INTERNATIONAL Y2K COOPERATION CENTER OPENS
(Source: Robert MacMillan, NEWSBYTES, 2/4/1999 via the YEAR 2000
INFORMATION CENTER)
On Feb. 5, the world's first INTERNATIONAL Y2K COOPERATION CENTER
opened in Washington. John Koskinen, Chairman of the PRESIDENT'S
COUNCIL ON YEAR 2000 CONVERSION, unveiled the initiative, along with
U.N. Pakistani Ambassador Ahmad Kamal, Chairman of the U.N.'s
INFORMATICS WORKING GROUP, and Carlos Braga, Director of the InfoDev
Program at THE WORLD BANK. The center has been set up to support
regional and sectoral efforts to address the Y2K computer problem,
promote increased cooperation and action among nations and industries
and facilitate greater information sharing on the Y2K issue. The
opening of the center follows on the heels of recent announcements
from Russia and China that their Year 2000 preparations are
considerably behind schedule, and continuing warnings that many
businesses and government agencies in the U.S. also are experiencing
trouble getting ready. (JG)

ALBERTA TREASURER PLAYING SOFTWARE HARDBALL
(Source: Bob Weber, THE CANADIAN PRESS, 2/2/1999 via SANGER'S REVIEW
OF Y2K NEWS REPORTS)
In order to recoup at least some of its growing costs for
exterminating the Y2K bug, the Alberta government intends to confront
computer-industry giants with the message, "This is your equipment,
you supplied it to us, you didn't tell us there was a problem."
According to provincial Treasurer Stockwell Day, computer suppliers
should deal with the Y2K problem the same as car manufacturers do when
they issue recall notices, and fix problems at no cost to the buyer.
He is prepared go toe to toe "with manufacturers or Bill Gates
himself," if needed. Projected costs for making the Alberta
government's 14,000 computers Y2K-compliant have ballooned to nearly
$250 million. (JG)

Subject: [BPR] - The UN Against Jerusalem and Israel
From: bpr-list@philologos.org(BPR)

