It is clear that, no matter how many children Eve had, they all were
destroyed by the flood and all of humankind was subsequently descended from
Noah and his Sons and their wives.
It is surprising how much absolute twaddle is pushed around the Christian
world.

Senior diplomatic correspondent Yoni Ben Menachem reported on the
evening news program of Israel Radio today that Prime Minister Ehud
Barak asked his ministers at today's cabinet meeting to give him
their full support in the negotiations that are to take place with
the Palestinians even though they are not aware of the details of the
negotiations.
Barak told the ministers that he expected them to give him the same
support that the late Yitzhak Rabin enjoyed from his cabinet when he
negotiated without their knowing what he was doing.
It is noteworthy that the coverage on Israel Radio no longer even
raises the question of Barak's previous declarations that Israel will
not negotiate unless the Palestinians reduce the violence. One
indication that the violence has not abated is that the United States
Government has yet to rescind the travel advisory against visiting
Israel.

MOZARABIC RITE CELEBRATION AT ST. PETER'S
Archbishop Francisco Alvarez Martinez of Toledo, Spain, will preside
at
the celebration of the Eucharistic liturgy in the Mozarabic rite in
St.
Peter's Basilica on Saturday, December 16. This will be the third time
that the Mozarabic rite has been used in the Vatican basilica. During
the
Second Vatican Council the Archbishop of Toledo presided at a
Mozarabic
ceremony. And again on May 28, 1992, Pope John Paul himself presided
at a
Mozarabic liturgical celebration of the feast of the Ascension.
The Mozarabic rite arose in Spain during the 8th century, when the
country
was under Muslim domination. When Pope Gregory VII extended the Roman
rite
to what was then the known Christian world, there was some resistance
in
Spain -- particularly among faithful Christians who lived in regions
heavily influenced by the dominant Muslim culture. Those who resisted
became known as "Mozarabs" -- the term used to identify Christians who
had
submitted to Islam. The city of Toledo soon became a center of the
Mozarabic liturgy, and the Christian tradition was preserved there
through
the centuries, despite Islamic pressure.
In fact the Mozarabic rite became a focal point of Christian unity in
Spain during the years when the society was under Muslim control. In
the
11th century, when Alphonse VI of Castille arrived in Toledo to
reassert
Christian control, the fate of the Mozarabic rite again became a
controversial issue. Eventually a compromise was reached, allowing the
used of the Mozarabic liturgy in 6 parish churches of Toledo. The
Mozarabic tradition endures today in Toledo in among perhaps 1,000
Christian families elsewhere in the world. (Catholic World News)
VATICAN MESSAGE TO MUSLIMS AT RAMADAN END
In a message to the world's Muslims, released as the Islamic world
observed the end of the Ramadan feast, Cardinal Francis Arinze called
for
the spread of "more reliable and objective information about
religions."
Cardinal Arinze, the president of the Pontifical Council for
Inter-Religious Dialogue, said that many religious disputes --
including
some that have led to violence around the world -- could be resolved
if
people had accurate ideas about the teachings of their own religions
and
those of their neighbors. It is a "duty" of religious leaders, he
said, to
provide accurate information, especially for young people. The
cardinal
called for the development of new educational materials, and the
revision
of historical texts, to eliminate inaccurate and prejudicial
references to
other religious traditions. (Catholic World News)
JESUIT CALL FOR STATE BROTHELS
A Jesuit journal that is vetted by the Vatican has called for the
opening
of state-regulated brothels. In its new issue, the Italian magazine
Civilta Cattolica argued that, while prostitution was degrading to all
involved, it was a reality that would never be eradicated. The journal
stated that the law should accept this and remove prostitution to
"more
protected places than the street". Italy abolished state-controlled
brothels 40 years ago. Since then prostitution had undergone a
complete
change for the worse, the journal said. The trade was now dominated by
foreign women in "totally degrading conditions" which in some
instances
approached "downright slavery".
Civilita Cattolica called for easily available medical check-ups; a
crackdown on organised criminals responsible for prostitution; and
"measures in favour of those who want to leave that world". The
journal
article has triggered a bitter debate. Katia Bellilo, Italy's
Left-wing
Minister for Equal Opportunies, said: "Entering the sex market can be
a
matter of choice, and should therefore be respected." Alessandra
Mussolini, grand-daughter of the former dictator, replied that
prostitutes
were "all slaves," and "often forced" to sell their bodies. (The

