Thatcher launches attack on Euro army

Baroness Thatcher last night fiercely attacked plans for a
European defence structure, saying it would threaten Nato and
could help to create a European superstate. Speaking in New
York, the former Prime Minister exploited American concerns
about a European defence identity and accused Tony Blair of
reversing Britain's traditional hostility towards such
ventures... Taking the unusual step of attacking British
Government policy from abroad, she put the drive towards a
separate European defence on the same level as the single
European currency. Both were aimed at "the Utopian venture of
creating a single European superstate to rival America on the
world stage.

Iraq moots artificial rain to combat drought

BAGHDAD (AFP) — Iraq is considering using artificial rain to
combat what it has described as its worst drought since 1932,
newspapers said on Monday.

The cabinet, in a meeting Sunday chaired by President Saddam
Hussein, "decided to include artificial rain among the
agricultural ministry's projects for this year," the newspapers
reported.

The decision follows prayers for rain last week across the
country, by thousands of Iraqis over three days. Prayers for
rain are in line with Islamic tradition and are common
throughout the region, the driest in the world.

Barak: Wakf Authority operating with government approval

Tue Dec 7,1999 -- Prime Minister Ehud Barak on Tuesday held
consultations regarding construction being carried out in the
Solomon Stables area of Jerusalem's Temple Mount by the
Moslem Wakf Authority. The opening of two new entrances and the
preparation for a third has sparked controversy among the political
right-wing as well as officials from the Israel Antiquities Authority
(IAA). IAA officials report that the Wakf has caused irreparable
damage to Jewish artifacts on the Mount as a result of the
construction. Minister of Internal Security Shlomo Ben-Ami,
Minister of Jerusalem Affairs Haim Ramon and Jerusalem Mayor
Ehud Olmert were among those who met with the prime minister,
along with representatives of security agencies. Following the
meeting, the Prime Minister's Office issued a carefully worded
statement, indicating the Wakf Authority has limited construction
on what are being called emergency exits, to areas where they had
permission. Members of the Temple Mount Faithful organization
demonstrated outside the PLO Authority (PA) headquarters in
eastern Jerusalem, Orient House on Tuesday. They then marched
to the Temple Mount area where police permitted to participants to
go onto the Mount, but Moslem caretakers on that location
prevented them from approaching the construction area. Protesters
called upon the government not to acquiesce to Wakf demands on
the Temple Mount, the holiest site to the Jewish people. Minister
Haim Ramon stated the Wakf is complying with government-
imposed restrictions on the Mount and the emergency exit was
approved in advance. According to Ramon, the Wakf tried making
additional unapproved exits, which are being stopped by the
government. The minister concluded that violations of the status
quo on the Mount would not be tolerated by the current
administration.

Republicans to hold Congressional hearings on Panama Canal's
future

Tue Dec 7,1999 -- Despite President Bill Clinton's assurance that
U.S. national security will not be compromised when a Hong Kong
company with ties to China takes over port operations in the
Panama Canal, Republicans in Congress on Tuesday began
hearings to probe the issue. "We need to fully comprehend the
heightened risks and threats the United States will face as a result
of the withdrawal of our forces and the transfer of canal control,"
said Representative Spencer Bachus, an Alabama Republican who
chairs the House of Representatives Banking and Financial
Services subcommittee conducting the hearings.

Barak calls for urgent meeting concerning illegal Temple Mount

Tue Dec 7,1999 -- Prime Minsiter Ehud Barak will convene an
urgent meeting on Tuesday with the participation of Minister of
Internal Security Shlomo Ben-Ami, Minister of Jerusalem Affairs
Haim Ramon, and representatives of Jerusalem security agencies,
to discuss the ongoing illegal construction on the Temple Mount in
Jerusalem by the Moslem Wakf. On Monday, residents of the
Kiryat Arba area participated in a protest against the illegal
construction on the holiest site to the Jewish nation, calling upon
the government to halt the ongoing construction. The meeting will
deal with the opening of two new entrances by the Moslem Wakf
Authority on the Mount in the area of Solomon's Stables. The Wakf
insists the openings are intended to provide safe access to the site
by the large number of anticipated Islamic worshipers expected
during the Moslem holy month of Ramadan which begins this
week. The Wakf is currently working on a third opening at this
time.

Yeltsin=92s visit to China suggests urgency and need for China's
support

Tue Dec 7,1999 -- On Dec. 6, the government of Russian President
Boris Yeltsin announced that he had recovered enough from a bout
of pneumonia to hold a long-awaited informal summit with Chinese
President Jiang Zemin in Beijing. The president=92s sudden recovery
and the summit coincide with the intensification of Russian military
operations in Chechnya, particularly a new ultimatum to the people
of Grozny. Yeltsin=92s visit to China suggests urgency. The informal
summit meeting between Yeltsin and Chinese President Jiang
Zemin in Beijing on December 8-10 has been repeatedly and
inexplicably postponed throughout the autumn. The meeting
appears to be an attempt by Russia to guarantee political backing
from China for what it is about to do: make a concerted and
unpopular push in the conflict in Chechnya. The announcement of
the summit came as the Russian military issued an ultimatum to
civilians and rebels alike in Grozny, the Chechen capital, warning
that if they fail to leave by Dec. 11 they will be "annihilated with air
and artillery bombardments." Although opposition to the war is
growing among Islamic nations, Russia appears to be engaged in a
broad effort to shore up international political and economic ties in
advance of a renewed assault on Grozny. Right now, the internal
pressure to deal swiftly with Chechnya is strong. Russia has
delivered an ultimatum and appears bent on solving the problem
once and for all. In courting China, Russia is seeking support in
advance of international economic and political backlash.

