Defense Agency may develop 'cyberweapons'

The Defense Agency has started to study the possibility of developing
experimental computer viruses and computer hacking technology to build a
computer system to cope with so-called cyberattacks by computer viruses
and hackers, sources close to the agency have revealed.
The project may be included in the five-year defense buildup program,
starting in fiscal 2001, the sources said.
Though the new technology and virus will be developed to test the new
cyberattack defense system, possessing the virus and hacking technology
would mean having "cyberweapons" that are able to attack other countries'
computer systems, the sources said.
Therefore, the agency has started to research whether having and using
viruses and hacking technology violate the Constitution, which in practice
restricts the possession of strategic weapons.
As the military use of computer systems increases worldwide, the agency's
actions are certain to draw international attention, as there is no worldwide
consensus on whether attacks by computer systems in a borderless
cyberspace can be regarded as the use of force.
It is feared that a cyberattack on the heart of a computerized defense
system could cause more damage than an attack by conventional weapons
because a computer attack may paralyze the conveying of instructions down
the chain of command, and commanders may make erroneous judgments
based on false information.
Thus, the agency will include the establishment of a "cyberforce" for the
Ground, Maritime and Air Self-Defense forces in the next defense buildup
program to develop a defense system against cyberattacks.
The GSDF and the agency's Technical Research and Development Institute,
which have started preliminary studies, have concluded that computer
viruses and hacking technology will be necessary to carry out virus
prevention experiments and to detect and remove abnormalities in the course
of developing a cyberattack defense system.
Thus the agency will start studies on the development of cyberweapons, at
least for test purposes, the sources said.
Cyberweapons have the capability of attacking computer systems at home
and abroad through telecommunications networks. Constitutional restrictions
dictating a purely defensive posture have been interpreted as forbidding
Japan from possessing strategic weapons, such as long-range missiles and
aircraft carriers. The introduction of midair refueling aircraft was shelved
because it was feared that neighboring countries would view the aircraft as a
threat. To this end, debate has taken place within the agency as to whether
possession of cyberweapons violates the Constitution.

SADDAM HUSSEIN has built a huge lakeside resort complex for his family
and friends, including a safari park with deer and elephants, according
to intelligence reports sent to the Foreign Office.
Saddam City, as it has been dubbed or more correctly Saddamiat Al
Tharthar (That Which Belongs to Saddam at Tharthar Lake) is 85 miles
west of Baghdad. It is so big that it includes 625 homes for the Iraqi
leader´s favourites, Peter Hain, the Foreign Office Minister, said
yesterday.
Mr Hain produced the latest evidence of Saddam´s luxury life to
highlight the way in which his regime has siphoned off much of the
revenue from the $24 billion-a-year oil sales for himself and his
cronies, rather than provide food and medicine for the Iraqi people.
Intelligence gleaned from American satellite photos and other sources
has revealed, according to Mr Hain, that the resort has stadiums, an
amusement park, hospitals and the latest communications systems. Animals
in the safari park graze on lush vegetation grown with the latest
irrigation systems, while the Iraqi population has to survive on
unclean water supplies.
The exclusive city, which reportedly cost hundreds of millions of
dollars, was protected by Iraqi Special Forces, Mr Hain said. There was
also an elite security unit, called the Group of 40, which looked after
Saddam during his visits, arranging his parties and barbecues.
The United Nations carried out a survey of imports from March to
September. Its report showed that far from bringing in food for the
Iraqi population, under the agreed UN oil-for-food humanitarian
programme, Iraq imported more than 300 million cigarettes, and each
month 28,000 bottles of whisky, 230,000 cans of beer, 40,000 litres of
vodka and almost 19,000 bottles of wine.
Mr Hain said that a tiny percentage of the Iraqi people was benefiting
from obscene decadence, while the rest of the population starved.

Earth hails newfound sibling: EB173

Astronomers have discovered a minor planet between Neptune and Pluto.
Known as 2000 EB173, the ball of rock and ice is perhaps as large as
373 miles in diameter, about one-fourth the size of Pluto (or about
the distance from Boston to Buffalo). It was discovered by an
international team led by Gustavo Bruzual of Venezuela's CIDA
astronomy center and Charles Baltay of Yale University. They plan to
report the finding of the "plutino" in Astronomical Journal Letters .
Thousands of minor planets orbit the sun, objects such as asteroids,
comets and smaller plutinos. But if confirmed, EB173 would be second
in size only to the asteroid Ceres, which is between Mars and Jupiter.
"It's a new object, the brightest one out there past Neptune," says
Yale astronomer David Rabinowitz, a member of the discovery team,
which included researchers from Indiana University and Venezuela's
University of the Andes.
They sifted the object from 600,000 hits recorded by a special
telescope that covered a field of vision about 200 times larger than
conventional telescopes, using detectors originally designed to
measure subatomic particle tracks during physics experiments.
EB173 is large and bright enough for amateur astronomers armed with
12-inch telescopes to make out in January, when Earth's orbit carries
it onto the same side of the sun as the plutino.
"It's pretty massive; it's amazing things like that are still lurking
out there," says astrophysicist Alan Boss of the Carnegie Institution
of Washington, D.C. He heads an International Astronomical Union (IAU)
working group that has long wrangled over the definition of a planet,
a subject of contention among astronomers.
In recent years, some scientists have questioned whether puny Pluto,
one-fifth the diameter of Earth, deserves to be considered a planet.
Sizewise, Boss says, both Ceres and EB173 dwell in a gray area between
planets and asteroids. Astronomers classify finds like the plutino as
"trans-Neptunian" or "Kuiper Belt" objects, a reference to a ring of
cometary materials just outside the orbit of Pluto.
Broadly, the IAU group agrees that a planet should independently orbit
a star, possess enough gravity to shape itself into a sphere and weigh
at least 100,000 billion billion grams. EB173 just misses the last
mark, Boss says.
The reddish surface of the sphere, which orbits 39.2 times farther
from the sun than Earth does (about 3.6 billion miles away), may have
a tarlike covering baked by radiation over billions of years.
Astronomers have spotted about 300 tinier ice balls beyond
Neptune. Three faint Kuiper Belt objects beyond Pluto may rival the
plutino in size, Rabinowitz says.
Similar planetary seeds perhaps grew, by feeding on comets, to form
Uranus and Neptune, Boss says.
Pluto or EB173 might have grown, too, if more comets were at the edge
of the solar system for another snowball effect to take place.

