Sightings of bright lights reported in Great Britain

Sat Jul 11 , 1998 -- A large meteorite is being blamed for
hundreds of sightings of bright lights in the sky along the west
coast of Britain on Friday evening. Initially the authorities were
baffled about the source of the lights, which looked like the
letter Z or the number 2. It was not until early on Saturday
morning that an airline pilot who landed at East Midlands airport
was able to provide a rational explanation.

The pilot reported seeing a large meteorite entering the
atmosphere as he was flying to the UK from France. He
claimed to have watched it breaking up and leaving a long trail
in its wake which was then formed by winds into shapes
resembling the letters. Throughout Friday evening police and
coastguards from Cornwall to Scotland were inundated with
calls from people who spotted the lights, though most came
from people living around the Irish Sea. Coastguards in Belfast
said they had received dozens of 999 calls and admitted they
had seen lights in the sky which they watched for an hour
above the north coast of Ireland.

Another report was received by Teesside Air Traffic control
tower near Middlesbrough who reported seeing an object
resembling the letter Q in the sky west of their position. In a
statement, the Department of Transport said: "The sightings
were from as far apart as Cornwall tothe Clyde, west to Belfast
and east to Leeds. "Air traffic control systems were contacted
and it was established no aircraft were missing or overdue.

Alan Robinson, who heard the news on teletext news, told
Weekend_News_Today that "hundreds of people were
phoning the authorities to see if UFO's were trying to
communicate with us." he added, "It was caused by a
meteorite breaking up. Sound more like the A TO Z telling us
HIS 2nd coming will not be long."

Military Intelligence is currently preparing a situation
analysis for next year. At this stage, before it is
officially reported to the political echelon, a worrying
picture is emerging. Military Intelligence's opinion is
that if the political deadlock continues, the chance of
war in the coming year is very high. The Palestinians
are training special units to attack settlements. The
Syrians are arming themselves with protected ground-
to-ground missiles and very accurate long-range anti-
tank missiles. It should be remembered that last year
Military Intelligence estimated that the chance of war
in 1998 was low.

On the Golan Heights, the season's colors are changing
from green to brown and black and the IDF Intelligence
Branch, as in every year, is beginning to work on the
national situation analysis for the coming year.
According to all signs, this one will be far more
worrying than the situation analysis prepared for the
current year. Last summer, the officers at Military
Intelligence's Research Department estimated that the
chance for war during 1998 was low: No large-scale
military clash with Syria, and neither Iraq nor Iran
presented a serious danger.

Since this prognosis has so far been met in full, it is
worthwhile for the government to listen carefully to the
intelligence community's evaluation for 1999: Military
Intelligence's main message is that the chance for war in
1999 has risen dramatically. If the political deadlock
continues, there could be a large-scale eruption with the
Palestinians and maybe the Syrians as well. Both of
them are making very concrete military preparations for
this confrontation. The Palestinians are ready for action
now.

THE PALESTINIANS: Force 17 Overruns
Settlements.

The GSS and Military Intelligence are convinced that
Arafat will avoid violence as long as there is a chance to
make progress towards a Palestinian state more or less
along the lines of June 1967. He will initiate violence
only if he is convinced that an unsurmountable obstacle
is blocking his path to the objective. This could happen,
for example, if the Americans throw up their hands.
This, by the way, is the reason that the Americans,
despite their threats, have not pulled out of the
negotiations. They know well that if they let the parties
stew in their own juice -- this juice will become very
bloody very fast. In effect, the only channel of
discussion open between the Israelis and the Palestinians
is the channel of commanders in the field.

But even if the peace process totally collapses, the IDF
and GSS do not expect immediate violence in the
territories. The evaluation is that Arafat will first find an
opportunity to isolate Israel in the international arena

and only then, when Israel is on the defensive and at a
low point in international opinion, will he give a green
light to violence. Thus he will also guarantee, in effect,
that the IDF will not dare to enter territory under the
control of the Palestinian Authority.

D-Day, as has been written in many places, is May 1999,
when Arafat is expected to declare the establishment of
an independent Palestinian state. The violence, if it
comes, will be operated by three arms. The first arm is
the Palestinian street, in which PLO activists -- mainly
under the command of Jibril Rajoub in the West Bank
and by Mohammed Dahalan in Gaza -- are expected to
operate. Reliable sources in Israel say that the "al-
Naqba" (the Palestinian catastrophe) events 1.5 months
ago were "a model exercise" for activating the street by
Rajoub and Dahalan's networks.

The second arm that the Palestinian Authority will
activate in the event of a "low intensity war" are the
armed units: the police and security personnel -- 36,000
men in all. It is known that a number of Palestinian
security units have already held planning sessions and
even practiced attacking settlements in the territories.

The Palestinian Authority has anti-terrorist special units,
which receive training from Austria and other European
countries. These units are apparently intended to attack
settlements. Force 17, Arafat's personal guard, too,
could be called to carry out these operations.

The third arm, Hamas, is not under Arafat's control, but
is trying to coordinate with him, rather than confront
him and his people. In the event of the collapse of the
peace process, Arafat could give them the green light, as
he has done in the past.

A professional argument recently broke out among the
GSS and Military Intelligence experts: the GSS claims
that Hamas has no terrorist policy, while the men of its
military arm carry out attacks whenever they can gather
the necessary means. Military Intelligence believes that
there is a clear policy behind the attacks and that
decisions are taken by the "Shura" (the Religious and
Political Leadership Council). The military arm carries
out the policies according to the instructions given it,
although it has the authority to determine location,
means and timing. The argument has not been settled,
but it is now known, for example, that there are orders
by the Shura (most of whose members sit abroad) to the
activists in the field to carry out suicide bombings in
revenge for the assassination attempt on Khaled
Masha'al.

The accident that happened to Mohi a-Din Sharif foiled
the plan, and now there is a new attempt to carry it out,
in order to avenge Mohi's own death as well. Hamas
activists in the West Bank are currently facing
difficulties, and it is possible that the mission will fall on
the operatives in Gaza.

SYRIA: Trying to work around Israel's superiority

Syrian President Hafez Assad has not yet finished off the
peace process, but his army is energetically planning
three possible military scenarios:

1. A surprise Syrian attack on the Golan heights in order
to shake up the peace process (Syria initiates).

2. A military confrontation in southern Lebanon similar
to Operations "Accountability" and "Grapes of Wrath",
in which the Syrian Army will intervene (Syria does not
initiate, and even pressures Hizballah to avoid a
confrontation, but its army will react if attacked).