AMERICA FAILS TO STOP E.U. GOING IT ALONE ON DEFENCE
America failed last night to lock the European rapid reaction force
into
NATO, leaving both organisations adrift and uncertain as they wait for
a
new administration to take power in Washington. But French officials
claimed that the development of an autonomous European defence policy
was
unstoppable. One French official said: "The train is already moving.
NATO
is not on board. It is not the engine. It is not in the tender or even
in
the passenger compartment. It is still on the platform."
After 2 days of intense negotiations at a meeting of NATO foreign
ministers in Brussels, America and other allies could not convince
Turkey
to lift its veto on NATO offering "assured access" to the alliance's
military planning facilities. Ismail Cem, the Turkish Foreign
Minister,
bluntly told them they were "wasting time". Madeleine Albright, the US
Secretary of State, making her last appearance at NATO, admitted
defeat
but tried to limit the political damage. "I do not think, and never
did,
that this is a make or break situation. It's an organic process that
goes
on. I think issues have been clarified . . . I think we've done pretty
well."
On Thursday night President Clinton telephoned Turkey's Prime
Minister,
Bulent Ecevit, to implore him to yield for the sake of the future of
NATO.
But his efforts were frustrated. America fears that unless the EU has
guaranteed access to planners at NATO's Strategic Headquarters Allied
Powers Europe (SHAPE), France could push the EU into developing
separate
operational planning facilities and ultimately "decouple" Europe from
America.
Tony Blair will face an onslaught of criticism from the Opposition
which
will see the failure of the NATO negotiations as further proof that
the
Government's stewardship of the European defence initiative is leading
to
the break-up of NATO and the creation of a "Euro-army".At best the
whole
process of creating a European force could be delayed by months while
George W Bush's team settles into Washington.
At worst the new administration could re-open the whole concept and
the
deal painstakingly negotiated by EU leaders in Nice could become
unraveled. Richard Perle, one of Mr Bush's hardline campaign advisers,
has
described the European defence initiative as "a catastrophe for
NATO"."Assured access" to NATO's experienced military planners is seen
as
a keystone of integrating the EU force into NATO, and is blocking the
resolution of other problems.
EU leaders promised at Nice last week to "consult" NATO members
regularly and to include any country contributing troops in the
day-to-day
running of operations. But Turkey, which has offered a large
contingent to
the EU, insists that it must be included in the "decision-making" that
could affect its "security interests". It has said it wants NATO to
give
access to its planners only on a "case-by-case" basis, to ensure
Ankara's
right to veto operations or even military exercises that it does not
like.
A British compromise, supported by EU members, said that, for
operations
planned in areas of "close proximity" to Turkey, Ankara would be
offered
"transparency and consultation" at the planning stage and involvement
in
operational decisions if it contributed troops. However, the
compromise
has alarmed Greece, which is raising objections. The US is telling
Turkey
it would have much greater influence on the EU's military policy if it
were bound into the NATO planning structure. (The London Telegraph)
* A strange ambivalence exists on both sides of the transatlantic
security
alliance. At the slightest breath of isolationist wind in the United
States, the Europeans grow uneasy. Yet, they do not like it when
Washington takes a robust lead. Conversely, the US regularly calls on
Europe to do more for its own security. But when the Europeans do pull
themselves together, the Americans grow uneasy because bigger burdens
naturally give those who bear them a greater say.
The US, therefore, is following the development of a European rapid-
reaction force with both sympathy and suspicion. Washington wants to
remain in charge of its allies' military activities. This is the
essence
of the dispute that has flared up over EU access to NATO's planning
capacities during crises. Turkey's decision to block the way in hopes
of
obtaining concessions on EU membership suits Washington fine. However,
both sides should be realistic. The Europeans will not be capable of
"autonomous" operations in the foreseeable future. But Washington
should
encourage their military endeavors rather than sabotage them -- and
certainly not with the help of third parties. NATO will not fall apart

