Many today suffer similarly to those who were persecuted
in Old Testament times. "...[Some] were tortured, not

A number of private companies are preparing to petition the High Court of
Justice to order the state to freeze the transfer of payments to the
Palestinian Authority and use these funds to reimburse Israeli businessmen
for debts owed by their Palestinian counterparts, sources at the
Manufacturers Association of Israel said yesterday. The petition is being
drafted by the law offices of Gideon Fisher. Palestinian debts to the
Israeli private sector now top NIS 100 million, said Moshe Nahum, the head
of th e foreign trade division at the Manufacturers Association. A team of
the Manufacturers Association and the Federation of Israeli Chambers of
Commerce (FICC) recommended making the joint petition to the High Court, he
said.

The government yesterday approved a law which would empower police to
impound a vehicle for thirty days and revoke the cars registration, if there
were reasonable grounds to believe that the driver brought into the country
a resident of the territories who was not in possession of a work permit.
The government decided to ask the Knessets House Committee to expedite
legislation of this proposal.

As the Palestinian Authority issued a warning to Israel last night that it
has "crossed a red line" by entering Area A (under Palestinian control) to
arrest six Palestinians, an Israeli citizen was shot dead near Nablus. No
other details were released for publication at press time.

The six Palestinians, including five members of Yasser Arafat's presidential
guard and another Palestinian civilian, were arrested late Saturday night
near the village of Sinjil. The IDF and Shin Bet believe they were involved
in recent terrorist attacks against Israelis and were planning further
attacks. (Full story, see page 2.)

Security sources said the Palestinians may respond to the arrests by
attempting to kidnap Israeli soldiers. The head of the PA's preventative
security apparatus in the West Bank, Jibril Rajoub, said yesterday that the
arrests were a "clear violation of the Oslo Accords. The Israelis have
crossed a red line."

Chief of Staff Shaul Mofaz told Channel Two in response last night that "the
Palestinians are the ones who have crossed the red lines," adding that, "the
IDF will act wherever it is needed to harm the terrorists."

In addition to increased attempts to kidnap soldiers, Israeli sources say
that the Palestinians may also respond to the arrests by holding onto
Israelis who enter areas under PA control, such as the teenage boy and girl
who were found in Ramallah on Friday and returned unharmed to Israel.

Gunbattles between the IDF and Palestinians raged throughout the evening in
various flashpoints in the territories, including the Jenin bypass road,
Nablus, Rachel's Tomb in Bethlehem, Hebron and in settlements south of Har
Hebron. No one was reported injured in these incidents.

The IDF responded to a single gunshot from the Palestinian neighborhood of
Abu Sneina in Hebron at the end of the funeral of 10-month-old Shalhevet
Pass with heavy gunfire. The precise source of the shooting was never
located, and it is possible that a gun went off by mistake.

On the road to Mount Eval, near Nablus, a bomb was discovered and
successfully detonated without causing any injuries. An Israeli citizen was
lightly wounded when stones rained down on his car near Al-Hadar close to
Bethlehem.

The Yesha Council of Settlements yesterday wrote to Chief of Staff Mofaz
yesterday to decry the reduction in permanent IDF forces stationed in the
settlements. Temporary Yesha head Ori Ariel wrote to Mofaz that there had
been a 30-50 percent reduction in manpower despite the hazardous situation
and demands that something be done about the matter as soon as possible.

In a television interview yesterday, Mofaz however refused to comment on
whether the IDF would retake the Abu Sneina neighborhood of Hebron.

In the six months since the start of the Al-Aqsa Intifada, the IDF has
prevented a total of 4,135 terrorist attacks. In the last month alone,
however, there have been 10 terrorist attacks within the Green Line,
compared to a total of nine over the five preceding months.

IDF figures state that 70 Israelis have been killed since September 2000 -
41 civilians and 29 security servicemen.

Defense Minister Benjamin Ben Eliezer yesterday approved a further easing of
the closure on the Palestinian areas, permitting some 500 Palestinians to
enter Israel for work purposes. This doubles the number of Palestinians
permitted to enter the Green Line areas.

Special Prayer for the Passover Seder for the Safety of Israel's POW's and
MIA's

2 April 2001

Jerusalem. The Jewish Agency and World Zionist Organization have initiated
a special world-wide solidarity Passover campaign on behalf of Israel's POW'
s and MIA's.

Leaders of the Jewish Agency and World Zionist Organization have appealed to
every Jewish household in Israel and throughout the world to set one
symbolic place at the seder table in honour of the Israelis who have fallen
into captivity and for those Israeli soldiers missing in action.