3. An Israeli military attack on Syria, either directly on
the Golan Heights or in southern Lebanon (Syria fears
an Israeli scheme to seize back the cards in the Middle
East and deploys to repel it).

Since Syria's economy is in trouble, the Syrian military is
now investing most of its resources in two long-range
arms -- ballistic missiles and anti-tank missiles. Ballistic
missiles proved their worth, in Syria's opinion, in the
Gulf War. The Saggers' success in southern Lebanon
convinced them of the importance of anti-tank missiles.

The Syrians are now arming themselves with two
brigades of mobile SCUD missiles (based on the Russian
standard): a brigade of SCUD-B whose maximum range
is 280 kms. and can reach Tel Aviv, and a brigade of
SCUD-C whose range is 550 kms. and can reach targets
in Israel as far south as Dimona. Each brigade has 18
launchers. Syria assembles the more accurate SCUD-C
itself from parts sold by North Korea. When the
armament program is completed, the Syrians will have
the ability to launch 36 SCUD missiles (of both types) in
one blow. They have no lack of missiles: according to
foreign sources, the Syrians already have some 200
SCUD-B and 100 SCUD-C missiles. In addition, the
Syrians also have short-range missiles such as the FROG
and SS-21 (60-120 kms. range). These are old and
inaccurate missiles, but taken together, the Syrians will
very soon have a real capability of hitting all parts of the
State of Israel with nearly 50 missiles at a time.

The Syrians are aware of the Israel Air Force's enhanced
capabilities to damage their missile arrays, and of the
Americans new bunker-penetrating bombs. Therefore,
their really big dollars have been recently invested in
protecting their missile launchers. According to foreign
sources, they have recently begun putting their SCUDs
into deep and sophisticated underground hangars and
bunkers, dug into the hills and mountains east and south
of Damascus.

The intent now, it appears, is that even the newest and
most modern weapons cannot penetrate the new
shelters. In contrast, Syrian missile brigade personnel
can bring out the launchers quickly, fire the missile and
return inside without being exposed to detection and
attack from the air.

Another effort being made is to strengthen the missiles'
attack capability. As of yet, the Syrians do not have
missile warheads containing VX gas, but soon they will
be able to drop bombs from the air with this lethal agent.
This, according to foreign reports.

Alongside ballistic missiles, the Syrians, as stated above,
are developing anti-tank missiles. The Syrians are aware
of the technological superiority of Israel's tank fleet,
which can fire and accurately hit a target while moving

and at long ranges. Though Syria possesses a large tank
fleet (about 4,000 tanks of all types), it is outdated.
Therefore, the Syrians searched for a solution that would
both enable them to overcome the technological
inferiority and be cheap and available. Russia and
Ukraine offered them nearly perfect solutions.

The first deal in this sphere was the upgrading of 300
outdated T-55 tanks in Ukraine. In the tanks sent to
Ukraine (and which have already been returned), the old
gun barrel was replaced with a new -- smooth -- one, to
enable firing both shells and AT-10 anti-tank guided
missiles, which have a range of about 4 kms. This is a
change which greatly improves the range and does not
require a gunner with a high professional level. Another
change that the Ukrainians made in the Syrian tanks was
the installation of "reactive armor" plating: this armor
contains a small amount of explosive which detonates on
impact and destroys the shell or device striking it.

When Israel protested to Ukraine over the aid to the
Syrians, the Ukrainians promised that after this deal
there would be no additional upgrade deal. Recently,
though, according to Russian professional journals, Syria
has been trying to make a deal with a Russian plant to
upgrade its T-72 tanks.

The most worrisome procurement move now for the
IDF, though, is the Cornet missile deal signed recently
between Russia and Syria, and which is already in the
implementation stage. The Cornet is an anti-tank guided
missile whose range -- 5.5 kms. -- is greater than that of
any American surface anti-tank missile.

When this missile becomes operational in Syria in several
months, Syrian soldiers will -- for the first time in many
years -- have a good capability of contending with Israeli
tanks at long firing ranges. Israel will lose an important
advantage. This missile also has unconventional
penetration ability. Its double warhead also enables it to
penetrate reactive armor, with which Merkava tanks are
equipped.

The picture of the Syrian deployment would not be
complete without mentioning the fact that the Syrians
have recently tightened cooperation with the Lebanese
army.

The changes that Assad made in the top echelons of his
army last week do not necessarily indicate that he is
making preparations for a military confrontation with
Israel. However, the retirement of general-politician
Hikmat Shihabi and appointment of Ali Aslan, a field
commander, to replace him as chief-of-staff, could
certainly signal that, from Assad's standpoint, the
political window is closing.

EGYPT: A Pile of Trouble for Israel

The Egyptian army will next year complete the process
of becoming a modern, western military. If it joins a
coalition against Israel, it is capable of causing the IDF a
pile of trouble. Even today, the Egyptian navy is larger,
better equipped and more modern than the Israeli navy.
Recently, the U.S. administration approved the sale to
Egypt of Harpoon long-range sea-to-sea missiles, which
are meant to be fired from F-16 aircraft and from
submarines. These missiles, which in Israel are stationed

only on missile boats, pose a considerable danger to the
Israeli navy's freedom of action. The Egyptian army
employs modern, American Abrams A-1 tanks, which
are manufactured in Egypt as well, and the Egyptian air
force flies F-16 planes and is already dreaming of the F-
15.

IRAQ AND IRAN: Returning to Form

The supervision and sanctions regime on Iraq is liable to
be considerably relaxed beginning next October, when
UNSCOM decides whether it is closing several
outstanding "files" against Saddam's regime. The atomic
weapons file, for example. If UNSCOM decides to
close a file or two, the Security Council will ease the
sanctions and the supervision regime on Iraq, and then it
would be almost certain that Saddam would immediately
begin (if secretly) the process of procurement and
production that would restore to Iraq the non-
conventional capability it lost during and after the Gulf
War. The assessment is that it would take Iraq between
2-5 years to restore its capability.

