Chinese Missiles Capable of Reaching U.S. Heartland
[CND, 06/15/99] Chinese missiles can now reach cities in the
heartland of the United States due to technological improvements,
sources said, the Hong Kong Standard reported on Monday.
The People's Liberation Army (PLA) has succeeded in using solidified
fuel in its multi-warhead missile, making it possible for China to
point several hundred missiles at targets deep inside the United
States. The long-lasting solidified fuel is relatively cheap and
available. The PLA has also developed the know-how for launching
missiles from a moving base with high accuracy.
Formerly, the PLA was able to use only liquid fuel on missiles, which
is not only expensive but also ineffective. Liquid fuel can only last
a week while its refill could take hours, a great disadvantage in a
high-tech war. Because of the high cost, China had limited the number
of active-for-deployment missiles from 18 to 24.
Sources also say that the PLA will not resume its military exchanges
with the U.S. until after five scheduled missile tests and one launch
of an unmanned space shuttle are done this year. ( LIU Yanping, WU

Support for Aircraft Carrier Grows out of Internet Chatroom
[CND, 06/15/99] A message posted on an Internet chatroom provoked a
flurry of support throughout China for the country to build its own
aircraft carrier, the South China Morning Post reported on Monday.
Just hours after NATO's bombing of the Chinese Embassy in Belgrade on
May 8, a discharged former People's Liberation Army soldier surnamed
LI, writing under the pen name "Bingmeizi" -- Sister Soldier -- posted
a rousing message on a Shangdu, Henan website. She wrote, "I am
calling on Chinese around the world to unite and contribute to the
construction of the world's largest and most advanced aircraft carrier
to enhance our country's defence capability."
Shortly thereafter, not only did a swell of support messages,
numbering in the thousands, begin to flood the website, but the local
media took the issue on as its own Bailey wick, and launched a rare
Chinese fundraising effort to help make Ms. Li's suggestion of a
Chinese aircraft carrier become a reality.
Beginning on May 12, the Henan Youth Daily published a special edition
to raise funds for an aircraft carrier. In turn, Henan newspapers such
as Sanmenxia Daily, the Central Plains Construction News and The Henan
Commercial Daily published similar editions, and a local television
station began broadcasting stories at regular intervals.
Subsequently, people in other areas began sending donations as well,
including individuals and businesses in Shanghai, Beijing and Zhejiang
province. Donations range from one of 99 yuan given by a young girl
named LI Fan, to one of 10 million yuan from a company in Anyang,
Henan. Ultimately, in the space of less than a month, approximately
11 million yuan was donated by several thousand individuals and 10
companies.
While this is not the first time there have been calls for China to
have its own aircraft carrier, the bombing, in many ways, turned the
need for an aircraft carrier into a symbol for China's place in the
world order. And the need for reliance on Chinese ingenuity and skill
in building an aircraft carrier has become paramount to simply buying
one from another country.
The China Science and Technology Association issued the statement,
"The fact that China is the only permanent UN Security Council member
with no aircraft carrier battle group is a handicap which fails to
match China's status." The Association also published a book, entitled
"The 21st Century: China's Super Aircraft Carrier," whose thesis was
that China needed to modernize its military, not through Western

Tue Jun 15,1999 -- With domestic terrorism on the rise, local and
state emergency response personnel are learning how to respond to
terrorist attacks that could involve biological weapons. Bud Fekete,
assistant chief of the Louisville-Jefferson County Emergency
Management Agency, says more than 300 emergency response personnel
from across the state are in Louisville this week for terrorist attack
training. The week-long course focuses on how to deal with nuclear,
biological and chemical agents, and explosions like the deadly bombing
in Oklahoma City. Louisville is one of 120 communities across the
country to offer this training.
Strong earthquake hits Mexico City

Tue Jun 15,1999 -- A strong earthquake shook Mexico City on Tuesday
afternoon, swaying tall buildings and sending panic-stricken residents
fleeing into the streets. Witnesses said the quake lasted four
minutes, but there were no immediate reports of damage or injuries.
Reporting from the Mexican capital, CNN's Harris Whitbeck said he
could see hundreds of people gathered in the streets, waiting to be
told it was safe to return to their office buildings. He said there
was no sign of damage in the city center. Officials at the National
Earthquake Center in Colorado, which monitors earthquake activity
worldwide, said a "relatively strong" earthquake jolted Mexico, but
they have not located the epicenter.
Arafat attacks Syria, Jordan

Jordanian leaders and accused the two sides of coordinating behind his
back at his expense and the expense of the Palestinian track in the
peace process. Arafat said in a special and lengthy meeting held with
the leadership of the Fatah movement held the week before last that
the new Jordanian leadership has politically turned to Syria and
actually turned its back to the PA despite the fact that the Jordanian
leadership's formal contacts have not ceased with the Palestinians.
Arafat added that the Jordanian leadership is concerned about reviving
the Syrian-Lebanese track much more than the Palestinian track. He
added that the Jordanian leadership is busy promoting the Syrians in
Washington and London much more than backing the Palestinian Authority
and supporting it at Western capitals. He also said that "Syria is
jealous" of his remarkable relations with Egypt, adding that Syria has
succeeded in undermining his firm relations with Jordan and that it
has on its lands the "Palestinian opposition" and has received Sheikh
Ahmad Yassin "as a conqueror" not for the "sake of his eyes" but to
"tease me and to show me before the world as not a representative for
all my people and not as trustworthy for the cause of his homeland."

Korean standoff escalates as South sinks northern warship

Tue Jun 15,1999 -- A high-seas confrontation between North and South
Korea escalated today when southern warships sunk one northern vessel
and badly damaged at least one other in a clash in the Yellow Sea.
While South Korea blamed the northern ships for the 10-minute exchange
of gunfire, the North Korean state news agency accused the south of a
``deliberate'' provocation that drives the two Koreas ``to the brink
of war.'' It demanded an apology for the shooting. Ships from the two
sides have been confronting each other since June 8, when North Korean
warships began sailing in and out of a disputed rich crab fishing
area. Today's shooting came less than an hour before the U.S.-led U.N.
Command met with northern generals in a bid to defuse tensions. Brig.
Gen. Cha Young-koo, a South Korean Defense Ministry spokesman, said
the exchange began after southern ships twice tried to chase the
northern ships out of the contested zone. A northern torpedo boat
opened fire when a southern patrol boat tried to ram it, he said.
``All responsibility lies on the North Korean side,'' Cha said,
claiming the South Koreans fired back in self-defense. The sunken ship
was believed to be an 80-ton Soviet-designed P-6 torpedo ship. A
400-ton Taechong 2 patrol boat appeared to be sinking after being
raked by South Korean fire, said Col. Hwang Dong-kyu, a spokesman for
the south's Joint Chiefs of Staff. Hwang said seven South Korean
sailors were injured when their ships, a frigate and a patrol boat,
were hit by northern fire. There was no word on North Korean
casualties. Five other northern ships retreated from the zone, he
said. Generals from North Korea lodged a protest against the shooting
when they sat down 40 minutes later with generals from the U.N.
Command in the border village of Panmunjom for their scheduled
meeting. The U.N. Command said its generals urged both sides to
withdraw their naval forces from the area, but the negotiators ``were
unable to reach agreement on the issue of reducing tensions.'' South
Korean Defense Ministry officials, speaking on condition of anonymity,
said North Korea's delegation came to the talks with detailed
information about the fighting, suggesting it had been planned. South
Korea ordered its military to a heightened state of readiness on the
islands within the disputed zone, moving more soldiers and weapons
into guard posts. The military has been canceling leaves for soldiers
since Saturday. The United States has about 37,000 troops in South
Korea, but there was no change in their alert status. Today's shooting
was the first since the confrontation started. The only other reported
direct clash came Friday when South Korean warships rammed northern
boats.