U.N. council meets for first time to discuss firearms legislation

Tue Dec 7,1999 -- American gun owners and advocacy groups like
the National Rifle Association are suddenly finding that when it
comes to firearms legislation, they had better pay attention to
what's happening not only in Congress and their state legislatures,
but at the United Nations, where the Second Amendment is being
quietly dismantled behind closed doors. It was the first time the
council had met to discuss the subject, and Annan praised the
United Nations as a whole for playing "a leading role in putting the
issue of small arms firmly on the international agenda." On Sept.
24, United Nations Secretary General Kofi Annan, of Ghana, called
on members of the Security Council to "tackle one of the key
challenges in preventing conflict in the next century" -- the
proliferation and "easy availability" of small arms and light
weapons, which Annan identified as the "primary tools of violence"
in conflicts throughout the world.

Egypt releasing thousands of Islamic dissidents

Tue Dec 7,1999 -- Egyptian authorities are preparing for a massive
release of Islamic dissidents over the next few days. Egyptian
sources said President Hosni Mubarak has decided on the largest
release of political prisoners in decades on the eve of the Ramadan
fast month. The sources said the release is meant to cap informal
contacts between the government and the Islamic opposition to the
end of the insurgency against the Mubarak regime. The London-
based A-Sharq Al Awsat daily said 1,200 members of the
opposition Gamaat Islamiya are to be released. Egyptian sources
said the release was jeopardized by renewed threats of violence by
Islamic militants. But Gamaat leaders assured government officials
that the threats would not be carried out and did not represent any
significant Islamic faction.

China supports Russia's move on Chechnya

Tue Dec 7,1999 -- The United States, the European Community
and many other nations are urging Russia to abandon its plan to
intensely bombard Chechnya's capital, but there is no talk of
sanctions or other measures if Moscow ignores their appeals.
China was one of the few countries to express support for Russia,
which is bombarding the capital and has demanded that citizens
leave by this weekend or be killed. "The Chinese side understands
and supports the efforts made by Russia to maintain its national
unification and territorial integrity," Chinese Foreign Ministry
spokeswoman Zhang Qiyue said in Beijing. "China's principled
stand is very clear. China has always been opposed to interference
in other countries' internal affairs by any country in any name. We
think that the Chechnya issue is the internal affair of Russia. And I
think that most countries in the world have already acknowledged
this fact," Zhang said.

West won't make Russia pay because of war in Chechnya

Tue Dec 7,1999 -- Despite its hardening rhetoric, the West is
unlikely to charge Russia a serious financial or political price for its
massive crackdown in Chechnya, diplomats and analysts say. But
Moscow's ultimatum to Chechens to flee their capital Grozny or
face death, and grim television images of refugees, make it
impossible for any Western government to relaunch cooperation
with Russia, they say. President Clinton warned Russia Monday it
would pay heavily for its assault on Chechnya, but he made clear
he meant damage to its global reputation rather than a suspension
of multilateral loans or bilateral aid programs. The European Union
condemned "all disproportionate and indiscriminate use of force in
Chechnya" and said it was considering freezing research and
technical assistance accords due to be signed with Russia -- a
largely symbolic measure. The verbal barrage continued Tuesday
with France and Italy branding Moscow's behavior unacceptable
and Britain summoning the Russian ambassador to voice dismay.
But despite public pressure, experts say there is little prospect of
the West halting International Monetary Fund loans (IMF) to Russia
because of the potential repercussions if Moscow defaulted on its
official debt. "We are talking loudly to avoid actually doing
anything," said a diplomat privy to EU and transatlantic
consultations on responses to Chechnya. "Everyone condemns
what the Russians are doing, but I don't hear anyone say we're
going to take action." "If we suspended IMF loans, we would lose
any leverage on other important issues such as Iraq, nuclear arms
control, the Anti-Ballistic Missile Treaty and NATO-Russia
relations," the diplomat said.

Source says Russia and China will act together for world security

Tue Dec 7,1999 -- A high-level source in the Russian delegation,
who made preparations for Russian President Boris Yeltsin's trip to
the capital of the People's Republic of China (PRC), told Itar-Tass
on Tuesday that, following an informal meeting between President
Yeltsin and Jiang Zemin, Chairman of the PRC, opening here on
December 9, Russia and China intend to act jointly in the efforts to
ensure security and stability in the world. The source emphasised
that "the leaders of Russia and China are brought together by an
exceptionally warm personal relationship". The source drew
attention to the fact that the Yeltsin-Jiang meeting will be the
Chinese leader's first rendezvous with the top leader of a foreign
state on Chinese soil. Until now, Russian and Chinese leaders
have had seven meetings, with one of them being informal.

Gush Shalom comments on Temple Mount issues

Tue Dec 7,1999 -- According to a statement issued by Adam Keller
of Gush Shalom, "Foreign Minister David Levy, who was once a
moderate, has changed since entering the Barak government, and
appears as an irresponsible risk-taker who could ignite Jerusalem".
Gush Shalom made this statement in response to Levy's words in
a meeting of the government, requesting action to be taken against
the Moslem authorities on the Temple Mount. Gush Shalom called
the Temple Mount a powder keg that could set off billions of
Moslems worldwide. They say that Levy's words will encourage the
"extremist" groups involved with the Temple Mount to continue their
actions. Gush Shalom believes that it is time to stop repeating the
"erroneous" statement "the Temple Mount is in our hands", popular
since the regaining of the Temple Mount in the 1967 Six-Day War.
Gush Shalom would like the government to state that the Temple
Mount is a Moslem area with no Israeli claims or intervention.