In 1999, Iran will, according to forecasts, achieve a
breakthrough in developing ballistic missiles of its own
manufacture. Iranian and Russian scientists will
complete development of the 1,500 km. Shihab-3
missile, and will begin test firing it. At the same time,
they are developing chemical and biological warheads
for this missile. The only consolation is that the experts
do not foresee a breakthrough for Iran in the nuclear
sphere next year.

     JERUSALEM, July 5 (AFP)--Israel rejected on Sunday a demand by
several Arab leaders at a summit in Egypt to cancel its plans for a
"Greater Jerusalem," saying the scheme had no political implications.
"Jerusalem is the capital of Israel and we will not agree to freeze
its development while awaiting accords (with the Palestinians)," Prime
Minister Benjamin Netanyahu's spokesman David Bar-Illan told AFP. Bar-
Illan said Israel's plan was of a "municipal nature, without any
political implications."
     At a mini-summit in Cairo on Sunday, Egyptian President Hosni
Mubarak, Jordan's King Hussein and Palestinian leader Yasser Arafat
urged Israel to give up its expansion plans for Jerusalem
"immediately." Israel last month approved plans to annex to Jerusalem
several townships to the west, boosting its Jewish population by
another 30,000, and to create a "super-municipality" for the Holy City
embracing Jewish settlements in the West Bank.

will be Dec. 29, 1999, a step into electronic time travel that will be
studied anxiously around the globe.

After months of preparation, the United States' leading brokers, major
exchanges, clearinghouses and depository companies will begin mock
trading in the widest-ranging test yet by any industry of how well
computers will cope with the transition to the next century.

The tests, sponsored by the Securities Industry Association, are
designed to help brokers and other key players in the $270 billion
industry figure out whether their computer systems are ready to handle
trades that will settle on Jan. 3, 2000, the first business day of the
new century.

The Glory of God

I've been thinking a lot about the Glory of God after reading
the first chapter of Ezekiel. The majority of chapter 1 deals with
Ezekiel's description of the Cherubim. He describes them in
detail. But in 1:27 all he can say of the "man" on the throne is
that He looked like glowing metal:

(Ezek 1:27 GWT) "Then I saw what he looked like from the
waist up. He looked like glowing bronze with fire all around it.
From the waist down, he looked like fire. A bright light
surrounded him."

The Bible Knowledge Commentary comments:

"The splendor of His glory was so bright that Ezekiel could see
only His form before he was forced to look down. Ezekiel then
noticed a radiance surrounding the vision. It looked like a
rainbow. The multi-splendored colors of the rainbow were
refracted from the blazing light of God's glory."

The closest thing that I have experienced to understanding
this brightness happened this week while at the
opthamologist's. My eyes were dilated with drops and then the
doctor shined a bright light into them to examine the back of
the retina. The doctor had to keep telling me to keep my eyes
open because my natural tendency was to close them. The
light was just too bright -- almost painful. God reminded me that
this is just a small peek of what the brightness of His Glory is
like! I can not even imagine it.

Again from the Bible Knowledge Commentary:

"Lest anyone doubt what Ezekiel saw, he stated clearly that it
was the appearance of the likeness of the glory of the
LORD...Ezekiel had seen a theophany, as God had appeared
to him in a visionary form. By using the terms "appearance"
and "likeness" Ezekiel was pointing out that he had not seen
God directly. That would have caused immediate death (cf. Ex.
33:18-23; John 1:18)."

The following thoughts on the Glory of God is from the
Disciple's Study Bible. My comments are in brackets [ ].

"Inspired biblical writers were careful not to try to describe the
invisible God. They described only what seemed to be a
likeness of His brilliant glory, which was so bright no one could
see beyond it to God Himself.

"The glory of God is a visible, concentrated manifestation of
the nature or person of God. Often the glory of God is
associated with 'shining.' The emphasis is not upon the
'shining,' or how the manifestation occurs, but on the sense of
awe that it produces in those who perceive it. When people
'see' the glory of God, they have a heightened, acute
awareness of the presence and power, the majesty and
authority of the holy God.

[Note that Ezekiel bowed down in response to seeing God's
glory. He knew exactly what he was seeing.]

"God's glory is the revelation of who He is and what He is like.
Jesus is God and so in His earthly life revealed to us precisely
what God is like.

[(Heb 1:3 NIV) "The Son is the radiance of God's glory and
the exact representation of his being, sustaining all things by
his powerful word. After he had provided purification for sins,
he sat down at the right hand of the Majesty in heaven."

This is perfectly pictured in the faces of the Cherubim and the
expression of that as related in the Gospels:

Matthew pictures Christ as a Lion, the Messiah.
Mark pictures Christ as an Ox, the Servant.
Luke pictures Christ as the perfect Man.
John pictures Christ as the Eagle, the mighty God.

Along this same thought, Ray Stedman points out:

"Now, even though Ezekiel doesn't understand this, even
though he doesn't perceive the significance of his vision; he
saw nonetheless the glory of God in the face of Jesus Christ. (2
Cor. 4:6) That is because God reveals himself through Christ.
Ezekiel saw as clearly as he could the revelation of God in
Jesus Christ." ("Ezekiel: Wheels, Bones and Restoration" by
Ray Stedman) ]

"The glory of God is the expression, or the perception, of what
God is, and who God is. Glory represents the shining radiance
which makes all other sources of light totally dark in
comparison.

"The glory of God is the open disclosure of the true nature of
God as holy, righteous, loving, and powerful. His glory is His
right to all prestige and honor. We 'see' the glory of God when
we have a deep perception of who God is and how great He
is. Our sins stand in awful contrast to the glory of God. They
make us stand in need of His redemption.

"God has consistently let His people see evidence of His
glorious presence and power among them. One day we will
see Him in all His glory. Until that day we live motivated by the
hope of seeing that glory. Thus even in suffering we can
rejoice and praise God.

[Part of recognizing the prestige and honor God deserves comes
when we praise God -- to glorify God. Why does God give us
evidence of His glory and command us to glorify Him?

C.S. Lewis writes in the "Reflections on the Psalms":

"The Scotch catechism says that man's chief end is 'to glorify God
and enjoy Him forever.' But we shall then know that these are the same
thing. Fully to enjoy is to glorify. In commanding us to glorify
Him, God is inviting us to enjoy Him."]

