Barak Nearly Chokes to Death at Summit
JERUSALEM (Reuters) - An Israeli newspaper said on Friday that Prime
Minister Ehud Barak almost choked to death during the Camp David peace
summit with Palestinian President Yasser Arafat.
The daily Maariv said a bone got caught in his throat one evening in his room
at President Clinton's Maryland retreat. Barak was sitting with Israeli
delegates.
Gadi Greenstein, a former navy man who took part in the negotiations,
performed the Heimlich maneuver on
the Israeli leader who had been ``choking and croaking'' for several seconds,
the paper said.
It said Greenstein dashed over to the former Israeli commando, grabbed him
from behind, compressed his
diaphragm and lifted him up to save him while most of Israel's tough-talking
delegation to the summit looked on
in shock.
Later, members of the delegation asked an American doctor to take a look
at Barak, who declined to be
examined. A senior member of the delegation told Maariv the incident had
been frightening. Barak's office had
no immediate comment.

A Plan to Fight Traffic Congestion
LONDON (Reuters) - London's mayor, Ken Livingstone, unveiled plans
Friday to fight traffic congestion by charging motorists $7.53 a day to enter
the city center.
Drivers wanting to enter central London during working hours would pay the
fee in advance or on the same day, Livingstone said in a column in Friday's
Evening Standard newspaper.
He said the charge could rise to $23 for heavy goods vehicles.
Discounts for London residents and motorbikes were likely and emergency
vehicles, buses, taxis and people
with disabilities would be exempted.
A network of cameras would identify vehicles by their number plates and
check them against a database of
those who had paid the charge. The penalty for evading the congestion
charge would be $155.
``The aim is that public transport should be less crowded and higher
quality,'' Livingstone said.
``However, this in turn requires reducing traffic congestion so that buses and
taxis can function efficiently and
predictably,'' he said. ``The congestion charge is aimed at securing this.''
Livinstone said his suggestions were not ``set in stone'' and the charge
would be introduced only after a marked
improvement in public transport had been achieved.

Jethro Tull Blasts Cybersquatter Off Web

GENEVA (Reuters) - The British rock band Jethro Tull have succeeded in
booting an American ``cybersquatter'' off Web sites carrying their name,
international arbitrators said on Friday.
A company representing the band's front man, Ian Anderson, filed a case in
May at the World Intellectual
Property Organization (WIPO) in Geneva against Denny Hammerton of
Minneola, Florida, who was the first to
register the addresses jethrotull.com and jethro-tull.com.
The U.N. agency, which runs an arbitration system that evicts
cybersquatters, or net users who register famous
names in the hope of making quick profits, ruled that the addresses were
confusingly similar to the band's
trademark.
The band told WIPO that the holder of the two sites had offered to sell them
for a total of $13,000.
WIPO said the domain names had been registered and used in bad faith by
their holder, who had failed to
prove a legitimate interest in them, and ordered their transfer to Jethro Tull.
The group have sold 60 million albums worldwide -- including the famous
Thick as Brick -- since its creation
more than 30 years ago.

Navy to study possible link between beached whales and sonar

(CNN) -- Important clues have surfaced that may help prove a suspected link
between beached whales and powerful sonar equipment used by the U.S.
Navy and other nations around the world.
Scientists discovered the clues earlier this year in March, when seven
whales were found dead on a Bahamas beach, near the time and location of
a U.S. Navy sonar operation.
"We did have an operational exercise going on using ships with operational
sonars," said Robert Pirie, assistant secretary, U.S. Navy. "...and that was
closely correlated with the ... strandings and that's the source of our
concern."
"The whale beachings came about the same day as a naval operation," said
Roger Gentry of the National Marine Fisheries Service.
The seven dead whales were found to have inner ear damage, which
scientists said might have ruined their sense of direction and ability to
navigate.
Whales with inner ear damage can become disoriented and mistakenly swim
too close to shore, beaching themselves and eventually dying.
Because multiple inner ear damage among beached whales is very rare,
officials said creatures might have been injured by the Navy's powerful sonar
technology.
"The kind of acoustic event that would cause the trauma we saw would be
fairly intense," Gentry said.
Although scientists have long suspected that whale beachings were linked to
Navy activities, the March beaching has provided some of the strongest
evidence to date reinforcing that suspicion.
In previous beachings where sonar was the suspected cause, no whale
carcasses were recovered for study.
"What's different about the present beaching is that we do have good
biological material," Gentry said.
The Navy has not accepted responsibility for the Bahamas beaching, but it
has agreed to release technical data about the underwater region during the
sonar operation.
The National Marine Fisheries Service and the U.S. Navy plan to release a
final report on the whale beaching by summer, 2001.
The report may provide more insight into how marine mammals use
underwater sounds and possibly may prevent deadly whale beachings in the
future.