From: "Moza" <moza@butterfly.mv.com>
The U.N Against Jerusalem and Israel
On 2nd December, 1998, the General Assembly of the U.N. passed a
number of resolutions against Israeli. The first stated that Israeli
sovereignty and law in Jerusalem is illegal. The decision also stated
that the U.N. regrets that two embassies, those of Costa Rica and El
Salvador, are in Jerusalem in this way they recognize Jerusalem as the
capital of Israel . Another resolution called for Israel to withdraw
from the Golan Heights while a third called on Israel to give
self-determination to the so-called "Palestinians".
149 states voted in favor of the first resolution. Only Israel voted
against the resolution while the United States and another 6 states
abstained. 154 states voted for the resolution calling for
self-determination for the "Palestinians". The resolution also called
on Israel to withdraw from Judea, Samaria and Gaza.
This is not the firs time that this evil organization has passed
resolutions against Israel. The meaning of these resolutions is very
clear. All the nations of the world are against Israel. Again the
giant Goliath is against the small David. They are armed with all the
weapons and evil and small Israel has only a small stone and the Name
of the G-d of Israel in her heart and on her lips. But this is enough.
Israel, together with G-d, as in the Biblical times, becomes a
majority and all the nations become a minority. 154 nations decided to
fight against the prophetic decision of G-d to redeem the people and
land of Israel and again to make Jerusalem the eternal capital of the
G-d and people of Israel.
Jerusalem was founded 3000 years ago by King David to be the eternal
capital of Israel according to the word of G-d. Since this moment and
even before when G-d sent Abraham and Isaac to Mt.Moriah, Jerusalem
became the heart of G-d and the people of Israel. The House of G-d,
the Temple, was built with an unlimited dedication and devotion by the
people of Israel for the honor of G-d that stated in His word that He
wants to dwell in the midst of His chosen people, Israel, on Mt.Moriah
in the midst of Jerusalem. The people of Israel swore "If I forget
you, O Jerusalem, let my right hand forget her cunning. If I do not
remember you, let my tongue cleave to the roof of my mouth; if I do
not set Jerusalem above my highest joy." (Psalm137:5,6) For thousands
of years the faces of every Jew have been directed to Jerusalem when
they pray. The synagogues are built facing Jerusalem. The dead are
buried facing Jerusalem. Jerusalem is in the heart of every Jew
whether in joy or in sorrow. Jerusalem and the Temple Mount are the
heart, soul and focus of every Jew and the State of Israel. Israel
cannot exist for one moment without the G-d of Israel and Jerusalem
which is the house of the G-d of Israel. This is a unique story of
unique love between Israel and her G-d and her capital, Jerusalem. You
will not find a similar case in the history of all the nations.
Jerusalem is mentioned more than 700 time in the Tanach with deep
love, appreciation and desire. The people of Israel glorified
Jerusalem for thousands of years and built it to be the most city in
the world not only because this city is their beloved capital but
because this is the city of the G-d of Israel where His House dwells.
In the Q'uran, the holy book of the Muslims, Jerusalem is not
mentioned even once. The Muslims occupied Jerusalem in 638 C.E. They
controlled the city for almost 1300 years as a result of an
imperialistic occupation. They occupied almost half of the world. Even
after such along occupation, they never made Jerusalem as their
capital. When they pray they face towards Mecca in Saudi Arabia very
far from Jerusalem. They bury their dead facing to Mecca. When the
pray on the Temple Mount or in Jerusalem they pray towards Mecca and
their back to Jerusalem. After occupying Jerusalem, they destroyed the
last beuatiful remains of the Temple and the city which the Jews built
with such devotion, and made it another unknown, small and degenerate
oriental city.
After a long time in the terrible, evil exile, after 1900 years of
terrible persecution, holocaust, inquisition and many millions of Jews
being killed because of their faithfulness to the G-d of Israel, His
Word, the land of Israel which he gave them in an eternal covenant, to
the city of Jerusalem and the Temple Mount and fighting for their
dream and desires to se the fulfillment of G-d's prophetic promises to
bring them back to the land, in a miraculous way G-d brought them back
to the land in our time. He replanted their roots in the promised
land. He liberated the land, Jerusalem and the Temple Mount from
foreign British and Arab occupation and again founded the State of
Israel. More than 20,000 Israeli soldiers and many civilians died in
the battles which the Arabs, together with their allies all over the
world, fought against the G-d and people of Israel to destroy G-d's
prophetic plans to again make the land and people of Israel a Biblical
nation, to rebuild the House of G-d and to bring Mashiach ben David
and to again make Israel a treasure amongst all the nations. The
foundation of the State of Israel means the opening of the door for
the redemption of all the nations.
Now the U.N. wants to try to stop G-d's prophetic plans and to destroy
Israel. They prefer the oil, money and the physical power of the Arabs
and the Muslims above the G-d of Israel and the Universe and his plans
to redeem, not only Israel, but all the world. 154 nations voted
against G-d, Jerusalem and the chosen people of G-d, Israel. Even the
United States, which was founded by G-d to stand with and for Israel
against her enemies at this critical time, was not with the G-d and
people of Israel. Such a shame. I am sure that the decision of the
American president and government does not express the feelings of the
majority of the American people who love Israel and her G-d. This is a
time of testing for all the nations and the do not have the moral
strength to meet this test.
We are living in the prophetic end-times which G-d prophesied through
his prophets. Israel is at the focus of this time. G-d is again in the
land of Israel and He is determined to accomplish His prophetic
end-time plans for Israel. No one, even all the nations of the world,
will succeed in stopping G-d and His determined decision to fulfill
His prophetic plans for Israel. The prophets of Israel spoke in the
Name of G-d and exposed this evil behavior of all the nations against
the G-d and the people of Israel./ They spoke of the judgement on all
the nations which is soon to come. The prophet Obadiah speaks of the
nations which will come to take Jerusalem and the land from Israel and
their judgement; "For your violence against your brother Jacob, shame
shall cover you, and you shall be cut off for ever. On the day that
you stood aloof, on the day that strangers carried away his wealth,
and foreigners entered his gates, and cast lots upon Jerusalem, you
were like one of them. But you should not have looked in the day of
your brother, in the day of his misfortune; nor should you have
rejoiced over the people of Judah in the day of their destruction; nor
should you have spoken proudly in the day of distress. You should not
have entered the gate of my people in the day of their calamity; nor
should you have been among those who looked on their affliction in the
day of their calamity, nor have laid hands on their substance in the
day of their calamity; Nor should you have stood in the crossway, to
cut off those of his who escaped; nor should you have delivered up
those of his who remained in the day of distress. For the day of the
Lord is near upon all the nations. As you have done, it shall be done
to you; your reward shall return upon your own head. For as you have
drunk upon my holy mountain, so shall all the nations drink
continually; indeed, they shall drink, and they shall swallow down,
and they shall be as though they had not been. But upon Mount Zion
shall be deliverance, and there shall be holiness; and the house of
Jacob shall possess their own possessions. And the house of Jacob
shall be a fire, and the house of Joseph a flame, and the house of
Esau stubble, and they shall burn them and consume them; and none
shall remain of the house of Esau; for the Lord has spoken it. And
they of the Negev shall possess the Mount of Esau; and they of the
Shephelah the land of the Philistines; and they shall possess the
field of Ephraim, and the field of Samaria; and Benjamin shall possess
Gilead. And this exiled host of the people of Israel, who are among
the Canaanites, as far as Zarephath; and the exiles of Jerusalem, who
are in Sepharad, shall possess the cities of the Negev. And saviors
shall ascend Mount Zion to judge the Mount of Esau; and the kingdom
shall be the Lord's." (Obadiah10-21)
The prophet Zechariah says the same in the Name of G-d; "The Lord has
been much displeased with your fathers. Therefore say to them, Thus
says the Lord of hosts; Turn to me, says the Lord of hosts, and I will
turn to you, said the Lord of hosts. Do not be like your fathers, to
whom the former prophets cried out, Thus says the Lord of hosts; Turn
now from your evil ways, and from your evil doings; but they did not
hear, nor did they listen to me, says the Lord. Your fathers, where
are they? And the prophets, do they live for ever? But my words and my
statutes, which I commanded my servants the prophets, did they not
take hold of your fathers? So that they repented and said: As the Lord
of hosts intended to do to us, according to our ways, and according to
our doings, so has he dealt with us. On the twenty fourth day of the
eleventh month, which is the month Shvat, in the second year of
Darius, the word of the Lord came to Zechariah, the son of Berechiahu,
the son of Iddo the prophet, saying: I saw in the night, and behold a
man riding upon a red horse, and he stood among the myrtle trees in
the glen; and behind him were red, sorrel, and white horses. Then I
said, O my lord, what are these? And the angel who talked with me said
to me, I will show you what these are. And the man who stood among the
myrtle trees answered and said, These are they whom the Lord has sent
to walk to and fro in the earth." (Zechariah1:2-10)
The G-d of Israel says the same through the prophet Ezekiel;
"Therefore, son of man, prophesy and say to Gog, Thus says the Lord
God; In that day when my people of Israel dwells securely, shall you
not know it? And you shall come from your place from the farthest
north, you, and many people with you, all of them riding upon horses,
a great company, and a mighty army; And you shall come up against my
people of Israel, like a cloud to cover the land; it shall be in the
latter days, and I will bring you against my land, that the nations
may know me, when I shall be sanctified in you, O Gog, before their
eyes. ... And it shall come to pass on that day, when Gog shall come
against the land of Israel, says the Lord God, that my fury shall be
roused. ... And you, son of man, prophesy against Gog, and say, Thus
said the Lord God; Behold, I am against you, O Gog, the chief prince
of Meshech and Tubal; And I will turn you around, and entice you on,
and will cause you to come up from the farthest north, and will bring
you against the mountains of Israel; And I will strike your bow from
your left hand, and will cause your arrows to fall from your right
hand. You shall fall upon the mountains of Israel, you, and all your
bands, and the peoples that are with you; I will give you to the
ravenous birds of every sort, and to the beasts of the field to be
devoured. You shall fall upon the open field; for I have spoken it,
says the Lord God. And I will send a fire on Magog, and among those
who dwell securely in the islands; and they shall know that I am the
Lord. And I will make my holy name known in the midst of my people
Israel; and I will not let them profane my holy name any more; and the
nations shall know that I am the Lord, the Holy One in Israel. Behold,
it has come, and it is done, says the Lord God; this is the day of
which I have spoken. And those who dwell in the cities of Israel shall
go forth, and shall set on fire and burn the weapons, both the shields
and the bucklers, the bows and the arrows, and the staves, and the
spears, and they shall burn them with fire for seven years; And they
shall take no wood from the field, nor cut down any from the forests;
for they shall burn the weapons with fire; and they shall destroy
those who destroyed them, and rob those who robbed them, says the Lord
God. ... Therefore thus says the Lord God: Now will I bring back the
exile of Jacob, and have mercy upon the whole house of Israel, and
will be zealous for my holy name; ... When I have brought them back
from the peoples, and gathered them out of their enemies' lands, and
am sanctified in them in the sight of many nations; Then shall they
know that I am the Lord their God, who caused them to be led into
exile among the nations; but I have gathered them to their own land,
and have left there none of them any more. And I will not hide my face
any more from them; for I have poured out my spirit upon the house of
Israel, says the Lord God." (Ezekiel38:14-16,18;39:1-10,25,27-29)
How blind all the nations and the U.N. are. They cannot see this Word
of G-d or understand that they are nothing compared to G-d. They can
pass all the resolutions in the world but only the resolutions of G-d
will be fulfilled and their evil resolutions will fall and they will
be punished. Why can't they learn from the Word of G-d and history?
The are deluded if they think that they can destroy G-d's decisions.
Why don't they learn from the history of the major powers which
decided to destroy the G-d and people of Israel and made resolutions
against them over the centuries and they were terribly punished by G-d
and disappeared from history. Why are the unable or unwilling to
understand that only the G-d of Israel controls the destiny of the
nation of Israel and none pf its enemies. He is determined not to
allow any one of them to even touch the people and land of Israel. The
people of Israel are dedicated to be faithful to the G-d of Abraham,
Isaac and Jacob, to His Word and to the land that He gave them in an
eternal covenant, to Jerusalem and to the Temple Mount. Whether all
the nations want it or not, G-d will soon accomplish His prophetic
plans for Israel. He will rebuild His House and Mashiach ben David
will soon come. In the G-d of Israel we trust.