"Glory is the weight or importance of God. It is the shining light
in which God confronts humans as His way of visible revelation
of the invisible God. It is the radiant power of the Creator
appearing in creation. It is that which the human eye cannot
see without facing death (Ex 33:17-23). The radiance of God
became visible to humans in Jesus Christ."

Text of UN Security Council statement on Jerusalem

            UNITED NATIONS (Reuters) - Following is the text of a
statement issued by the Security Council at a brief meeting late
Monday calling on Israel not to proceed with a decision to extend the
boundaries of Jerusalem.

            ``1. The Security Council has considered the letters dated
June 18 and 22, 1998, as well as the letters dated June 8, 9 and 15,
1998, from the permanent observer of Palestine to the United Nations,
and the letter dated June 23, 1998, from the permanent representative
of Sudan to the United Nations on behalf of the states members of the
League of Arab States relating to the issue of Jerusalem.
            2. The Security Council recognizes the importance and
sensitivity of the issue of Jerusalem to all parties and expresses its
support for the decision of the Palestine Liberation Organization and
the government of Israel, in accordance with the Declaration of
Principles of September 13, 1993, that the permanent status
negotiations shall cover the issue of Jerusalem. The council therefore
calls upon the parties to avoid actions which might prejudice the
outcome of these negotiations.
            3. In the context of its previous relevant resolutions,
            the
Security Council considers the decision by the government of
Israel on June 21, 1998, to take steps to broaden the
jurisdiction and planning boundaries of Jerusalem a serious and
damaging development. The council therefore calls upon the
government of Israel not to proceed with that decision and also
not to take any other steps which would prejudice the outcome of
the permanent status negotiations. Further, the council also
calls upon Israel to abide scrupulously by its legal obligations
and responsibilities under the Geneva Convention Relative to the
Protection of Civilians in Time of War of August 12, 1949.
            4. The Security Council supports the efforts of the United
States aimed at breaking the stalemate in the peace process, calls
upon the parties to respond positively to these efforts, notes that
the Palestinian side has already given agreement in principle to the
U.S. proposals, and expresses the hope that the permanent status
negotiations can resume and progress can be made toward the
achievement of a just, lasting and comprehensive peace based on U.N.
Security Council resolutions 242 and 338.
            5. The Security Council will keep Israeli actions under
review.''

Mon Jul 13 , 1998 -- An American archaeologist says he is
close to unearthing the lost Ark of the Covenant, the ancient
casket believed to contain the Ten Commandments. The Ark
is said to have gone missing in 566BC, and Vendyl Jones - a
Texan archaeologist who believes he may have been the
inspiration for the film character Indiana Jones - says he has
located where it is buried. The Jordan Valley near Qumran is
the lowest place on earth - a desolate wilderness, baking
under the summer sun. But it is here that Vendyl Jones says he
is on the verge of making one of the greatest archaeological
discoveries of all time.

50 years ago the dead sea scrolls were found in this area. One
of them, the mysterious Copper Scroll, speaks of buried
treasure. Jones says: "If the geography of this area fits the
Copper Scrolls, then the things that are described as being
hidden here should be found." Vendyl Jones has been digging
for more than a decade. But, for all his enthusiasm, all he has
found so far is some oil that may or may not have been used in
the ancient Jewish temple in Jerusalem, and 600kg of a
reddish substance that he says is incense - but others say is
dirt. But Jones is undaunted - somewhere in the rock he says
lies a much greater prize.

Hatzofeh, addressing the question of when and how negotiations with
the Palestinians will move forward, says, "the Israeli demand for the
annulment of the Palestinian Charter, which calls for the destruction
of the Jewish state in the Land of Israel, is only part of the
collection of complaints which prove conclusively that the PLO is not
fulfilling its obligations in accordance with the Oslo agreements. Up
till now, Israel alone has fulfilled its commitments, unilaterally.
It is inconceivable that from this point forward Israel will carry out
all of its obligations, according to the Oslo agreements, while the
other side -- the PLO -- regularly avoids fulfilling its obligations."
 The fact that the Palestinians have not lived up to their side of the
bargain, along with Yasser Arafat's continuing threats to use violence
if Israel does not agree to Palestinian demands for an independent
state with Jerusalem as its capital, say the editors, means that the
government must be steadfast in adhering to its positions and must
continue to demand that the Palestinians fulfill their commitments
before any more territory is relinquished.

     Ha'aretz says, "Last weekend at Kibbutz Kfar Blum in the Upper
Galilee, at the Festival of Judaism organized by the Shorashim (Roots)
movement, Minister of Education and Culture Rabbi Yitzhak Levy
presented a new covenant for coexistence between religious and secular
Jews. The leader of the National Religious Party announced that
religious legislation that is not compatible with the rights of the
individual has no place in modern society. He noted that the issue of
the Sabbath has already been decided with the opening of shopping
malls on Saturday, and opposed the intervention of the establishment
in areas such as sale of bread on Passover or consumption of unkosher
meat. Rabbi Levy limits individual freedoms only in the field of
marriage and divorce where, he says, individuals bear responsibility
not only for themselves but also for future generations ...
     It is to be hoped that his words at this conference reflect a
serious assessment of the signs warning of a sharp clash between
Israel's national-religious and ultra- Orthodox Jewish communities and
the secular Jewish segment. Rabbi Levy's pronouncements have served to
revive the demarcation line that existed for years between the
religious establishment, a partner in the Zionist enterprise, and the
ultra-Orthodox establishment, which has turned the state into an
instrument for increasing religious coercion. However, declarations
are not enough ... [Rabbi Levy] must also exert the NRP's political
influence to cease the harassments of labor and social affairs
inspectors working for minister Eli Yishai of Shas ... The NRP must
help in adjusting the activities of local religious councils to the
needs of the large secular community whose members require the
councils' services. The need to protect the interests of "future
generations," according to Rabbi Levy's ideology, cannot be met at the
expense of the present generation ... Rabbi Levy has also promised
that the NRP's spiritual leaders, chiefly former Sephardic Chief Rabbi
Mordechai Eliyahu, will not dictate what policies the NRP should adopt
regarding the peace process ... Here as well, it is to be hoped that
Rabbi Levy will not limit himself merely to proclamations, but will
translate them into concrete actions. The NRP's political leader must
make it clear to the party's spiritual leaders, as well as to the
prime minister who is courting them, that Torah scholarship should be
confined to religious issues and that in affairs of state, the only
opinions that should prevail are those of elected representatives of

Ma'ariv, in its second editorial, points to the renewed violence in
Northern Ireland, "just two months after the signing of the peace
agreement and only two weeks after elections were held for the
parliament in Belfast." The editors say that "the Irish lesson is not
inconsequential for us; the Oslo agreement was derailed by Hamas and
Islamic Jihad, in attacks on Israeli streets. A militant minority can
impose its will on the majority through means that the majority is
prevented from using."