On the eve of Passover, a special prayer for the safety of the POW's and MIA
's will be distributed as an insert in the Israeli daily newspaper Maariv.
Similarly, the prayer will be distributed in Hebrew, with an English
translation, by the Jerusalem Post to all its subscribers, both in Israel
and around the world. All Jewish newspapers are encouraged to include this
prayer in their pre-Passover editions. Jewish communities world-wide have
been asked to join the campaign.

Every Jewish household is being asked to recite this prayer within the
framework of their Pesach seder. In this manner, the demand for the release
of the Israeli POW's and for information on the MIA's will be placed at the
top of the global Jewish agenda on the eve of Passover, the Festival of
Freedom.

Aaron, David and Solomon bless, guard and protect our prisoners of war and
IDF soldiers missing in action, including Ron son of Batya and Moshe Arad,
Zachariah Shlomo son of Miriam and Yona Baumel, Yekutiel Yehuda Nahman son
of Sara and Yoseph Katz, Zvi son of Pnina and Abraham Feldman, Omer son of
Hadra and Kassem Suewed, Binyamin son of Edna and Chaim Avraham, Adiel son
of Zipora and Yitzhak Avitan, Elchanan son of Rivka and Yehuda Tannenbaum,
and our brothers who are imprisoned in Iran, among all our other brothers
who belong to the Jewish people and are in distress and being held captive

SOLAR and SPACE WEATHER (April 2, 2001)

3-Day Solar Forecast
Solar activity is expected to remain moderate to high. Region 9393 (N15 W57) remains a probable source of Class M and Class X Flares. Other regions with high flare potential among the dozen or so spotted active regions now visible include Region 9408 (S10 W18), 9397 (S10 W35), and 9401 (N20 W40).

3-Day Aurora Forecast
The geomagnetic field is expected to be unsettled to active with a small chance of a minor storm. An energetic event in Region 9393 is likely to produce a prompt solar proton event.

Solar Data
The current sunspot number is 320, and the solar wind speed recently clocked in at 544 kilometers per second (1,214,208 mph). The solar wind density was 0.6 protons per cubic centimeter. (Speed and density values are snapshots in time and change during the day.)

The Sun's magnetic north pole, which has for years been in the northern hemisphere, has flip-flopped in recent months and now points south, NASA scientists said Feb. 15. Learn more, plus get the full Space Weather Forecast:

A note from Fraser...

Well, we had yuck weather here in Vancouver for Friday and Saturday
(aka Raincouver), so there was no way to see the auroral light
show. NASA's Space Weather site has a great set of photos from
around the world, though, so if you want to see what it looked
like, check this link out.

But, we've got a second chance. Another storm will be hitting
Tuesday, so if live in the North (although, people could see
aurorae as south as New Mexico on Friday), keep your eyes pointed
up. In fact, bundle up the family and get away from the city lights
to really see a light show - or, see nothing but the lovely night
sky, which you ought to do anyway. If you've never seen an aurora
with your own eyes, it's something you really have to get out and
do... hurry! come on! get going! no excuses!

WATER MIGHT NOT BE RESPONSIBLE FOR GULLIES ON MARS

One of the biggest stories of 2000 was the discovery of past water
on Mars. But a group of scientists from the University of Arizona
have an alternative theory about what could have caused the gullies
found by the Mars Global Surveyor - liquid carbon dioxide. Because
the gullies were only found in the coldest areas of the planet, the
scientists believe that low temperature causes carbon dioxide to
liquify inside the ground. As the temperature rises in the Martian
spring, the CO2 turns back into a gas and violently churns
downhill, emulating a liquid.

SUN HURLS ANOTHER SOLAR STORM TOWARDS THE EARTH

over a decade is still firing giant coronal mass ejections (CMEs)
towards the Earth. The last storm came by Friday and Saturday, and

SPACE STATION CREW WELCOMES TITO

Although NASA isn't so crazy about the idea, Expedition 2 will put
out the welcome mat if Dennis Tito makes it to space station Alpha
- "We will welcome anyone who brings a new Soyuz spacecraft," they
said. Tito has paid the Russian Space Agency a reported $20 million
US for the chance to join a team of cosmonauts who will link up
with the station at the end of April, but NASA is refusing training
on US-built components of the station. Officials from NASA and
Russia are currently negotiating to see if there's any way Tito can
still get the training he needs.

