RABBINICAL COURT DECLARES NEW MOON: "For the first time
since the destruction of the Second Temple in Jerusalem two thousand
years ago, a Rabbinical Court today [Thursday], declared the new month
at the gates of the Temple Mount in Jerusalem. In the presence of a
contingent of Jews who profess the rebuilding of the Third Temple on
the Temple Mount, the month of Kislev was declared by the Court." --
press release. The declaration of the new moon was done at the time of
the Temple. Organizers explained that this was by no means a symbolic
gesture but a genuine effort to renew the ancient practice of
"declaring" the new month as was done by the rabbinical court in the
time of the Temple. Yehuda Etzion, leader of Chai Vekaiyam, stated
that this was a major step in the restoration of the Temple Mount to
Jewish control. This is another step bringing the establishment of the
Third Temple that much closer.

The Temple Mount and Land of Israel Faithful Movement are planning a

WITHDRAWAL BEGINS: The bulk of the Israel Defense Force (IDF)
pullout in Samaria took place on Friday morning as Israel withdrew
from 500 square kilometers (200 square miles), which included 28 towns
and villages now under the complete control of the Palestinian
Authority (PA/PLO). In addition, seven villages were transferred from
Area C to B (Palestinian civil control and joint security control).
IDF troops stopped for Shabbat then resumed Saturday night. They are
expected to finish the first stage of the withdrawal on Sunday.
According to the Wye agreement, Israel is to hand over an additional
5% of Area C on December 14 and a further 6% at the end of January. At
the end of the interim stage of the peace process, the PA/PLO is to be
in joint or sole jurisdiction of about 40% of Yesha (Judea, Samaria
and Gaza) -- 2,392 square kilometers (920 square miles, roughly the
size of New York's five boroughs). US Secretary of State Madeleine
Albright applauded the withdrawal and said it showed that the two
sides both want to carry out commitments they made in the peace accord
signed last month in Washington.

By Friday afternoon, convoys of PA/PLO policemen clad in blue fatigues
and armed with automatic rifles triumphantly entered Qabatiya, a town
of 17,000. Some of the troops fired their guns in the air in
celebration. A banner tied to a pole read "Today Qabatiya, tomorrow

FIRST-HAND IMPRESSIONS OF A SOLDIER: A soldier on reserve
duty, called up to take part in the withdrawal, phoned ARUTZ-7 from
the site to report his feelings: "I am presently a bit outside Jenin,
a few kilometers east of the Megiddo Junction, and our unit is engaged
in erecting concrete barricades delimiting the border of the
withdrawal. In addition, we are placing signs warning Israelis that
the area is now under Palestinian Authority control. From a personal
standpoint, I am having a very difficult time ... My original
assignment was to place the concrete barricades. However, I consulted
with a rabbi last night, and we agreed that putting up the warning
signs would be something that I could do. Now, though, I have been
asked to put up the barricades, and I simply cannot do it, and so I am
just sitting here, guarding the truck. I feel as if my heart is being
torn apart. If I was wearing my own shirt, I would tear it in mourning
... I have also called [ARUTZ-7] now because I know that I could have
been like many others now, sitting at home, not even aware that parts
of our land are being given over. I thought that it would be important
to share with the listeners this sensation, that we should all feel
this pain and know that we didn't sufficiently appreciate and love our
Land, and that now it is being given over to the lowest of the
nations, to a band of terrorists." (ARUTZ-7)

RABBIS "MOURN" WYE: Members of the Council of Torah Sages
(Agudat Yisrael) publicized a "Mournful Protest and Cry" against the
Wye Agreement Tuesday. The proclamation, appearing in the weekly
HAMODIA newspaper, was signed by the Admor of Sadigura, the Rebbe of
Erloi, and other leading haredi rabbis. The announcement stated that
the transfer of additional territory to the hands of "villains" is
forbidden and will "lead to much bloodshed". Rabbis associated with
the Degel HaTorah faction of Agudat Yisrael were not signed on the
proclamation. A rabbinical decision by four rabbis associated with the
'right', forbids supporting the transfer of territory to the PA/PLO.
The decision is signed by four rabbis; Rabbi Yaacov Yosef, son of
Rabbi Ovadia Yossef, spiritual leader of the Shas political party;
Rabbi Dov Lior, Rabbi of Kiryat Arba; Rabbi Yitzchak Ginzburg, Rabbi
of Od Yosef Chai Yeshiva in PA/PLO controlled Shechem; and 90 year old
Rabbi David Chanzin. The rabbinical decision states that "an agreement
made by Israel leaders against laws of the Torah is invalid and should
not be supported and transfer of territory [to the PA/PLO] endangers
Jewish lives and should therefore not be supported". Knesset Member
Zucker has appealed to the Attorney General's office to take legal
steps against the Rabbis. (ARUTZ-7, YEDIOT ACHRONOT/MED)

US BALKS AT PROMISED AID: The US has agreed to help Israel and
the PA/PLO pay for the cost of redeployment, but is still negotiating
the amount. Israel seeks $1.2 billion, but any money transfer would
require congressional approval. The aid poses a dilemma for the US
because some of it might be used for settler bypass roads and
reinforcement of Jewish settlements -- in violation of the US position
that settlements harm peace prospects. Israeli Finance Minister Yaakov
Ne'eman will arrive in Washington on Sunday to discuss the aid
package. The aid was promised by US President Clinton after the Wye
agreements were held up at the conference last month. [It should come
as no surprise that the US would attempt to put off their promise as
this is exactly what has happened in the past, i.e. when George Bush
promised loan guarantees to Israel if they would not retaliate against
the bombings by Iraq. He then delayed the loan guarantees for many

THE INCITEMENT CONTINUES: "Drawing on relevant international
practice and pursuant to Article XXII (1) of the Interim Agreement and
Note for the Record, the Palestinian side will issue a decree
prohibiting all forms of incitement to violence or terror. This decree
will be comparable to the existing Israeli legislation which deals
with the same subject." -- Wye Memorandum II (A)(3)(a).