Patterson: Church should discipline Clinton for 'gay pride'
proclamation

ATLANTA (BP)--President Clinton's historic proclamation of a "Gay and
Lesbian Pride Month" should be a basis for the Southern Baptist church
of which he is a member to discipline him, SBC President Paige
Patterson said on the eve of the convention's annual meeting.
The proclamation, which was announced by the White House June 11, is
"entirely inconsistent with [Clinton's] confession as an evangelical
Christian and certainly as a Southern Baptist," Patterson said.
"I would call once again upon the church in which the president
holds membership to take before them this proclamation that he
has made at the White House and make it the subject of church
discipline," the SBC leader said. "The fact that he is the
president of the United States ought to make no difference. When
a member of a Southern Baptist church takes the position that he
has taken in outright contradistinction to the Word of God, that
church should act to bring about church discipline in that case."
Clinton has been a member of Immanuel Baptist Church in Little
Rock, Ark., since 1980, according to church records.
Immanuel pastor Rex Horne had not been unaware of the
proclamation and declined to comment, a church staff member said
June 15.
Patterson made his comments on "For Faith and Family," the radio
program of the Southern Baptist Ethics & Religious Liberty
Commission. He responded after being informed of the proclamation by
host Richard Land, ERLC president. Patterson did not mention
Immanuel's name on the program, which was broadcast from the Georgia
Dome, site of the SBC's June 15-16 convention.
The proclamation of June as Gay and Lesbian Pride Month is a
first for a United States president, a White House spokesman
confirmed. It was issued this month partly because the National
Park Service recently added New York's Stonewall Inn to the
National Register of Historic Places. In June 1969, homosexuals
at the bar resisted police action and gave birth to the
homosexual rights movement in this country.
Saying in the proclamation he is proud of his administration's
achievements on homosexual rights, Clinton called on Americans to
observe the month "with appropriate programs, ceremonies and
activities that celebrate our diversity" and to recall the homosexual
Americans whose "contributions have enriched our national life."
The president's proclamation is "in keeping with his own
immorality, and it is further in keeping with his own
dishonesty," said Patterson, president of Southeastern Baptist
Theological Seminary, Wake Forest, N.C. "For to state that he is
a member of an evangelical church of any kind, let alone a
Southern Baptist church, and make a proclamation recognizing as
righteous and OK what God has called ungodly and unrighteousness
is, to say the least, inconsistent.
"I would say that without question that 95 percent or better of
Southern Baptists would be terribly against the position"
espoused by the president, Patterson said.
Land told Baptist Press, "I'm shocked that the president of the
United States would abuse the office of the presidency by issuing a
proclamation proclaiming Gay and Lesbian Pride Month, when he knows
that for tens of millions of Americans of religious conviction that
homosexuality and lesbianism are condemned in the Scripture as a
perversion that is contrary to God's creation and God's laws. It is
one thing to call for toleration, but with the office of the White
House, he is calling for affirmation."
In a sermon to the SBC Pastors' Conference June 14 after the
radio program, Land said in reference to Clinton's proclamation
he knew what an "appropriate program" would be -- "to pray that
God will stay his judgment on this country until this man is no
longer our president."
Both Patterson and Land affirmed Christians are to love
homosexuals.
Southern Baptists "love them, and God loves them. And if they
will repent and come to Christ, he will change their lives,"
Patterson said.
"We must distance [ourselves] from the sort of homosexual bashing that
sometimes goes on," he said. "We're in the business of redemption, and
that's what we want to see accomplished. At the same time, we would
like for our children and our grandchildren and our
great-grandchildren to grow up in a country where they're not
constantly besieged by this."
Patterson also affirmed that the SBC is not able, under its
polity, to interfere in the practices of a local church.
Last year, Patterson was among those who supported a call by R.
Albert Mohler Jr., president of Southern Baptist Theological
Seminary in Louisville, Ky., for Immanuel to discipline the
president. That request came after Clinton admitted in August he
had been misleading in denying he had an adulterous relationship
with Monica Lewinsky.
In September, ABC News reported Horne had talked to Clinton about his
adultery with Lewinsky but the pastor did not intend to remove him
from the church.
Immanuel, like many Southern Baptist churches, has not practiced
discipline, including the removal of members, in recent decades.
Immanuel has handled each moral transgression as a private matter
between the individual and a minister, a staff member told BP.
The SBC has repeatedly spoken through the resolution process in
opposition to homosexuality as an acceptable lifestyle. It also
has addressed Clinton's policies on the issue.
In 1993, the convention, responding to Clinton's support of
homosexual and abortion rights, passed a resolution separating
itself from his policies. An attempt was made at the same meeting to
prevent Immanuel's messengers from being seated, but the credentials
committee rejected the effort, ruling a church could not be held
liable for the beliefs of a member.
At the 1998 meeting in Salt Lake City, messengers approved a
resolution decrying a Clinton executive order issued the month
before. His order added "sexual orientation" to the list of
categories, such as race, gender and age, already protected
against discrimination in the federal civilian workforce. With
Clinton as president, most federal agencies and departments
already had instituted policies providing job protection for
homosexuals. The resolution opposed attempts to "provide
government endorsement, sanction, recognition, acceptance or
civil rights advantage on the basis of homosexuality." A proposed
amendment to the resolution called on Immanuel to discipline Clinton
but it failed by a 52-48 percent vote. The church has no messengers at
this year's SBC annual meeting in Atlanta.
Clinton's June 11 proclamation is the latest in a series of
Clinton administration actions furthering homosexual rights.
A week before, Clinton announced the appointment of James Hormel
as the United States' first openly homosexual ambassador. The
president made the appointment while Congress was in recess,
thereby using a little-known constitutional provision to avoid
the normal requirement of Senate confirmation. Senate opponents
of Hormel's nomination prevented a vote in the last Congress.
Hormel, a frequent financial supporter to homosexual causes, will be
ambassador to Luxembourg.
In April, Clinton affirmed his endorsement of a bill in Congress
that would extend protection under hate-crimes legislation to
"sexual orientation," which includes homosexuality. Current law
covers violent crimes motivated by bias based on color, national
origin, race or religion. Clinton also announced a partnership
between his administration and some private firms and
organizations to teach tolerance programs, which will include
homosexuality, in middle schools.
Only days after taking office in 1993, Clinton announced an
attempt to overturn the ban on homosexuals in the military, but
his effort was thwarted. He appointed a liaison to the homosexual
community and has named several open homosexuals to posts in his
administration. In 1997, he became the first president to speak at a
homosexual rights event, when he addressed the national dinner of the
Human Rights Campaign, the country's largest homosexual political
organization.
Clinton also has repeatedly affirmed his support for the
Employment Non-discrimination Act, legislation that would make
discrimination on the basis of "sexual orientation" illegal in
both the public and private workforce.