U.S. Military in Three Countries on 'High Alert'

W A S H I N G T O N, Oct. 23 ABCNEWS has learned that U.S. military personnel in three critical locations have been put on the very highest state of alert after being warned of potential terrorist attacks.
At the U.S. Air Force installation at Incirlik, Turkey, officials say credible and specific warnings have been received. The level of credibility about the warning is so high, that even the Turks believe it, one source told ABCNEWS, indicating the threat was very visible and believable.
Details surrounding the warnings are being closely held, but officials say the information generally involves surveillance of U.S. personnel and plans for a specific attack. The threat has grown in the last few days following initial concerns last week when U.S. military personnel said they were under surveillance.
Officials are particularly concerned that the base at Incirlik is a potential target because it is from that base that Operation Northern Watch is conducted over Iraq. About 3,400 Air Force personnel participate in that monitoring of the northern no fly zone over Iraq a mission that would make the base a logical target for the terrorist network said to be headed by Osama bin Laden. The network has the avowed goal of forcing the U.S. military to leave the region.
Schools Closed
In the Persian Gulf nations of Bahrain and Qatar, U.S. military forces have now been put on the very highest state of alert, known as Threat Condition Delta. This alert condition is imposed on forces in two circumstances: when a terrorist attack has occurred, or intelligence has been received that action against a specific location is likely.
In Bahrain, there are just fewer 1,000 military personnel assigned to the headquarters for the U.S. Central Command´s naval component. In Qatar, there are fewer than 100 U.S. military personnel who run an equipment depot, also on the highest state of alert.
Concern is so high in both Persian Gulf nations that the local international schools have been closed due to fears they could be targets. These schools are run for the children of U.S. military personnel as well as dozens of children from families of embassy delegations.
Officials are still trying to verify the threats against forces in Bahrain and Qatar. The information includes plans against U.S. military targets and even details that terrorists may have identified locations of explosives in the region that they could use in an attack.

the earliest known example of an ancient Egyptian solar barge, team leader
said Monday. The barge dates back to the first Pharaonic dynasty around
5,000 years ago, they said.
The royal boat was excavated in May and June at the southern Egyptian
funerary site of Abydos near the Nile River, said Matthew Adams, the team's
associate director.
"The substantial size shows that the Egyptians were already masters of boat
construction by this early period and the use of imported wood shows that
they already had extensive trade contacts," he said.
The U.S. team is certain the boat was built from non-native timber, possibly
cedar wood from Lebanon, for one of the pharoahs of the first dynasty (3100
to 2890 BC), making it the oldest solar boat yet unearthed, Adams said.
Such boats, buried in pits on land next to royal burial chambers, may have
been used for the pharoah's funerary procession while others may have been
intended for his use in the afterworld in travels with the sun god.
The boat was excavated from one of 14 mud brick boat pits so far discovered
at the site in Abydos, 300 miles south of Cairo. It measures 75 feet long, 7
feet wide and 2.5 feet deep, a statement from the Egyptian ministry of
culture said.
The University of Pennsylvania, Yale University and New York University's
Institute of Fine Arts co-sponsored the U.S. expedition.

Husband's Infidelity Trims UK Widow's Pay-Out
LONDON (Reuters) - A young British widow whose husband died in a
motorbike crash had her compensation reduced on Friday because he was
having an affair.
Sadie Dalziel was seeking 400,000 pounds ($577,500) from insurers but the
judge at the High Court in London awarded her less than 140,000 pounds.
The court heard that 25-year-old Jason Dalziel's mistress was riding pillion at
the time of the crash. She survived.
The Dalziels had been married for only 13 months and had a baby daughter,
now aged five. The insurers of the other driver involved in the crash had
argued that the amount of compensation should reflect the rocky state of the
Dalziels' marriage.
``In the case of a man who could behave like that and who could have
behaved like that again, there must have been a substantial chance that the
marriage would have failed,'' the judge said.
David Faithful, the widow's lawyer, told reporters: ``She is of course deeply
upset with the result of today's judgement.''

JERUSALEM (October 24) - Following is the text of a
seven-point document presented by Prime Minister Ehud
Barak to Likud chairman Ariel Sharon. The document
was provided by the Prime Minister's Office, and
translated by The Jerusalem Post.
1. The developments of recent weeks present us with a
complex diplomatic-security challenge, and the reality of
a difficult life in the country: The violation of agreements
by the Palestinians and the choice at this time of a violent
path, tension in the North and along the Lebanese
border, the deployment of Iraqi forces in western Iraq,
waves of national passions throughout the Arab world -
all these and the way they reflect on the reality within
Israel produce a sensitive national emergency situation
that requires the integration of forces from all shades of
the political spectrum to grapple with the anticipated
diplomatic and security challenges. It is also a firm
expression of the desire of the people, and for their
good.
2. In light of the aforementioned, herewith is a proposal
to join a national emergency government, headed by
Prime Minister and Defense Minister Ehud Barak.
3. Most Knesset factions are to be invited to [join] the
emergency government, and those with whom it is
agreed on their inclusion shall sign an agreement on
arranging their entry into a national emergency
government.
Diplomatic formula:
4. It shall be agreed by all coalition factions that in the
eventuality that there is a proposal to renew substantive
diplomatic negotiations with the Palestinians/the Arab
states on the matter of the permanent status, Israel shall
join such negotiations based on the decision of the
security cabinet.
Apparatus for decision-making:
5. To the Ministerial Committee on National Security
Affairs (hereafter "the committee" or "the security
cabinet"), comprised today of the prime minister and
defense minister (chair), foreign minister (who also serves
as internal security minister), the finance minister, the
justice minister, the regional cooperation minister, the
transportation and tourism minister (totalling six
members) shall be added - as members - the heads of
factions whose parties shall be included in the national
emergency cabinet, as long as the number of the
members of the committee shall not exceed half of the
number of cabinet members.
6. The existing operating procedure for the committee
will remain in effect, together with the following changes:
Any four members of the committee shall be authorized,
prior to a decision, to demand that a resolution on any
subject which arose in the committee shall not be
adopted unless there is a consensus (a unanimous
decision).
If no such consensus is reached as stated above - the
matter will not come to a vote, and the entire issue will
be brought to the full cabinet for a decision.
The agenda of security cabinet decisions shall be
established by the prime minister, in consultation with the
minister, who is a member of the committee, who
represents the second largest faction in the Knesset, after
that of the prime minister.
The observers and others invited to committee meetings
on a permanent basis shall be determined by the prime
minister, in consultation with the minister, who is a
member of the committee, who represents the second
largest faction after that of the prime minister.
Faction representatives that shall join the government and
which do not have a member of the security cabinet shall
participate in security cabinet meetings as observers.
7. Within a week of the establishment of the government,
the change in the working procedures of the national
emergency government shall be determined.

