U.S. BUILT MICROBE WILL BATTLE DENGUE FEVER IN BRAZIL

WASHINGTON, DC, March 1, 2000 (ENS) - The U.S. Department of
Agriculture (USDA) and Brazilian government officials have agreed to conduct
a joint research project to biologically control the Aedes aegypti mosquito
that transmits Dengue virus. "Our USDA scientists are among the foremost
experts in the world in controlling the mosquito that transmits this disease,"
said Under Secretary of Agriculture for Research, Education, and Economics
I. Miley Gonzalez, who signed the agreement Tuesday. "We are hopeful that
we can suppress this disease and improve the health of people in more than
100 countries where this disease is now endemic." The Brazilian Minister of
Health, Jose Serra, and the Brazilian Ambassador Rubens Barbosa, joined
Gonzalez for the signing.

Dengue, transmitted primarily by the yellow fever mosquito A. aegypti,
causes a severe, flu-like illness. The disease has spread around the world in
recent years, reaching epidemic proportions in Brazil and other parts of the
world, according to the World Health Organization. WHO estimates there
may be 50 million cases of dengue worldwide each year. The mosquito has
been almost eliminated from the U.S., now confined to the southernmost
areas of Florida and Texas. Under the agreement, the scientists will use a
biological control agent called Edhazardia aedis, a microorganism developed
by USDA scientists at the Agricultural Research Service. In the mid 1990s,
small scale field trials using E. aedis in the U.S. were successful at
controlling A. aegypti mosquitoes in Florida, said the USDA=92s Donald
Barnard. Researchers are planning larger scale trials in Brazil later this year
and then large scale releases of the organism to control the mosquito.

Arafat expected to declare state Nov. 15

Palestinian Authority Chairman Yasser Arafat plans to declare Palestinian
statehood on November 15 of this year, according to the assessment of
Foreign Ministry officials.

Arafat's expectation is that U.S. President Bill Clinton will recognize the new
state following the election of a new American president on November 3.

Research analysts in the Foreign Ministry and the defense establishment
now think Arafat will defer by two months his original intention to declare an
independent Palestinian state on September 13, which is the date scheduled
for the completion of the negotiations on the permanent settlement.

Arafat has lately stopped mentioning that date and has begun talking about
his intention to proclaim a state by the end of the year. One reason put
forward by the analysts for his choice of November 15 is that it was on that
date in 1988 that he declared Palestinian independence in Algiers.

It was also noted in discussions held in Jerusalem that President Ronald
Reagan launched a dialogue with the Palestine Liberation Organization in the
transition period between the election of George Bush as president in
November 1988 and Bush's inauguration in January 1989.

In the meantime, in Arafat's summing-up meeting with U.S. peace envoy
Dennis Ross before Ross left for Washington, the PA chairman told Ross
that he does not intend to renew negotiations with Israel on the final
settlement until the fog lifts from the the negotiations on the Syrian track.
Arafat said he sees no point in continuing the talks because he knows that
Barak will not want to make hard decisions regarding the Palestinians until
he has ensured the IDF's withdrawal from Lebanon through an agreement
with Syria.

At the same time, senior PA officials have told their Israeli counterparts that
Abu Mazen (Mahmoud Abbas), Arafat's deputy and the co-chairman - with
Foreign Minister David Levy - of the joint Israeli-Palestinian steering
committee, cannot meet with Levy because of the foreign minister's "child for
child" statement in the Knesset in connection with Lebanon.

Cyclone could reform
Ex Tropical Cyclone "Steve" is moving west across the Northern Territory and
could possibly reform.

The monsoon trough has weakened slightly but still extends from the
ex-cyclone across Cape York Peninsula and into the Coral Sea, bringing
showers and thunderstorms to those districts in its vicinity.

There is a 1024 hPa high in the Tasman Sea and a cold front crossing the
Bight and should begin affecting western and central Victoria late today.

The high is continuing to direct a hot to very hot air stream over South
Australia.

Tropical Cyclone "Norman" is moving west away from the Western Australian
coast but shower activity is streaming off the system bringing rain to the
northern and central parts.

A frontal system is moving across the south of WA.

Cyclone warning issued for coastal and island communities
A cyclone warning has been issued for coastal and island communities between
Darwin in the Northern Territory and Kalumburu in Western Australia.

NT's north lashed by ex-cyclone's winds
There are strong winds with squalls of up to 90 kilometres an hour
throughout the Northern Territory's top end, as ex-tropical cyclone Steve
moves towards the Timor Sea.

Strong wind gusts recorded around Top End
Wind gusts up to 90 kilometres an hour are being recorded around the Top End
of the Northern Territory as a tropical low continues to move toward the
Timor Sea.