Council
for Interreligious Dialogue, to Muslims on the occasion of the end of
Ramadan, their month of fasting. ---
Education for Dialogue: A Duty for Christians and Muslims
Dear Muslim Friends,
1. First of all I wish to send you my best wishes for 'Id al-Fitr
with which the month of Ramadan closes.
Together with the other religious practices which accompany it, such
as
prayer and alms-giving, Ramadan is a time for assessing relationships
with
God and with one's fellow human beings, a time for turning back to God
and
towards one's brothers and sisters. Fasting is one of the ways in
which we
give worship to God, come to the help of the poor and strengthen
family
ties and the bonds of friendship. Fasting is a form of education, for
it
reveals to us our own weakness and opens us up to God, so that we may
be
open to others.
Though the fast you observe has its own characteristics and
discipline,
fasting is a practice which is also common to Christianity and to
other
religions. This month provides a propitious moment therefore for us to
remind ourselves of "the spiritual bonds which unite us," to use the
words
of Pope John Paul II.
2. The Year 2001 has been proclaimed by the United Nations as "The
International Year of Dialogue between Civilizations." This gives an
opportunity to reflect on the bases of dialogue, on its consequences
and
on the fruit which humanity may harvest from it. The dialogue of
civilizations, the dialogue of cultures, the dialogue between
religions,
are nothing less than human encounters whose purpose is to build up a
civilization of love and peace. We are all called to promote such
dialogue
according to its distinctive forms, as a way of bringing about
appreciation of other cultures and religions.
3. All who are concerned with the education of youth are certainly
conscious of the need of educating for dialogue. In accompanying young
people along the highways of life, attention has to be given to the
preparation required for living in a society marked by ethnic,
cultural
and religious plurality.
Such education implies, first of all, that we broaden our vision to an
ever wider horizon, become capable of looking beyond our own country,
our
own ethnic group, our own cultural tradition, so that we can see
humanity
as a single family in both its diversity and its common aspirations.
This
is education in the fundamental values of human dignity, peace,
freedom
and solidarity. It evokes the desire to know other people, to be able
to
share their sorrows and to understand their deepest feelings.
Education
for dialogue means nurturing the hope that conflict situations can be
resolved through personal and collective commitment.
Education for dialogue is not just for children and young people, it
is
also important for adults. For true dialogue is an ongoing process.
4. In October 1999 an Interreligious Assembly, "On the Eve of the
Third
Millennium: Collaboration Among the Different Religions," brought
together
in the Vatican some 200 persons belonging to about 20 different
religious
traditions. Thirty-six Muslims, from 21 different countries, were
present
and took an active part in the deliberations and in the writing of the
Final Message. This Message confirms the importance of education for
promoting understanding, cooperation and mutual respect. It lists some
of
the ways and means of carrying out this education: support for the
family,
assistance to young people in the formation of conscience, the
provision
of objective information about different religions especially in
textbooks, respect of the mass media for the various religions, so
that
each one can recognize itself in the image projected.
5. The Final Report of the Assembly also referred to education as the
key
to promoting interreligious harmony through respect for different
religious traditions. Is it necessary to repeat what the participants
said
about education? That it is a process which enables one, above and
beyond
the knowledge of other religions, to come to an appreciation of others
through real attentiveness and true respect. Is it not the noblest of
arts
to learn to respect and love truth, justice, peace and reconciliation?
6. Prayer and fasting dispose each one of us to fulfil our duties
better,
including that of educating the younger generations about the dialogue
of
civilizations and religions. May God assist us in achieving this aim
in
the best way possible. On the occasion of Id al-Fitr may He grant you
the
grace of serenity and prosperity, and bestow on you His abundant
blessings. We are sure that God listens to the prayer which rises to
Him
from a sincere heart: for you, as for us, He is a Generous God.

West Bank:
An Israeli citizen was moderately injured this evening by gunfire from
an
overtaking car at the Shmoneh junction north of the community of Mevo
Dotan, near Jenin.
A civilian bus and an accompanying IDF force were fired upon at the
Abdah
junction north of the community of Otniel in the southern Mount Hebron
area.
An IDF force at Beit Hagai in the Jewish community of Hebron fired at
an
armed Palestinian sighted near the location and wounded him
moderately.
This followed several gunfire attacks the past few days on the Jewish
community of Hebron.
An IDF position in the Jewish community of Hebron was fired upon. The
soldiers returned fire at the source of the gunfire. Camp Ofer was
also
fired upon. In both cases, there were no injuries and no damage.
There were disturbances today in several locations: at the fruit
roadblock
near Kalkilya, at the Oranit roadblock, and at the Aram junction north
of
Jerusalem. The disturbances involved the throwing of firebombs and
rocks.
The IDF did not sustain any injuries, and in all incidents used riot
dispersal equipment.
Gaza District:
An armored bus carrying children from Morag in the direction of Gush
Katif
was fired upon in the morning hours, as were two civilian vehicles and
an
armored vehicle near the community of Nisanit. A roadside charge was
discovered near the Gaza Strip's northern road; sappers exploded it
and
the road was reopened to traffic.
In the afternoon, Palestinians near Khan Yunis fired at the school and
community center in Neve Dekalim.
An IDF position near Rafiah on the Israel-Egypt border was fired upon.
IDF
soldiers returned fire at the source of the gunfire, and identified
hits.
Rocks and detonators were also thrown at the position.
In the evening and IDF vehicle was fired upon on the Karni-Netzarim
road.
IDF soldiers returned fire at the source of the gunfire.
Furthermore, an IDF force near a position on the Israel-Egyptian
border
next to the Rafiah roadblock was fired upon, as was a position near
the
community of Dugit. IDF soldiers returned fire at the source of the
gunfire. In all these incidents, there were no injuries and no damage.