* "We will declare our independent state on May 4, 1999 with Jerusalem
as its capital, yes Jerusalem, the eternal capital of our state,
whether they like it or not. Now we are on our land and we are
regaining this holy land inch by inch until we set up our state in

* "The intifada was seven blessed years ... Intifada of stones ... we
chose it with trust in the Prophet [who agreed] to the treaty of
Hudaybia and we have chosen this agreement ... Yes we will establish

PA AIRPORT TO OPEN TUESDAY: The PA/PLO airport at Gaza will
open on Tuesday. The first flight will be an Egyptian plane with
government officials, followed by a Moroccan plane, also carrying
officials, and a plane from Jordan. The national carriers of countries
that are hostile to Israel, such as Syria, Iran, Iraq and Libya, will
not be permitted to operate at Dahaniyeh. However, those of Arab
countries with no diplomatic relations with Israel, such as Saudi
Arabia, will be allowed to use the airport. Israeli officials will be
at the airport to monitor security. Israelis have been forbidden to
use the new airport by the IDF. All incoming flights are subject to
Israeli approval, and flights from the airport must enter and leave
through Egyptian, and not Israeli, air space. (MED, HA'ARETZ)

DONOR CONFERENCE FOR PA/PLO: While it is holding up its
promised financial aid to Israel, the US said Thursday it would host
an international conference on Nov. 30 to seek fresh financial
assistance for the PA/PLO. President Clinton has invited some 50
nations and multilateral organizations to attend the donors'
conference in Washington, spokesman James Rubin told reporters. The
conference "will assess further development needs in the 'West Bank'
and Gaza ... officially launch a second five-year phase of the
assistance effort and call on additional donations by international
donors," Rubin said. He said Washington would boost its aid to the
Palestinians but gave no amount. "In 1993 we pledged $500 million for
five years, and we do hope to substantially increase that amount in
the coming years," he said. Israel has also been invited to the

UN TRAINING PA JOURNALISTS: Nine Palestinian journalists from
broadcast and print media on Friday completed a two-day training
program organized by the United Nations Department of Public
Information (DPI). This was the fourth program designed to assist the
Palestinian people in building and strengthening their media
capability. During the program, the journalists attended briefings by
officials of the UN and specialized agencies, along with
representatives of media organizations in the US. Participants also
attended two weeks of special classes at the Columbia University
School of International and Public Affairs in New York. In addition,
they received on-the-job training by serving as temporary UN
correspondents, covering UN meetings and activities on behalf of their
media organizations.

Meanwhile, in an other story, an arm of the World Bank is planning to
lend $1.8 million to a Palestinian company whose Arab-language
newspaper has run columns harshly critical of the US and Israel. The
company also has a contract with the PA/PLO to print school textbooks.
The Ram'Allah based newspaper, AL-AYYAM, has called America "Satan"
and an "evil empire". It has also suggested "popular violence against
Israel", according to FORWARD, an English-language Jewish newspaper

FIGHTING INTENSIFIES ON THE NORTHERN FRONT: Three Golani
Brigade soldiers were killed and four wounded Monday by a powerful
roadside charge, which Hizb'Allah planted some 30 meters (99 feet)
from the gate of an IDF outpost in the Security Zone. The three dead
soldiers were identified as Sgt. Nahum Ela, 19, Sgt. Raz Fromovich,
19, and Sgt. Yosef Ben-Mucha, 19. On Tuesday, at least one terrorist
was killed. IDF soldiers detected a cell of Hizb'Allah members on
their way to an attack upon a Southern Lebanese Army (SLA) outpost.
Israeli attack helicopters were then dispatched, and successfully
foiled the attempted raid. At least three Lebanon-based Amal
terrorists were killed Friday morning in an IDF retaliation operation
near Kabarecha in the central region of South Lebanon. In response to
the terrorists' mortar fire, artillery and IAF fighter jets attacked
the area from which the shelling originated. An IDF spokesman said
that the terrorists had shot at both IDF and SLA bases. Fighting has
continued all week in the Security Zone. (JERUSALEM POST, IDF

MAN ARRESTED IN NETANYAHU SCARE: Police have arrested an
Hassidic Jew in Safed on the grounds that he intended to 'harm' the
Prime Minister, Binyamin Netanyahu. The 48-year-old member of Chabad,
which is opposed to violence, was arrested before a demonstration in
Safed on Thursday against the Wye Accord, when the Prime Minister was
visiting a hospital. Police gave no details of the alleged plan
against the Prime Minister, but a senior official said there was no
evidence that the man planned to do anything more than "create a
disturbance". (MED)

ALIYA IS THE ONLY WAY: PM Netanyahu issued a warning about the
future of the Jewish people to the 5,000 delegates attending the
opening of the 67th annual General Assembly of the UJA Federations of
North America (GA) in Jerusalem Monday night. "The first half century
of our life as a state was devoted to securing the life of the state,"
he said. "I believe the next half century must be devoted to securing
the life of the Jewish people, because the threat of annihilation ...
is an actual process of assimilation, loss of identity and
intermarriage which threatens, like a powerful centrifugal force, to
tear the Jewish people a part". The first solution to that threat, he
said, is "massive aliya from every country in the Diaspora, including
the United States and Canada."

Minister of Industry and Trade Natan Sharansky and Minister of
Immigrant Absorption Yuli Edelstein said that the Government is
preparing a contingency plan for an expected increase in immigration
from Russia next year. Immigration from all the states of the former
Soviet Union currently stands at roughly 50,000 a year, but the
Government is planning for an additional 20,000 to 60,000 immigrants
from Russia alone next year. Fears in the Jewish community have grown
after recent statements by a Communist member of the Duma blaming the
Jews for the country's economic woes.

The Bnei Akiva religious youth movement celebrated the 75th
anniversary of its founding last Sabbath. Yonah Goodman, head of Bnei
Akiva, told Arutz-7: "The aim of Bnei Akiva was and is, in a nutshell,
to be the 'executive arm' of religious Zionism ... we are trying to
see how we can take the most basic fundamentals of religious Zionism
and roll up our sleeves and say, 'Here we are, ready to work!'

ISRAEL & SYRIA NEGOTIATE: Diplomatic sources in Jerusalem report that
the secret negotiations between Israel and Syria have been renewed,
and are at an advanced stage. The sources report that the Netanyahu
government is willing to cede most of the Golan Heights, not including
the Mt. Hermon area. The Americans are pushing for an agreement. Avi
Zeira, Chairman of the Golan Settlements Committee, told ARUTZ-7 that
he does not believe the reports, but "the residents of the Golan
Heights will not rely on anyone, and we will continue our efforts to
educate people on the importance of maintaining Israeli sovereignty in
the Golan". Zeira expressed confidence that the composition of the
government would not allow Netanyahu the leeway he enjoyed in the
framework of the Wye negotiations. Golan spokesman Uri Heitner said
that if the story is true, "Golan residents will battle the policy
just as they successfully did with the previous government". Col.
(ret.) Moshe Leshem of "Gamla Shall not Fall Again"
(http://www.gamla.org.il/english/index.htm), stressed that the current
government "is capable of anything; all of its red lines have already
been crossed ... [we must] wake up and stop relying on Netanyahu and

TERRORISTS ARRESTED: Israeli security forces arrested a number of
Palestinians suspected in the killings of two Jewish settlers in
Yesha, the army spokesman's office said Wednesday. The arrests took
place in the Palestinian village of Tel, near the Jewish settlement of
Yitzhar, where the August shooting occurred. The two Jewish residents
killed, Harel ben Nun and Shlomo Leibman, were on security patrol at
the time. The army said the suspects had a mobile telephone belonging
to the victims. A search of the village revealed two mortar shells,
two pipe bombs, a stun grenade, a pistol, ammunition cartridges,
material for making bombs, communications equipment and a first aid
kit.

