Cairo shaken by earthquake

Mon Oct 11,1999 -- A 5.2-magnitude earthquake shook Egypt's capital
Monday night, said an official at an observatory outside of Cairo. The
Health Ministry and the Interior Ministry said they had no immediate
reports of casualties or damage from the tremor, according to the
Middle East News Agency. The quake struck at about 10:40 p.m. (4:40
p.m. EDT) and lasted a few seconds. Residents in multistory buildings
said they could feel the buildings shake. The epicenter was in the
desert, 112 miles southeast of Cairo, the Helwan Observatory official
told The Associated Press on condition of anonymity.

Another drought in Israel could be disastrous

Mon Oct 11,1999 -- "Another dry winter will force us to cut
agricultural water use by 80% - spelling the destruction of Israel's
agriculture." So said Water Commissioner Meir Ben-Meir today at a
session of the Knesset Audit Committee dedicated to the country's
water economy. Ben-Meir said that Israel's lack of water is serious,
but not unduly so, and that mass desalination of ocean water must be
financed. Other experts present at the meeting harshly criticized
Ben-Meir's policies - including his continuing to draw water from the
Kinneret even though it has fallen below the "red line." The level of
the Kinneret, as measured this morning by Mekorot National Water
Company, is 213.01 meters below sea level - one centimeter below the
"red line."

Hezbollah head hints group has 'special weapons'

Mon Oct 11,1999 -- Hezbollah spiritual leader Muhammad Hussein
Fadlallah hinted last week that the organization now possesses
advanced weaponry, which it has apparently not yet employed against
Israel. Warning Israel of "unconventional weapons" in the group's
possession, Fadlallah claimed that "Israeli attacks are being
conducted in a new way through air attacks, of which some 100 directed
at civilians were recorded in September. This was in order to flee
from the enemy's great losses during its movements on the ground."
Hezbollah assistant secretary Sheikh Naim Kasem estimated that the
increase in air attacks was part of Israel's preparation for a partial
withdrawal. On Friday, both Lebanon and the Hezbollah denied reports
claiming that Iran had begun to directly ship weapons to the
organization through the Beirut airport, thereby avoiding Syrian
inspection. "We are used to the continuous lies of the prime minister
of the Zionist enemy, Ehud Barak, who invents them in order to justify
his continued attacks," Lebanese Defense Minister Ghazi Zuaiter said.

Israel FM Levi emphasizes focus on Europe

Mon Oct 11,1999 -- The Foreign Ministry must focus on Europe during
the next two years, said Foreign Minister David Levy yesterday at a
conference of Israeli ambassadors to Europe in Brussels. Levy added
that there is a positive attitude toward Israel throughout Europe, and
that Israel must take advantage of this in promoting its interests. He
explained that in recent meetings with his European counterparts, he
had perceived a willingness to leave negotiations with the
Palestinians in Israel's hands, without European interference. Levy
asked the ambassadors to prepare programs with clear objectives in
order to achieve real progress for Israel in the European arena.

Christian suicide cultists refused entry to Israel

Mon Oct 11,1999 -- Port Authority police yesterday prevented a group
of 26 Christians from disembarking in Haifa out of fear that they are
part of cult that wants to commit group suicide in Jerusalem at the
end of the millennium. In a decision based on police intelligence
information, the Interior Ministry had turned down their earlier
application for entry permits. The ministry informed Ireland's
ambassador in Israel a month ago that it would not allow the group
into Israel. The group, from Ireland, is one of several that have
indicated that they intend to commit group suicide in Jerusalem.
Despite the warning that they would be barred from entering Israel,
the group sailed into Haifa from Cyprus. After being turned away by
police, they sailed out of Israeli territorial waters.

Berlin Jewish leaders calling for security cameras in cemeteries

Mon Oct 11,1999 -- Following last week's attack against the Weissensee
Jewish Cemetery in Berlin, local Jewish leaders are calling for the
installation of security cameras to avoid a reoccurrence in the
future. In last week's attack, over 100 tombstones were smashed and/or
desecrated. Andreas Nachama, a leading member of the Jewish community,
stated in an interview to appear in the Welt am Sonntag newspaper on
Sunday cameras could prevent attacks. "A video camera is a modern
security instrument," Nachama said. "The intention is not to rob
anyone of their privacy. They would only be used during hours when the
cemeteries are closed. "Anyone who gets into a cemetery when it is
closed has to expect his picture to be taken and that he will face an
investigation," he added.