Organizers of Army boycott hoping to add SBC's support

WASHINGTON (BP)--Organizers of an enlistment boycott targeting
the U.S. Army for approving witchcraft rituals on Army bases were
hoping the Southern Baptist Convention would join the boycott during
the SBC annual meeting June 15-16 in Atlanta.
"We need Southern Baptists to get behind this in a big way," said Paul
M. Weyrich, president of the Free Congress Foundation, in a telephone
interview June 14. The Free Congress Foundation is one of 11
organizations leading the boycott, which was announced in a June 9
news release.
The SBC Resolutions Committee is scheduled to report its
recommended resolutions to the convention the morning of June 16, and
the convention will have opportunity to act on the proposed stances
one by one. Meetings of the Resolutions Committee June 12 and 15 were
closed to the news media.
In addition to the Free Congress Foundation, the other 10 groups
endorsing the Army boycott are the Traditional Values Coalition;
Christian Action Network; Home School Legal Defense Association;
American Association of Christian Schools; Tradition, Family,
Property, Inc.; Madison Project; the Religious Freedom Coalition; I
Love Jesus Worldwide Ministries; 60 Plus; and American Council for
Immigration Reform. A number of news reports inaccurately added the
Christian Coalition and the American Family Association to the list of
boycott supporters.
Weyrich said the boycott is directed only against the Army,
lacking any information that witchcraft rituals have been
accepted by the Air Force, Navy or Marine Corps.
"The U.S. Army counts on the South for a disproportionate share
of its recruits, and Southern Baptists make up a high percentage
of its southern recruits," Weyrich said June 14. "We need someone to
introduce a resolution at the Southern Baptist Convention ongoing now
in Atlanta calling for Southern Baptists to endorse and support the
U.S. Army enlistment boycott."
Until the Army "withdraws all official support and approval from
witchcraft, no Christian should enlist or re-enlist in the Army,
and Christian parents should not allow their children to join the
Army," Weyrich said in the June 9 news release. "An Army which
supports satanic rituals is unworthy of representing the United States
of America."
The leader of the SBC's Ethics & Religious Liberty Commission,
Richard Land, said June 15 he would have no comment on the
boycott, for now.
Weyrich called for a boycott after reading a series of stories on
Internet websites, most recently June 8 in The Washington Post, which
revealed the U.S. Army was officially accepting the practice of Wicca
at Fort Hood in Killeen, Texas. The Army post is American's largest
military base. Wicca is a blend of pre-Christian paganism and
so-called "New Age" earth worship, which does not acknowledge the
devil as being evil, and does not believe in a savior or a god.
Weyrich said an SBC resolution calling for a boycott would help
ignite coverage of the "unchecked political correctness that has
infected the Army" and resulted in it accepting a practice that
counters not only Christianity but also Judaism and Islam. "I
have no problem with the worship of Christ and the worship of the
monotheistic God of Judaism and Islam," he said. "Some say it is the
same God in all three, except that we Christians believe in the
Trinity, the other two do not."
That does not compare, Weyrich said, to some "sick, twisted
practice that currently features a woman 'priestess' stabbing the
ground with her nine-inch dagger," called an anthem, which is used in
Wiccan ceremonies. "How soon do they move on to stabbing animals and
even a virgin young lady as part of their 'worship,' as other similar
practices dictate?" he asked.
Though Fort Hood allows the daggers to be used in the Wiccan
ceremonies that are held on base, it did not allow the Wiccan
followers to do their ritual dancing in the nude, or "skyclad,"
as the practice of Wiccan dictates, The Post reported. As long as any
faith-based group's followers do not interfere with military
procedures, the Army will help it find an off-base leader and a place
to practice its beliefs, Fort Hood spokesman Lt. Col. Ben Santos told
The Post.
The Wiccans are part of a proud American tradition, Santos told
The Post, proof that "people with different religious beliefs are all
working together successfully."
Weyrich said efforts to expand the boycott will be made by
contacting large Christian groups such as Focus on the Family
asking them to back the enlistment ban. "If Christians quit
enlisting and reenlisting, the Army is going to be in a world of
hurt," Weyrich said.
Allowing the practice of Wicca at Fort Hood is not new -- the
Army first approved the "Fort Hood Open Circle" as its first
Wiccan group two summers ago. But news of the tiny group's
acceptance by the Army brass wasn't widely known until The Post
story June 8. It was then that Weyrich called a meeting at which
some 50 people attended, most of them representatives of various
Christian and/or conservative groups, to discuss how best to
react to the Army's policy change. The boycott emerged from the
meeting.
Weyrich, in the June 9 news release, described the Army's
"official approval of satanism and witchcraft" as "a direct
assault on the Christian faith that generations of American
soldiers have fought and died for. If the Army wants witches and
satanists in its ranks, then it can do it without Christians in
those ranks. It's time for the Christians in this country to put
a stop to this kind of nonsense. A Christian recruiting strike
will compel the Army to think seriously about what it is doing."

Reuters, 5/3/99: Australian church leaders and health experts plan to
open an illegal heroin injecting room in a Sydney church where
"church sanctuary" can be invoked against prosecution, a drugs
campaigner said on Monday.
The experimental centre, dubbed a "Tolerance Room" or the "T-Room,"
is in defiance of Prime Minister John Howard's "zero tolerance" drug
policy. The room is designed to offer addicts a safe environment to
inject heroin using clean equipment and under medical supervision.

There are no legal heroin "shooting galleries" in Australia. Many are
believed to operate clandestinely but are linked to the drug trade.
The "T-Room" centre would be opened for four weeks in an unidentified
church to enable supporters to claim church sanctuary and supposedly
avoid arrest or prosecution, said Trimmingham. He described the plan
as an act of civil disobedience. The Sydney injecting room would be
opened to coincide with a New South Wales state drugs summit in two
weeks but Trimmingham refused to detail exactly where and when it
would open.
Under state law, aiding the self-administration of an illegal drug
carries a penalty of two years jail, a A$2,200 (US$1,452) fine, or
both. New South Wales Attorney-General Jeff Shaw told reporters he
could not comment on whether the group would be prosecuted.
But Howard rejected the heroin "shooting gallery," saying it was an
easy attempt to gain publicity for the plight of drug addicts rather
than offering any real solutions.
Australia's toll from heroin overdoses has soared from 70 in 1979 to
600 in 1997, according to the latest figures available from the
National Drug and Alcohol Research Centre.