warning
from US secretary of state-designate Colin Powell that Saddam
Hussein's

father's Gulf War team. "Powell's threats do not frighten us and they

not make us bow," the commander of Iraq's air defences, General Shahin
Mohammad Yassin, told a press conference on the second anniversary of

US and British planes to patrol a no-fly zone in northern Iraq,

exchanged fire with unidentified attackers Sunday in Kosovo near the
breakaway province's frontier with a disputed region of southern
Serbia, a
NATO statement said. "A KFOR (NATO's Kosovo peacekeeping force) patrol
was
fired upon at 1:28 pm (1228 GMT) today (Sunday)," the statement from
the
US contingent in the force said. "The joint patrol consisted of US and
Russian soldiers who returned fire and broke contact with the agressor
force. There were no injuries," it continued.

Sun Dec 17,2000 -- A tsunami generated by a Southern California
earthquake could deliver 50-foot waves on the region's coastline with
only
a few minutes' warning, according to a study focusing on what has been
a
largely unstudied threat. The University of Southern California
researchers who conducted the study, to be presented at a geophysics
conference Sunday, ran computer models of earthquakes off Santa
Barbara
and Ventura counties and found they could trigger tsunamis powerful
enough
to send waves a half-mile inland in some areas.
Researcher and civil and environmental engineering professor Costas
Synolakis said it will take more research to figure out the likelihood
of
a major tsunami in Southern California. "It's not something we can
quantify easily ... it's a question that has tormented us," he said.
"It's
like the San Andreas Fault -- we know one day a big earthquake will
hit,
but we don't know when." "Personally, I think that within our lifetime
we'll see a tsunami" in Southern California, Synolakis said. If we do,
he
stressed, "There's absolutely no reason to panic." Beachgoers and
coastal
residents simply need to move to higher ground when they feel an
earthquake or see the ocean quickly recede.
Tsunamis have hit the area before, in 1812 in Santa Barbara and in
1927 in
Lompoc, according to the report, which is slated to be published in
Geophysical Research Letters early next year. It includes written
accounts
of eyewitnesses to the 1812 event, who told of the sea rising "like a
high
mountain" and said they had to move more than a mile and a half
inland.
Russia wants to include Iran in new alliance

security in an area from the Middle East to the Far East. The alliance
would include other friends of Moscow such as China and India and
develop
a security regime that would extend from Europe through the Middle
East
until the Sea of Japan. Iran and Russia already cooperate in Central
Asia
and in Afghanistan. The goal, officials said, would be to counter
NATO's
growing influence.
The expanded alliance has been promoted in Russia's parliament, where
members are pressing for increasing defense relations with Iran. State
Duma Defense Committee chairman Andrei Nikolayev called for the
convening
of a meeting attended by Russia, China, India and Iran. Nikolayev met
last
week with visiting Iranian Deputy Foreign Minister Ali Ahani in
Moscow,
who is arranging a visit by Iranian President Mohammed Khatami to
Russia.
Ahani obtained pledges from Russia that it would resist U.S. pressure
to
prevent the resumption of arms sales to Iran.

would
leave Monday night for the U.S. has raised expectations for a full
renewal
of peace talks, possibly even a U.S.-catered summit involving Ehud
Barak
and Yasser Arafat, and has also sparked talk of a rapid conclusion of
a
historic final status deal before Israelis go to the polls in
elections
likely to be held in early February. But a closer inspection of where
the
two sides stand on the substantive issues reveals that there are still
considerable gaps, and the Palestinian leadership is highly skeptical
about Barak's real intentions.
Following a meeting last week with Arafat and further meetings over
the
weekend with senior Palestinian negotiators, Foreign Minister Shlomo
Ben-
Ami, who will lead the team to Washington, confirmed Sunday that
recent
talks have been aimed not only at reducing the level of violence in
the
West Bank and Gaza Strip, but also at resuming full peace
negotiations.
Asked what type of deal Israel was striving for, Ben-Ami told Army
Radio
that he did not believe in interim agreements - a clear hint that he
hopes
the latest round of discussions will be aimed primarily at achieving a
final status deal.
After meeting Sunday with left-wing Knesset members in Gaza, Arafat
announced that negotiations would resume in the very near future in
Washington. The latest proposal on the table, which is reportedly
being
pushed by the Americans and Israel, calls for the Palestinians to
receive
de facto control over the Temple Mount in Jerusalem's Old City and
access
to the compound - known by Muslims as Haram al-Sharif (Noble
Sanctuary)
and where the Al Aqsa mosque is located - through East Jerusalem
neighborhoods which will come under full Palestinian sovereignty. In
exchange, the Palestinians will essentially give up on their demand
that
the refugees be afforded the right of return.