Castro now allowing Jews to immigrate to Israel

Mon Oct 11,1999 -- According to a report in the daily Ma'ariv quoting
The Sunday Telegraph, Fidel Castro has signed a deal in which 400 Jews
were permitted to immigrate to Israel. The report indicated the move
on Castro's part is to improve his image in Washington in the hope of
a lifting of the economic embargo to assist Cuba's ailing economy. The
new immigrants are reportedly living in an Ashkelon absorption center
and most of the students are now hopeful that their parents will be
permitted to follow. Jewish Agency officials would not comment
explaining they did not want to jeopardize the ongoing Cuban aliyah.

Palestinian 'safe-passage' route to open October 17

southern 'safe-passage' route will be opened on October 17. In the
announcement released on Sunday, the government indicated it needed
the additional time to complete arrangements for the new route, which
will provide vehicular access for residents of the PLO Authority
autonomous areas in Gaza and Hebron. The route will depart from Gaza
via the Erez Checkpoint and cut through major Israeli cities with the
end of the 44-kilometer (27 mile) road ending at Tarkumia, in the
Southern Hevron Hills area.

Barak gets OK to dismantle Settlements

cabinet-level approval Sunday to uproot rogue Jewish settlements in
the West Bank, political officials said. "They've empowered him to
decide what to do about each of them. He will decide in the coming
days," senior political sources said. "The expectation is he will
decide to evacuate some of them." Sunday's decision of a ministerial
committee clears the way for Barak to decide the fate of 42 stronghold
outposts, many set up over the past year in a settler push to create
new "facts on the ground" ahead of talks to decide the settlement
issue. But the PA said even Israeli eviction of settlers from newly
occupied sites in the West Bank would ignore the bedrock Palestinian
demand that all Jewish settlements were illegal and must be removed
under a final peace. "We took these 42 settlements and ranked them
according to their degree of (illegality) or legality," Israeli Deputy
Defense Minister Ephraim Sneh told Army Radio. "The prime minister
says he will not abide flouting the law." Sneh declined direct comment
on media reports that up to 11 outposts were in flagrant violation of
settlement guidelines and were slated for eviction. Some of the 42
outposts lacked any authorization, but others had received full
approval, Sneh said. Palestinians were quick to reject Israel's
position that some Jewish settlements were legal and should remain in
place. "Israel has to remove all settlements, whether they have been
set up recently, or the already existing old ones, because they are
all illegal," said Palestinian minister Nabil Amr. "This is not an
imaginary or impossible demand, especially as we are on the verge of
starting final status talks." Yasser Abed Rabbo, a cabinet minister
slated to lead the Palestinian team to the talks, threatened Thursday
a boycott of the negotiations unless Barak curbed settlement activity.
The fate of some the 160 veteran settlements dotting the West Bank and
Gaza Strip is to be determined in the negotiations that will also
tackle the core issues of the future of Jerusalem, Palestinian
refugees and permanent borders. The sides have set February as a
target for a draft leading to a final accord they hope to reach by
September 2000. Israel has refrained from dismantling veteran
enclaves, fearing a repetition of violent soldier-settler clashes that
accompanied its pullout from the Sinai Peninsula under a 1979 peace
treaty with Egypt. Many of the new outposts consist merely of a few
caravans perched on hilltops. Before the meeting, dozens of young
settlement activists demonstrated on a bluff facing Barak's office.
Asserting the West Bank is part of biblical Israel, they pledged to
reoccupy any outpost dismantled under government decree. "For us,
tearing down outposts in the land of Israel is like tearing off one of
our arms," demonstrator Shivi Drori said. Barak maintains Israel must
retain sovereignty over large blocs of settlements in any permanent
agreement. Palestinians want all of the West Bank and Gaza Strip for a
future state.