The General Security Service recently uncovered a Hamas cell
consisting of eastern Jerusalem residents, the second crackdown on an
eastern Jerusalem cell in the past week, MA'ARIV reported. The
terrorists were responsible for terror attacks in Tel Aviv and
Jerusalem and were planning a car bombing in Tel Aviv and the
kidnapping of soldiers.

A senior military intelligence officer said on Tuesday that the PA/PLO
has offered Hamas a deal as part of its efforts to comply with the Wye
Memorandum, MA'ARIV reported. The arrangement calls for Hamas to
temporarily halt terror attacks against Israel and to transfer its
wanted members to the PA/PLO. KOL YISRAEL, reported that the Hamas
leadership in Gaza, including Sheik Ahmed Yassin, appear to be in
favor of accepting the deal. The main obstacle to reaching this
agreement is Hamas's leadership abroad, chiefly those activists in
Syria and Iran who send orders and funds to the organization's network

YET, STILL THE TERROR CONTINUES ...: A border policeman was
slightly wounded Sunday afternoon by stones while clearing a route
near El-Hader village in the Beit Lechem region. He was treated on the
site. About 100 Palestinians rioted and IDF forces were forced to fire
rubber bullets to disperse the rioters. During the work in the area,
the region had been declared a closed military area. Work in the area
had been posponed due to Palestinian leaders' requests to question the
legality of the work before the court. Their appeal, however, had been
rejected and the work continued.

An Israeli civilian was moderately wounded by shots fired from a
passing car near Harmash village in the Jezzine area. The wounded man
was evacuated to a hospital to receive medical treatment. Searches
conducted in the area uncovered two pistol cartridges.

In another incident, stones were thrown at a Jewish car on the Dolev-
Beit El road Monday morning. (IDF SPOKESPERSON, ARUTZ-7)

THIS WEEK IN HISTORY:
November 15
* 1380: Charles VI ascends the French throne: He told a mob that he
would relieve some of the taxes but not expel the Jews. Screaming "Aux
Juifs" they plundered and murdered in the Jewish quarter for four
days. Some Jews took refuge in the royal prison. Hughes Abriot, the
Provost, obtained an order for restitution of all property and the
return of all infants forcibly baptized. Because of this, he was
accused of converting to Judaism and sent to jail for a year in
penance.

November 16
* 1491: In La Guardia (Spain), under the instigation of Tomas de
Torquemada, who later lead the inquisition, five Jews were accused of
murdering a child even though there were no witnesses nor was a body
ever found. Three of them were forcibly baptized, strangled, and then
burned. The two others were torn apart.

November 17
* 1278: Edward I of England arrested all the Jews for alleged coin
clipping and counterfeiting. 680 were arrested, jailed and put on
trial. The judges were given prior instructions clearly biased against
the Jews. Although many Christians were accused, many more (ten times
as many) Jews were hanged than Christians (269 Jews and 29
Christians). Edward received 16,500 pounds from the property of the
executed Jews and the fines of those charged. At that time Jews
comprised 1% of the English population. 16,500 pounds was almost 10%
of the exchequer's national income.

November 18
* 1648: Bogdan Chemielnicki begans his Cossack attacks. Kamenets is
one of the first, with thousands killed in the first few days. Poland,
bitter over the forced Catholicism of the Jesuits and the unscrupulous
taxes collected by some Jews for the nobles, set the stage for the
Cossack uprising. During the reign of Vladislav IV, the Zaporozhin
Cossacks lived in a semi-autonomous kingdom called Sitch. Led by their
leader - or Hetman - Chmielniki, they decided to avenge the people's
rights. Their victories over the Polish army encouraged the serfs to
join them. The Jews were even more hated than the Poles and were
massacred in almost every town. In the ten tumultuous years that
followed, over seven hundred Jewish communities were destroyed and
between one hundred and five hundred thousand Jews lost their lives.
This helped give rise to a messianic movement which was soon to
follow.

November 19
* 1977: Egyption president, Anwar Sadat, began his historic and
unprecedented visit to Jerusalem.

November 20
* 1944: Haviva Reik (1914-1944) was one of four volunteers who
parachuted into Slovakia to help the uprising against the Nazis. In
September 1944 she succeeded in helping the Jews who were left in
Banska Bystresis. When it fell they moved into the mountains with
other Jewish partisans. She was captured and executed by thes Nazis on
November 20, 1944. Kibbutz Lahavot Haviva and the Givat Haviva center
are dedicated to her memory. * 1964: The Second Vatican Council,
under Pope Paul VI, condemned anti-Semitism, declaring that the Jewish
people as a whole are not to be blamed for Jesus' death.

November 21
* 1619: Shah Abbasi (Sufi Dynasty, Persia) intensified persecution
against the Jews. Many were forced to live "Marrano-like" lives,
outwardly practicing Islam. This policy was continued by his son,
Abbas II. * 1918: After the fall of the Czar there was a strong
movement in Ukraine to establish an independent political entity. The
Jewish parties voted against the severance with Russia leading to
direct attacks on the Jews in the form of Pogroms (lasting 2 years).
One of the first attacks was in Lvov where 72 Jews were ki lled and
443 wounded. * 1985: Jonathan Pollard and his wife were arrested and
charged with spying for Israel. Pollard, who had worked for Naval
Intelligence, had passed on information to Israel regarding Arab
capabilities. Pollard was caught as he was trying to enter the Israeli
Embassy in Washington. The Pollard affair caused great embarrassment
to Israel both from the American perspective and also due to Israel's
refusal to support him once he was caught. He was given a life
sentence, and despite numerous request from Israel for clemency he is

Turkey desires to strenghten ties with Arab states

Fri Nov 20 , 1998 -- Turkey expressed yesterday its complete relief
over the statement of the Damascus Declaration countries issued in
Doha on last Thursday and it has reiterated its desire to develop its
ties with the Arab states in all respects. The statement pointed to
the item which called for strategic participation among the Arab
countries and Turkey to achieve the joint interests of both sides. The
statement also noted Ankara's desire to maintain good relations with
Syria. The Turkish statement newly confirmed Turkey's full support for
the initiative made by Egyptian President Hosni Mubarak for convening
an international conference to combat terrorism.