5. Yehoshua Shani indicted in Jerusalem court
(BNI-DEC.18) Kiryat Arba resident Yehoshua Shani was indicted for
aggravated assault in the Jerusalem District Court on Monday for the
shooting and serious wounding of 13-year-old Mantsur Jaber during
clashes
on a Saturday in Kiryat Arba two weeks ago.
Jaber, who was seriously wounded by gunfire, underwent emergency
surgery
in Hadassah Hospital and is making a recovery.
Shani claimed the shooting was in self-defense, a response to a
life-threatening situation.

1. Arab moderately injured by response to stone-throwing attack
(BNI-DEC.18) An Arab was moderately injured by gunfire on Monday
morning
following a stone-throwing attack against an Israeli vehicle in the
Arab
village of Chawarah, north of Tapuach Junction in Samaria.
After the car was attacked with stones, an occupant of the vehicle
fired a
weapon, injuring the Arab man. It remains unclear at this time if the
injured man was the person who attacked the cars with stones.
Israel Radio reports some of the gunfire struck another Israeli
vehicle
but the occupants of the vehicle were uninjured.

2. Israel Islamic Organization sends 30 tons of food to PA
residents of
Gaza (BNI-DEC.18) The Israel Islamic Organization has sent 30 tons of
food
to residents of the PA autonomous areas of Gaza over the past week.
Most
of the food was donated by business persons of the Bedouin community
who
responded to IIA reports that many PA residents in Gaza are suffering
and
are living well below the poverty level. Islamic leader blame much of
the
poor economic situation on Israel's economic sanctions against the PA.
After obtaining the necessary permits from Israel, a convoy of 20
trucks
set out for Gaza on Monday morning to deliver the food products.

3. Lebanese press: Hizbullah rejects requests to provide info on
IDF
captives
(BNI-DEC.18) According to an Lebanese newspaper, quoting a senior
Hizbullah official, the terror organization has refused to pass
information to Israel pertaining to three soldiers kidnapped from
northern
Israel on October until Israel has released Lebanese prisoners.
Hizbullah
leaders are also demanding Israel provide maps of minefields in
southern
Lebanon in the area of the former security zone.

1. Neve Tzuf residents in custody as suspects in killing of Arab
teenager
(BNI-DEC.18) Two residents of the Jewish community of Neve Tzuf, in
the
Benjamin Regional Council of Samaria, are in police custody. The two
were
allegedly involved in the shooting death of 18-year-old Arab teenager,
a
local area resident.
The two informed neighbors that they were attacked by stone-throwers
on
their way home on Sunday night and as a result, fired their weapons in
the
air. Police now believe it was that gunfire that may have caused the
death
of Arab teen whose body was discovered on Sunday by IDF soldiers near
the
village of Abud, in proximity of Neve Tzuf. The dead teenager had two
bullet wounds to his head. The body has been transferred to the Abu
Kabir
Forensic Institute.
The two were placed under arrest on Sunday night. It was learned that
one
of the suspects in custody was seriously wounded in a terrorist attack
in
the past weeks and is still undergoing medical care for his injuries.

2. PA's number two security commander in Gaza says security deals
with
Israel are off (BNI-DEC.18) The deputy commander to Gazan Security
Chief
Mohammad Dahlan stated on Monday that all agreements between Israel
and
the PA regarding the spheres of security cooperation are null and void
in
light of Israel's assassinations of Tanzim Force and other commanders
over
past weeks.
The statement comes at a time when Israeli and PA teams are en route
to
the US to resume peace negotiations. Included on the PA negotiating
team
is Mohammad Dahlan, the Gazan security chief. According to IDF
intelligence and GSS (General Security Service =96 Shin Bet) reports to
the
Knesset Foreign Affairs & Defense Committee, Dahlan is responsible for
many of the terrorist attacks perpetrated against Israeli targets in
Gaza
over recent weeks.

The head of the Southern Command, Major General Doron Almog, has
informed
the settlers in the northern Gaza Strip that he is considering setting
up
an electronic fence to separate their communities from the Palestinian
Authority. Until recently, such a demand by the settlers had been met
with
a refusal on the grounds that its construction would violate the
status
quo in the area. The erection of the fence would cost an estimated $15
million and would also require an additional company of troops to
patro l
alongside it. Previous attempts by settlers to construct a fence in
the
area, in August 1998, led to a confrontation with Palestinian
policemen.