ZOA denounces deletion of Jerusalem as Israel's capital from Disney
exhibit

Sun Oct 10,1999 -- The Zionist Organization of America (ZOA) has
denounced the deletion of all references to Jerusalem as Israel's
capital from the Israel exhibit at Disney World, in Orlando, Florida.
ZOA National President Morton A. Klein, who attended the opening of
the Israel exhibit at Disney World on September 29, 1999, said the ZOA
is "astonished and deeply troubled" that the Barak government and
Disney gave in to boycott threats by Arab regimes and Arab-American
groups, and changed the movie about Jerusalem--which is part of the
exhibit--to omit all references to Jerusalem as the capital of Israel.
The ZOA president noted additional problems with the movie: it has
minimal Jewish content; it shows the Knesset building in Jerusalem but
does not identify it in any way; and it makes no mention of the fact
that during the 19 years that Jordan occupied the Old City section of
Jerusalem (1948-1967), the Jordanian authorities destroyed 58
synagogues, tore up the ancient Jewish cemetery on the Mount of
Olives--destroying thousands of Jewish gravestones--and used many of
the grave stones (including those from the grave of Hadassah founder
Henrietta Szold) to pave roads and to build latrines in Jordanian Army
barracks. The ZOA president said that he asked three different Israeli
guides working at the exhibit, on separate occasions, "The film does
not mention that Jerusalem is the capital of Israel; is Jerusalem the
capital of Israel?" Each one independently gave the exact same answer:
"Israel claims Jerusalem is its capital." The ZOA points out that the
guides' use of the term "claims" implies that Jerusalem is not
necessarily Israel's capital. Noting that Egypt and the PA played a
leading role in the campaign of threatening boycotts against Disney
over the exhibit, the ZOA president added: "Disney is a major American
company, with ten of thousands of employees, and part of the taxes
they pay to the government contribute to the US aid packages to Egypt
and the Palestinian Authority. It is an outrage that Egypt and the PA
are engaging in economic warfare against a major American company that
employees tens of thousands of tax-paying American citizens, and at
the same time they expect to continue receiving US aid--over
$2-billion annually to Egypt, and a proposed $900-million to the PA
over the next five years, which would come from American taxpayers."
Egypt and the PA also recently supported the boycott actions against
two additional American companies. They threatened a boycott of Sprint
to get it to drop an advertisement which included a photo of
Jerusalem, and they launched a boycott of Burger King, to get it to
shut down a franchise in a Jerusalem suburb. The ZOA has urged
Congress to reduce American aid to Egypt and the PA in response to
their boycotts of American companies.

Jordanian leaders flee Hebron following confrontation

Sun Oct 10,1999 -- Police have called in Hebron residents Noam
Federman and Baruch Marzel for questioning following a skirmish, which
took place on Saturday afternoon at the Cave of the Patriarchs. The
shouting match between the Jewish community residents and members of a
visiting delegation of Jordanian elected officials was the result of
the visit being conducted without prior notification being made to
Israeli security troops as is customary. Marzel and Federman shouted
"Death to Arafat," causing the visiting delegation to flee the area
fearing for their own safety. Police arrested three local Arabs when
the crowd became unruly. Ultimately, a small number of visiting
Jordanian officials did visit the Cave of the Patriarchs. The
provocative visit came at a time when Jewish worshipers were leaving
the holy site following Sabbath prayers. The speaker of Jordan's
parliament Abdel Hadi al-Majali, told reporters that, "There will not
be peace as long as such elements exist," referring to Marzel and
Federman's verbal attack against Arafat.

two-way trade between South Africa and the EU, which tops more than
$17 billion annually. Over 12 years, South Africa will eliminate
tariffs on 86% of goods it imports from EU countries, while tariffs on

ROME (AP) - Rome's international airport ran short of fuel Monday and
a new computer system at the city's main train station was out of
service, inconveniencing travelers already confronting a week of

ANSA news agency the shortage was apparently caused by a faulty lot of
fuel. "It's incomprehensible how basic supplies could run short,"
Danese said after three flights had to go elsewhere for fuel. "We hope

*** Princeton may halt plus marks

PRINCETON, N.J. (AP) - Concerned that high marks have become
commonplace, Princeton University might do away with the A-plus.
Under a plan proposed by a faculty committee, A-plus would be
replaced by a grade called "A with distinction," for truly
outstanding work. One idea is to assign it a symbol, such as "A."
Instead of being worth 4.3 to the student's grade-point average, the
"A with distinction" would be worth 4.0, the same as regular A. In
addition, faculty members would have to file written explanations with
each "A with distinction" they give. The recommendation, which still
must be approved by the Ivy League university's faculty, was suggested
last week by an eight-member faculty committee that was asked to come
up with possible solutions to the problem of grade inflation - too

CONCERN GROWING OVER DOMESTIC USE OF AMERICAN MILITARY October
9, 1999

CNN reported: "Changes in the Pentagon's command structure
designed to give the military a supporting role in responding
to domestic terrorist attacks or natural disasters is raising
alarm among some civil libertarians. In Norfolk, Virginia,
on Thursday, top military leaders, and their
civilian superiors, unveiled a retooled U.S. Joint Forces Command,
formerly the U.S. Atlantic Command. The new command will coordinate
its efforts with federal law enforcement agencies and the Federal
Emergency Management Agency. However, Secretary of Defense William
Cohen said 'it is very clear (the command) is subordinate to civilian
control.' Pentagon officials say the idea behind the change is to
give a president options short of martial law to deal with domestic
crises. 'The reason that you want the Defense Department working now
with the FBI, with the Justice Department, with FEMA is so we know
how we will work when the time comes and we don't have to resort to
extreme measures nobody wants in this country,' said Deputy Defense
Secretary John Hamre. Also, a defense bill signed this week by
President Bill Clinton contains a little-noticed provision that
expands the authority of the military to assist law enforcement
authorities in case of chemical or biological attacks. The Pentagon
argues that only the military has the field hospitals, helicopters
and special chemical and biological equipment that would be vital in
the aftermath of a major gas or germ attack..."

