IMRA interviewed Herut MK Michael Kleiner on 22 October in Hebrew.

IMRA: What do you think Israel should do now?

Kleiner: In light of the Arab violations of the Oslo Agreements I
think that the only strategic action left for us to do is to enter
Area A and return the situation to what it was before Oslo.

If we do not quickly seize control of Area A in Judea, Samaria and
the Gaza Strip we will find ourselves standing behind UN forces that
will prevent us from responding to attacks and the creation of a
Palestinian state with an army under the protection of the UN.

Now keep in mind that when Oslo's opponents warned of the dangers of
Oslo, the Oslo promoters, among them Yossi Beilin, said "what is the
problem? The moment the Palestinians do the first thing, shoot the
first bullet, the IDF can easily go in and take over the area. Piece
of cake."

Piece of cake? No. And it certainly will cost us internationally.

Did Beilin and the others lie to us or were they really that stupid?

Nonetheless, our answer to the use of arms against us by the
Palestinians should be the declaration of an area wide curfew with
the warning that anyone on the street may be shot. We then carry out
a house by house search for weapons and suspects. If fire originates
from a house the house is destroyed. Illegal weapons are confiscated
and terrorists are arrested.

The experience is that when a curfew is imposed backed with threats
that the curfew is followed. And people who violate the curfew are
arrested. They do not have to be shot. Just as in war when a city
is taken.

We would announce that once order is established and all those who
gave orders to kill civilians were arrested and the weapons that are
illegal under Oslo are confiscated that we will begin negotiations
with the local leadership for the establishment of an autonomy.

IMRA: What happens to the 40,000 or more members of the security
forces?

Kleiner: Those who came into the area under Oslo should be expelled.
Arafat should return to Tunis. Rabin always declared that if Oslo
failed that it was reversible. Today no one in the country believes
the Palestinians honored Oslo. They violated it all the time and as
we failed to react to these violations the violations only got worse.

They were supposed to create a police force and instead built an
army. They do not honor their obligations to security cooperation.
And since they violated the agreement and did not honor it the
agreement is void.

IMRA: And what of the locals in security forces? What of Fatah
members?

Kleiner: Nothing. That is unless they were involved in terrorist
activity, in which case they would be tried for their actions. Those
involved in activity that was not life threatening under orders
within the framework of Oslo would certainly be able to defend that
activity. But that would only be for activity carried out before the
declaration of the end of Oslo.

IMRA: Who would provide social-welfare services?

Kleiner: The municipalities under a military governor just as we did
until 1983. And we would announce that we are prepared to
immediately enter into negotiations with the local leadership over
local autonomy so that they can control their own lives. We are
talking about self rule with elections. We do not want to run their
lives.

There would, however, be no incitement in the schools and police
weapons would be limited to the equipment that can reasonably
expected to be needed by a normal police force: pistols. They would
not have anti-aircraft missiles or heavy machine guns.

IMRA: So you see an armed Palestinain police in an autonomy?

Kleiner: Yes. An armed police force to maintain order. But with a
reasonable amount of weapons subject to supervision that is agreed
upon. With the transfer of Palestinian murderers of Israelis to
Israel.

IMRA: How long do you see this taking?

Kleiner: Very little time. I see declaring the end of Oslo and
curfew and going into the cities and searching for illegal weapons
and terrorists.

This has to be an immediate action. We see that our international
position is deteriorating in any case. A month ago the world loved
us after we were so nice in Camp David and now we see that it is
falling apart. The UN passes resolutions full of lies against us and
the Human Rights Commission in Geneva passes decisions that are full
of lies against us and the Arab League is being pushed to an
escalating series of decisions against us that will only get worse as
we continue to get stoned and respond.

So instead of letting the situation deteriorate farther I say that we
take decisive action now even if there will be a sharp reaction to
it. The Europeans know what is really happening here. They may
complain and propose very sharp declarations that the US will veto
and we will have reestablished our deterrent strength.

IMRA: You do not expect a situation in which UN forces come knocking
on our gates.

Kleiner: The opposite is the case. If we continue to drag this out
with the television screens full of pictures of violence in the
streets with Palestinian dead and wounded then we may ultimately find
ourselves facing UN or other international forces. If we act now we
may face a sharp rebuke but not international intervention.

Our overriding concern should be our deterrent strength and not the
UN.

Someone once said that it is better to be an ugly living Jew than a
nice dead Jew.

IMRA: Should the presence of Iraqi divisions near the Jordanian
border be factored into decisions?

Kleiner: If we capitulate in the face of Iraqi divisions near Jordan
today then we may as well close shop.

It is inevitable that at some stage we will face the threat of an
Iraqi division, Syrian missiles and even the entrance of Egyptian
forces into Sinai. But the possibility of these threats will only
increase if we continue to show weakness.

IMRA: Do you think the public would accept such a move today?

Kleiner: I think that the nation is ripe for it. It wants it. It
understands that our limited response today is ineffective yet earns
us a bad name around the world.

IMRA: Do you see this as a politically viable plan?

Kleiner: There is no choice. The public understands the situation
today - that anything we do to defend ourselves gets us world
condemnation even though it is so restrained. The public understands
that it is necessary to take swift action. Just as the Jordanians
did.

Again, I am not proposing anything radical - just what Rabin, Peres,
Sarid etc. promised the Israeli public in 1993 that Israel would do
if the Palestinians failed to honor Oslo.

LETTER TO ALL HINDUS ON THE OCCASION OF DIWALI
 From Cardinal Arinze, Head of Council of Interreligious Dialogue

VATICAN CITY, OCT. 21, 2000, (ZENIT.org).- This the text of a letter from
the president of the Pontifical Council for Interreligious Dialogue on the
occasion of the Hindu feast of Diwali.

Dear Hindu Friends,

1. I am pleased to offer my cordial greetings to all of you on the occasion of
the joyful feast of Diwali. Children, young adults or older persons, you all
await with great longing for this feast because every year, like fresh air, it
restores your religious vigour and enhances in you a renewed purpose to
continue on the path which is prescribed by your religious tradition. I believe
that such feasts are not purely social events but are, so to speak,
meaningful junctures in the life of human beings who are essentially religious
by nature. Feasts, such as Diwali, are therefore particularly a time to reflect
on the deeper and ultimate purpose of our life.

2. According to our calendar, which is also widely followed in the world, this
year is an important one for us Christians as we commemorate the 2000th
anniversary of the birth of Jesus Christ, our Lord and Saviour. Many
celebrations are being held throughout the world, but especially in Rome and
in the land where Jesus was born, and where he taught, suffered, died and
rose again. In the celebration of this event, people who do not share the
same faith in Jesus Christ are not forgotten. Indeed the Catholic Church lays
special emphasis on deepening friendship between Christians and people of
other religious traditions. We are convinced that together we can achieve
much for the good of the world. We see, for example, that our two religious
traditions, Hindu and Christian, each according to its distinctive teachings,
give the mystery of God the highest place in human life.

3. Referring to the Ultimate Truth, the Sanatana Dharma states: "Permanent
among the impermanent, Conscious among the conscious, the One among
the many ... the surveyor of all actions, dwelling in all creatures, the witness
... the unique, free from all attributes; Eye cannot see him, nor words reveal
him ... he is utter fullness" (cf. Katha U. V,13; Svet.U. VI,11; Mund. U. III, 1,
8; Brihad.U. V,1,10).

4. Christians believe that Jesus Christ reveals the fullness of God's Mystery:
He is "the Word who became flesh and dwelt among us, full of grace and
truth. ... And from his fullness have we all received, grace upon grace ...
grace and truth came through Jesus Christ. No one has ever seen God; the
only Son, who is in the bosom of the Father, he has made him known" (John
1:14-18). Jesus taught love of neighbour and showed compassion,
particularly for the poor. He called for a spirit of forgiveness and forgave those
who were putting him to death. He showed himself to be the Redeemer,
liberating those who are in the bonds of ignorance and sin. Is not Jesus thus
a model and a permanent message for humanity?

5. It is my sincere wish and prayer that we Hindus and Christians, through
our mutual respect, esteem and friendship, may become concrete examples
and a proof of harmony and peace for many others throughout India and
beyond. May the world around us, particularly the world of the oppressed,
the marginalised, the forgotten ones and the innocent victims of injustice,
feel the warmth of our growing friendship. May both Christians and Hindus
continue to grow in mutual respect and understanding and be enriched
together in order that they may contribute to building peace and harmony in
our world. A spirit of openness and dialogue has been characteristic of both
our respective traditions. While acknowledging the fundamental differences in
our two religions, if nevertheless we show each other respect this will help
not only for our own mutual enrichment but will serve as an example and an
encouragement to the religious world at large.

