Rain begins Friday after Gov. Mike Foster calls for prayer

DERIDDER — Despite a claim by the American Civil Liberties Union that Gov. Mike Foster has committed a constitutional sin by calling for a week of prayer to end a drought, Beauregard pastors support Foster.

Joe Cook of the ACLU of Louisiana has alleged that Foster crossed the legal line that separates church from the state by using his government office to promote religion.

Last week Foster issued an official proclamation asking citizens to pray for rain to end a long drought that has destroyed crops and contributed to a rash of forest fires around the state.

Cook maintains the Constitution's First Amendment protects citizens from public officials seeking to promote their personal religious beliefs.

He said Foster can do what he wants in private but he's not "... pastor of the Church of Louisiana."

Foster said Cook should "get a life." He said he wasn't trying to force anyone to pray with the resolution.

While the ACLU may feel Foster's crossed the line, it's not that way in Beauregard Parish.

The Revs. Bruce Crosby, pastor of Texas Avenue Baptist Church, Herman Hebert, pastor Three Pine Apostolic Church, and Jon Tellifero, pastor of First United Methodist Church, all of DeRidder, support Foster's stand.

"He's right on track," said Hebert. "The governor has the right to do what he's done and he following the Bible."

Tellifero said that more public officials should follow Foster's lead and join him in asking for public prayer.

"Gov. Foster has the right as a citizen to call on the people of our state to pray," he said. "He did not give an order or attempt to force anyone to pray, only asked them."

Crosby was more direct in his assessment.

"Read Deuteronomy 31:6. The governor is not only doing the right thing, he should do more of it," he said. "I applaud him for taking a stand and the ACLU should find something else to pick on. We can listen to the ACLU and have no rain or we can listen to the governor and have rain."

The verse cited by Crosby reads: "And the Lord they God will circumcise thine heart, and the heart of they seed, to love the Lord thy God with all thine heart, and with all they soul, that thou mayest live. (King James version)"

All three pastors said the ACLU was in the wrong and should not attack Foster for asking for prayer.

"He must have been doing something right because we're getting rain," Hebert said. "The ACLU should keep out of this because the governor's definitely on target."

Paul Baier, a professor at LSU's Paul M. Hebert Law Center, told the Associated Press that it is "nonsense to suggest" that Foster violated the Constitution by asking citizens to pray for rain.

He said it is not unprecedented for elected officials to ask for the public's prayers.

Beauregard Parish has gained national recognition for its call to prayer for its schools, students, teacher, administrators and parents in the past two years.

"There's nothing wrong with prayer," Crosby said. "In fact, if we had more of it, our country may not be in the shape it's in now."

Hebert said that Foster has not violated or harmed anyone by his proclamation. He said the governor only requested people pray.

Foster's resolution noted that 41 parishes are seeking disaster relief from the drought, which is hurting Louisiana's agricultural, forestry and seafood industries.

Rain began falling across much of Southwest Louisiana Friday.

Giant telescope to look for alien life

THE United Nations is drawing up plans for a giant radio telescope that will scan more than a million stars for signs of intelligent life. The £800m machine, called the Square Kilometre Array (SKA), will be the most sensitive astronomical instrument yet built.

An agreement to build the new telescope was signed last month at a meeting of the International Astronomical Union in Manchester. Scientists will spend the next few years designing the technology, with completion due in about 2015.

Scientists hope to detect television and radio transmissions, or signals broadcast by alien civilisations. "We will use it to survey stars up to 1,000 light years away from us," said Jill Tarter, a leading researcher at the Search for Extra-Terrestrial Intelligence (Seti) institute in America. Seti's instruments are only powerful enough to examine several hundred stars.

Impetus for the plan has grown in recent months, with astronomers announcing the discovery of more than 40 planets in distant solar systems. The planets are mostly very large and too hot to support life as we know it, but their discovery suggests many smaller, Earth-like planets may also exist.

Besides looking for intelligent extraterrestrials, the SKA will seek the faint radiation emitted 10-12 billion years ago when the first stars and galaxies formed after the big bang, the explosion of dense matter that marked the universe's origin.

It will also allow astronomers to plot in detail the courses of asteroids and comets that threaten to collide with the Earth. Professor Peter Wilkinson, a senior astronomer at Jodrell Bank, Britain's renowned radio telescope centre, said that the SKA could enable humanity to protect itself from their impact.