Pesach Pilgrimage and Omer Offering to the G=96d of Israel
on the Temple Mount

On the third day of Pesach, 17th Nisan (Tuesday 10th April, 2001), The
Temple Mount and Land of Israel Faithful Movement will hold their annual
Pesach Pilgrimage to the Temple Mount and will bring the Omer offering (the=

first wheat from the fields of Israel. The offering will be cut from the
fields of Israel and will be carried by the pilgrims as an offering to the=

G=96d of Israel exactly as was done in the time of the First and Second
Temples according to the Word of G=96d in the Torah:

"And the Lord spoke to Moses, saying, Speak to the people of Israel, and
say to them, When you come to the land which I give to you, and shall reap=

its harvest, then you shall bring a sheaf of the first fruits of your
harvest to the priest; And he shall wave the sheaf before the Lord, to be
accepted for you; on the next day after the sabbath the priest shall wave
it. And you shall offer that day when you wave the sheaf a male lamb
without blemish of the first year for a burnt offering to the Lord. And the=

meal offering of it shall be two tenth deals of fine flour mixed with oil,=

an offering made by fire to the Lord for a sweet savour; and the drink
offering of it shall be of wine, the fourth part of a hin. And you shall
eat nor bread, nor parched grain, nor green ears, until the same day that
you have brought an offering to your God; it shall be a statute forever
throughout your generations in all your dwellings." (Leviticus23:9-14)

"You shall not offer the blood of my sacrifice with leaven; nor shall the
sacrifice of the Feast of the Passover be left to the morning. The first of=

the first fruits of your land you shall bring to the house of the Lord your=

God." (Exodus34:25,26a)

The pilgrimage to the Temple Mount on Israel's three pilgrim festivals were=

the most exciting events in the life of the people of Israel when they came=

to the hill of G=96d and to the temple to meet the G=96d of Israel and as H=
e
said, to see Him and to be seen by Him. During Pesach they brought the
Pesach sacrifice from all the corners of the land of Israel and the omer,
the first wheat from the fields, as an offering for the G=96d of Israel as =
an
offering before they started to eat the wheat or the fruits of the ground
and the first of their flocks and herds. They did the same at the feasts of=

Shavuot and Tabernacles when they brought the first fruits of the ground
and trees as an offering to G=96d to thank Him for the blessings which He=

had poured out on them in their holy land. When all the people of Israel
met on the Temple Mount and in Jerusalem during these pilgrimages they felt=

what G=96d commanded them to be, the united nation of the G=96d of Israel. =
It
was one of the most unique events to see all the people of Israel
walking on the fields of Israel and even from far places, carrying the
offerings for G=96d and with their faces towards the tm and Jerusalem, the=

city that they loved so much, and the temple on the hill which was for them=

their heart, soul and eternal focus for the one reason that the G=96d of
Israel dwelt there.

The Pesach sacrifice was, perhaps, the most important and exciting
sacrifice throughout the history of Israel. It expressed the saving of
Israel from Egypt by G=96d and Israel becoming one nation, the nation of G=
=96d.
According to the Word of G=96d in the Torah, this sacrifice was to be an
eternal sacrifice. It was to be made by every individual or family on the
evening of the 14th day of Nisan on the altar in the temple and be eaten in=

a special gathering and ceremony which is held by families or groups called=

a Seder. It had to eaten before midnight on the night of the Seder. It had=

to be eaten only on the Temple Mount or in Jerusalem. The Pesach Seder is
celebrated in Israel until today as well as in all other Jewish communities=

all over the world. As the temple is still in ruins, each family places a
piece of lamb or a chicken on the Seder plate as a memorial of the Pesach
sacrifice and in order not to forget that it should soon be renewed in the=

rebuilt temple. Pesach is celebrated for 7 days. The first and last days
are days of rest on which no work is allowed to be done. For the full
period, nobody is allowed to eat leavened bread (chametz), only matzot
exactly as G=96d commanded Israel:

"And in the fourteenth day of the first month is the Passover of the Lord.=

And in the fifteenth day of this month is the feast; seven days shall
unleavened bread be eaten. In the first day shall be a holy gathering; you=

shall do no manner of labour in it; But you shall offer a sacrifice made by=

fire for a burnt offering to the Lord; two young bulls, and one ram, and
seven lambs of the first year; they shall be to you without blemish; And
their meal offering shall be of flour mixed with oil; three tenth measures=

shall you offer for a bull, and two tenth measures for a ram; A tenth
measure shall you offer for every lamb, for the seven lambs. And one goat
for a sin offering, to make an atonement for you. You shall offer these
beside the burnt offering in the morning, which is for a continual burnt
offering. After this ordinance you shall offer daily, throughout the seven=

days, the food of the sacrifice made by fire, of a sweet savour to the
Lord; it shall be offered beside the continual burnt offering, and its
drink offering. And on the seventh day you shall have a holy gathering;
you shall do no labour." (Numbers 28:16-25)
The commandment of G=96d in the Torah states very clearly:

