BRUSSELS, Dec 15, 1999 -- (Agence France Presse) Javier
Solana, the European Union's foreign policy and security
representative, said Wednesday he was not referring to Boris
Yeltsin's mental condition when he said the Russian president was
not in possession of all his faculties.

Solana, his spokeswoman said, was referring to Yeltsin's "physical
condition" when he made the remark Catalonian regional television
Canal 33 on Monday.

He was not, she stressed, talking about the Russian president's
mental capacities when he made the remark that was widely
quoted up in the Spanish press Tuesday.

Solana, who is also secretary general of the Western European
Union, made the remark in reference to Russia's handling of the
Chechnya crisis, telling the television station: "We have seen him
on television screens all over the world and no one can hide it. We
must say loud and strong that we Europeans cannot tolerate the
Russians behavior in Chechnya, that we find it unacceptable." ((c)

Australia: Mysterious object lands in dam

Wed Dec 15,1999 -- A mysterious flying object has landed in an
Australian country dam, leaving a large crater, and sunk beneath
the mud, Reuters reported. Air tests around the dam found no
radioactivity, but water supplies from the dam to the nearby town of
Guyra have been cut. Police have also erected a one-mile no go
zone around the dam, as curious locals and scores of media
descend on the sleepy town of Guyra, 250 miles north of Sydney.
The mysterious object, which landed sometime between December
6-8, has left a 50-foot-long and 20-foot wide crater. The object
appears to have hit the dam at about 45 degrees and skidded
before sinking.

Philippines: Earthquake forces cult out of tunnels

Wed Dec 15,1999 -- A quake on Wednesday forced out more than
2,000 followers of a Philippine cult hiding in tunnels for fear of the
sky raining down fire at the start of the new millennium, Reuters
reported. The tremor struck at 1:12 p.m. (0512 GMT) and
measured 4.8 on the open-ended Richter scale, the Philippine
Institute of Volcanology and Seismology said. The quake was
centered near the coastal town of Ormoc, 570 km (355 miles)
southeast of Manila. Officials said followers of cult leader Ceferino
Qunito were hiding in dozens of tunnels in the central province of
Leyte. A spokeswoman for the municipal office told reporters police
had been deployed around the tunnels, which were considered
unsafe.

Waqf dumps First Temple artifacts in a stream

Wed Dec 15,1999 -- Remnants dating back to the First and
Second Temple periods have been found in waste and dirt dug out
of the Temple Mount during groundwork by the Waqf (Muslim
religious administration) at the site of Solomon's Stables. Dozens
of trucks have spent the last two nights clearing out thousands of
tons of dirt dug out of the Temple Mount. The trucks have been
dumping their loads in a stream near the Kidron River, itself an
archaeological site, without informing the Antiquities Authority or
seeking the Jerusalem Municipality's permission. Archaeologists
who visited the Kidron River dumping site yesterday and on
Monday night said that artifacts uncovered of late, including stone
tools, can be dated back to the Second Temple period and even
the First Temple era. Samples of the waste were tested yesterday
by archaeologists at Bar-Ilan University and by a reknowned
Jerusalemite archaeologist who agreed that most of it can be
traced back to the Second Temple Period. While archaeologists
were examining the mounds of dirt yesterday at the dumping
ground, a Palestinian man arrived and identified himself as a
member of the Waqf. He shouted at the archaeologists and
members of the Hai Ve'kayam (Alive and Well) movement, which
fights for rights of Jews to pray on the Temple Mount, that they had
no right to be there. "We have cleared out the garbage of the
Christians and the ground has returned to the Muslims," he
shouted. The Jerusalem District Court last night was expected to
announce its decision on Ha Ve'kayam's request to issue a stop-
work order against the Waqf's transporting of dirt from the Temple
Mount. The movement proposed that the Antiquities Authority
supervise the removal as well as carry out examinations of the dirt.
They believe that since the Waqf has been declared the "trustee" of
the Temple Mount, they should be held responsible for the assets
discovered inside it. The High Court of Justice gave the government
until next Sunday to respond to Hai Ve'kayam's request.