Astronomers calculate that the telescope will need a collecting area of a square kilometre, made up of hundreds of antennae or dishes scattered across thousands of miles, linked by some of the most sophisticated computers on Earth.

Scientists aim to create a "radio quiet park", where nobody will be allowed to use mobile phones, TV, radio or walkie-talkies for fear their emissions could be mistaken for signs of alien life. The most likely site is in Australia.

Professor Ron Ekers, of the Australia National Telescope Facility, who has been advising the UN, said the SKA would provide "crucial new evidence on the formation and early history of the first stars".

For Tarter, however, the biggest issue is how Earth will cope if the SKA succeeds in detecting alien life. "Such a discovery will change our perception of our role in the cosmos. This telescope will be a great scientific instrument, but its effect on humanity could be profound."

No official regulations for Temple Mount access

Jerusalem police informed the city's Magistrates Court on Friday that since
1999, no official procedure has existed to regulate the entry of visitors to the
Temple Mount.

The regulations which used to govern entry into the holy site, written by the
former head of the police unit in charge of holy places in Jerusalem, Reuven
Edri, were revoked in 1999. However, these regulations effectively continue to
govern the attitude of the police in their control of access to the Temple
Mount.

According to the letter, "the absence of official procedures for the entry of
visitors to the Temple Mount, and the need to instruct the police officers on
duty there ... resulted in the formulation of a proposal by the legal adviser to
the Jerusalem District Police. However, as a result of the political situation
and the negotiations over the status of the holy sites, the proposal has not
been authorized ... and the police are operating under instructions passed to
it from time to time ..."

The Jerusalem police were responding to the court's request for information
in connection with a suit brought against Yehuda Etzion and two of his
colleagues by the state. The three men, who are campaigning for a
permanent Jewish presence on the Temple Mount, were sued for an attempt
to pray at the site.

Attached to the letter sent by the police to the court is a copy of the
regulations which until 1999 governed the entry of visitors to the Temple
Mount.

In what constitutes the first time these regulations have been made public,
they specify that the site is open to all during visiting hours, "but persons
who are not Muslims may not pray at the site." Reuven Edri also warned in
the regulations that "praying by Jews or other non-Muslims at the site would
result immediately in an incident whose extent is unforeseeable and could
result in bloodshed."

Visitors are allowed into the site every day except Fridays, when only
Muslims coming to pray are allowed access.

Regarding the entry of religious Jews into the mosques on Temple Mount,
the issue does not fall under the jurisdiction of the Jerusalem police but is
the responsibility of officials of the Waqf Muslim religious trust. Jews who are
not allowed into the mosques because of their faith may file a complaint with
the Ministry of Tourism.

A special article in the regulation is geared toward regulating the entry of
members of the Temple Mount Faithful to the holy site. The need for the
emphasis on this group stems from their repeated efforts to pray at the
Temple Mount.

"In general, members of the [Temple Mount] Faithful will only be allowed into
the site in small groups, not exceeding seven persons. Throughout their visit,
policemen should accompany them. Because a Waqf official will also be
present, the policemen should ensure that [the Faithful] do not come into
contact with him ... no religious article may be allowed to be brought into the
site by members of the movement ... and prior to their entry they must
undergo an extensive search ... extremists who declare their intention to
pray at the site will not be allowed in. In case those allowed to enter try to
pray at the site, they must be removed from the site immediately.

As the United Nations Millennium Summit continues in New York,
conservatives in Washington are increasing their calls for the U.S. to
withdraw from the left-wing world body.

Thursday, in a press conference on Capitol Hill, supporters of H.R.
1146, the American Sovereignty Restoration Act, presented more than
300,000 signed petitions in favor of the measure, which calls for the
U.S. to cut its ties to the U.N.

"We are putting a bright spotlight on those in Congress who don't
support national sovereignty. And we've brought more than 300,000
signed
petitions to show Congress that the American people want their
sovereignty protected," said Tom DeWeese, president of American Policy
Center, which organized the drive.

According to DeWeese, recent proposals to eliminate permanent veto
power
in the Security Council, the creation of international rapid response
forces, and the plan to create an International Criminal Court point
to
a U.N. that is increasingly taking on the role of a world government.