NASA, FEMA PARTNER TO USE SCIENCE AND SPACE TECHNOLOGY
FOR DISASTER PREVENTION
NASA and the Federal Emergency Management Agency (FEMA) today
signed
a Memorandum of Understanding (MOU) and joined in partnership on a
major
natural-disaster initiative.
It is affiliated with Project Impact: Building Disaster Resistant
Communities. The cooperative agreement will result in updated and more
accurate maps of flood plains, a better understanding of wildfires,
and
maps to improve disaster recovery and mitigation by state and local
communities throughout the United States.
Under the new partnership arrangement signed by NASA
Administrator
Daniel S. Goldin and FEMA Director James Lee Witt, NASA and FEMA will
apply science, technology and remote-sensing research images of the
Earth
taken by satellites to emergency management issues on the ground, such
as
mapping of flood plains and earthquake fault lines and observation of
wildfires and other natural hazards.
"This new partnership between NASA and FEMA demonstrates the
diverse
and wide-ranging applications of NASA's Earth science research and
technology and its benefit to the American people," said Dr. Ghassem
Asrar, Associate Administrator for Earth Sciences, NASA Headquarters,
Washington, DC. "The Office of Earth Sciences is eager to form new
partnerships with other government agencies such as FEMA, as well as
with
industry and public groups to expand America's use of our Earth
science
data."
"I am extremely happy to have NASA as a Project Impact partner,"
said FEMA Director James L. Witt. "Using the technologies by NASA for
disaster prevention will help in saving lives and make communities all
across America disaster resistant."
The agreement outlines a first cooperative effort to map flood
plains
in California's Los Angeles basin; around Sacramento, CA; Virginia
Beach,
VA; the Red River along the North Dakota and Minnesota borders; and
San
Francisco, CA. Using laser-imaging and radar-mapping data, NASA and
FEMA
are evaluating technology for creating more accurate maps of these
areas
that will help state and local officials model and understand drainage
and
run-off, which are vital to their disaster preparedness. Local
communities
will benefit from these precise maps by better understanding the
physical
characteristics of their communities.
At the same time, NASA Earth scientists will gain valuable data
for
technology development, validation and calibration of satellites, and
the
understanding of land use, land cover and flood hazards. America's
flood-insurance industry also will benefit from the accuracy of these
new
maps, which will provide more precise views of flood-threatened areas.
As the agreement is implemented, NASA researchers and their FEMA
colleagues will use a variety of public and private satellites and
aircraft-mounted Earth-observing instruments. These efforts will help
in
understanding issues such as soil permeability and saturation, which
affect how much water during a flood would likely be absorbed, as
opposed
to remaining above the ground and possibly causing damage to crops,
houses
and communities.
Satellite imagery also can provide state and local officials with
maps of vegetation in areas prone to wildfires. This information can
be
used by firefighters to determine which types of plants are more
likely to
fuel wildfires and better predict what paths such fires may take.
Using airplanes and spacecraft that observe characteristics of
the
Earth invisible to the naked eye, researchers can better see
characteristics of the Earth's surface that are changing and can
indicate
where earthquake fault lines or volcanoes may be expanding, vital data
for
understanding and preparing for these dangerous phenomena.
The partnership between the space program and FEMA is part of
NASA's
Earth Science Enterprise, a coordinated research program that studies
the
Earth's land, oceans, ice, atmosphere and life as a total system. This
initiative is part of an aggressive new strategy devoted to
significantly
increasing the application of NASA remote sensing data, information,
science and technologies to societal needs, ensuring maximum return on
taxpayer investments.

newspaper fiercely attacked US President-elect George W. Bush and his
Secretary of State-designate Colin Powell whom it branded a Gulf War
"criminal". Bush=92s father, former president George Bush, is reviled in Ir
aq for
leading the multi-national coalition that ejected Iraqi troops from Kuwait
in
1991 and for spearheading painful UN economic sanctions.
Powell, as then chairman of the Joint Chiefs of Staff, oversaw the US milit
ary
effort during the Gulf War. He has nowcalled for the sanctions to be "re-
energised".
"The son of the war criminal (George) Bush has nominated a war criminal,
the retired Colin Powell who took part in the aggression against Iraq, as
secretary of state to replace Zionist Madeleine Albright," the newspaper Al

Jumhouriya said.
"It seems that the first priority of Powell is Iraq which was able to defea
t him
during the military confrontation (in 1991) as the American administration
had