Nazareth Muslims warned to strike their tent

Wed Dec 15,1999 -- Israeli Public Security Minister Shlomo Ben-
Ami has issued a stern warning to Islamic Movement activists in
Nazareth who set up a prayer tent across from the Basilica of the
Annunciation. The tent stands on part of the area alloted to build a
mosque and the activists turned the remainder of the plot into a
parking lot for worshipers, in opposition to the agreement of the
special ministerial committee established to deal with the disputed
grounds. Foreign television channels, Italian channels in particular,
that are preparing for Christmas and New Year's broadcasts from
the city in expectation of the Pope's visit, yesterday filmed the tent.
A protest tent that stood on the same spot for months had been
taken down after the compromise agreement was worked out with
Israeli authorities. Ben-Ami demanded of the city's Islamic
Movement heads that they dismantle the tent, threatening to
reconvene the ministerial committee and cancel the previous
agreement if the tent was not dismantled. Last night, Ben-Ami's
representatives were expected to meet with those responsible for
putting the tent back up. The compromise agreement, which was
presented to the Muslim and Christian factions about two months
ago, determined that the Muslims would be allowed to build a
mosque on a fraction of the area around the grave alleged to be
that of a Muslim martyr, Shihab a-Din, across from the basilica,
and the municipality would be allowed to build a square on the
remaining area. The mosque would only be built after its plan was
subjected to the usual acceptance process for construction
projects. The protest tent, which raised the ire of church officials
and clouded the atmosphere before the expected Papal visit to
Israel, was dismantled near to the time that the symbolic
cornerstone of the mosque was laid. A spokesman for the United
Arab List faction on the Nazareth city council, Attorney Aziz
Shuhada, said last night that the tent, which has been adorned
with neon lights, was pitched in honor of the Islamic month of
Ramadan. Faction chair Suleyman Abu Ahmad claimed that
Northern District Police Commander Alik Ron had met with him
three days before and authorized his people to erect the tent in the
event of rain. The tent was established last week, days before the
recent rainfall.

Mission Impossible TV show. But soon e-mail may vanish just as
completely.

Thanks to San Francisco-based startup Disappearing Inc., senders
of electronic mail will be able to attach an =93expire-by=94 date to their=

messages. Available to corporate clients starting in January, the
company=92s as yet-unnamed plug-in will work with any existing mail
system. The application also will work with a variety of encryption
systems, including Blowfish and RSA, according to Rod Lehman,
vice president of marketing for Disappearing. Priced at $3 to $5 per
user per month for corporate customers, it won=92t be available for
home use until next summer. Disappearing e-mail will make
electronic communication more popular, predicts Kerry C.
Stackpole, president and CEO of the Electronic Messaging
Association, a trade group. =93Being able to do that on a secure
basis in a consistent fashion with ease is going to just encourage
people to use the Internet more.=94

How it Works
Once you=92ve loaded the plug-in, it creates a menu item called =93DI
sending options.=94 When you send an e-mail message, you can
choose the length of time you want the message to exist =97 five
minutes, a week, a month or forever. Then hit send. =93Every time
you go to send a message with Disappearing Inc., we assign it a
unique key and encrypt it,=94 Lehman says. Disappearing e-mail will
work whether the e-mail recipient has the plug-in or not. When the
recipient gets the e-mail, the message will appear as an encrypted
attachment. When it=92s opened, the recipient=92s e-mail client picks
up the key from the sender=92s system. The sent message will be
available in the recipient=92s inbox for the specified length of time
unless the sender deletes it. If the sender thinks better of the
message before it=92s read by the addressee, it can be deleted and
the recipient will get a message saying the message has been
deleted. Once the key is deleted by the sender, the message
reverts to its encrypted form and can=92t be retrieved on either
computer system. Of course, even Disappearing Inc. can=92t protect
you absolutely. If you send harassing or incriminating messages,
the receiver could, print or save a screen shot of the message
before it=92s deleted. But if both parties agree that e-mail
correspondence is private then, once deleted, it will be almost
impossible for anyone to recover messages. Thus the primary use
of disappearing e-mail is likely to be between people who agree to
keep their correspondence private.