Cyclone Watch issued for north-western Australia
A Cyclone Watch has been issued for coastal and island communities between
Cape Fourcroy, on Bathurst Island, and Kalumbaru, in Western Australia.

Unusually hot, dry February for Gippsland
Figures from the east Sale weather station have confirmed what most
Gippslanders already know, that February was hot and dry.

Developing cyclone no immediate threat
The Weather Bureau says a cyclone developing out to sea off the Pilbara is
not expected to cause immediate concern

Steve crosses Watawarah community without incident
Cyclone Steve has crossed over the community of Watawarah, 30 kilometres
south-east of Bing Bong in the Northern Territory's Gulf, without incident.

Steve heads west over land
The Northern Territory's Weather Bureau says Tropical Cyclone Steve is
continuing to move in a westerly direction, has crossed the coast and is
passing over land.

composed by Elhanan b. Abraham Helin. Two years earlier, Vincent

FACT: On May 28-29th of this year (2000) the comet 76P
West-Kahoutek-Ikemura will pass less than 30,000 miles to Mars
according to the information made available to us. THIS IS A
CONSERVATIVE FIGURE! It will likely be much closer than this and
may indeed be pulled into the planet itself. Using the starmap program
Starry Night and inputting the figures provided at the Minor Planet
Center, Mars and 76P will pass within 43 arc seconds of each other as
viewed from 2AU. According to the men and women who know, this can
be considered an IMMINENT IMPACT! You may recall that this
supposition was coined during the flaring of tempers that occurred
during the infamous east-west coast argument between Brian Marsden
and Don Yeomans. It was all over an asteroid that was thought to be on
a collision course with the earth sometime in the next few decades.

Iraqi archeologists discover ancient castle

BAGHDAD (Reuters) - Iraqi archeologists have discovered an ancient
castle dating back to the pre-Islamic era in southern Iraq, a
newspaper reported Thursday.

The castle in Babil province, 60 miles south of Baghdad, contained
many artifacts, statues, coins and earthenware pots of different
sizes, Al-Zawra weekly quoted the head of the excavation team,
Abdul-Hameed Aggar, as saying.

He said bricks gilded by engraved gypsum were used in the castle,
indicating "technical innovation" in the building.

The excavation began last year in Babil province, which is also the
site of the historic city of Babylon.

Aggar said other houses and castles discovered in the excavation had
designs showing they were built under Parrthians and Sassanids --
Persian dynasties that reigned between the third century BC and
seventh century AD.

Last December, Iraq said its archeologists discovered 397 artifacts
that dated back to about 2500 BC at an ancient site in southern Iraq.

China Insists Army Is Ready To Conquer Taiwan

BEIJING, Mar 2, 2000 -- (Agence France Presse) China said
Thursday its military was capable of invading Taiwan, rejecting
the view of Western military analysts that it will be at least
five years before it can launch an invasion.

"The People's Liberation Army of China is fully capable and
determined to maintain the sovereignty and territorial integrity
of China," foreign ministry spokesman Zhu Bangzao told
reporters. "This brooks no doubt."

China views the island, ruled since 1949 by anti-communist
forces who fled there after China's civil war, as a renegade
province and has refused to give up the right to use force to
take it back.

In a white paper released ahead of Taiwan's elections, China
said it would invade the island if Taipei tried to avoid
negotiations on reunification. The white paper is seen as a
political ploy to pressure Taiwan to back away from moves
towards independence, which the mainland sees as grounds for
war. But many analysts question whether China's bloated army has
the strength or technology to win a war with Taiwan's better
trained and equipped forces. They say it would take at least
five to 10 years for the PLA to catch up.

China has been reforming and streamlining its defenses.
Prompted by widespread corruption, the government two years ago
ordered the army to give up its business interests, which
included gambling, smuggling and prostitution. And it shrank
troop size.

China has also gone on a spending spree buying better hardware
including two Russian-built destroyers.

In response, Taiwan has beefed up its capabilities, and will
reportedly have supersonic anti-warship missiles within two years.

Beijing is also worried about closer military ties between
Taipei and Washington and has pushed for an end to weapons
sales. China is particularly concerned about sales of high-tech
missile defense systems which could further neutralize its forces.

Arms sales were high on the agenda during the first high-level
military contacts between China and the United States since NATO
planes bombed the Chinese embassy in Belgrade last May.

In meetings with US Admiral Dennis Blair who left Thursday,
Chinese officials urged the United States to cut back on the
amount of weapons it is selling to Taiwan, a government
spokesman said.

US officials are equally concerned about China's missile build-