"Observe the month of Abib, and keep the Passover to the Lord your God; for=

in the month of Abib the Lord your God brought you out of Egypt by night.
You shall therefore sacrifice the Passover to the Lord your God, of the
flock and the herd, in the place which the Lord shall choose to place his
name there. You shall eat no leavened bread with it; seven days shall you
eat unleavened bread with it, the bread of affliction; for you came out of=

the land of Egypt in haste; that you may remember the day when you came out=

of the land of Egypt all the days of your life. And there shall be no
leavened bread seen with you in all your border seven days; neither shall
there any thing of the meat, which you sacrificed the first day at the
evening, remain all night until the morning. You may not sacrifice the
Passover inside any of your gates, which the Lord your God gives you; But
at the place which the Lord your God shall choose to place his name in,
there you shall sacrifice the Passover at the evening, at the going down of=

the sun, in the season when you came out of Egypt. And you shall roast and=

eat it in the place which the Lord your God shall choose; and you shall
turn in the morning, and go to your tents. Six days you shall eat
unleavened bread; and on the seventh day shall be a solemn assembly to the=

Lord your God; you shall do no work in it." (Deuteronomy16:1-8)

In Jewish tradition, the month of Nisan is called the month of redemption.=

This tradition holds that Israel was redeemed in Nisan at Pesach and they
will again be redeemed in Nisan at Pesach. Every year the Jewish people
prayed and expected to be redeemed again in this month. Our prayers follow=

this month for a complete redemption of Israel, for the rebuilding of the
temple and the coming of Mashiach ben David.

The Temple Mount and Land of Israel Faithful Movement has renewed the
Pesach sacrifice in the life of Israel over the last 3 years. As we could
not perform this very holy sacrifice on the Temple Mount because of the
situation, we decided in any case to perform it on a hill overlooking the
Temple Mount in Jerusalem and to open a new era in the life of Israel and
to take the first step for the sacrifice of the Pesach sacrifice in the
place where it should be done according to the Word of G=96d, on the Temple=

Mount. Every year we do our best to perform this sacrifice on the Temple
Mount and only when we cannot perform it there do we hold in on the hill of=

Hannaniah where the high priest used to live in biblical times. We always
remember the tradition which started after the destruction of the temple
that once the Pesach sacrifice is again performed for the first time on the=

Temple Mount it will open the door for the complete redemption of the
temple, the rebuilding of the temple and the coming of Mashiach ben David.=

It is not a mystical tradition but a very practical one. Its meaning is
very clear: once Israel trusts in G=96d and is emboldened to fulfil His
expectations of her in these prophetic end-times in which we are now
living, then the Temple Mount will be liberated by Israel, and with it,
Jerusalem, the land and all the people of Israel. Israel's return in all
faithfulness to the Temple Mount, the G=96d of Israel and His values, will=

open a new era when all the enemies of Israel will be defeated and the land=

and people of Israel will be free. We trust and know in the Word of G=96d
that the destiny of Israel and even of all the world depends on and is
connected to this holy hill of G=96d where He dwells among His people,
Israel. Even the desire of the enemies and the nations to take the promised=

land away from Israel will pass away. G=96d says this to Israel very clear=
ly
in Exodus:

"For I will cast out the nations before you, and enlarge your borders; nor=

shall any man desire your land, when you shall go up to appear before the
Lord your God thrice in the year." (Exodus34:24)

The Temple Mount and Land of Israel Faithful Movement have made every
effort to perform the Pesach sacrifice this year on the Temple Mount.
However, because of the situation in Israel the Israeli authorities have
again not allowed us to do so on the Temple Mount. Again they showed their=

weakness and their fear of the Arabic reaction and the reaction of the
great powers. But we shall never give up. We know and believe that it
cannot be stopped for much longer and soon the gates of the Temple Mount
will be open to the Pesach sacrifice and the rebuilding of the temple.
nobody can prevent the godly process of the redemption of the people and
land of Israel.

This year the 14th day of Nisan falls on Shabbat. For this reason that we=

cannot even perform the sacrifice outside the Temple Mount on the hill of
Hannaniah. On a Shabbat the sacrifice can only be performed on the Temple
Mount and in the temple.

In order not to miss this godly event, we decided to perform the Pesach
sacrifice on the 14th day of the following month, Iyar (7th May). On the
15th day of Iyar, according to the commandment of G=96d there is a second
Pesach for those who could not observe it on the original date because he
was unclean or on a journey:

"And the Lord spoke to Moses, saying, Speak to the people of Israel,
saying, If any man of you or of your posterity shall be unclean because of=

a dead body, or is in a journey far away, he shall still keep the Passover=

to the Lord. The fourteenth day of the second month at evening they shall
keep it, and eat it with unleavened bread and bitter herbs." (Number 9:9-11=
)

We hope and pray and will do our best to perform this sacrifice in Iyar on=

the Temple Mount.