For the Company or the Employee?
Finding a way to send and receive secure e-mail is an ongoing
challenge. Even after you=92ve deleted private or offending e-mail sent
with conventional systems, it can usually be retrieved by high-tech
sleuths. Deleted-but-retrieved messages have come back to haunt
many people, as Microsoft executives well know from the
company=92s antitrust trial. =93So far, the level of interest in security
and privacy has been greater than the success of most of the
companies tackling the problem,=94 says Kevin Werbach, managing
editor of high-tech newsletter Release 1.0. Though encryption
technology can create secure systems, this is the first use of
existing technologies to create private e-mail on demand, Werbach
says. At $3 to $5 per user, a company of, say, 150 employees
could end up spending almost $10,000 a year on a service that
may protect employees=92 privacy more than that of the company at
large. Companies with 1,000 employees would be looking at
$36,000 to $60,000 =97 a sizable fraction of many companies=92
information-systems budgets. =93I think there=92s a demand for this,=94
Werbach says. =93The question is whether companies recognize the
value of it.=94 Founded in November by brothers Maclen and Dave

CHRISTIANITY has plummeted in Britain with less than half the
population believing in Jesus Christ and 14 per cent claiming
not to know who he is, according to a survey published today...

The findings reflect a shift towards a more relaxed "pick and
mix" approach to spirituality. It is now common for people to
adopt new-age beliefs alongside Buddhist teachings, while
dipping into Christian worship. There is also less social
pressure on Britons to attend church and to take their children
to Sunday school.

TEMPLE MOUNT DESECRATION TO BE FOCUS OF ZO
ARTZEINU PROTESTS

Following yesterday's announcement that Zo Artzeinu -"This is Our
Land" - will be fully re-activated, leader Moshe Feiglin has
announced that a giant demonstration will be held on Monday,
Dec. 27, outside the Temple Mount on the Mt. of Olives. The topic
of the protest: the desecration of the Temple Mount by the Moslem
Waqf. Feiglin promised that the rally would have a permit and that
there would be no violence, but did not promise that laws would not
be violated. "Whatever was permitted the truck-drivers when they
protested the rise in fuel prices, is also permitted those who
protest the desecration of our Land," he said.

In a letter today to Attorney-General Elyakim Rubenstein,
Antiquities Authority Head Amir Drori, and Jerusalem Police Chief
Ya'ir Yitzchaki, Feiglin wrote,

"The remains of 'the largest destruction at the Temple Mount
since the razing of the Second Temple' (in the words of Antiquities
Authority personnel) have been discarded like excrement in the
Kidron Valley and in various dumping grounds in the vicinity. A first
sampling that we carried out there turned up finds that with
certainty date from the First and Second Temples. It is also quite
reasonable to assume that very significant finds from the site that
is holiest to the Jewish People - a site that has never been
excavated - are now buried in various Jerusalem dumps. The
Moslem Waqf well understands the significance of what [it has
done], and is already attempting to cover these finds with piles of
garbage...

"Your immediate and primary job must be to fence in the site,
and to protect the past and future of the Jewish Nation. Please!
Do not allow the terrible delinquency that has occurred up to now
continue.

"If you do not carry out guarding (and research) activities
immediately in the sites of the dumping, the Zo Artzeinu movement
will station permanent guards over the remains of our holy site in
the Kidron Valley and elsewhere. We are not interested in a
conflict with the local Arabs, and certainly not with the law-
enforcement bodies, but we will see ourselves as betraying the very
foundations of our Jewish essence if the abandonment of these
remains continues without our acting to salvage them. We will not
adhere to any call to evacuate the site unless it is accompanied by
adequate supervision there commissioned by you.