U.S. COURT SAYS FETAL TISSUE BAN UNCONSTITUTIONAL October 9,
1999

ABC News reported: 'An Arizona law prohibiting the use of fetal
tissue in medical research has been found unconstitutional
by a federal judge. U.S. District Judge William Browning
said the law was too vague because it failed to define terms
like 'experimental' and did not draw clear lines
between experimental and standard practice. Similar laws in
other states, including Utah, Louisiana and Illinois, have
been overturned by the courts. The Center for Reproductive
Law and Policy, based in New York, had challenged Arizona=C6s
fetal-tissue ban in 1996 on behalf of four
people suffering from Parkinson's disease..."

EU RESORTS TO IDENTIFICATION PLAN UNDER GUISE OF IMMIGRATION
PROBLEMS October 9, 1999

The London Telegraph: "Asylum seekers wanting a home in any
European Union country will be automatically fingerprinted
and their details held on a central European database. Barbara
Roche, the immigration minister, announced yesterday that Britain is
to opt into the European Commission's plans to fingerprint all asylum
seekers to root out illegal immigrants. The measures will apply to all
those over 13. The plan, known as Eurodac, will make it far easier to
identify which member state had first allowed in an asylum applicant
and was responsible for processing their immigration claim. British
ministers believe this will put an end to EU member states turning a
blind eye to bogus asylum seekers as long as they travel through their
territory to another country. It would also deter what is known as
'asylum shopping' where the same applicant makes claims in several EU
states. Details of the scheme are still being finalized and will not
be operational until 2001 but the Government said that planning was at
an 'advanced stage' ..."

AUSTRIA UPSET OVER ISRAELI THREATS WHILE ISRAEL CALLS FOR JEWS
TO RETURN October 9, 1999

The Israeli newspaper Ha'aretz reported: "The Jewish Agency
said yesterday it planned to intensify efforts to bring Austria's
9,000 Jews to Israel. Sallai Meridor, head of the Jewish Agency, said
that there was no immediate danger to Austria's Jews after the
elections that propelled the right-wing Freedom Party into second
place. But Meridor said the results had nonetheless lit a 'red
light.' He said that according to reports the Agency has received,
there was 'disquiet' among the Austrian Jewish community as a result
of the elections. The Austrian government struck back yesterday at
international criticism over the success of the far-right in Sunday's
election. 'I reject the portrayal of Austria as an extreme right-wing
country because of this election result,' Social Democratic
Chancellor Viktor Klima told reporters. Israeli Foreign Minister
David Levy has threatened that if Joerg Haider's anti-foreigner
Freedom Party becomes a coalition partner in the next Austrian
government, Israel might cut relations with the country. In the past,
Israel downgraded relations with Austria for the six years that Kurt
Waldheim was president of the country. Klima rejected what he called
Jerusalem's 'threats' about cutting relations with Vienna, and said
Austria had proved since 1945 that it was a reliable international
partner, with its peacekeeping troops taking part in U.N. operations

I met a man last night that used to go to my church. Brandon moved
last year before I started attending. But several people, including
the pastor, say that Brandon is totally honest and does not "go off
half cocked." Brandon told me that his wife received a call from her
cousin last week. The cousin lives in Ohio and her husband is a truck
driver for Wal-Mart. It seems he was driving a load early last week
and stopped at a border weigh station. The inspector wanted to know
what was in the load, and the driver indicated he did not know. He
merely picked up the trailer and was transporting it to another state.
The inspector opened the trailer and saw hundreds of uniform boxes. He
asked what was in the boxes and the driver again stated that he didn't
know. So the inspector opened a box. In the box were about a hundred
large (about 2'x3') plastic signs that stated: "This City Under
Martial Law" in bright colors. It said something about the fed govt
and had what looked like a legal reference (the driver claims to know
nothing about legal issues, but he thought it was a reference to a law
or an Executive Order or something). There were several hundred boxes
of these signs. The driver doesn't know what Wal-Mart has to do with
the signs. But he did state that Wal-Mart sometimes hires out space on
their trucks if space is available. I might suggest that maybe the
govt was using Wal-Mart trucks to keep a low profile. Anyway, the info
came to me by way of a long route. But the sources are "innocent
bystanders" with no history of right-wing reactionary politics. The
driver was married to a woman who was related to Brandon's wife. He
swears the info is accurate and that he spoke with the driver himself
to confirm what was passed between the respective wives. The driver
claims there were hundreds of boxes, each one with at least a hundred
large signs declaring martial law. I thought this was worth passing
along. Especially since the fed govt is telling us (Wednesday issue of
USA Today and today's press releases) that we have nothing to fear.