While going through our news archives, I was shocked at the recent
number of food recalls, due to contamination, that have been issued
in the U.S. since last June. The CDC just issued a report (last
month I believe) that stated that foodborne bacteria may sicken as
many as 80 million people this year resulting in 9,000 deaths.

Concerns about 'mad cow disease' delay shipping of red heifers to
Holy Land

Because of concerns about "Mad Cow Disease," plans to
ship 500 red Angus cattle from U.S. to Israel has been delayed until
November. The shipments had been expected in the spring of
1998.

According to Rabbi Chaim Richman, a principal rabbi in the breeding
and identification of the red heifer, Israeli agriculture officials
asked that the shipments be postponed. "Mad Cow" disease has
never been a concern in the American cattle industry,
although it did severely ravage English herds.

Richman has worked closely with U.S. cattle rancher Clyde Lott of
Canton, Mississippi on the project in meeting the standards
set in Numbers 19 in which work on the Temple Mount in
Jerusalem can't begin until Jews havebeen purified with the
ashes of such an "unblemished" red heifer.

SCHROEDER PROPOSES NEW FOOTING FOR GERMAN-RUSSIAN RELATIONS IN MOSCOW

Gerhard Schroeder wants to build on the close German-Russian ties he
inherited from his predecessor, but he wants to do so, as he explained
in Moscow this week, from a broader foundation. Chancellor Schroeder
opened a two-day visit in the Russian capital Monday (November 16) by
meeting with Prime Minister Yevgeni Primakov. Underscoring the
importance of the extensive ties now linking Germany and Russia, he
told reporters in Moscow his government wants to develop close working
relations with leaders across the political spectrum - with the
cabinet as well as the president, with the parliament in Moscow and
regional governors alike. The two nations' dealings with one another
should no longer depend so heavily on the personal relations between
their leaders, Schroeder said, alluding to the oft-noted rapport
between Helmut Kohl and President Boris Yeltsin. Russia's economic
troubles were a central subject of discussion Monday. The plan for
addressing those troubles that the Primakov government unveiled the
day before is a "good start toward making progress within the
framework of the IMF and World Bank" Schroeder said in Moscow, but it
needs further work if it is to win broad support from the
international community. Germany, he emphasized, is willing to be
Russia's champion on the international stage and to provide technical
assistance in reordering its financial system, but it cannot provide
any further credits. Should Russia need help getting through the
winter, it can count on Germany for humanitarian aid, Schroeder
assured Primakov. Russian officials told the chancellor shortly after
his arrival in Moscow that the government anticipates it will need ten
billion dollars worth of aid in the months ahead to keep the Russian
population fed and healthy. Russia has already secured a $600 million
credit from the United States for food purchases and has asked the
European Union to provide Ecu 400 million($704 million) in foodstuffs.
Continuing a practice begun under Helmut Kohl, Schroeder brought with
him emergency aid provided by a major German charity, a ton and a half
of medicines intended for cancer and tuberculosis patients. During his
meetings with Primakov and, the following day, with Yeltsin, Schroeder
urged that the Russian government remove the obstacles deterring
foreign investment. Would-be foreign investors face too much red tape
and have too little legal protection. "Anyone who wants private
capital has to provide for a maximum of security," the chancellor
noted during a press conference shortly before his departure Tuesday.

HERZOG MAKES PLEA FOR PRAGMATISM DURING MIDLLE EAST TRIP

"Reason will triumph in the end." Optimistic that pragmatism will
yield peace, President Roman Herzog offered a vision of an
increasingly stable and democratic Middle East during a four-day trip
to the region this week. The time is now ripe for the Middle East to
make the American and European dream its own, the president told
students at Israel's Ben Gurion University at the outset of his visit
Monday (November 16), the dream of "peace and freedom, prosperity and
security, democracy and human rights in the entire Middle East."
Toward realizing that dream, he stressed at each stop along his way,
the region's residents will have to stick to the course of pragmatism
and Europe will have to take a more active role in helping them.
Herzog's itinerary took him to Israel, the Palestinian Autonomous
Region and Jordan. The visit coincided with the Israeli government's
deliberations over the recently signed Wye Accords, and he used the
occasion to urge their implementation and the continuation of the
peace process. After meetings with Prime Minister Benjamin Netanyahu
and President Yassir Arafat, Herzog told reporters he was confident
the Wye Accords would bring the peace process a major step forward. He
was assured by Arafat that the Palestinians will not resort to
violence and will seek to resolve their problems with the Israelis
through political dialogue. Herzog, too, underscored the importance of
dialogue during his visit. In Amman, he called upon the Western and
Islamic societies to set aside their preconceptions of one another and
learn more about one another. Through expanded dialogue, he suggested,
both sides would probably discover they have far more in common than
generally realized. Building on a point he made while in Israel,
Herzog told Jordan's King Hussein and Crown Prince Hassan he would
like to see the European nations play a larger role in making peace a
reality in the Middle East. Europe, he elaborated, should do not seek
to compete with the United States in the region, but rather should
what it can to support the spread of democracy. "Building democratic
societies is in the long-run the best guarantee of security," he
stressed. Herzog had special praise for King Hussein and the role
Jordan has played in the peace process. "Peace is the triumph of
pragmatism," Herzog noted Wednesday (November 18) in a speech at the
University of Irbid. Jordan knows that from experience, he said as he
voiced his hope that King Hussein and Crown Prince Hassan will remain
active participants in the peace process. In recognition of Jordan's
role as an advocate of peace, Germany is providing additional economic
aid. Herzog and his traveling companion Ludger Vollmer, State Minister
in the Foreign Ministry, announced in Amman that the German government
is writing off DM 50 million (U.S. $30.3 million) in debt Jordan owes
Germany. As Vollmer explained to the press in Amman, Bonn recognizes
that Jordan has yet to benefit economically from its deep engagement
on behalf of peace.