As we said, on the 10th April at 9:30 AM The Temple Mount and Land of
Israel Faithful Movement will march to the Temple Mount for the pilgrimage=

and to bring the omer as an offering to the G=96d of Israel. We shall also=

pray the holiday prayers and swear faithfulness to the G=96d of Israel, to=

His holy mountain, to Jerusalem and to the land of Israel. Our statement
will be that we shall not allow the Temple Mount, the heart of the Israeli=

nation, to fall again. It will also be a march of sovereignty and loyalty
with the blowing of shofars. We shall also demonstrate asking that the
barbaric destruction of the holy remains of the First and Second Temples be=

immediately stopped and that they not be allowed to steal any of the
remains from the holy temples. On the Temple Mount in front fo the G=96d a=
nd
people of Israel we shall renew the eternal covenant between G=96d, Israel=

and the promised land. Then we shall march around the walls of the Temple
Mount and blow the shofars exactly as Joshua ben Nun did at Jericho in
order to bring down the walls of hatred against the G=96d and people of
Israel. We shall specially march to the Eastern Gate (Sha'ar haRachamim or=

Mercy Gate) where we shall demand of the Israeli Government that this holy=

gate be opened spiritually and physically and with it the way for Mashiach=

ben David, to purify the Temple Mount from the pagan presence and worship,=

to rebuild the temple and to fly the flag of the G=96d and people of Israe=
l
over it. We shall state that we shall never move again from this most holy=

place of Israel.

This important, historic and exciting event will be an important step in
the campaign of The Temple Mount and Land of Israel Faithful Movement for
the rebuilding of the temple and for the fulfilment of G=96d's prophetic
end-time plans in the life of this generation. Nobody can prevent this
historical godly march and soon we shall see the godly fulfilment. In G=96d=

and His promises we trust!

Everyone in Israel and all over the world is called on to come and
participate in this godly event. It will be a great privilege and blessing=

for everyone to have a part in this prophetic, godly, end-time event.
Everybody is called on to assist and stand together with The Temple Mount
and Land of Israel Faithful Movement in her historic, godly campaign and
struggle to bring the G=96d of Israel and His holy values to the centre of=

the life of Israel and all mankind in His rebuilt house.

We wish everyone Hag Sameach and a holiday of redemption and G=96d's
blessings upon Israel and all her wonderful friends all over the world and=

on all mankind.

1. The Shalhevet (Abu Sneneh) Hills Campaign
Hebron's Jewish Community has started a major campaign, directed at forcing
Prime Minister Ariel Sharon to retake the Shalhevet (Abu Sneneh) hills,
source of seven months of gunfire, leading to the murder of Shalhevet Pass
a week ago.

Included in campaign is a "Moked" (center of activities) located next to
the Gross Square, directly in front of the hills. This afternoon seven
members of the National Religious Party (Mafdal) initiated the site, and
climbed up Manni Street, almost to the border between Israeli-controlled
and Arafat-controlled Hebron, just under the hills. Included in the
delegation were MKs: Rabbi Haim Druckman, Shaul Yahalom, Yigal Bibi, Zvulun
Orlev and Nisan Smoliensky. The group also visited the ancient Jewish
cemetery and the fresh grave of Shalhevet Pass. They witnessed the
continuing desecration of the cemetery.

Prime Minister Sharon to order the army to retake the hills. You can sign

2. Lies, Lies and more Lies
a. Following a major scuffle with the Israeli riot squad in Hebron last
week, Ido Yitzhak, a teenager from Ra'anana, was accused of trying to stab
a policeman. Today, when Yitzhak appeared in court, the prosecution
requested that the youth be remanded in custody until his trial. The court
judge, after hearing the two sides, ruled that the policeman had lied, and
that the 'attempted stabbing' was a total fabrication. The judge's ruling
was based on hearing other police and soldiers who were present. She
denied the prosecution's demand to keep the suspect in jail.

b. Last night an explosion shook the Avraham Avinu neighborhood at about
12:30 am. According to Hebron police, the explosion of gas balloons inside
an Arab store was perpetrated by Hebron youth. The store was destroyed.
Hebron leaders released a statement unequivocally expressing the
community's opposition to such actions, and stressing that the leadership
had absolutely no prior knowledge of it.

This morning's news accounts included statements that "3 border policemen
had been slightly wounded." Tonight, according to Hebron resident Noam
Federman, the Chief of Police of the Shomron and Yehuda District (Shi)
Shachar Ayalon, admitted to newsman Yigal Ravid of Channel 2 news and
himself that none of the policemen had in fact been injured, and that they
were only interested in a few day's vacation.

After being examined earlier today, the 3 policemen were sent home for 'a
few days of rest.'

c. While the above-mentioned NRP delegation was in Hebron today, they spoke
with Israeli officers serving in the area. A senior military officer told
them: "the police treat Hebron's Jewish residents unfairly. They invent
cases against them, and deal with them negatively and unjustly."

