to what was essentially a human being. Indeed, on that day of Pentecost, those as yet unregenerate Israelites at the Temple became truly "new creatures." They became spiritual. They received life eternal. They were not the same now as they were before (2 Cor 5:17). They would now go on to another life outside the confines of the fleshly bodies they were in, in the manner that that fetus would go on to another life outside the body of its mother. Margaret apprised me that every scheduled event in the birth of the baby varied somewhat with the particular case, just as the length of the entire pregnancy would vary from mother to mother. The medical book chart had measured its fifty days from fertilization, rather than from implantation (First Fruits in the Scriptures), but the variations among pregnancies would account for the difference. Substantially, after the seventh week, following conception, this embryo - this inhuman life form - would become that one creature created in God's own image. I next asked Margaret about the first day of the seventh month. I had hoped that there were no big events through what would be the long summer on the schedule of the feasts, and indeed, there were none. It seemed that the fetus, once started on its growth into a human being ready to be born, progressed in a rather general way with nothing momentous happening. The baby, I now realized, had developed very early and now was only gaining size and strength. But, of course, there were a few small perfections to be added by the hand of the Creator, and I was delighted to find that one of these coincided so exactly with the next feast. The perfection that arrived just at the beginning of the seventh month, was the baby's hearing. Margaret's medical textbooks, including the definitive "Williams Obstetrics," stated that the baby's hearing was now fully developed. At the first day of the seventh month, the baby could discriminate a sound for what it really was. For example, a trumpet was a trumpet! Just in time for the Lord to descend from heaven with a shout and with the sound of the trump of God, that baby could perceive the sounds! I was now out for blood - that is, the blood that would represent the sixth feast, the Day of Atonement. This was the outstanding day of blood sacrifice, and I specified to Margaret that I wanted to know if there was any development just ten days into the seventh month. I still was careful not to imply just what I was looking for. If Margaret had said, "The elbows are finished," then I suppose my system would have been finished. But somehow I was very confident by now, and the obstetrician didn't let me down. Half quoting from her textbook, and concentrating hard, Margaret stated that the important changes now indeed were in the blood. It was necessary for the fetal blood, which carried the mother's oxygen through the baby's system, to change in such a way that the baby could carry the oxygen that it, itself, would obtain upon birth. Technically, the hemoglobin of the blood would have to change from that of the fetus to that of a self-respirating and circulating human being. The fetus does not breathe, but rather depends on the oxygen obtained through the mother's blood circulation. Naturally, this system must be changed before birth, and that change occurred, according to Margaret's textbooks, in the second week of the seventh month, and to be precise, on the tenth day! "The blood acceptable" rang through my mind. "I have given you the blood for remission of sin" (Lev 17:11), was God's statement. Indeed, each person of Israel had to present blood to the Lord through the high priest of Israel on the Day of Atonement. If that blood was acceptable, then there would be life. Likewise, in the fetus, when that blood was mature, there would be life. But, of course, the fetus is not ready to be born. There remained still another feast, and by this time I was quite confident that Margaret would come up with the appropriate fulfillment. I asked for the fifteenth day of the seventh month, and she immediately recognized the date as the beginning of the safe delivery period. "You see, that's when the lungs are developed," she said, "And as long as they get their little lungs going, we can bring them along, even if they are born at that early time. I'm afraid if they decide to come before those lungs are finished, then they have very little chance. But by the fifteenth day of the seventh month, a normal baby has two healthy lungs, and if born at that point, can take in its own air and live on it." The Feast of Tabernacles, I pondered, but, of course, the Tabernacle is the house of the spirit, the spirit is the air in the Bible! Didn't God blow breath into Adam to make him live? Didn't Christ breathe the Holy Spirit upon His disciples? And even more so, in Ezekiel's dry bones vision (Eze 37), Ezekiel saw God make dead bones, sinews, and muscles come together into human beings, and then commanded the prophet, "Then said he unto me, Prophesy unto the wind, prophesy, son of man, and say to the wind, Thus saith the Lord God; Come from four winds, O breath, and breathe upon these slain, that they may live" (Eze 37:9). Tabernacles is the end of the road - the end of the feasts, the end of God's plan, the beginning of the kingdom. The baby would live if born at Tabernacles. The believer will live once he enters the kingdom. The Eternal Light I followed this system still further, even though I had seen in God's feasts on Mt. Sinai, the birth of each one of us. There is still the full 280-day period to consider, which leads to the actual normal birthtime. I now had such confidence in the logic of the Bible, that I took out my Jewish calendar again and worked with the added Festival of Dedication, Chanukah. It was not given by God on Mount Sinai, but was prophesied by Daniel (Dan 8:9-14), and took place in 165 BC when the Temple was rededicated. The nature of Chanukah has to do with the eternal light in the Temple (and in every synagogue today). God had made a great miracle on the occasion when Antiochus entered the Temple and sacrificed a sow