"Obviously its focus is changing from its original purpose to be a
place
where nations can come together to discuss their differences," said
DeWeese. "Clearly the United Nations is on a different track."

DeWeese's comments were echoed by Dr. Herb Titus, an attorney who
wrote the legislation.

"What we've seen in New York is the unanimous mandate by world leaders
and heads of state to go ahead and implement an agenda for global
governance," said Titus.

Rep. Ron Paul, R-Texas, was also on hand to promote a recently
introduced bill he has co-sponsored that would prohibit U.S. soldiers
from serving under U.N. command or wearing U.N. insignias or
uniforms.

"U.S. soldiers sign up to defend the interests of the United States,"
said Paul. "They should not be required to take orders from any nation
or body except duly appointed representatives of the American
people."

Prize to be awarded to mastermind of Munich massacre

     (IsraelWire-11/15) The PLO Authority (PA) Mahmoud Prize for Culture
     will be awarded to Abu Daoud, the mastermind of the 1972 Munich
     massacre in which 11 Israeli athletes were killed.

     Daoud will receive the 10,000 French Franc award during the ceremony
     planned for next month in France. The award is for his book, "Palestine,
     From Jerusalem to Munich," in which he describes how he planned the
     Munich massacre of the Israeli Olympic team.

     The award is named after Mahmoud Hamshari, the PLO representative
     who was assassinated in France in 1973.

     The 62-year-old award recipient was the leader of the Black September
     terror organization. Following the publication of the book, German
     authorities issued a warrant for his arrest and France declared him
     "persona non grata". It is believed that a representative will accept the
     award in France for Daoud.

[Moderator: This is part of an ongoing project by Sharon, one
of our list members. It has some very interesting information in
it regarding the Temple Mount and the Vatican's involvement
in front of and behind the scenes. Sharon has also done two

Since Camp David II the Temple Mount Faithful have persisted to
attempt to pray on the Temple Mount. The High Court of Justice has
ruled that Jews have the right to do this. The chief rabbis do not
agree with this high court ruling. Yet, the Moslem Wakf has not
permitted what is the legal right of all Jews. In recent days, there
have been repeated confrontations between the Jews and Arabs as
members of the Temple Mount Faithful have attempted to pray upon the
Mount. The situation has required a temporary closing down the Mount
to all religious worship. The Moslem worshippers do not like being
denied access to their holy sites that exist on the Mount This is an
explosive situation, but one that negotiations at Camp David II were
close to solving by implementing the Beilin Abu Corridor Plan. This
was a plan developed five years ago by Yossi Beilin, now acting
minister of justice and Abu Mazen, chairman of the PLO Executive
Committee. Both of these men have been referred to as the chief
architects of the Olso agreement. Briefly summarized, this plan would
give the Moslems a set of private roads and tunnels to have
unhindered access to their holy sites. It would appear then that for
political purposes a negotiated peaceful compromise has been
achieved, it just remains to be implemented. . This plan would
maintain the status quo. It is a possible solution that involves
political sovereignty, but not religious sovereignty. Who thinks it
can address the issue of religious or spiritual sovereignty?

Who boasts it can implement this plan? Interesting enough, very soon
after the Camp David II talks ended, Madeline Albright made a visit
to the Vatican to discuss how the Pope could help resolve the impasse
of the Old City and the holy sites. The Vatican's answer is to
internationalize the area. Israel has resisted any suggestion to
rule Jerusalem by a special international mandate. Yet, there a basis
for the Vatican to assume this unique position by an agreement signed
on December 30, 1993 (16 Tevet 5754) in Rome between the state of
Israel and the Holy See. This document consists of a preamble and 12
Articles. This was posted in the Jerusalem Post and headline read:

FUNDAMENTAL AGREEMENT BETWEEN THE HOLY SEE AND THE STATE OF ISRAEL
December 30, 1993
Signed in Jerusalem, this thirtieth day of the month of December, in
the year 1993, which corresponds to the sixteenth day of the month of
Tevet, in the year 5754.
Article 12 The Holy See and the State of Israel will continue to
negotiate in good faith in pursuance of the Agenda agreed upon in
Jerusalem, on 15 July 1992, and confirmed at the Vatican, on 29 July
1992; likewise on issues arising from Articles of the present
Agreement, as well as on other issues bilaterally agreed upon as
objects of negotiation.