Sat Jul 29,2000 -- In an illustration of the centuries-old rivalry over
Jerusalem that derailed the Camp David peace talks, Muslim custodians of
one of the city's sacred sites locked an entrance, used mostly by tourists
and Jewish worshippers, for several hours Saturday. In Jerusalem's Old
City, officials of the Muslim Waqf, the religious council that administers
the Temple Mount, said they had closed a gate because Jewish extremists
had tried to bring Israeli flags into the complex's Al-Aqsa mosque
Thursday. However, after receiving assurances from the Jerusalem police
that they would prevent any suspicious people from entering the area, Waqf
officials said they had agreed to reopen the gate. East Jerusalem's Temple
Mount was calm Saturday, with few tourists or worshippers in the area.
Israeli police officers were stationed at the gates and Waqf security
guards were inside the mosque area. Only those identifying themselves to
police as Muslims coming to pray were allowed in.
Sinking boat causes oil spill in Sea of Galilee

Sat Jul 29,2000 -- Dozens of liters of oil and diesel oil spilled Saturday
morning from a tour boat that sank on Lake Kinneret's (Sea of Galilee)
Marina Beach. Environment Ministry workers used a substance to absorb most
of the pollutants and prevent them from spreading. Nevertheless, the oil
and diesel oil spills are drifting to the north. Although there are not a
large amount of pollutants, when we are talking about Lake Kinneret the
situation is severe, said an Environment Ministry official.

Sat Jul 29,2000 -- The United States has damaged its status as a fair
intermediary, Palestinian Authority Chairman Yasser Arafat said in a
first response to US President Bill Clinton´s warning against the
unilateral declaration of a Palestinian state. Arafat spoke to MK Talab a
Sana (United Arab List) in a meeting they held Saturday in Ramallah. After
the meeting a Sana said that Arafat was determined to declare a
Palestinian state on September 13, 2000. A Sana added that Arafat had
strived for an agreement at Camp David, and that he could not waive his
demand for full sovereignty over East Jerusalem.

WASHINGTON, July 28 -- Following are excerpts from an Israeli Television
interview with President Clinton today, as transcribed by the White House
Office of the Press Secretary:
Q. Mr. President, how do you consider right now the relationship between
Israel and the United States after the summit?
A. Well, I think it's very strong. But I think in view of the courageous actions
that the Prime Minister and the Israeli team took at the summit and in view of
the withdrawal from Lebanon, I think some review and strengthening is in
order.
I plan to have a comprehensive review to improve our strategic relationship.
We're going to have talks that will start right away, with a view toward what
we can do to ensure that Israeli maintains its qualitative edge, modernizes
the I.D.F. [Israeli Defense Force] and meets the new threats that Israel and
the other countries will face in the 21st century.
Secondly, I want to have a memorandum of understanding done as soon as
possible with regard to our bilateral assistance, with a goal of making a long-
term commitment to the necessary support to modernize the I.D.F. I think
that's important.
The third thing that I think is significant is that we provide assistance, which
we will do, to Israel, to upgrade its security, in light of the withdrawal from
Lebanon. And in that context, we also want to try to help the government of
Lebanon to strengthen its ability to control south Lebanon. . . .
You know, I have always wanted to move our embassy to West Jerusalem.
We have a designated site there. I have not done so, because I didn't want to
do anything to undermine our ability to help to broker a secure and fair and
lasting peace for Israelis and for Palestinians. But in light of what has
happened, I've taken that decision under review and I'll make a decision
sometime between now and the end of the year on that. . . .
Q. Can you assure the Israeli people that Barak isn't going to divide
Jerusalem?
A. . . . What I believe is that Prime Minister Barak in no way ever
compromised the vital interests of the security of the State of Israel.
One thing I think that I can say without violating either side is that the most
progress in the talks was made in the area of security, where there was a
surprising amount of consensus and an understanding that neither side
would be secure after a peace agreement unless both were secure and
unless both worked together.
. . .
Q. There is in the Congress some proposal to eliminate or prevent the use of
aid to the Palestinians if they decide unilaterally to declare about statehood.
Hillary Clinton, your wife, is for this proposal. What is your approach?
A. Well, the bill has just been introduced. We don't give a great deal of aid
there, as you know. And a lot of it is----
Q. But it's very symbolic.
A. Very symbolic.
Well, let me just say this. I think there should not be a unilateral declaration.
And if there is, our entire relationship will be reviewed -- not confined to that.
So I don't -- I make it a practice normally when the bills are first introduced --
and I haven't even reviewed them. Not to comment, but I think it would be a
big mistake to take a unilateral action and walk away from the peace
process.
And if it happens, there will inevitably be consequences. Not just here, but
throughout the world. And things will happen. I would review our entire
relationship.