6. It is Pope John Paul II who, during his last journey to India, reminded us
once again that the "Catholic Church wants to enter ever more deeply into
dialogue with the religions of the world. She sees dialogue as an act of love
which has its roots in God himself. 'God is love', proclaims the New
Testament, 'and whoever remains in love remains in God and God in him. ...
Let us love, then, because he has loved us first ... no one who fails to love
the brother whom he sees can love God whom he has not seen' (First Letter
of St. John, 4:16, 19-20)" [Meeting at Vigyan Bhavan with Representatives of

TOLUCA, Mexico (AP) - The fungus that caused the Irish Potato Famine
is back. The disease that shrivels potato crops has developed into
more aggressive strains that are spreading around the globe. Now
scientists on two continents are fighting back by homing in on where
the fungus apparently started. Ground zero is Toluca, an industrial
town just outside Mexico City tucked into the lush mountain valleys
surrounding the nation's capital. Scientists are growing five acres
of potatoes of every variety imaginable, trying to develop ones
resistant to the fungus behind the Irish famine, which killed 1
million people and forced a mass migration to the U.S. in the

*** Doctors approve assisted executions

CHICAGO (AP) - A substantial number of doctors approve of allowing
physicians to participate in executions, even though it violates
medical ethics guidelines, a new study found. Of 482 doctors
surveyed, a majority said they approved of at least one
execution-related action opposed by organizations such as the
American Medical Association and the American College of
Physicians-American Society of Internal Medicine, the study said.
When asked about specific duties, 43% said it's all right for doctors
to inject condemned inmates with lethal drugs and 74% said it's OK
for doctors to pronounce an inmate dead - a task in which doctors
might have to tell an executioner that more drugs are needed to
complete the job. Opponents, including the study's lead author, say
both actions violate the Hippocratic oath to do no harm. See

UMM AL-AJARIB, Iraq (AP) - Iraqi archaeologists are striving to bring
to light what they describe as Mesopotamia's largest "city of
graves," where the Sumerians buried their dead nearly 5,000 years
ago. The scientists are stunned by the size of cemetery and say much
more work needs to be done to determine what role it played in
ancient times. Remote and desolate, the site was long the target of
grave robbers who the scientists say pilfered gold ornaments,

*** Report: Water systems in trouble

EAST LANSING, Mich. (AP) - Fresh water systems around the world are
so environmentally degraded they are losing their ability to support
human, animal and plant life, according to a report released
Saturday. Their decline will mean increased water shortages for
people and rapid population loss or extinction for many other
species, the World Resources Institute predicted. The report is part
of a comprehensive study by the institute on how human activity is
changing the world's ecosystems. While many regions have ample water
supplies, four out of every 10 people live in river basins with water
scarcity, the report says. It predicts that by 2025, at least 3.5
billion people - roughly half the world's population - will

*** Man sentenced in wolf killing

FLAGSTAFF, Ariz. (AP) - A man has been sentenced to four months in
prison and six months house arrest for shooting a Mexican gray wolf
that had been reintroduced to the wild in Arizona. In July, James M.
Rogers, 22, pleaded guilty in federal court to killing an endangered
species and two related counts. The Fish and Wildlife Service said
the female wolf was killed near Nutrioso, Ariz., in 1988. The agency
has been reintroducing Mexican gray wolves to Arizona and New Mexico.
Three other wolves were killed illegally in 1998 in eastern Arizona;
some ranchers worry the wolves will attack livestock, pets or people.

China Prepares U.S. War Scenarios

BEIJING –– In word and deed – namely its biggest military show in 35
years – China has made clear that it views the United States as
potential enemy No.1.

Besides blowing up targets, test-firing missiles and driving tanks, the
military displays at four land and sea sites in northern China in the
middle of this month proved new capabilities to attack stealth warplanes
and cruise missiles, state media reported.

Meanwhile, a Chinese defense policy paper issued last Monday once again
raised threats of force against Taiwan and pointed to the United States
as chief troublemaker.

Should Beijing's communist leaders order the People's Liberation Army to
recover the island that split from China 51 years ago, Chinese generals
are planning against expected U.S. military intervention.

"Do they prepare against the United States? My answer is very clear:
yes," said Yan Xuetong, an expert in international security at Beijing's
prestigious Tsinghua University.

Yan believes war with Taiwan is inevitable. Others are less pessimistic.
In a report Thursday, the London-based International Institute for
Strategic Studies said China is preoccupied this year with domestic
issues, among them preparing to enter the World Trade Organization. It
forecast only "a remote possibility" of confrontation over Taiwan.

Moreover, China-U.S. relations have improved this year and their
militaries have expanded contact through reciprocal ship visits and
trips by Chinese officers to the United States.

Beijing itself says it wants to peacefully recover Taiwan through
negotiations – a goal repeated in the defense policy paper.

But talks are stalemated, and the paper said the situation "is
complicated and grim." It reiterated that China would "adopt all drastic
measures possible, including the use of force" if Taiwan formally splits
from China or continues indefinitely to refuse to negotiate unification.
 

China's generals have to assume an attack on democratic, capitalist
Taiwan might provoke an American military response. That is why they are
preparing for the worst.

Chinese fears were sharpened by NATO's air war on Yugoslavia last year
to protect ethnic Albanians in Kosovo. Beijing saw unsettling parallels
with its own restive minority regions, like Tibet, and felt NATO's
intervention on human rights grounds set a dangerous precedent for
meddling over Taiwan.

The scenario seems highly dubious right now. Unlike Yugoslavia, such a
conflict could at worst go nuclear, and even if it didn't, it could wipe
out U.S.- China trade worth nearly $95 billion last year, according to
U.S. figures, and trigger global economic catastrophe.

Still, Chinese suspicions have been heightened by Washington's efforts
to develop anti-missile shields, by congressional attempts to expand
military ties with Taiwan, and by continued U.S. arms sales to the
island. Yan said the Pentagon was moving more submarines to the Pacific
and stockpiling cruise missiles on the Pacific island of Guam.

What should China's leaders conclude from that? "That the U.S. military
has prepared for war against China," Yan insisted.

The Chinese defense paper was peppered with criticisms of the United
States, among them that U.S. support has emboldened Taiwan's anti-China
camp.

With prospects for a peaceful unification of Taiwan and China "seriously
imperiled" and because of "hegemonism and power politics" – Beijing's
code words for U.S. meddling – "China will have to enhance its
capability to defend its sovereignty and security by military means,"
said the paper.

But it also sought to allay foreign concerns by saying the military
buildup was "purely for self-defense," and that this year's defense
budget of $14.6 billion is just 5 percent of Washington's. Overseas
analysts, however, believe China spends up to five times more than it
says it does.

The Gulf War shocked Beijing by exposing its technological inferiority.
It has since focused attention on the importance of air power in modern
wars. Military experts say Chinese generals have studied how Yugoslav
forces hid equipment from NATO attacks, have installed Russian-made
surface-to-air missiles on the coast opposite Taiwan, and have improved
air defenses around big cities.

But analysts say the Chinese military would be hard-pressed to take
Taiwan, and lags far behind the United States.

"The gap is enormous. They're just not in the same league," said Robert
Karniol, Asia-Pacific editor for Jane's Defense Weekly.

Ha-Milchamah l'Rushalayim matchilah.

The war for Jerusalem begins.

Exchanges of heavy-caliber automatic gunfire, armor penetrating
bullets, tank cannon fire, Vulcan machine guns and two Israeli Air
Force air-to ground missiles from helicopters. We have heard and
seen it all tonight.

The front lines appear to be the entire southern flank of our
neighborhood, the mountain of Gilo and the Jerusalem Forest directly
below us, the northern and western enclosures around the Arab village
of Beit Jalla, which faces Gilo across a ravine and in recent weeks
has become a stronghold for Yasser Arafat's personal Tanzim Fatah
militia.

Shortly after the Arab Summit ended on Sunday with Arafat telling
Prime Minister Barak to "Go To Hell," (in English yet) and that the
Palestinians would be "marching toward their capital in Jerusalem,"
and Barak responded by proclaiming a "time out" in the peace process,
tonight all HELL did break loose and we've had anything but peace.

Since about dusk, Palestinians have been firing armor-penetrating
bullets with a range of about a mile into Gilo residences across the
ravine and on the southern face of the Mountain. At last report, 12
separate apartment buildings containing dozens of apartments have
been struck and IDF Security Forces have evacuated all residents
whose apartments face the ravine. We have no reports at all of
injuries tonight, Baruch Hashem, although earlier a border policemen
patrolling our neighborhood was struck in the chest and remains in
serious condition and one resident was lightly injured. But the
STORIES TONIGHT ARE HARROWING.

In one home, an armor penetrating bullet drilled handily through a 6"
concrete outer wall and went through a closet ripping holes in about
six feet of solid clothing hanging in it, before lodging in a corner
wall. In another apartment, the bullet went through a window narrowly
missing a family seated on their couch watching television. The
trembling father holding his young daughter showed Israeli TV the
bullet holes at head level above the couch. I am sure that there are
dozens more stories like these two we will read about tomorrow or
hear on the radio, but these were broadcast tonight on the 11:30 p.m.
news.

The gunfire was not limited this time to Rehov Ha-Anafah (Anafah
Street), which has been the scene of recent attacks and, Baruch
Hashem, spurred the IDF to fortify the southern border of Gilo. This
time about six other side streets that intersect Rehov Margalit along
almost the entire southern face of Gilo also came under attack.