The New York Torah Court, Beth Din, has excommunicated Sen. Joseph
Lieberman of Connecticut, the Democrat vice presidential nominee, it
announced Monday.
The court stated that Lieberman caused grave scandal for the Jewish
religion because "while claiming to be an observant Jew, Lieberman
has been misrepresenting and falsifying to the American people the
teachings of the Torah against partial birth infanticide, against
special privileges and preferential treatment for flaunting
homosexuals, and against religious intermarriage of Jews."
Rabbi Joseph Friedman, a spokesman for the rabbinical court, said
that Lieberman has "flagrantly violated our sacred Torah by his
Senate votes upholding partial birth infanticide and legitimizing
homosexuality, which abnormal and unhealthy behavior the Torah
strongly condemns as sinful and immoral."
"Mr. Lieberman, moreover, has, in violation of the Torah, supported
harmful gender integration in the U.S. Armed Forces in the barracks,
on naval warships, and in combat training all of which weakens and
demoralizes our armed forces," he added.
Friedman declared that "under excommunication ... the person being
excommunicated still remains a Jew. We hope that the senator repents
and asks forgiveness so that the excommunication may be lifted."
Friedman stated that there were historical precedents for rabbinical
excommunication of public figures as well as private individuals.
However, those precedents have been few and far between.
In 1945, Rabbi Mordecai M. Kaplan was excommunicated for grave
violations of the Torah. That excommunication was reported in the
New York Times and other newspapers and publications.
The Gore-Lieberman 2000 Campaign Headquarters' press office in
Nashville had no immediate response to the excommunication.

* PEDDLING PRIVACY: Thirteen government agencies
have been found to use "cookies" to track the Internet
habits of people who visit their Web sites, one of
which transmits the information to a private company
that compiles reports for that agency. The Office of
Management and Budget (OMB) issued a directive in
June, after learning that the White House drug policy
office was using the technology without informing
site visitors. The OMB advised all federal agencies
to obtain department head approval before using
"cookies," and to clearly inform site visitors of the
fact. But the drug policy office continues to use
the technology, according to the General Accounting
Office (GAO) and the Washington Post. -- phre3e

Mikhail Gorbachev talked with religious broadcaster Robert Schuller
in a broadcast aired on Schuller's Hour of Power (see link #1 below)
Oct. 22. The nearly 30 minute conversation was taped Oct. 15 before
4,500 people at the Crystal Cathedral in Garden Grove, Calif.
..The former Soviet leader called for peace and an end to world
poverty. He said there was no winner in the Cold War since trillions
of dollars were spent on weapons while most of the world's people
were mired in poverty. Gorbachev has become a hero in the West for
dismantling the Soviet system and bringing down the Berlin Wall.
..Gorbachev reminisced about his modest beginnings. He talked about
his mother's prayers and said that "practically all" of the people in
his family were Christians. Gorbachev called the revival of the
Russian Orthodox Church since the fall of communism "one of the most
important gains of perestroika."
.."We have to respect our people, and many of them are believers,"
he said. "There can be no freedom without spiritual freedom, without
human beings being able to choose."
..Schuller pressed Gorbachev to acknowledge that he is not an
atheist, but Gorbachev would not do so. "I have lived a long and
complicated life," he said. Later he said, "There will be a time when
we will really talk about this with you." The former Russian leader
"calls himself an atheist, but 11 years ago, as one of the most
powerful men in the world, God used this atheist in a mighty way,"
Schuller said.

Nationhood and Jerusalem
* Israel became a nation in 1312 B.C.E., two thousand years before
the rise of Islam.
* Arab refugees in Israel began identifying themselves as part of
a Palestinian people in 1967, two decades after the establishment of the
modern State of Israel.
* Since the Jewish conquest in 1272 B.C.E. the Jews have had
dominion over the land for one thousand years with a continuous presence
in the land for the past 3,300 years. The only Arab dominion since the
conquest in 635 C.E. lasted no more than 22 years.
* For over 3,300 years, Jerusalem has been the Jewish capital
Jerusalem has never been the capital of any Arab or Muslim entity. Even
when the Jordanians occupied Jerusalem, they never sought to make it
their capital, and Arab leaders did not come to visit.
* Jerusalem is mentioned over 700 times in Tanach, the Jewish Holy
Scriptures. Jerusalem is not mentioned once in the Koran.
* King David founded the city of Jerusalem. Mohammed never came
to Jerusalem.
* Jews pray facing Jerusalem. Muslims pray with their backs
toward Jerusalem
Arab and Jewish Refugees
* In 1948 the Arab refugees were encouraged to leave Israel by
Arab leaders promising to purge the land of Jews. Sixty-eight percent left
without ever seeing an Israeli soldier. The Jewish refugees were forced
to flee from Arab lands due to Arab brutality, persecution and pogroms.
* The number of Arab refugees who left Israel in 1948 is estimated
to be around 630,000. The number of Jewish refugees from Arab lands is
estimated to be the same.
* Arab refugees were intentionally not absorbed or integrated into
the Arab lands to which they fled, despite the vast Arab territory. Out of
the 100,000,000 refugees since World War II, theirs is the only refugee
group in the world that has never been absorbed or integrated into their own
peoples' lands. Jewish refugees were completely absorbed into
Israel, a country no larger than the state of New Jersey.