House of Representatives. If this bill goes uncontested, then the
Clinton/Gore Administration will have succeeded in ensuring that their
anti-Christian agenda is introduced into our nation's classrooms.
Debate began today (Tuesday, June 15) on "The Child Safety and
Youth Violence Prevention Act of 1999." Touted as offering a
solution to the growing epidemic of youth violence, the bill is in
fact a direct and aggressive attack on Biblical Christianity. The
bill allocates funds to create and distribute publications aimed at
teaching tolerance to schoolchildren nationwide. One such
publication, Healing the Hate, specifically mentions Baptists and
Pentecostals as perpetrators of hate, especially aimed at homosexuals.
The publications teach that all lifestyles are acceptable and that
any belief otherwise is the root of hate. This curriculum will be
used to indoctrinate the young, impressionable minds of public school
children ages kindergarten through the 12th grade.
Congressman Mark Souder (R - IN) has offered an amendment to this bill
which would prevent any funds from being used to promote
anti-Christian bigotry. The Souder Amendment states that no funds can
be used for material that undermines or denigrates the religious
beliefs of a child or a child's parents.
Concerned citizens should take action immediately! Please call
your Representative TODAY and urge him or her to vote FOR the
Souder Amendment to the "Child Safety and Youth Violence Prevention

There have been some wild statements made about Comet Lee [officially
known as C/1999H1 (Lee)]. These are simply bogus, false statements by
people who must have some agenda other than the truth. Given below is
the truth...
o Comet Lee's orbit is not irratic. It is well-known. The comet will
not hit the Earth or come any place close to it. The closest it will
come to the Earth is about 77 million miles (the Sun is 93 million
miles from Earth) at the end of September 1999. An orbital diagram is
posted below...see for yourself.
o Comet Lee (or any comet) will not cause coronal mass ejections. And
Comet Lee's orbit is not affected by them.
o The comet is not expected to become bright. It is not abnormally
bright nor is it brightening at an unusual rate. In fact, it is not
expected to become a naked-eye object. It is currently near its peak
brightness.
It seems every time we have a modestly bright comet, someone or group
or tabloid will claim that the comet is a threat to the Earth, has a
spaceship traveling next to it or some other nonsense. They get on the
radio and call themselves "scientists." To them, those of us that
provide legitimate information on comets are obviously part of some
grand conspiracy. If you are one that believes the nonsense that these
people promote, that is certainly your right. However, remember their
predictions. When they do not come true...and none of them came true
with Comet Hale-Bopp...perhaps next time you will not be so willing to
believe the psuedo-scientific predictions they make.

Reading this bit from Moza reminded me of Nova Velorum, the new
star that exploded in the southern hemisphere in May. Here is a

A bright new star has exploded into visibility in the southern skies. It
is so bright it can be seen with the unaided eye. Astronomers say it is
a once in a decade event. Nova Velorum 1999, named after the
constellation in which it was found, was detected independently on 22
May by Peter Williams in Australia and Alan Gilmore of Mt John
University Observatory in New Zealand. Previously, it was too dim to
be seen with the naked eye. But last week, it exploded and became one
of the brightest objects in the sky. It is now estimated to have a
brightness of magnitude 2, making it more luminous than many famous
bright stars.

Nova Velorum is in the general vicinity of the triangle of stars that
Moza mentioned. I believe it's in the constellation Vela, along with
Gamma Velorum and Lambda Velorum also mentioned above. Here is a
general description and it's location:
"It is the brightest southern nova since 1942, and the tenth brightest
nova ever recorded... This nova is very close to Earth - about 500 light
years away. Its position in epoch 2000 coordinates is: RA: 10h 44.7m
DEC: -52d 23m. [To locate it, find] the Southern Cross and extend the
short arm to the right about 3 times its length, and you should see the
nova as the lower one of a pair. The upper star in the pair is mu
Velorum, magnitude 2.8."
This particular area in the southern hemisphere is comprised of six
constellations that are the dismembered parts of a larger constellation
known to the ancient Greeks as the Great Ship Argo Navis.
Another interesting bit of space news that came out recently concerns
Eta Carinae. Here is a piece of this news report:

Eta Carinae is also in the general vicinity as the other stars we've been
talking about. The constellation Carina is considered the "keel" of the
Great Ship. This particular area of the southern hemisphere is quite an
active and interesting region as it has double and triple stars, various
small clusters, and some of the more famous supernovae.

Wed Jun 16,1999 -- U.S. officials fear that suspected terrorist Osama
bin Laden "may be in the final stages" of planning an attack against
the United States. U.S.-officials, speaking on condition of anonymity
Wednesday, told CNN that current targets would most likely be
somewhere in the Middle East or Africa. Also, an attack on U.S.
soil--including Washington, D.C., could not be ruled out. The
officials expressed specific concern about U.S. embassies in
Mozambique, Senegal and Ghana--all believed to have been under recent
surveillance by possible terrorists. The officials believe planning
for an attack is in the "advanced" or "final stages". They said the
information was a result of intercepted communications and other
intelligence gathering methods they would not elaborate on.

smaller than a living cell has been designed by an Israeli scientist.
Some scientists believe that, in the future, small biological
computers could roam our bodies monitoring our health and correcting

is "out of balance" according to new sea-surface height measurements
made by the US-French Topex/Poseidon satellite. "This will certainly
influence global climate and weather for the coming summer and into
next fall," says oceanographer Dr William Patzert, at Nasa's. The
satellite image shows a large area of abnormally cool water along the
west coast of North America and down into the equatorial Pacific. This
is the third consecutive year that such large imbalances have
persisted in that ocean. Dr Patzert says, "Our data certainly show
that the unusual oceanic-climatic conditions that gave rise to El Ni=F1o
and La Ni=F1a are not returning to a normal state. Our planet's climate
system continues to exhibit rather wild behavior." Unusually cool
water is revealed by areas of lower sea level and extends from the
Gulf of Alaska along the North American coast. There it merges with
the remnants of the recent La Ni=F1a cooling event in the Pacific. The
northwest Pacific continues to be warmer than normal, though the
variations from normal are not as great as in recent months.
Kosovo graves could poison water supplies

Wed Jun 16,1999 -- The mass graves discovered around villages in
Kosovo could be causing serious pollution to drinking water, says the
WHO. A taskforce from the international agency is now in Kosovo to
assess the environmental impact of both the prolonged bombing raids
and any actions taken by Serb forces before their withdrawal. Experts
warn that the graves uncovered by K-For peacekeeping troops could be
an additional health hazard for villagers returning to their homes.
There are instances where water courses have been affected by large
numbers of bodies in rough, unconstructed graves. WHO experts found
similar problems in Bosnia. If the water supply comes into contact
with decomposing bodies, it could cause outbreaks of disease in places
which rely on a single stream. But the chemicals leaking after the
Nato bombardment could also cause problems, and some fear pollution
left by Nato weapons constructed using radioactive materials. There
are also fears that pollution levels in major rivers, particularly the
Danube, have risen as a result of the conflict.
'Medieval' diseases on the comeback

threats on the fringes of Europe because of poor hygeine and
sanitation, warns the WHO. And climate changes blamed on global
warming are allowing the mosquitoes which carry malaria and other
tropical diseases such as dengue fever to breed further north than
before. The threat posed to Europe by the rise in water-borne diseases
is high on the agenda of a WHO Environment and Health conference.
Estimates are one in seven people in Europe now do not have safe water
to drink. Cholera, typhoid are often associated with developing
countries or perhaps medieval Europe, yet these diseases are making a
comeback in some European countries. In the past few months there has
been a report of a typhoid outbreak in Russia after sewage leaked into
drinking water, and in Albania, 25 people died of cholera in 1994
after drinking contaminated water. In Latvia, says the WHO, more than
half of water samples from shallow wells fail to meet microbiological
standards, yet half the rural population relies on these. Drugs such
as Larium are used to protect travellers from malaria The scourge of
Malaria, once confined to far hotter parts of the world, is begining
to have an impact in Europe, says the WHO. Milder winters mean the
mosquitoes which carry the disease, and also those which carry Dengue
Fever, can breed and survive far further north than in the past. The
disease is being developed occasionally in Turkey and the southern
part of the former USSR.