(NOTE TO FRIENDS AND FAMILY: In case you are wondering, the apartment
we are leasing is about 50 yards NORTH of Margalit and is not exposed
to the village of Beit Jalla, although from our windows, you can see
the Jerusalem Forest below. Also, I put my wife and son on a bus to a
moshav in the Aravah (Negev) this morning and they safely arrived
about noon. I was planning to take another bus myself to pick up a
friend's van and be there with them later today -- to take a little
vacation from all of this -- but the 2 p.m. bus to the settlement
where I needed to go to pick up the van (bus 166 to Tekoa, which came
under fire yesterday), for some reason did not run today. So I am
still here in Gilo tonight and am planning to travel to the Aravah
tomorrow to be with my wife and son).

The IDF responded to the bursts of automatic gunfire initially with
their own machine guns emplaced on tripods atop sand bunkers which
have been erected along the southern face of the mountain since the
attacks began against Ha-Anafah Street about three weeks ago. The
exchanges continued most of the night on Jerusalem's southern border
and attacks also occurred at a checkpoint near Har Homa, the mountain
just to the East of Gilo, where a new Jewish settlement is being
constructed. Once the gravity of the armor-penetrating rounds was
realized, and there was concern that the Palestinian militia was
attempting to open up a second front on the eastern side of Gilo,
the IDF opened fire with 50 caliber machine gun bursts from tanks
that line the southern border of the city. As the exchanges continued
still (and are continuing sporadically well after midnight as I
write) the Israeli Air Force brought in Cobra Attack Helicopters who
fired two air-to-ground missiles (which flashed across the night sky
like a shooting star), as well as Vulcan machine gun rounds at sniper
targets. IDF tanks stationed between the two communities also fired
machine gun rounds at factory buildings where the snipers were
spotted.

About 10 p.m. tonight, the two tanks protecting the Tunnel Road
(leading to Tekoa and other settlements) that runs just to the east
of Beit Jalla, fired their cannon, presumably at the Tanzim
headquarters where the turrents have been aimed for more than three
weeks (but I don't know that for sure). More than a dozen buildings
have been destroyed, however, according to the Jerusalem Post Radio.
Cannon fire was heard earlier Friday night as we sat down for kiddush
at our Shabbat tables. But on Friday night, the cannon was only a
warning shot aimed at a vacant area adjoining Beit Jalla. (The
demonstrations held on Margalit Street just outside of our apartment
when Prime Minister Barak visited the succah of the mayor of Gilo --
right outside my son's bedroom window, DEMANDED that Barak use the
cannon to deter further attacks against the neighborhood. We are
happy to say tonight that he did!) This quieted things for a while,
but steady barrages of machine gun fire started up again as I was
walking home around midnight and the Cobra helicopters have returned.
Machine gun fire is being exchanged as I write, first a burst from
the Tanzim, then a burst from the IDF positions.

Also, at least three Cobras equipped with night vision hovered over
our neighborhood (almost directly over our apartment and again over
my friend's apartment as we tried -- with a lot of distractions -- to
watch the Indianapolis Colts defeat the New England Patriots tonight
on Middle East Television. The slim-lined Cobras pointed their noses
toward Beit Jalla and floated sideways across the Mountain for most
of the game, staying just out of range of the shoulder-held
stinger-like anti-Aircraft missiles, which the Tanzim are believed to
have in their arsenal, although we did not see any missiles fired at
the helicopters.

As I walked from my friend's apartment (on the northern side of the
mountain) about midnight after watching the football game, and
crossed over onto the southern side, I noticed another Cobra still
hovering over the Jerusalem Forest on the western end of Gilo
apparently searching the forest with night-vision technology to
detect any movement. As I write, it is still hovering.

After the gravity of the armor-penetrating ammunition the
Palestinians were using was realized, Prime Minister Barak order the
IDF to first warn the citizens of Beit Jalla to evacuate their homes
before the IDF responded with the Cobra helicopter missiles, Vulcan
machine guns and cannon from the two Patton tanks. They were given
about an hour.

Instead the residents of Beit Jalla chose to remain and to try to
protect the Tanzim and turned out every light in the city to shield
them in darkness. When the Tanzim would open fire, the flashes from
their guns would give away their position and the IDF would respond
with its own machine guns. But since Israel brought in the heavy
guns, Beit Jalla residents are believed to be fleeing their homes
under the cover of darkness. There was no word of casualties on the
Palestinian side as the region is shrouded in darkness but I am sure
the Palestinian propaganda machine will have the figures for us in
the morning.

Gilo, is a fairly modern community built on a high mountain to the
south of Jerusalem in the early 70s. It has gradually expanded into a
large community with dozens of synagogues, a city center with a
central supermarket and stores, a community center and police and
fire stations and at least three buses that run throughout the
community every 15 to 30 minutes back and forth to the city center in
Jerusalem. (It is also the national headquarters for the Shabach --
Israel's equivalent of the CIA or internal security services and
contains a mammoth communication facility with radar aimed toward the
south.) It is almost totally Israeli. There are only two Arab homes
on a little rise in the mountain toward its southwestern face
(actually less than 75 yards to the east of us), but these are
peaceful neighbors, surrounded by thousands of mostly religious
Ashkenaz, Sephardi and Morrocan residents (and one JOE-ISH family, in
our immediate neighborhood).

However, since the community was part of the unannexed territories
before the 1967 War (in which Israel claimed the regions occupied by
its Arab enemies who lost the war they proclaimed and started against
Israel), the city is according to UN declarations, "part of the
"occupied" territories" which Arafat is seeking for his Palestinian
State. At one time (about 10 years ago), the official position of
the U.S. State Department was not to accept invitations by Israelis
to meet in Gilo (since it was believed by the State Department,
controlled by Arab oil interests, to be the possession of the
Palestinians).

Well, the gunfire has ceased for now and I don't hear any more
helicopters so I'm going to try to get some sleep.

We would expect journalists to maintain their independence and
objectivity -- and certainly not pledge to "cooperate" with one side
of an armed struggle. But as is becoming painfully clear, a key
aspect to the Mideast struggle today is the manipulation of media to
influence public opinion.

If truth is to prevail, we can't just "read" the newspaper. Be
discerning and become part of the process. Otherwise, you're just a
passive object of someone else's agenda. As Mark Twain once said, "If
you don't read the newspaper, you are uninformed; if you do read the
newspaper, you are misinformed."

How can readers discern the truth between the lines? Listed here are
common methods employed by the media -- intentionally or not -- to
influence public opinion. By being aware of these methods, we can
avoid being used as a pawn in the media war.

VIOLATIONS OF OBJECTIVITY:

Using true facts to draw false conclusions.
Imbalanced reporting.
Distortion of facts.
Lack of context.
Definitions and terminology.
Selective omission.

----------------Violation #1

Using True Facts To Draw False Conclusions Media reports frequently
use true facts to draw erroneous conclusions.

EXAMPLE: In discussing the recent violence, many articles report that
"over 100 people have been killed, the vast majority Palestinians."
This is an indisputable fact, yet without qualifying these figures,
the reader is led to the false conclusion that Israeli soldiers are
the aggressors and have used excessive force.

As an astute observer, consider how many would be dead if Israeli
forces were actually doing what they are accused of -- shooting
indiscriminately into crowds with automatic weapons. If that were the
case, many thousands of Palestinians would be dead.

The media has failed to publicize Israeli army instructions, where
soldiers have orders not to shoot unless they are in direct danger.
Israeli soldiers are told never shoot at an ambulance or at women.
Unless the Palestinians begin shooting first with live bullets,
Israeli soldiers are instructed never to shoot to kill, and then, to
aim only at the source of the shooting, never randomly. No other army
has such restrained orders.

----------------Violation #2

Imbalanced Reporting

Media reports frequently skew the picture by presenting only one side
of the story.

EXAMPLE: In a recent report on CNN, Chief Palestinian negotiator Saeb
Erakat said: "We are not bombing Israeli towns. We are not sieging
Israeli people. We are not firing at Israeli children. The war is
being waged against us, and the international community must equate
Israel as the aggressor, and us as being aggressed against." Erakat's
comments went without challenge or qualification by the interviewer,
and in the 20-minute report, not one Israeli was interviewed or given
a chance to respond.

EXAMPLE: CNN.com offers a list of web sites relating to the Middle
East. Under the heading of "General Information Sites," all 12 sites
are Arab-related, including one specific Palestinian site. There are
no Jewish or Israel-related sites listed in this category.

The same CNN page lists web sites of each Middle Eastern country. For
example, five sites are listed for the tiny under-developed country
Yemen, and five sites are listed for Palestine. The Israel category
lists four sites.

EXAMPLE: CNN.com posts a running tally of Palestinians killed since
the start of the intifada. However, there is no equivalent tally for
Jews killed by Palestinians -- in suicide bombings, lynchings
terrorist attacks, bus hijacking, caf? bombings, etc. By counting
only the number of Palestinians killed, the media gives the
impression that Palestinians are the sole victims in this conflict.

----------------Violation # 3
Distortion of Facts

In today's competitive media world, reporters frequently do not have
the time, inclination or resources to properly verify information
before submitting a story for publication.

EXAMPLE: The New York Times, Associated Press and other major media
outlets published a photo of a young man -- bloodied and battered
--crouching beneath a club-wielding Israeli policeman. The caption
identified him as a Palestinian victim of the recent riots -- with
the clear implication that the Israeli soldier is the one who beat
him.