Reflections on the Death of King Hussein
Analysis:
King Hussein's death causes us to reflect on the origins of Jordan and
the other nation-states in the region. Their origins help explain their
present and future. The region's nation- states have their origins in
political accident, confusion and hidden agendas. Hussein of the
Hashemites, came from a family that had governed Mecca for seven
hundred years. Driven out by the Saud tribe, Hussein's mission was
to remain alive and in power so that he or his heirs could one day
return and reclaim this place of honor. Palestinian issues, Israel, Iraq
were for him tactical issues, matters of transitory importance. He did
not expect to return in his life or even his children's, but memory is
long among the Hashemites and everyone else in the region. Long
memory and patience marked King Hussein's life. Men who never
forget and are infinitely patient are unlikely to be willing to make
lasting peace, no matter what they say. They will simply wait and
remember. That is why there can never be more peace in the Middle
East than there is now. This is as good as it gets.
Analysis:
The death of King Hussein causes us to reflect about the origins of
Jordan as well as those of other countries in the region. When we
think about these things we realize that God truly has a marvelous
sense of humor. The history of the region in the twentieth century
can only be described as both absurd and deadly. Most important, in
spite of King Hussein's apparently sincere dedication to the concept,
the idea of a comprehensive Middle Eastern peace should be met with
gales of laughter from all reasonable people. Rather than thinking
about the future as we usually do, the death of Hussein of the
Hashemite is an occasion to reflect on the past.
Until the end of World War I, Ottoman Turks ruled the area from the
Mediterranean to the Persian Gulf, as well as the entire Saudi
peninsula. Allied with Germany, the Ottomans struggled to hold on to
an empire that had been in retreat for centuries. The British badly
wanted to defeat the Ottomans. Having built the Suez Canal, which
gave them rapid access to India and China, they had to protect it.
They needed to secure the sea-lanes of the eastern Mediterranean and
drive the Turks away from the Canal and its approaches. The British
conducted a series of campaigns to break the Turks, including the
disastrous Gallipoli landings and the more successful invasion of the
province of Syria by General Allenby, who was supported by a
Bedouin army recruited from the Arabian peninsula. Controlled by
British intelligence and special operations teams, including that of the
famous Lawrence of Arabia, they first loosened Turkish control over
Arabia and then supported Allenby's attack on Jerusalem and
Damascus. King Hussein's tribe, the Hashemite, was the engine
behind the operation.
The British were allied with the French, which meant they had to share
the spoils of war. The British kept Iraq and the Arabian Peninsula for
themselves. They did agree to divide the Ottoman province of Syria,
which contained today's Israel, Jordan, Lebanon and Syria. The
division, codified in the then secret Sykes-Picot agreement, was
extraordinarily arbitrary. A line was drawn through the province.
Everything to the north would be French. Everything to the south
would be British.
The French had been making trouble in this area since the 1880s, when
they had intruded into another Lebanese civil war, siding with
Christian factions. The French owed the Christians a great deal. They
also wanted to cement their control of the region by creating a pro-
French Christian state. The Christians were at the time in the majority
(they no longer are), but the area reserved for them contained Shiite,
Sunni, and Alawite Muslims, Druse, and a wide variety of Christians.
The religious groups were further divided among themselves along
clan lines, with some of the bitterest hatreds dividing clans of the
same religion. The nation was a contrivance without any reality. It
didn't even have a real name, so they named it after a prominent
geographic feature, Mount Lebanon. It was as good a name as any.
Fortunately, the French ran out of ideas for improvements and left the
rest of Syria intact, not even changing its name. They did, however,
get rid of the Hashemite King the British had selected. The British
gave him the consolation prize of the Iraqi throne.
The British were busy double-crossing everyone. They had made
many promises to many people. They had promised various
competing Bedouin tribes that they would be given responsibility for
Mecca, just as they promised in the Balfour Declaration that they
would give the Jews a homeland while they also promised the Arabs
that they would control their own destiny. They were particularly
close to King Hussein's tribe, the Hashemites, who had governed
Mecca since the 13th century. Having spearheaded the British
campaign against the Ottomans, you might have thought that the
Hashemites were in good shape. Unfortunately, a rapidly rising
Bedouin tribe, the Saud who were Wahabi Moslems, had become more
powerful than the Hashemite, and the British double- crossed the
Hashemites, turning the Arabian peninsula and the guardianship of
Mecca over to them.
The British had to figure out what to do with the Hashemites. The
royal family could be given thrones, but the tribe itself had to get out
of Arabia, since they would be torn apart by the Sauds or, at the very
least, destabilize the region. The British decided to settle them in the
middle of nowhere. There was not a whole lot east of the Jordan
River, so the British decided to put them there. The region had no
name, since it was primarily a wasteland of little interest to anyone. So
they named it for where it was -- the other side of the Jordan or, to be
fancy, Trans-Jordan. After independence in 1948, the word "trans"
was dropped out and the modern state of Jordan or, to be more
precise, the Hashemite Kingdom of Jordan was born as a homeland for
a displaced band of Bedouin with nowhere else to go.
The rest of the "mandate" was left with the same name it had when it
was a county within the Ottoman province of Syria, Filistina, after the
Biblical people that produced Goliath. The British kept that name and
it became bastardized into English as Palestine. And so the modern
map of the region was born. Palestine consisted of small villages
surviving on agriculture and small merchants. Divided among
Moslem, Christian, Druse and Jewish communities, much of the land
was owned by absentee landlords. The people of Palestine had as
much in common with the Bedouins across the river as a New Yorker
has with a Montana cowboy -- enough not to like each other a lot and
not to understand each other at all. They were now all neighbors.
So, the French invented Lebanon, the British invented Jordan, a
county became Palestine, and the Syrians claimed everything. Then
the Jews showed up. If things weren't wild enough before, Jewish
intellectuals from Poland, who argued the finer points of German
philosophy, decided to come and farm in the middle of this insanity.
The fact that they couldn't speak Arabic merely added to their charm,
since they also knew nothing about farming. Jews living in London
purchased the land from Arabs living in Paris and Cairo, thereby
throwing people who had farmed the land for generations off their
land. Out of this, the State of Israel was born.
There is no point in going on. You get the picture.
The Jews settled primarily along the coastal plain as well as in the
Galilee. There were relatively few settlements in what is today the
West Bank. The Lebanese were not unhappy with creation of Israel,
since they were Christian and liked anything that gave the Moslems a
headache. The Hashemites were not too unhappy either. They had
never really gotten along with their Palestinian brothers. After the
War of Independence in 1948, the West Bank remained under Arab
rule. Since at that time no one had yet thought of an independent
Palestine (the main thinking was that Palestine belonged to Syria),
governance of the West Bank fell to the only Arab country physically
connected to it, the Hashemite Kingdom of Jordan.
This was big trouble for the Jordanians, since the Hashemites didn't
like the Palestinians and the Palestinians didn't like the Hashemites.
Hussein's grandfather held secret talks with the Israelis on a peace
settlement designed to keep the Palestinians under control.
Unfortunately for him, the peace talks didn't stay secret and he was
assassinated. From 1948 until 1967, Hussein, who succeeded his
grandfather, was in constant danger from the Palestinians. In many
ways he welcomed the Israeli conquest of the West Bank, since it
made the Palestinians their problem rather than his. Unfortunately for
him, there were masses of Palestinian refugees living in Jordan after
1967, who decided that it was time to get rid of the Hashemites and
create their own state. They tried to do just that in September 1970.
Unfortunately for them, the Bedouin Army that had been trained by
the British not only defeated the Palestinians but conducted a brutal
massacre, securing the Hashemite throne from its only real threat, the
Palestinians.
The "Black September" massacre had two effects. It directly spawned
a wave of Palestinian terrorism and it turned King Hussein into a wise
statesman. Having taken care of his Palestinian problem, he could
now take the long view. In fact, the last thing Hussein wanted to see
was a Palestinian state. Such a state, bordered by Israel and Jordan,
would inevitably seek to topple the Hashemite throne in order to break
out of an impossible encirclement. Hussein's brilliance was to appear
to be an urbane man and wise ruler utterly dedicated to peace while
doing everything possible to prevent the emergence of an
independent Palestinian state and shifting the blame to Israel. We
suspect that he was much relieved, if not very surprised, when the
Oslo Accords fell apart.
The last thing Hussein wanted was Yasir Arafat feeling hemmed in on
the other side of the Jordan. His mortal enemies, the Saudis, still rule
Arabia (and we wonder how much Hussein's support for Iraq in 1990
had to do with dreams of a return to Mecca after the defeat of the
Saudis). Syria still claims the entire old Ottoman province including
Jordan. No one knows what Saddam in Iraq will do next. Hussein's
exiled Hashemites had more than enough to worry about. The last
thing he wanted to see was an independent Palestinian state
threatening his throne in the year 2000 as it had in 1970. So he acted
the peace maker at the Wye Plantation meeting, content with the
knowledge that nothing could possibly come of any of it.
King Hussein's life and the recent history of the Hashemites embody
the wildly improbable history of the region. The heir to seven
centuries of Bedouin nobility, his presence in Amman was pure
accident and in many ways, utterly temporary. The Hashemites eyes
were always on Mecca and the usurper Saudis. Israel, Palestine and
all the rest were detours in Hashemite history. Hussein was patient,
but then everyone in the region has learned to be patient. Patience
and long memories are part of the region's geopolitics, the one
common denominator of all nations and states in the region,
regardless of the name they were given by the last duplicitous
conqueror.
The point to all of this is that there are no permanent solutions to the
region's problems. All of the current structures are merely temporary
and artificial, some without any real substance at all. How does one
make peace in Lebanon when Lebanon is neither a nation nor a state?
How can Syria, which sees itself as the rightful heir to Jordan, Israel
and Lebanon, give up its inheritance without giving up its identity?
How can Israel, which cannot decide if it is the Third Temple or a place
to produce low-cost microprocessors, make a lasting peace with a
Jordan whose real interest is to dream of a return to Mecca and 700
years of greatness?
Hussein's death reminds us that there is nothing permanent in this
region save perpetual instability. What we have now is as good as it
will ever get. This is something that Hussein understood. He did not
believe in lasting solutions. He believed in permanent, unchanging
interests, the patience to wait until they become possible, and the skill
to stay in power to take advantage of the day, when it comes.
Hussein managed to die while still king of the Hashemite Kingdom of
Jordan. That in itself was his great achievement. There were many
times that people would have given long odds against him pulling that
off. Hussein endured, survived, waited and remembered. The rest
was meant for speeches at Harvard University.
Hussein's secret mission was to survive and to never forget his lost
inheritance. That is everyone's secret mission in the region. That
means tension, conspiracy and war. The best that can be hoped for is
temporary periods of relatively little mayhem. Peace is out of the
question. Many conquerors have come into this region from the
outside, dreaming of permanent empire. They all have gone away,
many broken by the experience. American dreams of permanent, stable
arrangements would be funny, if they weren't so dangerous.