Syria and the PLO since the 1970s. He stated the main reason for the
disputes was that the two sides did not agree then to identify a
united strategy in confrontation of the Israeli occupation, and they
increased following the Camp David agreement. In an article he wrote
Abu Sharif added that the Syrian viewpoint since the 1970s has been
concentrating on creating conditions that will force the Israelis to
withdraw from the territories it occupied in 1967. He added the Syrian
viewpoint was the reason behind intensifying relations with the PLO
and relations between the two sides escalated to military
confrontation on Lebanon and were intensified during the Lebanese
civil war. He wrote, "Now that Arabs are all in confrontation of the
Israeli intransigence and there are no Arab disputes over the
principle of political settlement with Israel, all sides have to stand
firm in shouldering their responsibilities." Abu Sharif concluded, "If
a meeting or understanding is not maintained, a great harm will be
done to Arab interests," adding, "It is ripe time to reach a tactical
and strategic understanding between Syria and Palestine."
Jordan ask Britain for support to cancel part of its debts

al-Majali, reviewed with a British delegation currently visiting
Jordan. Al-Majali expressed the appreciation of the Jordanian

stressed Jordan's continued open foreign policy toward "brothers and

position toward Jordan regarding canceling part of Jordan's

US deploying 2 warships to monitor Korean standoff

Wed Jun 16,1999 -- The Clinton administration is hoping to avoid
further incidents in the Yellow Sea by sending two warships to the
area. It is also urging North Korea not to send its vessels south of a
line that has helped ease military tensions between the two Koreas for
46 years. Two US Navy ships based in Japan will soon begin sailing off
the Korean coast to monitor the situation, and a small number of
additional American EA-6B electronic warfare jets will be added to
existing air patrols. The Pentagon dispatched additional aircraft
Tuesday to patrol the Yellow Sea. Additional U.S. ships or other
resources also may be sent to the region. North Korea said the
incident put the two countries at the brink of war, but US officials
said other North Korea vessels in the area appeared to be heading away
from the area, thus easing tensions. However, new North Korean ships
appeared in the area today.
Israel, PA condemned for rights abuses

to routinely violate human rights, according to Amnesty
International's annual report, due to be published today. Israel
arrested 1,200 Palestinians for security offenses last year and issued
270 administrative detention orders. Of the administrative detainees,
83 were still in jail at the end of the year. Also, more than 1,500
Palestinians in Israeli prisons were sentenced in trials that did not
meet international standards of fairness. Among other problems,
confessions obtained under torture were accepted as evidence. The
report also charged that Israeli security forces killed at least 20
Palestinians last year in "suspicious circumstances," which were at
best unjustified killings and at worst extrajudicial executions. At
least 40 Lebanese were unjustly imprisoned in Israel as of the end of
last year. Finally, the report censured police brutality against Arab
and Haredi demonstrators. The Palestinian Authority, meanwhile,
arrested at least 450 people for political reasons last year,
including prisoners of conscience, the report said. Furthermore, more
than 500 people arrested by the PA in previous years remain in
detention, despite the fact that they have never been indicted. The PA
security services routinely severely torture prisoners, and three
people died in Palestinian jails last year after being tortured, the
report continued.
U.S. and Russia negotiate troop issue

can" in resolving the dispute over Russia's role, Defense Secretary
William Cohen ruled out any compromise with Russia that would permit
Moscow's troops to patrol in Kosovo under their own command. As Cohen
began two days of negotiations with his Russian counterpart, Marshall
Igor Sergeyev, comments by officials in Moscow hinted at a compromise.
Although Sergeyev predicted the problem would be resolved by the
weekend, Moscow sent in a third convoy of supplies to the Russian
force that is in position near Pristina.
Iran toughening its stance on jailed Jews

Wed Jun 16,1999 -- Iran's mission to the United Nations announced
yesterday that Iran has recently arrested a greater number of alleged
spies than the 13 already accused of espionage for Israel, and that
those arrested included some Muslims. The mission's press statement,
which did not give the total number of arrests, quoted an Iranian
security official as announcing on June 9 that "a number of active
members of an espionage network have been identified and subsequently
arrested" and that "13 out of the total number of arrested individuals
are suspected to have spied for Israel." The Iranian mission
criticized calls by the United States and Israel for the release of
the 13 suspects, which Iran's intelligence officials said on Thursday
were from a "Zionist" spy network in Shiraz. Both the U.S. and Israel
have denied that the Iranian Jews were spying on their behalf. Iranian
hardline conservatives have demanded that those arrested be hanged.

Bridges of Peace, a group advocating closer ties between Israel and
the Christian community, the celebration of the new century
accompanied by an anticipated over 4 million Christian pilgrims
visiting Israel in 2000, could be accompanied by increase cases of
"Jerusalem Syndrome". According to experts, after several days in
Jerusalem, a seemingly normal person may envision him/herself as a
biblical personality and begin singing Psalms and preach to passersby
and/or where a hotel sheet around themselves. On Monday (June 14),
Jerusalem Municipality officials, medical experts and clergymen met in
capital to discuss the real possibility of pilgrims being effected
with "Jerusalem Syndrome" while in Israel in 2000. According to Dr.
Yair Barel, who oversees the mental health portfolio in the capital,
as many as 40,000 pilgrims who visit Jerusalem next year may come down
with the syndrome. As many as 600-800 may require hospitalization and
some of them may pose a danger to the public.
Bethlehem study shows PA waters are contaminated

the Israeli Society for Ecology and Environmental Quality Sciences,
much of the water supplies found in towns located in PA autonomous
areas is dangerously polluted and poses a health hazard. The data is
based on a recent study conducted by Bethlehem University. No less
than 60 percent of waters tested in the Hebron and Bet Fager areas
were deemed unacceptable and contained a high level of bacteria as a
result of sewage contamination. The study indicated that over
two-thirds of the water supplies tested were deemed unfit but
residents continue using the contaminated waters realizing no
alternative was available. According to PA officials, they are working
on a solution together with experts from the Netherlands.

discharged the commander of the Syrian Air Force, General Mohammed
Khouli, 62, following over thirty years of service. Khouli, an
el-Assad loyalist, was in the past seen as a possible successor to the
president. Khouli received an honorable discharge, reaching legal
retirement age. The retirement is seen as yet another move by el-Assad
to prepare the groundwork for his successor, Dr. Bishar el-Assad, his
son. Khouli, like most of the prominent figures surrounding the Syrian

today, a Russian official said, even as Moscow claimed it wanted to
solve a dispute with NATO over who's in charge of peacekeeping
operations there. A column of nine vehicles from Bosnia passed into
Kosovo carrying supplies to the Russian force holding the airport near
Pristina, said a Defense Ministry spokesman. NATO claimed it was not
aware of any such convoy. Russian officials hinted today they might
compromise on the status of their forces in Kosovo, but they want East
European nations to open their air space so Moscow can fly in
reinforcements.

medium-range missile possibly in the next few months, a Japanese
newspaper reported Wednesday. Quoting unnamed government sources, the
Nihon Keizai Shimbun said North Korea could launch a Taepodong missile
with a range of more than 930 miles in July or August. Information
provided by U.S spy satellites and South Korean government officials
confirmed that North Korea has started to expand and improve
facilities for missile launching, the paper said. ``There is no sign
at this point of North Korea launching a missile immediately. But it
has reached a stage where it could do so within a month or two,'' the
daily quoted an unnamed Japanese government source as saying. ``We
have not come to the conclusion that a North Korean missile launch is
imminent,'' Nonaka told a regular news conference. ``It is a matter of
grave concern. We will watch the situation carefully,'' he added. The
CIA ranks North Korea as the world's biggest exporter of ballistic
missiles and related technology.