It is now well known that the bloodied "Palestinian" depicted in the
photograph was Tuvia Grossman, a 20-year-old Jewish student from
Chicago, studying in Jerusalem. And that the assailants were not
Israelis, but members of a Palestinian mob who beat and stabbed
Grossman mercilessly for 10 minutes. And that the infuriated Israeli
policeman with a baton was deterring the Palestinians from finishing
their lynching.

Media bias assumes that if there's a victim, it must be a
Palestinian. Yet who are the real victims and who are the aggressors?
The truth is often the opposite of how it appears.

----------------Violation # 4
Lack of Context

By failing to provide proper context and full background information,
it is easy to dramatically distort the true picture.

EXAMPLE: The world was horrified by news footage of 12-year-old
Palestinian boy shot and killed. The film, replayed again and again
as a demonstration of the cruelty of Israeli soldiers, does not
provide any context, leading to the false conclusion that the boy was
directly fired upon in full view of Israeli soldiers.

 As an aerial photo of the area depicts, the scene is actually a
highway junction near a Jewish town, with an Israeli military outpost
stationed nearby to guard the road into the Jewish town. During the
confrontation, the Israeli post was surrounded and fired upon from
three sides by Palestinian gunmen. The unfortunate father and son
were caught in the crossfire. As the photo clearly shows, Israeli
soldiers could not see the father and son from their vantage point at
the far side of the intersection.

An astute media observer would ask: Since there are no Palestinian
homes or towns in the area, nor are there stores or playgrounds, what
were the father and son doing there to begin with? Had they come to
riot? Furthermore, why didn't the Palestinian gunmen, who were
positioned right next to the father and son and who were presumably
aware of their presence, do anything to protect them -- or at least
signal to the Israelis that innocent civilians were caught in the
crossfire?

----------------Violation #5
Definitions and Terminology

By using terminology and definitions in a way that implies accepted
fact, the media injects bias under the guise of objectivity.

EXAMPLE: The BBC recently discussed Israeli presence in "the occupied
territories," a pre-Oslo term that bears no relation to reality when
discussing the areas now under total Palestinian control like
Ramallah, Nablus, etc.

EXAMPLE: In recent weeks, The New York Times has subtly altered its
references to the Temple Mount, which unbiased historians have always
described precisely as what its name represents -- the site of the
two Holy Jewish Temples. Of late, in apparent deference to
Palestinian leaders who claim that no Jewish Temple ever stood on the
Jerusalem hill toward which Jews have prayed for millennia, The Times
has appended the phrase to include "which the Arabs call the Haram al
Sharif."

More recently, The Times referred to "the Temple Mount, which Israel
claims to have been the site of the First and Second Temple." No
longer established historical tradition but a mere "claim."

Then a day later, The Times described Israeli troops as having
"stormed the Haram, holiest Muslim site in Jerusalem, where hundreds
of people were at worship." No mention whatsoever in that article of
any "Temple Mount."

EXAMPLE: Ariel Sharon, the democratically-elected leader of the
second-largest political party in Israel, is consistently referred to
in the media by the derogatory moniker "hard-line opposition leader."

EXAMPLE: Arab mobs, whose actions range from stoning Jews praying at
the Western Wall, to firing guns at Israeli soldiers, to destroying
Joseph's Tomb in Nablus, are typically characterized as "protestors"
or "demonstrators."

The New York Times (Oct. 10, 2000) writes: "...the Israeli cabinet
decided early this morning to avoid exploding a tense situation and
gave Yasir Arafat more time to quiet protests." The article
continues: "The demonstrators threw rocks and firebombs at the
soldiers, and taunted them over loudspeakers."

----------------Violation #6
Selective Omission

By choosing to report certain events over others, the media controls
access to information and manipulates public sentiment.

EXAMPLE: The media virtually ignored the tragic firebombing of a
Jewish woman and her 2-year-old child as they drove through the
Palestinian city of Jericho. By failing to cover Jewish tragedies the
same as Palestinian, the media denies public sympathy for Israel as
the victims of Palestinian aggression.

Deadly attacks on Israelis often receive no media attention. Last
week, respected American Rabbi Chaim Brovendar barely survived a
brutal lynching at the hand of Palestinian rioters, after he
accidentally made a wrong turn into Beit Jalla, a neighborhood near
Jerusalem.

EXAMPLE: A recent Los Angeles Times editorial cartoon depicted an
Orthodox Jew praying at the Western Wall, with the stones of the wall
forming the word "hate." The caption read: "Praying to their God."

In defense, L.A. Times artist Michael Ramirez pointed out that that a
second man in the cartoon (who was sprawled on the ground and much
less noticeable) was actually a Moslem praying. Unfortunately, the
keffiah which would identify him as a Moslem is practically invisible
to the naked eye.

Furthermore, Ramirez was unable to explain why the chosen venue of
"hate" was the Western Wall, a site sacred only to Jews, which has
never been used as a place of Moslem prayer.

CONCLUSION:

By being astute media observers, we can make a difference. In
response to public pressure, The New York Times reprinted Tuvia
Grossman's picture -- this time with the proper caption -- and a full
article detailing his near-death beating at the hands of Palestinians
rioters.

Similarly, following reader protest, the Los Angeles Times altered
it's cartoon, deleting the unique Herodian frame around the Western
Wall stones, to make it look more look a generic wall.

Journalists doing PR for the PA

In a revealing episode, Italy's state television network RAI has had
to recall its correspondent from Jerusalem after he sent a letter to
the Palestinian Authority stressing his support for the Palestinian
cause. The journalist, Riccardo Cristiano, explained that, contrary
to rumors, his station was not responsible for video of the brutal
October 12th murder of two Israeli men by a Palestinian lynch mob at
the Ramallah police station. The letter, apparently intended to be
confidential, was published Monday in the official PA newspaper Al-
Hayat Al-Jadida. (AP, October 18, 2000)

Cristiano asked that Palestinians be informed that it was a rival
Italian network, the privately owned Mediaset, that had shot and
broadcast the footage. He assured the PA that his network would never
act in such a way:

"My Dear Friends in Palestine. We congratulate you and think it is
our duty to explain to you what happened on October 12 in Ramallah.
One of the private Italian television stations which competes with us
.. filmed the events... Afterwards Israeli television broadcast the
pictures as taken from one of the Italian stations, and thus the
public impression was created as if we took these pictures.

We emphasize to all of you that the events did not happen this way,
because we always respect the journalistic rules of the Palestinian
Authority for work in Palestine ...

We thank you for your trust and you can be sure that this is not our
way of acting, and we would never do such a thing.

Please accept our dear blessings.

After the letter was published Mediaset angrily denounced RAI and
recalled its correspondent once it became clear that her life would
be in danger if she tried once again to work in Palestinian areas. At
the same time, the Israeli government "temporarily" pulled
Cristiano's press credentials, and RAI recalled him to Rome and
disavowed his letter. But it seems the issue was not really the
content of the letter – the obeisance displayed for the Palestinian
cause is not at all rare for the foreign press in Israel, especially
the European press. It could not have been news to editors in Rome
that their reporters were in league with the Palestinians. No, the
issue was that it became public, and therefore embarrassing.

The publication of Mr. Cristiano's letter brings into rare public
focus the very successful campaign by Palestinians to control western
media coverage, whether by cajoling or by overt threats and assaults.
The day of the lynching in Ramallah, for example, journalists had
their cameras ripped away and smashed on the pavement, their film
confiscated or ruined, lest they record the bestiality underway.

Mark Seager, a British photographer who makes no attempt to hide his
pro-Palestinian sentiments, happened to be in Ramallah on the day of
the lynching and reached for his camera when he saw the mob beating
and kicking the burning body of one of the Israelis:

"My God, I thought, they've killed this guy. He was dead, he must
have been dead, but they were still beating him, madly kicking his
head. They were like animals.

They were just a few feet in front of me and I could see everything.
Instinctively, I reached for my camera. I was composing the picture
when I was punched in the face by a Palestinian. Another Palestinian
pointed right at me shouting "no picture, no picture!", while another
guy hit me in the face and said "give me your film!".

I tried to get the film out but they were all grabbing me and one guy
just pulled the camera off me and smashed it to the floor. ... I was
scared for my life." (Sunday Telegraph, October 15, 2000)

Another journalist, Nasser Atta, a Palestinian producer for ABC, was
filming the carnage when "youths came to us and they stopped us with
some knives, with some beating." Interestingly, Atta did not tell his
story on the main ABC newscast – Peter Jennings, well known for his
hardline anti-Israel bias, never mentioned what happened to the ABC
producer, or to the other journalists, on his World News Tonight
telecast. Of course, had Israelis assaulted a cameraman, there is
little doubt it would have led Jennings' broadcast. Atta instead told
his story on Nightline. While Ted Koppel too is often biased against
Israel, his animus is not in a league with Jennings'.

Of course, the effort to erase the record in Ramallah was not
entirely successful – some photographers got out with their film
intact, as did the Italian video crew from Mediaset. But what
happened to much of the press that day in Ramallah is the rule rather
than the exception.

The same intimidation of the press happened during earlier riots on
the Temple Mount, as recounted in a Toronto Star dispatch. Reporter
Sandro Contenta described Palestinian women on the Mount piling up
stones to be thrown at Jews. Seeing that the women were being
questioned:

"a group of young men then demanded to know where one journalist came
from. When the reporter said he was American, they denounced U.S.
President Bill Clinton and surrounded the reporter.