The Arab - Israeli Conflict
* The Arabs are represented by eight separate nations, not
including the Palestinians.There is only one Jewish nation.
* The Arab nations initiated all five wars and lost.Israel
defended itself each time and won.
* The P.L.O.'s Charter still calls for the destruction of the
State of Israel. Israel has given the Palestinians most of the West Bank
land, autonomy under the Palestinian Authority, and has supplied them with
weapons.
* Under Jordanian rule, Jewish holy sites were desecrated and the
Jews were denied access to places of worship.
* Under Israeli rule, all Muslim and Christian sites have been
preserved and made accessible to people of all faiths.
The U.N. Record on Israel and the Arabs
* Of the 175 Security Council resolutions passed before 1990, 97
were directed against Israel.
* Of the 690 General Assembly resolutions voted on before 1990,
429 were directed against Israel.
* The U.N was silent while 58 Jerusalem Synagogues were destroyed
by the Jordanians.
* The U.N. was silent while the Jordanians systematically
desecrated the ancient Jewish cemetery on the Mount of Olives.
* The U.N. was silent while the Jordanians enforced an
apartheid-like policy of preventing Jews from visiting the Temple Mount and

Delayed Anointing and Laying of the Cornerstone
Due to the situation which currently exists in Israel, the Israeli
authorities decided that the anointing and laying of the cornerstone for
the Third Temple could not be performed on the 16th October as we had
planned to do. Up until the last moment the authorities told us that the
event could go ahead but then, because of the events which occurred on
that day, they took this decision.
What we were allowed to do according to the new decision of the
authorities was to congregate at the Western Wall Plaza at the western
gate of the Temple Mount, to march in this area and to bring the
testimony of this historical event and to demonstrate. We called on the
Israeli authorities not to be in fear of the Arab violence but to trust
in the Gd of Israel to immediately prevent these evil attacks on Israel
and to lay the cornerstone for the Third Temple on the Temple Mount as
Gd expects us to do at this godly time. For three hours we marched in
this area in front of the Temple Mount and demonstrated.
The media from both within and without Israel covered this event and in
this way we could share this historical message with everyone in Israel
and all over the world.
In front of the Temple Mount we swore faithfulness to the Gd of Israel,
to His Word, to the Temple Mount, Jerusalem and the land of Israel: If
I forget you, O Jerusalem, let my right hand forget her cunning. If I do
not remember you, let my tongue cleave to the roof of my mouth; if I do
not set Jerusalem above my highest joy. (Psalm 137:5,6) We swore that
we shall never give up our godly historical task to rebuild the House of
Gd on Mt.Moriah in Jerusalem to be a House of worship and prayer for
Israel and all the nations and that we shall always be determined to do
it very soon as Gd expects of us despite all the circumstances. We
declared that the Arab attacks will never prevent us from fulfilling the
task which Gd gave us to fulfilled in our lifetime. We declared that we
do not agree with the decision of the Israeli authorities not to perform
this godly event and in this way to show weakness.
More than this, we declared that the rebuilding of the temple at this
time, which is Gd´s time, will bring a real peace to Israel and all the
world. This event will bring all the nations to understand and recognise
what the Gd of Israel is doing with Israel at this great time and to
know that Gd gave the land to Israel for ever in an eternal covenant
and Jerusalem to be His capital and the eternal capital of Israel alone.
Then it will become the capital of all the earth. We declared that
no-one, not even the devil himself who now appears in the form of Yasser
Arafat, can prevent the Almighty Gd of Israel from His determination to
fulfil His end-time plans exactly as He promised to Israel in His Word:
For Zion's sake will I not hold my peace, and for Jerusalem's sake I
will not rest, until her righteousness goes forth like radiance, and her
salvation like a burning torch. And the nations shall see your
righteousness, and all kings your glory; and you shall be called by a
new name, which the mouth of the Lord shall express. You shall also be a
crown of glory in the hand of the Lord, and a royal diadem in the hand
of your God. You shall no more be termed Forsaken; nor shall your land
any more be termed Desolate; but you shall be called Hephzibah, and your
land Beulah; for the Lord delights in you, and your land shall be
married. For as a young man marries a virgin, so shall your sons marry
you; and as the bridegroom rejoices over the bride, so shall your God
rejoice over you. I have set watchmen upon your walls, O Jerusalem, who

Many friends from all over the world participated in this march and
event with us and it was so symbolic to the fulfilment of the word of
Word of Gd in Isaiah to be fulfilled in our generation:The word that
Isaiah the son of Amoz saw concerning Judah and Jerusalem. And it shall
come to pass in the last days, that the mountain of the Lord's house
shall be established on the top of the mountains, and shall be exalted
above the hills; and all nations shall flow to it. And many people shall
go and say, Come, and let us go up to the mountain of the Lord, to the
house of the God of Jacob; and he will teach us of his ways, and we will
walk in his paths; for from Zion shall go forth Torah, and the word of
the Lord from Jerusalem. And he shall judge among the nations, and shall
decide for many people; and they shall beat their swords into
plowshares, and their spears into pruning hooks; nation shall not lift
up sword against nation, nor shall they learn war any more. O house of
Jacob, come, and let us walk in the light of the Lord. (Isaiah2:1-5)
Also the sons of the stranger, who join themselves to the Lord, to
serve him, and to love the name of the Lord, to be his servants, every
one who keeps the Sabbath and does not profane it, and all who hold fast
to my covenant; Even them will I bring to my holy mountain, and make
them joyful in my house of prayer; their burnt offerings and their
sacrifices shall be accepted upon my altar; for my house shall be called
a house of prayer for all peoples. (Isaiah 56;6,7)
Together we sang Am Yisrael Chai (The people of Israel live) and
prayed before the holy mountain of Gd from which the abomination will
soon be removed and where the holy house of Gd will rebuilt. We swore
to Gd in front of His hoy mountain that very soon we shall again bring
the cornerstone to the Temple Mount and start the historical process of
the rebuilding of His house.
The event was not cancelled but merely delayed for a short time. The
Temple Mount and Land of Israel Faithful Movement is planning to lay and
anoint the cornerstone for the Third Temple during the upcoming holiday
of Chanukah which runs from the 22nd to the 29th December, 2000. We
shall publish the exact date as soon as possible. If Gd creates the
circumstances under which we can do it earlier we will do it so.
The Temple Mount Faithful Movement calls on everyone in Israel and all
the world to give their hearts and hands to the Faithful Movement an to
Gd and to listen to what He is saying in these godly days to us and to
you: hus says the Lord of hosts: Let your hands be strong, you who hear
in these days these words by the mouth of the prophets, who spoke on the
day that the foundation of the house of the Lord of hosts was laid,
saying that the temple might be built. (Zechariah 8:9)
In the Gd of Israel we trust!!