ISRAEL'S DEFENSE SYSTEM ON DISPLAY
Israel's Arrow anti-missile system is scheduled to be ready within
three to six months, and the country's major population centers will
be protected against ballistic missiles by the year 2005. So
announced Defense Ministry Dir.-Gen. Ilan Biran at a press conference
in the Paris Air Salon currently underway. "The first missile battery
will be operational by 2001, and Tel Aviv, Haifa, and Jerusalem will
be covered by an integrated network by 2005," Biran said.
The system is not for sale to other countries, prompting reporters to
ask if the display is meant only to deter Arab countries. "We are all
aware of the presence of the chemical and biological threat in our
region," Biran answered, "and these will be followed by nuclear
threats. None of these threats is theoretical. Hundreds of Scud
missiles are deployed along the borders of Israel, and we have already
had a taste of them in the past."
SYRIA SAYS NO TO ARAFAT
Yasser Arafat is not very welcome in Syria these days. A Jordanian
paper reports that Syria has turned down a request for an official
visit by Arafat - a visit that was announced with much fanfare by PA
senior Nabil Sha'ath. The PA Chairman even agreed to arrive only as
the head of the PLO and not of the Palestinian Authority, and that a
low-level representative would greet him - but the Syrians still
refused. Relations between Syrian President Assad and Arafat have
been tense ever since 1983, when Syrian forces attacked Palestinians
in Tripoli. Correspondent Haggai Huberman reports that the Oslo
Accords, which Assad considered a "separate peace" between the
Palestinians and Israel, did not contribute to the relations.

Thai village battling millions of millipedes
BANGKOK, Thailand(AP) After using fire, knives and sticks to fight
an invasion of millions of millipedes, desperate villagers in central
Thailand turned to the government for help.
But provincial authorities have yet to respond, ITV, an independent
television station reported Thursday.
The large worms have covered homes and worked their way into feed
for the villages' animals in Sankaburi in Chainat Province, 100 miles
north of Bangkok.
People complained they could not sleep at night because the
millipedes were crawling into their ears, mouths and nasal passages.
Despite burning, cutting and smashing the bugs, nothing was working
and the millipedes were increasing, they said. They said there was no
apparent reason for the sudden surge in numbers of the copper-
colored worms.

Glitch during Y2K test spills 4 million gallons of sewage
LOS ANGELES (AP) - A water reclamation plant malfunctioned during
a Y2K test and spilled 4 million gallons of sewage into a San Fernando
Valley park.
The sewage welled up out of a manhole near the plant in Van Nuys on
Wednesday night and flowed about 100 yards into the park, said
Linda Aparicio, a spokeswoman for the city Public Works Department
Crews worked to vacuum up the spill, but health officials
recommended a portion of the park remain closed for two days as a
precaution.
The spill happened while the plant was testing a Year 2000 scenario in
which the power failed. The emergency generator kicked in as
expected, but a gate failed to reopen, Ms. Aparicio said.
"Our computers did not tell us that gate was closed," she said. "No
one knew that sewage was backing up."
She said it was unclear whether the problem was related to the test or
was coincidental.
The sewage system was back in operation by Thursday morning.

Baptists criticize journal's implication that adult-child sex may not
be harmful

ATLANTA (BP)--Southern Baptists overwhelmingly approved a
resolution criticizing the American Psychological Association
(APA) for implying in its journal, "Psychological Bulletin," that
adult-child sex may not be harmful and may be positive for so-called
"willing" children.
"Psychological Bulletin," with a circulation of about 6,000, is
distributed mainly to academic psychologists. It created a
firestorm with its report titled, "A Meta-Analytic Examination of
Assumed Properties of Child Sexual Abuse Using College Samples."
The article has drawn considerable criticism from conservatives
such as radio talk show host Laura Schlessinger, the Family
Research Council and House Majority Whip Tom DeLay (R-Texas).
The Family Research Council reported that the North American
Man/Boy Love Association, a group that promotes casual sex
between boys and men, mentioned the study positively on its
Internet site.
Also, David Spiegel, a psychiatrist at Stanford University told
The New York Times the study had serious methodological flaws and that
the researchers "use meta-analysis the way a drunk uses a lamppost --
for support, rather than illumination."
Wiley Drake, pastor of First Southern Baptist Church, Buena Park,
Calif., who proposed the resolution, said, "I could see it being used
as an excuse to get a child molester off. A defense attorney could
say, 'Yes my client had sex with this 8-year-old boy, but the child
was willing and besides, the APA has written that sex between an adult
and child is not as harmful as they previously thought.'"
The resolution acknowledges and affirms the APA for subsequently
clarifying its position over the journal article and issuing its
own public resolution opposing child sexual abuse.
It also calls on the APA and other professional organizations to
"exercise appropriate editorial discretion in the future by
refusing to publish studies or reports which attempt to normalize or
legitimize immoral behavior, including adult-child sex."
The resolution states, "the Bible declares that children are
precious gifts from God and are 'an heritage to the Lord' (Psalm
127:3) and parents are called by God to rear their children 'in
the nurture and admonition of the Lord' (Eph. 6:4).
"The spiritual, physical, mental and emotional well-being of
children is our sacred duty and no civilization can long survive
without protecting and nurturing its children," it continues.
The resolution goes on to say that Southern Baptists "affirm the
biblical witness and commit ourselves afresh to protecting our
children against sexual abuse and other assaults. We repudiate
and denounce every suggestion that sexual relationships between
adults and children may not be harmful or may be positive for
so-called 'willing' children. We call upon our elected and
appointed officials to reject and condemn, in the strongest
positive terms, in both written and verbal form, any suggestion
that sexual relations between children and adults are anything
but abusive, destructive, exploitive, reprehensible and
punishable by law."
The resolution expressed support for policymakers and law
enforcement officials who enforce laws against pedophilia,
molestation and other forms of sexual abuse.
It concluded by encouraging "those who are victims of sexual
abuse to seek appropriate spiritual counseling in order to find
the support and strength they need to begin the process of
healing from their terrible ordeal" and that Southern Baptists
"commit ourselves to pray and work toward the creation of safe
communities for all children."
In response to the outpouring of criticism about the article, the APA
announced earlier in June it is taking measures to insure that
"journal editors will fully consider the social policy implications of
articles on controversial topics."
APA President Raymond D. Fowler told DeLay in a letter that the
organization "has always condemned the sexual abuse of children"
and does not support "the 'normalization' or decriminalization of any
form of sexual relations between adults and children."