MINISTERS PUSH FOR EUROPEAN DEFENSE POLICY

Europe needs to develop a defense of its own, Foreign Minister Joschka
Fischer and Minister of Defense Rudolf Scharping argued at the fall
meeting of the Western European Union this week. The WEU is the
European arm of NATO, and some EU member states - Germany included -
would like to see it evolve into the military organization of the EU.
Speaking at the opening of the two-day meeting in Rome Monday
(November 16), Fischer argued that Europe needs to take on more
responsibility in defense and security matters. Scharping proposed
closer European cooperation in weapons development and procurement as
a practical step toward that goal.

COMPOSER OFFERS MUSICAL COMMENTARY ON UNIFICATION WITH BIBLICAL
ORATORIO

Long before Germany faced the challenge of bringing together two very
different societies, the Bible had its own tale to tell about the
risks of unification. In the story of Ahab, the king of Israel first
negotiates a union with Juda, then tempts fate by trying to conquer
other lands. Having abused his power, Ahab dies in battle.

Eastern German composer Michael Baumgartl has written an oratorio
based on the story, inspired by the parallels he sees between it and
Germany's experiences. "Certain details about this unification 3,000
years ago show me that the details of the unification of Germany in
1990 were by no means unique, and neither were the results," says
Baumgartl. One example is the way the smaller kingdom of Juda is
accommodated within the much stronger kingdom of Israel.

At the same time, the composer cautions listeners not to make too
direct a connection between Ahab's tale and events following the Cold
War. It was in the mid 1980s, he says, that he first took an interest
in the material. And the catastrophic results of the Old Testament
story are not necessarily a reason for pessimism. "There is a lot of
good will in the German unification," says Baumgartl.

The premier performance of his two-hour oratorio in Schwerin
(Mecklenburg-Vorpommern) demonstrated just that. A choir of 200
singers from both sides of the former east/west border - from the
Cathedral Choir of Schwerin and the Bach Choir of Luebeck
(Schleswig-Holstein) - performed the piece without remuneration. In so
doing, they hoped to call attention to one of the less cheerful
consequences of unification, reduced funding for the arts.

A NATION IN KEY

Steffi Graf plays off court, as does Economics Minister Werner Mueller
when he's not tending to affairs of state. They and literally millions
of other Germans will likely be tuning up Sunday (November 22) as the
nation's amateur musicians celebrate their very own holiday, the Tag
der Hausmusik, loosely the Day of Music-Making..

The piano, experts say, is the leading instrument of choice among
German amateurs. Devotees describe playing a stress reliever and a
tonic for the soul. It's a favorite with the 800,000 students enrolled
in Germany's music schools, as well as for countless former students.
"I'm a trained singer and couldn't live without music," says
best-selling writer Hera Lind, who practices piano every day. And she
is not alone. The typical German amateur pianist puts in two hours at
the keyboard every day, says Heinz Stroh, managing director of an
umbrella organization representing a number of music associations.

With recorder, guitar, and violin attracting almost as many fans,
Stroh sees a music-making boom in the land that produced Bach,
Beethoven and Wagner. The Federal Republic boasts more than 1,000
music schools, many of which have waiting lists.

In anticipation of the Tag der Hausmusik day, Peter Hanser-Strecker,
president of the German Music Publishing Union, recently appealed to
authorities not to make any further cuts in musical education. "If
music instruction dies," said Hanser-Strecker, "the schools will lose
their soul and Germany its international standing as the land of
music."

Israel preparing for millennium-related violence, suicides at Temple

JERUSALEM (November 23, 1998) -- Israeli police are preparing for the
possibility that messianic Christians will attempt to commit suicide
on the Temple Mount as the millennium approaches, the Jerusalem police
commander said Monday.

The government has allotted $12 million to upgrade security at the
Temple Mount amid concerns that Jewish or Christian extremists might
attack the Al Aqsa and Dome of the Rock mosques at the site. The
additional money would pay for the deployment of 400 policemen and
security devices such as closed circuit cameras and sensor pads,
Israel radio said.

Al Aqsa Mosque is the third holiest site in the Islamic world. In
biblical times, the first and second Jewish temples stood there.

Some Christian cults believe the destruction of the mosques will lead
to the rebuilding of the Jewish Temple, hastening the end of the world
and the second coming of Christ.

The Jerusalem police commander, Yair Yitzhaki, confirmed Monday that
10 members of a Denver doomsday cult, Concerned Christians, had
arrived in Israel. Cult members sold their belongings and left the
Denver area in October.

Cult experts have warned that cult members might head to Israel on
orders from their leader, Monte Kim Miller. Miller has said he will
die in Jerusalem in December 1999 and be resurrected three days later.

Yitzhaki refused to elaborate on the whereabouts of the cult members
in Israel. "Every additional word I say could harm the very important
work being done now," Yitzhaki told Israel radio.

Yitzhaki said "the matter of messianic activity with the approach of
the year 2000 is a matter we have been dealing with for a very long
time."

Asked about suicide attempts by cult members, he said, "We are also
preparing for that possibility, which is relatively new, compared with
the other threats against the Temple Mount. Ivery much hope we can
cope with it, too."

A number of Christians have already rented places in Arab
neighborhoods on the Mount of Olives, which overlooks the Temple
Mount, in expectation that Jesus will return soon.

The Temple Mount, known to Muslims as Haram as-Sharif, or Noble
Sanctuary, is in the walled Old City of Jerusalem, which was captured
by Israel from Jordan in the 1967 Mideast war. It is considered the
most sensitive spot in the Mideast conflict.

A fire started at Al Aqsa in 1969 by an Australian tourist, Denis
Michael Rohan, caused anti-Israel riots in the Palestinian areas and
angry demonstrations throughout the Islamic world.

An assault on the site would almost certainly trigger new violence and
undermine the Israeli-Arab peace process.

Israel expects millions of Christian pilgrims to visit the Holy Land
during the millennium. The government's anti-terrorism adviser, Meir
Dagan, has proposed security measures to deal with extremists, the
prime minister's office has confirmed.

The federal government is going cashless.

Under current Notice of Proposed Rulemaking, the Treasury Department
has set out the program under which the Federal Government will, over
the next few years, transition to a totally cashless system for all
federal payments and collections. As published in the 1998 Federal
Register, pages 5425 onward, the agency outlines the transition plan.
The regulation is now in the final stages of the adoption process.