"They have not yet fulfilled those agreements and my judgment is that

campaign to isolate and punish their country.
"It seems that the new American administration has nothing new but to
continue its aggressive policy and conspiracy against independent nations,"
Jumhouriya said.
Lieutenant-General Shaheen Yassin, the commander of Iraqi anti-aircraft
defences, said on Sunday if the new US administration threatened to attack
Iraq, Iraqi air defences were ready to retaliate. "We are fully alert, read

Former Klan Leader Duke in Moscow to Promote Anti-Semitic Book
MOSCOW, Dec 17, 2000 -- (Agence France Presse) A former leader of the
racist Ku-Klux-Klan group has arrived in Moscow to launch a new book which
has Russian human rights activists up in arms.
David Duke, founder of the US-based National Organization for European
American Rights, defended his book 'Ultimate Supremacism: An
Examination of the Jewish Question', and his opinions, the NTV independent
television reported Saturday.
"It's not about hating other people, I don't hate other races, I don't hate other
peoples. But I feel great love and appreciation for our European culture,"
Duke said on the NTV channel.
However, on his Internet site Duke lauded Russia as the bulwark of the white
race, which he intends to use to set up domino-effect of "racial awareness"
around the world.
"Russian people also have a much greater knowledge of the power of
International Zionism and the dominant Jewish role in orchestrating the
immigration and multiculturalism that is undermining the West," he said.
Duke said he devoted his time and money to making sure that the book, a
Russian version of which is being printed here, would appear as soon as
possible.
"I think Russia is so important to the worldwide efforts for our people that the
new book will actually have its first printing in Russia a few weeks before the
English edition will appear," he said.
Russian human rights activists are revolted by the book and its clearly
spelled anti-Semitic message.
"'Our supremacy must be announced. We are Arian' -- it says that clearly
here," Sergei Kovalyov, Russian lawmaker and a prominent defender of
human rights, said as he quoted those passages from the book which he
found most offensive.
Anti-Semitism has long been a painful issue in Russia, where radical
organizations espouse anti-Semitic rhetoric, and anti-Semitic literature is
freely sold in stores.
Anti-Semitic demonstrations and attacks on the Jewish community have
forced many Russian Jews to emigrate, some to Israel.
"Unfortunately, racial hatred is getting widespread in our society lately,"
Kovalyov warned.
During his last visit to Russia in August, Duke met with Albert Makashov, a
politician infamous for his wildly nationalistic rhetoric, and Alexander
Parakhanov, chief editor of the anti-Semitic Zavtra daily.
Duke also delivered a speech in August to a cheering crowd of die-hard
radicals only a couple of miles away from the Kremlin, praying that "Mother
Russia be strong, free and always white".
Duke's new book, is not yet out in the Russian capital's stores. ((c) 2000