Electronic Telegraph reports: DRUG traffickers who target
Britain with cocaine and heroin could be "named and shamed"
on the internet under a proposal being considered by the
Government. The list of the "most wanted" narcotics dealers
would include drug barons from countries such as Colombia or
Russia, who would face arrest on British soil. Its aim would be to
expose the criminals and disrupt their activities. British police
and Customs would also be willing to provide evidence to
prosecutors in traffickers' own countries. Another tactic
suggested by drugs investigators is to disrupt the lives of some
suspected traffickers - who may have property, or even children
in education, in Britain - by refusing them visas to visit Britain.
Passports could also be confiscated from convicted drug
smugglers, said Keith Hellawell, the Government's anti-drugs
co-ordinator, when he announced a second stage of his 10-year
campaign against drugs yesterday. He said: "If people are
trafficking drugs and bringing them into the country, surely they
should have their passports taken away," he said. Ministers are
also considering introducing civil court powers for police and
Customs to seize the assets of suspected drug dealers, without
obtaining a criminal conviction first. One senior investigator said
that as well as embarrassing the traffickers, an internet list might
prompt investigations in their own countries.
IMELDA SEEKING $1.5 BILLION CACHE

Electronic Telegraph reports: IMELDA MARCOS, the former first
lady of the Philippines, was accused yesterday of offering four
middlemen more than =A3500 million to help her retrieve huge
sums hidden in Hong Kong and mainland Chinese bank
accounts. Hong Kong's anti-corruption agency, the Independent
Commission Against Corruption, released court documents
alleging that Mrs Marcos was trying to recover =A31.5 billion. The
middlemen allegedly received legal authorisations from her to try
to access the accounts in return for 35 per cent of whatever they
successfully retrieved. The accounts were held at the Hong Kong
and Shanghai Banking Corp and at Bank of China branches in
Hong Kong and mainland China, the documents said. They had
been opened in the name of the former Philippine dictator,
Ferdinand Marcos, who died in exile in Hawaii in 1989 after
fleeing a popular uprising. The commission said it had charged
the group with "allegedly conspiring" to bribe HSBC employees
in return for information and assistance in accessing the
accounts. Prosecutors told a Hong Kong court that the four tried
to use an acquaintance of a bank manager to pass on a
message offering one per cent of the Marcos money in
exchange for help in withdrawing it.
CHINA AGAIN ATTEMPS TO INFLUENCE

brings Chinese military spies to the U.S. under a grant from a
Hong Kong billionaire tried to rewrite the foreign-policy and
national-security planks of the Republican Party platform in
Philadelphia and delete references offensive to Beijing.
Development of the defense and diplomacy planks is described
as a secretive process that has attempted to exclude experts
concerned about China's military intentions. The professor,
Robert Blackwill, is director of a Harvard program created by
former Clinton Pentagon official Joseph Nye that brings Chinese
People's Liberation Army officers =97 including military-intelligence
officers and two colonels who participated in the 1989 Tiananmen
Square massacre =97 to the United States on =91study=92 tours. He is in
charge of defense and policy issues for the GOP platform. Insight
reported last October that the Chinese military, known as the
PLA, has been looking for GOP operatives as channels into a
future Republican administration. Blackwill's platform changes
made policy statements at odds with previous Republican
platforms and in conflict with presidential candidate George W.
Bush's own stated views. In speeches and interviews, Bush has
called for =91tough realism=92 with China, calling Beijing a =91competitor=92
and promising to =91help Taiwan defend itself.=92 Those words are
anathema to GOP apologists for China. Blackwill served in the
Bush administration as a special assistant for European and

The London Telegraph reported: =93France is to use its European
Union presidency to speed moves to simplify cross-border court
cases, such as custody battles over children, it said yesterday.
Elisabeth Guigou, the Justice Minister, told an informal meeting of
EU justice and interior ministers in Marseilles that France aimed
to help citizens of the 15-nation bloc to get more efficient justice.
She said: =91We took 45 years to create a single market. We have
taken 20 years to create a single currency. I hope we will take
less time to create a European judicial space.=92 The EU is trying to
effect a decision it took in Tampere, Finland in 1999 encouraging
member governments to recognize by the end of 2004 legal
decisions taken in other EU countries. The ministers were last
night also studying a French call for the EU to admit up to 75