Subject: [BPR] - Rev 6:9 Souls under the altar
From: bpr-list@philologos.org(BPR)
Date: Mon, 8 Feb 1999 17:35:51 +0000
From: "Moza" <moza@butterfly.mv.com>
In my reading today I came across the following which might help
explain Rev 6:9-11:
And when he had opened the fifth seal, I saw under the altar the
souls of them that were slain for the word of God, and for the
testimony which they held: And they cried with a loud voice, saying,
How long, O Lord, holy and true, dost thou not judge and avenge our
blood on them that dwell on the earth? And white robes were given
unto every one of them; and it was said unto them, that they should
rest yet for a little season, until their fellowservants also and
their brethren, that should be killed as they were, should be
fulfilled.
--------------------
The Jewish schools dispose of the souls of Jews under a threefold
phrase, I can hardly say under a threefold state:--
I. In the garden of Eden, or Paradise. Amongst those many instances
that might be alleged, even to nauseousness, let us take one wherein
this very Abraham is named:
"'He shall be as a tree planted by the rivers of waters.' This is
Abraham, whom God took and planted in the land of Israel; or, whom God
took and planted in Paradise." Take one instance more of one of equal
fame and piety, and that was Moses: "When our master Moses departed
into Paradise, he said unto Joshua, 'If thou hast any doubt upon thee
about any thing, inquire now of me concerning it.'"
II. Under the throne of glory. We have a long story in Avoth R. Nathan
of the angel of death being sent by God to take away the soul of
Moses; which when he could not do, "God taketh hold of him himself,
and treasureth him up under the throne of glory." And a little after;
"Nor is Moses' soul only placed under the throne of glory; but the
souls of other just persons also are reposited under the throne of
glory."
Moses, in the words quoted before, is in Paradise; in these words, he
is under the throne of glory. In another place, "he is in heaven
ministering before God." So that under different phrases is the same
thing expressed; and this, however, is made evident, that there the
garden of Eden was not to be understood of an earthly, but a heavenly
paradise. That in Revelation 6:9, of 'souls crying under the altar,'
comes pretty near this phrase, of being placed under the throne of
glory. For the Jews conceived of the altar as the throne of the Divine
Majesty; and for that reason the court of the Sanhedrim was placed so
near the altar, that they might be filled with the reverence of the
Divine Majesty so near them, while they were giving judgment. Only,
whereas there is mention of the souls of the martyrs that had poured
out their blood for God, it is an allusion to the blood of the
sacrifices that were wont to be poured out at the foot of the altar.