on the altar. The Macabees threw him out but found only one precious can of consecrated oil - a day's supply - with which to maintain the eternal light. A great miracle answered their prayers, however. The oil lasted eight days and sustained the light until more was ready. And so the Jews still light a candle each night for eight nights on the Feast of Chanukah. I found what I fully expected on the Jewish calendar. Chanukah lies just the right distance beyond Tabernacles to account for the actual birth of the baby. The 280 days, it occurred to me while working with the Jewish calendar, expressed exactly ten of those mysterious twenty-eight day cycles of the moon, a system more in keeping with the way God would plan things than our Western nine-month pregnancy estimate. In any case, the eight day period of Chanukah accounted for even the off-schedule births, for the most part, and this added festival clearly left a great symbol to the whole system. Beyond Tabernacles - beyond the Kingdom - we have eternity with God. This then is the fulfillment of the eternal light. The Birth of a King All of the above conclusions are given just as I found them out, researching with a friend, the obstetrician. No attempt has been made in a book of this space to create precision medical charts on technical calendars and so forth. I hope to leave that to more scientific minds who could do it justice. But I doubt if a flaw would be found, since we are dealing here with God's Word, and that is the first important point about this interesting discovery. It shows that the Bible is not just somebody's poetry or somebody's mythology. We don't have to shrink back, defensively claiming that we just "believe" in the Word on something like this. I watched with deep respect as the doctor carefully copied the dates of the seven feasts from the book of Leviticus into her own obstetrical textbooks, so that she might more carefully follow the pregnancies of her patients in the future. I saw that she totally believed some things she had not seen before in all of the time that she had monitored all of those pregnancies. I saw that what God said on Mount Sinai is effective today, useful in a scientific way. More than that, I also saw that each of us has fulfilled the seven feasts in a unique way, before we were actually born! Certainly, each of us developed along the schedule of the feasts, as explained above. In the theory of evolution, it is taught that the embryo and fetus describe some series of past development through other species, which finally produced the human being. But Margaret put into plain words that the explanation of the seven feasts was much better, and the other thing never appealed to her scientifically, in any case. Rather, we can see the Creator, efficient as He is, using certain structures from organism to organism, and with His masterpiece, Man, using this magnificent calendar of festival occasions and prophetic fulfillments, in the assembly and development of each of these special creatures. Whether we know the feasts or not, we each accomplished every one of them! And finally, in a great and cosmic way, we are watching Jesus "being born" as King. We saw Him born on earth as the Lamb of God, and His life was quickly snuffed out, but not before His grand purpose was accomplished. But in a greater way, we are to see Him come as King when the great Feast of Tabernacles arrives for all of the believers. Thus we have seen our Lord progress through Passover, Unleavened Bread, First Fruits and Pentecost. We shall see Him, soon we pray, in the Feast of Trumpets, and we shall return with Him on the day of Atonement. But His complete birth cycle, as it were, will see Him crowned as the rightful King of this creation, when that final Tabernacles is reached. Each of us will then begin that magnificent life with God that we are promised, and our Lord will begin the kingly reign He has so patiently forestalled while we work in His fields. Arafat orders his security chiefs to halt all attacks
Skepticism rampant that cease-fire cosmetic

In the past two days Palestinian Authority Chairman Yasser Arafat has
ordered the heads of several PA security forces to work on halting terrorist
attacks against Israeli targets, defense establishment sources say.
Yesterday, there was a significant drop in the number of shooting attacks,
with only five incidents reported, none of them resulting in any injuries.
Defense sources said there was also a drop in the level of incitement being
broadcast by Palestinian media, with more talk in favor of a cease-fire
instead.
But the PA has not arrested any freed terrorists or begun collecting weapons
- the steps to which Israel attributes primary importance - and the defense
establishment is skeptical that Arafat will do it any time soon.
A senior defense source said the orders Arafat has issued to his forces are
comprehensive - stop all firing at soldiers and settlers in the territories, to
keep Palestinians away from points of friction with Israel, and to prevent
bombs and bombers from entering Israel. These instructions have also been
given to paramilitary organizations like Fatah, Hamas and Islamic Jihad.
But several of the paramilitary organizations - in particular Hamas and
Islamic Jihad - have already declared they will ignore the cease-fire and
continue attacks on Israel.
The National and Islamic Organizations - a coalition of 13 groups formed after
the outbreak of the violence last September that includes Fatah, Hamas and
Islamic Jihad - issued a similar statement. It did not relate to the cease-fire
directly, but declared "the Intifada is a legitimate right of the Palestinians to
defend themselves against aggression and occupation." According to Israeli
defense sources, some senior Fatah activists said yesterday they do not
interpret Arafat's orders as a complete cease-fire, and thus believe they still
have permission to carry out some shooting attacks.
Furthermore, the defense sources said, Arafat's instructions do not yet seem
to have been transferred from the leaders of the security organizations to the
men in the field.