Internet executives are four times more likely to have "unsavoury
backgrounds" than executives from other industries, according to an
investigation by Kroll Associates, the corporate security company.
The research findings are likely to add to concerns about the dotcom sector
which has been hit by doubts about its viability.
It also underlines how far the rapid pace of internet investing - which has
eroded traditional business practices, such as background checks on
employees and close financial scrutiny - have helped create an amenable
climate for potential fraudsters.
Over the past six months Kroll carried out 70 due diligence background
investigations of internet executives and board members. About 39 per cent -
or 27 people - were found to have problems. Kroll typically expects problems
in 10 per cent of cases.
The problems unearthed in the worldwide investigation included: violations of
Securities and Exchange Commission rules, insurance fraud, undisclosed
bankruptcies, frauds committed overseas and even links to organised crime.
Ernie Brod, executive managing director of Kroll's New York office, said: "The
whole effort has been to move at internet speed, which has meant not
stopping to do careful checks on employees, or putting in place internal
auditing or security. This is ready-made for those who know how to take
advantage of these things."
One of the most extreme cases concerned a dotcom company in the US
which had received an unsolicited investment offer and wanted to know more
about the two potential backers.
"Then the people who offered to invest were murdered. In the course of the
law enforcement investigation they found the two were connected to penny
stocks promotional scams and with organised crime," Mr Brod said.
Kroll says it is not surprised by the findings of its investigation. Many
dotcoms have not formally appointed finance directors or embraced
traditional forms of corporate governance, such as holding regular board
meetings to monitor decisions and the flow of money.
Kroll, the world's best known business intelligence agency, decided to
conduct the investigation earlier this year after picking up anecdotal evidence
from its consultants that a high proportion of cases of misconduct were at
dotcoms.
Most of the cases Kroll identified did not concern inexperienced young
management teams, who frequently run dotcoms. "Many are too young to
have much of an unsavoury background or any kind of background," said Mr
Brod.
Instead there were more problems with "grey beards" - older executives
brought in to add stature to the company.
"I refer to these people as vampire investors. Maybe they put a couple of
bucks in, then they lick their lips at the opportunity and suck exorbitant
consulting fees out of them, or put their relatives on the payroll," said Mr
Brod. Kroll said more clients were now requesting checks on employees.

RAISING CHILDREN IN THE P.A.
The army has called upon the Palestinian Authority not to encourage school
children to take part in clashes with Israeli soldiers (see "From the Media"
below). Jerusalem resident Ronen Ben-David recounted the following to
Arutz-7
today:
"We have an Arab maid from Bethlehem, and I called her a couple of days
ago to find out how she was doing. She told me that she's having trouble
getting food, and that one of her main problems is that she has to hide her
children from people who keep coming around looking for children to take to
the riots. She said that the men promise the parents that if anything
happens to their children, food will be brought to the families. She told me
this without any ulterior motives, and I have no doubt that she was telling the
truth. I didn't want to ask any further details, so as not to arouse suspicion,
and I fear for her safety as well..."
Another testimony of a similar phenomenon: Arutz-7 has received several
reports of "a rock thrown at one of the Israeli checkpoints" being put up for
auction on the internet auction site Ebay. The original proposal, which is no
longer on the Ebay site, stated, "I am a schoolteacher here in the West
Bank. One of my students, a 15 year old boy, was shot and killed as he
tried to throw a fire bomb at an Israeli checkpoint. he was shot in the thigh
and bled to death on the way to Hospital... I can sell these rocks and use
the money For the AL-Hayatt medical relief effort... And if I have enough, I
will pay every boy who stays at school instead of going to throw rocks... The
boys are desperate to "be men". The boys are encouraged to throw rocks to
draw out the soldiers, so that the soldiers can be shot at with guns..."

P.A. AIRPORT OPENED AGAIN
Israel has once again opened the Palestinian Authority airport in Gaza - but
no one seems to know for sure who gave the order. The airport was closed
down at the outset of the Rosh HaShanah Arab Assault, was opened
immediately following the Sharm a-Sheikh understandings, and was closed
again yesterday after armed PA policemen entered the compound. The
Israel Aviation Authority reports that the re-open order was issued by the
army, but the IDF denies this. Palestinian sources claim that Barak's
security aide Danny Yatom signed the order, but this has not been confirmed
in Israel.
Despite Prime Minister Barak's declaration of a time-out in the talks with
Arafat, many aspects of the Oslo process continue as usual - including the
monthly transfer of between 30 million and 50 million shekels to Palestinian
Authority coffers. Israeli negotiator Oded Eran told the Jerusalem Post
yesterday that there has been no directive to stop these payments. The
money stems from Israeli taxes on PA-bound goods delivered via Israel, and
tax revenue on the tens of thousands of Palestinian workers employed in
Israel. The Post also reports that Israel also transfers millions of cubic
meters of water to the PA each year, as well as all of its electricity.
VIOLENCE MAY LAST A YEAR
The IDF General Staff estimates that the Palestinian violence against Israel
will last about a year. There will be ups and downs in the intensity of the
violence; the events are termed "Rise and Fall," because even if there is a
drop in intensity - for the sake of diplomatic talks - a quick rise is foreseen
by the intelligence reports. Violence is also expected on the Lebanese
border in the near future, according to the IDF.
Yesha Council secretary Shlomo Filber, together with other Council leaders,
met last night with Prime Minister's Office head Yossi Kucik to discuss the
ongoing problems faced by the Jewish towns in Judea and Samaria in light of
the ongoing Palestinian attacks. "In the past," Filber told Arutz-7 today,
"when Kiryat Shemonah was under attack, government officials immediately
made their way to the town to see what could be done, while in our case, it's
been weeks already, and practically no one has come to see... To be fair,
though, it could be that they just don't know what's going on. Kucik, for
instance, was genuinely surprised when he heard of our problems. There is
a need for money to pay for basic things such as the fortification of buildings
and related infrastructural needs... We also need a shortening of
bureaucratic procedures, and a solution for problems such as a broken-down
telephone exchange in Elon Moreh; the Bezek phone company told us that
because they don't have enough bullet-proof cars, they can't come before ten
days from now. This is a phone exchange that services the entire regional
council. Governmental orders have to be issued in order to solve such
problems... Kucik formed a small committee to deal with these things...
We have learned not to rely on promises or committees; the true test will be
when we see changes on the ground. We are aware that this situation could
last weeks if not months..."
Kucik and Education Ministry Director-General Shulamit Amichai - with
whom Yesha leaders met today to discuss difficulties related to running the
region's schools under the current circumstances - will tour Yesha towns this
Friday.
The town of Negohot, in the Har Hevron region, has a typical problem. It
became an Israeli enclave amidst the Palestinian Authority several months
ago when part of its access road was handed over to Palestinian control.
Now, however, even that road cannot be traversed, as the army will not
provide protection to PA-controlled roads. Residents must now travel to
Kiryat Arba and Jerusalem, where most of them work or study, via the Kiryat
Gat road - close to a two-hour detour.
IN AND AROUND THE MEDIA