Reggie White challenges media, calls for unity among believers

ATLANTA (BP)--Future NFL Hall of Fame defensive end Reggie White
admonished the media to report more about people who recover from the
homosexual lifestyle, while encouraging Southern Baptists to work with
other Christians in a unified effort to reach hurting people.
White, the NFL's all-time sack leader and an outspoken minister
of the gospel, spoke for approximately 22 minutes during the
Wednesday evening session of the June 15-16 Southern Baptist
Convention annual meeting in Atlanta's Georgia Dome.
Before launching into a talk about unity among believers and
suffering for Christ, White spoke directly to the media. He said
he saw a story in a major daily newspaper Wednesday reporting
that he and Jerry Falwell -- who gave the benediction to close a
convention session -- have criticized the homosexual lifestyle.
"Ladies and gentlemen, I have never criticized the gay lifestyle. I've
only proclaimed what Jesus Christ said," White stated.
"In Leviticus 1 we read, 'The Lord said to Moses.' Now, let's see what
the Lord said to Moses. In Leviticus 18:22, 'Do not lie with a man as
one lies with a woman.'"
White repeated the verse, then said, "For those of you in the
media -- " and repeated it a third time.
"About three weeks ago a man came to me after I preached and
said, 'God brought me out of this lifestyle. Thanks for what you
had the courage to say, because now I'm saved.'
"I want to say this to our media," White said. "Why don't you
report more on the people who come out of it [the homosexual
lifestyle]? Why don't you give them any credit for their change?
I have no problem with the way anyone wants to live, but when you try
to push it on myself and on my children, I have to stand up."
White's remarks about homosexuality and the media were
interrupted several times by applause before he said, "Now to my
main message."
He said Christians should be "ashamed of ourselves" for having so many
denominations and sects. "Jesus prayed that we might be one in unity,
as he and the Father are one. He also commanded us to love one
another. One thing I see lacking in the church of Jesus Christ is that
many of us don't love each other; we don't watch each other's back."
The former Super Bowl winner with the Green Bay Packers used an
illustration from the football field. "If I see a black guy about to
lay out our quarterback, Brett Favre, I'm going to lay him out first.
It's not about color on the football field.
"It's amazing to me to see that in professional sports we can
have one guy in a gang sitting on the bench next to a redneck,
and they learn to get along and work for the same goals," White
said.
"If we could only learn the lessons that we see in many of our
sports activities, we would make a better unit, because we're
fighting for the same goals. But the problem is, many of us don't love
each other."
White stressed unmet needs in the inner cities, where he said the
church often fails to penetrate. Referring to the rash of school
shootings, he said, "All the kids who are doing this are white kids.
Now it has become a national epidemic. People in the suburbs are
wondering what's going on.
"Let me tell you what's going on," White said. "These shootings
have been going on in the inner city for years. When you allow
cancer to start, it spreads. There are a lot of young people
living in the cities that we've expressed no love toward. We must
begin to express our love to our brothers."
He said change cannot come by just sharing how people can be
saved.
"We are not discipling," he said. "We are called to make
disciples."
White suggested Christians do not reach the inner cities and do
not disciple because they are afraid they may have to suffer in
the process.
"We're running from suffering," he said, stressing Philippians
1:29, "For it has been granted to you on behalf of Christ not
only to believe on him, but also to suffer for him."
"When will we start loving Jesus enough that we will suffer shame for
his name?" White asked. "Ladies and gentlemen, the world does not hate
us, it hates him, because he convicts of sin. So when the world comes
against us, they are not hating us, but they are hating God. So don't
feel offended.
"The love of early Christianity wasn't limited to believers.
Matthew 5:44 says, 'Love your enemies and pray for those who
persecute you,'" he noted.
White stressed all Christians need to work together to reach the
lost and hurting. He cited the Green Bay Packers awarding Super
Bowl rings not only to players but also to trainers, scouts,
equipment managers and others. "If we come together with a common
goal, with one mind, supporting and helping one another, we all will
get a crown."

Two Boys In The Eye Of Tibet Storm
Two nine-year-old boys are at the center of the battle between Communist
China and the exiled Dalai Lama over who makes religious decisions in
Tibet.
Each has nominated the reincarnation of the Panchen Lama, Tibet's second
highest spiritual figure.
Nine-year-old Gyaincain Norbu, confirmed by China's State Council in
Beijing as the 11th Panchen Lama, returned to the Tibetan capital of Lhasa
on Thursday after years of seclusion.
The exact whereabouts of Gedhun Choeki Nyima, selected by Tibetan
spiritual leader, the Dalai Lama, remains unknown after he disappeared
into China's public security network in 1995.
Gyaincain Norbu, whose Buddhist name is Jizun Qamba Lhunzhub Qoigyijabu,
was born in Tibet's Lhari County on February 13, 1990 to parents with only
a primary school education.
According to China's official media, a teacher of the boy's mother once
discovered the first letter of the Tibetan alphabet on Norbu's tongue,
leading many to believe he was the reincarnation of Buddha.
A group of Buddhist Lamas later concluded the boy was a candidate to
become the reincarnated soul of the 10th Panchen Lama who died in 1989.
The Lamas noted Gyaincain Norbu's fondness for religious articles and were
reportedly surprised when, upon first arriving at the boy's home, the boy
already knew who they were.
Norbu was confirmed by Beijing as the 11th Panchen Lama on November 29,
1995 in a lot-drawing ceremony held at Lhasa's Jokhang Monastery.
Some reports have indicated that Gedhun Choeki Nyima had originally topped
the list of a Beijing-sponsored team to locate the 11th Panchen, but was
dropped after the Dalai Lama proclaimed him the reincarnation on May 14,
1995.
International human rights groups reported that Nyima and his family were
taken from their home by Chinese authorities shortly after, although the
charge was vehemently denied by Beijing.
Born April 25, 1989 in Nagchu, Tibet, Nyima's first words as a young
child, according to the office of the Tibetan government in exile, were "I
am the Panchen ... I sit on a high throne."
In early 1995, Nyima was one of 20 children discovered by the search
committee dispatched by the Dalai Lama.
He was brought to Dharamsala, the Indian town where the Dalai Lama's
government-in-exile has been based since he fled Tibet in 1959, where a
series of divinations were performed to confirm that Nyima was the
"unmistaken" reincarnation of the 10th Panchen Lama.
Six-years-old at the time of his disappearance, China's foreign ministry
said last year that Nyima was "living with family members and everything

CAPE CANAVERAL, Fla. (Reuters) - NASA was unable to move the
$60-billion International Space Station last weekend when it was
threatened by a piece of orbiting junk, space agency officials said
Thursday.
Although the chances of collision were small, NASA managers
planned evasive action to take the space station out of harm's way.
But they failed to move it because they did not take into account
changes in its maneuverability since a shuttle crew visited two weeks
ago, officials said.
"There was really no danger to the hardware," said Frank Culbertson,
NASA's space station operations manager in Houston.
Tracking radars had indicated a spent Russian rocket stage would
come within six-tenths of a mile of the station. Although the planned
evasive action never took place, the debris passed by at a safe
distance of at least 4.3 miles.
Culbertson said instructions sent to the station by the dual mission
control centers in Russia and the United States did not take into
account changes in the distribution of mass since the delivery of two
tons of supplies and equipment by a shuttle crew two weeks ago.
An onboard computer aborted the evasive maneuver and shut down
the station's pointing system because a rocket thruster would have
fired excessively long. The pointing system orients the station in
space.
The station drifted for one orbit of the Earth before controllers
reactivated the pointing system.
Space agency officials were more concerned about the mistakes made
by ground controllers than the danger of a collision, the chances of
which were never put at more than one in 100, officials said.