The PLO has also signed an agreement with the Vatican that includes a
preamble and 12 Articles. Again, the broader issues of final status
of Jerusalem and the Holy Sites are discussed. This agreement was
signed on February 15, 2000 just prior to the unprecedented visit of

BASIC AGREEMENT BETWEEN THE HOLY SEE AND THE PALESTINE LIBERATION
ORGANIZATION
Signed February 15, 2000

How convenient that the Vatican has basically signed the exact same
agreement with the Israelis and Palestinian peoples concerning one of
the most difficult issue of the Olso peace accord. The papacy is
poised to be the natural mediator because of the former dual
agreements. It's the idea that the Jews will not have to bow down to
the Arabs when it comes to issues of access to the Holy Sites; and
vice versa, the Arabs will not have to submit to Israeli authority on
matter concerning Muslim worship. Equally important here is what the
Vatican claims to essentially represent to the secular world. The
Vatican claims to represent God' s sovereignty. Would it not be
possible then for Arab and Jew to come together because each party
will relinquish not to man, but to God- the supreme maker and ruler
of the Holy Sites. The Holy sites are not Jewish or Muslim, but
divine.

I found it also somewhat interesting that on Monday March 27, 2000
the Pope made 2 visits to the Holy Sepulcher
(http://www.jpost.com/Editions/2000/03/27/News/News.4602.html). The
first was a scheduled visit where he gave a final mass to an
invitation only crowd of 200 people. The next day he would depart
from the Holy Land and the unprecedented papal visit would have been
history. Soon after giving this mass, the Pope met with bishops and
patriarchs of the Latin Patriarchy. It was not known what was
discussed at this meeting. I find it interesting that during this
meeting that the Pope "spontaneously" announced that he wanted to
return to the Holy Sepulcher for a final prayer and private
meditation. There was no other place that the Pope had visited
during his mid east tour that was visited twice and certainly no
other place that he asked to revisit that were unscheduled. What
could have been his prayer and need to revisit the holiest Christian
site in Jerusalem? My opinion is it had to do with the Vatican
obtaining control of the Old City, particularly the Temple Mount
area. In reviewing pictures of the Holy Land tour I found a picture
of the Knights of the Holy Sepulcher. Who are these men dressed in
white robes? Why would they play a significant role in the final
mid-east peace negotiations?

This religious order of monks could play a peace-negotiating role
because historically they consider themselves guardians of the Holy
Sites. They have functioned in this role since the days of the
crusades where they repossessed or sacrificially guarded the
Christian holy places. Recently John Paul II updated the statues of
this order in 1996 to provide humanitarian aid to the Christian
Palestinians.

In 1847, after the Latin Patriarchy of Jerusalem was re-established,
Pope Pius IX gave new life to the Order with the Bull "Nulla
Celebrior," entrusting it with the task of helping the Patriarchy in
its activities and needs. The last time these statutes were updated
was in 1996, when John Paul II established that the charitable
objectives of the institution, to insure material and spiritual
support to Christian communities in the Holy Land, remain unaltered.
Thus, the Knights of the Holy Sepulcher have concentrated their
efforts in assisting Christian families, the majority of whom are
Palestinian, who are pressed to emigrate given the difficult social,
economic and political situation of the country.

The 20,000 Knights and Dames of the Order give decisive support to
the Latin Patriarchy's needs, especially priests, the patriarchal
seminary, and parish schools with over 15,000 pupils. They have also
undertaken initiatives of a social nature, including the construction
of homes, assistance to professional schools, and facilitation of
loans for agricultural activities and craftsmanship.

The United States's concept of sovereignty over Jerusalem is to carve
it into 4 pieces: Al-Aqsa Mosque and the Dome of the Rock shrine; the
Temple Mount plaza; the external wall; and the subterranean spaces.
Each area would have its own sovereignty and governed by a different