He was violently swarmed by dozens of people. When a Canadian
reporter tried to intervene, he was thrown to the ground and attacked
before breaking free. The American was rescued by ambulance
attendants who managed to extract him from the angry mob." (Toronto
Star, October 7, 2000)

The Palestinian Authority's intimidation of journalists who are not
already on its side, or who stray, is not a new development. And the
intimidation is not always explicitly violent; sometimes it is merely
the granting of favors or the threat of withholding them. Thus, two
years ago, after 60 Minutes had broadcast a report by Ed Bradley
critical of the PA's human rights abuses and corruption, Arafat aide
Bassam abu Sharif informed CBS News that the network would:

"no longer be given unrestricted access to either our officials of
government or the territories under our control." (New York Times,
January 6, 1998)

The next day, after a lengthy telephone call with Don Hewitt,
executive producer of 60 Minutes, abu Sharif stated that:

"CBS had a privilege of unrestricted access that other networks did
not have, of unrestricted access to Palestinian leaders and the areas
we govern. My recommendation was to stop those special privileges."
(New York Times, January 7, 1998)

Abu Sharif also stated that CBS's privileges could be restored only
by Yasir Arafat.

Since reporting critical of the Palestinians cost CBS its special
privileges with the PA, it seems inescapable that these privileges
were earned by reporting favorable to the PA and critical of Israel.
And, in fact, such reporting was the rule at CBS under its longtime
Jerusalem bureau chief Bob Simon. Certainly the Palestinians could
only have had deep appreciation for Simon, who was notorious for his
virulent anti-Israel bias.

In the days of the PLO state-within-a-state in Lebanon, PLO
intimidation of journalists was flagrant, though rarely reported by
the self-censoring Beirut-based press corps. As described by Zeev
Chafets in his book Double Vision, Western journalists in Beirut were
almost uniformly pro-Palestinian, those who were not having been
driven out under threat of death. One particularly chilling episode
detailed by Chafets concerned a 1981 ABC documentary reported by
Geraldo Rivera. "The Unholy War" featured interviews in Israeli jails
with unrepentant PLO terrorists who gloried in their acts of
violence. Rivera had also filmed interviews in Beirut with PLO
officials.

According to Chafets the documentary was not well received by the PLO
or its sympathizers:

"The storm of criticism in the United States was more than matched by
the reaction in Lebanon. Geraldo Rivera, the correspondent on "The
Unholy War," recalls: "I know that there was a high degree of
displeasure with the story in Beirut. The PLO hierarchy had seen a
cassette of it and some of the more radical elements, like the PFLP-
GC, were extremely angry. I was told never to come back to ... West
Beirut."" (Double Vision, p 113)

The documentary's producer Barbara Newman, had similar experiences:

While on assignment to the Sudan, she met an ABC camera crew from
Beirut. "They told me never to go back there, that it was dangerous,"
she says. "One guy said he and his wife had had to stay inside their
house for ten days after `The Unholy War' aired. They were afraid
they'd get killed because of the anger in Beirut over our piece.

Before the filming in Lebanon, ABC's Beirut correspondent Jerry King
had vouched for Rivera to PLO spokesman Mahmoud Labadi. Right after
the documentary aired, King left Lebanon, never to return. While King
might have saved his skin, his ABC colleague Sean Toolan was not so
lucky – Toolan was murdered a few weeks after the documentary was
broadcast. While there was no proof that the murder was a result of
the PLO's displeasure – where would proof come from in lawless Beirut
– many observers thought that the killing was pure retaliation for
Rivera's documentary.

ABC apparently got the message. Not two weeks after Toolan was
buried, ABC did a softball interview with Arafat that even the
segment's producer apologized for. (Chafets, p 116) Three months
later World News Tonight did an extended two-part report on the PLO,
portraying the organization, according to Chafets, as "a benevolent
group dedicated to peaceful struggle and welfare programs." (Chafets,
p 116)

The ABC program 20/20 then aired "Under the Israeli Thumb," as
blatant a hit piece on Israel as could be imagined. (Chafets, p
117-125)

The Beirut press corps developed a symbiotic relationship with the
PLO and almost uniformly refused to report the PLO's intimidation
tactics or the truth about the PLO's brutal rule in Lebanon. Now the
same thing appears to be happening in PA territories, as manipulation
and assaults against journalists have intensified. If this is allowed
to continue, the results will be predictable: deepening bias against
Israel as the press accommodates itself to the ever-harsher ground
rules of the Palestinian Authority.

The Western press, especially leading outlets that have so far failed
to cover this story – CNN, The New York Times, NPR, and ABC World
News Tonight – must report the increasing trend of PA intimidation of
journalists if it is to be stopped and reversed.

history, has identified a single word, "genestho" - Greek for the

Your Majesties, Excellencies, and Highnesses: The direct reason for
holding this extraordinary summit is the wave of savage violence that
our Palestinian people have been subjected to. This wave started when
Sharon desecrated the Al-Aqsa mosque and its compound. With this
premeditated step, that was conducted in concert with the Israeli
Government, Sharon set off a spark that spread from Jerusalem to
every Arab, Muslim, and Christian city and village, including the
cities and villages of Galilee and the Triangle.

This visit was not simply a passing act like those committed by the
settlers against our holy shrines; instead, it created a new
dimension in the Arab-Israeli struggle. I remind you that when he was
defense minister, and a minister in past governments before that,
as well as an army commander, he was barred from visiting such holy
shrines. Therefore, what took place was planned in collusion with the
Israeli Government.

A new, religious, dimension was added to the Arab-Israeli struggle.
Everyone is well aware of the critical nature of this dimension, and
knows how difficult it is to contain it and control its
repercussions. The Israeli delegation detonated this dimension
at the end of our talks in the second Camp David summit. When I say
this step was premeditated, I say it because as soon as Sharon's
intention to conduct this visit was announced, we warned the Israeli
Government of the dangers of what Sharon intended to do. We also
warned the United States of this and informed our brothers, friends,
and international forces of this.

Instead of taking our warning seriously, the Israeli Government
granted Sharon special permission to conduct the visit and even
provided him with full military and security protection. He did not
pay such a visit when he was defense minister and army commander in
past governments. This reveals what was being planned against us.

Our people, who were worshipping in Al-Aqsa, countered Sharon with
their chests and naked fists, and prevented him from conducting this
dangerous visit, forcing him to leave the holy place. The Israeli
Government, however, did not forgive the Palestinian worshippers for
their steadfastness, and committed a new massacre during Friday
prayers in the Al-Aqsa mosque compound on the very next day. We all
saw the bloody chapters of this massacre in the media.

Your Majesties, Excellencies, and Highnesses, innocent blood was shed
abundantly on the pure Al-Aqsa land. A new procession of honorable
people of this nation was added to the martyrs who defend the holy
places and who stand fast on this blessed land and defend its purity
with faith and pride. There is no inch of Palestinian territory that
has not been saturated with Arab blood that is dear to all of us. The
blood that was shed in Al-Aqsa definitely unleashed the wrath in the
hearts of our Palestinian masses everywhere in the homeland. The
unarmed citizens rose to express their feelings in a legitimate
spontaneous intifada to uphold Arab, Islamic, and Christian values in
accordance with the Umarite Covenant. The Israelis canceled this
covenant, by claiming sovereignty over Al-Haram al-Sharif and forging
its history and reality and saying it is the place where the temple
was built, by licentiously attacking the worshippers in its mosques
and those defending its honor and sanctity, or by attempting to
Judaize holy Jerusalem and its Christian and Islamic holy places and
imposing a siege on Bethlehem. We have repeatedly warned the
United States, the European countries, and the friendly countries
against the serious consequences of this rejected hypothesis. We also
contacted all the peace-loving forces about this and told them that
this would lead the region to religious wars with untold
consequences. Since the eruption of Al-Aqsa intifada, our unarmed
people have been facing the broadest collective extermination
campaign and barbaric bombardment, coupled with an iron-clad and
stifling siege by the Israeli war machine against more than 3 million
Palestinians.

The Israeli Government, supported by some international quarters,
tried to portray the mass extermination campaign against our people
as a military engagement between two military sides, and the
expression of the need to reach a framework for cease-fire between
the two sides unjustly surfaced. However, this attempt failed as
proved by the issuance of the recent UN Security Council Resolution
1322 condemning the Israeli aggression and calling for the formation
of an international investigation committee whose task is to find
mechanisms to prevent the recurrence of this unjust aggression.
Before this resolution, there was the Jerusalem Committee meeting in
fraternal Morocco with the participation of the representatives of
the Jerusalem patriarchs and churches for the first time in Islamic
meetings, as Your Majesty knows. These meetings highlighted
Islamic-Christian unity.

The Arab foreign ministers also met in Cairo. Many initiatives were
made to contain the volatile situation within the framework of this
protracted and complex battle in the political field and on the
ground. All these initiatives were confronted by the Israeli
insistence on pursuing the aggression. Most of the Israeli political
and military leaders admitted that they have been planning for more
than one year to ignite this fire, that has not stopped until now and
which inflicted more than 7,000 wounded and 170 martyrs. The number
of martyrs rose to 193 yesterday, in addition to a large number of
prisoners and missing, not to mention the economic and financial
losses and the banning of our workers from working, thus placing more
than 150,000 workers among the ranks of the unemployed. Large
quantities of agricultural produce were destroyed, houses and
establishments were demolished with missiles, and many colleges and
even command and presidential centers and many other sites were set
on fire and attacked. And do thou be patient, for thy patience is but
from God.