EL SEGUNDO, Calif.---Lockheed Martin Space Systems Company today
announced that its subcontractor, Raytheon Electronic Systems, has achieved
a crucial milestone in the development of the Beam Control/Fire Control
system for the U.S. Air Force's Airborne Laser (ABL) program. The Beam
Control/Fire Control system will aim and fire a high-energy laser at a
target missile in its boost phase.

Raytheon conducted a "first light" test of the Track Illuminator Laser
(TILL) one week ahead of schedule at its High Energy Laser Center in El
Segundo, Calif. The TILL, one of four critical lasers to the Airborne Laser
Program, is the first solid-state laser to achieve this milestone.

"The 'first light' test is significant because the TILL is the heart of
the Beam Control/Fire Control system. This is a brand new technology and the
test proves the design is valid," said Lockheed Martin ABL Program Manager
Paul Shattuck.

This laser is an integral part of the Beam Control/Fire Control system
and will project rapid, powerful pulses of light on a small section of a
boosting target missile. The light will be reflected back to an extremely
sensitive camera. The reflected light data is interpreted as information
about the target's speed, elevation and probable point of impact.

"For the ABL program we pushed both sides of the equation -- a more
sensitive sensor and a more powerful illuminator laser," said Shattuck.
"This reduced the development risk because the components can compensate for
each other," he said.

Raytheon's test showed that the TILL should have plenty of power to
meet the signal needs of the system. According to Lockheed Martin Chief
Systems Engineer Marya Andrepont, the test is a significant step in proving
the technology. "We were expecting the laser to run for a few seconds, and
they ran it for 30 minutes. I have great confidence that Raytheon will
deliver a laser module that meets our needs," she said.

Lockheed Martin is part of an industry-government team that is
developing the revolutionary ABL weapon system. Team ABL includes the Air
Force, Boeing, TRW and Lockheed Martin. Boeing is the team lead for weapon
system integration, and supplies the 747-400 freighter aircraft and the
battle management, command and control system. TRW provides the high-energy
laser, which is a chemical-oxygen-iodine laser. Lockheed Martin Space
Systems is designing, developing, and building the Beam Control/Fire Control
system, which will acquire the target, then accurately point and fire the
laser with sufficient energy to destroy a missile while it is still in the
boost phase.

The TILL is scheduled to be delivered later this year to Lockheed
Martin's Beam Control/Fire Control Integration and Test Facility in
Sunnyvale, Calif. The TILL will be integrated with the remainder of the beam
transfer optics early next year, and followed by an end-to-end test of the
Beam Control/Fire Control system.

Once modifications to the 747-400 aircraft are completed at Boeing's
plant in Wichita, Kan., and the battle management has been installed, the
plane will be flown to Edwards Air Force Base near Lancaster, Calif. The
beam control system and the lasers will be installed there.

Flight tests, expected to begin early next year, will be conducted with
each system separately, then with the system as a whole.

The Airborne Laser will be the world's first boost-phase defense
against theater ballistic missiles of the type that were used against U.S.
troops during the Gulf War. Unlike ground-based systems, ABL will operate
from hundreds of miles away and will be able to lock onto enemy missiles
shortly after they lift off. ABL will fire an intense beam of heat that
causes the missile's skin to rupture and its fuel to gush and explode. Since
the missiles are still rising, the warheads will fall onto or near the
enemy's territory.

WASHINGTON, April 1 (UPI) -- Supporters of a UFO cult are underwriting
what could be the first human baby clone, despite warnings from researchers
that the experiments are likely to endanger surrogate mothers and result in
hundreds of deformed or stillborn fetuses.

Moreover, there is no guarantee that a live birth will not quickly succumb
to a myriad of disorders, as have many cloned animals. At a hearing last
Wednesday, genetic researchers, medical ethicists and members of the
House
of Representatives spoke out against any human cloning attempts for the
foreseeable future. Despite this, a well-funded project called CLONAID, the
brainchild of Rael, a Miami-based businessman who is also, some say, a
UFO
"cult" leader, is already preparing to clone a human infant.

CLONAID's chief investors are a husband and wife who want to clone their
10-month old son, who died while undergoing surgery. The money from the
couple's malpractice settlement, supporters say, will underwrite their son's
rebirth. Somewhere in the United States is a nondescript laboratory where
CLONAID's first attempt at duplicating the boy will take place within the
coming months. The location is a closely guarded secret.
Q: At the congressional hearing this week there was almost uniform
opposition to any attempt to clone a human being for the foreseeable future.
Why are the critics wrong?

A: People are afraid of what they don't know. They were afraid at the
beginning of electricity, of the steam engine and of in-vitro fertilization.
It's the continuation of this fear. People are afraid of new discoveries.

Q: What is your response to critics concerned about the safety of surrogate
mothers carrying clone fetuses?