                   More Important than the Redeployment
          (Op-ed by Yaron London, Yediot Ahronot, 14.7.98, p. B3)
The words of Rabbi Yitzhak Levy signal a revolution in the thinking
of the religious establishment regarding the proper relations between
the individual and the state. This is more important even than the
"redeployment." Yitzhak Levy, one of the most strictly observant of
the leaders of religious Zionism, and one of the most extreme in his
political views, has understood that coercion will not help his
ideology, and that the war over the question of our way of life and
faith should be moved over to the free market. It represents a sort
of privatization of the struggle between freethinkers and the
religious. The victory will be to the one who wins in the marketplace
of ideas.
          I do not know -- and no fair-minded individual will claim
to know -- if Mr. Levy chose to take the action he did out of an
awareness that the freethinking public have had all they can take,
and are on the verge of rebellion, or because his religious
principles forbid spiritual coercion. It may also be that he has
concluded that the religious and ultra-orthodox have grown so strong
that there is a real possibility that they may be able to define the
character of the country without "Jewish" legislation. Perhaps he
has learned from his frequent meetings with atheists -- thoseamong
them who do not instantly reject anything carrying the faintest whiff
of Judaism -- that concern about the impoverishment of the spirit is
not confined to the ideological tribe to which he belongs.
          All this does not bother me, since I am in favor of a fair
contest, even if I know that my view may lose in it, and because I am
almost sure that in the conditions of the free market, modernity will
overcome the religious fundamentalist view. In the end the spirit of
freedom will win.
          The Minister of Education and Religious Affairs must now
put his good intentions to the test of deeds, will he be prepared to
cancel the "pig law"? Will he support -- with more than lip service
--burial services for members of different religions? Will he agree
to the abolishment of the Rabbinate's and the religious councils'
status as state institutions? Will he fight to implement the Ne'eman
Committee's recommendations on the issue of conversion? His
statements imply carrying out all these actions, but in addition the
minister will be judged by the spirit of tolerance and openness which
he creates in his office.
          Doubt may be expressed as to the ability of Rabbi Levy to
internalize the revolutionary conclusions which derive from his
statements, and one may doubt whether he will have the strength to
cope with these herculean tasks. But even if he does not succeed, the
impression made by his statements will not be quick to disappear.

                ISRAEL RESPONDS TO UNITED NATIONS STATEMENT
             (Communicated by the Foreign Ministry Spokesman)
     Israel regrets the Presidential Statement adopted yesterday
(Monday) 13.7.98 by the United Nations Security Council regarding
Jerusalem. Israel has already clarified that the Cabinet decision of
21 June 1998, does not contradict the agreements between Israel and
the Palestinians. The decision is municipal in nature, and is intended
to extend Jerusalem's municipal jurisdiction only to areas west of the
city. The Presidential Statement adopted by the Security Council
ignores these facts.
     Israel will continue to work for the development and prosperity
 of Jerusalem, for the benefit of all its inhabitants.

Israel Prepares for Trouble

Israel radio on Monday, July 13, reported that Israeli Prime Minister
Benjamin Netanyahu met secretly with seven cabinet ministers for
the third time on Sunday, to develop a "strategic policy" for
dealing with the Arab Israeli population. The secret committee,
including intelligence and security officials, reportedly determined
that a "tough hand" may be needed to handle an increasing
fanatical and fundamentalist tendency among the Arab Israelis,
who comprise roughly 18 percent of Israel's population.

Israel is feeling pressure from the Palestinians, neighboring Arab
states, and even the United States, and is preparing for trouble.
Egypt has effectively abandoned Israel and the United States
over the impasse in the peace process, and Jordan this weekend
also suspended relations with Israel. Jordan's Petra-JNA news
agency reported that Jordanian Senator Dhawqan al-Hindawi,
head of the Jordanian delegation to the Arab-European
Parliamentary Dialogue conference in Damascus, said in a
speech to the conference that, "Jordan is currently freezing,
without announcement, its dealings with Israel regarding issues
stipulated in the peace treaty with Israel until the latter changes its
current anti-peace policy and resumes the peace process on the
Palestinian, Syrian, and Lebanese tracks."

Jordan's action further paves the way for an Arab summit that has
been in the works for the past few months. Syria announced on
Monday that it was opposed to an Arab summit until Arab states
freeze all ties to Israel and reactivate the Arab economic boycott.
Syrian Vice President Abdel-Halim Khaddam told the London-
based Arabic newspaper "Al-Quds al-Arabi" that the 1996 Arab
summit in Cairo had "adopted secret binding resolutions,
stipulating a freeze in the normalization with Israel if Prime Minister
Benjamin Netanyahu continues his expansionist policies, the
construction of settlements, and the destruction of the peace
process." With relations with Egypt and now with Jordan souring,
Israel is running out of friends in the region.

The United States is also not hiding its frustration with Israel. On
Monday, Netanyahu said Israel only awaited Palestinian adoption
of commitments on Israeli security before it would accept the U.S.
plan for troop withdrawal from the West Bank. Furthermore, he
claimed, "In the recent days, we have made a significant progress
in our understanding with the United States." But responding to
the Prime Minister's comments, U.S. State Department
spokesman James Rubin said, "The ball is not in the Palestinian
court. The ball is in the court of the Israelis to try to work with the
Palestinians and work with us..." In a meeting following
Netanyahu's speech, the Prime Minister and his security cabinet
once again postponed a decision on withdrawal from the West
Bank.

In a last ditch effort to forge an agreement, the United States has
called for direct Israeli-Palestinian talks, and has reportedly
threatened to abandon its role as mediator if talks do not show
positive results. Both sides have agreed to hold a meeting, but
the Palestinians have refused to reopen negotiations on the
scope of the Israeli withdrawal. The Palestinian position is that
the current U.S.-backed plan to turn over 13 percent is a
compromise, and if negotiations are reopened, they will begin with
their stated desire for control of 40 percent of the West Bank.