In view of the military escalation, in which Israel used new types of
internationally banned destructive weapons and ammunition, His
Excellency President Muhammed Hosni Mubarak has called for a limited
emergency summit in Sharm al-Sheikh to stop the aggression and
discuss the formation of an international commission of inquiry. The
summit was held under the sponsorship of President Mubarak and the
participation of US President Bill Clinton, His Majesty King Abdallah
II, UN Secretary General Kofi Annan, and EU representative Javier
Solana. I do not want to go into detail about this summit and
its results, which you have heard from President Hosni Mubarak.

I would like to remind you that following the Paris conference, in
which His Excellency President Chirac participated, we were supposed
to continue the talks at Sharm al-Sheikh under the sponsorship of
President Mubarak. However, Barak did not attend that meeting. He
returned to further kindle the confrontation with our people.

Yesterday he said he will kindle, increase, and double the offensive
on our people with all types of shells and military confrontations,
as you may have read in the papers and news media yesterday.

Your Majesties, Excellencies, and Highnesses: The Sharm al-Sheikh
summit was only a station on a long road. We should continue along
this road not only for the sake of stopping the military aggression
against our people and the blockade imposed on our cities, but also
to put a final end to all causes of aggression, killing, and
suffering. This will happen only when Israel is forced to submit to
international legitimacy, implement the signed agreements, stop
aggression, open the international border posts, lift the siege on
our cities and people, and withdraw from all the occupied Palestinian
and Arab territories, including the Syrian territories and the last
Lebanese territory in Shab'a.

Israel should lift the siege on our cities and people and withdraw
from all the Palestinian and Arab territories, including holy
Jerusalem, the capital of our independent Palestinian state. It
should also solve the issue of refugees justly on the basis of
Resolution 194 and the other international resolutions.

Brothers, I recall at this important meeting the fact that the Arab
summits have always been the first to raise the banner of a just,
permanent, and comprehensive peace. The Arab summits are the advocate
of the loftiest and most important plan for peace in the Middle East,
particularly after the Madrid peace conference.

It is true that part of the just and comprehensive peace has been
achieved on parts of our beloved Arab land, but the territory still
under occupation in Palestine, Syria, and Lebanon made the issue of
peace in the Middle East a constantly explosive issue putting
the region on the verge of danger. All that has been achieved will
collapse if not complemented by what has not been achieved.

This requires us all to examine with a great degree of seriousness
and responsibility the means to provide real support for our Arab
view of peace and our legitimate rights, while reminding the world,
of which we are a vital part, that regional and international
stability depends on fulfilling all Arab rights stipulated by
international legitimacy resolutions. The international community,
especially the peace process sponsors, the EU, China, Japan, Norway,
the nonaligned countries, and all those who support the peace
process, must shoulder their responsibilities toward the peace
process.

The bloody events that resulted from the Israeli aggression against
our Palestinian people have shown that the dangers of the absence of
a just and lasting peace are not limited to a specific geographical
area; instead these dangers spread and threaten international
security and stability.

Allow me dear brothers to say more than this, and address the United
States, not just because it is a peace process sponsor, but also
because it is the world power with distinguished responsibilities on
the universal level and because it is directly interested in all
areas of conflict in our world. The Middle East peace process has
suffered from the absence of the balance needed to offer real chances
for the progress of this process and the reaching of effective
results in it.

The world undoubtedly clearly sees that the Middle East peace sponsor
must not give any leeway in adopting international legitimacy as the
legal bases of rights and obligations. Moreover, the sponsor must not
stop the contributions of states interested in peace in our region.

I would like to draw attention to an issue where political dimensions
mix with morals, where the concept of impartial sponsorship of the
peace process does not go in line with the excessively harsh stands
against the Palestinian people. These stands are embodied
in many of the US Congress's decisions, which adopt a stand hostile
to the Palestinian people and their rights. Despite our extreme
bitterness toward these stands, I objectively note US President Bill
Clinton's positive stands, for whom we have respect and whose
continuous work and initiatives to protect the peace process and push
it forward we appreciate.

Your majesties, your excellencies, your highnesses: Speaking from the
highest Arab forum, I reiterate that despite all the scars and
disappointments of the difficult trek of peace on the Palestinian
track, we choose a just, lasting, and comprehensive peace. I
reiterate that our goals are the liberation of our land, the
establishment of our independent state on the blessed land of
Palestine with holy Jerusalem as its capital, and the return of
refugees based on international legitimacy resolutions, especially
Resolutions 181 and 194.

These goals, which our Palestinian People and Arab and Muslim nations
agree on, and which the entire world and the UN support, must be
realized this year. We have a natural right to self-determination. It
is also the responsibility of our Arab nation and its struggling
peoples, who support us and all Arab causes with strength, to offer
all means of support to achieve these goals. Our people of
revolutionary struggle, the people of the glorious intifada, whose
waves will only stop with victory, pledge to every Arab, Muslim,
Christian, and friend to continue their struggle using all legitimate
means to reach victory.

We call on you to take a true Arab stand of pride that is in line
with the history of this glorious Arab nation, its capabilities, and
the sacrifices of its steadfast peoples in protection of their holy
shrines, land, and future. I would like to thank all our brothers and
friends in the world who support our just struggle and cause. I would
also like to thank them for their help at all levels.

I conclude my speech by conveying the message of my people to you,
the Arab leaders, calling on you to disregard all differences and
reach inter-Arab reconciliation which will put the corner stone for a
new Arab era that is in line with the status of our nation and the
greatness of our pan-Arab goals. This also requires us all to end the
siege imposed on the Iraqi people and make way for real and
comprehensive Arab reconciliation and openness within our single Arab
nation. For the sake of the children of Palestine, Iraq, Lebanon,
Syria, and the rest of the Arab nation, we call on you to entrench
unity and integration.

Let this be our slogan and goal.

And we wished to be gracious to those who were being depressed in the
land, to make them leaders in faith and them heirs, to establish a
firm place for them in the land.

Peace and Allah's blessings be upon you.

Israel said Monday that it had closed Gaza International Airport, cutting
off the Palestinians' air links to the outside world. "We have closed the
airport," said a spokeswoman for Prime Minister Ehud Barak, declining to
give further details. Palestinian sources say that a Jordanian plane had
been prevented from landing at the airport.

An Israeli security source said the airport had been closed after armed
Palestinian police entered the facility, causing Israeli security personnel
who were examining luggage to leave "because they were afraid the police
were going to shoot them". The source, who asked not be identified, said the
airport would probably be reopened after the police left and the Palestinian
security forces made sure the incident would not be repeated.

Prime Minister Ehud Barak had ordered the reopening of the airport last
Wednesday following an agreement at the Sharm al-Sheikh summit in Egypt to
end the violence in the Palestinian territories.

Mapping the Web, Actis Tracks Internet Activities

Three years ago, at a brainstorming session of a group of software
programmers in Scotland asked "How do we write a program that detects
anything bad that's going on the internet?" asked Stephen Whitelaw, former
Glasgow University lecturer and chief executive of Buchanan International,
a security software company based outside Glasgow. The Map - of the dark
side of the web - was born. Eighteen months later, the team produced a
unique profile of the World Wide Web. 40 broad categories of undesirable
activity, including pornography, fraud, anarchism, "freaking", virus
creation, promoting violence, cyber terrorism and hacking, have now been
registered in forensic detail.

The programmers found that more than 20,000 new hosts for pornography
sites were being created daily. The average site contained just 43 images,
and 98 per cent held almost no original material. However, some sites had
more than 100,000 images. The porn-viewing public, which forms just 2.5
per cent of the database, cannot keep up: the number of sites is growing
exponentially but the number of visitors to them only linearly, says
Whitelaw. Child pornography, much of it now originating in Eastern Europe,
is a big growth industry, he adds. For the past decade, Buchanan has
provided security software and criminal-tracking services to the police,
security services, banks, the RUC and utilities such as airports and
oilrig operators. Recently, it was involved in tracing the international
tentacles of the vast Wonderland paedophile ring, which led directly to
hundreds of arrests. One password used by the ring took 35 days for
Buchanan to crack. Last Year Whitelaw a software program designed to
provide total monitoring and control over a company's electronic interface
with the outside world, encompassing IT networks, the Internet and e-mail.
Actis Technologieshas already secured an advance order for the program
from aerospace company Boeing. With 300,000 PCs linked to the Internet,

The technical difficulties in creating the map were considerable. Handling
the data alone became a gigantic headache. Consuming about 80 gigabytes of
data an hour, Buchanan and Actis have created the second largest database
of any organization in Europe - governments included. The team now has
complete access to the world's newsgroups, where many viruses are
initially posted and distributed, and to every image and every attachment.
UK Home Office officials also visited Buchanan and granted special access
to Janet, Britain's national communications backbone. When the "I Love You
"Virus struck Actis was consulted. "No one else has the global map, or the
back data," claims Whitelaw. They receive hundreds of requests a day from
global law enforcement organizations wanting to track down dubious files.
The government of Singapore asked if it could control web content; the
Chinese authorities made a similar request. Whitelaw refused. Helping to
track criminals was one thing; helping regimes find human rights activists
quite another.