"Please! Let us not add sin to iniquity - Carry out your jobs!"

governed only by what is perceived as "practical," and that he has

REFUTING SYRIAN CLAIMS

Syrian Foreign Minister Farouk A-Shara, speaking on the White
House lawn yesterday, blamed Israel for the Six-Day War:

"The image formulated in the minds of Western people and which
formulated in public opinion was that Syria was the aggressor and
Syria was the one who shelled settlements from the Golan prior to
the 1967 war. These claims carry no grain of truth in them. As
Moshe Dayan has explained in his memoirs, that it was the other
side who insisted on provoking the Syrians until they clashed
together and then claimed that the Syrians are the aggressors."

In fact, however, former IDF Chief of Staff and Defense Minister
Moshe Dayan wrote the exact opposite. On page 307 of his
autobiography "Story of My Life" (Sphere Books Ltd.), Dayan
wrote: "The heightened tension that developed between Israel and
Syria in the period preceding the Six Day War sprang from the
extremist character of Syria's regime; a fanatical hatred of Israel;
attempts to divert from Israel the water sources of the Jordan River;
and the Syrian army's sponsorship of terrorist action. Syria
followed a more hostile policy toward us than other Arab states...
she also repeatedly shelled Israel border settlements... Israel
suffered considerably from Syria's hostile actions but found it
difficult to reply by comparable military means... The most serious
incident occurred on April 7 [1967]. After the Syrians had shelled
three kibbutzim at the foot of the Golan Heights, IAF planes were
brought into action..."

FAR FROM A FOREGONE CONCLUSION

The refusal by the Syrian Foreign Minister to shake Ehud Barak's
hand yesterday may be more than an early show of Syrian
toughness, says Professor Ephraim Inbar, head of Bar-Ilan
University's Begin-Sadat Center for Strategic Studies. Speaking
with Arutz-7 today, Prof. Inbar explained that it may actually
indicate Assad's continuing reticence to sign a peace deal with
Israel: "If we take Assad's past behavior into account, he seems to
be more interested in being part of a process than in striking an
actual peace deal. Assad has been offered the Golan in the past,
by Rabin and Peres and even Netanyahu, and he didn't accept it.
It therefore seems to me that Syria's involvement in the talks is a
function of U.S. pressure and Ehud Barak's own careful
orchestration of the situation. This, in my view, is why Syria came
to the negotiating table."

Prof. Inbar did not discount the possibility that the Syrians would
accept the Golan this time around, but noted that there are still
good, mostly domestic, reasons for the Syrians not to sign.
"Peace with Israel would compel them to open up their closed,
totalitarian system," Inbar said. "I don't agree with those who say
that Assad wants to provide his son Bashar with a clean slate; this
is mere speculation. It's equally possible that Bashar Assad's new
regime would be in need of an enemy. In this respect, the 'Zionist
enemy' is as good as any for consolidating support behind a new
President..."

Prof. Inbar also took issue with President Weizman's statement
yesterday that if Israelis voted against a Barak-engineered peace, a
regional war would break out. "With all due respect to President
Weizman," Inbar noted, "he seems to have overlooked the fact that
there is a new player on the scene - Turkey, with whom Israel has
good relations and a strategic military alliance. In addition, the
Syrian first-strike capabilities are limited, and Assad, by nature, is
a very cautious leader who is unlikely to attack Israel at this time."

CAIRO, Egypt (AP) -- In an apparent nod to public opinion, the
government on Thursday canceled its plan to cap the Great
Pyramid in gold for the millennium celebrations.

Egypt had planned to usher in the New Year by affixing a gold-
encased capstone on the Great Pyramid, built as a tomb for King
Cheops about 4,500 years ago.

The 30-foot high cap was to be lowered by helicopter at the
stroke of midnight Dec. 31, making the broken pyramid whole
again, if only for a night.

Culture Minister Farouk Hosni gave no reason for backing off
the plan, but said the decision was made despite technical
advice that it would not have damaged the monument, Egypt's
Middle East News Agency reported.

Egypt's millennium celebrations feature a 12-hour concert at
the foot of the Giza pyramids with 1,000 performers.

Egypt, whose recorded history goes back 6,000 years, is
promoting the celebration as the start of its seventh millennium.