The London-based Arabic newspaper "Al-Zaman" reported on
July 10 that ten days of secret Israeli-Palestinian talks had
concluded in a European city, perhaps Oslo, and had ended in
failure. The Israeli side, which supposedly included an advisor to
Netanyahu and the deputy head of Mossad, reportedly turned
down Palestinian compromise offers of 12 or 11 percent Israeli
withdrawal from the West Bank, and instead held firm to an offer
of only a nine percent withdrawal. If this report is true, the
prospects for talks later this week are grim.

Egyptian Foreign Minister Amr Moussa on Monday said that the
planned talks were a "waste of time." He told the UAE
newspaper "Al-Ittihad" that "matters are at such a dangerous
point they cannot be saved by negotiations here or there." He
told the newspaper "Al-Hayat" that he did not expect a solution to
the West Bank situation by the end of July, and that the "general
feeling" among members of the Clinton administration was that
Washington would abandon the negotiations with Israel at the
end of the month, whatever the result.

Finally, Radio Monte Carlo reported on Sunday that a group of
1,000 Islamic Jihad members met July 11 in the Gaza Strip
refugee camp of Shati. At the meeting, Sheikh Abdullah al-Shami,
a senior Islamic Jihad leader, reportedly called for renewed suicide
operations against Israel.

As its plans for dealing with Arab Israelis reveal, Israel is scared. It
is losing the support of Egypt, Jordan, and the United States, and
its Arab neighbors are drawing closer together, preparing for a
summit to devise a common Arab response to the stalled peace
process. Parallel to plans for an Arab summit are hints of an "Arab
NATO." Meanwhile, the potential for another Intefadeh is
increasing, and radicals are preparing for a suicide bombing
campaign.

The revelation of Israeli planning for internal trouble says a
number of things. First, it is a signal to Arabs that Israel will take a
very hard line against a renewal of violence within Israel. But
moreover, the existence of Netanyahu's secret committee reveals
a rush to address the country's strategic weaknesses. As we
wrote in our June 30 Red Alert

ml ), Israel is undergoing a fundamental strategic review. Israelis
have long prepared for medium to high intensity warfare--armor
and air battles. They now appear to be shifting to a U.S.-like, two-
pronged strategy of deterrence combined with unconventional,
low intensity conflict. Israel's plans to purchase submarines
capable of launching missiles with nuclear warheads is the
deterrent side. Preparations for the Intefadeh are the other side.

Israel can not stand another six months of news footage of
soldiers firing plastic bullets at stone-throwing children. It can not
tolerate suicide bombers destroying buses and markets. The
question is, how can Israel stop it? Israel can attempt a total lock-
down of the occupied territories, but can Israel also detain 18
percent of its population? It can attempt a decapitation attack,
arresting or killing the leaders of the Palestinian unrest, but
complete success at this strategy is nearly impossible, and new
heads grow. It can attempt to infiltrate and disrupt the new
Intefadeh, also a difficult and possibly futile task. Or, Israel can
return to the table.

However the negotiations go, Israel is in a rush to revise its
strategic doctrine to meet reality. Yes, Israel is scared, but Israel's
advantage is that, when it panics, it takes action to rectify the
situation. Still unknown is whether Israel can complete
preparations ahead of the Arabs.

The Number Four and its Symbolic Relation to the Cherubim

"..the number four is made up of three and one (3+1=4), and it
denotes, therefore, and marks that which follows the revelation
of God in Trinity, namely, His creative works. He is known by
the things that are seen. Hence the written revelation
commences with the words, 'In the beginning God CREATED.'
Creation is therefore the next thing -- the fourth thing, and the
number four always has reference to all that is created."

The Cherubim are first mentioned in Gen. 3:22-24. "These are
four, and they have to do with creation always. They are first
seen here, keeping, i.e., guarding (Gen. 2:15), the Tree of Life,
and thus preserving the blessed hope of immortality for
creation. They are next seen in connection with atonement,
showing the only ground on which creation could hope for the
end of its groaning. They are seen on the veil and on the
mercy-seat, binding up the hope of creation with Him who is
called 'the Hope of Israel.' So that there is no hope for a
groaning creation apart from atonement, apart from Christ, or
apart from Israel. In the Apocalypse the same four cherubim
are called zoa, 'the living creatures' (Rev. 4). These announce
the Coming One; these sing of creation and of Him who
created all things, and for whose pleasure they were created
(Rev 4:2). Whenever they speak it is in connection with the
earth. These call forth and announce the judgments or plagues
(Rev. 6) which issue in the ejection of the Usurper from the
earth, and the destruction of them which destroy the earth, and
in the exaltation and enthronement of Him when all the
kingdoms of the world become the kingdom of the Lord and
His anointed, and when the Lord God omnipotent reigneth."

"They are the four heads of animal creation: the lion, of wild
beasts; the ox, of tame beasts; the eagle, of birds; and man the
head of all. Again we have the four divided into 3+1: three
animal, and one human.

"They mark the purpose of God from the moment the curse
was pronounced, and are the pledge that it will one day be
removed.

"Other characteristics mark the cherubim off from all else. They
are not Divine, for they are never worshipped, and all likeness
of God was forbidden; moreover the God-head is presented at
the same time with them, for they are connected with His
throne. They are distinguished from angels, and they are never
dismissed on errands...

"The fact, therefore, of the living creatures being four (and no
other number) marks them as connected with Creation, and as
a symbolical representation that its hope of deliverance from
the curse is bound up with the blood-shedding of the coming
Redeemer."

[Again, their symbolical representation of deliverance is
beautifully illustrated by the four Gospels. Remembering that
the four faces of the cherubim depict those of a lion, an ox, an
eagle, and a man, we also see Matthew present Christ as the
lion, the Messiah; Mark presents Him as the ox, the Servant;
Luke presents Him as the perfect Man; and John presents
Christ as the eagle, the Mighty God. How can anyone look at
the weaving of threads throughout the Bible and not see that it
is the Holy, Perfect, Inspirational Work of God?]