UN Wants Israeli Settlements Summit
By RANDALL HACKLEY
Associated Press Writer
UNITED NATIONS (AP) _ Ignoring Israeli and U.S. objections, the U.N. General Assembly overwhelmingly approved a resolution Tuesday calling for an international conference on Israeli settlements in traditionally Arab areas that Palestinians claim are illegal. The vote was 115-2 with five abstentions.
The resolution contends that Israel is violating the Geneva conventions by constructing new settlements in east Jerusalem and on other lands the Israelis captured in 1967.
It calls for a conference of the signatories to the 1949 Fourth Geneva Convention to be convened on July 15 in the Swiss city to consider measures to enforce the convention ``in the occupied Palestinian territory, including Jerusalem.''
``Undoubtedly, this has a great importance,'' the Palestinian U.N. observer, Nasser Al-Kidwa said after the vote.
``We look forward to the convening of that conference on time.'' he said. ``We look forward to the expected important results.''
But Switzerland's U.N. observer, Jeno Staehelin, said his country would not participate in such a conference unless the signatories first agreed on measures to handle grave violations ``wherever they occur.''
The Palestinians charge that Israel's settlement programs blatantly disregard the terms of October's Wye River peace agreement, negotiated in Maryland with President Clinton. They claim the actions also violate the Fourth Geneva Convention on the protection of civilians in time of war.
During two days of speeches, speaker after speaker supported the Palestinians and demanded that Israel halt construction in contested areas and adhere to the peace agreements.
The General Assembly had been scheduled to conclude the debate Monday, but postponed the debate to pay tribute to Jordan's King Hussein. The U.N. Security Council on Tuesday paid tribute to the king, calling him ``a steadfast warrior for peace.''
On Tuesday, Jordan and Egypt were among the countries accusing Israel of ignoring international law by building new settlements on confiscated land.
Israel's U.N. ambassador, Dore Gold, said Tuesday that his country opposes ``one-sided U.N. resolutions.''
Gold called the emergency session ``a total abuse of the U.N. system,'' saying conventions meant to protect civilians in time of war are being manipulated to block housing projects.
The Geneva conventions established a code of conduct for the treatment in wartime of prisoners as well as the sick and wounded. They also say an occupying power must guarantee the protection of civilians in areas it occupies.
At issue is land seized by Israel during the 1967 Mideast War, including the West Bank, Gaza and east Jerusalem. The Palestinians say Israeli settlements threaten to change the makeup of these areas, even as their future is being negotiated.
The Palestinians point to a 6,500-unit Israeli housing project planned in Har Homa that they say violates Geneva conventions that prohibit population transfers in occupied territory.
Resolutions from the 185-member General Assembly are nonbinding, and Israel has routinely ignored U.N. declarations regarding relations with the Arabs.