How does the Bible use the word sovereign? According to Strong's the
word sovereign comes from an "unused root meaning to rule; which
means controller over human or divine issues. Lord, master, owner."
The word is adonay (#136) and it is the emphatic form from the root
word adon (#113) The King James Version of the Bible translates this
word as LORD GOD. This phrase is used 1152 times in the old and new
testaments. For example, "And he said unto me, Son of man, can these
bones live? And I answered, O Lord GOD, thou knowest " Ezekial 37:3
It was the sovereign Lord who regathered the Jewish people back to
Israel in 1948. " And he said unto me, Son of man, can these bones
live? And I answered, O Lord GOD, thou knowest " It is the sovereign
Lord who causes Israel to bloom and be prosperous. "Also Thus saith
the Lord GOD unto these bones; Behold, I will cause breath to enter
into you, and ye shall live" Ezekial 37:5. It will be the sovereign
Lord who causes the Gog/ Magog invasion to come up on the mountains
of northern Israel. "And say, Thus saith the Lord GOD; Behold, I
[am] against thee, O Gog, the chief prince of Meshech and Tubal
Ezekial 38-3. Thus saith the LORD GOD; It shall also come to pass,
that at the same time shall things come into thy mind, and thou shalt
think and evil thought Ezekial 38:10. Therefore, son of man, prophesy
and say unto Gog, Thus saith the LORD GOD; In that day when my people
of Israel dwelleth safely, shalt thou not know it Ez. 38:14? Thus
saith the LORD GOD; art thou he of whom I have spoken in old time by
my servants the prophets of Israel, which prophesied in those days
many years that I would bring thee against them Ez 38:17? And I will
call for a sword against him throughout all my mountains saith the
LORD GOD: every man's sword shall be against his brother Ez. 38:21.
Thou shalt fall upon the open field: for I have spoken it, saith the
LORD GOD Ez.39: 5. Behold, it is come, and it is done, saith the
LORD GOD: this is the day whereof I have spoken Ez. 39:8. Amen!

HA'ARETZ AT IT AGAIN: We reported a few weeks ago about HA'ARETZ's
crusade against the Jewish community of Hebron. It seems they are not the
only target of the newspaper. A story carried on Wednesday by HA'ARETZ
about a new Roman aqueduct created a political stir in Israel. The article
stated that a team from the Religious Affairs Ministry discovered and
exposed additional sections of a water tunnel from the era of King Herod,
under and to the north of the Western Wall. Journalists made their way to
the Western Wall compound seeking new evidence of the reported
archeological find but left empty handed. Archeological experts and the Israel
Antiquities Authority (IAA) deny any new excavations on the Temple Mount
or the discovery of a new aqueduct, adding there have been no new
discoveries in the area mentioned in the HA'ARETZ report. According to Jon
Seligman of the IAA, "There have been no new excavations in the are of the
Kotel (Western Wall) in the last few years". He added that the digging in the
past years was also south of the area mentioned in the HA'ARETZ report.
The story was picked up in the Arabic press as well, prompting the Grand
Mufti of Jerusalem, Sheik Arama Tsabari, to issue a threat. Jerusalem Mayor
Ehud Olmert was quick to respond. "This is one additional step aimed at
supporting the Palestinian political effort to claim sovereignty of the Temple
Mount."

US THREATS HURT ISRAELI DEFENSE CONTRACTORS: Israeli defense
executives said that Washington's success in canceling the Phalcon deal to
China has led to more pressure on Israel and its traditional clients. Turkey is
now under great pressure to cancel an M-60 upgrade contract awarded to
Israel Military Industries as well as a satellite contract awarded to Israel
Aircraft Industries. Another target by Boeing and other leading US
contractors will be other projects being sought by Israel in China. In some of
these projects, Israeli contractors have teamed up with their Russian
counterpart. "This is clearly a huge blow to the Israeli defense industries," a
defense executive said. "It means the United States can hurt us at any time
anywhere. By caving in, we proved that US pressure can work. It's just a
matter of time before they use it again." Leading defense executives dismiss
Washington's assertions that the Phalcon could endanger US troops in the
Taiwan straits. As they see it, US defense contractors -- particularly Boeing --
 have launched a full court press to stop Israeli firms from winning military
projects in Asia.

In a related story, leading defense executives are warning that thousands
of employees will be laid off as the military reduces procurement from
Israeli contractors. The executives said companies will close and weapons
assembly lines will be shut down because of the continuous cut in the
defense budget. They said the military is buying more from the United
States at the expense of Israeli industry. [Editor's note: In addition to
pressuring Israel to cancel the Phalcon deal with China, the US is also
demanding that Israel purchase more US manufactured goods with the aid it
receives from the US.] Barak plans to cut 800 million shekels
($198,640,000) of the budget requested by the military. Military
commanders said the decrease will suspend weapons development plans and
stop procurement from Israeli contractors.