The London Sunday Times reported yesterday that Israel is bracing for
war with Syria and has placed three nuclear armed submarines on high
alert.
Meanwhile, Israeli Radio reported this morning that Israeli fighter
jets buzzed the Lebanese capital yesterday sending a clear warning to
Lebanon ... and Syria, who have repeatedly been warned to reign in the
Hizbullah on Israel's northern border.
The Times report said three newly delivered German-built submarines -
the Tekuma, the Dolphin and the Leviathan - are reported to have
recently started a 21-day stint at sea noting that they would only be
used in the event of an all-out regional war.
In addition, according to the paper, an armored division received an
emergency order 10 days ago to deploy in the Golan Heights to
reinforce troops already based there to cope with a "worst-case
scenario." At the same time, IDF troops are training to defend the
Jordan Valley in the event of an attack by Iraqi tanks via Jordan.
Military sources were quoted as saying that Israel is taking the
danger so seriously that it had sent a warning to Damascus earlier
this month in an attempt to avert a clash.
The message reportedly warned that Israel would respond against Syrian
army positions in Lebanon if Hizbullah launched attacks across the
border to support the Palestinian uprising.
Of greatest immediate concern to the IDF is Syria's continuing
cooperation with Hizbullah, which is estimated to have doubled its
military capacity since Israel's withdrawal from south Lebanon last
May. Hizbullah has reportedly acquired anti-tank missiles and
long-range Katyusha rockets from Iran, delivered via Syria and has
established about 30 military posts along the border, creating a new
front line, with about 1,000 fighters in forward positions and a
further 5,000 in rear bases.
The IDF meanwhile has still not completed construction of an
electronic fence and has not laid minefields. In addition, Israeli
Radio reported this morning that Israel is offering to give Lebanon
the locations of existing mines in South Lebanon in exchange for its
three IDF soldiers kidnapped on the border two months ago!!!
"Nobody in Israel wants to say this," said one military source, 'but
Hizbullah could walk into northern Israel tomorrow."
These signs of war bring to mind two important prophecies, which again
fall short of a Gog-Magog conflict but could result in a regional war
that will escalate into the Islamic war to follow.
Zechariah 9 indicates that some kind of calamity comes on Syria and
Lebanon at the time that "the eyes of man as of all the tribes of
Israel" shall be toward Hashem. The uncharacteristic interest and
devotion by non-Jews to Hashem and Torah and Zionism, indicates that
the "tribes" still in exile ARE today turning their eyes toward
Hashem. And this qualification rules out an earlier judgment upon
these lands delineated as Tyre, Sidon, (Lebanon) Hamath (a border
region) and Hadrach and Damascus (Syria).
Verse 5 of Zechariah 9 indicates that the inhabitants of regions in
and bordering the Gaza, (Ashkelon, Gaza, Ekron) will see this calamity
which will come upon the enemies of Israel and will become very
sorrowful and ashamed. A king shall perish from Gaza (Arafat?) and
Ashkelon shall not be inhabited.
Verse 6 states that a bastard shall dwell in Ashdod and "I will cut
off the pride of the Philistines."
The pride of the Philistines could be many things, but we submit that
in the context of today's current events it especially could be the
Palestinian ultra-Nationalism clamoring for a Palestinian State.
The outcome of this battle causes an abrupt change of heart in the
Philistines. Verse 7 indicates the "blood" is taken out of his mouth,
the abominations from between his teeth and he, yes even these
Philistines (who dwell in the region of the Gaza), shall remain for
OUR God, that is the God of Israel and he, shall be as a chief in
Judah and Ekron as the Jebusite.
These latter descriptions speak of a form of autonomy but note the
region is called JUDAH, not Palestine. And the prophecy of Obadiah
indicates a total annihilation of the House of Esau, as the
Palestinians are called, who dwell in the Shomron.
Isaiah 17 prophesies that Damascus will no longer be a city and will
become a ruinous heap. A couple of strikes from a nuclear submarine
could easily make that a certainty and draw other Arab nations into a
regional conflict with Israel.
Which is what is so ominous about another report from Israel Radio
this morning that a group of Egyptian members of Parliament from the
Nasserite faction have submitted a bill calling for an end to the
peace with Israel and an economic boycott. A similar bill was brought
before the Jordanian parliament two weeks ago. If these bills remain
before these Parliaments at the time that Israel is forced to
retaliate when the Hizbullah attacks, it is a virtual certainty that
Jordan and Israel will be drawn into this conflict.
Further Rashid Abu Shabak, the deputy head of the Preventive Security
Service in the Gaza Strip announced last night that "all security
agreements with Israel are no longer in effect."
Abu Shabak said this was due to the "state of war between Israel and
the Palestinian Authority." In an interview on Radio Palestine, Abu
Shabak said the PA security apparatus was finding it difficult to curb
what he termed the Israeli assassinations of security personnel.
In another ominous move, Palestinian Authority Chairman Yasser Arafat
last night ordered the release of Hamas leader Abdel Aziz Rantisi, who
was arrested and jailed six months ago. A Hamas spokesman said Arafat
made the decision to head off a planned demonstration in front of PA
lockups yesterday, Israel Radio said.
And Fatah secretary general Marwan Barghouti is sounding yet more
opposition to Arafat opposing the resumption of peace talks in
Washington this week. Barghouti has been polarizing the Fatah and
separting it from the Palestinian Authority taking repeated stances in
direct opposition to Arafat.
Israeli Prime Minister Ehud Barak holds Barghouti personally
responsible for the escalation of the intifada and Barghouti and other
Fatah leaders have repeatedly defied cease-fire agreements between
Israel and the PA.
It now appears that Barak is frantically trying to negotiate even a
fragile peace with Arafat and the Palestinians to stem the more
radical elements emerging ... and possible reduce the number of
Israeli troops who may have to be committed to the territories as
Israel faces an almost eminent war with Lebanon and Syria AND Jordan
AND Egypt.
These are certainly ominous developments which should bring us to
REDOUBLE our efforts both to pray and to do what we can to help
fortify the settlements, freeing more IDF troops to face the enemies
gathering on our borders.
Yet, as we approach a Hanukkah season that could well erupt in war, we
must be reminded of the miracle of Hanukkah and how Hashem has
thrwarted our historic enemies. As you gaze into those Hannukah
lights, may we be able to SEE!