Subject: [BPR] - News: Milestone NRL/NASA Experiment
From: bpr-list@philologos.org(BPR)
Date: Wed, 10 Feb 1999 11:30:59 +0000
From: "Moza" <moza@butterfly.mv.com>
Public Affairs Office
Naval Research Laboratory
Washington, D.C.
NRL Press Release 60 &60a-98r
November, 1998
Milestone NRL/NASA Experiment Demonstrates Unprecedented Data
Transmission Rates
During a record-breaking demonstration of a Ka-band, two-way satellite
communications link, scientists from the Naval Research Laboratory
(NRL), NASA's Lewis Research Center, and their industry partners
achieved an unparalleled data rate transmission of 45 megabits per
second (Mbps) between a moving vessel at sea and a fixed-earth
station. Previously, the highest demonstrated ship-to-shore satellite
data rate was 2 Mbps.
A series of tests conducted in October on southern Lake Michigan, near
Chicago, using NASA's Advanced Communications Technology Satellite
(ACTS), clearly illustrate the viability of high data rate (HDR)
Ka-band systems for ship-to-shore communications. High data rates will
open new applications for both Navy communications and civilian users
of mobile satellite systems and services.
Using current technology, the Navy cannot link HDR shipboard local
area networks (LANs) to terrestrial networks at comparable HDR speeds
while ships are away from port. NRL now has programs underway to
develop and demonstrate techniques to enable HDR wide area network
satellite and wireless connectivity from ships, and HDR satellite
communications are a critical component of many of these programs. The
objectives of this experiment focused directly on significant elements
of HDR mobile networking, in this particular case ship-to-shore, that
address this current DoD requirement.
Ultimately, small-deck combatants such as destroyers and frigates
outfitted with similar equipment could benefit from the same
meteorological and oceanographic data currently received by carriers,
cruisers and other large-deck combatants. The faster data transmission
rate will also permit small-deck vessels to receive teletraining along
with their large-deck counterparts and make teleconferencing
technology available for interactive planning, crisis management and
telemedicine.
The NRL-NASA Shipboard ACTS Ka-band Experiment (SHAKE) provided at
least 20 times greater data rate than the current shipboard standard,
demonstrating data rates of 45 Mbps and user applications (file
transfers, video teleconferencing) data rates of above 40 Mbps,
significantly higher than the current 1.5 Mbps or 64 Kbps standards.
While future Navy systems may not require 45 Mbps to a single
platform, it is likely data rates in the 1-2 Mbps range, with the
ability to increase as required, will be required on a larger number
of ships and combatants than is currently available today.
The NRL and NASA SHAKE researchers conducted other experiments
concurrently with the data rate transmission trials, including:
* TCP/IP file transfers, which would permit the high speed transfer of
imagery, strategic and tactical theater information to and from Navy
ships. This data transfer technique is also applicable to a host of
NASA spacecraft in near-Earth orbit that routinely transmit data from
space to ground using Geostationary relay satellites. Data transfer
tests were conducted in disk-to-disk, disk-to-tape, and tape-to-disk
configurations.
* Video and voice technologies for real-time video and voice delivery.
These technologies can be used for video conferencing, crisis
response, telemedicine, mentoring, education, telephony, and
entertainment.
* Tracking performance testing of the current system in a Ka-band with
the satellite in an inclined-orbit environment was evaluated.
The final goal of this work, says NRL principal investigator Mike
Rupar, is to support the use and understanding of emerging Ka-band
satellites and services to fulfill emerging HDR Naval satellite based
networking requirements. Understanding how emerging satellite services
can best be used to meet Naval requirements and how the Navy can best
be positioned to use these emerging services is a critical component
of this work. Underlying networking, protocol, terminal, and
bandwidth-on-demand issues, combined with variable bit rate service
and HDR capabilities, present challenges not typically addressed in
current Naval SATCOM systems, notes Rupar.
Louis R. Ignaczak, Chief, ACTS Experiments office notes, "With today's
pressure of shrinking resources, rapid advancements in technology, and
the pursuit of relevant communication architectures for one's mission,
it is becoming extremely important to collaborate on synergistic
endeavors and leverage unique opportunities -- it seems to be a
natural fit for NASA and NRL to jointly promote technology that
benefits the Nation as a whole."
Supported by the Office of Naval Research, participating industry
organizations included: Infinite Global Infrastructures, Chicago, IL;
Sea-Tel, Inc., Concord, CA; Hill Mechanical Group, Chicago, IL; FORE
Systems, Pittsburgh, PA; Xicom Technologies, Santa Clara, CA; Raytheon
Marine Company, Manchester, NH; and Comsat Laboratories, Clarksburg,
MD.
Background
The Advanced Communications Technology Satellite (ACTS) spacecraft was
launched by NASA in September of 1993 to accelerate the advancement of
satellite communications systems. ACTS is situated in geostationary
orbit at 100 degrees West Longitude. The satellite and its associated
ground systems are managed by the NASA Lewis Research Center in
Cleveland, OH. System attributes once considered unique to ACTS that
are now becoming common in modern satellite systems, include operation
in the Ka-band, the use of high-gain spot beams, a high-gain steerable
antenna, and a family of high data rate, very small aperture
terminals.
To date, several mobile experiments have been performed through NASA's
using a variety of different terminals supporting data rates ranging
from 10 kilobits per second up to two megabits per second. These
experiments have been performed on a variety of vehicles ranging from
aircraft, land mobile vehicles, a commercial seismic acquisition
vessel, and most recently, a US naval vessel (an Aegis cruiser). The
highest ship-to-shore satellite data rate demonstrated during any of
these experiments was a link operating at two megabits per second
between the MV Geco Diamond and NASA's Jet Propulsion Laboratory using
JPL's slotted waveguide mobile antenna system. This experiment was
performed in conjunction with the American Petroleum Institute's ARIES
project in February of 1996.
Experiment Overview
The NASA/NRL team performed a variety of application and technology
verification experiments during the October trials. The shipboard
station communicated via the satellite with the Cleveland ACTS High
Data Rate station located at the NASA Lewis Research Center. The
vessel used for the tests was the Entropy, a 45' Bayliner Motor Yacht
based in Chicago, IL.
The fixed station consisted of a existing ACTS HDR station equipped
with a NASA-developed custom Up/Downconverter and an EF Data SDM-9000
satellite modem with a DS-3 interface. The satellite link was
optimized by the use of a COMSAT ALE-2000 ATM Link Enhancer using ATM
Cell-Level Reed-Solomon Forward Error Correction. The COMSAT ALE was
situated between the EF Data Modem and a FORE Systems ASX-200BX ATM
switch. Connected to the ATM switch was a Sun Ultra2 workstation, as
well as ATM video and audio adapters that were also provided by FORE
Systems. The end-to-end communications system supported the
transmission and reception of high-speed TCP/IP data transfers,
interactive TCP/IP data, production- quality video, and CD-quality
audio.
The shipboard station consisted of a 1.0 meter antenna with a tracking
pedestal provided by Sea-Tel, Inc. This antenna system was integrated
for Ka-band operation by a team of engineers and technicians from
SeaTel, NASA and NRL, incorporating hardware contributions by all
three organizations. The terminal included a NASA-designed primary
Up/Downconverter, conscan tracking, a Xicom 120W Ka-band power
amplifier, and the same modems as used by the fixed station. Heading
stabilization was attained by a precision gyro compass manufactured by
Raytheon Marine Company.

Subject: [BPR] - Writing on the Ground
From: bpr-list@philologos.org(BPR)

From: owner-bpr@philologos.org
(John 8:6-8 KJV) This they said, tempting him, that they might have to accuse
him. But Jesus stooped down, and with his finger wrote on the ground, as though
he heard them not. {7} So when they continued asking him, he lifted up himself,
and said unto them, He that is without sin among you, let him first cast a
stone at her. {8} And again he stooped down, and wrote on the ground.
----------
The Scriptures tell us that the scribes and Pharisees brought a woman caught in
the act of adultery to Jesus to see what should be done with her. Their plan
was of course a devious attempt to trick Jesus. According to the accusers,
Jewish law demanded this woman's execution, but Roman law had denied the Jewish
courts to impose such a death penalty. Jesus was faced with a certain dilemma.
By suggesting the death penalty, He would violate Roman rule, giving the
scribes and Pharisees an opportunity to accuse Him to the Romans. By not
suggesting the death penalty, He would then compromise the Jewish law.
Jesus is asked in John 8:5 -- "In his teachings, Moses ordered us to stone
women like this to death. What do you say?"
Jesus didn't answer. Instead, He stooped down and began to write on the ground.
They continued to question Him further. He stood up and answered, "The person
who is sinless should be the first to throw a stone at her." He bent down and
again wrote something on the ground. One by one, the woman's accusers left.
The Bible doesn't tell us what Jesus wrote on the ground. However, we may have
some insight into why He decided to take this action.
In the December 1998 issue of "Bible Review" one possible explanation is given.
David Noel Freedman, the general editor of the Anchor Bible series suggests
that the events described in John occurred on the Sabbath. According to Jewish
law writing was prohibited on the Sabbath with the possible exception of
"certain writing that did not leave a lasting mark." The Mishnah mentions that
one could write with "fruit juice, with dirt from the street or with writer's
sand. (Shabbat 12:5)."
Freedman suggests that possibly Jesus wrote on the ground to demonstrate to His
attackers that He was well versed in Jewish law. Jesus wasn't avoiding their
question. On the contrary, He was demonstrating His knowledge of the law and
thus could easily answer them. Perhaps the woman's accusers realized this as
well, which prompted their retreat. Normally, the witnesses would be the first
to cast the stones. However, a false witness would bring about the same penalty
upon themselves. It appears no one stayed around to take that chance.