Israeli internet experts have toppled the Hizbullah internet
site. The site, "http://www.hizballa.org", originally called for the
destruction of Israel. It now features pro-Israel articles and photos, in
English and Hebrew. Israeli sites have also been targeted by pro-Arab
hackers; Likud MK Michael Eitan has called for an "internet truce"...
Palestinian Media Watch reports on an "intifada timetable" that
appeared in the PA's official newspaper Al Hayat al-Jadida
yesterday. Excerpts:
"The national and Islamic forces have called for the continuation of
the blessed intifada activities according to the following schedule:
Monday, Oct. 23 - Mass marches in all regions, protesting the
[Arab League decisions]...
Tuesday, Oct. 24 - ...The masses of our people will be called upon to
take part in many mass marches that will depart from the cities and villages
in an attempt to break the Israeli siege and go towards Jerusalem...
Wed.-Thurs., Oct. 25-26 - Volunteer efforts to harvest olives,
particularly in areas next to [Jewish] settlements.
Friday, Oct. 27 - General day of escalation, on which the masses
will go out after the Friday prayers in memory of the shahids [holy martyrs].
Saturday, Oct. 28 - Peaceful marches [a term that in the past has
included throwing firebombs and bricks at IDF forces] by schoolchildren...
The Barak Paradox, by Charles Krauthammer, Oct. 23, 2000:
"...How is it... that the most pro-Palestinian, pro-peace Israeli
government in history is the target of the most virulent, most frenzied
anti-Israel violence in at least a half-century?
"Call it the Barak paradox. Its answer is as painful as it is
clear. For 30 years there has been an argument between doves and hawks in
Israel. Said the doves: Assuage the other side's grievances--end the
occupation; give the Palestinians land, a militia, their own state--and
then we will have peace. Said the hawks: The grievances are not
satisfiable. They are existential. They don't just want their state; they want
our state. After all, they were offered a state in 1947 (and autonomy in 1979)
and turned it down. Why? Because they claim not just Ramallah but Tel Aviv
as well. If you make concessions, lower your guard and show weakness,

*** Father says chainings were biblical
RANCHO CUCAMONGA, Calif. (AP) - A father accused of torturing his two
sons, sometimes chaining them to their bedposts, said he was
following biblical teachings to protect himself. John Davis, 53, on
Monday pleaded innocent to charges of torture, child abuse and false
imprisonment. His wife, Carrie Lee Davis, 41, and Faye Potts, 46, a
woman who lived with the family, also pleaded innocent to the same
charges. All three could be sentenced to life in prison if convicted.
Davis, who calls himself Rajohn Lord and claims to be an ordained
minister, said it was his eldest son, 17-year-old Yahweh, he feared
most. The teen had become unruly and tried to hurt himself and his
12-year-old brother, Angel, Davis said. Deputies found the boys in
the family's isolated desert home after Yahweh called 911 on Oct. 14.
*** Money summit opens in Montreal
WASHINGTON (AP) - The Clinton administration is proposing a broad set
of principles to govern future financial crises, including provisions
that would make sure that wealthy investors share the burden when
developing countries run into financial difficulties. The proposals
were expected to be a hot topic during discussions at a financial
summit in Montreal on Tuesday and Wednesday. The U.S. delegation was
to be led by Treasury Secretary Lawrence Summers and Federal Reserve
Chairman Alan Greenspan. Summers wants to make sure that whatever
rules are adopted to govern future crises contain maximum
flexibility, with each crisis handled on a case-by-case basis. The
United States opposes a proposal supported by some European countries
for more rigid rules to spell out the responsibilities of investors
during times of crisis.
*** Hundreds injured in Jordanian rally
SOUTH SHUNA, Jordan (AP) - Under heavy rain, thousands of Jordanians
marched toward the main Israeli-controlled border crossing Tuesday,
then clashed with Jordanian police in fighting that injured more than
100 people and broke up the attempt to cross the frontier. More than
10,000 people from Jordan's 13 opposition parties participated in the
"March of Return" along with legislators, political activists and

Israel and the Palestinians, which are now suspended, refugees and
Jerusalem are two of the most difficult issues.
*** Death toll in Ebola outbreak climbs
KAMPALA, Uganda (AP) - The death toll in Uganda from an Ebola
outbreak climbed on Tuesday, with 60 people reported dead out of 165
suspected cases, Ugandan officials said. The Health Ministry said
five new cases of Ebola were reported over the past day and six more
patients had died. "The public is informed that the situation is
under control. There is no need to panic," the ministry said in a
statement. The Geneva-based World Health Organization said Tuesday
that several suspected cases of Ebola reported in a camp for people
displaced by fighting in northern Uganda had been determined not to
be Ebola. All confirmed cases have so far been confined to the Gulu
region, 220 miles north of Kampala, said WHO spokesman Valery
Abramov. Abramov also said the epidemic could last up to three
months, but WHO officials on the ground have been more optimistic,
hoping to contain the outbreak within a month.
*** House OKs chimpanzee centers bill
WASHINGTON (AP) - The United States would establish a network of
chimpanzee sanctuaries under a bill passed by the House Tuesday. The
sanctuaries would care for the animals after they are no longer
needed for biomedical research. The measure, which passed on a voice
vote, would allow spending up to $30 million to set up the centers,
which would be managed by a nonprofit private entity. Chimpanzees
used by nongovernment researchers could also be admitted to the
preserves, space permitting, for an entrance fee. Government
researchers overbred chimpanzees at the beginning of the AIDS
epidemic, according to Rep. James Greenwood, R-Pa., the bill's
sponsor. But they found the monkeys to be a poor model for study
because the animals rarely contracted AIDS after being infected with
the virus, HIV.