This year Actis received Ģ4m in funding from the Royal Bank of Scotland
and Caledonian Herit-able, valuing the company at $25m, the highest "day
one" valuation of any Scottish start-up company to date. Investors now
realize the value of such a map is enormous. Estimates range up to $300m -
because without reference to such a database, no filtering or other
security software can fully cover the web.

persisted Monday, and Israeli security forces clamped down on
Palestinian areas, closing the airport in the Gaza Strip and sealing
off a West Bank town that has been the source of shooting on a Jewish

"timeout" from the disintegrating peace process on Sunday, turned his
focus to salvaging his shrunken coalition before parliament returns
from a three-month recess on Oct. 29. To keep his government from

for provoking the current spasm of violence. On the 26th straight day

*** Chirac: China likely to join WTO

BEIJING (AP) - French President Jacques Chirac played down concerns
that China's bid to join the World Trade Organization had stalled,
saying on Monday that a final push on Beijing's entry would succeed
"by the end of the year." Chirac, who led a European Union delegation
in a summit with Chinese leaders, suggested that Prime Minister Zhu
Rongji was making personal efforts to restart negotiations.
Unproductive talks last month had prompted worries that Beijing was
having second thoughts. The 15 nations of the EU are the most
significant WTO members that have yet to sign off on China's bid to
join. Any of the WTO's 138 members can block another country from
joining the group, which operates by consensus. The U.S. Congress
granted China permanent normal trade status with the United States
last month, clearing a major obstacle to China's WTO entry. ###

*** U.S. accuses Indonesian leader

JAKARTA, Indonesia (AP) - The U.S. Embassy accused Indonesia's
defense minister of whipping up anti-American feelings Monday after
he reportedly denounced an American tourist as a spy. The accusation
and embassy protest come at a time of tension between the United
States and Indonesia. The U.S. Embassy in Jakarta has been the target
of demonstrations in recent weeks over the violence in the Middle
East. The Jakarta Post newspaper quoted Defense Minister Mohammad
Mahfud as accusing an American of possible espionage and subversion
in Irian Jaya province, a region that has been rocked by separatist
violence. Mahfud could not be reached for comment Monday by AP. The
American - identified by the Post as Aaron Maness of West Valley
City, Utah - reportedly was detained by Indonesian authorities after
he photographed victims of fighting between separatists and security
forces in the Irian Jaya town of Wamena on Oct. 6, when at least 30
people were killed. ###

*** Navy stops Sri Lanka suicide attack

COLOMBO, Sri Lanka (AP) - Tamil Tiger rebels in boats carrying
explosives launched a suicide attack on a naval base Monday and shot
down an air force helicopter coming to the base's aid. Fourteen
people, including eight rebels, were killed and 43 were injured, a
military spokesman said. A Sri Lankan navy personnel carrier anchored
at Trincomalee port where the attack took place was badly damaged and
sinking after it was rammed by a rebel boat, Navy Brig. Sanath
Karunaratne said. The Liberation Tigers of Tamil Eelam have been
fighting for 17 years to carve out a Tamil homeland out of Sri Lanka.
Trincomalee, located 149 miles northeast of Colombo, falls within
this desired homeland. The fighting has left more than 63,500 people
dead. Monday's clash started when navy troops spotted four rebel
boats approaching the port at daybreak and the two sides exchanged
fire, Karunaratne said. The Sri Lankan capital is often targeted by
Tamil suicide bombers. ###

*** Report: Another Iran paper closed

TEHRAN, Iran (AP) - Iran's hard-line judiciary has ordered a small
weekly newspaper to stop publishing and has warned more closures are
to come, according to media reports Monday. Reasons for closing
Sobh-e-Omid were not made clear, but hard-liners opposed to reforms
initiated by President Mohammad Khatami have shut down more than two
dozen pro-democracy publications in recent months in a bid to weaken
his power base. Sobh-e-Omid debuted this month and had published only
two editions. It was ordered closed after a hard-line judged
interrogated its director on Sunday, according to Hambastegi, a
pro-reform daily newspaper that also opened earlier this month.
Sobh-e-Omid's political leaning was not immediately known, and its
editors could not be reached Monday. The judiciary has become the
most powerful tool in the hands of hard-liners to silence the voice
of reformists. ###

*** Iran to test Chinese-made missiles

TEHRAN, Iran (AP) - Iran will reportedly test a modified version of a
Chinese-made anti-ship missile during naval maneuvers in the Persian
Gulf next week. Iran's regular army and the elite Revolutionary
Guards will test C-802 Silkworm missiles in eight days of war games
starting Sunday, the daily Iran quoted Morteza Saffari, commander of
the Revolutionary Guards' naval forces, as saying. The war games will
be staged in the Straight of Hormuz and the Sea of Oman, the paper
said Monday. Saffari did not say what modifications had been made on
the missiles. Iran has tried to increase the range of missiles it has
purchased from China and North Korea, according to officials from
Israel and the U.S. ###

covering the western half of New Guinea island. Suharto was forced
from office two years ago, though, and with the year-old democratic
government in Jakarta distracted by separatist and religious fighting
in other regions, Irian Jaya's insurgents are stepping up their
battle to secede. Bloody clashes with security forces have increased
in recent months as the rebels defy a government ban and raise their
"Morning Star" independence flags in dozens of towns and villages.

reefs have been destroyed by pollution and global warming, experts
said Monday, warning that unless urgent measures are taken, most of

hit areas, such as the Maldives and Seychelles islands in the Indian
Ocean, up to 90 percent of coral reefs have been killed over the past
two years due to rises in water temperature. Coral reefs play a
crucial role as an anchor for most marine ecosystems, and their loss
would place thousands of species of fish and other marine life at
risk of extinction. Addressing 1,500 delegates from 52 countries at
the 9th International Coral Reef Symposium on the island of Bali,

increase cooperation in the military and defence industry fields which
would help the atmosphere of trust between the two trading partners. "We
have reached agreement to deepen and enhance our cooperation on military
and security issues," visiting Russian prime minister Mikhail Kasyanov
said at a joint press conference with his Turkish counterpart Bulent
Ecevit. Ecevit, for his part, underlined that Turkey was "ready and
willing" to establish a more active cooperation in the defence industry.
 

"In this way, we can install an atmosphere of trust and become partners
rather than competitors," the Turkish prime minister said. Russia, one
of Turkey's biggest trading partners, is bidding in a Turkish tender,
estimated at some four billion dollars, for the purchase of 145 combat
helicopters. A source close to the Turkish prime minister's office said
that the two countries had agreed to set up a special commission on
military technology to seek means to develop some arms projects.

pesticide which "strangles" insects. They say it will be more
environmentally friendly than chemicals, because turns molecules in the

When the researchers have determined the structure of the receptors for

Seniors committing more violent crimes

victims of violent crime, increasingly turn out to be the criminals
these days.

"We're seeing more violent crimes being committed by older people, which
is sort of surprising," says Patricia Bloom, a psychologist with the
University of Miami's Center on Aging and Disability.

No one is suggesting there is a sudden crime wave by seniors. In fact,
golden-age offenders are rare in the overall criminal population,
acknowledge criminal justice, health and social services professionals
whose work brings them into direct contact with elderly people involved
in crime. Nevertheless, they say that as the nation's elderly population
rapidly expands and stays healthier longer, as baby boomers who have
abused alcohol and illegal drugs enter the ranks of senior citizens, and
as the incidence of Alzheimer's disease and other forms of dementia
reach epidemic proportions, Americans can expect to see more violent
behavior by older Americans. As Mrs. Bloom indicates, violent crime
committed by the elderly already is on the increase in the United
States.

BETHLEHEM, West Bank (AFP) - A thousand Palestinians demonstrated in
Bethlehem on Monday, parading a donkey painted the colors of the Israeli
flag and bearing the names of Israeli Prime Minister Ehud Barak and
Egyptian President Hosni Mubarak.

Clashes broke out shortly after the demonstration, in which 11 Palestinians
were injured by rubber bullets fired by Israeli soldiers.

The donkey -- its hair painted blue and white with the names of Barak and
Mubarak and an Israeli flag attached around its neck -- was left by the
demonstrators near Israeli troops at Rachel's Tomb, a Jewish religious
shrine.

The protesters also paraded a coffin draped with the Israeli and US flags and
the inscription: "Here lie Arab leaders."

The demonstrators accused Arab leaders of failing to decide on strong action
against Israel during their emergency summit Saturday and Sunday in Cairo.
 Many Palestinians also accuse Mubarak of pressuring Palestinian leader
Yasser Arafat during the US-brokered Sharm el-Sheikh summit with Barak in
Egypt a week ago.

Barak on Sunday praised Mubarak, the Arab summit's host, for urging fellow
Arab heads of state to take a "balanced approach."