As the winds of deregulation sweep across the globe, revitalizing vast
industries, one institution stands immune: the U.S. Postal Service.
This is no surprise. With almost 900,000 largely union employees,
situated in every congressional district, the Post Office is a potent
political force, dedicated first and foremost to its own perpetuation.
Yet, the gales of the Internet blow strong, oblivious to boundaries
established by mere politicians. It doesn't take a genius to look a few
years ahead and envision a shrinking snail mail business burdened by
massive fixed costs. Which is why the Postal Service is doing
everything it can to leverage its assets into cyberspace. Largely
unnoticed, a series of tests and trials are revealing exactly what the
Post Office has in mind. The results should send chills up the spine of
anyone concerned about privacy, free enterprise and civil liberties.
What is the most valuable asset of the U.S. Postal Service? If you say
trucks and buildings, you're wrong. If you say a productive and
efficient work force, you're a comedian. No, the most valuable asset of
the Post Office is its geographic database: the names and addresses of
every home and business in America.
If Postmaster General William Henderson has his way, every physical
address will have a corresponding Internet address administered,
validated and controlled by the Federal Government. This will lay the
foundation for the Post Office to assume a central role in all e-payment
transactions. According to Henderson, "If you don't have one
supplier, then everyone builds their own model. You will have a
cellular phone model, suboptimized networks. So we think the answer
is our role as a trusted third party." If you think I'm making this up,
including the tortured grammar, go read Henderson's latest speech at

Legislation making its way through Congress under the banner of the
Postal Modernization Act (HR 22) will allow the Post Office to extend
its charter into every aspect of e-commerce. Under the cover of a
separate subsidiary, this taxpayer-subsidized behemoth will be
unleashed into the rapidly evolving Internet market, supported by its
own regulatory agency and police force. What kind of adversarial
trade practices can we expect directed against the private sector?
For a clue, watch as the Post Office tries to stamp out alternative mail
stores like Mail Boxes Etc. One of the appeals of a private mailbox is
the ability to use the more professional "Suite" designation rather
than a P.O. box number.
Under the guise of "fraud prevention," the Post Office has announced
that it will only deliver mail to private mailboxes addressed "PMB."
Users must also fill out a highly intrusive questionnaire, produce two
forms of government ID and detail the nature of any business
conducted from that address.
Sign up for the Postal Service's online PostECS trial, a direct rip-off of
OnLine Courier by UPS, and you are asked to provide your Federal
Tax ID or social security number. Why does the Post Office need my
social security number to deliver e-mail? When I inquired, I was told it
was to validate my billing. I offered to pay by MasterCard, but was
told they won't accept credit cards, and it was suggested I pay with a
postal money order. When I asked what privacy protections users
could expect and whether a court order or a mere administrative
request would be sufficient to tap my e-mail, I was told "that issue
hasn't worked its way through case law yet."
Since the passage of the Comstock Act in 1873, the Post Office has
been the closest thing this nation has had to a thought police. For
decades, it was illegal to send information on birth control through the
mail. Books by famous authors like D.H. Lawrence were suppressed. Is
this an organization fit to be the "trusted third party" of e-commerce?
Here's a better alternative, suggested by James Lucier, author of
"Danger in Cyberspace: Will Traditional Postal Monopolies Usurp E-
Commerce Functions?" (www.cato.org). Let's take the geographic
database controlled by the postal monopoly and transfer it to an open
public association accountable to all its stakeholders, including FedEx,
UPS, consumer groups and the like. After all, they're our addresses.

the past year, the Vatican has reportedly maintained an ecumenical
committee to investigate the presence of extraterrestrial beings on
Earth.
Recently, Monsignior Carlo Balducci, of the Vatican, reportedly
announced to the public on behalf of the Vatican, to the clergy,
public and congregations / archdiocese, that aliens are "real".
In a worldwide message, he indicated that, informally, the Vatican had
determined that they were not "demons" or "devils", and that they

issued to the public by General Valerie Alexayev, head of the Russian
Federation Electronic Space Command.
The ongoing controversy about alleged Alien presence in the Solar
System, continues to rage far and wide, fueled by hoaxes, alien
autopsy films, Roswell disputes, and self-appointed UFO investigators.
Two years ago, explorations by members of TEAM ORB led to a remarkable
discovery that aliens may be using 'interstellar doorways' to visit
earth, for the purposes of 'remote observation' and scientific study.
A two year investigation, has identified the nature of the Orb
phenomenon, and has captured thousands of images of the alleged aliens
on film, along with holographic imagery projected by the Orbs in

Bryan Williams and Sandra Rehl, two researchers working at TEAM ORB,
to meet with any legitimate government or business organization or
dignitaries from any Government and/or religion, upon request. The
ambassadors apparently wish to discuss the various aspects of a
relationship with Humanity. The ambassadors have somehow convinced
TEAM ORB that they wish to submit themselves to "inspection,
examination and study" to afford Humanity an opportunity to convince
itself that they are real. Apparently, these 'messengers' from afar,
have a message that they wish to convey to the Vatican and to
Humanity.
A Spokesperson indicated that the "Beings of Light", as they call
themselves, are interested in humanity leaving behind its war-like
ways and beginning to grow and expand its other gifts. They hope that
humanity can refined its efforts and direct its focus to efforts aimed
towards the preservation of all life on Earth and the biological
stability of the ecosystem of Earth, itself.
The Spokesperson indicated that the ambassadors were using a
projection system to transmit holographic images through the portals
from their end to Earth's side, and that the Team had been studying
and attempting to decode the meaning of the messages for more than a
year.
The TEAM ORB spokesperson stated that the same offer has been
likewise, as of this morning, extended to or is in the process of
being extended to a wide embrasure of other Religions, and to the
Governments, Businesses and Scientific Organizations and Agencies of
the World.
The offer includes bringing the Orbs, who have agreed to follow Team
Orb as far and as wide as may be necessary, for study and interaction
with, to any such legitimate organization's premises. Travel Expenses

build a four-lane elevated highway to connect the West Bank and Gaza

creating a state in the two territories that lie to the east and west
of Israel. Travel and trade between the two territories is very
difficult. Palestinians require special permits to pass through Israel

Study Shows Snakes Thought
To Be Dead Can Strike Back

BOSTON (Reuters) - Rattlesnakes can take revenge on
those who attack them even if their heads have been
chopped off and they appear to be dead, according to a
study released on Wednesday.
"We found that a sizable proportion of patients
admitted for snakebites were injured when handling
snakes they presumed to be dead," said doctors Jeffrey
Suchard and Frank LoVecchio of the Good Samaritan
Regional Medical Center in Phoenix. "Imminently fatal
injuries do not prevent rattlesnakes from producing
serious or even multiple" bites, they said in a letter
published in the New England Journal of Medicine.
"Education to prevent snakebites should include
warnings against handling recently killed snakes."
The doctors found that snakes thought to have been
dead were responsible for five of the 34 rattlesnake
bites they treated between June 1997 and April 1998.
One of the five snakes had been shot and decapitated,
one had just been decapitated, two had been shot and
one had been bludgeoned with a piece of wood. None of
the bites was fatal but one man had to have a finger
amputated.
"It's a reflex action," Suchard, a toxicologist, told
Reuters in a telephone interview. He said research
published in 1972 showed that snake heads could make
striking-type motions toward a mouse for up to 60
minutes after decapitation.
"Spanish explorers in the New World reported that a
decapitated snake would live for 10 days," he said,
but added this was probably an exaggeration.