Arafat in China

BEIJING (AROL) - Li Ruihuan, chairman of the National Committee of the Chinese People's Political Consultative Conference, in a meeting with the President of the State of Palestine Yasser Arafat today, said that the best way to resolve the Mideast issue is negotiation based on UN resolutions and the "Land for Peace" principle, the Chinese News Agency Xinhua said.

Li said that the Palestinian question is the key to the Mideast issue and that China has always sympathized with and supported the just cause of the Palestinian people, and is aware of the complexity of the Mideast issue and the difficulty of finding a solution.

However, China believes that as long as the Palestinian people are united and stick to principles and flexible and pragmatic tactics they will attain their lofty goal of regaining their lost land and rights, and establishing an independent Palestinian state, Li said.

He praised Arafat's contributions to the national liberation of Palestine and said that Arafat has the support of the Palestinian people and the respect of people all over the world with his struggle over the past five decades and said that even ordinary Chinese like villagers in remote areas know Arafat's name.

He said the Chinese have always stood by the Palestinian people whenever Palestine was having difficulties and that the Palestinians appreciate and value the Chinese people's assistance and friendship, and said the Chinese are true friends of the Palestinian people.

Christian pilgrims are coming to Jerusalem as the year 2000
approaches. City officials estimate that 4 million tourists, about
twice the usual number, will enter the holy city before the
millennium, news reports said. Palestinian Muslims eager to attract
tourists to their hotels are mailing advertisements to U.S.
Christians. "How would you like to be staying at the Mount of
Olives Hotel the day Jesus returns?" the ad reads. ...Some have
moved to Jerusalem believing they will witness the Second
Coming of Jesus Christ. About five American Christians meet for
weekly worship in an apartment near the Mount of Olives. "I feel
like a person that happens to be in the right place at the right
time," said David, 58, who gave up his possessions and dropped
his last name when he moved to the city 18 years ago. He and
the others share "front-row seats" for the day Christ returns in
accordance with Bible prophecy, he told Reuters.

Two 18-year-olds to lose virginity on Internet

LOS ANGELES (Reuters) - In another first for the Internet, two
18-year-olds are planning to lose their virginity in the full glare of
the public, on their own Web site.

The couple, calling themselves Diane and Mike, will have their
first sexual encounter on Saturday, August 8 at 6 p.m. PDT (9
p.m. EDT, ) and a camera will broadcast the event over the
Internet for all the world to see, their lawyer said Tuesday.

Despite this, Los Angeles lawyer Mark Vega said the plan was
to "keep this as grass-roots and intimate as possible.

"It just takes one camera and you can invite the entire web to
where you're at," he told Reuters.

He declined to give the couple's full names or say where they
live, but added that on July 18, they will be featured on the
Web site (www.ourfirsttime.com) and grant their first interviews.
The site will track the couple's preparations over the next three
weeks.

For years people have been sharing their most intimate
moments on the Internet. Countless couples have Web sites
featuring pictures and videos of themselves have sex.

And Internet happenings have included what was billed as the
world's first interspecies on-line chat, when a gorilla named
Koko was "interviewed" on the Internet in April.

Vega said the idea for the first-sex event was Diane's, inspired
by her beliefs in freedom of speech and action. He added that
she was inspired by seeing a birth on-line.

Last month a 40-year-old Florida woman gave birth to a baby
boy in the first-ever live on-line birth before an estimated
audience of two million people. The broadcast was billed as an
educational event and showed the birth from a discreet angle
over the mother's shoulder.

"We want to show that the act of making love, which is the
first step that brought that live birth about, is just as beautiful --
and nothing to be ashamed about," the young couple wrote on
their Web site.

"If a delivery can be shown live on the Internet and be
considered educational and beautiful, then why shouldn't the
first step also be shown live and considered educational and
beautiful."

The site describes the couple as honor students who have
recently graduated high school and are looking forward to
starting college in the fall. It adds that these "typical All-
American kids" are active churchgoers.

The purpose of the event, they say, is to change repressive
sexual attitudes among some people and to make a statement
about safe sex and freedom of choice.

Diane's parents are liberal but Mike may have more explaining
to do since his father is a church minister, Vega said.

Pictures of the cuddling couple posted on the Web site do not
show the couple's faces because "it is anticipated that there
will be some religious groups and people who will try to stop
Diane and Mike from completing their statement."

Vega said hackers had already attempted to dismantle the site
to stop net surfers from tuning in. But the Web site promises --
"All names, faces and locations will be disguised until the 21st
day -- when everything will be shown unobstructed."

            The Ministry of Agriculture has launched a five-year study
            of the
first phase of a national blueprint to achieve the optimum
exploitation of water resources in the Euphrates basin and find fresh
sources of water following instructions of His Excellency the leader
President Saddam Husayn, may he be safeguarded by God.
            Speaking to Alif Ba', Mr. 'Abd-al-Ilah Hamid Muhammad
            Salih, the
minister of agriculture, listed the areas to be covered by the project
as changes affecting the Euphrates; utilization of saline water in
irrigation; the crops that tolerate salinity; utilization of
underground water; the economic use of irrigation water; and the
technology for the collection of water. A work plan, supervised by a
committee staffed by specialized experts, has been worked out with the
participation of researchers and specialists from the Ministry of
Higher Education, the Ministry of Scientific Research, the Ministry of
Agriculture, the Ministry of Industry and Minerals, the Atomic Energy
Authority, and Iba' Center for Agricultural Research.
            His excellency the minister noted that the implementation
            of the
project was in reaction to the Turkish side monopolizing the Euphrates
water at the expense of the littoral states and to the cropping up of
many problems. The project was also conceived to redress the
declining level of the Euphrates water and the building of irrigation
projects by the source countries Turkey and Syria and their discharge
of waste from these projects into the Euphrates, which has lowered the
quality of the water. He indicated that a series of studies will
produce recommendations to devise techniques that should offset the
damage caused by Turkey's cornering the bulk of the water of the river
in violation of international conventions and laws.
            The project, the minister observed, traverses the
            Governorates of
al-Anbar, the Central Euphrates, al-Muthanna, Dhi Qar, and al- Basrah.
Research stations are to be installed in some of those govenorates.
The minister of agriculture predicted that the modern techniques
utilized by the project should cut the amount of water wastage by 30
percent through a better understanding of the nature of the soil.
Water will also be conserved by the growing of crops that survive on
relatively little amounts of water. The use of up-to-date
technologies, he added, would produce a higher yield, especially given
that the Euphrates traverses a large expanse of land of the gypsum
type.