A: First, there is no connection between the Raelian movement and
CLONAID.
Our support is limited to intellectual and spiritual support. Our religion
is science. Our members are thrilled by all these things that I predicted 26
years ago. I asked among our women, who wanted to be a surrogate mother
on a
voluntary basis. More than 100 said they wanted to help. The best guarantee
of safety is that Brigitte Boisselier, the scientist in charge of CLONAID,
is accepting that her own daughter will be one of the surrogate mothers. You
cannot imagine a mother putting in danger or risk her own daughter. She
loves her.
Q: When will you start implanting human embryos, or have you already
begun?

A: The work is totally secret; I don't even know myself. If I have to answer
to authorities I can swear that I don't know, because I don't. But there is
a laboratory, and four scientists working in it
Q: Why is the project a secret?

A: I founded CLONAID four years ago, just after Dolly, to create the synergy
-- to put in touch scientists, investors and potential customers. It was a
just a post office box number in the Bahamas -- based on a shell company in
California. After one year, due to pressure of French TV, the Bahamian
government passed a law and cancelled the company. But from the
beginning I
knew that if it is to be done, it has to be done in America.

Q: Are you concerned, at all, about the risks?

A: When I became involved, I said yes to the project -- but I also said we
don't want to create monsters.

Q: How many people have contacted you about cloning?

A: More that 200 people who are seriously ready to pay. But despite media
reports, we have not yet accepted money from anyone. This family with the
10-month-old baby that they want to clone, they are not customers, they are
investors in the company and the company belongs to the shareholders.

Q: What are some of the reasons people give for wanting the services of
CLONAID?

A: At first it was only infertile couples and a minority of gay couples who
wanted children. But it has become a hope for families that have lost a
child or are about to lose a child. If the first cloning is successful we
can expect 10,000 people, but they are not willing to be the first.

Q: Is it the cost or the risk?

A: I know they are thinking of the price, but we cannot know the cost before
the first clone is made. When you develop new technology, the first time is
the most expensive, then when you improve it, it takes less time and costs
less. As always in new science, the first investors are rich, but remember
they also have all the risk. Q: What about concerns about the high failure
rate in animal cloning?

Q: Won't it take hundreds of human embryos before you can get a
pregnancy?

A: If we go back 20 years ago IVF, in-vitro fertilization, success was only
2 percent. Nobody wants to create a monster. At the very early stage of the
development of the embryo we can check to see if there is any problem.
Some
people say you will create a monster with four legs two heads, nonsense.
You
can see this very early in the first week of the pregnancy. Through abortion
there is no problem.
Q: Would a clone be a spiritual being? Would it have a soul?

A: We don't believe in souls because we don't believe in god. That's a
primitive belief coming from the Dark Ages. Our philosophy is very similar
to Buddhism, which is a godless religion also. They believe in reincarnation
but we don't. What people call the soul we believe is just their genetic
code

Q: Would you clone yourself?

A: We are only on the first step in this process, to be good help for a
family that can't have a baby. If I couldn't have a child, yes I would. But
I already have two children; I don't need that.

Mourners Rage At Shalhevet's Funeral
As the thousands who attended the funeral of 10-month-old Shalhevet Pass
yesterday in Hebron's ancient cemetery began to disperse, Palestinian
gunmen shot at Gross Square, not far from the Avraham Avinu quarter.
Soldiers returned fire.

"That's the reality we live in," commented one woman, adding "A single bullet
killed Shalhevet, and still the gunfire continues. When will the government
wake up to what is happening? This is no dispute, this is a war!"

A heavy IDF deployment was evident along the Jerusalem-Hebron highway.
APCs and newly established army posts guarded the roads, and army
roadblocks allowed only Israeli vehicles to pass through. In Hebron itself, a
large number of soldiers secured the route from the Machpela Cave through
Shuhada Street to the steep ascent to the cemetery. Outside the Machpela
Cave, the crowd heard members of the Jewish community, among them
Shalhevet's teenage aunt, speak about the little baby they had loved.

Kiryat Arba Rabbi Dov Lior declared, "This is not the first time since our
return to the city of our forefathers that we have accompanied victims -
civilians and soldiers - on their final journey... But to accompany a little

PA Military Trains Against Israeli Invasion
The Palestinian Authority has launched training against an expected invasion
by Israel of the West Bank and Gaza Strip. Palestinian sources said a major
military exercise was held on Saturday by Palestinian forces. They said the
exercise was held both in the West Bank and Gaza Strip.

The exercise included defense of major roads as well as a response by
commandos to an Israeli invasion. On Friday, the ruling Fatah movement
also staged military maneuvers.