But while both the government and the defense establishment are doubtful
that the cease-fire will prove real, in the meantime, Israel plans to continue
its policy of restraint in order to give Arafat a chance to demonstrate his bona
fides, the kitchen cabinet decided yesterday. 'No offensive now' Foreign
Minister Shimon Peres, speaking at a meeting with Foreign Ministry officials,
was explicit on this subject. There is "no reason to expect an Israeli offensive
right now," he said. The cabinet has therefore ordered the IDF to restrict itself
to operations aimed at foiling actual terror attacks.
Secretary of State Colin Powell told Sharon yesterday that he spoke with
Arafat by telephone and that the Palestinian leader pledged to continue
working for a cease-fire. However, he added, the U.S. would continue to
monitor Arafat's performance on the ground closely. "We're not naive,"
Powell said, according to an Israeli source. "We expect not words... but
action on the ground." In Israel, skepticism about Arafat's intentions is
widespread. At a meeting with German Foreign Minister Joschka Fischer
yesterday, Prime Minister Ariel Sharon called Arafat a "pathological liar" and
said his talk of a cease-fire stemmed purely from fear of an Israeli reaction to
Friday's bombing in Tel Aviv that killed 19 people. Sharon reiterated that
Israel expects several specific actions from the PA - an end to incitement, an
end to the violence and the rearrest of freed terrorists - and noted that so far,
Arafat has taken no steps to clamp down on Hamas and Islamic Jihad.
Peres, as usual more optimistic, said that Arafat's call for a cease-fire on
Saturday was important, because this is the first time he has issued such a
declaration in his own name. Nevertheless, Peres added, the test will be
what happens on the ground.
IDF intelligence believes that Arafat's talk of a cease-fire is purely a short-
term tactical maneuver. Its assessment is that Arafat will not call a
permanent halt to the violence without a significant diplomatic achievement,
because he continues to see the violence as a tool for achieving his
diplomatic ends.
The IDF is also uncertain as to how much the recent drop in the violence is
really due to Arafat's cease-fire, because the number of shooting incidents
frequently drops after a major terror attack as leading terrorists go
underground for fear of an Israeli reprisal.
"Nevertheless, perhaps this is the start of a positive process," said one IDF
source. "Israel will try to encourage it... We will wait another few days to see
if the Palestinians keep their promises."
But if Israel is skeptical about Arafat's intentions, there is general agreement
that Jerusalem's restraint so far has reaped diplomatic dividends. Peres said
yesterday that Arafat's cease-fire declaration was the result of international
pressure on the PA leader, which in turn was a direct result of Israel's
restraint. The IDF also believes the cease-fire was partly in response to
heavy American and European pressure, though it thinks fear of an Israeli
military response to Friday's bombing also played a role. Sealing the seam
Fischer offered a similar assessment. The entire international community
admires Israel's restraint, he said, and is urging Arafat to back up his words
about a cease-fire with deeds. This he said is "the true red line," and if Arafat
fails to act, the international community will hold him responsible.
Meanwhile, the IDF yesterday continued to implement measures approved
by the cabinet in response to the Tel Aviv bombing. Private Palestinian
vehicles were banned completely from Israeli-controlled roads in the
territories yesterday, and additional roadblocks were set up around
Palestinian villages. The eventual goal of these roadblocks is to divide the
West Bank into eight regions, with no traffic permitted between them.
The army is also considering ways of beefing up security along the seam line
between Israel and the territories. One possibility being considered is to
declare a kilometer-wide strip of land east of the Green Line, along its entire
length, a closed military zone, which would enable soldiers to arrest or even
shoot at any Palestinian who entered the area without permission. Another
possibility is to set up special prisons for any Palestinian caught in Israel
illegally, rather than simply returning them to the territories without penalty.
At the same time, the cabinet strongly condemned another response to the
violence - anti-Arab rioting of the type that broke out after Friday's bombing.
Sharon said such riots were "unacceptable" and urged the police to do
everything in their power to prevent such riots in the future.
"These are things we must stop immediately, and not let them develop," he
said.
Even Tourism Minister Rehavam Ze'evi - generally the extreme right wing of
the cabinet - backed this statement.
With regard to diplomatic initiatives, Peres told the cabinet that the only
relevant option on the table at the moment is the Mitchell report. The
Jordanian-Egyptian initiative, he said, is effectively dead, as neither of these
two countries ever responded to Israel's reservations about it.
Russia, meanwhile, said yesterday that it was sending a special envoy of its
own to the region, ambassador-at-large Andrei Vdovin.
Arab media reported yesterday that the person who committed Friday's
suicide bombing was Said Khotari, 22, a Palestinian citizen of Jordan who
has lived in Qalqilyah for the last two years. Security sources said they are
checking this report, but believe it is probably accurate. They also said
Khotari was apparently acting on behalf of Hamas.
The Palestinian Authority said that two Palestinians were killed and a third
wounded by settlers while they were driving near Ramallah yesterday. It also
charged that Israel tried, unsuccessfully, to assassinate an Islamic Jihad
activist.