The transition to a cashless payments/collection system will take
place in at least three phases. The current rule defines phases one
and two. Phase three will follow. Phase one is already underway and
requires most federal payments to be made electronically -- with a few
exceptions. Phase two is to be in place by January 1, 1999, at which
time there will be effectively no exceptions with regard to receiving
any federal payment. All persons who became eligible for any federal
payment after July 26, 1996, must accept payment electronically
beginning in 1999. Although phase three has not yet been publicized,
it can be anticipated that ever greater demands will be placed upon
private businesses to make all of their tax-related payments via
electronic funds transfers. This will also mean that most businesses
will, out of practical necessity, have to pay their employees using
direct deposit. And, it can likewise be anticipated that very soon
afterwards, all individual tax payments will also have to be made by
direct, electronic payment to the federal government. The only way
this can be accomplished is by using a universally accepted "positive
identification" system built upon a universally agreed upon numbering
scheme with unique numbers either assigned to each individual, or
acquired from an identifying feature such as an electronically
acquired fingerprint.

The totally electronic system is being implemented in accord with
NAFTA and GATT treaty requirements which mandated that all signatory
countries must maintain verifiable records of all government financial
transactions -- especially tax collections and tax breaks. This is
necessary so that "under-developed countries" can challenge the
"unfair" tax-incentive practices of the "developed" countries - such
as the United States. Under NAFTA and GATT, challenging countries are
afforded open access to the books and records of the "developed
countries'" in order to determine whether "unfair" tax-breaks and
incentives were provided to manufacturers. Developed countries must
make concessions to the lesser-developed countries so that their
exports can compete on the global market. In order to comply with this
"fairness" edict, and comply with this detailed record-keeping
mandates, the U.S. government enacted legislation which requires all
children to be numbered at birth with a Social Security Number (as
accounting units for tax deduction purposes), and now all federal
payments and collections must be made and recorded electronically in
furtherance of NAFTA.

The current regulation requires that, beginning in January 1999,
federal payments will be made electronically. As a consequence, ALL
new recipients of any federal "payment" must have a bank account.

The regulation places the responsibility upon the banks to verify the
"identity" of each customer. (The method of achieving this "positive
identification" objective is purposefully omitted from the rule;
establishment of a universally acceptable identification system is
left up to the financial institutions.) Under current banking
regulations, banks are already required to "request" the Social

open a bank account. And, under current banking practice, there is a
trend towards greater use of fingerprints as the best method to
positively identify customers.

One of the stated goals in going to an all Electronic Funds Transfer
(EFT) system is for the government to achieve greater control over the
suspension, and, what they call "reclamation" of payments made to any
individual's bank account. "Reclamation" of funds will be swift, with
little recourse for the "customer."

on Sunday a plan for beefing up the security on the Temple Mount and
its surroundings, in response to warnings that extremists, Jews,
Moslems, or Christians, will attempt an attack there. The increased
security will cost NIS 55 million, and will put an additional 450
policemen on Temple Mount security assignments. The new plan also
includes magnetic gates, closed-circuit television cameras,
observation posts, etc. The additions will be made in cooperation with
the Moslem Wakf, who have responsibility for the Temple Mount area.

are working on a computer language to enable people to communicate
over the Internet in their mother tongues with people who speak other
languages, Reuters reported. The Universal Networking Language (UNL)
is being perfected at the Institute of Advanced Studies of the
Tokyo-based United Nations University. Unlike machine translations,
which translate one language into another, a text in one language
would go through a software application called an "editor" that
"enconverted" it into UNL and could then be "deconverted" into other
languages. When a person wrote something in his mother tongue, its UNL
version would first be played back to him in his own language,
enabling him to make changes to ensure it reflected his precise
meaning. The first stage of the UNL project, launched in April 1996,
is to create conversion modules for 16 languages. Those include the
six official U.N. languages -- Arabic, Chinese, English, French,
Russian and Spanish -- as well as German, Hindi, Indonesian, Italian,
Japanese, Latvian, Mongolian, Portuguese, Swahili and Thai. Conversion
software for each language is being developed in partnership with
governments, research institutes, universities and participating
companies. The aim is for the languages used by all U.N. members --
now 185 countries -- to be supported by UNL by the year 2005.

Euro becoming a reality for millions of Europeans

common currency of 11 European Union nations on Jan. 1. In French
supermarkets, Belgian banks and Viennese coffee houses, euro prices
signal that the international currency once dismissed as a
bureaucratic pipedream is becoming a reality for millions of
Europeans. You can't pay in euro's yet and its exact value won't be
known until New Year's Eve, when finance ministers from euro-bloc
nations fix the rates at which their currencies are absorbed into the
new money. However, barring some last-minute upset, the euro will be
worth about 6.6 French francs, 14 Austrian schillings and 2 German
marks. A dollar will get you around 80 euro-cents, but nobody will be
able to buy any over the bank counter until 2002, when euro coins and
banknotes hit the streets. For three years, the euro will exist only
as a sort of virtual money alongside existing currencies. It will
trade on international markets against the dollar and other
currencies. Stock and bond prices will be set in euros. Workers at
multinational companies will receive euro pay-slips, banks will let
clients run euro accounts, governments will allow people to pay taxes
in euros. Consumers will be able to pay in euros by credit or debit
card, or by check, but only at those retailers that chose to switch
early. Most of the euro-zone's 270 million citizens will be able to
largely ignore the euro until 2002 and carry on shopping with pesetas,
lire, pounds and the rest. A poll published by the EU in September
showed almost two-thirds of citizens in the 11 euro-zone nations in
favor of the euro, a big rise on previous surveys.

Egypt Joins Greece to Counter Israeli-Turkish Bloc --
At Russian Prompting?

On November 24, the Greek news agency reported that Greece and
Egypt will hold their first joint military exercise, in the
Eastern Mediterranean. Scheduled from November 27 through
December 2, the exercise, code-named "Alexandria-98", will
involve two frigates from each country. The location and timing
of this exercise is undoubtedly meant as a show of force against
the growing Turkish-Israeli alliance. This, in and of itself, is
a major shift in Egyptian policy. Egypt has rejected attempts to
draw it into the Turkish-Israeli bloc, and has condemned Israeli
behavior on a number of fronts, but it has not yet joined Greece
in active confrontation with Turkey and Israel. Given the
tangled web of Middle Eastern alliances, Egypt's move sheds
considerable light on the emerging Arab-Greek-Persian bloc.