PA officials said Israeli Prime Minister Ariel Sharon has launched what they
term a 100-day plan to end the current mini-war with Israel. They said this
would include the capture of strategic locations in the West Bank and Gaza
Strip as well as the assassination of key Palestinian figures. MENL

Blood, Frogs, Vermin, Pestilence... Crane Flies?
It hasn't reached the biblical proportions of one of the 10 Plagues meted
upon ancient Egypt, but a widespread local onslaught of crane flies -
popularly known as flying daddy longlegs - has had annoyed adults swatting
and frightened children crying during the past week.

Prof. Meir Pener, a senior entymologist at the Hebrew University's
department of cell and animal biology in Jerusalem, identified the giant bug
as members of the Tipulidae family that are flourishing due to the previous
rains followed by the current dry heat wave.

Although they have slender, mosquito-like bodies, they are not parasites and
do not suck blood. But they are very big and greyish black, with extremely
long legs and range up to three centimeters long. They are not closely
related to the "daddy longlegs" known in the US, which are non-flying
arachnids and related to spiders.

Stalin World Opens To visitors
A former Soviet wrestling champion, collective farm chief and mushroom
mogul will open a theme park with a difference in Lithuania today.

Known locally as Stalin World, its 500-acre grounds are dominated by more
than 60 statues of Lenin, Stalin and other communist icons, some up to 30ft
tall and weighing up to 75 tons. To recreate the horror of the Soviet gulag,
Viliumas Malinauskas has circled the park with barbed wire, guard towers
and speakers blaring patriotic Soviet songs and has laid foundations for
prison camp barracks in "the style of the times".

Lithuania, with its history of anti-communism dating from Stalin's 1940
invasion, is one of the few former parts of the Soviet Union that could dare to
mock the rule of terror that even today is spawning a new generation of
hardline admirers in Russia.

The horrors of the communist past have been heavily debated in Lithuania,
where close to one third of its 1.2 million population was imprisoned,
deported or killed during Stalin's repressions. More than 60,000 survivors of
the gulag still live in the country, wedged between Poland and Russia.

Under Mr Malinauskas's plan, visitors will be herded on to cattle trucks in the
Lithuanian capital, Vilnius, 75 miles away, and transported along a railway
line marked by the names of Siberian labour camps to which Soviet
authorities deported almost 300,000 Lithuanian political prisoners in the

Arafat To Meet Radical PLO Leaders in Syria
Palestinian Chairman Yasser Arafat will meet radical Palestinian leaders
opposed to peace with Israel during a reconciliation visit to Syria in mid-April,
a senior Palestinian official said on Saturday.

The official told Reuters that Farouq Qaddoumi, head of the PLO's political
department, opened talks in the Syrian capital on Saturday with the
Damascus-based leaders as part of preparations for Arafat's visit.

He said Qaddoumi, who arrived in Damascus on Saturday, held meetings
with Nayef Hawatmeh, head of the Marxist Democratic Front for the
Liberation of Palestine (DFLP) and Khaled al-Fahoum head of the National
Salvation Front (NSF).

Qaddoumi would also meet Ahmed Jibril of the Popular Front for the
Liberation of Palestine-General Command (PFLP-GC) and representatives of
the Islamic resistance movement Hamas and Islamic Jihad, and other groups
on Sunday, the official said.

The Damascus-based groups have vowed to wreck Arafat's 1993 peace deal
with Israel which gave Palestinians limited self-rule over parts of the West
Bank and Gaza Strip.

"We are very pleased with the reconciliation between Syria and brother
Arafat. We think this will promote the Palestinian struggle against the Israeli

STATEMENT BY THE PRESIDENT ON AMERICAN PLANE AND CREW IN
CHINA

Outside Oval Office

11:38 A.M. EDT

THE PRESIDENT: Late Saturday night in Washington, Sunday morning in
China, a United States naval maritime patrol aircraft on a routine surveillance
mission in international airspace over the South China Sea collided with one
of two Chinese fighters that were shadowing our plane. Both our aircraft and
a Chinese aircraft were damaged in the collision. Our aircraft made an
emergency landing at an airfield on China's Hainan Island.

We have been in contact with the Chinese government about this incident
since Saturday night. From our own information, we know that the United
States naval plane landed safely. Our embassy in Beijing has been told by
the Chinese government that all 24 crew members are safe.

Our priorities are the prompt and safe return of the crew, and the return of the
aircraft without further damaging or tampering. The first step should be
immediate access by our embassy personnel to our crew members. I am
troubled by the lack of a timely Chinese response to our request for this
access.

Our embassy officials are on the ground and prepared to visit the crew and
aircraft as soon as the Chinese government allows them to do so. And I call
on the Chinese government to grant this access promptly.

Failure of the Chinese government to react promptly to our request is
inconsistent with standard diplomatic practice, and with the expressed
desire of both our countries for better relations.

Finally, we have offered to provide search and rescue assistance to help the
Chinese government locate its missing aircraft and pilot. Our military stands
ready to help.