Tue Oct 24,2000 -- A plague of scorpions has invaded the ancient SW
French city of Angoulême. The insects first appeared in the capital city
of the Charente about three years ago, but lately have been reproducing
in unprecedented numbers. Scores of residents have reported sighting the
creatures in recent weeks. Resident Delphine Kersse reported to the
Charente Libre, "I even found one in my baby's bed. I am thinking of
moving." Scientists have said that the scorpions are members of a
harmless species of scorpion, cousin to the deadly variety. Some have
speculated that the three-inch-long scorpions first arrived in the
high-plateau city in the Cognac region in a container shipment from
Africa.
High School coach pummeled on football field

Tue Oct 24,2000 -- A high school football coach said that he is afraid
to return to work after he was allegedly beaten by a player's family
members. Brett Peabody, a coach at South High School, told the Daily
Breeze that after last Friday's football game, two men walked onto the
field and started pummeling him.
"It was a completely irrational, completely irresponsible, savage act,"
Peabody told the newspaper. "I'm personally in fear for my safety. I'm
in physical and emotional pain."
The men, identified as the father and brother of senior high school
student John Martinez Jr., told police that they were angry that was
given very little playing time during the game.

fundamentalists in Malaysia, Prime Minister Mahathir Mohamad on Tuesday
called for adopting a gentler form of the religion rather than the more
orthodox interpretations.
Islam appeared to be different from the religion of peace and tolerance
created by the Prophet Muhammad, Dr Mahathir, the Southeast Asian
nation's ruler for nearly two decades, was quoted as saying by the
national news agency, Bernama. Dr Mahathir, who has tried to mold
Malaysia into a modern, technologically advanced nation, where the large
Christian and Hindu minorities felt safe, is faced with a growing
influence of orthodox Islam preached by his political opponents.
Malay Muslims form more than half the population. Ethnic Chinese, who
are Christians and Buddhists, form about 30 per cent. About 10 per cent
of the population is ethnic Indian, mostly Hindu.

The car that runs on air
The lightweight car car be air-filled in just three minutes

Urban transport could soon be revolutionised
with the launching this week in South Africa of
a prototype new car which designers say runs
on air.
It is being predicted that the e.Volution will be
able to travel up to 200km (120 miles) for only
30 US cents.
The car, which
resembles a small
minibus, is being
promoted by the slogan
"Simple, Economic and
Clean", but details of
how the vehicle will
work remain sketchy.
The e.Volution
prototype will be unveiled at Auto Africa Expo
2000 in Johannesburg this week and is being
touted as the first viable alternative to cars
that run on conventional fuels.
Researchers have been working for many years
to produce 'eco-friendly' cars, but so far these
attempts have not been successful. Some
models already in development use hydrogen
as a fuel.
It is expected to sell in South Africa for about
R74,000 ($10,000) which is on a par with a
medium-sized saloon car.
Specifications
Helen Brown who heads "Zero Pollution
Motors", the company which has the rights to
manufacture the car locally, says it will be
ideal for urban transport.
The compression
engine technology was
pioneered by a former
French formula one
engineer Guy Negre,
who has spent years
searching for an
alternative to the
traditional oil-fuelled
engine.
The piston engine is
powered by the release
of compressed air
which is stored in tanks, very similar to scuba
diving tanks, attached to the underside of the
car.
The body of the vehicle weighs only 700kg,
and the engine itself is a mere 35kg.
This means that the vehicle can theoretically
be driven for up to 10 hours in an urban
environment at an average speed of 80km/h.
Filling up
The designers of e.Volution say it will be
possible to merely plug the vehicle into any
electrical power source to fill it up. That could
take up to four hours.
But the manufacturers
envisage that fleet
owners could install
their own air stations,
where a fill up could
take as little as three
minutes.
If the e.Volution lives
up to all the hype, it
could offer a serious
challenge to the
current motor vehicle
market.
There are currently two factories in France,
with the first models expected on the streets
later this year.
There are five factories planned for Mexico and
Spain, with three in Australia.
Anti-globalisation idea
But South Africa will be the second country
after France to open a factory and begin
production.
Helen Brown says her company aims to set up
a production line in the province of Gauteng by
next year, with the first cars off the
production line and onto the salesroom floor by
early 2002.
" It's really an anti-globalisation production
idea" she said.
"The aim of the project is to cut costs and
create jobs locally, serving the consumer
market directly."
With petrol and diesel prices going up, and the
price of oil subject to fluctuations, the Middle
East crisis and occasional shortfalls, motorists
might be only too happy to "go green" if it
means a lifetime saving on fuel costs.