From the Camp David accords until quite recently, Egypt has been
one of the U.S.'s most reliable Arab allies. However Egypt, like
Syria, Saudi Arabia and Iran, has been disturbed by recent trends
in U.S. policy, including the tacitly U.S.-backed Israeli-Turkish
alliance, Washington's predominantly pro-Israeli position in the
Middle East peace process, and Washington's failure to develop
consistent responses to Iraqi provocations. Yet despite common
concerns, no Arab or Persian country has been able to exercise a
clear leadership role and create a unified regional position.
Egypt, Syria and Iraq have not been on excellent terms with each
other, and none of these countries has the overwhelming political
clout needed to fill such a role. Saudi Arabia, the natural
choice for such a role, has not only been in the middle of a
succession crisis but also been crippled by low oil prices and
its reliance on the U.S. for the purchase of most of its oil.

In the midst of this power vacuum, Iran tried, initially through
its proxy, Syria, and later through improved relations with Saudi
Arabia, Egypt and the GCC, to gain the mantle of leadership by
calling for an Arab-Persian alignment as a counter to the
continuing U.S. presence in the Middle East. Iran has been
actively involved in discussions with Greece over military
cooperation and Iranian Foreign Minister Kamal Kharazi met with
Egyptian president Hosni Mubarak on November 23 to call for
better relations between the two countries. At that time, he
explicitly stated the price for Iranian friendship. Egypt would
have to distance itself from Israel. Said Kharazi, "We have said
the more Egypt distances itself from Israel, the more eager we
will be to normalize relations with Cairo." Nevertheless, Kharazi
conceded that the Egyptians had already taken considerable steps
over the past year to do so precisely that. Egypt and Iran also
held high level talks over the Turkish-Syrian crisis that last
month almost sparked a regional war. This Egyptian-Iranian thaw
has followed a similar warming of relations between Saudi Arabia
and Iran. However, even if Iran garners the support of all these
countries, should a new regime come to power in Iraq, all bets
regarding the structure of this emerging alliance are off.

Given the fluidity of this region's politics, the one remaining
hope for any consolidation of Middle Eastern interests appears to
be through the involvement of an outside power. It is looking
increasingly as if Russia is asserting itself to assume this
role. On November 14-16, Russian Defense Minister Marshal Igor
Sergeyev met with officials in Syria and Egypt to discuss the
prospect of renewed military cooperation. On November 20, the
United Arab Emirate newspaper, "Al-Ittihad", reported that
certain Arab countries intended to underwrite the cost of an arms
deal with Syria. In addition, the Russians, in order to
facilitate further purchases of Russian arms by the Syrians, have
reportedly canceled some of Syria's debt. The new cooperation
agreement with Russia will include: first, training for Syrian
officers in Russia; second, doubling the number of Russian
experts and advisors in Syria; third, modernizing Syrian SU-30
fighter/attack aircraft; fourth, the purchase of advanced Russian
T-80 tanks, modernizing old tanks, and repairing Mig-29 fighters;
and, finally, the equipping of Syrian anti-aircraft units with S-
300 missiles, the same missiles that are the focal point of the
current Greek-Turkish confrontation.

The next day, Sergeyev met with Egyptian President Hosni Mubarak
and the two reportedly discussed military cooperation and other
technical topics. The meeting allegedly culminated in the two
leaders signing agreements on what Sergeyev called, "a wide
spectrum of modernization, repairs, and delivery of military
hardware, and whatever else Egypt might be interested in."
Despite the fact that Egypt has purchased mainly U.S.-made
weapons in the past 25 years, the Egyptian military still has a
large quantity of Soviet-manufactured anti-aircraft systems,
fighters and tanks. Despite the fact that the Egyptians receive
extraordinary amounts of foreign aid from the U.S., this offer
apparently struck a chord in Cairo. On November 18, Mubarak
called for the development of an advanced national military force
to protect Egypt from the "advocates of war and expansion."

Russia has expanded its interest to include other parts of the
region. On November 23, Russia announced that it intends to
cooperate further with Iran in the field of nuclear power. During
his visit to the Bushehr Nuclear power plant (which was built in
Iran with Russian assistance), the Russian Atomic Energy
Minister, Yevgeniy Admov's announced that Russia plans to further
assist the Iranians. Also, as mentioned above, Russian is
supplying S-300 missiles to the Greek Cypriot government, a
development that has been a key factor in sustaining the Greek-
Turkish conflict over Cyprus.

There are several reasons for Russia to pursue this strategy. The
first is that Russia, which is bleeding economically, is strapped
for cash. The two critical industries on which Russia depends for
hard currency are its oil industry, which cannot do much good in
a depressed oil market, and its arms industry. The second reason
Russia is attempting to reassert itself, as an equal with the
U.S., is strategic. The assertion of Russian influence over such
countries as Iran, Iraq, Syria, and, to a lesser extent, Egypt,
is designed to provide Moscow with a bargaining chip against
Washington; to defend the southern flank of the former Soviet
Union from U.S. influence; and, in the extreme, to threaten the
supply of oil to the US and its NATO allies. It is also clearly
a continuation of the historic policies of the USSR to weaken the
unity of NATO and turn its flank. A further indication that NATO
is Russia's target is the influx of arms to Greece. This gambit
is designed to drive a wedge between NATO allies on the eve of a
scheduled meeting (on November 24) of NATO during which the
significance of the Greek-Turkish conflict for changes in the
structure of the alliance will be discussed. These Russian probes
into the Middle East and the Mediterranean are designed to take
pressure off of Russia's western front by undermining the
alliance's structure and halting its expansion eastward.

The Egyptian-Greek exercises show exactly how successful the
recent Russian initiatives have been, and how much the United
States has undermined its own alliances in the region. Iran,
Syria, and Greece regard themselves as at the front line opposing
the Israeli-Turkish alliance, and they have already taken steps
to solidify their relationships with each other. Now, Egypt is
flirting with joining this camp on the pretext of countering an
Israeli threat. The Russian offer of military assistance may
provide the Egyptians with a further inducement to cooperate with
the Greeks. Though we may not know for certain if this is the
case, it does help explain the sudden shift in Egyptian policy
towards the Greeks.

It is certain that there has been growing dissatisfaction in
Egypt, Syria, Saudi Arabia, the Gulf States and Iran with the
U.S. policies. For quite some time, we have been closely
monitoring this trend. Until now, no regime in the region has
been able to reconcile the interests of the Greeks, the Persians,
and the Arabs. Russia, in an attempt to reassert its influence in
the region and in order to force the U.S. to deal with it as an
equal, is assuming a leadership role the Middle East and the
Eastern Mediterranean. This is an alarming outcome, especially
for what it portends for U.S. interests in Russia's backyard --
Eastern Europe, the Caucasus, and Central Asia.