I keep coming across "threats" by Arafat to declare statehood in May,
1999. What would be a good day in May to declare this statehood?
May 14, 1999 is Jerusalem Day, the day the Jews celebrate the
reunification of Jerusalem on Iyar 28, 1967. Would they
choose this day? (Jerusalem will be 32 next year.) That date (May 14)
also hearkens back to Israel's independence in 1948. Israel will turn
51 around then. May, 1999 is 10 months away....

U.S. Naval Observatory to Celebrate Millennium with Washington Time
Ball

The U.S. Naval Observatory, which maintains the Master Clock of the
United States, will usher in the years 2000 and 2001 by dropping a
time ball from the telescope dome atop its main building in
Washington, D.C.

By order of the Secretary of the Navy, the Naval Observatory dropped
the first time ball in the United States in 1845, as the primary means
for disseminating time to the city of Washington, and for ships on the
Potomac to set their chronometers for navigation. The ball was dropped
every day at noon from the Observatory's Foggy Bottom site until 1885,
when it was moved to the State, War and Navy Building (now the old
Executive Office Building) next to the White House. It was last
dropped there in 1936. The dropping of the time ball to usher in the
year 2000 will therefore commemorate an old tradition for Washington
and the U.S. Navy. It will, however, be dropped at midnight EST on New
Year's Eve rather than noon. The event is also part of the White House
Millennium Program.

Time balls were used in many cities around the country and around the
world during the 19th century. Those in the U.S. were sometimes
dropped by a signal from Washington. Beginning in September, 1877 a
time ball atop the Western Union Building in New York City was dropped
by telegraphic signal from the Naval Observatory. In the era before
time zones, the signal for New York was issued 12 minutes before that
for Washington to take into account the longitude difference. At the
turn of the 20th century dozens of time balls were being dropped
around the world. A few are still ceremonially dropped, ranging from
New Zealand to the Old Royal Observatory, Greenwich.

The dropping of the time ball to mark the millennium raises the
contentious question of when the millennium actually begins. The
official answer is clear, if not widely understood: January 1, 2001.
This is because there is no year zero. Years of the Gregorian
calendar, which is currently in use today, are counted from AD 1.
Thus, the 1st century comprised the years AD 1 through AD 100. The
second century began with AD 101 and continued through AD 200. By
extrapolation we find that the 20th century comprises the years AD
1901-2000. Therefore, the 21st century will begin with 1 January 2001
and continue through 31 December 2100. Similarly, the 1st millennium
comprised the years AD 1-1000. The 2nd millennium comprises the years
AD 1001-2000. The 3rd millennium will begin with AD 2001 and continue
through AD 3000.

But admittedly, all those zeros turning over for the year 2000 is
cause for celebration! For this reason, the USNO will drop time balls
for both the years 2000 and 2001. There is also a countdown clock on
the USNO Millennium Web page at http://www.usno.navy.mil . Among its
other millennium activities, the Naval Observatory will also hold a
symposium in March, 1999 to commemorate the 150th anniversary of the
founding of the Nautical Almanac Office, a part of the Naval
Observatory since the late 19th century.

Another frequently asked question is whether the year 2000 is a leap
year. The answer is yes. The rule, according to the Gregorian reform
of 1582, is that years evenly divisible by four are leap years, except
for centurial years, which must be evenly divisible by 400. Thus 1700,
1800 and 1900 were not leap years, but 1600 was, and 2000 will be.

The Naval Observatory began as the Depot of Charts and Instruments for
the Navy in 1830. From 1844 to 1893 it was located at Foggy Bottom.
Since 1893, the Naval Observatory has been located at 34th and
Massachusetts Avenue, about 2 miles from the Foggy Bottom site and the
center of Washington, D.C.

Determination and dissemination of time have been an essential part of
the Naval Observatory mission since its beginning. During that time
clock technology has evolved from precision pendulum clocks to quartz
crystal clocks to the present hydrogen maser and cesium-beam atomic
clocks. Similarly, time dissemination has evolved from the visual
signal represented by the time ball, to the telegraph beginning in the
1860s, to radio signals and finally the Global Positioning System
(GPS), for which USNO still supplies the time. Clock accuracy has
advanced from one-thousandth of a second with the most elaborate
pendulum clocks at the beginning of the century, to one billionth of a
second per day with the present atomic clocks. Time dissemination,
accurate to a few tenths of a second with the time ball, is now
accurate to within a few billionths of a second with GPS.

Aside from maintaining the Master Clock of the United States, the
Observatory produces star catalogs, astronomical and navigational
almanacs, and conducts forefront astronomical research. It is building
a "cesium fountain" atomic clock to improve time accuracy ten-fold. It
has constructed the Navy Prototype Optical Interferometer, which will
help improve the celestial reference system and may discover
Earth-size planets. The Observatory accurately measures the rotation
of the Earth using radio telescopes around the world. And it continues
a variety of efforts to improve navigation by land, sea, air, and
space.

apart and distinct from God's rest. True, it marks the completion of

Thousands see mirages in eastern Chinese cities: report

BEIJING, July 15 (AFP) - Several thousand tourists and local residents
of eastern Penglai city saw mirages of cities and mountains appear in
the sky in recent days, the official Xinhua news agency reported
Wednesday.

Witnesses reported seeing a foggy belt of lights with mountains and
cities -- complete with buildings, chimneys and street lights --
appearing alternately above.

The images lasted about an hour, before slowly disappearing, Xinhua
said.

Tourists have flocked to the city in recent days in hopes of catching
a re-occurrence, it said.

Located on the Bohai sea, Penglai has a reputation as an
appearing-place of gods in Chinese legends, the agency said. Several
mirages are recorded in local chronicles, it added.

The report offered no possible scientific explanation for the sky
images.

Does anyone know what "Hussein" means? Isn't it curious that all
these "players" in the Middle East have the same name? What is the
common denominator? Islam? It seems like there is just one force out
there and it is called "Hussein."

Abdul Rauf el-Codbi el-Husseini ("Arafat")--Is his just ceremonial?
King Hussein of Jordan
Saddam Hussein of Iraq
And I think there is another Husseini who has something to do with
the Temple Mount.

Any help/comments would be appreciated,
