28 STATES CONSIDER MEASURES TO ALLOW 'SAFE ABANDONMENT'
OF NEWBORNS
At least 28 states have either adopted or are considering "safe
abandonment" legislation this year, according to the National
Conference of State Legislatures. The drive started in Mobile after
the 1995 death of a newborn boy who was drowned in a toilet by a
young, unwed mother. The result was a policy that allows mothers to
drop off newborns at Mobile-area hospitals within 72 hours of birth
- no questions asked. That proposal was later adopted by
prosecutors across the state - and emulated across the country.
"Relinquishing a newborn in the safe environment of an emergency
room is not child abuse or child neglect," says chief assistant
prosecutor George Ward in Wayne County, Mich., where the program is
in place.

RUSSIA'S PUTIN TO VISIT ISRAEL
Russian President Vladimir Putin has accepted Prime Minister Ehud
Barak's invitation to visit Israel in the coming month. Israel and
Russia will discuss possible cooperation in upgrading of MiG-29
fighter aircraft. Israel has been critical of Russian weapon and
technology transfers to Iran in the past, but sources in Jerusalem
suggest that Putin's visit indicates an upgrading of relations.

'Jesus' Loses Defamation Suit Against Churches

MUNICH, Germany (Reuters) - Three theologians representing Jesus Christ
sued the Protestant and Roman Catholic churches for bringing his name into
disrepute -- and lost in a German courtroom.

The theologians, calling themselves ``brothers in spirit'' of Christ, sued under
a law that lets people defend their dead relatives' reputations. They argued
that the churches' role in wars had disqualified them from calling themselves
''Christian.''

``In view of their bloody history, it's a fraud,'' one told the court in the
staunchly Catholic Bavarian city of Munich.

The judge threw out the case on the grounds that the German constitution
guaranteed religious freedom -- but not before he pointed out that, since
Christians believe Christ rose from the dead, his ``brothers'' had no right to
bring a case on his behalf.

HIV-Tainted Blood: a Biological Warfare Weapon

JOHANNESBURG (Reuters) - The head of apartheid South Africa's biological
warfare program stored HIV-infected blood for use against an opponent of
white rule, a court heard.

Dr. Mike Odendaal, a bacteriologist who used to work for a laboratory linked
to the apartheid defense force, testified Wednesday that he had received a
small flask of HIV-infected blood from his boss, laboratory director Dr Andre
Immelman, and was told to freeze-dry it, South Africa's Press Association
reported.

Immelman had told Odendaal that heart surgeon Wouter Basson, nicknamed
``Dr. Death'', had ordered the blood, drawn from an Aids patient, and that it
would be given to political opponents.

HIV, the human immuno-deficiency virus, causes the deadly Acquired
Immune Deficiency Syndrome, AIDS, which kills an average of 10 years after
infection.

Basson, who has pleaded not guilty to 61 charges of murder, fraud and drug
peddling during his work for the apartheid regime faces life imprisonment if
convicted.

The trail has so far heard gruesome testimony from several of Basson's
former operatives and colleagues, including allegations concerning the mass
murder of black freedom fighters by injecting them with muscle relaxants and
dumping their bodies from a cargo plane into the sea off Namibia's Skeleton
Coast.

Weapons attributed to Basson also include cigarettes laced with anthrax and
James Bond-style gadgets such as screwdrivers concealing hypodermic
needles.

He is also alleged to have evaluated the murderous potential of water and
whisky tainted with botulinum, one of the most toxic substances on earth.

Cross examining Odendaal on Wednesday, Basson's defense counsel Jaap
Cilliers said he found absurd the suggestion that one would ``grab the
enemy, inject him with the infected blood, and he would only die 14 years
later''.

``I suppose that is what one can call long-term planning,'' Cilliers told the
court, SAPA reported.

Basson, currently free on bail, works as a cardiologist at a Pretoria military
hospital. Patients have told local newspapers what a good doctor he is.

El Al "gives back" the Golan
(IsraelWire-5/26) El Al has "given back" the Golan to the Syrians, and it
will cost them hundreds of thousands of dollars.

as belonging to Syria, and the PLO Authority (PA) has no territory. Also,
Judea and Samaria are shown as part of Jordan, as is eastern Jerusalem,
and Gaza
is shown as belonging to Egypt.

El Al is currently gathering up the thousands of maps that they distributed to
their agents worldwide, and will soon be printing a revised map. "This was a
major snafu that will cost us a bundle," stated a senior El Al source.

The mistake was noticed only after distribution of the maps had begun,
causing great consternation. Orders were given to recall all the maps, and
the ones left in storage were ordered destroyed.

El Al spokesperson, Nachman Kleiman, stated that the mistake came about
because the maps were chosen out of a Scottish "Bartholomew" catalogue
with tiny
pictures.

Love of the land - Old City gates
(IsraelWire-5/26) The wall around the Old City of Jerusalem is about two
and a half miles long and is breached by eight gates.