HI .
I didnt know the Mishnah law about writing on the Sabbath and about how
one could write if one left no lasting writing. I have wondered though
what it was that He ,Jesus Christ , was writing in that sand that day. I
sometimes think it may have been a sin or sins of everyone in the group
who prepared to stone the woman caught in adultery. Pure speculation as
we dont really know what He wrote, though. Love and prayers for the list

JESUS CHRIST IS COMING BACK SOON SO..................................
"Keep Looking Up"
[BPR Note: Hi Sky... you're not alone in thinking that Jesus was possibly writing down
the sins of the woman's accusers. Michael Card in his book, "Parable of Joy" writes concerning
this particular verse:
"Jesus' writing on the ground is a fascinating eyewitness detail, another hallmark of John's
writing style. The Greek word 'katagraphein' literally means to 'write down' and connotes a process
of listing. One ancient variant text tries to express this idea by saying, 'He was writing with his finger
on the earth to declare their sins and they were seeing their secret sins on the stones."
Michael Card then directs us to look at Jeremiah 17:13 (NIV) -- "O LORD, the hope of Israel,
all who forsake you will be put to shame. Those who turn away from you will be written in
the dust because they have forsaken the LORD, the spring of living water." Card reminds
us that in John ch. 7 that Jesus described Himself as the living Water.
As a personal note, I cannot praise Card's book enough. It is probably the most favorite
of my collection. He translates the book of John, gives commentary and scholarly footnotes,
and then finally interjects a bit of artistic expression by doing some story-telling. I do not
know of another person that has this book, so I consider this one of my rare finds. <g> -- ]

BORDER DISPUTE?
A new border dispute between Egypt and Israel may be in the offing.
The Egyptian Gazette reports that Egypt plans to demand land on which
the Princess Hotel is located, very close to the border between the
two countries. Egyptian government sources reportedly claim that,
according to the international borders delineated at the start of this
century, the land belongs to Egypt. The Egyptian Foreign Office has
not denied the report. Sources in Jerusalem say they are aware of
Egypt's claims to property in the area, but that such demands have
never been officially presented. Israel President Ezer Weizman is set

*** Israel leader fears religious clash
JERUSALEM (AP) - Israel's founding fathers deliberately avoided an
explosive issue when they chose not to define the role of religion in
the state. But after 50 years, it appears that ultra-Orthodox and
secular Jewish Israelis are gearing up for a showdown over the issue.
Orthodox rabbis, furious with Supreme Court decisions they claim
oppose Halacha, or Jewish law, launched an unprecedented attack this
week, calling the justices enemies and saying they were ignorant of
Jewish law. Orthodox leaders said Thursday they expect hundreds of
thousands to join a protest Sunday against the judiciary. So far,
seven secular groups have applied for police permits to
counter-demonstrate. See

Each year the staff at Beloit College in Wisconsin puts together a
list to try to give the faculty a sense of the mindset of that year's
incoming freshmen.
Here's this year's list (1998-99):
1.The people who are starting college this fall across the nation
were born in 1980.
2.They have no meaningful recollection of the Reagan Era and did not
know he had ever been shot.
3.They were prepubescent when the Persian Gulf War was waged.
4.Black Monday 1987 is as significant to them as the Great
Depression.
5.There has been only one Pope. They can only really
remember one president.

Tiananmen Square means nothing to them.
9.Their lifetime has always included AIDS.
10.They never had a polio shot, and likely do not know what it is.

seen a black-and-white TV.
23.They have always had cable.
24.There have always been VCRs, but they have no idea what BETA is.
25.They cannot fathom not having a remote control.
26.They were born the year that the Walkman was introduced by Sony.
27.Roller-skating has always meantinline for them.
28.The Tonight Show has always been with Jay Leno.
29.They have no idea when or why Jordache jeans were cool.
30.Popcorn has always been cooked in a microwave.
31.They have never seen Larry Bird play, and Kareem Abdul-Jabbar is a
football player.
32.They never took a swim and thought about Jaws.
33.The Vietnam War is as ancient history to them as WWI, WWII, or
even the Civil War.
34.They have no idea that Americans were ever held hostage in Iran.
35.They can't imagine what hard contact lenses are.
36.They don't know who Mork was or where he was from.
37.They never heard the terms: "Where's the beef?", "I'd walk a mile
for a Camel," or "de plane, de plane!"
38.They do not care who shot J.R. and have no idea who J.R. is.
39.The Titanic was found? I thought we always knew where it was.
40.Kansas, Chicago, Boston, America, and Alabama are places, not
groups.
41.McDonald's never came in Styrofoam containers.

Thu Feb 11 , 1999 -- Cambodian Health Ministry officials said
Wednesday that the country may soon become one of the nations most
affected by HIV in the world. Tea Phalla, deputy director of the
National Center for HIV and AIDS, said that about 100 people contract
HIV daily in Cambodia and that high risk behavior, poverty, migration,
high levels of sexually transmitted diseases, and access to
inexpensive prostitutes are helping to spread the disease. According
to estimates, 18,000 people in Cambodia have progressed to AIDS and
about 150,000 are infected with HIV. Conservative estimates hold that
the epidemic will cost Cambodia about $2 billion by 2006, if effective
intervention is not implemented. (Source: Kyodo News Service)
China: Rat disaster warning went into effect
Weekend News Today

Thu Feb 11 , 1999 -- A rat disaster warning went into effect in the
northern Chinese region of Ningxia on Monday, as the area's burgeoning
rat population is poised once again to devour millions of pounds of
grain from the area. Last year, officials reported a loss of 92
million pounds (42 million kilograms) of grain due to the infestation.
In 1997, an estimated 576,000 acres (233,000 hectares) of rural land
in Ningxia's southern regions were ravaged by the rodents, according
to the Xinhua news agency. The rats are known to store excess amounts
of stolen grain in preparation for the winter months, prompting local
residents to dig for the buried caches of grain. Experts predict that
the rat plague will grow for several decades due to the decline of the
rodents' natural predator population -- cats, foxes, snakes and
eagles.
Thailand: Hundreds of hungry monkeys raid villages
Weekend News Today

Thu Feb 11 , 1999 -- Hundreds of wild monkeys are raiding villages for
food in northeastern Thailand because cash-strapped local governments
have stopped feeding them, AP reported yesterday. Experts estimated
that around 2,000 wild monkeys live in forests around the villages.
The monkeys began going hungry several months ago, when villages ran
out of food for the animals and failed to receive new funds to buy
provisions.
Australia: Worst flooding in century claims 7 lives
Weekend News Today

Thu Feb 11 , 1999 -- The worst flooding in a century swept through a
part of the eastern coast of Australia, killing 7 victims after, AP
reported Though rains are normal at this time of year in the tropical
southern hemisphere summer, the deluge that began falling on
Queensland about a week ago has inundated rural areas. In the farming
center of Gympie, about 90 miles north of Brisbane, the flood-prone
Mary River rose well above its normal level. It was said to be the
city's highest flood since 1898 and the third worst on record. The
rain eased Thursday and water levels began to drop, but attention is
now turning downstream to the town of Maryborough, where the swollen
river is expected to peak Friday. Sydney has also had heavy rains
almost daily for about two weeks.