Palestinian Children in Clashes
RAMALLAH, West Bank (AP) -- For two days, Mona Hamed was able to
keep her 14-year-old son, Mohammed, off the streets.
The first day, she made him do homework. The second day, she told him to
clean the yard. But on the third day, he slipped away.
The ninth grader and several friends from his quiet, middle-class
neighborhood headed straight to a rock-throwing skirmish at a traffic circle on
the outskirts of Ramallah. While his friends withdrew when a firefight erupted
between Palestinian gunmen and Israeli soldiers, Mohammed stayed behind
a makeshift barricade close to Israeli positions, throwing stones. He was
shot and killed.
Mohammed became part of a fast-growing statistic -- Palestinian youngsters
killed in clashes with Israeli soldiers. The Israeli human rights group
Betselem says at least 26 of the 109 Palestinians killed in 27 days of
fighting were minors.
Israel and the Palestinian Authority have been arguing bitterly about who is
responsible for the deaths. It is a debate that could determine which side
gets the world's sympathy.
Israel accuses Palestinian leaders of exploiting children for just that reason.
The Palestinian Authority says the riots are difficult to control and that older
street activists have been trying to keep those 16 and younger away from the
clashes.
The Palestinians and human rights groups, including Amnesty International,
say Israel uses excessive force. Israel says its troops have shown the
utmost restraint, targeting only gunmen and those hurling firebombs.
Mohammed Hamed was killed on Oct. 1, four days after Israeli opposition
leader Ariel Sharon visited a contested Jerusalem holy site. The visit was
seen by Palestinians as a provocation and was followed by widespread
clashes.
On the day of Sharon's visit, Mohammed and some of his classmates went
directly from school to the traffic circle to throw stones at Israeli soldiers.
Once he got home, his mother asked where he had been. At a friend's
house, he told her.
That evening, Mrs. Hamed thought she recognized her youngest son in TV
footage on the evening news. He denied having been there. However, Mrs.
Hamed, a round-faced woman with large brown eyes, decided to keep her
son close by for a while, making him study or help in the yard.
The day he died, Mohammed put on a new shirt and beige pants, preening in
front of the mirror, styling his hair with gel.
Mrs. Hamed, 41, later learned that her son had slipped a photo of himself
and a note with his name, address and phone number into his breast pocket -
- in case he got killed that day.
``Another guy died earlier in the week,'' said his friend and classmate, Samir
Jaber, a lanky 14-year-old. ``He didn't have his ID on him. Mohammed said,
`If I die, I want people to know who I am.'''
Samir said Mohammed and the other boys talked incessantly about what it
would be like to be a ``shaheed,'' a martyr for Palestine. Those who didn't
want to confront Israeli soldiers were shunned as cowards, Samir said.
They had heard from parents, mosque preachers and religion teachers that a
martyr goes straight to paradise and marries 72 virgins. ``Everybody wants to
be a shaheed,'' said Samir, who was with Mohammed the day he died, but
withdrew when the shooting began. ``It's the best thing a person could do.''
Mohammed's father, Nabil, 45, who works in construction in Kuwait most of
the year, said he was proud of his son.
A picture of Mohammed in scout uniform covers walls and lampposts in the
neighborhood. His school held a special memorial service. His desk at the
Ramallah Secondary School will remain unused for the rest of the year.
Another empty desk belonged to Majed Hawamdeh, 15, killed in a clash last
Saturday on the same spot where Mohammed died.
Mrs. Hawamdeh, sitting on a mattress on the floor, said her seven boys,
ranging in age from 26 to 12, have all been involved in daily clashes. One
remains hospitalized and four have been hit by rubber bullets.
She said she was proud they were fighting for freedom. Even if she tried to
stop them, they wouldn't listen to her, she said. Her two youngest, Ahmed,
12, and Arafat, 13, have been going to the clashes directly from school.
Amnesty International says some of the protests were organized by groups
that called children out of school.
Israel has complained that the Palestinian Authority has given time off from
school to increase the turnout in protests. It also says the death toll has
been inflated by false cases, but doesn't give its own figures. And it says
that often, kids run into the line of fire or are struck by rubber bullets, but
aren't intentionally targeted.
Marwan Barghouti, the West Bank strongman and leader of Yasser Arafat's
Fatah movement, said parents have trouble keeping kids away from danger.
``I didn't even succeed to convince my son, who is 15 ... so it's not easy,''
Barghouti said.
Mrs. Hamed said Mohammed, despite all his brave talk, clearly hadn't
expected to die. When his body was brought home, the cuffs of his beige
pants were rolled up. His friends told her Mohammed hadn't wanted to dirty
the pants: his mother would have questioned him about where he had been.

Jordanian police beat AFP photographer
AMMAN, Oct 24 (AFP) - Jordanian security forces armed with truncheons
beat an AFP photographer covering clashes on Tuesday between anti-Israeli
demonstrators and police at a bridge linking the kingdom to the West Bank.
"I was hit with truncheons by several policemen who later detained me for
three hours together with demonstrators in a police car which was at the
scene," said Jamal Nasrallah.
The photographer, who suffered bruises to the face, said the anti-riot squad
apologised on his release but failed to return the films they had confiscated.
The Amman bureau chief of AFP, Randa Habib, filed a formal protest and
Information Minister Taleb Rifai voiced "regret" over the incident and promised
to have the films returned.
The clashes broke out because demonstrators defied an agreement between
the authorities and organisers of the protest march to stop short of the King
Hussein bridge which crosses the Jordan River, he said.
"Strong police intervention was needed to stop them because if they had
reached the bridge things would have been uncontrollable," said the minister.
Jordanian police used tear-gas, water cannon and truncheons to disperse the
demonstrators, who were showing solidarity with the Palestinians in their
clashes with Israeli forces.
Around 20 demonstrators were taken to hospital suffering breathing
difficulties from the tear-gas, witnesses said.
An AFP journalist said more than 10,000 demonstrators turned up for the
rally organised by Jordanian trade unions near the bridge, which is also
known as Allenby Bridge.
The organisers had bowed to a request from authorities to halt their march at
Karameh, four kilometres (2.5 miles) short of the bridge, which is controlled
on the West Bank by Israeli forces.
But drawn by cries of "to the bridge, to the bridge", thousands of marchers
still tried to reach the bridge, setting off the clashes with police.

CAMERA has learned that BBC World Service reporter Paul Adams was
assaulted by a Palestinian mob as he was covering an apparently
accidental explosion in the Bethlehem headquarters of a Palestinian
militia. The October 19th explosion in the offices of Force-17, which
Palestinian officials later attributed to a gas leak, drew an angry
crowd which assumed the blast was due to an Israeli attack. The mob soon
set upon Adams and his cameraman, punching both.
The attack on Adams is part of a troubling pattern of Palestinian
attacks on Western journalists, which apparently seeks to ensure
pro-Palestinian coverage of the current disturbances. Just as troubling
as the campaign of intimidation is the media´s abject refusal to cover
it. Like other media outlets, the BBC has not covered the attack on its
reporter. In addition, when asked by CAMERA, officials at the BBC
falsely claimed that no attack had taken place.