In May, the Catholic Diocese of Dodge City, Kan., eager to put
into perspective a Lewis, Kan., woman's Virgin Mary plaque that
she says weeps blood (and has drawn 10,000 visitors),
commissioned DNA tests of the blood and found it to be that of
the plaque's owner, Margarita Holguin Cazares. Undeterred in
her beliefs, the editor of the local Edwards County Sentinel,
Cathy Woolard, editorialized that the DNA tests actually make
the scene even more miraculous, in that, obviously, God must
have created blood that exactly matches Cazares's and put it on
the plaque.

Armenia may Benefit from Russia's Effort to Strengthen CIS

Aram Sarkisyan, the Armenian presidential adviser on foreign policy
issues, said in an interview with the Arka news agency, published in
the Armenian newspaper "Novoye Vremya" on November 21, that
Russia, Armenia, and Iran could form a "geostrategic axis of stability."
 Sarkisyan said Russia was Armenia's main strategic partner, but that
Yerevan also wants to have "good relations with all countries,
especially with its closest neighbors." Sarkisyan also suggested that
Georgia could also join the alliance, as these three countries "do not
have the internal potential for expansion, nor do they threaten the
security of other countries." Commenting on sources of regional
instability, Sarkisyan cited Israel's alliance with Turkey as a matter of
particular concern.

Armenia has for some time been appealing for stronger political and
military ties with both Russia and Iran, as a means of providing added
leverage against its hostile neighbors Azerbaijan and Turkey. To a
limited degree, it has succeeded, though Armenia clearly seeks a
deeper commitment. Armenia is a member of the Collective Security
Treaty of the Commonwealth of Independent States (CIS) and
participates in the Unified Antiaircraft Defense system of the CIS
countries. Moreover, Russia is supplying Armenia with weaponry. In
late October, Azerbaijani President Geidar Aliyev called on NATO to
take serious action to prevent the militarization of Armenia by Russia.
Aliyev claimed that Russia has been arming Armenia not against
Azerbaijan, but against NATO. Armenia, of course, denied these
charges and said that by making these kinds of statements, Azerbaijan
was attempting to shift attention away from the issue of the Karabakh
settlement.

Despite these denials it is undoubtedly the case that Russia is
currently Armenia's main strategic ally. Meanwhile, Moscow has
received Yerevan's previous proposals to create a formal alliance
between the two countries with only moderate enthusiasm, and it has
indicated at best a halfhearted willingness to ally with Iran. In early
November, Colonel-General Yuri Baluyevsky, chief of the main
operational department of the General Staff of the Russia Armed
Forces, said he "did not visualize [a] Russia[n] military pact with Iran,"
although he conceded that "Russia must maintain cooperation with
Iran in the military-technical area." Baluyevsky anticipates continued
cooperation with Armenia in the same area.

Like Russia, Iran has been reacting to Yerevan's diplomatic advances
with little enthusiasm. On November 5, Iran rejected Armenian
Foreign Minister Vardan Oskanyan's offer to mediate between Iran
and Israel. The spokesman of the Iranian Foreign Ministry said that
Oskanyan's remarks were "ill-considered and far from the truth" and
they showed "lack of information about the Islamic Republic of Iran's
principal stances about the usurper Zionist regime." Later, the
Armenian Foreign Ministry denied that Oskanyan offered to mediate
between Iran and Israel; rather, it claimed that Armenia would "not
rule out, in the event of such an appeal, that [it] would take
appropriate action." Israel expressed its "deep gratitude" to
Oskanyan for his effort. Clearly, Yerevan has occasionally made ill
considered remarks in trying to secure a rapprochement with
neighboring regional powers -- in this instance with Iran. Armenia's
failed attempt to play the role of mediator had, in fact, an adverse
effect on its relations with Iran.

Armenia's chief diplomatic goal is to secure a military alliance with
strong regional powers directed against its historical enemies --
Azerbaijan and Turkey. It does not care if that alliance is with Iran or
Russia -- or even the United States, were that possible -- it just wants
the relationship to be strong and sure. For now, Russia remains
Armenia's strongest backer, but apparently not strong enough for
Armenia's preference. Like Belarus, Armenia seems to want
desperately to become a major power's appendix. This time, despite
the previous lukewarm response from Russia, Armenia may get its
wish. The reason? Moscow is now in a major push, not only to
strengthen the CIS, but to hold its own federation together. To
convince the unwilling, Moscow must accept the willing.

On November 25, the 29th meeting of the Council of heads of CIS
governments opened in Moscow. In his opening speech at the
session, Russian Prime Minister Yevgeny Primakov warned against
disaffection among the members of the CIS: "We must not begin to
distance from each other or re-orient to other partners." Also at the
session, Russian Minister for Affairs of the CIS Boris Pastukhov
urged the CIS countries to coordinate their efforts to deal with the
current financial and economic crisis. Pastukhov said: "None has any
illusions left that the crisis in Russia would not affect other countries
of the CIS. A number of countries have already been affected by the
Russian crisis to this or that extent, and heads of states realize that the
peak of the turmoil for other states is still looming ahead."

Moscow is expected to propose practical measures to help CIS
countries to cope with the crisis situation. One of the measures
Moscow itself can take to strengthen its ties with some of republics of
the former Soviet Union is to establish much closer administrative ties
with those countries, which, like Armenia, are looking for a strong
military ally to counterbalance their regional enemies. As it attempts
to convince empire-averse former Soviet Republics to join Russia for
the common economic, political, and military good, Moscow may try
to deepen its politico-military ties to Armenia, which, like Belarus and
Yugoslavia would actually eagerly welcome such an arrangement.

Arab League chief to visit Vatican about Jerusalem

Thu Nov 26 , 1998 -- Arab League Secretary-General Esmat Abdul Meguid
will begin a three-day visit to Vatican on December 17, during which
he will meet with Pope John Paul II for talks concerning the question
of Jerusalem. This visit, however, comes by the Arab League on the
international and European level in support of the Palestinian cause
and the question of Jerusalem, which is a primary issue in the final
settlement negotiations between the Israelis and the Palestinian
Authority. During his visit, the AL chief will also meet with the
Papal Nuncio to hold detailed talks on methods of Arab - Islamic
coordination with the Vatican in order to guarantee "the rights of
Muslims and Christians in Jerusalem," and to highlight the dangers of
the Israeli measures in the holy city as well as to confirm that East
Jerusalem is an integrated part of the Arab lands occupied in 1967.