Colorado: Irish potato famine fungus threatening producers
Weekend News Today
By Staff Writer
Source: Yahoo!
Thu Feb 11 , 1999 -- Late blight, the fungus that caused the Irish
potato famine 150 years ago, is now threatening producers in southern
Colorado's San Luis Valley, AP reported. The valley was the last
potato-growing region of the United States to have escaped the blight
since it devastated Ireland in 1845. Last summer, the blight, which
has been causing problems for some Idaho growers, appeared in the
valley for the first time, affecting more than 75,000 acres of
cropland. For the third year in a row, the valley will be quarantined
by state and federal officials, who will inspect every incoming load
of seed potatoes.
Flu-like illness hits classrooms
Weekend News Today
By Staff Writer
Source: Yahoo!
Wed Feb 10 , 1999 -- A flu-like illness is causing an epidemic of
absenteeism in Washington County schools of western Maryland. Several
principals are reporting more than ten-percent of their students have
been staying home. Many of them have high fevers, stomach aches, and
chest congestion. The flu is also hitting hard in southwest Ohio.
About 1000 kids were brought into the hospital's emergency room with
flu-like symptoms this week. About 600 visits would be normal during
this time. Areas of northern Ohio are suffering too. Lorain Catholic
High School canceled classes yesterday because about 50 of the
school's 350 students are sick. Meanwhile, the Center for Disease
Control and Prevention has classified the flu outbreak in Connecticut
as Category Two. The designation means cases of influenza have been
documented in counties that comprise at least half the state's
population. 52 year old woman, who was diagnosed with the flu a week
ago, died over the weekend.

Human Identity Reduced To A Bar Code
Canned peas, beans, and human beings all have something in common --
they can be identified with a bar code. It takes more than supermarket
science to see a human's bar code, however. The Department of Energy's
Idaho National Engineering and Environmental Laboratory and Miragen, a
biotechnology company, are developing a technique that can display a
"bar code" of antibodies that is unique for each person and may become
a powerful new tool for law enforcement.
INEEL's chemical engineer Vicki Thompson presented an overview of her
work to date to the International Society for Optical Engineering
(SPIE). Her paper will be published in the conference proceedings
called Enabling Technologies for Law Enforcement and Security in
January.
Miragen, based in Irvine, California, has developed a technique called
the Antibody Profile Assay (AbPTM) that can identify an individual by
a subset of normally occurring antibodies present in his body. These
antibodies, called Individual Specific Autoantibodies (ISA's), are not
affected by medicines or illnesses, and with very few exceptions are
stable across a person's lifetime -- just like a fingerprint.
The AbPTM technique involves flushing a sample containing blood (or
potentially other bodily fluids) across a strip of paper lined with
bands of specific proteins that the ISA's can cling to. The paper is
then rinsed with reagents that stain the ISA's, and researchers are
able to see which ISA's an individual has. There is little sample
preparation necessary, and the results are in a permanent,
easy-to-read format. The test can even distinguish between identical
twins -- something DNA testing cannot. Until recently, Miragen has
marketed the technique only for medical and agricultural purposes, but
researchers at the INEEL are interested in developing this new
technology for law enforcement.
"The test itself is very simple to do; the chemistry behind it is
not," says Thompson. Although she says she doesn't see this technique
replacing DNA testing, it does offer several advantages: One, the test
can be prepared by someone with a high school education. Secondly, the
fact that this test does not require DNA material, only bodily fluids,
gives law enforcement a very powerful new method for proving someone
was at a crime scene. This could be very important in cases of alleged
rape where the suspect has had a vasectomy - there is no DNA in the
fluid, but there are antibodies.
Also, results from the AbPTM assay are available in around two hours
whereas DNA tests can take anywhere from 24 hours to three weeks. The
assay provides an additional method with which law enforcement
personnel can prove identity. This technique, which costs an estimated
$20 per test, is significantly cheaper than DNA testing, which can
range from $200 to $1,200 per test.
Thompson is partnering with Miragen through a cooperative research and
development agreement to test the technique's efficacy against the
real-world problems facing law enforcement. Recently, she provided
blood samples from 10 people to the Wyoming State Crime Laboratory.
They agreed to doctor blood samples to simulate crime scene challenges
for Thompson and her team.
"They added gasoline to the blood samples, swabbed the blood off of
sidewalks, windshields, and cars, mixed the samples, and even used
animal blood," said Thompson. Surprisingly, animal blood is often
found at crime scenes, and the assay technique must distinguish
between human and animal blood, said Thompson. The Wyoming lab
obtained samples of blood from cats, dogs, sheep, coyotes -- even
moose. "It's not like you often find moose blood at crime scenes,"
says Thompson with a laugh, "it was just what was easy for them to
obtain." The Wyoming Lab created a key of what was done to the samples
(and who they belonged to) and sent Thompson 422 sample puzzles to
solve.
Thompson was able to correctly identify 91% of the samples. The assay
technique was less reliable with blood samples that had been exposed
to temperatures above 60=BAC (140=BAF) and samples contaminated with dirt.
"The blood samples just get too degraded at high temperatures," says
Thompson, "and we really don't understand what is happening with the
dirt."
Thompson later scooped dirt from outside her lab and did several new
tests.
"It seems to make a real difference in the samples mixed with dirt if
it is over 24 hours before we test them -- that is a lot of time for
microbes to work," she says. This is problematic because microbes are
abundant in soils, and not all crimes scenes are discovered (and their
evidence gathered) within 24 hours. Thompson also decided to make the
new test non-responsive to animal antibodies completely. She changed
the reagent wash composition so that only human ISA's are stained and
create a color band, while the animal antibodies are ignored.
A success rate of 91% is not good enough for the courts. "We realized
that the technique had to be made more sensitive," says Thompson. With
funding from the INEEL's discretionary research program, Thompson is
improving the test procedure. By using an additional wash of reagents,
she is able to build up more of the reagents that stain the ISA's on
the protein strip -- refining the distinct bands.
In 1999, Thompson will test her new process against more simulated
crime scene situations, and work toward statistical proof that the bar
code is truly as unique to each person as a fingerprint. The validity
of the assay has to be statistically proven before the test results
will be widely used in court proceedings.