In the north are the Damascus, New and Herod's Gates; at the south are the
Zion and Dung (Sha'ar Ha'ashpot, where the city buses enter) Gates; at the
west is Jaffa Gate; and at the east are the Lions' Gate (through which
Israeli soldiers entered the Old City in the Six-Day War) and the sealed
Golden Gate.

out what this debate is really about: Darwinism would replace religion with
a new science-based cosmic myth. In fact, in "The Sacred Depths of Nature,"
biologist Ursula Goodenough points out that a science- based myth has deep
religious potential. But Pearcey contends it undercuts morality. To make her
point, she quoted the lyrics of a popular song by the Bloodhound Gang: "You
and me baby ain't nothin' but mammals, so let's do it like they do it on the
Discovery Channel." So much for the pretense that this debate is over the
science. House sponsors of the briefing included Roscoe Bartlett (R-MD),
Charles Canady (R-FL), Sheila Jackson-Lee (D- TX), Thomas Petri (R-WI),

PCs might soon be watching people surf on their PC

The UK is leading the world when it comes to high-tech spying on its
citizens, say civil liberty and privacy groups.

The campaigners fear that if a bill that is getting its second reading in
the House of Lords on Thursday becomes law, the police and security forces
would gain abilities to snoop on British citizens using the internet that
are "unprecedented in peacetime".

If the Regulation of Investigatory Powers (RIP) Bill is passed, internet
service providers will be forced to install black boxes in their data
centres that connect directly to an MI5 monitoring centre in London.

Caspar Bowden, director of the Foundation for Information Policy Research,
says the bill and the black boxes give police vastly increased powers to
snoop.

"They will allow anyone to watch the websites you are browsing in real
time."

Police power

The government says the RIP bill is simply updating the powers of the police
for the digital age. It claims the bill will help them track, trace and tap high-
tech criminals who are using the internet.

"The bill does not give the law enforcement agencies anymore powers than
they already have," said a Home Office spokesman.

But Mr Bowden says that the bill makes it much easier for the police to
force net service providers to provide a list of the websites customers are
visiting.

Currently if the police want to eavesdrop on private communications they
have to get a judicial or ministerial permission in the form of a warrant.

Liberty lost

This change also has the Data Protection Commission worried. "The judicial
process is an independent review of whether the intrusion is justified,"
said David Smith, assistant data protection commissioner.

He said without these checks there was a danger that the right to personal
privacy would be infringed.

The Home Office spokesman says the bill imposes greater restrictions on the
ability of the police to tap communications.

"The bill will restrict the use of these powers more than they are at the
moment," he said. "The police will have to satisfy more checks than they do
now."

Mr Bowden says the government has overlooked key facts about the way that
the internet works.

A phone call can be tapped because it directly connects the people talking.
By contrast data travelling over the internet is chopped up into packets and
reaches a destination by any number of routes.

"If you want to tap anything on the internet, you have to tap everything and
throw away what you don't want," he says.

Richardson concerned about power blackouts

WASHINGTON (Reuters) - U.S. Energy Secretary Bill Richardson said on
Friday he was concerned about the possibility of power blackouts in
some
parts of the country this summer.

"We don't want to panic anybody, but we are concerned in the upper
Midwest, in California, in the Southwest and parts of the Northeast,"
Richardson told CBS News. "These are areas that are especially
vulnerable because of inadequate transmission, inadequate capacity,
and
we're worried, so we have had a number of emergency drills," he said.

Earlier this week the North American Electric Reliability Council
(NERC)
issued its annual summer assessment, saying utilities should be able
to
meet demand but could fall short in some regions during hot peak
air-conditioning days.

"We're working with state and local entities to make sure that if
there
are some blackouts that we're ready," Richardson said. "But we are
concerned because our electricity grid is very old, it's antiquated;
and
as more people use cell phones and faxes and technologies and
computers, there's more strain on the system," he added.

The secretary blamed power utilities for not investing enough money in
power generation. "Utilities and power companies have not invested in
getting more power generation in the country," he said.

"What we need is more competition in the utility industry. There's a
lot
of monopoly out there. We have a bill in Congress to make sure that
the
utility industry is more competitive, so we need that to pass because
we
have these problems of capacity and transmission. We also need to be
more energy-efficient as a country," Richardson said.

Little energy efficiency-saving measures, such as changing filters on
air conditioners and shutting out light from rooms, make a big
difference, the secretary said.

Richardson forecast that gasoline prices would fall in the coming
months.

"We're predicting that by the end of the summer, even though there's
been some increases lately, the average will be between $1.40 and
$1.45
so there will be some moderate relief," he said. "We're urging
everybody
to get out there, plan their summer vacations."

U.S. gasoline prices are averaging $1.53 per gallon currently, one
cent
per gallon below the all-time high that was reached in March before
the
Organisation of Petroleum Exporting Countries agreed to boost oil
output.

But industry analysts and consumer groups including the American
Automobile Association have predicted that gasoline prices at the pump
would hit a new record over the upcoming Memorial Day weekend and
beyond.

They predict prices will be boosted by high demand from vacationing
Americans and by expected shortages of the cleaner-burning gasoline
that
will be required at about a third of the nation's gas stations
starting
June 1.

On Thursday, gasoline futures in New York trading rose to their
highest
levels since the Gulf War.