Israel blocks Iraqi humanitarian aid to Palestinians: minister

BAGHDAD, Oct 22 (AFP) - Iraqi Trade Minister Mohammad Mahdi Saleh
protested Sunday that Israel had blocked the entry into the Palestinian
territories of two consignments of humanitarian aid sent by sanctions-hit Iraq.
 

"The Zionist authorities banned the entry of food and medicine sent to our
people in occupied Palestine at the initiative of President Saddam Hussein,"
said Saleh, quoted by the official news agency INA.

He said "this criminal measure is not surprising coming from the Zionist
entity which kills and besieges the Palestinians, just like the United States
which has placed a siege on the Iraqi people for the past 10 years."

Iraq has been under UN sanctions since its 1990 invasion of Kuwait.

Its aid consignments to the Palestinians were sent out last week via Jordan
on 100 trucks loaded with rice, flour, sugar, cooking oil and baby milk, all
goods which are rationed in Iraq itself because of the embargo.

Saddam has also decided to donate five million euros (4.2 million dollars) to
families of Palestinians killed in the intifada and to support the anti-Israeli
uprising, as well as offering to treat Palestinian casualties in Iraqi hospitals.

School's out, it's intifada time

RAMALLAH, West Bank, Oct 23 (AFP) - Thirteen-year-old Omar Assad
throws down his school satchel, puts on his ski mask, loads up his slingshot
and sets off down the rockstrewn road towards the armed Israeli soldiers --
school is out and it's time for his extracurricular activities.

For Omar and his schoolmates who every day after classes swell the ranks
of those clashing with troops protecting a road to a Jewish settlement near
this flashpoint West Bank town, the afternoon's activities have much in
common with football practice.

There is teamwork to be learned -- who will use slingshots, who will throw
stones, who will make the Molotov cocktails, who will throw them and, most
important, who will be responsible for picking up the streaming teargas
cannisters and flinging them back at the Israelis.

There are individual skills to be learned -- how to select the right-sized stone,
how to make an effective slingshot, how to sling the stones, how to make
and dispatch Molotovs.

And there are the defensive moves -- dodging teargas cannisters and rubber
bullets, avoiding live rounds, dealing with a teargassing (sniffing raw onion
seems the most effective), and what to do if one of your team is injured.

Omar, however, is angry with his parents for not allowing him to skip classes
altogether, like some of his friends do.

"For my parents it's school first, then intifada," he said through his
multicoloured ski-mask.

Among the bravest on the "field," Omar managed Monday afternoon to crawl
his way up to a concrete wall within 10 metres (yards) of the Israeli soldiers,
and let fly with a stone the size of a golf ball.

His bull's-eye was greeted by cheers from the several hundred Palestinians
who had turned up Wednesday for the daily clash.

But his friend Hamid's efforts -- a strike with a Molotov cocktail which set an
army vehicle alight -- drew the loudest cheer of the afternoon.

While the back-and-forth jostling with the Israeli troops -- the Palestinians
throw stones and firebombs, the soldiers retaliate with teargas, rubber-
coated bullets and, inevitably, live rounds -- resembles to the outsider
something of a sport. It is deadly serious. It always ends in injury, often in
death.

While schooling has managed to continue in Ramallah, colleges and
universities have been closed all month, the students being in the forefront of
the assaults on the Israelis.

"Those are my students over there," a math professor from the nearby Bir
Zeit University said from behind a medical mask he was using --
unsuccessfully -- to keep out the teargas.

"Normally I would be teaching them calculus, linear algebra and differential
equations," said the professor.

Instead he was handing out peeled onion for those overcome by teargas,
while his students were setting up burning barricades using tyres and old
motor cars, aiming projectiles at the Israelis and vowing to continue the
intifada until all Jewish settlements in the West Bank are removed and Israel
withdraws completely.

"At this stage it is better that they are engaging the Israelis than going to
classes," said the professor, who trained at a university in the United States.
"We have to capitalise on this momentum. They can always study
mathematics later."

He considered his students among the bravest in the country.

"They have no fear," he said, "even though by tonight, or the end of the week,
some of them will be dead."

Late in the afternoon, as the flames of the barricades began casting an eerie
glow over the faces of the protestors in the growing gloom, Omar Assad's
brother -- sent by his mother -- came to call him home.

It was time for him to do his homework.

UN rights chief plans trip to Palestinian territories

GENEVA, Oct 23 (AFP) - UN human rights chief Mary Robinson is planning
to travel to the Palestinian territories as soon as possible and may also pay
a visit to Israel, a statement released Monday said.

Robinson, the UN High Commissioner for Human Rights, is also looking into
possible stops in other countries in the region.

"Emphasizing the importance of a human rights perspective in the search for
a lasting peace, the High Commissionner said it is her intention to visit the
occupied territories as soon as that can be arranged," said the statement.

"On the same occasion, she hopes to visit Israel. She will also explore the
possibility of visiting a number of other states in the region," it added.

Robinson's visit was decided at a meeting Thursday of the UN Human Rights
Commission, which also called for the creation of an international inquiry into
the violence of recent weeks in which over 100 people have died, mostly
Palestinians.

Israel has already said it will not cooperate with such an inquiry.

Aides to the UN human rights official said Monday they were studying the
implications of the resolution, which also called for sending special UN
rapporteurs to the Palestinian territories to draw up reports.

Qatar said Sunday it was prepared to cover the cost of the commission of
inquiry estimated at 814,000 dollars (968,000 euros).

(IsraelWire-10/24) GILO – Automatic gunfire was fired at about 11:00pm.
No injuries. The area remains quiet at this time. Following the shooting
attacks on Monday evening, the IDF fired three tank shells and
machineguns. The PA reports three persons injured. There were no
injuries among Gilo residents but there was damage to a home on Ahot
Yehudit Street. · A PLO flag was found flying on Almog Street in Gilo.
Police removed the flag. An investigation has been launched.

2) MINHAROT ROAD – The road from Jerusalem to Gush Etzion remains closed
at this time.

3) EAST JERUSALEM – A police jeep was attacked with a firebomb at
Rockefeller Junction. The incendiary device ignited inside the jeep
causing the driver to lose control and strike a pole. One policeperson
was lightly burned and injured from the accident. Three others sustained
light injuries from the accident. They were transported to a local
hospital. Three additional firebombs were found in the area ready for
use.

4) FRENCH HILL – Three firebombs was thrown at the gas station located
at the entrance to the Jerusalem neighborhood of French Hill. No
injuries.

5) JERICHO – An Israeli woman was injured in a stone-throwing attack.
She was transported to Hadassah Hospital in Jerusalem.

6) HEBRON – Heavy shooting reported at Admat Yishai (Tel Rumeida), Bet
Hadassah and Givat HaAvot in Kiryat Arba. PA reports one Abu Snenah
resident was killed by gunfire and four of his children were injured by
IDF gunfire. · A group of border policemen, manning an outpost behind
Bet Hadassah in the Shallalot, was attacked. One border policeman was
hit by pieces of a ricocheting bullet. He was lightly wounded in the
forehead and treated. Israeli soldiers shot back at the source of the
Arab shooting attack. · Soldiers attacked by stones outside Jewish
Quarter. No injuries.

7) KADIM – Shots fired into the northern Samaria community in the Jenin
area. No injuries. Two homes hit by gunfire.

8) BET HAGGAI – Shot fired into the Southern Hebron Hills community of
Bet Haggai. No injuries.

9) PīSAGOT – Shots fired into the Benjamin Regional Council community.
No injuries. Homes were damaged.

10) KALANDIA – Shot fired at Israeli security forces near Kalandia,
south of el-Bireh. No injuries.

11) GAZA – A roadside bomb exploded when an IDF convoy was heading from
Netzarim to the Karnei Crossing on Monday night. No injuries. The device
was detonated by a remote control device. · Stone-throwing attacks at
Erez DCO. No injuries. · Unrest at Netzarim and Gush Katif Junctions.
· PA reporting that IAF helicopters bombed the PA airport. The report is
denied by the Office of the IDF Spokesman.

12) HALHOUL BYPASS – On Monday morning, hundreds of Arabs rioted on the
bypass road between Kiryat Arba and Gush Etzion. Israeli soldiers forced
them into a nearby Arab village.

13) NEGOHOT - The Negohot community south of Hebron is under partial
siege for almost a month. The road from Hebron leading to the community,
which was transferred to PA control months ago, is closed to all Israeli
traffic.

14) TRANS-JUDEA ROAD - Attempts to reopen the road on Monday was met
with failure. IDF forces attempted to reopen the area from Hebron to
Ashkelon via Kiryat Gat. The road has been closed for almost a month
because of stone-throwing attacks from an Arab-controlled bridge above
the road. When Arabs continued hurling cement blocks and boulders on
Israeli vehicles, the army reclosed the road on Monday. (Hebron Press

15) CYBER TERRORISM – Israelīs largest ISP (Internet Service Provider),
Netvision, was experiencing connectively and other difficulties
throughout the night. The problem was traced to a cyber attack against
the IDF website which sits on a Netvision server. The attack originated
in the United States. On Monday morning, computer experts managed to
repel a cyber attack against government computers by Islamic elements
trying to inundate the systems with email messages.

16) PA CALLS FOR ASSISTANCE – PA leaders met in Gaza and have issued a
call to the international community for an international peacekeeping
force to stop the attacks from Israel against innocent Palestinians.