MEANWHILE, US BOLSTERS THE ARMIES OF ISRAEL'S ENEMIES:
Saudi Arabia has put in an order for $2.7 billion in military hardware and
support from the US to help it reinforce its national guard and air force. The
largest part of the deal, worth an estimated $1.6 billion, will provide the Saudi
air force with flight simulators, parts and technical services. The package
also includes a $416 million deal to provide armor-armoured vehicles, and a
$690 million maintenance and training contract for the Saudi fleet of F-15s
built by US air company Boeing. [The United States has recently been
putting pressure on Saudi Arabia to increase its oil production, thereby
lowering the price of oil on the world market.] This is in addition to the
recently announced deal for $500 million involving the delivery of 500
AMRAAM air-to-air missiles, one of the most advanced missles of its kind in
the world [see TNS, July 29, 2000/26 Tammuz 5760].

Another recently announced deal with Egypt [see TNS, July 29, 2000/26
Tammuz 5760] covers $73 million worth of "heavy recovery vehicle kits, M2
machine guns, spare and repair parts, contractor technical support,
support and test equipment, publications, program management, personnel
training and training equipment, US government and contractor technical
and logistics services and other related elements of program support."

CIA LISTS 'WEST BANK' AS SEPARATE NATION: In the CIA 'World Fact
Book 2000', the 'West Bank' (Judea and Samaria) is listed as a separate
country with its own budget and exports and imports. It even lists its 'debts'
and 'economic aid'. It is 'bordered' by Israel and Jordan. The Israeli settlers
are not recognized as a part of the population figure. The main language
listed is Arabic and Hebrew is "spoken by Israeli settlers and many
Palestinians", English is "widely understood". Under the listing for Israel, the
bordering 'nations' given are "Egypt, GAZA STRIP, Jordan, Lebanon, Syria,
and the WEST BANK". The Gaza Strip and 'West Bank' are NOT foreign

MOSLEMS PROTEST USE OF STAR OF DAVID: The greatest irony of the
saga of the Red Cross and its persistent denial of membership to Israel's
Magen David Adom is that the man who fostered this international
humanitarian movement was a devoted Zionist. For 50 years, the
International Committee of the Red Cross has fought fiercely to oppose the
application for membership of Israel's emergency medical society, which
uses the Star of David as its symbol. The door was closed largely due to
Islamic opposition, and led to widespread charges of antisemitism. A
proposal was submitted recently whereby the Jewish star would be framed
within a border, although the ICRC would not require this border on the two
previously accepted symbols, the red cross and Islam's red crescent.
Throughout the long debate over MDA's membership, few have noted that the
Red Cross movement was birthed by the humane pleas of Jean Henri
Dunant, a Swiss Protestant who also took up the cause of the Jewish return
to the Land of Israel. Now Syria has objected to the use of the symbol. The
Syrian State Minister Eng. Makhoul Abu Hamda stated the Star of David "is
a sign of killing, demolishing, displacing and burning." However, it is the
worshippers of the 'red crescent' that are currently terrorizing millions of
people around the world in several nations, i.e. the Philippines, Kashmir,
Afghanistan, Israel, Nigeria, Indonesia and Egypt to name a few.

PLO TO DELAY STATE DECLARATION
The PLO Central Council convened today to vote on the postponement of the
declaration of a Palestinian state. In light of the objections of most of the
world to a unilateral declaration, Yasser Arafat will tell the Council that
"another chance should be given for peace with Israel." The probable next
target date for the declaration: Nov. 15. Council Chairman Sal'im Za'nun says
that a date no later than Jan. 1, 2001 must be chosen, for if not, "this will
mean the permanent perpetuation of the autonomy."

Correspondent Huberman reports that Arafat always likes to choose
meaningful dates for his deadlines: Sept. 13, the original date for the
declaration, is the 7th anniversary of the first Rabin-Arafat handshake on the
White House lawn at the signing of the first Oslo agreement; Nov. 15 will be
the 12th anniversary of the PLO's declaration of a state-in-exile in Algiers;
while Jan. 1 is the 35th anniversary of the first Fatah terrorist attack in 1965.