Russia's oligarchs yesterday to tell them that their political power
was at an end. He said the businessmen, many of them
billionaires, would not be allowed to wield influence in the
Kremlin, but offered them the olive branch of keeping the
companies they won during Russia's privatizations. Boris
Nemtsov, leader of the Union of Right Forces party and a
reformer who helped to organize the meeting, said: =91This is the
end of the oligarchs in Russia. All the businessmen present
agreed to live under equal conditions and that there would be no
more special conditions for anyone.=92 The meeting came at the
end of two months that have seen several leading businessmen
come under attack, causing rising tension among Russia's rich
and powerful. Mr. Putin told the heads of industry that he was
calling a ceasefire, but would give no guarantees that legal
actions against them would not be resumed. Mr. Nemtsov said:
=91The revolutionary period of the redistribution of property has
come to an end. The oligarchs are tired of being oligarchs and
want to be loyal citizens instead.=92 Vladimir Potanin, a leading

published in the "Israel 1992" magazine. This was a publication of The
Jerusalem Post. It was originally published for Jerusalem Day May 31, 1992.
If I understand the importance of this national holiday, it is to commemorate
the re-unification of the eternal city. This document was to be circulated to all
the Jewish communities in the world for one year. Then returned to Israel
where leaders in the highest offices would also sign it. The essence of this
covenant was to announce the indivisible character of Israel's capital . It
amounts to a worldwide public proclamation and it flies in the face of those
(EU, Vatican, Arabs, etc,) who advocate making Jerusalem an "international
city". Yet, in the last few hours of the Camp David II summit, Bill Clinton
proposes that he will allow the American Embassy to be moved from Tel
Aviv to Jerusalem and he will personally go to Jerusalem and lay the
cornerstone. Barak was in agreement while still in the U.S. and why should
he not be? The state of Israel will finally get world recognition as a nation
with its capital Jerusalem. Interesting, that one single man could stand in the
way of moving an embassy, when the country's political representatives
voted overwhelmingly to do this 5 years ago. But, then again this is not just
"a moving" of people and office stuff. No, it would be a confirming of a
covenant that has been waiting since 1948, but more specifically since the
Jews back in the land circulated the Jerusalem Covenant May 31, 1992...I
have some names associated with this covenant that could be of value?
Text of The Jerusalem Covenant:
AS OF THIS DAY, Jerusalem day, the twenty-eighth day of the month of Iyar
in the year five thousand seven hundred fifty-two; one thousand nine hundred
and twenty-two years after the destruction of the Second Temple; forty-four
years since the founding of the State of Israel; twenty-five years since the
Six Day War during which the Israel Defense Forces, in defense of our very
existence, broke through the walls of the city and restored the Temple Mount
and the unity of Jerusalem; twelve years since the Knesset of Israel
reestablished that Jerusalem, "unified and whole, is the Capital of Israel";
"the State of Israel is the State of the Jewish People" and the Capital of
Israel is the Capital of the People of Israel.
We have gathered together in Zion, national leaders and heads of our
communities everywhere, to enter into a covenant with Jerusalem, as was
done bye the leaders of our nation and all the people of Israel upon Israel's
return to its Land from the Babylonian exile; and the people and their leaders
vowed to "dwell in Jerusalem, the Holy City".
ONCE AGAIN, "our feet stand within your gates, O Jerusalem - Jerusalem
built as a city joined together" which "unites the people of Israel to one
another", and "links heavenly Jerusalem with earthly Jerusalem."
WE HAVE RETURNED to the place that the lord vowed to bestow upon the
descendants of Abraham, Father of our Nation; to the City of David, King of
Israel; where Solomon, son of David, built a Holy Temple; a Capital City
which became the Mother of all Israel; a metropolis for justice and
righteousness and for the wisdom and insights of the ancient world; where a
Second Temple was erected in the days of Ezra and Nehemiah.
In this city the prophets of the Lord prophesied; in this city the Sages taught
Torah; in this City the Sanhedrin convened in session in its stone chamber.
"For there were the seats of Justice, the Throne of the House of David", "for
out Zion shall go forth Torah, and the Word of the Lord from Jerusalem."
TODAY AS OF OLD, we hold fast to the truth of the words of the Prophets of
Israel, that all the inhabitants of the world shall enter within the gates of
Jerusalem; "And it shall come to pass at the end of days, the mountain of
the House of the Lord will be well established at the peak of the mountains
and will tower above the hills, and all the nations shall stream toweards it.
Each and every nation will live in it by its own faith: "For all the nations will
go forward, each with its own Divine Name; we shall go in the name of the
Lord our God forever and ever, "And in this spirit the Knesset of the State of

FROM THIS PLACE, we once again take this vow: "If I forget thee, O
Jerusalem, may my right hand lose its strength; may my tongue cleave to
my palate if I do not remember you, if I do not raise up Jerusalem at the very
height of my rejoicing."
And with all these understanding, we enter into this Covenant and write: "We
shall bind you to us forever; we shall bind you to us with faithfulness, with
righteousness and justice, with steadfast love and compassion. We love you,
O Jerusalem, with eternal love, with unbounded love, under siege and when
liberated from the yoke of oppressors. We have been martyred for you; we
have yearned for you, we have clung to you. Our faithfulness to you we shall
bequeath to our children after us. Forevermore, our home shall be within you.
